One of the major activities of the Bureau of Mines is the promotion of safety in mining and other industries, In this connection, the Bureau determines the explosion hazards' of combustible gases, vapors, and solids and investigates means of controlling and preventing explosions. Many dangers are likely to confront men who must enter a building immediately after it has been damaged. Rescue workers must watch constantly for common gases and vapors that may be present in dangerous concentrations in and about demolished, buildings. Fuel gas is the most common source of danger, although refrigerants, gases from furnaces, flues, fires, sewers, and industrial processes, and gas from bomb, explosions in confined places also constitute definite hazards. To rescuers and trapped casualties, these gases offer the hazards of (1) explosion, (2) toxic effects, including asphyxiation and death, and (3) displacement of air so that the oxygen content of the atmosphere is reduced to or below the danger level.

A uniform hoisting-signal code for mines hoisting from more than one level, if adopted by all mining States, would be beneficial to employees and owners alike and should largely reduce the number of hoisting accidents. Misunderstood hoisting signals cause many shaft accidents involving injuries to men, damage to equipment, and loss of production from the resultant delay. Many of the metal-mining States have adopted codes for hoisting that are effective within the borders of that State but usually entirely different from the signal code, if any, in use in an adjoining State. For many years safety engineers have recognized this lack of uniformity as a distinct hazard, but a uniform code has never been adopted by the States or by the mining industry in those States that have not incorporated signal codes in their mining laws or mining regulations.

The reconstruction of the world after the present war must inevitably be profoundly influenced by the rise and progress of New China.The principle of Chinese mathrity has been admitted by Great Britain and the United States by their abjuration of extra-territorial tights, and by the withdrawal of the Maritime Customs Administration. The United States admits equality by her declaration that Chinese are eligible for American citizenship, and the reaction to this will be swift enmity to such peoples as may impose humiliating restrictions upon Chinese citizens.Finally, the decisions of the Moscow Conference and the recent meeting of National leaders in Cairo give partnership rights to this new State in post-war reconstruction, and open the way for a rapid realization of her destiny.It seems certain that China, if so she wills, can become, within a generation or so, one of the considerable forces of the world. The toad she wiII follow will be lighted by her own inherent and intrinsic genius. Her speed of progress can no longer be forcibly influenced by other nations and the attitude towards her of somewhat contemptuous patronage hitherto adopted by the European communities bordering the Pacific Ocean must be radically modified.It is doubtful whether the European will ever reach full understanding of Chinese mentality. The Chinese "way of life" since the dawn of her civilization has been totally divergent from that of the European, but the enormous potential strength, due to the simplicity of their requirements and their steadfast industry, is a function of that "way of life." On the other hand the trend of reorganization must obviously be towards Western standards; and a wide knowledge of the potential strength of the Chinese is possible and will be essential in our post-war world. The following, necessarily inadequate, notes are therefore offered, as an indication of the obstacles to be overcome and the capacity of the Chinese executives and operatives to overcome them.For 'thirteen centuries the political and social structure of China proper (ie, excluding Mongolia, Manchuria and Tibet) has been rigidly shaped by the philosophy of Lao Tze and the ethics' of Confucius. This Taoism, which is described as the "way of harmony" with its three jewels of character, gentleness, economy and humility, advocates the minimum of social, economic and political organization and still gives the key to the Chinese character.The Mongol and Manchu conquests of the 12th and 17th centuries, respectively, could hardly be dignified with the name of war, but the superior intelligence and harder mentality of the unwarlike Chinese finally absorbed...

The removal of a horizontal piIlar between Nos. 9 and 11 levels (1,116 feet from the collar of main shaft) was successfully carried out by blast hole drilling, and, to the best of the authors' knowledge, this mass blast of 40,000 tons of ore (requiring the use of 7,150 Ibs. of explosive and 5,385 feet of primacord) was the first occasion on which a task of this magnitude has been carried out underground in an Australian mine.Blast hole drilling was introduced by this company approximately fifteen months ago at New Cobar Mine in sub-level stoping.This experimental drilling and blasting gave very valuable information as to the correct technique to be adopted when the final plans were being prepared for the removal of the horizontal pillar at New Occidental Mine.The dimensions of this pillar were approximately 15 feet long, and from 40 to 60 feet wide, and 65 feet in depth.The block of ore extended to 35 feet above the level and 30 feet below, the upper section being partially excavated to form the bell-hole floor and grizzly chambers used for drawing off the broken ore in the shrink stope above the No. 10 level.Description of Ore-bodyThe main ore-body is situated almost vertically in a well-defined shear zone at the junction of sandstone and slate, the sandstone forming the eastern and the slate the western wall.The ore-body consists of highly silicified slate (chert) sparsely impregnated with sulphides, containing a small percentage of copper and bismuth.The total length of the ore-body is approximately 450 feet, with a maximum width of 60 feet in the main section, which is about 200 feet long.This is the section shown in longitudinal and cross-section (Fig. 1).The ore-body is divided by a horse of mullock in the northern end into two legs, the eastern and western, which are approximately 250 feet long and averaging 25 feet in width.This ore-body is strong, hard and abrasive with extremely strong walls, an ideal proposition for open stoping and mass blasting.MiningIn all levels above No. 9 the cut and fill method of ore extraction was adopted. In 1930 the Bureau of Mines published a description3/ f the concentrating process of the Magma Copper Co. as it had been developed to that time and was then employed. The prevent paper revises the description to the end of 1943 and includes a description of the smelting processes. Data from the mild and smelter operations for, 1942 are given in tables 1 to 14, Billing costs are included, but it is not permissible to publish smelter costs.

The only simple sulphide mineral of antimony of importance is stibnite, SbS3, containing 71·8% antimony when pure. It is lead-grey, has a densityof 4·5 to 4·6 and melts at 546°C. It is both friable and sectile (Hardness 2 on Moh's scale) and, as a result, slimes very readily during milling.It is commonly associated with pyrite and arsenopyrite other minerals occurring with stibnite in minor quantities are chalcopyrite, galena, and scheelite. The latter mineral occurs in sufficient quantity at the Yellow Pine Mine, Stibnfte, Idaho, to justify the production of a scheelite concentrate.Stibnite mayor may not contain gold. Other minerals such as pyrite or arsenopyrite may contain gold. At Wiluna at the main mine nearly all the gold is asociated with arsenopyrite the stibnite being almost free from gold, whilst at the Moonlight Mine both arsenopyrite and stibnite carry gold.The mineral, tetrahedrite, which is a complex sulphide of copper and antimony; must also be considered an economic source of these two metals.Part of the copper may be replaced by iron, zinc; silver; or mercury, whilst part of the antimony is often replaced by arsenic.CLASSIFICATION OF ANTIMONIAL GOLD ORESFor the purposes of this paper antimonial gold ores may be conveniently classified as follows: CLASS 1. Ores from which a satisfactory gold extraction may be obtained by fine grinding, followed by cyanidation and which contain insufficient antimony to justify tIie production of an antimonial concentrate.CLASS 2. (a) Ores in which a satisfactory gold extraction may be obtained by straight cyanidation, but which contain sufficient antimony to justify the production of an antimonial concentrate.CLASS 2. (b) Ores from which the gold extraction by straight cyanidation is unsatisfactory. Gold recovered on the strikes at the Central Norseman mill, Norseman, Western Australia, has an approximate assay fineness of 850. Bullion recovered from the cyanide plant at the mine is of much lower value, and occasionally its assay fineness has been as low as 250. This indicates either that the fine gold particles in the ore consist of an alloy richer in silver than the coarse particles or else that a silver mineral, as well as the gold, is dissolved by the cyanide solutions.It had been observed at the mine that the amount of silver in the bullion appeared to increase when galena appeared to be more abundant in the stoped ore. Interest was, therefore, attached to the possible occurrence of a silver mineral associated with galena and, at the same time, soluble in cyanide.Four specimens of ore from different horizons in the mine were collected by the mine staff for examination as to whether any marked difference in the fineness of gold was apparent on a polished surface and for determination of the silver minerals. As the Norseman ore-body is a quartz reef containing a very small percentage of sulphide, the specimens were selected either because they cont;:lined free gold or because they were, relatively rich in sulphides. They were obtained from the following localities at the Phoenix shaft.1. Level 16, section 28.2. Level 16, section 31.3. Level 8, section 31.4. Level 14, section 38.Specimens Nos. 1 and 2 were thus obtained from different positions at the same mining horizon, while specimens Nos 2 and 3 were obtained from different levels in the same vertical section of the mine.All the specimens consist of quartz characterized by thin, discontinuous seams of sericite and the presence of a little ankerite. Gold and sulphides tend to be localized along these seams, but particles of gold and sulphides are also scattered throughout areas of white quartz. This scattered distribution of the sulphides in relatively wide areas of quartz has involved the preparation of two or more polished sections from each specimen.The outcome of the microscopical examination of these specimens has been to determine that there is no appreciable variation in the colour of the polished particles of gold and, therefore, no marked difference in the amount of silver alloyed with the coarse and fine particles. The presence of small quantities of the tellurides sylvanite, hessite and altaite has been revealed, and found to vary in abundance with the abundance of galena.

The monthly tonnage extracted approximates 30,000 tons in normal times.The ore is a mixed sulphide containing galena and marmatite; the gangue minerals are principally calcite, rhodonite, quartz and garnet.A typical assay for a monthly period is 14·40/0 Pb., 5·6 ozs. Ag., and 11· 60/0 Zn. The whole of the ore is concentrated on the property by combined gravity and flotation methods. The lead and 'zinc concentrates produced are railed to other centres for the extraction of the contained metals.MINING METHODSMining practice throughout the field varies only in minor details. The ore-bodies forming the Broken Hill Lode lie within complex folds arranged along a shear and vary in size and mineralogical associations, but all the mines have similar types. Some of the ore-bodies have weak walls, but the chief difficulty in mining is caused by "heads" and "flaws" in the ore.Besides these local weak areas there are ground movements-referred to later-of varying magnitude extending throughout the central portion of the lode where the large ore-bodies, several hundred feet wide, approached the surface.

The prevention of accidents to children from blasting cans is of vital importance not only to everyone using commercial explosives but to the country at large. The manufacturers of explosives have realized this danger for years and have attempted to publicize the hazards of allowing blasting caps to fall into the hands of children. Unfortunately, many of tie users of explosives have failed to realize the danger or have ignored their responsibilities in the matter. Investigations of accidents to children from blasting caps (and scores of them occur annually) reveal that most of them are caused by blasting caps picked up or made easily accessible to the victims. The children who are blinded, maimed for life, or killed are in large part the innocent victims of the carelessness, thoughtlessness, or negligence of their elders, by whom blasting caps are left lying about, carried in the pockets, dropped or lost around blasting operations, stored away and forgotten, or left in places where trey can be found or are accessible to children. Many such accidents occur to children under 12 years of age, when they are still curious or inquisitive. One of the first reactions of a child upon finding a blasting cap is to investigate and "see" how it is made or how it "works." A blasting cap in itself, with one end open, invites a child to poke it with a nail, piece of wire, or some other object to see what is inside; or he may attempt to break it open with a rock or hammer. A lighted match could be thrust into the open end, and there are numerous other approaches, may of which can result in serious accidents.

AS a result of drilling operations during 1943, West Texas again added sufficient new oil reserves to replace the oil produced during the year, but failed to maintain its position in currently available reserves because the deeper discoveries will require years for development. Drilling failed to provide the additional oil necessary to meet the increase in current and anticipated market demand. Although 13.3 per cent of the total footage drilled was in wildcat exploration, the ratio of oil discoveries to total wildcats was less in 1943 than in 1942, but comparable to that in 1941. Of the 732 field wells completed, 270 were at Slaughter, 55 at Wasson, 45 at Mascho and 31 at North Cowden. As of Dec. 31, 1943, there were 361 drilling wells including 71 wildcat and 290 field wells; 19.7 per cent were wildcats. It is anticipated that the percentage of wildcats of the total wells will be higher during 1944 than in either 1942 or 1943. Tables 3 and 4 present a three-year comparison of drilling activity and illustrate the downward trend of development that has been in effect during that time. Because of development lag in the deeper Ordovician fields, several years elapse before 2 sufficient number of wells is completed to give a substantial producing rate. As these new oil reserves cost more to find, and will cost more to produce on a barrel basis than the oil marketed during the year, their reserve replacement value to the industry is less in money. Costs While complete costs for deeper drilling are not yet available for analysis, it is evi- dent from the data on drilling rates to comparable depths, contract prices, and general increases in costs, that the cost of drilling has risen approximately 20 per cent during the year. One representative drilling contractor estimates that the average drilling time on a 5000-ft. field well has increased nearly one third and that out-of-pocket costs have increased a dollar per foot. Three major factors contribute to this increased cost: (I) less experienced labor, (2) deterioration in mechanical equipment and expendable material, and (3) increased contract prices. In the past, when there were more drilling rigs than wells to be drilled, some contractors would cut their drilling profit to keep their personnel and rigs working. As this practice is no longer necessary, the contract prices are adjusted upward to assure a profit. On deep and difficult drilling, contracts are let on a cost plus basis. A number of mechanical difficulties have become evident. Inferior quality of steel used in drill pipe and rock bits has added appreciably to drilling time and cost. Contractors are experiencing delay in obtaining repair work and repair parts for prime movers. As the length of drilling time required an shallow-field wells has not increased in proportion to that on deeper wells, it seems that the medium-sized drilling rig is better adapted mechanically than the heavy one to the work imposed. One of the main deficiencies in the heavy rig equipment is inadequate pump capacity. Your Excellency, on behalf of the Council of the Australasian Institute of Mining and Metallurgy, and, indeed, on behalf of everyone present, I extend to you a welcome, and our thanks for your gracious acceptance of the invitation to be here to-day and, later on, to present Honorary Membership Certificates. I also welcome the several official representatives of our Allies, of Great Britain and our sister Dominions.To Messrs. E. C. Driffield and E. J. Rigby, two of the original Foundation Members, who are with us to-day, I extend greetings.The present occasion is opportune to express, on behalf of a representative body of professional men, deep appreciation of the sacrifice which His Majesty the King has made, and will continue to make, by appointing His Royal Highness the Duke of Gloucester as Governor General of Australia and, therefore, His Majesty's senior personal representative in this country.I suppose, that as the primary reason for our assembly to-day is to celebrate the Fiftieth Year of the Institute's existence, I should properly on this occasion, give an account of its history and development. However, as this subject was ably covered by Mr. L. V. Waterhouse, in his Presidential Address in 1938, I trust I may be excused for selecting some other subject. I shall, therefore, exercise my privilege as President and give you a short history of the Mining and Metallurgical Industry of this country with special reference to its effect on the development of the Commonwealth and on the national economy. I apologize in advance for any statistics which I inflict upon you; some of these will be three or four years out of date, because of censorship restrictions. I shall as far as possible refer firstly to the industry prior to and including 1893, the Institute's foundation year, and then to subsequent development.Australia, is pre-eminently a pastoral and agricultural country and it leads the world in the production of wool. Nevertheless, it has an international reputation as a producer of gold and various metals and of minetal products.The development of gold mining in the decade 1840-50 was an epoch-making event in Australia's history, because, to quote one writer's apt phrase, "it precipitated Australia into nationhood." It was certainly responsible for a rapid increase in population. Thus, during the period 1841-1861 the population of Australia increased fourfold, from 221,000 to 1,170,000.The effect of the discovery of gold in Western Australia was even more striking. In 1890 the population of that State was 49,000 and in 1900 it was 180,000.Statistics in respect of gold are reasonably complete, even for the years prior to Federation, and it is interesting to note that the gold declared as...

THE discussion on Dr. Chipman's paper, Mapping by the Topographical Survey, centred mainly on the urgent need for aerial photographic reconnaissance of unmapped portions of the country as an initial phase in the provision of suitable topographical maps for use as a guide in geological mapping, prospecting, exploration, and development work in the areas concerned. This, ir was pointed out, would necessitate an expansion of the topographical work of the Bureau of Topography to keep pace with the photographid work and to meet the demand for maps for use by geologists of the Bureau of Geology and others. A resolution requesting Institute Council to make representations to the proper authorities, urging that aerial photography and topographic map-ping be greatly expanded to meet the pressing needs of the situation, was moved by DR. W. F. JAMES and seconded by MR. L. G. SMITH, and carried unanimously. The full text of the resolution appeared on page 221 of the May BULLETIN. Others who spoke in support of the resolution were MESSRS. E. S. MOORE, L. B. ROCHESTER, F. D. SHEPHERD, and W. J. WRIGHT. Dr. Hansen then presented his paper, Mapping by the Geological Survey, discussion on which is summarized below. MR. FRANK EBBUTT(l) spoke of the very valuable service the Geological Survey bas rendered the mineral industry, and indeed the whole nation, in its century of existence, despite the very inadequate financial support it has received. Now, more than ever before, a strong and expanded Geological Survey is essential if the Industry is to continue to prosper. Our known ore reserves are being depleted very rapidly, and we are finding no new orebodies to take their place. As an aid in prospecting and exploration, and also in the development of orebodies when they have been found, we must have geological maps of the vast sections of the country which at present are unmapped or inadequately mapped. The Institute should make every endeavour to have the Geological Survey strengthened so that such maps may be made available as soon as possible.

The code of hoisting signals for use in mines hoisting from one level, as suggested in this publication, is submitted to induce consideration of this subject by representative groups of the coal-mining industry, such as the lithe Inspectors Institute of America, National Coal Association, American Mining Congress, and others, as well as to -furnish a code of signals for use in those mines operated in States that do not have regulatory hoisting codes in their mining laws, or regulations. The signal codes described in this publication apply only to mines hoisting from one level and to slope mines. Mines that hoist from more than one level are referred to Bureau of Mines Information Circular 7289 Suggested Hoisting-Signal Code For Metal Mine Shafts, which suggests signals for hoisting from various levels or stations.

Mechanized dirt-moving equipment has greatly increased the scope of prospect trenching by lowering the costs and increasing the speed of such work. Where the soil covering was more than 3 or 4 feet deep, operators were quickly discouraged and abandoned surface exploration in favor of shaft sinking, drifting, or diamond drilling; wildcat trenching was seldom undertaken, even where the soil covering was thin. Although power shovels, trench diggers, and draglines are useful under special conditions, caterpillar-mounted angledozers will usually do the same type of work and have a far wider range of adaptability. They are therefore incomparably the most generally useful equipment for the purpose. Since 199 the Bureau of Mines has been engaged in a widespread search for minerals useful to the war program; this work required a great deal of pioneer exploration in areas where known outcrops were marginal or subcommercial by pre-war standards. Engineers in charge of field operations were quick to perceive the applicability of mechanized trenching on a fairly large scale, particularly in the Northwestern States, where completely exposed vein-outcrops are rare. Probably no other organization to date has done a comparable amount of angledozer prospect trenching under such a wide range of conditions. The following comments and accompanying cost tables are based on work performed chiefly in Idaho, under a variety of physical and climatic conditions. The most important applications of the angledozer for such work may be described under three heads:

A list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1942, was published in Bureau of Mines Information Circular 7207.3/ The list of that date was complete as to equipment then available and in current use. Information Circular 7240,4/ published as a supplement thereto, listed equipment approved curing the calendar year 1943. The present list is another supplement covering approvals issued during the calendar year 1943. The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7207 gave 19 drills and drilling machines on the Bureau's active list. No additional approvals were given in 1942, but the three issued in 1943 bring the total to 22. Item 102, under Loading Machines and Conveyors, also appeared in Information Circular 7207, and items 120 and 124 appeared in Information Circular 7240. These numbers are repeated here to show that approvals were granted during 1943 for additional voltages on machines previously listed for one voltage only. Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those that may become so, is earnestly recommended in the interests of safety. From time to time the Bureau of Mines receives requests for information and advice regarding the safety of using internal-combustion engines operated on butane fuel as prime movers for haulage and other purposes in mining and tunneling. The purpose of this, circular is to discuss the properties of butane and to present data in regard to the possible use of this fuel in underground operations. Published information on the use of commercial butane as a fuel for internal-combustion engines indicates that, insofar as performance is concerned, butane may be utilized satisfactorily and efficiently for this purpose. However, the introduction of a volatile, inflammable material such as butane into confined spares such as mines or tunnels would create potential fire and explosion hazards that should be given due consideration by those concerned with the promotion of safe practices.

This investigation was planned to determine:1. The precipitation-hardening properties of the copper-nickel-phosphorus alloys; and2. The influence of arsenic and bismuth, singly and together, on the mechanical properties of these alloys.It was carried out in conjunction with an investigation, previously published in these Prooeedings on "The Influence of Various Elements on the Mechanical Properties of Copper containing a small percentage of Bismuth," and also formed part of a study of the influence of bismuth, nickel and phosphorus on the properties of commercial arsenical-copper.The first part of the present investigation arose out of a discovery some years ago of precipitation-hardening in phosphorus-deoxidized coppernickel boiler tubes, containing approximately 2% nickel and 0·03% phosphorus, supplied to an Australian Railways Department. At that time there was little information available on precipitation-hardening in copperrich copper-nickel-phosphorus alloys, but at the end of 1935 a short paper on the subject was published by E. C. Rollason and T. G. Bamford(2) and at the beginning of 1940 a comprehensive account was published by D. K. Crampton, H. L. Burghoff and J. T. Stacy.(3) Although the investigation carried, out independently by the present author was not as comprehensive as that of Crampton, Burghoff and Stacy, the results are in agreement with those of the American as well as of the British authors; hence, only a summary of this aspect of the work is needed here to establish a basis for a study of the influence of bismuth and arsenic.PREPARATION OF TEST PIECESAll alloys were melted under charcoal in plumbago crucibles in an oil-fired furnace and were poured out of contact with air into oil-dressed moulds to give billets either 7· 5 in. long X 0.83 in. diam. X 1·3 lb. weight or 12 in. long X 1·125 in. diam. X 3·3 lb. weight depending on requirements (the larger size was used, for example, in establishing the annealing characteristics of the precipitation-hardening alloys). The raw materials were electrolytic copper of the composition described in the previous paper(I) 6% copper-arsenic, 14% copper-phosphorus, 1:7% copper-bismuth, and Mond nickel in the form of "shot." The method of producing test pieces from these billets and the annealing treatments ana tests to which the pieces were subjected have been described in the previous paper.

Corundum, natural alumina, or aluminum oxide (A1203) is the hardest mineral known except diamond. Theoretical composition is Al 52.9 percent and 0 17.1 percent, but it always contains small quantities of impurities, chiefly silica, iron, and lime. The melting point of corundum is above 1950° C., and it is insoluble in the strongest acids. Its hardness (9 on the Mohs scale) varies slightly according to purity, and its specific Gravity ranges from 3.95 to 4.10, 4 being a fair average. The index of refraction is 1.760 to 1.768 and its streak is white. Luster is adamantine to Vitreous, come specimens pearly, and color varies widely from white, gray, pink, and blue to black, brown, or bronze. Gem varieties are transparent or translucent, and of more brilliant coloring - red, blue, yellow, purple, or green. Corundum occurs in opaque massive or block structure with parting planes little developed or only roughly delineated and in granular form as minute crystals or small, irregular grains interspersed throughout the contact zones of schists and gneisses.
