When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

Fe-26Si-9B (wt per cent) alloy has been identified as a potential high-temperature phase change material (PCM) due to its attractive properties, such as its high latent heat of fusion and low volumetric change during solid/liquid transition. For the successful utilisation of this alloy into thermal energy storage (TES) systems, the development of a cost-effective production method is essential. Presently, the Fe-26Si-9B alloy is produced by mixing FeSi alloys with either pure boron element or FeB alloys. However, the use of pure boron is financially prohibitive, and the carbothermic reduction results in high greenhouse gas emissions and high energy consumption in the production of FeB alloys. In this regard, our study proposes a silicothermic reduction method to produce Fe-26Si-9B PCM by using FeSi alloys and B2O3-based oxides. Accordingly, the influence of various parameters on the production process was investigated, including operating temperature, holding time, B2O3 content in the added oxides, and initial Slag/Metal (S/M) ratio. Based on the experimental results, the optimal parameters for producing FeSiB alloys with over 9 wt per cent boron were determined. Consequently, it was documented that the FeSi alloys and the added oxides enriched with 50– 65 wt per cent B2O3 should be subjected to temperatures ranging from 1550–1650°C, maintain an initial S/M ratio exceeding 1, and ensure a holding duration beyond 1 hr. Moreover, the energy consumption of this process was estimated to be ~1.86 MWh/t metal and the mass loss was lower than 7 per cent. Therefore, silicothermic reduction offers a sustainable approach for producing FeSiB alloys with a boron content above 9 wt per cent.

Water use and wastewater management is becoming a focus for many industries around Australia and the rest of the world. Good quality water is increasingly being recognised as a precious resource, and regulations on the bulk storage and discharge of waste streams is becoming more stringent in order to protect the environment, existing water reserves and the communities that use these resources. Components such as heavy metals, arsenic, cyanide, and sulfate from acid mine drainage are some that occur at mining and metallurgical processing sites. Removal of such components can allow safe re-use of these streams, reducing the new water requirements of the process, or else allowing acceptable discharge to the environment. Re-use or discharge of treated water eliminates or reduces the risk associated with storage of large volumes of contaminated water on site.Technologies where a contaminant is selectively precipitated and removed as a sludge are used for many of these treatments. Selection of the best treatment option for wastewater must depend on what is suitable to each site, and consider not only the nature of the contaminant, but also other aspects, including the location and situation of the site, local regulations, cost of reagents, the sensitivity of the local environment and waste sludge disposal options. To outline how an effective and economical solution can be designed and delivered, this paper will present a case study for the removal of arsenic from a site wastewater, from assessment of the problem, selection of suitable technology, design and implementation, to the benefits delivered to the site.CITATION:Salokannel, A, Nevatalo, L M, Martikainen, M, van der Meer, T and McCulloch, J, 2013. A certain amount of "give and take" must be adopted in the treatment of small local cavities and mounds.In all cases it is desirable that the surveys made should be tied on to the lease surveys for the purpose of location, and that all levels should be reduced to the mine datum. It is also desirable to obtain levels of the original surface before deposition of the material to be estimated. If these have not been obtained beforehand, levels and transfers round the top will be the next best. The Greenland Group, Westland, can be characterised with respect to environmental issues by the application of a GIS database (DAME), and specific sampling campaigns. Waters draining gold mineralised areas have a distinctive chemistry characterised by neutral pH and arsenic as a trace element. The acid neutralising capacity (ANC) from carbonates usually exceeds the maximum potential acidity (MPA) from sulphides resulting in circum-neutral pH. These waters are readily distinguishable from waters draining coal mine related areas, which commonly have low pH (~4) and low As concentrations (~0.1 ppm). In contrast, dissolved arsenic mobilised from Greenland Group historic gold mining areas is up to 2.4 ppm. This As mobilisation is controlled by the secondary As mineral, scorodite (FeAsO2+2H2O). Maximum dissolved As concentrations increase with increasing pH, corresponding to the increasing solubility of scorodite with increasing pH. Dissolved As is attenuated by dilution, precipitation of scorodite, and/or adsorption to iron oxyhydroxide (HFO). Adsorption to HFO is an important attenuation mechanism in and adjacent to many mine sites. HFO is abundant at mine sites where pyrite was abundant in fresh rock, such as where the mineralised zone is dominated by disseminated pyrite. Pyrite, and resulting HFO, are relatively rare where mineralisation occurred as well-defined quartz veins. Localised HFO occurs also where ankerite oxidises in host rocks. Arsenic output flux (ca. 25 g/day) from historic gold mine sites is commonly less than the natural background flux from mineralised rocks (>5000 g/day).

The area between Merrygoen and Digilah is located on a structural high that separates the Sydney Basin from the Great Artesian Basin, and hence the stratigraphic succession of younger rocks overlying the basement is relatively thin. The stratigraphy is briefly described and it is shown that fluvial sedimentation prevailed from Upper Permian through to Middle Jurassic times. Flint clays occur in the Permian, Triassic and Jurassic but only those in the Jurassic appear to have commercial value at present. The chemical, mineralogical, and physical properties of the flint clays are discussed.

Drilling and blasting are an essential part of most mining operations, and are commonly major operating cost centres. The effectiveness of blasting can have a significant influence on all subsequent activities, and hence overall operating costs. Drilling and blasting systems must be compatible with the overall mining method, to minimise total costs and ensure operational efficiency. Selection of suitable equipment and techniques requires an understanding of the total operation, plus current skills in specialised technologies. This paper examines the contribution of drilling and blasting to total costs, including the balance between capital and operating costs. The use of computer modelling is discussed, to demonstrate how blast performance and costs can be predicted and alternatives analysed. Case studies illustrate how cost savings can be made in operating mines, and alternative systems evaluated to optimise new projects.

Multiple regression analysis was used to predict elemental concentrations of copper and nickel in soils from consideration of the concentration of these elements in vegetation in an ultrabasic complex in New Zealand. Regression equations were computed from sixteen independent variables involving concentrations of ten elements in plant ash, and various physical factors such as slope and altitude of the site, and height of the tree. One elemental and one physical variable were significant for nickel at the 90 per cent level of probability and five elemental and two physical variables were significant for copper at the same level. Use of the regression equations explained 32·5 per cent and 26·5 per cent of the variance in the respective relative accumulations (amount in plant divided by amount in soil) of copper and nickel.Predicted concentrations of copper and nickel in soils agreed more closely with the observed values in the soils than did the levels of these elements in plant ash.Although the results may specifically apply only to the test area, the principles should have universal application.

The relationship between efficient liner exchange, concentrator availability and concentrator profitability is well documented. Russell Mineral Equipment’s (RME) relationship with OZ Minerals’ Prominent Hill site personnel enabled sound collaboration between the two parties. Both parties worked together to identify the sources of productivity and efficiency loss and developed solutions to reverse them.This paper chronicles the identification of production inefficiencies and the resulting removal of mill relining from the critical path through the materialisation of mill relining optimisation strategies. Brown coal production in Victoria's Latrobe Valley Region (Figure 1) continues to rise and currently stands at around 50 Mt per annum. With the exception of around 2 Mt used to produce some 700 Kt of brown coal briquettes, this coal is mined by the State Electricity Commission to fuel large thermal power stations with a total installed capacity of just over 5 000 Megawatts. The moisture content of the coal as mined typically exceeds 60 per cent, making Latrobe Valley coal a markedly low rank fuel. The lack of heating value is, however, compensated for through power station design and by the fact that ash yield is very low, usually within the range of one per cent to four per cent on a dry basis. This means that compared with most other coals, the burning of Latrobe Valley brown coal produces relatively small quantities of waste products and discharges a minimal level of pollutants into the atmosphere. Even so, the inherent quality of Latrobe Valley coal does vary significantly from one area to another (Gloe, 1991; Barton et al, 1992) both on a local and a regional scale. Such variations need to be recognised and understood in order to not only realise efficiency gains in existing power stations but to properly assess resource potential for future utilisation and the application of new technologies. The principal aim of this paper is not to describe coal quality variation in detail or to speculate on the nature of and reasons for such variation. Rather, it is to simply underscore that significant differences do occur and that this is clearly a factor which needs to be considered in any evaluation of Latrobe Valley brown coal as a resource for the future.

This paper reports a biogeochemical study of the Siberia lode of the Herberton tin field. Soil near the orebody contained high levels of Fe, Cu, Pb, Sn, As, Mld Mn. Polycarpaea spirostylis and Indigofera dominii were associated with these high levels but several other species apparently could not tolerate them. The potential of these species as indicator plants is discussed.

A new porphyry copper gold district has been discovered at Goonumbla near Parkes in central New South Wales. Endeavour 26 North is the largest deposit known to date with a possible resource of 166.4 million tonnes at 0.74% copper, 0.12g/tonne gold and 1.7g/tonne silver, using a cut-off grade 0.3% copper. Mineralisation is primarily bornite in the higher grade zones and chalcopyrite in the peripheral lower grade zones. Most of the copper, gold mineralisation is associated with potassic alteration. Two mineralised quartz monzonite porphyry intrusive stages have been identified and these are related at depth to a large monz- onite stock which may have been the source of some of the mineralisation. On the basis of detailed paragenesis studies, the potassic zone can be divided into three symmetric subzones. The low grade inner potassium feldspar subzone is confined to the later intrusive porphyry. The outer potassium feldspar subzone is the most highly mineralised alteration halo due to the focussed superimposition of two hydrothermal cycles which have overprinted intrusive and volcanic rocks. The fringing biotite potassium feldspar subzone reveals alteration minerals which are developed early in the paragenesis. Fracture controlled quartz sericite alteration with low sulphide content, fringes and, in part overprints the potassic zone. The restricted pipe-like nature of the alteration zones and related mineralisation suggests that Endeavour 26 North is repres- entative of a multiphase focussed porphyry copper gold system.

Residual aeolian placers (RAPs) are formed by the wind, by preferential entrainment and removal of small and low-density detritusfrom a pre-existing, typically sedimentary sequence containing heavy minerals. Heavy minerals that are resistant to chemical alteration and either soft and malleable (gold), or extremely hard (diamond, sapphire, ruby, etc), are concentrated as a residual on the wind deflation surface, typically in the interstices between larger resistant clasts. RAPs form preferentially in arid or semi arid areas, where the vegetation is sparse or absent, and where topography and surface gradients are low, but may also form on beaches and in periglacial environments. RAPs consist of a continuous or discontinuous, planar or gently undulating horizon of heavy minerals in a single-clast-thick pavement of resistant pebbles, cobbles, or boulders, which mantles the present topography or palaeo-topography. Extreme wind erosion and surface deflation may condense the full pre-existing sequence into a layer of heavy minerals only. The grade of RAPs is substantially higher than in the precursor deposit, and commonly much higher than those typically found in most other placer types. Aside from their general occurrence as a thin pavement of resistant clasts, the best indicators of residual aeolian gold placers are the presence of wind-eroded stones (ventifacts) on the pavement, and the distinctive and unique shapes of aeolian gold grains themselves. The shape of the gold grains is progressively transformed by sand blasting during placer development, from grains with thickened rims, to toroidal grains on which the rims are æsplitÆ and peened inward toward the grain centre on one or both of the grain sides, to hemispherical or sub-spherical grains that are fully encapsulated by the in-turned rims. Gold that has undergone aeolian shape transformation is difficult to entrain and transport away from the site of aeolian concentration by anything other than mass movement or glacial processes. It is also easily retained by commercial recovery plants of any configuration.

Leaching column techniques and microbiological methods have been described in detail in Madgwick and Ralph (1980) and Madgwick, Ralph and Sadler (1981).Sixty-nine kilograms of copper porphyry ore (0.4 per cent Cu, 2.7 per cent Fe) (particle size 2.4-11.2 mm; 60 The effect of sodium chloride (O.6M) irrigation on bacterial leaching of Bougainville copper porphyry ore was studied.Viability of suspended Thiobacillus ferrooxidants was reduced to less than 10 cells/ml in NaCI (O.6M) compared with 10' eells/ml in dilute II,SO, (0.01 M, pll 2). Salt irrigation had no significant effect on heterotrophic and sulphur oxidizing bacteria. Increascd short term recovery of copper (145 g/tonne/ 15 days) was followed by a marked decrease in tenors to less than 20 mg/litre/day compared with an acid leach, steady release, of 110 mg/litre/day. Resumption of acid leaching restored average solution copper to 46 mg/litre/day and the viability of suspended T Ierrooxidates to 10 cells/ml.Quantitative removal of sodium ehloride from ore particles was difficult and t races of NaCI remained for more than 200 days.

A bulk mineral analyser (BMA) suitable for the determination of Cu or Ni in bulk ore samples has been developed at the Lucas Heights Research Laboratories. This analyser, which uses the nuclear resonance scattering technique, is highly specific to the wanted element. The technique has previously been extensively field tested for copper at Mount Isa, Queensland.The present paper discusses the field trial in 1982 of a commercial prototype BMA for nickel. The trial was undertaken at the lateritic nickel mine at Greenvale, Queensland. The BMA and its shielding, together with a laboratory spectrum analyser, were sited in the sample shed adjacent to the workings. Two hundred and thirty-eight ore samples taken directly from the mine blastholes were assayed by the BMA. The average mass of sample was 12 kg, metal contents varied from 0.2 to 3.5 wt/per cent Ni and 4 to 43 wt/per cent Fe and free moisture varied from 11 to 55 wt/per cent. A measurement took 10 min to complete, although this time could have been reduced at the higher nickel grades. The r.m.s. deviation between BMA and chemical assays was 0.09 wt/per cent nickel. Iron and bulk density were also determined by the BMA, r.m.s. deviations being 1.7 wt/per cent and 0.03 g/cmJ respectively. Similar results could be expected from a BMA in routine industrial use at other nickel mines.

The study of gas emitted from face coal samples at the coal face is part of an investigation of instantaneous outbursts of coal and gas. Normally, seam gas essentially comprises methane of which the origin in the metamorphism of coal is undoubted. The origin of other gases sometimes occurring in high proportion in seam gas, particularly carbon dioxide, is more controversial. A simple meter for rapidly assessing gas in coal was developed. Tests with the meter enabled comparisons of seam gas in face coal at some outbursting and nonoutbursting mines, and under various working conditions. The varying results of widespread testing suggest certain trends, including some prospect of recognising outbursting potential at the coal face.INTRODUCTIONThe aim of this work is identification of differences in gas condition between coals subject to instantaneous outbursts and coals which have not outburst, and between faces of coals which will and which will not subsequently outburst. Any comparative test should be conducted right at the coal face on coal about to be worked and the results of testing should be available after a short period. Moreover, the method and the comparison of results should require no special skill, and be well within the capacity of junior mine officials. Any consistent relation between gas condition and subsequent mining conditions - outbursting or not might be valuable in prediction of outbursts.INSTANTANEOUS OUTBURSTSInstantaneous outbursts (Hargraves, 1958) , are largely unpredictable and unaccountable ejections of coal (up to 5,000 tons) and gas (up to 5,000,000 cu.ft.) from a standing coal face. The Ocean Drilling Program (ODP) is the largest international geoscience project in the world, and the state-of-the-art drill ship, the JOIDES Resolution, is permanently at sea. Each year there are six scientific cruises (legs) which each last approximately two months. These legs are designed by geoscientists from the nineteen countries that subscribe to ODP.Australia and Canada presently share ODP membership under the banner of the AUSCAN Consortium. The benefits of Australia's involvement in ODP include internationalisation of Australian geoscience, advanced graduate training, and unique scientific investigations of the ocean floors in the Australasian region. In addition, visits to Australian ports by the ODP drill ship, the JOIDES Resolution, contribute up to $2 million per visit to the local economy. Amongst the many other aspects of ten years of scientific drilling, OOP has significantly contributed to our understanding of hydrothermal processes on the seafloor. To date, three hydrothermal sites have been drilled to date by the OOP, Snakepit (MAR), Middle Valley (Juan de Fuca Ridge) and TAG (MAR). Two more hydrothermal sites are scheduled for 1996.
