It was found that Al-A13Ni could be readily cold rolled perpendicular to but not parallel to the whiskers. Reductions of more than 98 pct were achieved without cracking by rolling perpendicular to the whiskers, whereas extensive edge cracking was noted after only 15 pct reduction when rolling parallel to the whiskers. The longitudinal and transverse tensile strengths were nearly doubled, and the longitudinal yield strength more than tripled by cold rolling 50 pct in a direction perpendicular to the whiskers. The whiskers exhibited some waviness (elastic bending) as a result of cold rolling, but at very high reductions (greater than 75 pct) whisker fracture and misalignment became significant. A fine dislocation substructure in the matrix consisting of cells attached to the whiskers was pro -duced by cold rolling. Most of- the substructure was readily removed by a 1-hr anneal at 500°C. Cold rolling was found to substantially reduce the thermal stability of the microstructure at 610°C but did not affect the stability at 500°C. FIBER and whisker reinforced composite materials promise significant improvements in properties over conventional materials. Before they find wide use, however, it will be necessary to understand the response of these highly anisotropic materials to common metalworking processes. Most of the nonmetal-lic fiber reinforced materials have very low elongations (a few pct or less) in the direction of fiber alignment. Thus, metalworking techniques such as rolling and forging would not be as broadly applicable to these materials. This investigation was initiated to determine how a composite system consisting of Al3Ni whisker reinforced aluminum responded to rolling, what changes in the microstructure occurred, and the effect of deformation on the mechanical properties. The composite material studied was produced by unidirectional solidification of the A1-Al3Ni eutectic alloy'-7 and consisted of 10 pct by volume of aligned whiskers of Alai in a matrix of aluminum. It should be pointed out that this system is not representative of all composite materials, and the results will therefore not be universally applicable. The A1-Al3Ni system is characterized by: 1) A strong fiber-matrix interfacial bond 2) A ductile matrix 3) A sufficiently low fiber content to allow significant plastic flow between fibers 4) Strong, completely elastic whiskers (tensile strength 400,000 psi, elastic modulus = 20 X 106 psi.1 These factors allow the material to be readily rolled perpendicular to the fibers. If the fiber-matrix bond were not strong, such a weak interface could fail during rolling. A measure of the ability of a composite to be rolled in the transverse direction can be obtained from noting the transverse tensile behavior. In the case of Al-Al3Ni,2 there is considerable ductility (15 to 30 pct). In the case of boron filament reinforced aluminum, for example, the transverse elongation is less than 1 pct,8 and the material could probably not be cold rolled as readily in that direction. EXPERIMENTAL PROCEDURE 3-in. diam ingots of A1-A13Ni eutectic were unidi-rectionally solidified in graphite crucibles. The starting materials consisted of 99.99+ pct pure nickel and aluminum, and the pure eutectic ingots were made with 6.2 wt pct Ni. The unidirectional solidification process (described in detail elsewhere1-3) consists of preparing a master heat of eutectic composition, remelting, and withdrawing the ingot vertically downward through the heat source at a controlled rate so that plane front solidification proceeds upward at a constant velocity. The resulting microstructure consists of 10 pct by volume of whiskers of very high aspect (length to diameter) ratio. The fiber lengths have not been measured because of the difficulty of detecting fiber ends9 but exceeds 104. There is some possibility that the fibers may be continuous within one grain. Flat sheet specimens 2¾ in. sq and approximately 0.2 in. thick containing whiskers parallel to the plane of the sheet and to one edge were used for this study. A1-A13Ni exhibits either a rod-like (high solidification rates) or a blade-like (low solidification rates) whisker morphology,1,3 and both types were studied. Rolling was accomplished using a two-high rolling mill at a speed of approximately 10 fpm. The rolling direction was either parallel to or perpendicular to the direction of growth (direction of whisker alignment). Reductions of from 0.002 to 0.03 in. per pass were used with the most common value being 0.005 in. per pass. Cold rolling of Al-Al3Ni to more than 98 pct reduction in thickness was accomplished with no intermediate anneals. In addition. a series of speci-mens was cold rolled 97 pct with a 1-hr, 500°C anneal in air after each 50 pet reduction. Tensile testing was accomplished using a Tinius-lsen four screw testing machine. UNDER sulfur in coal, is usually understood that form of sulfur which is combined with iron and known as pyrite. It occurs in the form of halls, lenses, nodules, continuous layers, thin sheets, or flakes, both in horizontal planes and vertical cleavage fissures. But pyrites also occur as very fine microscopic particles, or nodules, disseminated through the compact coal. This form has had but very little consideration. Finally, there is sulfur in coal in an amicroscopic form (not visible with an ordinary microscope), probably combined with the organic matter that exists -in tile coal. This form has had considerable attention from a scientific standpoint, but has probably not been recognized enough on the economic side. One or the other, or both, of these two latter forms may comprise the larger part of the sulfur content of coal, especially after it has been washed or otherwise prepared for use.

A few useful data and statistics are furnished, yet not complete statistics that are available elsewhere. Geology has been treated in simple terms because the reader is presumed to have little interest in the names of formations and of oil sands. Mineral deposits are more or less analogous. As the conflict between the mineral industry and preservationists steadily increases, it becomes urgent to determine as precisely as possible the costs of developing vs. not developing our domestic mineral resources so that enlightened mineral policy decisions can be made. A simple discounted cash flow equation is suggested as an approach to assigning a public-interest dollar value to mineral resources. Present value of a piece of land underlain by a mineral resource is taken as equal to the discounted cash flow derived from the resource corrected for present and future surface land values. The equation is effective as a base for mineral aggregate resource planning for metropolitan areas if transportation cost differences are substituted into the cash flow component. Suitably modified, the equation can be fitted readily into an existing computer simulation program for aggregate mineral resource planning in metropolitan areas. However, because of the lack of accurate input, the equation is less effective for other mineral commodities such as base metals and coal. Nevertheless, within a somewhat philosophical context, the equation still has utility and is effective in defining the problem of public interest values for minerals other than mineral aggregates.

In the case of plastic deformation by slip, von Mises&apos; showed that an arbitrary shape change of a crystal generally requires the activation of five independent slip systems. The selection of the five active systems was worked out by Taylor ,&apos; who hypothesized that, among all combinations of equivalent slip systems which are capable of accommodating a given imposed strain, the active combination is that one for which the sum of the absolute values of the glide shears is a minimum. Taylor analyzed the case of {lll}( 110) slip for fcc metals and applied the analysis to crystals undergoing axisymmetric flow, which approximates the shape change of an embedded grain in a polycrystalline aggregate deformed in tension (or compression). For the twelve equivalent (111) (110) slip systems, there are 384 independent combinations of five slip systems that satisfy the imposed strain.&apos; Taylor laboriously calculated the value of M = ZjIyj /E for each combination (although some were missed) and obtained the minimum M, hence the active combination, for a number of axial orientations distributed throughout the stereographic triangle. (yj is shear from slip on the th system and e is the tensile strain). Detailed contours of constant minimum M were recently obtained by Hosford and Backofen using a simplified but equivalent Bishop and ill&apos; analysis. Due to the numerous combinations of slip systems involved in the calculations, however, the full potential of the powerful Taylor analysis has not been exploited. For this reason, we have recently utilized techniques of linear programming to obtain solutions of the Taylor analysis for axisymmetric flow, for slip on {110)(< 111), {112)(111), and {123)(111) systems as well as mixed slip composed of these three systems. These slip modes are of obvious importance in the deformation of bcc crystals. Some of the salient results are summarized below. 1) Stress-Strain Data for Polycrystal. The value of M averaged over all axial orientations is the ratio of the tensile flow strength of a randomly oriented aggregate to the critical resolved shear stress for slip. This value enters importantly in theoretical deductions of the polycrystalline stress-strain curve from single-crystal data.2&apos;3&apos;5 Table I lists the values of Ma,, for the several cases of slip, as obtained by the present computer work. 2) Texture Hardening. Since the value of M depends on the axial orientation, the (tensile) flow strength of a specimen may be increased through texture control.&apos; An example of the computer results is shown in Fig. 1, where contours of minimum M have been computer-plotted for the case of mixed slip on {110}(111), {112)(111),and {123}(11 1) systems. It may be seen that, under axisymmetric flow, wires of (111) and (110) axial orientations are 50 pct stronger than those oriented at (100) .

The effect of fluid injection to control water coning in oil and gas wells was investigated. Analytical and model techniques were employed. The factors investigated were the position and length of the completion interval, the point of fluid injection, the viscosity of the injected fluid and the relative thickness of the oil and water sections. The resulting influence of these factors on the net producing water-oil ratio was determined. Several important conclusions can be drawn from the study. In general, it was found that the net producing water-oil ratio can be reduced by fluid injection. The magnitude of this reduction depended on the factors listed above. An important practical consideration is that the injection fluid may be either oil or water. If the injected fluid is less dense than the connate water of the reservoir, the fluid will not be lost. This fact is reassuring when valuable oil is being injected. Efforts to suppress water production were more successful when the injection fluid was more viscous than the reservoir oil, or when a zone of reduced permeability existed in the vicinity of the point of fluid injection. Under test conditions, little benefit was derived through the use of impermeable barriers or cement "pancakes". INTRODUCTION The occurrence of water coning has been known for at least 60 years. In thin oil or gas pay sections, the presence of an oil-water or gas-water contact hinders production and often causes early abandonment of the afflicted well if a completion is even attempted. Even when relatively thick pay sections are found, the encroachment of water when a water drive is present will eventually pose serious water coning problems. This water is often corrosive, expensive to separate from the oil or gas and is costly to dispose of. The theory of water coning has been discussed by a number of authors. 1,2,3,4 Briefly, water coning to the producing interval in a well is due to pressure gradients resulting from the production of fluid from the reservoir. These pressure gradients will cause a water cone to rise toward the bottom of the producing interval if a water-oil or water-gas contact exists. The tendency of the water to cone is offset or partially offset by gravity forces since the water has a higher specific gravity than the oil. A balance then exists between two forces, gravitational forces arising from the difference in specific gravities of the oil and water, and the pressure gradients causing the flow of fluids to the wellbore. If the pressure gradient exceeds the gravitational force, water coning to the wellbore occurs and water production results. Through the years considerable thought has been given to the water coning problem. More than 50 U. S. Patents have been granted to inventors on the subject. A relatively complete literature review of the water coning problem has been made. 5 A number of these patents hold considerable promise for the solution or the partial solution of the water and/or the coning problem. Very little has been written describing field tests of techniques for the suppression of water coning. A notable exception is the paperby West. 6 He reports success in reducing gas coning by a combination of gravel packing and oil injection above the oil-producing interval. He also describes a comparable method to prevent water coning, but provides no field examples. This study experimentally and analytically verifies the benefits of oil injection as a means of partially or completely suppressing the water cone. While the gas coning problem was not treated, it is anticipated that results comparable to those obtained in water suppression could be obtained with reduced oil injection since the viscosity contrast between oil and gas exceeds that between oil and water. For the purpose of this study, the conventional potential flow theory was applied to the water-coning problem. The experimental verification centered on both a radial and a linear model. The model study permitted the investigation of complex flow configurations and the use of fluids of differing densities and viscosities. No analytic expressions are available to permit a solution of the problem as stated (see Fig. 1).

Chemical upgrading testwork on Stillwater chomite concentrate shows that reduction roasting and leaching (sulfuric acid and/or ferric sulfate) can provide upgraded feed to ferrochromium furnaces for making upgraded ferrochromium. Two-stage reduction smelting in electric arc furnaces can make upgraded ferrochromium also. Sulfating roasts and leaching (acid and/or water) results using gaseous SO2—SO3 or solid ammonium sulfate were not satisfactory for upgrading chromite. Chemical upgrading of domestic Stillwater (Montana) chromite has been considered at various times1&apos;2&apos; to provide a material with higher chromium to iron ratio, more like foreign high grade ore, for the production of standard grade ferrochromium. Physical bene-ficiation of Stillwater chromite ore can provide a ratio, Cr/Fe, no higher than the ratio in the chromite mineral, which is approximately 1.7. For comparison the analyses of a foreign metallurgical grade chromite ore, a high grade electrostatic process Stillwater concentrate and a stockpile concentrate from the Stillwater ore are noted in Table I. Single stage smelting of the high grade foreign ore with a ratio, Cr/Fe, of 3.37 can provide a ferrochromium of over 65 pct chromium content. Similar smelting of the Stillwater concentrate with a ratio of 1.7 can provide a ferrochromium of 50 to 55 pct chromium content.&apos; It has been demonstrated on a pilot plant scale that chemically upgraded Stillwater chromite having a ratio, Cr/Fe, of 3.0 also can be smelted to provide a ferrochromium containing over 65 pct chromium.5 Two major considerations for an upgrading process are the ratio, Cr/Fe, in the product and the chromium recovery. A minimum ratio, Cr/Fe, of 3.0 is required in the product but for economic reasons a higher ratio is desirable for blending purposes as long as the recovery is satisfactory. Data from different kinds of chemical upgrading testwork are presented in this report. Some of the testwork was conducted to make a product which was not intended to be feed for ferrochrome smelting, but the data are considered pertinent to chemical upgrading. Results reported by others are noted also for comparison. WORK REPORTED BY OTHERS The U. S. Bureau of Mines has contributed much to the literature on chemical upgrading of chromite and a summary is given in Table 11. Reduction roasting and acid leaching were reported by Boericke and Bangert,1 by Lloyd and Gorst, et a1,2 and by Boericke3 to demonstrate very good success on a laboratory scale and only fair success in pilot plant tests for Stillwater (Benbow) concentrates. This work included basic studies on thermodynamic properties to explain the reduction and leaching results. Canadian workers, Downes and Morgan,9 have reported experimental success in upgrading a low grade Bird River chromite, similar to Stillwater material by the same process. Russian workers1&apos; have noted results on reduction tests of high grade chromite which may apply to low grade ores and which help in understanding the reduction process. The use of flux additives in the reduction process was an innovation of their work. The Canadian workers9 also reported other kinds of experiments, including autoclave leaching of the chromite in a limited amount of sulfuric acid. An insoluble basic chromium sulfate was formed and separated from soluble iron, magnesium, and aluminum sulfates to provide an upgraded material. U.S. Bureau of Mines workers, Lloyd, Rosenbzum, Home and Davis,&apos; reported on autoclave leaching of Benbow concentrates as a means of obtaining chromium alum for electrolysis. This last work required selective crystallization of alum to separate iron from chromium. Chloridizing roasting of Benbow and Mouat concentrates has been reported by Hunter and Banning6 and others8 to show that the iron chloride could be volatilized from the chromite to provide upgraded residues.

When an ore deposit is evaluated on the basis of core sampling, questions always arise as to how much weight should be given the various sample grades and how the deposit should be divided into specific volumes assigned to corresponding grades. For a tabular deposit it is customary to use the so- called zone-of-influence. This zone is usually de- fined as the polygon in the plane of the deposit having corners halfway between a given core drill intersection and each of the nearest neighboring intersections. The volume of the ore in this polygon is assigned the analysis obtained from the drill core taken at the intersection. In massive or irregular deposits, volumes of various shapes may be defined with respect to the locations of drill core samples. These volumes may be regarded as three-dimensional zones-of-influence; the theory involved in assigning the values of the central analyses to the ore in the volumes is the same as that used in the case of a tabular deposit. The zone-of-influence method was used in evaluating one of the magnesite deposits at Gabbs, Nev.1-3

R.G.K. Morrison (Chairman, Dept. of Mining Engineering and Applied Geophysics, McGill University, Montreal, Que. Canada) - The authors have introduced a subject, the intensive study of which has awaited scientific developments. These are now such as to justify a thorough review of our thinking on the causes and control of rockbursts. The formulae developed in the paper, the comparison between rockbursts and earthquakes in figure 1 and the energy data relating to explosives serve as an effective foundation. In the paper this writer is quoted as suggesting that energy of the order of 10 x 10 11 ft. lb. may have been released in some of the heaviest rockbursts in the Kolar Gold Field. He now hastens to add that such an estimate has no scientific validity. It arises only from a casual comparison of surface and underground effects of the medium heavy bursts, referred to in the paper and estimated by Jones at 3.0 x 1010 ft.lbs., with those of obviously greater magnitude. In any case, we have the estimate by Jones above, that by a team of seismologists 1 on the Witwatersrand of 10 x 1010 ft.lbs., that by Coates of 3.8 x 10" ft.lbs., also referred to in the paper, that by Blan-chard2 for the catastrophic rockburst at Springhill, N.S., of only 7.4 X 107 ft. lbs., and finally the range covered by Cook, referred to in the paper. It is probable also that data for the heavy rockburst at Merkers3 in the WERRA potash area of Germany are available as it was recorded on seismographs from Moscow to Spain. It is the writer&apos;s impression that some standardization is present in the estimates above for 10 x 10 10, 3.8 x 1010 and 7.4 x 107 ft.lbs., respectively. The latter, for Springhill, represents a relatively low order of magnitude. It is obvious that any energy estimate must be related to the local geometry of openings at the time of the event. It is also obvious that any explanation of the causes of rockburst must be capable of providing a wide range of energy. However, we must remember that the energy release is an effect indicating magnitude. The cause lies with the mechanism initiating the primary failure, generating the seismic activity, to which much of the damage is probably due.

INTRODUCTION In recent decades sintering and pelletizing of finely divided materials have become the primary tonnage producing modes of agglomeration. This statement is especially true in the iron and steel industry and, to a lesser degree, in the nonferrous, chemical and non-metallic minerals processing industries. In every industry the main objectives in agglomerating fines are essentially the same, namely to convert ores, minerals and chemicals of undesirable fineness into agglomerates characterized by a size consistency desirable for subsequent use or processing. Depending on the type of agglomeration process selected and the conditions maintained during agglomeration, the physical process of increasing size is complemented by a number of other unit processes. These processes can occur simultaneously, consecutively or in an overlapping manner. Some of these additional unit processes are incidental to the agglomeration operation, but at the same time can be critical, depending upon the subsequent use of the product. Accordingly, during processing, conditions have to be controlled to either suppress or enhance the extent of completion of these unit processes. The purpose of this report is to review laboratory testing as the basis for engineering modern sintering and pelletizing plants. Considering that most typical applications are for the iron and steel industry, agglomeration of ferrous materials is reviewed and discussed. When these total processes are adapted to suit non- ferrous materials, chemicals, or non-metallic substances, the over- all approach remains the same; only the processing parameters are affected as necessitated by the different nature of the materials.

The work of an engineer is to direct natural forces so that the: bring about the results that he wishes to secure. Heretofore he ha concerned himself chiefly with physical forces and inanimate objects until he has secured a truly marvelous degree of control over them The great problem of the present age is to secure a like degree of know1 edge and control of the human factor. Progress has already been made along this line, but it is only a beginning. Wilhelm Ostwald says tha scientific knowledge enables a man to be a true prophet; but it must be remembered that a good many people do not seem to be able to main tain a high average in prophecy. In short, &apos;the average of knowledge is not equal to the average needs of the present time, but continually fails to keep pace with it. It has been aptly said that the really essentia need of the period is for more brains; if we only had sufficient knowledg and sagacity we could not only solve all difficulties, but prevent then from arising. This generalization holds good for an industrial organization. Th most vital need of the management is for more brains. The logica course for an engineer in charge of an industrial organization is, therefore to direct whatever forces may be at his command toward the development training, and guiding of all the brains in his organization. This is easie said than done, for it involves the carrying on toward two objective: the maximum of productive work, and the development of the individual who perform it. This is essentially like the rebuilding and enlarging of plant, keeping it in full operation the while. On the other hand, if th aim is merely for maximum production from an organization, withou offering opportunity for development, the final outcome will necessari be like that of a plant that is driven at full capacity without stoppin for repairs or improvements; it eventually becomes so run down th either a complete rebuilding is necessary or else it has to be abandone

The kinetics of re crystallization and the effect of recovery on recrystallization of pure iron were investigated within the temperature range of 517" to 632 OC. Grain growth and activation energies were also studied. Two stages can be distinguished during recrystallization; the first is gvowth-controlled and the second is nucleation-controlled. The extent to which the first stage succeeds before the second stage begins depends on both temperature of recrystallization and temperature of recovery. The softening of cold-worked metals and alloys due to transformation of the deformed crystals to strain-free equiaxed grains during annealing is well-known, and early inestiators established that recrystallization kinetics is strongly influenced by minute quantities of impurities. Generally, it is believed that impurities decrease the rate of recrystallization and the rate of grain growth. To understand the basic phenomena of recrystallization, investigations should be on pure materials. Most of the research on high-purity materials has been on metals having the fee Bcc materials, and especially high-purity iron, have been studied only in recent years. It is known that recovery may influence recrystalliation;" however, no general description of the influence, applicable to all materials, has been presented. This paper presents results of a study of the recrystallization kinetics of high-purity iron, after 60 pct cold deformation by drawing, with particular reference to the influence of recovery on the rates of recrystallization and grain growth. From observations of these rates, conclusions are drawn concerning nucleation. MATERIAL AND EXPERIMENTAL PROCEDURE Preparation of Material. High-purity iron, prepared by zone refining of vacuum-melted electroiytic iron at Battelle Memorial Institute under sponsorship of the American Iron and Steel Institute, was used in this study. Table I gives the reported chemical analysis of the material, taken at a point near the last molten zone and thereby rep- resenting the maximum impurity level for the entire bar. Prismatic specimens, approximately 10 x 10 X 50 mm, were sawed from the 50-mm-diam bar, perpendicular to the zone-refining direction, and turned to cylindrical shape. These specimens were sealed in quartz capsules under vacuum, approximately 10"e mm Hg, austenitized at 930° C for 15 min, slowly cooled, removed from the capsules, and cold-worked in air by swaging to approximately 20-pct reduction of area. The encapsulating, austenitizing, and swaging operations were repeated two additional times, after which the samples were encapsulated, austenitized, and cold-drawn to 60-pct reduction of area. A further vacuum anneal at 630°C for 120 min and cold drawing to 60-pct reduction of area produced wire 2.8 mm in diameter. The drawn wire was electropolished to remove deformed material on the surface, after which it was sawed into 4-mm-long specimens for the recrystallization study. Microscopical examination before the final cold reduction revealed equiaxed grain structure with very fine grains in a thin layer near the surfaces of the specimen and nearly uniform ASTM 3-4 grain size in the center. Recrystallization Heat Treatment. a) Direct Recrystallization of Cold-Worked The 60 pct cold drawn iron specimens were recrystallized at five temperatures, 517, 556, 590°, 612, and 632C, in a lead bath covered with graphite (the temperature was controlled to 1°C). Specimens were treated for twelve different times at each temperature, and all were water-quenched after heat &eatment. b) Recrystallization Following Preliminary Recovery Heat Treatment. After cold working, specimens were sealed into quartz capsules under vacuum, 105 mm Hg, and recovery-annealed at 362", 400", and 440°C for 20 hr prior to recrystallization. No evidence of recrystallization was found

PERSONNEL work is a term recently introduced to cover the great variety of activities in industrial work that deal with the human factor. Much attention has been focussed upon individual phases of personnel work, such as accident prevention, sanitation, "welfare" work, reducing labor&apos; turnover, and so on. In most cases these activities have been carried on as though they were distinct and separate fields; as a matter of fact, they are only different phases of the single problem of human engineering, and each has important and fundamental relations with the others. Thus, for example, high labor turnover is one of the most .important causes of a high accident rate, and unsatisfactory housing conditions are an important cause of labor turnover. In the early stages of the study of these problems, it was necessary to take them up separately; the time has now arrived at which it is desirable to consider them as a whole in order to bring them into the right relation to each other. When thus considered as phases of an interrelated whole, they may be grouped as personnel work. A discussion of the importance of personnel work as a means of in creasing dividends in industry may be objected to by some as a too materialistic way of looking upon work that is humanitarian. Nothing could he more mistaken than such an opinion. Humanitarianism, per se, has no place in industry, and nothing is gained and much is lost in pre tending that it has. The only reason why a corporation engages in business is to make profits, and any activity of the corporation that does not tend either directly or indirectly toward that end is poor business. It is equally poor business to overlook any activities that do tend indirectly to the making of profits. On this basis, personnel work can be justified as a corporate activity; there is no justification whatever for abstract humanitarianism from the business standpoint. One characteristic of the American workman is a general high level of intelligence, and it is an insult to intelligence to ask a man to believe that anything so impersonal as a corporation is really desirous of benefiting

Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. The purpose of this paper is to present certain data and observations resulting from a series of experiments dealing with the heat treatment and microstructure of commercial white cast iron and its derivative, malleable iron. In planning the experimental work, particular pains were taken to secure for the tests white cast iron of "normal" composition; i.e., within the composition limits commonly prescribed by manufacturers of malleable castings. A review of the literature leads us to believe that much data of a fragmentary character treating of the graphitization of white cast iron have been of little value, mainly because of the diversity in chemical composition of the materials employed in the tests. Moreovcr, when feasible, annealing periods at least comparable to those of current practice have been adopted. We wish to acknowledge our indebtedness to the members of the research department of the Eastern Malleable Iron Co. for the white cast iron used in the test&apos;s and, particularly, for their active cooperation during the experimental stage of the work. In this paper the following subjects will be discussed in the order indicated: Data on the thermal critical points of white cast iron and malleable iron. Changes produced in tensile properties and microstrue.-ture of white cast iron by annealing at different temperatures within the, range, 760 to 1100° C. Relation of thickness of wall section of hard iron to microstructure and tensile properties of malleable iron obtained under normal annealing conditions. Notes on mechanics of graphitization of normal white cast iron as observed in specimens quenched after various periods of anneal at approximately 800" C.

Foster Bain, Des Moines, Iowa (communication to the Secretary):* The zinc- and lead-deposits of the Mississippi valley, which it has been my fortune to study, give particularly good examples of many of the principles of ore-deposition formulated by Prof. Van Hise. Perhaps there is nowhere clearer evidence supporting his fundamental tenet., that ore-bodies are to be regarded as a result, and as merely one of the phases, of the work of underground waters. The facts regarding the mines of the upper Mississippi valley have been given in some detail for Wisconsin by Prof. Chamberlint and, more recently, for the mines west. of the Mississippi by the Iowa Geological Survey.‡ Fortunately, also, the processes of underground water-circulation have been studied in some detail in connection with the investigation of artesian waters throughout the region.$ In Missouri and Arkansas the mines and ore-bodies have been much studied ; but the general problems of the circulation of underground waters have been neglected. During the season just closed the writer has been engaged in a re-study for the United States Geological Survey of the zinc- and lead-deposits of the Ozark region, with special reference to those of the . INTRODUCTION ACCORDING to the classical theory of elasticity, the elastic portion of the stress-strain curve is represented by a straight line. Such a representation implies that there is a linear relationship between strain and stress and also that strain is a single-valued function of stress and vice versa. Actually, such a one-to-one correspondence between strain and stress does not exist in real metals. A well-known example is the elastic after-effect on unloading. Another familiar example is damping or internal friction, that is, the dissipation of energy attending vibration. In an extensive review of such phenomena, Zener1,2 has proposed the term "anelasticity" to denote that property of a solid in virtue of which strain is not a unique function of stress in the non-plastic region. The phenomena arising from anelasticity are called anelastic effects. The measurements on inelastic effects are, important in many fields of metals technology. Thus, in precise instruments such as watch springs, difficulties often arise from the slight dimensional changes after fabrication. The internal friction or damping capacity of metals is often an important factor in deciding whether they are appropriate for instruments in which there are accompanying vibrations.&apos; However, for metal scientists, the study of anelastic effects furnishes a powerful tool for understanding many properties of metals in terms of their microstructures or atomic interactions. In order to utilize the anelastic measurements to their fullest extent for acquiring such information, the experimental studies of anelasticity must be interpreted by appropriate mathematical analysis. For a great many problems, however, the necessary information often can be obtained by general qualitative arguments. From the definition of anelasticity, any physical changes occurring in a specimen as a result of the applied stress will cause anelastic effects if such physical changes are accompanied by a delayed change of elastic strain. Under these circumstances, we have the condition that strain lags behind the stress. We may mention the stress-induced transportation phenomena as examples. These include the stress-induced thermal diffusion," the stress-induced diffusion of particles,8-12. and the stress-induced viscous slip along the microelements in metals.12-15 The differential equations describing the microscopic mechanism in these phenomena lead to relations in which stress is linear with respect to strain (and/or their derivatives). Thus if we can - demonstrate that the superposition principle is valid under the circumstances in which the anelastic effects are observed, we would expect in. the macroscopic relation a linear relationship between stress and strain and their derivatives. SOME problems concomitant with commercial exploitation of marble are presented as examples of interesting, useful and profitable fields for application of scientific knowledge. The marble industry is only one such field and is selected because its varying new aspects are familiar to the author. However, what is true for marble is equally so in principle for many industrial minerals. The problems of any stone industry are to maintain markets, create new outlets for stone already in demand, and develop varied uses for varieties that are not so popular. Here the geologist has a different role from most of his colleagues in metal mining. The producing branch may ask about the expectable variation in thickness or size of a deposit as development proceeds. The stock department may call for the available amount of a given type of stone before accepting a large order. The sales force requires data on the use for stone from certain parts of deposits in order to divert grades to the most suitable use. The service depart-ment wants defects rectified and the cause determined to avoid recurrence. The mills want data on durability and cutting quality of abrasives. The geologist occupies no special department; he is on general call, as may be illustrated by a few types of problems that may be classified as: (1) dominantly geological in character, (2) dominantly chemical in character, (3) dominantly physical in character.
