This report, the third of a series of annual reports of research and technologic work on coal by the Technologic Branch to be released in this form, covers the fiscal year July 1, 1937, to June 30, 1938. Ever-increasing demands for information on the chemical and physical properties of coals, their proper classification rind adaptability for various uses, their economic evaluation in the complex relationships between the costs of production, distribution, and selling, and their beneficiation and amenability to conversion to more valuable and. new products of commerce have necessitated an appropriate and flexible program. To most these requirements, initiation of new projects and new physical facilities has been made.

In the first cart of that little space of time that we have designated as the nineteenth century, chemistry had reached a wonderful stride. Viewed from the present heights attained by the efforts of innumerable chemists with perfected apparatus, mire reagents, air under pressure, water, gas, and electricity conducted to the desk, and. numberless other helps, it seems marvelous that chemists of that day obtained such results. In 1820, about half of the elements had. been discovered; of these discoveries, Swedes had made 15 or more, about once-third of the elements then known and nearly half of those discovered after 1700.

The annual reports of the supervising engineer of the seven sections comprising the Mining Division are assembled in the following pages and form the annual report of the division. In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

Most State enacting bodies have deemed it necessary to specify a maximum speed at which men may be hoisted or lowered in mine shafts. Since most mine cages are not closed in, as are passenger elevators in office buildings, and since, ordinarily, neither the starting tin g nor stopping of the cage is as general as that of these elevators, such regulations are all the more necessary for the comfort and safety of the men. It is also quite generally recognized that it is dangerous to over-crowd cages. Hence, a number of States have limited the number of men that may be on cage at one time.

The prevention of accidents is considered a necessity at all branches and divisions of the Phelps Dodge Corporation copper-producing operations, and since there is a continual exchange of data on safety accomplishments between the various units, their safety programs are fundamentally similar. Variations in accident-prevention methods result from a difference in emphasis rather than from a difference in the elements themselves. The main copper-producing operations of the corporation ore conducted in Arizona and distributed as follows: Copper Queen Branch, mines division, Fisbee, and smelter division, Douglas, Aria.; Morenci Branch, mines division, Morenci, and smelter division, Clifton, Ariz.; New Cornelia Branch, Ajo, Ariz.; and United Verde Branch, mines division, Jerome, and smelter division, Clarkdale Ariz. As it is not feasible to describe here the safety programs of all branches and divisions, the program at the Clarkdale smelter has been selected for discussion. The United Verde Brach includes the mine and smelter purchased by the Phelps Dodge Corporation in February 1935 from the United Verde Copper Co. The mine at Jerome and the reduction works at Clarkdale are designated, respectively, as the mine and smelter divisions.

The United States produces about 30 percent of the world output of salt. Numerous deposits occur in widely separated areas, but the leading producing States are California, Kansas, Louisiana, Michigan, New York, Ohio, Texas, Utah, and West Virginia. Although no great amount of salt is produced at present in Pennsylvania, the potential sources in that State recently aroused a good deal of interest. The United States salt industry is highly organized; it comprises fewer companies than when small crude works with primitive methods and equipment eked out salt for local needs, but concentration of output brought about by modern inventions and methods of production has improved the quality of the produce greatly and accelerated production.

A general survey of the mineral industries of the Black Hills is being made by the Bureau or Mines, but this report is confined to the tin deposits of that region. Because of the strategic importance of tin in a national emergency, special attention was given in the field to deposits of this metal. The present paper outlines the procedure that would be required for determining the potentialities of the most promising deposits as emergency sources of tin and gives estimates of the cost of sampling and rehabilitating some of the old tin mines. Tin mining in the Black Hill was quiescent in 1938. Tin occurs in two areas inn the region. The deposits have received considerable attention, and since 1884 numerous articles have been written about them. It is estimated that between 7 and 15 million dollars has been spent in promotion expenses, acquiring claims, development work, and equipment; production, has totaled about 160 long tons of metallic tin worth about $95,000.3/

The Bureau of Mines midget impinger dust-sampling apparatus was described first in 1937.4/ Two supplementary reports5/6 were published in 1938. These reports are now out of print. The material published previously is combined in this paper to make information on this device available for distribution. The impinger was developed by the Bureau of Mines in cooperation with the United States Public Health Service in 1922. The underlying principle of this instruments is based on impingement land wetting, of the dust particles by drawing air through a nozzle at high velocity onto a smooth surface under a bubbling column of liquid. The dust particles are retained in the liquid. The apparatus has been used widely and permissible limits of dustiness have teen established in the United States on the basis of results obtained with this device in correlation with medical studies. However, it has been criticized for its bulk, weight, and power requirements.

This paper briefly describes the principal commercial and near-commercial deposits of gold-bearing gravel and the important placer-mining operations in Lemhi County, Idaho. It is on of a series on western mining districts being published by the Bureau of Mines. This paper is based on a field survey of the placer-mining districts of Lemhi County in the summer of 1938. Available information concerning gold-bearing gravels was obtained from prospectors and claim owners; operators supplied the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

This paper is one of a series describing; mining and milling methods and costs being published by the Bureau of Mines. It deals with the mineral resources of western South Dakota and describes the mining and milling of tantalite and associated amblygonite by the Black Hills Tin Co. and the Fansteel Mining Corporation. Smoke abatement is a subject of which fuel technology, although absolutely essential, is only a part. Its successful accomplishment starts and ends with human factors that must be given thorough consideration; between this "start" and "end" fuel technology is applied. Smoke abatement usually starts from the desire of some person or persons to be free from uncleanness caused by the stack of someone else and ends with the sincere desire of the operator of the fuel-burning equipment to maintain a clear stack. Although "smoke abatement been discussed for many years, it is only recently that the public has been mindful of such expressions as "air pollution" and "air hygiene." The subject has duel in common with that of supplying pure water but is more complicated. The public desires pure water, expects pure water, is willing to pay for pure water, and expects to continue to pay for it indefinitely; it is a development of civilization. It is doubtless correct to say, however, that people in general do not et realize the detriment of air pollution to their well-being or give the question enough serious consideration. This is illustrated by the fact that in city smoke abatement it is the mass of small householders that sins the most and is the hardest to handle. It is rather difficult to assemble a group of people in a room without the air becoming contaminated with smoke. Smoke abatement will lag with the lack of desire for pure air - probably the biggest human factor involved in its accomplishment.

This report3/ gives the reconnaissance of a reconnaissance of the mining districts in Churchill County, Nev., made in the fall of 1938 and spring of 1938 All of the mining districts in the county were visited, but no attempt has been made to include all the mines and prospects within the area; inclusion or omission of a property in this paper has no bearing on its merits, The report gives the situation of the various districts, mineral production, and ownership of properties; describes the ore deposit, mines, and prospects; contains information on past and current activity; and includes other data likely to be useful to those interested in the development of our mineral resources. The various district, were named when they were organized for purposes of record and regulation. When established, the districts embraced large areas n without well- defined borders, so that the names have little geographical significance.

This is the second of two papers dealing with the construction and use of aerial tramways in the metal-mining industry. The first paper3/described aerial tramways in a general way and discussed the engineering principles used in tramway design. The purpose of this paper is to give a more detailed description of equipment and material rind to discuss construction and operating costs. ACKNOWLEDGMENTS The paper is based largely on data from actual operations. Metal-mine operators from many parts of the United States, Canada, Alaska, and Mexico contributed liberally.

The various Latin American countries are undergoing a slow process of industrialization. The harvesting of one or two agricultural commodities or the mining of a few marketable minerals is being supplemented by development of an Integrated industrial economy. In many countries, progress in this direction has not been rapid, but as it gains impetus an increasing market for cement is a natural consequence. This is evident from the fact that industrialization is linked with increasing transportation, and means of transportation are very poor in much of Latin America. Bridges, culverts, and concrete Highway's, now scattered sparingly throughout the vast land areas south of the United States, must multiply as the demands of industry increase and as a higher scale of living is attained. Eventually the South American countries will be linked by modern highways. Furthermore, the arid climate of many regions creates a demand for construction of dams and irrigation works, and a continent poor in coal reserves but with abundant water power inevitably must direct its energies toward the construction of hydroelectric power plants. Countries rich in raw materials but with few natural harbors have urgent need of massive concrete breakwaters and docks. The demand for concrete in houses will also grow. Standards of living are low, and perishable building materials are widely used. As living conditions improve cement will be used increasingly in home construction. Even in the field of simple and modest housing cement affords a means of creating low-priced verminproof and fireproof homes, for which the need it imperative under climatic conditions that prevail in this area of the world. Already many of the countries have undertaken extensive public works, and such programs are likely to increase. Assuming moderate industrial progress and stabilized governments the demand for cement in this great southern area promises substantial growth.

In 1939, American industry got, off to a poor start, slowed down further during the first quarter, quickened after May, speeded up still more when war broke out again in Europe, and ended the year at a pace close to an all-time record. The average index of general business activity for the entire year (105) was well ahead of that for 1938 (86), failed to equal that of 1937 (110), and fell behind the average for 1929 (119) by a wide margin. Because the cutting and polishing of stones are parts of the work of the Bureau of Mines in its study of rocks and minerals and in the determination of specimens sent in for identification, it was decided that a circular covering the subject in a general way would be of practical interest. As several books and periodicals give details of the problems in cutting and polishing, this report will not duplicate their information more than necessary.
