COAL occupied a large place in the technical sessions of the Institute at its annual meeting for in addition to three sessions specifically de- voted to coal the two sessions on mine ventilation and the two on ground movement and subsidence, which are reported under their own headings, were primarily concerned with coal. The first session on coal was a joint one with the Iron and Steel Division, on Wednesday afternoon, with F. H. Crockard and J. R. Campbell presiding as joint chairmen and the latter actually officiating. The principal topic of discussion was G. S. Scott's paper "Evaluation of Coal for the Making of Blast- Furnace Coke," which has been published as T. P. 159. The author made a brief statement of its con- tents to start the discussion and the chairman, after briefly reviewing it himself, called on C. A. Meissner to start the discussion. He briefly reviewed the economic factors in the use of coal for coke-making, saying that not only .does the removal of 1 per cent of ash from the coal reduce the cost of pig iron 12 or 13c. per ton, but it also permits coke of satisfactory structures to be made from a coal which otherwise could not be used. He stressed the importance of uniformity in blast-furnace fuel and discussed the benefit of mixing different coals as raw material for the coke oven and cited experience with Illinois coals.

(communication to the Secretary*):—For some time before the publication of Mr. Scholz's paper, I had been collecting data bearing upon its subject, and I now take pleasure in presenting to the Institute my results in the form of a discussion. It has long been a matter of common opinion among mining-men that mine-explosions are more frequent during the colder, or winter months, than during the warmer ones, and it is a matter of common knowledge among them that the air-ways and road-ways in most mines are much drier and are more inclined to be dusty during the winter than during the summer. In many mines, places which are wet and sloppy in the summer are dry and sometimes dusty during the winter. These changes, of course, can only be due to atmospheric conditions, and are caused by differences in temperature and humidity. Until recently, however, very little attention has been paid to the part that atmospheric conditions may play in mine-explosions, or, rather, to the effect they may have in rendering mine-conditions peculiarly dangerous, and in spreading and rendering more disastrous the effects of what otherwise probably would have been small explosions. To show the difference in mine-conditions during summer and winter months, I have tabulated in Table I. the results of 24 observations of hygrometric conditions in several different mines at different times of the year. Mines Nos. 1, 2, and 6 are located in the Pocahontas coal-region, in McDowell county,w.Va., the first one being a shaft-mine and the others drift. Mines 1A and 2A are drift-mines located in Logan county, W. Va. All of these are mines of fair size, but none of them has been in operation more than six years,

The year 1957 was one of declining metal price and production. Many lead-zinc-copper mines were forced to close, and the remaining mines limited production to stay more in line with demand. High cost of labor, supplies, and equipment and high taxes aggravated the situation. Some operators postponed or abandoned expansion programs because of uncertain economic conditions. Output was curtailed by elimination of over- time employment and reduction of the working force. The number of employes laid off was small- reduction in the labor force was accomplished by not replacing those who left a company's employ.

ON THE QUESTION of postwar controls there are today three schools of though ; some advocate state control of everything the socialists ; second are those who advocate the removal of all governmental control over industry - the freedom of enterprise ideal ; and third are those who advocate a middle course - sufficient control to stabilize economic and industrial life, and to prevent violent fluctuations such as we saw in the interwar years. I advocate this third course. I firmly believe un free enterprise, but not in freedom of enterprise, or laissez faire, and there is a great and significant difference between these two.

The combination of the following two exothermic reactions was studied with the purpose of recovering H2 from H2S formed in acid leaching of sulfide ores, direct reduction of metal sulfides with H2 or desulfurization of crude oils: In the kinetic study of the recovery of H2, the reaction rate was measured by the two methods of single-stage and circulation blowing of H2S through molten Pb in the temperature range of 550 to 750°C. The experimental results showed that the rate determining step is in the chemical reaction itself and also that this reaction is accelerated markedly by the addition of a trace of Ni, which may be responsible for the catalytic action of Ni dissolved in molten Pb. In the experiments where Pb metal was produced, PbS was oxidized in a stream of atmospheric N2 containing 0.5 to 20 vol-% 02 or in the same 02 partial pressures as in N2 though under reduced pressures in the temperature range of 400 to 800°C. It was found from these experiments that the formation of PbSO4, basic sulfates and PbO are suppressable to yield Pb metal alone above 750°C and for 02 concentrations of less than 1 vol-%. Vapor of PbS was thought to take an important part in the Pb formation mechanism, and the probability thereof was demonstrated thermodynamically.

WHAT is written here features some of the things that I would say if I were to de- liver a Presidential address during the Annual Meeting to be held this month in New York. I am aware that custom favors written rather than vocal delivery of such a discourse; and, as this accords exactly with my own preference, I assure readers that they will never be called upon to hear these remarks spoken- anyhow, not by me. My year as President is drawing to a close. As I look back I like to classify and analyze the impressions that have been left with me. It has been a delightful and fascinating experience to me personally; I have appreciated the courtesies and aids, and have been deeply gratified at the honors accorded me. Perhaps the source of greatest satisfaction is the opportunity I have had to sense more about the provinces of this Institute and about the useful functions of the profession that it represents. For 38 years I have been a member. I served two terms as Director-one in 1914-'16 and again in 1927-'29. I have been honored by selection as a Saunders Medalist. I thought I was reasonably familiar with the functions, the ideals, and the activities of the Institute. But the things that I have discerned during the past year have dispelled that conceit. I still think that, a year ago, I was as well informed as most members; but since then I have had the rare privilege of executive service and insight. That has given me a perspective that I feel can be obtained in no other way-as I think the illustrious engineers who have preceded me in office will agree. I wish that I had the power to translate to every member somewhat of the feelings of pride in our organization that a year as President cannot help but instill.

ESTIMATED United States crude-oil production during 1943 established a new annual peak of 1,500,000,000 barrels, a daily average of 4,118,000 barrels. This would be an increase of 315,000 barrels per day, or 8 per cent over 1942 and 7 per cent over 1941, the previous peak. During the first ten months of the year, production jumped from 3,782,000 barrels per day in January to 4,400,000 in October. Available data for the last two months of the year indicate a leveling off of this trend, with daily rates slightly above 4,400,000 barrels.

IN the present century the coal and manufactured gas industries have been eclipsed in public interest by oil, natural gas, and hydro- electric energy, which have had the benefit of rapid development and novelty. I sometimes wish that our social- order were such that hydro power had been developed first, that the use of gas from coal had never been seriously considered, and that our domestic energy requirements were supplied by other fuels. Sup- pose the manufacture of gas from coal should then come on the scene at the present time with the current plight of the railroads, coal regions, and labor generally, presenting the fact that it could increase the amount of coal mined and shipped by the railroads by some 16,000,000 tons, and increase the coal used at existing u plants five times. Imagine the great public interest that would be manifested; it would supply the cooking and water-heating requirements of a community with a superior character of service at a cost to the customer approximately half that which had obtained previously. Would not such a situation be heralded as the salvation of our country and all help be given it?

What is experience worth? Representatives from the Mining, Metallurgy and Petroleum Societies discussed the question as part of the 1970 Annual AIME Meeting held in Denver, Colo. the week of February 15. Petroleum engineer-consultant, Michel T. Halbouty of Houston, Tex. offered his own clarification of present-day employer-employee relationships in engineering as a whole. "Longevity does not equal experience on the job. Further, when employees are considering salary increases and promotions, job performance is considered all the time; experience two- thirds of the time and length of employment one- half the time." He added, "worth is really what the employee can get for it and experience is essential to survival." Halbouty also noted that salary and responsibility is a function of man's value to his company and is about "as discrediting as grey hair." As far as the engineer is concerned, he reported, the company's ability to pay is, in large measure, not considered. From the company's viewpoint, however, the employee is expected to learn his first year on the job. His second year, he is expected to make his presence felt, Should he require three years to orient himself he might soon be looking for another job. The petroleum engineer pointed out that when the employee wants to know why the salary scale tends to plateau off in later years, most employers react by recognizing that employees "flatten themselves rather than the company flattening them."

FIVE mills are operated in Southeast Missouri by the St. Joseph Lead Co.; these have a total rated capacity of 24,300 tons per day divided as follows: Federal, 12,000 tons; Leadwood, 4800 tons; Desloge, 3600 tons; Bonne Terre, 2400 tons; and Mine La Motte, 1500 tons. These concentrators are similar in a general way, differing mainly in size and type of equipment and in minor variations in flow sheet. No attempt is made rigidly to standardize procedure in the various mills in spite of a general similarity in the ores. Each mill may be regarded as a separate laboratory in which new ideas and changes may be tried. A generalized description of the process is given, noting important differences in procedure at the various plants. The concentration process may be divided into five main stages: dry crushing, wet grinding, desliming and classification, tabling, and flotation.

Four solvent extraction systems were studied to determine their efficiency jor extraction and separation of tantalum and columbium. Aqueous feed solutions of varying HF-HCl concentrations and metal content were contacted with equal volumes of cyclohexanone, 3-methyl-2-butanone, and 2-pentanone and solutions of varying HF-H2S04 concentrations were contacted with equal volumes of 2-pentanone. One multistage continuous test was made in a polyethylene pulse column using cy clohexanone as the organic phase. In each system studied, columbium and tantalum purities in excess of 95 pct with respect to each other were obtained in single-stage tests at low acidities in the feed solution. Separation factors ranging from 1700 to 2400 were obtained when rising HF-HCl mixtures in the aqueous phase. Best results were obtained when a solution of HF-H2S04 was used as the aqueous phase and 2-pentanone as the organic phase. A separation factor in excess of 6000 was obtained in one stage with aqueous solution concentrations of 2 _N HF and 2N H2S0,. When acid concentrations were increaszd to 52 HF and 10 _N H2S0,, 99.9 pct of the tantalum and 98.2 pct of the columbium initially present in the feed solution were transferred to the organic phase. The separation of columnbium and tantalum obtainable by means of the solvent extraction systems presented in this paper was found to corn -pare favorably with other systems, including the HF-H2SO4-methyl isobutyl ketone system currently used by most producers for the extraction and separation of these metals. TANTALUM and columbium are always found together in minerals of commercial significance, although the proportion of the two metals in ores varies within broad limits. Columbium is estimated to be 13 times more abundant than tantalum. Five methods generally employed for the separat:ion of these metals are: 1) fractional crystallization (the Marignac process),2 2) solvent separation, 3) fractional distillation of their chlorides, 4) ion exchange, and 5) selective reduction. Of these methods, the one currently used by industry to the greatest extent is that of solvent separation. One of the early technical developments in solvent separation of tantalum from columbium was reported by the Bureau of Mines: the HF-HC1-methyl isobutyl ketone system; data were presented for both laboratory and pilot-plant experimentation.3 Of twenty-eight organic solvents tested for their ability to extract tantalum from an HF-HC1 solution of columbium and tantalum, 3-pentanone (diethyl ke-tone), cyclohexanone, 2-pentanone, and 3-methyl-2-butanone were chosen for further study. Data on the HF-HC1-diethyl ketone system has been published4 and data describing the use of cy clohexanone, 2-pentanone, and 3-methyl-2-butanone as the organic phase are included in this report. RAW MATERIAL The source of tantalum and columbium oxides for this study was ('Geomines" tin slag from the Manono Smelter, Cie Geomines, Gelges, S.A., Congo. In order to extract the valuable Ta-Cb content, the slags were carbided, chlorinated, and the sublimate from chlo-rination was hydrolized and washed free of chloride with water. The washed material was air-dried and stored in a stoppered container. Throughout the paper, "feed material" refers to this mixture of hydrated oxides which was employed because of its high solubility in aqueous solutions. Typical analysis of the hydrated oxides is shown in Table I. I) HF-HC1-CYCLOHEXANONE SYSTEM Batch Separation. Effect of Acid Concentration. To determine the effect of varying the acid concentration upon the transfer of tantalum and columbium, a series of tests was made in which approximately 2.5 g of feed material was added to 25 ml solutions of 2, 4, 6, 8, and 10 N HF and 0 through 5 N HC1. Tantalum pentoxide concentration of the solu%ons was approximately 21 g per liter and columbium pentoxide was 14 g per liter. These starting solutions were shaken with equal volumes of cyclohexanone in 100 ml polyethylene bottles for 30 min. The phases were carefully separated in 125 ml glass separatory funnels. The time of contact of the solutions with the separatory funnels was kept at a minimum to reduce silica contamination. The measured phases were separated into 400 ml polyethylene beakers and the metal contents of each were precipitated by addition of an excess of ammonium hydroxide. Precipitate from each phase was filtered on ashless filter paper, ignited at 800" to 1000°C for 45 min, weighed, and analyzed by X-ray fluorescence.5 Data tabulated in Table I1 and illustrated in Fig. 1, show that maximum separation of tantalum from columbium for each HF concentration was obtained with no HCl present. "Quiet, please!" is the newest directive being thrust at industry by guardians of the environment-with good reason. In countless cases, industrial noise is literally deafening its listeners, and sooner or later the volume must be turned down. Noise control is already mandatory for many companies under a Federal regulation that went on the books when the Walsh-Healey Act was revised last May 20. The new rules impose specific noise limits on any plants supplying the Government with goods under a contract valued at more than $10,000.

Tailings dam construction and operation of Rosario Dominicana's gold/silver mine in the Dominican Republic is described. Impoundment of 8.5 kt/d of cyanide-process tailings is required in an intensive agricultural area which is also an earthquake and high rainfall zone. The earthfill embankment dam, incorporating internal gravel drains, is described together with methods of construction used. Methods of tailings transport, solution reclaim, and runoff water diversion that have evolved are discussed.

ATTENTION has been turned recently to the exploration and development of certain large blanket-deposits of brown iron-ore in Cuba. The most conspicuous of these to-day, and the one upon which the most light has been shed, is the Mayari deposit, situated about 15 miles south of Nipe bay. Here the Spanish-American Co. has sole control over 18,500 acres of ore-bearing lands, reported by its engineers to contain 500,000,000 tons of ore; and the necessary plant and equipment, with docks and railways, is now under construction for the early marketing of this ore. A similar deposit, and undoubtedly the next to be exploited, is the ore-field at Moa bay, where 13,000 to 15,000 acres of ore-lands, immediately adjacent to the shores of an excellent harbor, have been generously covered by numerous mining-claims, practically all controlled by four large interests. This deposit is now estimated to contain approximately 350,000,000 tons, on the basis of dried ore ready for shipment, a figure which may be increased when the western limits of the ore-deposit have been more accurately defined. Other deposits of the same type, but smaller and less accessible, are those at Cubitas, situated from 12 to 15 miles north of Camaguey city, and at Taco bay and Navas, points lying a few miles west of Baracoa. The area of the Cubitas deposit is said to be 6,000 acres, and the yield of ore is estimated at 150,000,000 tons. The Baracoa. deposits are less well known, but preliminary estimates have placed their joint ore-reserves at 40,000,000 tons. Accepting the above tonnages as reasonably correct, we conclude that the deposits enumerated give promise of adding about 1,000,000,000 tons of iron-ore to the world's supply; they have, therefore, to be considered in any attempt to fore-

ALBERT Ladd Colby, who died suddenly of influenza at Torquay, England, on Apr. 30,1924, was born in New York City, on June 26,1860. He was educated in the public schools of New York, at the College of the City of New York, and received the degree of Ph. B. from the Columbia School of Mines in 1881. He continued his studies at Columbia, acting occasionally as assistant to Prof. C. F. Chandler, until 1883. For the next three years he was Assistant Professor of Chemistry in Lehigh University; then head chemist and metallurgical engineer of the Bethlehem Steel Co., at Bethlehem, Pa., occupying the latter position until 1903. As head chemist his active and inventive mind devised several improvements in apparatus for increasing the rapidity and accuracy of the analytical work; as metallurgical engineer, he was, from time to time, in charge of the blast-furnace, open-hearth, bessemer, and puddling departments; he had entire charge of the inspection, assignment, and economic use of all metallurgical materials, and he early gave his attention to the formulation of specifications for metallurgical materials—an activity in which he long held a distinguished part in this country, and as a representative of his own country in England and Europe. He also sewed as expert for his company in patent suits, again laying the foundation for valuable service later as a consulting engineer. In this latter capacity he was excelled by few, if any, contemporaries in the iron and steel industry. His mind was ingenious, thorough, clear, and keen, both in the preparation of evidence and its presentation to the Court. He very quickly appraised the value of evidence, or of an answer to a question, and knew how to secure the infermation, either from the available literature of any language, or by special researches or plant studies. In the executive control of literary research for patent purposes, his long training, infinite capacity for digging through long series of articles in English, German or French, and clear formulation of the vital subject matter for the guidance of assistants, made him invaluable. He was also an adept in collecting information on special branches of his profession. For example, when the science of metallography began to assume importance, he made the first really comprehensive bibliography covering the literature of all siderurgical countries; for the newly formed International Nickel Co. he gathered all the information extant on the subject of nickel steel, both in the literature and in the minds of experts in America and Europe. The response of beryl to sulfonate flotation was examined. The dependence of flotation recovery on sulfonate concentration, pH, and the absence or presence of various ions is also demonstrated. The response of quartz and feldspar to sulfonate flotation at various values of pH is given to. show the conditions necessary for selective separation. Finally, beryl was successfully concentrated from a natural ore using a technique devised from experimental observations on systems of pure minerals. With the possible exception of quartz, the flotation characteristics of silicate minerals are rather poorly understood. This is due in part to the com- plexity of the mineral systems themselves and in part to an insufficient amount of flotation data. The complexity of the systems arises from the wide range of chemical composition that the silicate minerals can assume. This is reflected in the variability of such physical properties as hardness and cleavage. Although the chemical composition of silicate minerals can vary considerably, a general grouping can be accomplished conveniently on the basis of the assemblage of SiO4 tetrahedra in all the silicates. That is, it has been shown that six basic groups can be obtained, depending on the arrangement of oxygen sharing between adjacent silicon atoms (or substituted aluminum). When all four oxygen atoms are shared, a framework structure such as quartz or feldspar is obtained. When three oxygens are shared, infinite sheets are obtained as in the micas and clays. When two oxygen atoms of the tetrahedra are shared, infinite chains are obtained, such as those in

Optimum design of a structure obviously requires a thorough knowledge of the materials to be utilized in its construction. When the structure is a tunnel, a most important element in its design and construction is the geology. As a tunnel may be many miles in length and at depths of hundreds or thousands of feet, we face a real problem to meet the needs of the designer and builder. How can we determine the properties of our construction materials in this situation? Engineering geology has had a formidable challenge to meet the requirements of conventional excavation methods; the advent of machine methods for rapid excavation compounds the requirements for more detailed and more precise geological knowledge of the tunnel site. This chapter will discuss the means now at our disposal to meet the challenge to produce the required data on the tunnel site in the preconstruction stage. Our considerations will be directed towards construction of a free-flow tunnel, primarily in fractured rock formations, without any requirements for the rock mechanics type of in-situ tests that might be made for a pressure tunnel or for a large opening for an underground power plant. In essence the investigation must determine: (1) The geologic conditions affecting the type of construction equipment and excavation method of the rock to be broken and removed. (2) The quantities of water and gas to be encountered. (3) The strength and stability of the material surrounding the bore and its need for support and lining. GEOLOGICAL FACTORS AFFECTING TUNNEL DESIGN AND CONSTRUCTION The engineer or contractor may classify the rock as either competent or incompetent or more pointedly as "good" or "bad" ground. The geologist may bestow a precise petrographic name upon the rock, such as granodiorite or indurated tuff breccia or name the formation, as Mancos shale, for

U.S. Signs Pact With Miami Copper Miami Copper Co., of Arizona has agreed to mine lowgrade copper ores in an extension of its Globe-Miami mining district operations at a guaranteed price of 27.35[] per lb, under a contract signed with defense Materials Procurement Agency. Terms of the contract call for delivery of 230 million lb of refined copper between 1955 and 1962. DMPA said highgrade ore in the de posit will soon be exhausted and it is considered advisable to have Miami continue the operation. The Government has an option to buy 120 million lb of refined copper from present production at market prices. Miami will develop the new ore- body at its own expense-estimated at $3 million. If losses under the new contract reach a specified point, Miami may cancel the agreement. The company plans to use the block caving method in the underground operation.
