Tests demonstrated that aqueous solutions of sodiu~n sulfide would dissolve over 95 pct of the cinnabal- in 5 pct Hg flrotation concentrates and 60 to 90 pct of the cinnabav in low-grade ol-es. Double-leach tests showed that potassiutn sulfide would dissolve 90 pct of the avsenic sulfide in Hg-As satnples and only 1 to 10 pct of the Hg; the sodium sulfide would then dissolve 80 to 90 pct of the rernaining Hg and 30 to 70 pct of the vemaining As. 1 HIS paper describes the extraction, by alkaline sulfide solutions, of mercury from cinnabar-bear ing ores and flotation concentrates. Leaching time and solution temperature had minor effects on mercury extraction when compared to the effects of reagent quantity and ore type and grade. Cinnabar, although readily soluble in sodium sulfide, was only partially soluble in potassium sulfide and essentially insoluble in ammonium sulfide. A double leach process was developed to extract selectively the arsenic from Hg-As products with K2S and to treat the residue with sodium sulfide-hydroxide solutions to extract the mercury.' Mercury was then recovered from the pregnant solutions either by precipitation with metallic aluminum or by electrodeposition. The solubility of HgS in alkaline sulfide solutions was first reported by Volhard in 1878.' The first reported commercial application was made in 1915 when Thornhill applied the method to the treatment of an amalgamation tailing.3 Mullhollen, in 1911. described the chemical reaction of HgS with Na,S and alkaline hydrate to be:4 Most investigators have reported using a 4-pct sodium sulfide and a 1-pct sodium hydroxide soluti~n.3-4 An increase in temperature or excessive dilution of the solution causes the reaction to be reversed. Church Holmes described a similar process used for the extraction of antimony from silver concentrates at the Sunshine Mining Company's mill at Kellogg. Idaho.5 More recently. Erspamer and Wells reported the results of leaching studies on a Hg-Sb ore from Alaska.6 EXPERIMENTAL PROCEDURE Leaching tests were made on samples of mercury ore from eight deposits in Oregon, Washington, and Idaho. In addition. tests were made on flotation concentrates from seven of the samples as well as a flotation concentrate from an operating mill. Since previous investigators reported reagent requirements greatly in excess of that required by the equation HgS + Na2S = HgS . Na2S, initial studies were made on chemically pure HgS. Results showed that the reaction actually required about 1 g of Na,S per g of HgS in an aqueous solution rather than 0.338 g of Na,S as indicated by the equation. To check further the matter of reagent requirements, Na2S and HgS were mixed together in equal mole ratios. Water was then added, a drop at a time, until the components reacted; X-ray diffraction analyses showed no HgS nor Na,S present. The yellow hydrate compound which formed would not redissolve until about three additional mole equivalents of Na,S were added to the solution. This indicated that a stable solution would require at least 4 moles of Na2S for each mole of HgS. While these implications may be valid for pure HgS, the possibility of entirely different results caused by the existence of other elements present in ores and concentrates was recognized. Rapid growth rate of surface mining for coal has caused many states to increase the rigor and complexity of their surface mining codes. The promulgation of federal surface mining standards may cause those states containing federal land to amend their codes also. Presented is an up-to-date review of these codes with tabular summaries that divide the codes into operative functions. These summaries will be of use to new operators, multiple-state operators, and state officials. Suggestions are made for industrial efforts to present workable and acceptable amendments to these codes.

The Pinson Mining Co., which will start production in very early 1981, is the fourth Carbon-In-Pulp plant to be put into operation in the United States. The property is located in Humbolt County, Nevada, 38 km (24 miles) northeast of the town of Golconda. The famous Getchell Mine was also near Golconda and was the site of one of the early Carbon-In-Pulp plants in the 1940s. The deposit was discovered in 1971 by Reno based Cordilleran Explorations, which is founded by a consortium of Canadian mining companies. Cordilleran is a partnership consisting of John Livermore and Peter Galli. In 1972 a second but smaller deposit, called "Preble", was discovered at a location 15 miles south of Pinson. During 1980, a decision was made to place the Pinson deposit into production and Pinson Mining Company was formed. Ownership of Pinson is vested in Lacana Mining Inc. , Rayrock Mines, Inc. , Siscoe Metals, Inc., John S. Livermore, Peter E. Galli and Donald M. Duncan. Three distinct but connected ore zones occur at Pinson. Combined reserves of milling ore total 3, 200, 000 tons at an average (undiluted) grade of 4. 12 g per mt (0. 12 oz per st) Au. Initial mining will be from "A" zone which contains 1, 500, 000 tons with an average (undiluted) grade of 5. 8 g per mt (0. 17 oz per st) Au. An additional 5, 500, 000 tons of low grade ore will be mined from the Pinson deposit and processed by heap leaching. Mining reserves at Preble total at least 1, 500, 000 tons grading 2. 7 g per mt (0. 08 oz per st) Au. Production plans for the Preble deposit have not been formulated at the date of writing. Gold mineralization at both deposits is finely disseminated as sub micron sized particles. The ore at Pinson is structurally controlled and occurs in an Ordovician limestone-siltstone unit. Much of the ore has been silicified to a jasperoid. The ore zones have been entirely oxidized. Preble ore occurs in the Cambrian formation in a carbonaceous, limey shale. Only the upper part of the Preble is oxidized and amenable to conventional cyanide leaching. The Pinson ore body is adjacent to the mouth of Granite Creek in the Osgood Mountains at an elevation of 1, 615 m (5, 300 ft) with the mill being 1. 2 km (3/4 mile) from the mine at an elevation of 1, 495 m (4, 900 ft). D. C. Hilty (Union Carbide and Carbon Research Laboratories, Niagara Falls, N. Y.)—This paper is a very nicely detailed analysis of a difficult problem. I would like to point out that the results that Mr. Crafts and I published a few years ago had no reference to activity, or anything else of a similar nature; our results were strictly empirical. It is quite gratifying that we now have a case where results involving activity coefficients and results derived from direct observations on actual steel melts are practically identical. When two different laboratories, working from two entirely different approaches, come out with results in such good agreement in their major significance, that is an achievement. It is something that was not possible 15 or 20 years ago. There is one question I would like to ask Dr. Chip-man. It has to do with a very minor point of disagreement in these results. When we reported the kink in the Si-O solubility curve I think you may recall that it came at the different temperature levels at about the order of 0.015 to 0.03 pct 0 and 0.03 to 0.07 pct Si—we also pointed out that we had difficulty in obtaining data at that level, although we finally did get some. I note in going through the data for the present paper, that there are no samples in those particular silicon and oxygen ranges. I wonder if that was purely accidental or was there a reason for it. D. E. Babcock (Republic Steel Corp., Youngstown, Ohio)—Mr. Hilty, do you have any explanation for that discrepancy between Dr. Chipman's curve and your own Mr. Hilty—Our explanation for it at that time was that for some reason our system probably was not in true equilibrium with SiO, that is, in equilibrium with the silica crucible at that level. We did observe, however, that that was the level at which both the metal and the slag became saturated with SiO,. On the average, in studying inclusion formation in small ingots permitted to solidify normally from the molten state, we observed pure silica inclusions at silicon contents over about 0.05 pct and FeO type inclusions at silicon

The finding of gold, in enriching quantity, along the streams that issued from the western foothills of the Sierra Nevada was the prelude not only to the birth of an organized mining industry in California but to the intensive exploration of the entire Pacific slope; it presaged the feverish exploitation of the mineral resources that the ubiquitous prospector soon uncovered all over our western domain. At first when this migration began, as typified by the rush of 1849, there was no time to examine the signs of ore that were to be detected along the track of adventure, and, it must be added, not many in that motley crowd of gold-seekers were qualified to interpret the signs if they had lingered to look at them. Such intelligent curiosity as a few of them possessed was directed to the finding of gold chiefly, if not exclusively; and their good sense in this respect can not be impugned, because in a new and remote country the less valuable metals and minerals are unlikely to be worth the winning. Many of those that came to California crossed the alkaline wastes and sagebrush prairies that extend between the Great Sal? Lake and the ramparts of the snow-clad Sierra; when coming overland they found it convenient to halt on the eastern slope and to pitch their camp in the valley of the Car- son river before they began the tedious ascent of the mountains and the final entry into the land of gold. One of the trails most used by these immigrants followed the Carson river to the mountain meadows south of Lake Tahoe and then descended among the pine-woods of Placerville, where they went to work with pan and shovel in the gold-bearing streams

The crystal structures of eight of the nine intermediate phases in the Nb-Rh system were investigated by X-ray techniques. The following structures occur: a,Nb3Rh (Cr3O type);o(ofe - cr type) (H.T. phase, structure unknown); Q2 (AuCU type); a, (orthorhombic, analogous to a,, (Ta-Rh)); a (AuCd type); a,, (monoclinic, related to samarium type); a-8 (VCo3 type); a, NbRh, (AuCu, type). Structural relationships between the six close-packed intermediate phases are discussed and a comparison with the Nb-Ir, Ta-Rh, and Ta-Ir systems is made. In the Nb-Rh phase diagram,' nine intermediate phases were encountered. In order to understand the phase sequence in the diagram and to be able to plot atomic volumes, several unknown crystal structures had to be worked out. These and the evi-

One of the engineering proposals in the last Congress which was of interest to engineers was the soldiers' land settlement plan proposed by Secretary Lane, under which returned soldiers, sailors and marines would be employed on construction work in the reclamation of swamp and arid lands and would thereafter be given preference in the selection and settlement of those lands. This bill failed in the fillibuster at the end of the session. It is likely that some sort of a plan for soldiers' settlement will come before the next Congress. A new bill has been written up for introduction at the next session which proposes an "infiltration method" of buying improved farms in established communities for' the soldiers' settlement purpose, under the authority and direction of the Farm Loan Board. The contrast of this bill to the one recommended by Secretary Lane is of vital importance to engineers at this time; first, because of the broad engineering improvement program that the latter bill proposes as against no engineering improvement under the infiltration plan; secondly, the community settlement plan of Secretary Lane means improvement of waste lands requiring much engineering work.

The application of wet cleaning processes for the beneficiation of bituminous coal has created in some localities a problem in the recovery and disposal of fine solids in the washery water. The maximum allowable concentration of these solids in the washery circuit that is consistent with satisfactory operation of the cleaning units remains a controversial point. It has, however, been generally recognized for a number of years that some degree of control should be exerted over the concentration of such material. Early methods of control involved intermittent or continuous discharge of a portion of the plant slurry into near-by streams or settling ponds, and this persisted even after the adoption of settling tanks or cones. The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condition often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies considerable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, therefore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially prepared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation. The first important work on the flocculation and clarification of coal slurry was done by Henry, who developed the Henry process and used it successfully in Belgian preparation plants. Soon after the initiation in Belgium, the process was introduced into England, where subsequent investigation developed similar processes, which were successfully used in

The U-Cr system is of the simple eutectic type with some solid solubility of chromium in r and ß uranium. The eutectic occurs at 20 atomic pet Cr and melts at 859°C. The maximum solubility of chromium in y uranium is 4 atomic pet at the eutectic temperature, and in ß uranium the solubility is estimated to be 1 atomic pet. y-ß and ß-a transformations were found to occur at 737°estimatedt° and 612°C respectively. DURING 1944 and 1945, the U-Cr constitution diagram was studied in this laboratory as a part of a research program on uranium metallurgy in the Manhattan Project, and the work was described in a Manhattan Project report issued in December 1945. This paper is based on that report, which has been declassified. Prior to this study, it had been shown by other Manhattan Project workers that the low Cr-U alloys could be quenched to retain the form of uranium. Experimental The uranium used in this work was massive metal prepared in this laboratory and contained less than 0.1 pct of other elements. The chromium was 200 mesh powder obtained from the A. D. McKay Co. and was found on analysis to be 99.5 pct Cr with 0.3 pct Fe the major impurity. Alloys, weighing 400 to 600 g, were prepared by induction heating the components to 1700°C in slip-cast ZrO, crucibles in a vacuum of 3x103 mm Hg. TO prevent too violent agitation of the melt by the induction field with subsequent crucible breakage and sample loss, the ZrO2 crucible was placed in a graphite crucible, which was surrounded by a layer of powdered carbon insulation 2 to 3 cm thick. Polished vertical sections of the alloys were examined microscopically to confirm their homogeneity. Heating and cooling curves were taken on the alloys by reheating them in ZrO, crucibles to 1200°C and inserting a mullite-protected chromel-alumel thermocouple into the melt by means of a slip seal in the vacuum head of the furnace. A recording potentiometer traced the curves which had a slope of from 3" to 6" per min. Samples of the alloys were prepared for metallo-graphic examination by conventional mechanical polishing techniques followed by an electrolytic polish in an ethylene glycol-phosphoric acid-ethyl alcohol bath. The structure of the alloys was brought out clearly by this procedure so that no further etching was required. Samples for chemical analysis were taken from drillings from the top, center, and bottom sections of the alloys. The uranium was determined by titra-tion with Ce(SO1)2, while the chromium was titrated with FeSO,; the uranium and chromium totaled at least 99.6 pct in all of the alloys prepared. X-ray samples were prepared by filing bulk specimens in a helium-filled glove box and annealing the resulting powder in a zirconium-gettered helium atmosphere. A 114.6 mm diam Debye-Scherrer camera and a Weyland nonsymmetrical self-focusing camera were used with filtered copper radiation to obtain the powder X-ray diffraction data. Results The data obtained in this study have been combined to construct the constitution diagram of the U-Cr system shown in Fig. 1 where the arrests observed in cooling curves are indicated by dots. The liquidus arrest was quite distinct in thermal data taken on alloys in the range 0 to 20 atomic pct Cr. The eutectic arrest was not observed in studies on the 2.5 and 4.5 pct Cr samples but appeared in the 7.5 pct samples, which suggested some solubility of chromium in y uranium. On quenching from 859 °C, the 2.5 pct sample showed but one phase while the 4.5 pct sample contained a small amount of the eutectic along the grain boundaries; see Figs. 2 and 3. From this the maximum solubility of chromium in r uranium has been set at 4 pct. X-ray studies on these samples showed that the r phase was not retained at room temperature by quenching, but in each case a pattern was observed .which has been identified with the ß phase of uranium. Thermal data show the y-ß transformation of uranium lowered to 737°C as a consequence of this solubility. On quenching from the ß range (660°C), precipitation of chromium in the primary uranium is observed in the 2.5 and 4.5 pct Cr samples (see Figs. 4 and 5),

Much has been contributed to the Transactions of the Institute concerning the construction and operation of American blast-furnares ; but the following compilation is offered as possibly furnishing additional information upon the general features, dimensions, locations, capacities, etc., of the blast-furnaces of the United States; while, incidentally, the ores upon which they rely are noted in a general way. The paper is presented chiefly as a compilation, and the figures given are selections from most reliable sources, or averages calculated from official statistics, placed for convenient reference, with a view of assisting those who consult the Transactions in determining the present relative merits and importance of various sections of the country. The scope of the paper has been restricted to as few topics as possible, and all the details of special plants, or notable outputs have been ignored. While every effort has been made to give correct figures and data, the changes which are constantly taking place in the iron-producing industry, will, undoubtedly, by the time the paper is in print, develop some errors. It is difficult to determine which of the blast-furnace plants of the country should or should not be considered as upon the active list. A number which have not been in operation for years are still reported as active, some of which will scarcely be put in blast again, and others are handicapped so that they can only operate in times of abnormal profits. It is therefore scarcely probable that there are over 600 blast-furnaces in the United States which can properly be considered as active; but so many considerations affect the various plants, that, it being impossible to determine the exact number, I have relied upon the annual reports presented to the American Iron and Steel Association. Concerning the number of plants which could be stricken from the list, the Secretary of this Association says: "In January last (1885) we enumerated 669 furnaces, which included many stacks which had not been in blast for a very long time, and others which could not be operated except during short periods of exceedingly high prices for pig iron. We have gone over this list very carefully and have eliminated 10 anthracite, 19 bituminous, vol. xiv.—36

Most mine operations are hampered to varying degrees by excessive inflow of water into mines or scarcity of water for processing the materials. These internal problems are compounded in many cases by such external hydrological problems as lowering of ground-water levels in areas outside the mine properties, subsidence of ground surface, adverse geochemical changes, and pollution. The development of a mine below the water table disturbs the natural ground-water system, causing a convergence in the flow of water from a surrounding area. The mine becomes the apex of a depressed cone in the water table. The fact that mines are commonly located in complex and somewhat anomalous geologic environments prevents an idealized treatment of the mine as a well that would be similar to a water well in a homogeneous aquifer having isotropic conditions. Yet, adherence to some principles of ground-water behavior is helpful when combined with an understanding of the local geology. A program calling for an appraisal of all pertinent hydrological conditions prior to mining and during various stages of development should supply adequate information for mine officials to anticipate difficulties and to allow for corrective measures. Before and during mining operations there should be a mine hydrology framework and plan, in which there is continual upgrading of such considerations as anticipated actions, consequences of actions, remedial plans, and contingencies.

A two year study was made of the waste disposal of the pebble rock phosphate industry. Solid slimes are impounded in large settling areas and the process water is re-used. Clear effluent was not found to be toxic to fish, or animal life in field tests or in controlled experiments.

NOT much serious consideration was liven to the military aspects of raw materials before World War 1. Following the outbreak of war in Europe in 1914, however. this situation was promptly changed. Disruption of allied shipping and German submarine warfare soon cut off a substantial part of the material the United Staten was accustomed to receiving from overseas. At the same time, raw material requirements rose rapidly as the tempo of industrial preparedness was stepped up in anticipation of war. By April 1917, when we entered the war, serious shortages threatened and consideralde attention was being given to our "deficcient" raw materials. The term "war mineral," began to appear after we became active combatants. But there is no evidence that "strategics" and "critical." as now used, had entered the lexicon of our raw materials experts during the last war nor were there apparently any officially recog¬nized list or definitions of what con¬stituted war materials. According to G. A. Roush in his book, `'Strategic Mineral Supplies," C. K. Leith, while serving as mineral advisor to the War Industries Board. compiled the first unofficial list of deficient minerals in 1917.

Members: A person to be eligible for election or transfer into the claw of Member must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy, or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. This shall not apply to Rocky Mountain members.

That lead and zinc deposits are the result of prolonged,, slow deposition is the idea of most students of ore deposits, and in many cases, where the ore-bearing solutions have been very weak or the precipitating conditions have been very feeble, the ore accumulations have undoubtedly taken a long period of time. As these two vital conditions have been subject to great variations in the different mining camps, the following example is highly interesting in showing that deposition can be very rapid under favorable conditions, geologically speaking, and also extremely recent. In fact, the writer is inclined to regard most, if not all, of the Mississippi Valley deposits of lead and zinc as probably being very young, at least not older than Tertiary, if not Quarternary, in age. The extensive Joplin lead and zinc district, in southwestern Missouri, which is about 60 years old and has numerous mines that were abandoned from 1 to 50 years ago, shows that the lead and zinc today are in an active condition of solution and redeposition, although these two metals occur in the predominant form of sulfides. The mine waters from the older and more or less abandoned portions of the district are frequently so acid, mainly from the oxidation of associated pyrite, as to necessitate the use of wooden pipes and pumps. The first boom in the Oklahoma zinc fields, which is the southwestern extension of the Joplin district, occurred when ore was accidentally struck in drilling a water well. Among the mines then opened up was the Mission mine, at Lincolnville, Ottawa County, Okla. This mine was opened in 1903 in lean "sheet ground," or a flat blanket formation of chert carrying disseminated zinc blende, or "jack," and galena. Theore-body was very free from iron pyrites and the concentrates were very high grade, the "mineral," or lead concentrates, assayed 80 to 85 per cent. lead and the jack, or sphalerite, assayed 60 to 65 per cent. zinc. The orebody was very shallow, occurring at a depth of 76 to 95 ft. (22 to 28 m.) and very wet, requiring three or four pumps to handle the water. The mine was operated until 1914, when it was closed by litigation and immediately filled with water. The second Oklahoma boom, five years ago, opened up the large, active camps of Picher, Tar River, and Century, which are located 2 to 5 mi. west of Lincolnville.
