Oscar Johnson—In my opinion, the effect of mill speeds on grinding costs must be studied along with capital investment and dollars gathered together as profits. Comparing the entire groups of operators with those who have had the opportunity to make slow-speed mill studies, I think you will find the latter small in numbers. Most managers want the equipment worked to its maximum output. There are, however, some installations where plant and mill sizes are such that they can do the job with reduction of mill barrel speeds. The past and the present installations of the industry are laid out to get the most capacity for the least capital outlay. This is the case even with the plants of Chile Exploration, International Nickel, Morocco, and Anaconda, now under construction or being changed. The industry recognizes that most all equipment it buys today is good and can be depended upon for efficient performance. Under this scheme of things, I am doubtful that slow-speed ball mill operation will be generally applicable. With reference to the U. S. Bureau of Mines laboratory tests, I think table II could have been omitted. It is inconclusive as to maximum efficiency for the low-pulp level mill on hard ore. There should be no question about this point. However, data on mill speeds can be found to substantiate various theories as well as refute them. Gow, Guggenheim, Campbell and Coghill, in their paper on Ball Milling,' believe their 2 x 2 ft laboratory mill reflects results that can be expected from large mills. If so, then referring to their table 11, they state, "The conclusion to be drawn from this second series is that high speed, not exceeding 72 pct of the critical, favors capacity, as before, but that with proper conditions of operation high speeds may give as good efficiency values as low speeds. In this case the efficiency values are nearly constant. A horizontal curve would indicate that the amount of grinding was directly proportional to the power expended, and these tests suggest that such a coildition can be made to exist in commercial operations." But, one must realize that there are many variables that effect the efficiency of grinding mill operation, and too much must not be assumed as to the effect of some specific change. Possibly with changes in mill speed, the results might be more consistent by also a change in ball rationing, type of ball, volume of ball charge,. p.ulp level and amount of pulp in the mill, pulp consisting, design of liner, circulating load, etc. Also, changes in ore character must be reckoned with when evaluating grinding performance. At present the Climax Molybdenum Corp. is running at much reduced capacity. Mr. James Duggan informs me that at mill speeds of 17 rpm, they save a $0.025 per ton on liners and $0.025 per ton in power, but, if the demand for molybdenum increased, he would go back to higher speed to obtain maximum tonnage, as the values from the increased tonnage would far more than offset the one half saving at the slower speed. The Jnspiration ran a six months' test between mills running 21 rpm and 23.5 rpm. The slower mills ground 10 pct less ore with a slight saving per ton, but when the reduced plant tonnage was checked back into the actual cost figures of concentration, the high-speed mills with their greater tonnage showed considerable advantage. To be convinced of possible practical results from the predictions in the conclusions, I think we would have to rely on the analysis of expert cost accountants to furnish the necessary proof figures. Hardinge and Ferguson are to be commended for the work in preparing this paper. I am convinced that our Massco engineers should go into higher speeds with our equipment. Harlowe Hardinge (authors' reply)—For one, I heartily agree with Mr. Johnson's opening statement that the effect of mill speeds on grinding costs must be studied along with capital investment and dollars gathered together as profits. It was on this basis and for this reason the paper was written. Mr. Johnson, on the other hand, takes the position that, on the whole, low speeds are not justified from the economic standpoint, basing his principal reason on the fact that lower mill speeds cut mill capacities and hence reduce the gross income from the product produced. There is no denying this point. It is almost axiomatic. It is for this very reason that the overall advantage of lower mill speeds has been discounted and even overlooked. It was for this reason mainly that the paper was written in the first place. It is one thing to plan an efficient operation at the outset, basing one's figures on the tonnage requirements at the time, and it is quite another to be confronted with the problem of increasing the output of an existing installation at a minimum of capital expenditure. Economic consideration of a new installation is greatly influenced by referring to an old one. Too often, the analyst assumes that if this practice is followed in the new installation, one would not go wrong. It is just here that he may be wrong. Past practice and low capital expenditure are all too frequently given priority over the engineer's analysis of operating costs. When we are able to start fresh, we should give proper weight to other economic factors which do not exist in an old installation. It is these economic factors that make it possible to spend at the outset just a little more money and get it back in a matter of months and effect big savings for years to come. F. C. Systematic sampling and analysis in coal-washing plants results in product control and economical operation. A well-organized laboratory system reduces operating costs and increases sales if the operating and sales companies make full use of information it supplies. The operating cost of a control laboratory is less than 1 pct per ton of coal produced. THE system of laboratory control as practiced by the Ayrshire group of mines was begun with the construction and organization of the first laboratory in conjunction with the completion of its first wash-ery in 1941. The primary purpose of this laboratory was to maintain a check on the quality of the coal produced from the washing plant. The laboratory was equipped to determine proximate analyses, float-and-sink tests, and screen analyses, and was staffed by a chemist. an assistant. and a technician. Soon it became apparent (1) that product control could be accomplished, (2) that a substantial reduction in operating costs could be effected by close control of coal losses in the rejects, and (3) that information furnished by the laboratory was of continuous value to the operating and sales companies. Consequently the laboratory function was expanded to supply them with additional data as required. As the parent company expanded and new mines were added, control laboratories were established at each mine equipped with washeries, and a central laboratory was maintained at one of the mines that was located equally convenient to all of them. A well-planned control laboratory assures production of a uniform, high-quality product. Whenever coal of substandard grade is loaded inadvertently, the sales company can be informed and the proper channel of distribution made. Conversely only constant and strict laboratory supervision can insure proper production of the various grades. Knowing the product, the producer can keep out of many customers' arguments that may be both awkward and expensive. Double checking between customers and mine laboratories have solved many disputes' Some nager insist On buying coal On the analysis basis only, with penalties for substandard coal and premiums for coal above normal quality. A substantial percentage of the coal sold by the Ayrshire group is of this nature. The usual procedure is for the customer to sample and analyze the coal as it is unloaded at the plant, and the mine laboratory samples it as it is loaded at the mine for subsequent analysis by the central laboratory. Only the unloaded moisture is considered, rather than the average of mine and plant moisture, and the buyer sends duplicate samples to the central mine laboratory for this determination. The average of the two analyses determines the price of coal at the mine. In this particular case, the laboratory plays an important part in increasing realization for two reasons: (1) every attempt is made to maintain plant efficiency and product quality as high as possible, (2) check on analyses and sampling by the buyer or seller.

The total number of petroleum refineries in the United States continued to decline during 1950, and according to the Bureau of Mines annual refinery capacity survey there were 357 refineries January 1, 1951, compared with 367 a year ago. The total throughput capacity increased 267,344 barrels daily during the year to 6,963,644 barrels daily as of January 1, 1951, continuing the trend of the past several years to increase the throughput capacity of the refineries and decrease the number of plants. The capacity of the average refinery to process crude oil increased during 1950 from 18,246 barrels daily to 19,506. The Indiana-Illinois refinery district accounted for 110,175 barrels, or 41 percent of the total crude-oil capacity increase, the Oklahoma-Kansas district, 17 percent, the California district, 14 percent, the East Coast district, 13 percent, and the Louisiana Gulf Coast district, 12 percent. Slight declines ill crude-oil capacity were reported in the Texas Inland, Texas Gulf Coast, New Mexico, And Appalachian refinery districts. The 160,100 barrels of additional crude-oil capacity that was building January 1, 1951, represents an increase of 10 percent over the year earlier figure. The only completely new refinery listed as under construct ion at the beginning of 1951 is located at Superior, Wisconsin. Other new construction involves enlargement of existing refineries. Plans for at least five additional new refineries are under consideration, and construction is expected to begin during the current year.

As the American petroleum industry surveyed its position in early 1937, it had many reasons to be optimistic concerning its future. The industry had emerged successfully from the depression, and for the first time since 1929 it had produced over one billion barrels of crude oil in a single year. The demand for gasoline and fuel oils was up, and reserves of crude petroleum and production capacity seemed adequate for the future. Although production of crude oil dropped slightly in 1938, the oil industry was still in a good position with respect to its supply of raw material, which improved economically in 1939 with the decrease of crude-oil stocks in storage above ground. However, by 1940 a threatening cloud (the invasion of France and its rapid surrender) had appeared on the horizon. This aroused Somme fears as to the industry's immediate future, and these fears were intensified the following year when the United States entered World War II. As the war progressed, more and more ships, planes, and vehicles were produced, and the problem of obtaining enough liquid fuels to supply them intensified. Hearings were held in August 1943 before a subcommittee of the Committee on Public Lands and Surveys of the 78th Congress to determine the advisability of passing legislation to promote the development of synthetic liquid fuels.

The Melrose zinc-lead. deposit is in an area of structural disturbance of sedimentary rocks in the Melrose mining district in Cherokee County, Kans., 25 miles west of Joplin, Mo., adjacent to the northwest limits of the Tri-State district. Mining and milling in the Melrose district has been sporadic and. very limited, largely due to the high cost of exploration through great thicknesses of barren rock, 350 to 440 feet overlying the ore deposits. No mining has ever been done on the Melrose zinc-lead tract, but it has been drilled extensively. The drill-hole logy indicate extensive structural deformation, silicification, and zinc-lead deposits in the Boone limestone-chert formations of the Mississippian series, which is overlain by thick-bedded Pennsylvanian shale and sandstone. Analyses of samples from Bureau of Mines drilling indicate the ore minerals are sphalerite and galena with no evident oxidation. During the period from November 2, 1949, to March 13, 1950, the Bureau of Mines investigated the deposit by churn drilling and sampling 23 holes aggregating 10,405 feet of bore. Factual data on the investigation and logs of holes drilled by private parties and the Bureau of Mines are presented in this report.

From July 1, 1949, to July 1, 1950, the Bureau of Mines conducted the research and technologic work on coal and coal products that is summarized in this report. The research, described in this fifteenth of a series of resumes, is presented in more detail in publications (see footnote references) that appeared during the fiscal year, though in some cases research data are given that have not been published elsewhere. Results of research in the experimental coal mine, on explosives, and on gas and dust explosions will be found in Bureau of Mines Report of Investigations 4228, Annual Report of Research and Technologic Work on Explosives, Explosions, and Flames, Fiscal Year 1950. An over-all view of our coal, oil, end natural-gas reserves was presented, and the future possibilities for the, production of synthetic liquid fuels from coal were delineated.3/

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future. To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

Sooner or later the potential miner of industrial minerals reaches the conclusion that of the various factors he must consider, the marketing of his product is. the most important. The sooner he realizes this the better, as successful industrial mineral producers .will confirm. Herein lies a difference between i.ndustria1 mineral mining and metal mining. Often in the latter, technical problems of mining or concentrating are equal to or even surpass those of marketing. This is not meant to imply that there are no problems in mining and beneficiation of industrial minerals, but these usually are outweighed by the problem of marketing. Recentlv. an official of a nationally known corporation :i the elecl.ro-metallurgical industry made an industrial mineral survey in the Pacific Northwest. In the course of his investigation he interviewed producers and potential producers of the various industrial minerals scheduled for use in the plant now being constructed in this area. He stated that he was interested in only three factors: namely, (1) Can your product meet our specifications? (2) Are you able to supply our tonnage requirements? and (3) What will be the delivered price? If there are several sources of supply of sufficient grade and tonnage, as is often the case in the Northwest, then the third factor becomes the important and deciding one. While industrial minerals are usually sold f.0.b. cars with the freight being paid by the buyer, it is the delivered and riot the f.0.b. price that determines the competitive position of the producer and his industrial mineral product. Unfortunately for both the consumers and producers of industrial minerals in the Northwest, the sources are generally a considerable distance from the markets. This necessitates long rail hauls, for which transportation charges make up the largest share of the delivered cost and the delivered price of the product. Is it any wonder then, that rail rates play such an important part in the marketing of industrial minerals? In order to sell his product, the producer must be able to deliver to the market at a competitive price. It must be remembered that his largest cost factor is rail transportation, and that he is limited to markets that he can reach competitively. Since the cost of rail transportation is so important, let us compare various freight rates in the Northwest and attempt to determine their influence on marketing. A study of all rates on all industrial minerals transported in this area, is beyond the scope of this paper. For the purposes of comparison, let us consider limestone (broken, crushed, or ground), and silica rock. These are widely used industrial minerals, and are carried by several different rail routes from.the sources of supply to the centers of consumption in the Pacific Northwest. Markets and Sources of Supply: Limestone has a number of uses in western Oregon and Washington. Among them are agricultural lime for the soils of the Willamette Valley and southwestern Washington; paper rock for the mills in such cities as West Linn, Oregon City, Newberg, St. Helens, and Salem, Oregon, and Camas and Everett, Wash.; chemical and metallurgical-grade limestone for the metallurgical plants centering around Portland, and the Tacoma-Seattle areas'; and sugar rock for the sugar refineries at Toppenish, Wash., and Nyssa, Oregon. Introduction In the period from 1939 to the present, Canada has experienced a remarkable industrial expansion, rising to probably seventh in rank amongst world countries. In the early part of this period, the desperate need for military supplies unloosed tremendous amounts of capital for building new factories and for expanding and converting existing facilities. Mines, factories, and other divisions of the industrial economy bent every energy toward greater and greater output. The result was an 80 per cent increase in the volume of the nation's production within a period of four years, a truly remarkable accomplishment and one in which the mining industry had a very vital part. After the critical year, 1944, the tempo of industry eased off a bit, dropping approximately 20 per cent by 1946. At this time the prospects or post-war industry were clouded by monetary and political chaos in overseas countries, by trade restrictions, and by market uncertainties. There was, of course, a pent-up demand, both at home and abroad, for civilian goods that had been curtailed during the war and for capital equipment that had been destroyed. In the midst of this world-wide uncertainty, if anyone had ventured to predict that by the end of 1950 Canada's industrial output would be back to the 1944 level and humming along at nearly twice the best pre-war pace, he would have been considered rash indeed. "ABSTRACTIn exothermic and endothermic catalytic reactions, control of the temperature is of utmost importance. Basic calculations are developed for determining catalyst volumes of various types of reactors that give particular temperature distributions, and the individual designs are compared.INTRODUCTIONA narrow range of permissible operating temperatures characterizes many, catalytic reactions, and yields of the desired product are reduced sharply if operating temperatures fall outside of this optimum range. In order to achieve close temperature control, reactors with internal heat exchange have been developed in which thin layers of catalyst are located between cooling surfaces.The temperature distribution for an exothermic reaction in such a thin catalyst layer is shown in figure 1. Reactive gases flow downward through the catalyst section, which is 2so wide. It is assumed that a constant amount of heat is generated per unit of bulk catalyst volume, and that this heat is entirely removed through the walls. Consequently, except for a short section at the entrance of the reactor, the heat of reaction is not available for raising the temperature of the gases. Thus, at all points equidistant from the axis, the temperature is the same throughout the entire reactor. At the middle of the gas stream, the temperature is designated as uo. Traveling radially from this point, the temperature decreases because of the removal of heat through the walls and reaches, in the vicinity of the cooling surface, the value u1. Over a relatively narrow zone of width, b, the temperature falls to the value u2 at the cooling surface. Because inadequate data are available on heat-transfer coefficients for a gas flowing through a porous bed, and also because the narrow zone, b, is probably without effect on the reaction by virtue of its low temperature, the temperature drop in this zone at the cooling wall was disregarded. The following calculations were made on the basis of the temperature drop (u0 - u1) resulting from heat conduction within the main body of the catalyst bed only."

According to Lindgren , the economic importance of pegmatites stems from the fact that they represent the principal natural storehouse of two classes of mineral products : (1 ) common minerals in exceptional size and purity and ( 2 ) several of the rarest minerals , which are not commercially available from other types of deposits . Most pegmatites can be described simply as coarse- to very coarsegrained granites . Pegmatite includes coarse -textured igneous rocks of any composition , such as syenitic , alkali syenitic , dioritic , or gabbroitic ; but basic pegmatites are far less common than those that are associated with acid rocks and correspond approximately to the mineral composition of ordinary granite . Moreover , only a very few basic pegmatites can be considered as economic sources of useful minerals . Whereas , in ordinary granitic rocks the individual minerals usually measure 1/8 to 1/4 inch across , in pegmatites they are characteristically over 1 inch and often more than 12 inches in diameter . Although some of the constituents of the pegmatite may be only a fraction of an inch in length , single crystals more than 10 feet long are by no means unusual , and some crystals are enormous . A whole quarry was operated in the Urals within a single crystal of feldspar . Huge quartz crystals are quite common although usually imperfect . Muscovite plates 10 feet in diameter have been mined in India , and the Purdy mica mine in Canada contained a mica crystal measuring 6.5 by 9.5 feet and weighing nearly 7 tons , which supplied more than $20,000 worth of trimmed mica sheet . A loglike crystal of spodumene in the Etta mine in the Black Hills of South Dakota was 42 feet long . Giant crystals of beryl weighing several tons apiece have been mined from several properties . Because so many rare minerals are found in substantial concentration only in pegmatites , it is a common fallacy to suppose that pegmatites are always enriched in rare elements . Traces of most of these elements , of course , are found in almost all igneous rocks , and they reappear in the sediments derived from igneous rocks . It does not follow , however , that all or even most pegmatites contain higher percentages of rare elements than other granitic rocks . Geological evidence points to the probability that notable concentrations of rarer minerals or elements in pegmatites are more or less fortuituous , such additions often being ascribed to events subsequent to the original emplacement of the main body of the pegmatite . Most pegmatites consist principally of potash , feldspar , and quartz . Even mica , although commonly present , is not an essential constituent . Probably

REPUBLIC STEEL CORP. and Armco Steel Corp. have joined in a $160,000,000 project for the production of iron ore from Taconite in the Lake Superior mining region. The two companies announced acquisition in equal shares of 100 pct ownership of the stock of Reserve Mining Co., which controls a vast deposit of magnetic Taconite iron ore on the eastern end of the Mesabi range in Minnesota. Through Reserve Mining the two companies will build a plant for manufacturing high grade ore from Taconite near Beaver Bay on the north shore of Lake Superior. The first announcement calls for about a $60,000,000 plant which will be built as soon as plans are completed and will have an annual capacity of about 2,500,000 tons of iron ore pellets. Longer range development plans call for future expansion of the plant to provide an annual capacity of 10,000,000 tons. This will amount to an additional investment of

THE research and policy committee of the Committee for Economic Development, a non-profit research organization composed of leaders in industry and the professions, including such prominent figures as Dwight D. Eisenhower, Paul G. Hoffman, and Charles E. Wilson, recently published a report entitled "How to Raise Real Wages." Since its founding in 1942 the CED has initiated many objective studies on matters of national economic policy, and has gained a fair measure of prestige from its activities. The CED's latest report cites the more than three- fold rise in real wages in the United States in the past 50 years and attributes the accompanying improvement in the standard of living to the great in- crease in production per man hour. The report states that in order for production to continue rising in the future with the attendant increase in real wages four basic conditions must be manifest: (1) better methods, (2) more capital, (3) better training of workers, and (4) better management. The report cautions that although prospects for increases in output per man hour are good "it is desirable that steps be taken to encourage such a rise."

• The Venezuelan Trade Mission to the United States announced that Bethlehem Steel Corp. will begin exporting iron ore from its El Pao concession, south of the Orinoco River in Venezuela, in about three months. The ore will be transported by rail from the mines to barges on the Orinoco and transshipped to ore vessels at the coast for shipment to the Sparrows Point, Md., plant. The Latin American business men warned that projected increases in the United States tariff on petroleum imports from Venezuela would force that country into bilateral trade agreements with other countries and would mean drastic curtailment of Venezuelan imports from this country. •Bethlehem, South American Gold and Platinum Co., and U. S. Steel are investigating the possibilities of securing American foodstuff for their South American mining camp commissaries through the International Basic Economy Corp. IBEC buys in quantity to supply its subsidiary companies operating in Venezuela and Brazil. The mining companies will rid themselves of this burdensome task as well as realizing a saving from the bulk purchases of IBEC. •Oliver Iron Mining Co. has begun construction of a fine ore and taconite agglomeration plant at Virginia, Minn. It is expected to be ready in six months. The plant will be used to experiment with the making of clinker cakes and egg-sized lumps by sintering machines and nodulizing kilns respectively; about 1 million tons per year will be produced. • Roof pinning has been adopted at the iron mines of TCI, near Birmingham, to support overlying strata as mining progresses. Favorable results have been obtained in that dilution of the ore has been reduced by 50% which is attributable to this method of supporting the roof. •An American mining engineering team has gone to Turkey for a two-year assignment assisting Turkish government agencies in the $45 million ECA development, mechanization, and construction of cleaning plants for the Zonguldak coal field, 200 miles east of Istanbul on the Black Sea. The group consists of James Beeley, John E. Good, John S. Lambright, David Renshaw, and Charles R. Weir, all of the Paul Weir Co. •Arthur F. Taggart describes a new way of training engineers by emphasis on broad, basic engineering courses on page 460 of this issue. •Lawrence T. Tierney, chairman of the National Bituminous Coal Advisory Council, released a report stating that the increase in oil imports since the latter part of 194$ has caused significant damage to the U. S. fuel economy. Iron ore mining in the Adirondack region of northern New York dates back to the Revolutionary War. It is recorded that Benedict Arnold in his campaigns in the Lake Champlain area during the American Revolution utilized the local ores to produce armament and cannon balls. Through the efforts of early pioneers, the iron mining industry in northern New York gained impetus so that in the 1880's mines in the area accounted for nearly one fourth of the iron ore produced in the United States. Both magnetite and red hematite ores were mined during this period. With the discovery of the Lake Superior ores, the iron ore industry in New York started to decline and remained relatively unimportant until 1938. Modern day methods of mining and beneficiating sufficiently high tonnages of low-grade ores to justify the large expenditures for plant and equipment prompted a resurgence in northern New York mining. During the past several years, the production of iron ore from the Adirondack magnetites has greatly increased, and production which amounted to .6%, of the United States total during the 1918-1928 period (Mining and Metallurgy, November 1943) has been increased to 2.85% of the total in 1948. MARCH 15-Industry is rapidly snapping back from another coal crisis, other business news is in general favorable and the outlook through the Spring is by most observers considered quite promising. Most industries report comfortable backlogs of unfilled orders, department store sales in recent weeks have equalled in dollars those of the corresponding period last year, retail sales of automobiles show again over the same period a year ago, and new orders for machine tools are at the highest figures since August 1946. Orders for railway freight cars have shown a very encouraging pickup, with a total of 9385 cars in January and the N. Y. Central alone ordering 4500 in February. Construction continues very active. In January new housing starts totaled 80,000 against 50,000 a year ago and the daily average contract awards, according to the Dodge reports, were 57 pct larger. In the first 22 days of February the increase in awards was 27 pct. Lumber orders since Jan. 1 have run 22 pct above last year. All of these favorable factors bolster the opinion that the upturn in industrial output and employment which began last summer has not yet spent itself and that the setback caused by the strikes will be made up when people get back to work. Only in a few lines are there indications that primary production may be outrunning the consumption of finished goods, although inventory build-up would seem to be rather modest as the National Association of Purchasing Agents reported in February that 78 pct of its members were buying for 60 days or less. Industrial prices as a whole show no significant trend despite the continued alarm over both the immediate and the long-term possibility of inflation caused primarily by the government's increasing expenditure and its inability to balance the budget. A recent advance of 1.9 pct in primary market prices is viewed by some people as the surface symptom of renewed inflation, but even so it is more than two years since the alltime high was reached by the daily index of sensitive commodities in November 1947. Over two years have passed since prices received by farmers hit their peak and about a year and a half since all wholesale prices and the consumer price index touched their highest points in August 1948. The decline in the wholesale price index has been almost continuous, interrupted only twice by slight advances in the monthly figures from February to March 1949, and, later in the year, from August to September. Of course, this continued decline in the last half of 1949 largely reflects a downward movement in farm and food prices. Wholesale prices for commodities other than farm and food leveled out after June and now stand only slightly under the June level. Farm products are down by 22 pct from January and by 18.6 pct from August 1948. Food prices are down only slightly less. Consequently, the farm price support program is in serious trouble and has imposed a heavy financial burden on the Treasury. In those commodities other than farm products only building materials, chemicals and textiles have come down as much as the average, while housefurnishings and metals and their products have fallen hardly at all. Glancing away from the domestic front, the results of the British general election indicated a highly inconvenient situation, that public opinion there is so exactly deadlocked as to divest the victors of much ability to make forceful decisions or create significant policy. It is generally considered that another election in the near future would give substantially the same result. The British people are equally divided and the politicians are not likely to precipitate another appeal to the country until there is manifest reason to believe that external and internal circumstances have changed sufficiently to permit one party or the other to obtain a decisive verdict. Because of the lack of a clear mandate steel nationalization will likely lag in Britain. In the meantime there is considerable discussion going on as to whether the European steel industries as a whole are at a disadvantage in world competition with the American industry. An article in the "Statistical Bulletin" for January of the British Iron and Steel Federation takes issue on this point with the authors of the Geneva report, observing that they wrote before devaluation, and this particular conclusion "has been overtaken by events." The "Bulletin" also contends that the statement was in any case incorrect so far as Britain was concerned, and that it was based on scanty and insufficient evidence. To support the rebuttal a detailed and extensive comparison is made of the home prices of certain steel products in Britain and in other countries of the world. The accompanying table gives a selection of the prices published. It sets out the changed position since devaluation and since the recent increases in American steel prices. These are home market prices; no doubt in competitive export business some of the price levels could be brought closer together at need.

Manganese Products, Inc. has developed a chemical process for the recovery of high-grade manganese oxides from low-grade manganese ores. Ammonium sulphate is also produced. Manganese ore is leached with sulphurous-sulphuric acids. The impurities are removed with ammonia, heat, and air. Manganese oxides are produced by addition of more ammonia and air under pressure. Ammonium sulphate is recovered from the remaining solution.

FEB. 17-The past month found the average citizen backed off just a little more into his blind corner staring glassily at hydrogen bombs, unbalanced budgets, John L. Lewis, more inflation, a rising wave of strikes, the country's only active battleship on a mudbank, a famous scientist in gaol as a traitor, a favorite actress on a Roman holiday, and rising mountains of potatoes, butter and eggs begging for destruction. About the only bright spot has been industrial activity and employment, but even these are menaced by the coal shortage. Most industries have orders on hand or in prospect to warrant high operations for some time to come. The trend of the Reserve Board's production index is upward except as strikes may interfere. There has been heavy buying at the seasonal merchandise shows, particularly in furniture and house-hold goods. The demand for goods of this kind illustrates greater confidence in the Spring outlook than was generally felt a year ago. Further, the demand also reflects improved market positions due to curtailment of output and reduction of inventories in 1949 and sustained consumer buying power. It demonstrates the strong support that is given directly to many businesses, and indirectly to all, by the phenomenal construction activity that is now under way. The Commerce Department places the number of new dwelling units started in 1949 at the new all-time high of 1,019,000.
