Working in New York City has become the graveyard of many Foundation Contractors. Varying subsurface conditions require Foundation Contractors to be aware of the conditions at each particular site and have the knowledge and equipment to successfully complete the project. Looking back, we can see that many of the methods and much of the equipment that were commonly used in the past have been replaced with newer methods and equipment, but sometimes the old methods prove to be the most reliable. This paper will describe examples of varying conditions and construction methods in sites that are close to each other. It will also show different construction problems that are encountered when working adjacent to existing subway structures, when excavating below the foundations of adjacent structures and when ground water is encountered.

Due to the planned deepening of the NY Harbor, NYCEDC/NYCDEP is planning to replace two existing water lines between Brooklyn and Staten Island with one deeper water pipe. The crossing, just north of the Verrazanno Bridge is 1.75 miles long. The new pipeline will be tunneled using gasketed concreted segmented liners. Apressurized face machine will be used through the soft ground. This will be the first subaqueous application using this technology in New York City. This paper discusses the planning, design and risk issues associated with the crossing and the challenging soil conditions that resulted in the decision to use a pressurized face machine.

The users of barite in the United States derive their supply partly from the domestic production and partly from the imports from foreign countries. According to the Mineral Resource division of the U. S. Geological Survey, the domestic production of barite in 1913 was 45,298 short tons, valued at $156,275, or $3.45 a ton, and the imports of crude barite were 35,840 short tons, valued at $61,409, or $1.71 a ton. These figures clearly show a decided advantage in cost of the foreign over the domestic barite to users in the United States. The difference in cost is the only advantage to the consumer of foreign barite, for there are large reserves of the mineral in the United States of good grade. The production of many of the operating mines is capable of decided increase, and it is believed that the operating mines together with the large reserves of undeveloped deposits of barite are entirely adequate to meet the demands of the users in the United States. Deposits of barite are known in California, Idaho, Nevada, and Alaska, but most of them are undeveloped because there is, apparently, no market for the material in that region. The domestic production is derived from Missouri .and the Appalachian States, the greater part being obtained from Missouri. Following the outbreak of war in Europe many users of foreign barite in the United States have been forced to seek their supplies at home. It seems opportune at this time, therefore, that a general review be given of the barite industry in the Appalachian States, one of the two areas from which the domestic supply of the mineral is derived, and that attention be directed to the undeveloped deposits in the region. Briefly, then, this paper reviews the barite industry in the Appalachian States, and describes the occurrence, preparation, and uses of the mineral. General Character Barite, known commercially as barytes or heavy spar, is barium sulphate (Baso4), containing when pure BaO, 65.7 per cent., and S03, 34.3 per cent. The Iron and Steel Committee of the American Institute, of mining and Metallurgical Engineers held a joint session with the American Foundrymen's Association during the Annual Meeting of the Institute in February, 1928, for the purpose of discussing blast-furnace operations and the character of pig iron and castings. Dr. Richard Moldenke presided. H.. H. Sweetser, who was named on the program as the presiding officer of the session, was unable to be present, but sent a letter in which he said: " The meeting we had here last year and the meeting held in Chicago last June showed a desire on the part of blast-furnace men and users of pig iron to get the facts regarding the influence on castings made from pig iron produced in blast furnaces under varying conditions of temperature, mixture and local furnace operations. It has been my hope that at this Round Table we might he able to formulate a series of tests that, would give us the desired information. "Several independent blast-furnace investigations have. been, and still are being, carried on in different sections of the country. The furnaces investigated include a southern furnace, a middle-west furnace, a western furnace and a Chicago district furnace. The results so far show distinct characteristics for each of the four furnaces. It is possible that a furnace in the eastern part of the United States would be different from all the others. "It is hoped that a plan of action can be worked out at your meeting today whereby the IT. S. Bureau of Mines will be able, to carry on more extensive work in connection with the research departments of the different iron and steel companies and the big consumers of pig iron. "No one group can get all of the, information but if the different investigations can be coordinated it will he possible for us to (Iran. conclusions regarding the effects of varying conditions in blast-furnace practice on the pig iron produced and the castings made there from." In the commercial annealing of cartridge brass there are four points regarding which definite data are essential. They have to do with the correct interpretation of grain count in its relation to annealing temperature and, incidentally, to Brinell hardness. These points are: 1. The comparison of the grain sizes of two cartridge-brass mixtures: 69 copper, 31 zinc, 0.376-in. (9.5-mm.) gage; and 68 copper, 32 zinc, 0.130-in. (3.3-mm.) gage 2. The comparison of the grain sizes of annealed metal that had previously been reduced by rolling varying amounts; for instance, 20.0, 36.6, 50.9, and 59.1 per cent. 3. The determination of standards for grain sizes on annealed brass of the composition 68 per cent. copper, 32 per cent. zinc and 69 copper, 31 zinc. 4. The comparison of grain size with Brinell hardness on identical samples of annealed metal. In their comprehensive and thorough investigation of the recrystal-lization of cold-worked alpha brass on annealing,l Mathewson and Phillips have discussed the relations between temperature of anneal, degree of deformation, and structural alteration in alpha brass. They have also shown certain comparisons between the ordinary physical properties and the grain size of annealed brass. The purpose of the present investigation is mainly concerned with the grain size of cartridge brass, its relation to Brinell hardness, and the publication of sufficient data to enable those engaged in the inspection of such material to have a correct foundation upon which to work. The first alloy was taken from regular mill stock that had been rolled from 0.580 in. to 0.376 in. (14.7 mm. to 9.5 mm.) gage, a reduction of 35.1 per cent. This bar (No. 1) had the following composition: Copper, 69.20 per cent.; zinc, 30.76 per cent.; lead, 0.02 per cent.; iron, 0.02 per cent. The second alloy was also taken from mill stock of 0.325 in. (8.25 mm.) gage and was rolled as shown in Table 1, in order to get four bars reduced two, four, six, and eight B. & 5. numbers respectively. This second alloy

A melt of pure electrolytic iron with about 0.4 per cent. sulfur and 7 per cent. manganese was prepared in connection with a study of inclusions in iron. The alloy darkened rapidly when etched with a 10 per cent, alcoholic solution of nitric acid, and microscopic examination revealed the presence of a semimartensitic, semi-Widmanstättian structure (Figs. 1 and 2) closely resembling the structures found by Benedicks in his artificially prepared "meteoric iron."' The structures found by Benedicks were readily explained by the presence in his alloy of the two well-known iron-nickel solid solutions, taenite and kamacite, and of their eutectoid (?) aggregate, plessite. By analogy, one would infer the existence of similar phases in the iron-manganese alloy just described, such an inference being strengthened by the similarity displayed in many ways by nickel and manganese in their effects on iron. Iron-manganese Alloys are Regarded as Homogeneous Heterogeneity of iron-manganese alloys has not been recognized heretofore, judging from the data of standard metallographic books and those of original papers. In fact, iron and manganese are quite generally regarded as completely miscible in the solid state. Dr. Rosenhain,2 for example, writes: Alloys of group (a), of which those of gold-silver, iron-manganese, and copper-nickel are examples, when allowed to crystallize sufficiently slowly to attain their condition of final equilibrium, present a microstructure exactly similar to that of a pure metal—the homogeneous character of the molten solution is in that case so completely maintained that the microscope cannot detect the presence of any second constituent. Guillet and Portevin3 refer to the iron-manganese system as an example of the "case of metals completely miscible in the solid state."

In connection with the gathering of data for a report on the geology of the Humacao district of southeastern Porto Rico during the summer of 1916, under the auspices of the Scientific Survey of Porto Rico and the Virgin Islands, conducted by the New York Academy of Sciences, the writer had an opportunity to make a brief examination of the magnetite deposits of the eastern portion of the island. Inasmuch as these deposits have attracted some attention as possible future sources of iron ore, and as there is only scanty reference made to them in literature,' a short description based on this reconnaissance survey was deemed to be worthy of record. The magnetite deposits of eastern Porto Rico occur in association with a belt of limestone, trending approximately S 53° E, which begins 11/2 miles east of Juncos and can be traced for about 6 miles toward the coast. Four outcrops of magnetite were observed, which are designated as Nos. 1, 2, 3, and 4, respectively, on the map shown in Fig. 1. It is delightful to read a technical paper like that of J. E. Johnson, The Effect of High Carbon on the Quality of Charcoal-Iron, presented in October, 1912, at the Cleveland meeting of the American Institute of Mining Engineers.' The clear, simple, and straightforward manner in which he describes his experiments and results makes you feel as if you had been, so to speak, at his elbow during the course of his investigations, while his method of procedure is so rational that you can fairly anticipate each step in the logical sequence of the tests performed. The following notes suggested by Mr. Johnson's paper are presented here in the hope that they may help, if only a mite, towards the final solution of a problem of considerable scientific and industrial importance. Physical Properties of Cast-Iron us. Its Ultimate Composition. Mr. Johnson writes that " an investigation along the lines of consumption showed that different irons have different characters totally independent of their analyses," and he declares that " the presence or absence of these elements [meaning carbon, phosphorus, silicon, and manganese] alone will not account for all, scarcely for a half, of the facts which have long been known." He further tells us that some foundries have " proved, by the most irrefutable tests, that they could take a certain iron of a given analysis and produce certain results," while with " another iron of the same analysis they could not produce these results at all." I feel confident that every experienced and thinking metallurgist will readily believe Mr. Johnson's statements and will share his views in regard to the hopelessness of inferring the

The oil and gas lease is the basic contract of the oil and gas industry; it is the foundation stone upon which the producing industry, particularly, is based. As the industry is precarious and highly speculative, the foundation contract should be of the utmost integrity and certainty. But right there an anomaly exists; the oil and gas lease is the most obscure, most uncertain, doubtful contract in the realm of law today. That is a condition that must be considered when taking oil and gas leases, and when buying, selling, and holding them. It may fairly be asked why should this industry rest upon so insecure a foundation. Why should not the oil industry rest upon the contract that is the basis of all industry, the warranty deed? There are many contributing reasons, but the principal one is business expediency. The Anglo-Saxon idea of ownership of land is that every land owner owns from the center of the earth to the sky—all that is above and all that is below—consequently the oil and gas are owned by the person who owns the surface. That idea is not exactly true with reference to oil and gas, for many states have adopted the doctrine that oil and gas are like wild animals; they are fugacious and migratory and belong to the man that traps them. But, except for that doctrine, we believe that oil and gas are owned by the owner of the surface, wherein we differ from the Latin-American countries where the mineral rights are owned by the government. The United States was settled largely by homesteading. The owners of land were, in the main, farmers, who did not have the means or the faith to drill for oil or gas. The operators or speculators did not want to buy the land on the mere possibility of finding oil; hence a compromise resulted by which the land owner gave the speculator or the operator what he called an oil and gas lease, or a right to go upon his land and drill for oil and gas. What is supposed to be the first oil lease placed on record reads as follows: Agreed this 4th day of July, a.d. 1853, with J. D. Most mineral deposits change as they are followed downward on their dips. Some of these changes are due to primary arrangement; different ores were precipitated at different depths when the deposits were formed. Other changes are due to weathering or secondary enrichment. The chief changes resulting from weathering, in the main, are understood and standard changes are recognized. The processes are relatively simple. They take place at ordinary temperatures and pressures and can be duplicated in the laboratories. Moreover, there are thousands of deposits available for study, because the processes take place near the surface where the development of mines is begun. The changes due to primary arrangement of the deposits of the metals are not so well understood. Deposition has taken place at higher temperatures and our knowledge of the chemistry of the processes leaves much to he desired. Very few experimental data are available. The deposits, moreover, offer fewer examples because many mines are not developed to depths where the changes can be studied and a change to unprofitable material usually results in stopping work. Most students of ore deposits now accept, as confirmed, the hypothesis that nearly all lodes and related deposits were formed by solutions originating in intrusive igneous masses. Outward from these masses, the deposits at many places are grouped in zones and the arrangement noted from the intrusions outward are commonly the reverse of the changes noted from the surface downward in a single lode. A study of the changes in groups of deposits, from the parent intrusion outward, will throw light on the changes to be expected in a single lode downward. Recause the changes in series of deposits from the intrusive outward may all be observed near the surface, where more data are available, it is possible to increase the number of examples many fold and to apply the statisttical method of study with greater confidence of avoiding error. It is not everywhere possible to identify the parent igneous body to which a group of ore deposits are related. Several kinds of criteria are available; certain groups are superior to others. The removal of sulfur from steel has been studied by many investigators, but the quantitative relationships between the factors involved have not been determined. This is undoubtedly due to the number of variables encountered in practice, an attempt to study any one reaction or relation being affected by other reactions the relative importance of which cannot be estimated. The factors that affect the extent of removal of sulfur in the basic open-hearth process are generally considered to be: 1. Basicity of the slag: (a) Iron oxides in the slag; (b) carbon in the metal or carbide in the slag; (c) temperature. These factors affect the reactions: FeS + CaO = CaS + FeO FeS + CaO + C = CaS + CO + Fe. 2. Amount of sulfur in the gas. 3. Amount of manganese in the metal. The factors which affect the rate of removal of sulfur include, in addition to these: 4. Fluidity of the slag: (a) Normal changes in fluidity with temperature; (b) changes in fluidity because of the addition of special reagents such as fluorspar. 5. Agitation of the bath. Within the past two years, two papers have been presented dealing with the influence of sulfur in the gas on slag and metal. The binary system lead-antimony has been the subject of comprehensive investigations in these laboratories by Dean1 and his associates. The effect of a third constituent on this system, particularly on the lead-rich alloys in which dispersion hardening was found, has a commercial value as well as an academic interest. This paper covers the effect of the addition of copper, bismuth and tin, all of which are likely to be found in commercial lead-antimony alloys, and is divided into three parts, as follows: I. The System Lead-A~ili~r~ony-Copper II. The System Lead-Antimony-Bismuth III. The Lead Corner of the System Lead-Antimony-Ti11 These three systerrls are of three different types, and hence may be considered as covering three general kinds of additions. Bismuth forms no compounds with either lead or antimony and forms solid solutions with both. Copper forms several compounds with antimony as well as solid solutions but with lead it forms a two liquid layer system and no appreciable solid solution. Tin is soluble in both lead and antimony in the solid state and also forms a compound with antimony. The effect of small amounts of bismuth on the lead-antimony alloys is small, having no appreciable effect on the solubility of antimony. The temperature of the solidus floor is lowered appreciably by the presence of bismuth, cutting down the range of heat treatment. Copper, on the other hand, due to compound formation, increases the apparent solubility of antimony. The excess antimony is tied up with the copper finally and so is not available for dispersion hardening. It is the purpose of this paper to summarize, as far as possible, the metallurgical information and experience gained by the Ordnancc Department, during the war, in the manufacture of artillery cartridge cases, to describe the tests to which artillery cartridge cases were put, and to summarize the knowledge and experience gained in this testing. The authors wish to acknowledge the aid given by manufacturers, army officers, and civilian employees of the Department in obtaining data. Artillery cartridge cases are cold drawn from circular disks punched from strips of rolled brass. The rnanufacture involves from 25 to 30 main operations, which are done almost entirely on a punch press. Descriptions of the operations have appeared in various periodical:: and, therefore, will not he given here. After each cupping, or drawing, operation, except the last, the cases are annealed at from 540" to 650" C. (1000" to 1200°F.), to remove all the hardening stresses set up in the metal and to allow complete recrystallization. After each annealing, the cases are pickled in niter cake or sulfuric-acid solution and then washed in water to remove all traces of acid. In some instances, the cases arc then immersed in a cyanide-salt solution, and afterwards rinsed in water, to remove the thin layer of copper that forms on the surface of the cases during the acid pickle. The last cold-drawing operation is followcd by the heading operation which, by flattening the head of the case on the outside, causes the metal to flow on the inside to approximately the proper finished dimensions. The mouth, or open end, is then annealed at 430" to 450" ('. 1800" to 900" F.) by immersion in a salt bath or by gas flames. After being washed, the eases are tapered, when they arc ready for machining, inspection, and testing. Before describing the experience with the Chinese on the Rand and the work they have accomplished, it will be necessary, first, to give a brief account of labor-conditions in the Transvaal since the war, and then to show how the necessity of importation of labor arose. As is well known, the Transvaal mines are run on the dual system of labor—that is, the rough work is done by colored laborers under the superintendence of white men. From the start of mining operations in South Africa there has been the cry of shortness of native labor, due in great measure to the failure of Kaffirs to work continuously in the mines. While he works, the Kaffir is a satisfactory laborer, but his period of service is short, averaging about nine months. People unacquainted with the Kaffir have maintained that, by offering a higher wage and better accommodation, better results would be obtained from the native workers, but an increased wage simply aggravates the trouble. The Kaffir's wants are few. While at work Be spends little of his money, and before long has sufficient capital with which to buy wives and become a gentleman of leisure. Doubling the wage of the Kaffir means that he acquires a competency in half the time, so that his period of service is correspondingly reduced. In 1899, before the war, there was always a cry about the scarcity of Kaffir labor. The highest number of natives at work was in July and August, 1899, when nearly 100,000 were employed. At the outbreak of hostilities the Kaffirs were scattered far and near, many doing well during the war by working for the military authorities. It is my purpose in the following paper to describe the south-central part of Siberia, with special reference to its geology and the mineral deposits. This region is known politically as the Achinsk and Marinsk districts of the Tomsk Government. It is situated among the Altai mountains, in. ]at. 50° to 55O n and long. 87O to 93O E., not far from the northern frontier of Mongolia, and is divided as follows: Mining Districts.—(1) The Tomsk mining district, including the political districts of Altai (belonging to the private crown lands of the Russian Emperor) and Marinsk; (2) the AchinskMinusinsk mining district, including the political districts of Achinsk and Minusinsk; and (3) the North Yenisei mining district, situated in the northern part of the Yenisei political district of the Yenisei Government. Fig. 1 is a map of the Tomsk mining provinces, showing the useful mineral-deposits, excepting those of gold, and giving the routes of the railroads and post-roads connecting the various districts. Political Divisions.—The Tomsk Government is sub-divided into seven " oojesdy " or districts, as follows: Barnaul; Biisk; Kuznetsk; Kainsk; Kolyvan; Marinsk; Narim; and the Altai district (private land, as above). The Yenisei Government is sub-divided into five "oojesdy" or districts, as follows : Erasnojarsk ; Kansk; Yenisei; Achinsk; Minusinsk. Concerning the geology of the region, in addition to the record of my own observations, references will be made to the works of earlier writers. These have been consulted for the purpose of comparison, as regards the districts which I have actually traversed, and for the purpose of completing my account of such portions as I have not been able to visit.

In the latter part of the summer of 1913 the Conservation Commission of the State of Louisiana, under presidency of M: L. Alexander, decided to stop the waste of natural gas going on at the "burning gas-well," Located about 2 mile southeast of Oil City, La. On several occasions, both in newspapers and in reports, comment had been made on the condition of this well, its harmful effect on the Caddo gas field, and the considerable loss, estimated at several thousand dollars each month, caused by the escape of the valuable fuel., But nothing had been done to bring the well under control and prevent further waste of gas until the State Conservation Commission took the matter in hand. The gas fields of Louisiana are among the greatest in the country. So far most of the gas has been found in the Caddo field proper, although considerable development has been done in and around the city of Shreveport and near the town of Mansfield in DeSoto parish. To extend the life of the gas fields and to prevent the quick exhaustion of the supply of the natural fuel are matters of vital importance for this section of the country. Four gas companies have entered the Caddo field and supply the surrounding towns and cities With gas. The Arkansas Natural Gas Co. has pipe lines to Little Rock, Ark., and supplies gas to the following cities and towns in that State: Texarkana, Hope, Garland, Emmet, Prescott, Boughton, Beirne, Gurdon, Arkadelphia, Gum Springs, Mal-vern, Dsnaldson, Gifford, Perla, Beaton, Beauxite, Mabelvale, Bryant, Sheridan, Pine Bluff, Little Rock, Argenta, Pulaski Heights, and Hot Springs. The Southwestern Gas & Electric Co. transports gas to Mooringsport, Blanchard, Caddo, Rodessa, Oil City, Vivian, Bloomburg, Hosston, Ida, Dixie, Belcher, and Shreveport. The Marshall Gas Co. supplies gas to the town of Marshall, Texas. The Louisiana Co. has a line to Shreveport. In, the oil field the gas is used for drilling purposes, and the operators either have their own gas system or buy from the gas companies. The writer takes this opportunity to express his thanks for courtesies extended at the many plants visited as well as for the valuable data received: While there are several types of ball-mill on the market, particular attention will here be given to the diaphragm type, as the open-trunnion type, especially the conical mill, has been thoroughly discussed in the Transactions. There is a prevailing impression that the ball-mill is a recent development; however, ball-mills were used extensively in Montana and other western states for crushing ores for concentration as far back as 1808. Its present prominence is due in part to its recent successful application by one of the large copper companies. Without any reference to dry grinding, the first successful ball-mill for wet crushing, which is still in operation, was built 10 years ago.l This mill, designed by Erminio Ferraris for crushing Sardinian ores for concentration, is of more than passing interest. It embodies the peripheral discharge with grates, large forged-steel balls, and the principal features of the modern ball-mill. The results approach present-day practice, the chief differences being that the mechanical construction has been improved in the modern types. Crushing Action of Ball-mill The action of the balls and the principles of crushing have been studied by several investigators.2 Their conclusions are confirmed by results obtained by the writer in experimenting with a small machine built at
