Preliminary work in the investigation of electrolytic manganese, as reported4/, showed promise for a practical procedure of continuous production. Laboratory work was continued in the direction of process simpliication to determine an economically feasible procedure that would require a minimum of expensive equipment for plant erection and a minimum of reagent consumption for operation. Results furnished enough evidence to indicate that modifications of the process could be made leading to simplified procedure and with no sacrifice in operating efficiency. A supply of at least 200 pounds of the metal was desired for alloy research, and it was believed worth while to utilize available facilities in a search for difficulties that were not encountered in the laboratory and that might arise in larger-scale operation. Consequently, an experimental pilot plant was erected. The plant was designed for a capacity of 15 pounds per day of metal and operated under simulated plant practice.

[During the past few years there has beer trend away from locomotive haulage of coal from the loading point to the preparation plant of bituminous-coal strip, miner to motorized. haulage. The question has arisen whether this is always economical, and the purposes of this investigation is to determine, if possible the economic limit for motorized haulage. The operators of strip coal mines and of open-pit ore mines have shown great interest in this problem, and it is thought that the findings of this investigation will. Provo helpful to them.]

[During the past year the Metallurgical Fundamentals Section gave about an equal amount of time to the experimental determination of fundamental thermodynamic constants and to the demonstration of the application of such data to more directly practical metallurgical problems. The first division of the work - the actual experimental measurements of typical thermodynamic constants - was carried out an two problems, termed ?continuing? programs, namely, (1) measurements of Specific Heats at Low Temperatures and (2) Measurements of Heats of Formation and Free Energies. Specific substances chosen for investigation are classified as (n) those that have been the subject of requests for information from the industry and that, upon examination, seem of sufficient practical importance to justify study, and (b) compounds that are difficult to treat metallurgically, or whose specific thermodynamic properties have not yet been determined satisfactorily and for which accurate data might suggest improved or new methods of Metallurgical treatment, or (c) materials recognized as belonging to a social class with exceptional thermodynamic properties and, hence, of scientific as well as technical importance.]

This is the fourth of a series; of annual report of the Metallurgical Division to be released in this form and cover the fiscal year July 1, 1937, to rune 30, 1938. This report is not merely a recitation or brief of the year's work; it contains technical information in usable form, although a some of this has appeared or will he issued in greater detail in separate reports. The table of contents that follows fists the principal investigations accomplished and those that are being continued. Other projects are being begun and contemplated for the next year.

[This is the sixth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative Agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of tines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935.-36.3/ The present report cover brands of gasoline represented by 1,490 samples plus thus: from the Pacific Coat, which ;sere averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. In some areas reports were received from 8 to 10 companies on the same brands of gasoline, Whereas in other areas only one Company reported on a brand. Thus, it can be seen that soma of the data are more representative than others. The inclusion of data from several cities within some of the districts has improved the report by reducing the number of brands reported by only one company. Severe changes have been made in the districts. A new district, Memphis, Tenn., has been formed to include Arkansas any western Tennessee. The Rocky Mountain area, have been divided into three sections. Salt Lake City and Denver form the Middle Rocky Mountain district; Laramie, Wyo., Idaho, Montana, and. Spokane, Wash., are included in the North Rocky Mountain district, and Arizona, New Mexico , and El Paso, Tex., have been combined to represent the South Rock Mountain district. The Cleveland district has been expanded to include Ohio ant. Indiana. Eastern Pennsylvania, Maryland, and northern Virginia are included in the Washington (D. C.) district. The Atlanta district includes Georgia, South Carolina; Mississippee, and northern Florida.]

For several years the Bureau of mines has been investigating the characteristics of ground vibrations produced by quarry blasts. Considerable basic information has been obtained in the course of this study, and the results have been made known to the public through various publications listed in the accompanying bibliography. The studies have been confined to obtaining fundamental knowledge of the characteristics of the vibrations themselves, because it was evident at once that he problem was extremely complicated. It was felt that any attempt to predict the effect of a ground vibration on an' type of artificial structure would be useless until the complexities of building vibrations are better understood. As opportunity offered, teats wore made in various types of structures and the effects of vibrations from many different sources were measured. In one set of tests (5)4/, it was demonstrated that the behavior of a building as quite different if it was shaken by vibrations originating outside tae foundation walls than if the source of the vibrations was within the building; vibrations coming from the round outside seemed to shake the building as a single loosely-coupled structure, whereas mechanically induced vibrations within the house seemed to set floors and walls in motion as independent units, each of which communicated its own natural motion to the adjoining member, causing a very complicated movement that was impossible to interpret.

In fine grinding, whether for the purpose of producing fine material, or for the unlocking of minerals in an ore, close control of the screen sizes of primary-crusher products is of secondary consideration and accordingly has received very little attention. The growth and development of the nonmetallic industries, however, have drawn more attention to primary crushing. Many of these industries are interested in the production of relatively coarse products that meet certain definite size specifications, a condition entirely different from that existing in the field of ore dressing. The disposal of oil-field brines by injection into subsurface formations other than fresh-water-bearing strata is a positive method of eliminating the harmful effects of mineralized water on fresh-water supplies, vegetation, and aquatic and other animal life. The methods used most generally for the disposal of brines produced with oil are (1) impounding in evaporation ponds, (2) controlled diversion into surface streams, and (3) injection into subsurface formations. Various States recognize one or more of the methods as legally authorized procedure. As a general rule, impounding brine in ponds and solar evaporation have not been entirely successful, principally because of the large volumes handled; the porous nature of the soil, and the low rate of evaporation. Likewise, the diversion of brine into freshwater streams by controlled dilution has not proved satisfactory in some areas, especially in parts of Kansas and Oklahoma where the rainfall is relatively low, because it has been impossible to obtain enough fresh water for such dilution.

Fluorspar is one of the most important nonmetallic minerals and is used extensively in the metallurgical, ceramic, cement, and chemical industries. The steel industry consumes most of it, but as the Mineral is the chief source of fluorine, it is becoming increasingly valuable to the chemical industry in the production of fluorine compounds. The development of nontoxic organic fluorides for use as refrigerants in mechanical refrigeration and air-conditioning units illustrates the increasing use of fluorspar in the chemical industry. Most domestic flurospar comes from deposits in the Illinois-Kentucky district, which centers around Rosiclare, Ill. About a dozen companies operate in the district, which comprises parts of Pope and Hardin Counties in southern Illinois and Crittenden, Livingston, and Caldrell Counties in western Kentucky. According to the latest available statistics, this district supplied 165,960 short tons of fluorspar in 1937, compared with the total domestic production of 151,230 tons. Imports totaled 37,063 tons.

The Bureau of Mines, United States Department of the Interior, has established a testing adit on the Government reservation at Mount Weather, Virginia, to facilitate research on the fundamentals of mining under actual metal-mining conditions. A number of sites in several Eastern States were investigated, but Mount Weather was selected because the rock seemed best suited for rock drilling and other mining tests and because the ground was already owned by the Federal Government, the site having been acquired in 1902 for use of the Weather Bureau. The testing adit has an advantage over an active metal mine for certain investigations because variable conditions affecting any particular research problem can be controlled and maintained in a fixed status, whereas in an operating mine this seldom is feasible. Operations were begin in September 1936, with a crew of four laborers under a resident engineer. The laborers were recruited from nearby farms, and although they had no previous mining experience, they have developed into satisfactory miners.

The ;purpose of this report is to acquaint the operators and others interested in stripping with the work that has been done in certain States to reclaim the surface of land from which the coal has been removed by this method of mining. The preparation of this manuscript follows an extensive study of the subject in the field in the course of which a large number of strip mines were visited. ACKNOWLEDGMENTS The information used in the report was obtained through the courtesy and cooperation of the operators of the mines visited, State officials and educational institutions, and others interested in the subject.
