Workers at the Consolidated Aluminum Corp. primary aluminum smelter at Lake Charles, LA walked out at midnight March 31 when their contract expired. Management personnel operated the smelter and prebaked carbon anode facilities until an agreement for a new 3-year contract was reached April 18. The Aluminum Company of America (Alcoa) began operations at its can recycling facility at Taylor, MS. The facility can process 3 million pounds per month of aluminum and steel cans. Alcoa announced plans to increase the capacity of its aluminum paste and flake production plant at Logan's Ferry, PA by 50 percent. Completion was scheduled for mid-1980.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. Since its inception in 1990, improved metallurgical processing technologies, coupled with mine planning enhancements and improved geological knowledge, have sequentially enabled better efficiencies and economies of scale at the Macraes Gold Project. Over a period of 11 years, processing enhancements have been achieved by: +        increasing mill throughput, from one million tonnes per year, to current throughput of 3.9 million tonnes per year; +        improving recovery rates, from 70 % to approx 84 %; and +        performance enhancement through innovation, eg the use of kerosene to combat ClL pregrobbing. Future processing improvements have been identified in optimising the ore feed and processing flowsheet. The introduction of the autoclave has transformed the process flow form a traditional 'mill headgrade and tonnes milled' operation, to a 'sulphur/gold ratio and sulphur tonnes oxidised' operation.

Intense vibration can be transmitted to the hands and arms of workers who use hand-held percussive or vibrating devices, tools, and work pieces. Continued habitual exposure to vibration directed to the hands can cause patterns of various symptoms associated with hand-arm vibration syndrome (HVAS). The International Organization for Standardization (ISO) first published ISO 5349 in 1986.3 This standard specified methods for measuring and evaluating vibration directed into the hands from hand-held vibrating devices, tools, and work pieces. The American National Standards Institute (ANSI) published ANSI S3.34 the same year.1 This standard was modeled after ISO 5349-1986 and specified methods for assessing exposure to hand-arm vibration. The Parliament of the European Union has issued the European Union Human Vibration Directive-2002/44/EC, which specifies vibration daily exposure action values (DEAV) of 2.5 m/s2 and daily exposure limit values (DELV) of 5.0 m/s2. These values have generally been accepted by medical experts, scientists, and engineers in governmental agencies, research institutions, and industry in the USA and other countries.2 When they are achieved, they will reduce the potential for the development of symptoms related to HAVS among workers exposed to hand-arm vibration. Significant improvements in measurement and analysis instrumentation, miniature and subminiature accelerometers, and medical diagnostic and assessment protocols have being introduced since 1986 when ANSI S3.34 was first published. In response to these improvements and the introduction of the EU Human Vibration Directive, ANSI Working Group S2.39 developed the revision to ANSI S3.34, which has now been published as ANSI S2.70-2006.2 Method ANSI S2.70 specifies the use of the hand-arm vibration measurement procedures outlined in ISO 5349, Parts 1 and 2.2,4,5 It requires the measurement of ISO frequency-weighted acceleration values in three mutually orthogonal axes of vibration. These values are then vectorially added to obtain the vibration total value, ahv: [ ] where ahwx, ahwy, and ahwz are the measured r.m.s. It is just over 100 years since the practice of blowing small bubbles into a mixture of ground ore and water revolutionized the mining industry, resulting in uneconomic deposits becoming highlyprofitable mines, along with the inevitable lawsuits over this new technology called froth flotation. To this day, the viability of many mining projects rests largely with the ability of flotation to effectively capture the valuable minerals and reject wastes. Remarkably, bubble behaviour in flotation has not been well understood until very recently with the advent of new sensor technologies that can be brought directly into the operating plants. This presentation will review the importance to the mining industry of understanding bubbles, highlight these new technologies and illustrate, with examples, how paying attention to your bubbles will pay off.

The accident-frequency rate for placer mining in 1942 is reported as 36.923 accidents per million man-hours worked. This figure places placer-mining accident frequency slightly higher than that given for quarrying-35.7-but considerably under the 78.0 for coal mining and 56.5 for metal mining.4 Placer mining is subdivided into four types of activity: Underground, surface, dredging, and hydraulicking. It is the purpose of this paper to present and discuss safety practices in dredging and hydraulic mining; therefore, the following considerations will be limited to these two types of placer mining.

Stereolithography is a well known rapid prototyping technique in the manufacturing sector. Essentially it is a three dimensional printing process that produces plastic prototype parts from standard CAD files. At present, Canadian mining companies are not fully aware of the potential of Rapid Prototyping Techniques (RPTs) for their production and mine design systems. Mining engineers and geologists attempt to visualize and understand the characteristics and layouts of orebodies on computer models and in cases where it is decided to develop physical models, the process is time consuming based on simplified constructions. Rapid prototyping techniques (RPTs) such as stereolithography can facilitate engineers and geologists to quickly and with satisfactory accuracy to visualize sections of orebodies and evaluate alternative ore extraction techniques using 3D solid models. The research discussed in this paper is carried out by the Laurentian University Mining Automation Laboratory (LUMAL) in collaboration with the Department of Mines Research of Inco Limited and the Integrated Manufacturing Technologies Institute (IMTI) of the National Research Council of Canada. The main objective with this research is to evaluate the applicability of state-of-the-art RPTs (e.g. stereolithography) to underground hard rock mining systems. RPTs can play a significant role in accelerating the design and development process of mining systems.

In 1998, the Concentrator Modeling Center was established within the Coleraine Minerals Research Lab to develop models for simulation of iron ore processing plants, and to assist plant operators in improving performance of their aging plants. The short-term objective was to develop necessary models for reliable simulation using conventional techniques, while the long-term objective was set as liberation-based modeling and simulation of these plants. The short-term objective was achieved in 2002, after the development of models for magnetic separators, hydroseparators and fine screens. A project funded the US Department of Energy was carried out to demonstrate the capability in improving iron ore processing at the Mittal plant. As a result of this study, a 10% improvement in throughput at the plant was obtained, and simulation became a desired tool for plant operators. A significant step in the long-term objective was reached in 2005 with the development of a liberation model. This was followed by incorporation of models capable of processing liberation data into the software. By early 2007, the Center had the capability of performing liberation-based simulation of entire plants.

Most of the world's economically significant volcanogenic massive sulphide (VSM) deposits are considered to have formed in submarine arc and backarc settings. While the Kermadec-Tonga arc is an excellent example of an intra-oceanic arc setting, it remains largely unexplored in terms of submarine mineral resources. More than half of this arc (~1400 km of the >2500-km-long feature) lies within the EEZ of New Zealand, where it is defined by at least one sub-aerial and 33 submarine volcanoes. The NZAPLUME (New Zealand American PLUme Mapping Expedition) cruise of March 1999 provided a systematic assessment ofhydrothermal activity on the southernmost 13 submarine volcanoes along the southern Kermadec arc. Using prospecting techniques based on the physical and chemical detection of hydrothermal plumes, we discovered that more than half (7 of 13) of the southern Kermadec volcanoes host one or more active hydrothermal systems at depths ranging between <200 to 1800 m. Chemical results show that the fluids discharged are compositionally diverse among volcanoes and between sites at a single volcano. Plumes over more than half of the volcanoes are gas-rich (He, CO2, H2S) relative to mid-ocean-ridge (MOR) plumes. In addition, most sites are highly enriched in Fe, yielding Fe/Mn values that far exceed those for MORs. One interpretation consistent with these observations is compositional overprinting by addition of magmatic fluids, which are typically highly enriched in gaseous and ionic components. Regardless of the source, it is clear that the ligands (HS-, Cl-) required to efficiently transport base (e.g. Cu, Zn, Pb) and precious (e.g. Au, Ag) metals to the seafloor are abundant in Kermadec arc fluids. We conclude that modem analogs of VMS deposits are likely forming at multiple sites along the Kermadec arc and within the EEZ of New Zealand.

In many practical situation where the LaModel program in used to analyze the mechanical response and failure of the mining environment, there are very few actual field measurement from the site available for deriving the appropriate input parameters. For coping with this typical lack of field data, this paper presents some recommended calibration techniques derived from on an in-depth understanding of the laminated model formulation and from many years of experience applying LaModel to practical situations. For each of the critical input parameters (rock mass stiffness, gob stiffness and coal strength) in LaModel, a specific calibration technique is recommended and presented along with the justification for the technique and some appropriate derivations/equations for assistance. It is hoped that this frank discussion of recommended calibration techniques can help novice LaModel user develop better models and can initiate a discussion among rock mechanics experts on how to improve upon the presented techniques.

"Since being reported to the 2012 UMI in Shanghai, the Cook Islands has been steadily developing for the commencement of it Seabed Minerals sector in its large Exclusive Economic Zone which contain a vast and unique Manganese Nodule resource, estimated at 10 billion tonnes1. At the 2013 UMI in Brazil, it was reported that the Seabed Minerals Act had commenced and all the necessary complex Technical aspects of this developmental work was being undertaken. At the 2014 UMI in Portugal, full details of the final developments leading to the opening of the Tender of Exploration Blocks in the Cook Islands EEZ will be presented in a brief but comprehensive method, using Poster displays, Powerpoint and active Website interaction. This will show the drafted Regulations, prepared on best international standards, to address both Licencing and Environmental requirements, to give clarity and security to the Resources Owner, industry and stakeholders. This work in being coordinated by the Cook Islands Seabed Minerals Authority, with the valuable collaboration of many international, regional and national stakeholders, including the Cook Islands NGOs, Marine Resources, Marine Park and National Environment Service."

Suspended seats perform two functions: Reduce effect of occasional large bumps; Reduce more continuous vibration at a lower level. The former needs high damping. The latter needs low damping. For most mobile work machines the inevitable compromise is generally better than a simple cushion seat, because that amplifies vibration at around 4 Hz which is a sensitive frequency for human vertical WBV. Why have standard tests for seat suspensions? • Seat suspensions are non-linear so any measure of performance depends on operating conditions. For comparison these need to be defined. • Seat manufacturers need benchmarks for product development; • Machine makers choose dynamic characteristics appropriate to their products; • Occupational health specialists wish to control operator exposure to Standard tests should be representative, repeatable and reproducible. These requirements are reviewed in relation to the history of seat test standards and the current position. Current position and history The current position is that we have standard tests for seats for agricultural tractors, earthmoving machinery, industrial (fork-lift) trucks. These tests comprise measurement of vibration transmission and of the rate of damping. Current standards developed as the technology developed, starting around 1960: 1. Test on machine driven over standard surface1. 2. Test on shaker reproducing standard surface. 3. Shaker input replaced by representative spectrum2. 4. Human subject replaced by dynamic dummy. (Not yet settled). Are standard tests representative? The development process has gradually moved seat tests further from reality. 4 hr samples of work exposure suggest that seats do not on average provide large reductions of vertical WBV3. For specific magnitudes of vibration they can work well. For low vibration, performance is reduced by friction and for severe vibration by length of travel. Recent work has led to a new test to quantify how a suspension controls over-travel 9.

THE oxidation resistance of chromium and Fe-Cr alloys is increased by small additions of yttrium or other rare earth metals.1,2 In addition, the presence of the additives increases the resistance of these alloys to spalling of the external oxide above 1000°C. This ability to prevent spalling appears to be related to the formation of an internal oxide in alloys containing yttrium or the other rare earth metals. The internal oxide is found in the form of a filamentary growth concentrated in the grain boundaries of the unoxidized metal. In alloys containing yttrium this internal oxide was found to be either Y2O3 Or YCrO3.' In an earlier report,' the growth of the external oxide was found to be controlled by diffusion through the oxide layer. Thermal balance studies were used to establish the kinetics of external oxide formation. In this related study the rate of growth of the internal filamentary oxide has also been studied. The results obtained indicate that the growth of the internal oxide is also diffusion controlled. Internal oxidation appears to occur in at least two ways. Using copper alloys containing small amounts of silicon, Rhines 3 found that between 600" and 1000oC a subscale was formed which consisted of particles of silica dispersed in the metallic matrix. The conditions requisite to internal oxidation as suggested by Rhines are: 1) a solubility of oxygen in the alloy, 2) the ability of oxygen to diffuse at an appreciable rate into the alloy, 3) the possibility of the formation by the alloying element of an oxide more stable than the oxide of the host metal, and 4) a relatively low solubility of this oxide in the metal. These conditions are fulfilled for a number of other copper alloys.3-5 Furthermore, the relationship between the depth to which the internal oxide is formed and the oxidation time follows the simple parabolic law.6 The activation energy for copper containing small amounts of silicon, germanium, iron, or manganese as calculated from Rhines data6 is about 48 kcal per mole. In some cases the internal oxide is found segregated at the grain boundaries, especially near the the surface. Observations of this type of oxide formation have been reported by stead,7 Rhines,* and Lustman. To improve the ventilation of large-opening under-ground stone mines by using stoppings made from stone left in place. Background Underground stone mines typically use large room-and-pillar openings with little ventilation control. Stone miners may be exposed to contaminants that include silica dust, diesel particulate matter (DPM), exhaust gases, nuisance dust, and face shot (blasting) fume gases. The health risks from breathing these fine particles and toxic organic materials are well documented. Although contaminants such as dust or diesel exhaust can be some-what controlled at the source, the escaping contaminants are often diluted and removed from work areas using ventilation with minimal controls. In many cases, current mine ventilation practices use trial-and-error techniques to improve ventilation. The growing realization of the importance of a healthy work environment along with increased regulations will require many stone mines to implement new ways to improve ventilation. In-place stone stoppings are one option. Mine air flows from one point to another because of a pressure differential between those points. This pressure differential is established using a mechanical fan in conjunction with separations (stoppings) between high-pressure (intake) and low-pressure (return) airways. The separation of intakes and returns is an important concept that is used in most other types of mines. Normally, air moves through underground stone mines with minimal control technology. Fans are placed in locations where they are thought to be most beneficial, and intakes are not separated from returns. In a few smaller underground stone mines, proper ventilation can be achieved with a few strategically placed fans. However, as these mines increase in size, moving adequate quantities of air through-out the mine becomes harder, and separation of intakes and returns becomes a problem. Building traditional mine stoppings to separate the intake and return airways in entries with a cross-section area often exceeding 800 ft2 is difficult. The stoppings must be able to withstand both the dynamic pressure from face shots and the static pressures created by the fans. Construction and maintenance difficulties, as well as high costs, are the main factors preventing these traditional mine stoppings from gaining wide acceptance by the stone mining industry.

The Particulate Mineralogy Unit has been established at the College Park, Maryland, Metallurgy Research Center. The Particulate Mineralogy Unit will have the responsibility within the Bureau of Mines for the characterization of particulate minerals which have potential for adverse environmental effects. The Unit will provide a focal point for identifying particulates in connection with environmental problems related to the activities of agencies such as OSHA, HEW, EPA, and MESA. The Particulate Mineralogy Unit is seeking to clarify the ambiguities surrounding the mineralogy of and terminology used for asbestiform minerals and other mineral particles. The Unit?s investigations of the morphology, composition, and structure of asbestiform minerals and their nonasbestos analogs have made its members recognized experts in this field. The information which it develops on the characterization of asbestos and other particulate mineral forms such as silica should provide a technically rational basis for decisions by regulatory agencies. Multiple branch wellbores and horizontal holes, when applied to deep lying ore bodies, have the potential of significantly reducing well costs by reducing total footage drilled per acre of well pattern. In addition, horizontal holes may increase sweep efficiency. Well completion is a major problem. They must be cased to contain leaching solutions within the underground portion of the production loop. Several drilling and completion concepts are given and evaluated in the report. Our evaluation shows that there is economic incentive to further develop these concepts for field application to ore bodies 1,500 feet. Multiple branch concepts are the most attractive. They can reduce well costs by as much as 30° when applied to 2,000 feet ore body depths (44%, at 5,000 feet) and can accommodate a lamer pump than conventional vertical wells. We recommend this concept be developed further to accommodate either dual or triple branches.

Identifying, quantifying and minimizing technical risks associated to investment decisions is a key challenge for the minerals industry decision takers and investors. However, risk analysis in most bankable mine feasibility studies are based on stochastic modelling of project NPV which, in most cases, fail to provide decision makers with a truly comprehensive analysis of risks associated to technical and management uncertainty and, as the result, are of little use for risk management and project optimization. This paper presents a value-chain risk management approach where project risk is evaluated for each step of the project lifecycle, from exploration to mine closure, and risk management is performed as part of a stepwise value added optimization process.

A summary of Bureau of Mines research on utilization and disposal of solid wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's Solid Waste and Materials Recycling Program is directed toward four main areas of research, development, and demonstration: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) utilization and stabilization of mine, mill, and smelter wastes; and (4) recovery and reuse of values from industrial waste products. A contract and grant program that supplements the in-house research and aids in the training of manpower in management of mineral-, metal-, and energy -based solid wastes is also discussed. This publication is an updating of Bureau of Mines Information Circular 8460 issued March 1970.
