In the early 1990’s the British Columbia (Canada) mineral industry frequently discussed the need to participate in, and compromise with, public environmental interests in order to ascertain long-term stability. However, as the decade progressed the mineral industry withdrew from almost all meaningful public participation. As government protected areas policy in the past year has illuminated, there is a continued need for long-term land access stability. This paper historically analyses the public engagement policies of the British Columbian mineral industry while it participated in long-term consensus-based multi-stakeholder land-use planning processes. From this analysis the paper recommends that the mineral industry reengage the public and institute a new working relationship with environmental advocacy groups so as to ensure British Columbia becomes the most sustainable mineral producing jurisdiction in the world.

INTRODUCTION As the population increased along the coast route (California Route 1), and the people’s need to have guaranteed access increased, the landslides and related road closures began to have serious adverse economic impacts. Landslides were causing major long-term road closures about every 10 years on average. In 1983, ground movement at Devil’s Slide caused Highway 1 to be closed for an extended period of time which caused significant economic loss to the surrounding coastal communities. A number of options for bypassing the slide area were considered, and the Martini Creek inland bypass was selected for design. Subsequent litigation led to the creation of the Devil’s Slide Tunnel Study in 1996. The results of this study indicated that a tunnel alternative would be competitive with the inland bypass. The final decision was left to the citizens of San Mateo County, who approved the tunnel alternative in the November, 1996 election After completion of environmental studies and the processing of legal challenges, the final environmental document was finished in 2001. The preferred tunnel alternative was designated to proceed for final design and construction. PROJECT DESCRIPTION The Devil’s Slide Tunnels consists of a separated two-lane road, one lane in each direction, which passes through twin tunnels and over twin bridges and then connects with the existing non-separated, two-lane road at each end. The total length of the project is approximately 1900 meters consisting of four main project divisions, which are described below, going from south to north. 1.Operations and Maintenance Center (OMC) area, 2.Southern approach roadways to the South Portals (250 meters), including the South Rock Cut,

"Advanced Flotation Technology is the application driven design of Don-Oliver flotation cells to achieve the optimum performance for each type and grind of flotation. Optimum performance is the combination of both recovery and selectivity.Optimized performance is the combined product of optimized mixing and effective froth removal. Optimized mixing is applied to roughers, scavengers, cleaners and specialty cells such as those to float hydrocyclone underflows in both primary and regrind circuits in order to reduce overgrinding. Effective mixing for fine material is easy, but overmixing reduces selectivity in frothbed.Selectivity in flotation is an important target, especially when treating complex ores, and parameters in frothbed have been examined to improve the separation of minerals and eliminate circumstances that reduce separation rate.Advances in process control have been achieved with expert controls and instructive operator information data. This has gained a higher degree of understanding of cell operation and ore type being processed to be used in future process development work. Excellent results of this Advanced Flotation Technology have been achieved and designs through 7000 cu ft (200 m3) are currently available for high capacity concentrators. This paper will detail how flotation cells are more responsive to the exact requirements of the duty specified."

Conventional concrete block plastered with a cementitious coating is the most common material used in the construction of permanent stoppings to direct airflow in underground mines in the US. All mines experience various degrees of strata convergence depending on depth of overburden, geological conditions, and type of roof support employed. Strata convergence will cause cracks and joint openings in masonry stoppings, resulting insignificant air leakage losses. Where strata convergence is severe, complete structural failure of the stopping can ultimately occur. Reconstruction of damaged or destroyed stoppings adds expensive overhead to mining operations, and even greater expenses are incurred from the additional fan horsepower required to overcome leakage losses. Ideally, a stopping should maintain high resistance to airflow while yielding to strata convergence. By properly incorporating a polyisocyanurate rigid foam material within the masonry block structure, stopping service life can be increased in mines experiencing strata convergence problems such as floor heave, roof loading, and lateral rib movement.

Arsenic is considered as one of the toxic materials being controlled by Environmental Protection Agencies in several developed and developing countries. It is found in the nature as constituents of the soil, minerals and also in various organic forms. It enters the air, water, and land from wind-blown dust and gets into water from runoff, leaching, soil erosion and anthropogenically from chemicals used for wood preservation, insecticides, medicine, military purpose, pigments, and electronic circuitries. There are several techniques available for removal of Arsenic, such as coagulation/filtration, lime softening, ion exchange, reverse osmosis, nanofiltration, wet chemical, and electrochemical. Electrocoagulation has been found as one of the most efficient techniques to remove inorganic arsenic with more than 99% efficiency. In this paper, we present our work on electrochemical treatment of both the inorganic and organic arsenic from water using various sacrificial electrode materials, i.e., iron, aluminum, copper, and combination of them. The floc produced by this method has been also characterized using XRD, SEM/EDS, FTIR, and cyclic voltammetry.

concentrations) and physical nature of receiving streams, which in turn affects the stream ecosystem. Benthic macroinvertebrates are used to illustrate these impacts, and to investigate natural recovery in affected streams. In Charming Creek, a severely impacted stream in the Buller District, the macroinvertebrate community recovers diversity and the proportion of sensitive species (EPT) in the community is more significant with increasing downstream distance from the source of AMD. This is most likely due to dilution of AMD contaminated water by tributaries to the Charming Creek mainstream. Other impacted systems with less dilution from tributaries did not display similar levels of recovery. The effectiveness of remediation products BauxsolÖ and Zeolite was investigated using laboratory trials. Both products mitigated the toxicity of AMD and enhanced the survival of mayflies exposed to AMD contaminated water. Such products may be of use in the New Zealand environment but are likely to be most effective in conjunction with other systems (eg wetlands). Mitigating the impacts of AMD on stream ecosystems needs to include systems to directly address water chemistry issues (low pH, high metal concentrations) as a component of a holistic approach to restoring environmental conditions.

"This article investigates the complex problem of a budgeting process for a large mining operation. Strict adherence to budget infers that financial results align with goals. In reality, the budget is not a predetermined entity but emerges as the sum of the enterprise’s operational plans. These are highly interdependent, being influenced by unforeseeable events and operational decision-making.Limitations of stochastic simulations, normally applied in the project environment but not in budgeting, are examined and a model enabling their application is proposed. A better understanding of budget failure in large mines emerges, showing that the budget should be viewed as a probability distribution rather than a single deterministic value.The strength of the model application lies with the combining of stochastic simulation, probability theory, financial budgeting, and practical scheduling to predict budget achievement, reflected as a probability distribution. The principal finding is the interpretation of the risk associated with, and constraints pertaining to, the budget.The model utilizes a four-dimensional (space and time) schedule, linking key drivers through activity-based costing to the budget. It offers a highly expressive account of deduction regarding fund application for budget achievement, emphasizing that ’it is better to be approximately right than precisely wrong’."

The reduction of iron dissolution and acid consumption is fairly important in the extraction of Ni and Co from laterite ores from both economic and efficiency perspectives. BGRIMM conducted detailed research to investigate the behavior of iron in a nickel laterite leaching process. The mineralogy of Ni and Co was studied. In limonite ore about 76% of nickel is present in goethite while in saprolite ore 79% of nickel is associated with magnesium and silicon minerals. Test work revealed that limonite can be decomposed completely with enough acid concentration during atmospheric leaching. More than 98% of Ni and Co were leached into solution while 85% of the iron was also dissolved with 130-140 g/L iron in solution. Iron precipitates as hematite in the temperature range 250-270?C without neutralization reagents. That’s why limonite is treated by high pressure acid leaching (HPAL) technology to achieve nickel extraction and iron precipitation in the same autoclave. BGRIMM’s test results indicated that the remaining acid in atmospheric leaching solution and acid released by iron precipitation at a lower temperature was enough to leach saprolite efficiently. The so-called inverse leaching technology leaches limonite at atmospheric condition and the leaching slurry combined with saprolite is pumped into an autoclave to leach saprolite at 150-170?C. In the autoclave iron precipitates as hematite without acid consumption. Total nickel and cobalt extractions in the test program were more than 90% with iron content in solution below 8 g/L. In this inverse process iron dissolves in the atmospheric leaching stage and precipitates as hematite in the low temperature leaching stage. Compared with HPAL the leaching temperature is reduced to 150-170 ºC from 250-270 ºC. Compared to atmospheric tank leaching acid consumption is reduced from 850-950 kg/t ore (atmospheric) to 550-650 kg/t ore (inverse).

Substantial efforts to develop application software based on years of research on process modelling are being pursued in many countries ( 1 .2,3,4.5). The late BO's should see a flurry of success stones about significant leaps of productivity achieved in several plants through systematic process evaluation and computer simulation studies.In Canada. the SPOC project (Simulated Processrng of Ore and Coal) was initiated at CAN MET in 1980 with the obJective of developing and transferrrng to the mineral rndustry a computer-based methodology for process evaluation and optimization. The proiect deliverables include:- an engineering manual covering most aspects of off-line computer simulation:- a bank of FORTRAN software accessible through data communication lines for user familiarization and distributed at a nominal cost in source form by CANMETThe yearly progress reports of the project contain detailed information on the project elements since 1980 16). The context of SPOC can be summed up by quoting Gordon Agar""s 1975 statement during a workshop on research needs in the mineral industry: ""What is needed is a joint effort between the academic community and one or more enliglitened industrial concerns. The effort will have to be an iterative one with data collection followed by testing the model modification of the model (s), more testing prediction, modification. data collection and so on (7). A few parallel in1- t1atives had been reported in papers or research contract reports (8, 9) but there was an obvious need for CANMET to bridge the gap between the R&D and the production sectors by undertaking a project that would document past applications and induce a new generation of initiatives through the consol1dat1on and transfer of suitable manuals and software. The effort took shape as the CANMET SPOC pro1ect in which methodology transfer was to play a key role (10)."

This U.S. Bureau of Mines report describes a rock mechanics instrumentation program conducted in a shallow underground coal mine in central Illinois. This research program was designed to provide a basic understanding of the structural behavior of entry intersections. A wide variety of instruments and measurement techniques including hydraulic borehole pressure cells, multiple-point borehole extensometers, roof bolt compression pads, and overcoring were employed to monitor roof stresses, pillar loading, strata movement, floor heave, and bolt loading before, during, and after intersection development. A summary of intersection design theories, failure modes, and support techniques is included and instrumentation installation procedures and analysis methods are presented. The study identified two critical parameters that affect intersection stability: in situ horizontal stresses and geological discontinuities. Important design parameters for improving intersection stability are roof span and intersection geometry.

The following note on the mineral association in the ores of the Tennant Creek Goldfield, Northern Territory, is largely based on Mineragraphic Reports Nos. 49, 89, 117 and 193 of the Council for Scientific and Industrial Research. These reports are the results of the examinations of auriferous specimens from a number of mines of the goldfield and are now supplemented by the examination of further specimens from Mt. Samuel forwarded by Mr. V. G. Martin.The Tennant Creek Goldfield lies in the central portion of the Northern Territory, about Lat. 190 35', Long. 1340 15', on the Overland Telegraph Line and about 369 miles north of Alice Springs. It comprise an area extending about 50 miles east and west, by 30 miles north and south.The geology of the goldfield has been described by Woolnough. (2)The rocks of the area are of pre-Cambrian age, and consist of talcose, chloritic, micaceous and siliceous schists of sedimentary origin, interbedded with flows or dykes of schistose quartz porphyry, and of granites which were intruded subsequent to the regional metarporphism of the area. The rocks are moderately folded, but the beclding tends to be obscured by a pronounced east-west cleavage. The most continuous orebodies run east and west, parallel with this cleavage.Numerous lenses of hematite occur in the schists, with their long axes, parallel to the cleavage, and the gold values of the field are frequently associated with such hematite bodies. The dimensions of these hematite bodies are variable but rarely exceed a length of 300 ft., with an average thickness between 10 and 30 ft.; the original vertical dimensions are thought to be comparable with their length. The lenses tend to occur in groups when they are arranged en echelon both horizontally and in depth; and erosion has exposed individual lenses to different degrees, ranging from incipient exposure to complete removal. The existence of unexposed hematite lenses at depth has been proved by geophysical surveys, coupled with drilling tests. (3)A few of the bodies are pipe-like. Many are surrounded by a casing of brecciated rock, composed of fragments of hematite and shattered country rock, and presumably caused by subsequent earth movements which crushed the country rock against the resistant hematite bodies. In the early days of the field most of the important gold occurences were found within these crushed zones, or, to a less extent, within the hematite bodies themselves.These occurrences appeared to be associated only with those hematite lenses which were intersected by quartz veins or other lines of weakness, of later origin than the crushing. The combined 80th Annual Minnesota Section of SME Meeting and 68th Annual University of Minnesota Mining Symposium was held April 17 and 18, 2007, in Duluth, MN. About 350 mining industry professionals attended the conference, including engineers, executives, mining managers and suppliers from the United States, Canada, Australia, Finland and Brazil. This year’s theme was “Consolidation – Growth – Technology.” The 80th Annual Minnesota Section of SME meeting included concurrent technical papers sessions, a keynote session that featured two distinguished speakers and a general managers session in which taconite mine operators provided updates on their operations. The Minnesota Section meeting also offered an SME short course titled “Control the Feed, Control the Mill.” More than 50 individuals at-tended the short course.

"The Kelsey Centrifugal Jig is a gravity separation device which utilizes the principles of the conventional mineral jigs but with the additional feature of being able to vary the apparent gravitational field. This is accomplished by utilizing the specific induced movements of the conventional jig within a centrifuge.Pilot plant trials have been underway since July 1988 to evaluate the potential applicability of this technology to various process streams at Rio Kemptville Tin.The grade/recovery relationships for samples treated in the jig were consistently better than results obtained from tables. Recoveries of more than 90% were attained at concentrating factors ranging up to 20. When compared with electrostatic separators, the jig achieved equivalent metallurgical results in a two stage process, without the expensive requirement of filtration and drying. Recoveries exceeding 96% were achieved with final concentrate grades averaging higher than 60% tin.INTRODUCTIONMineral jigs have been used for hundreds of years. Many different types have been developed, and each one has numerous variations. In recent years, the idea of applying centrifugal forces to conventional jigs has been put to practical tests and today a number of units are in commercial production. In principle, by enhancing the apparent gravitational field, it should be possible to recover finer particles by overcoming viscosity and surface effects which tend to limit existing gravity devices. In addition, it may be possible to use gravity to separate minerals with much smaller specific gravity differences."

An investigation into the reliability of the data being collected at the Mount Isa Mines site operated by Glencore in Queensland allowed on-site ventilation personnel to scrutinise pressure and volume measurements collected from the primary surface fans. The investigation effectively identified discrepancies being reported to the on-site remote monitoring system. The difference between the real-time and static measurements on the P63 RAR shaft identified that the in situ differential pressure transducer and piezo annubar system was not operating correctly. This indicated a deficiency of approximately 30 per cent reporting back to the remote monitoring software versus the live readings measured with the Pitot tube bomb and ALNOR AXD610 pressure micro-manometer.Constant monitoring of an operations ventilation network is imperative to ensuring that the underground atmosphere provides a safe and healthy workplace. Further benefits to real-time monitoring allows for the early indication of network failures and promotes increased availability. An innovative approach to out engineer and improve the existing measuring equipment from the 1970s was sought.The use of ultrasonics in the mining industry is not new with ventilation management systems (VMS) equipment available within the marketplace. The introduction and implementation of a reliable product for real-time monitoring was a challenge to overcome due to limited access and suitable measuring points within the mine. The available equipment on the market through mainstream suppliers was not suitable for the unique application required due to the in situ installation of the surface fans. A solution was identified in the oil and gas industry through collaboration and innovative thinking. Prominent among the ore minerals at Mt. Ellison, in the Brock's Creek district, Northern Territory, are a number of copper-bismuth sulphides wittichenite, aikinite, emplectite, in association with nativebismuth, chalcopyrite, bornite, chalcocite, sphalerite and linnaeite.Linnaeite and aikinite formed first and were followed by native bismuth. Wittichenite was later and substantially replaces earlier minerals. Replacement of aikinite by wittichenite has produced secondaryor reaction bismuth.INTRODUCTIONThe Brock's Creek district of the Northern Territory lies to the south east of Darwin and has been the locale of intermittent mining of small but rich deposits of diverse ore type. Gold, tin, and copper ores were recovered especially between 1890 and 1910 with minor exploitation up to the present time. Copper ores were of prior importance, the main production coming from supergene enriched deposits of chalcocite.The mines are situated in strongly folded Precambrian strata comprising slates, sandstones, volcanics and amphibolites with replaced haematitic rocks (Sullivan, 1953). The strata in the Brock's Creek area immediately north of the Darwin-Birdum railway line are domed around a roughly circular granitic mass some 5 miles in diameter. The Mount Ellison mine is located near the N.E. margin of the granite in metamorphosed basic country rock.Study of a series of polished sections from Mt. Ellison revealed the presence of linnaeite, chalcopyrite, bornite, aikinite, wittichenite, emplectite, bismuth, sphalerite, and chalcocite. With the exception of sphalerite and emplectite each of these minerals is prominently developed and intimately intergrown with the other constituents.

As in other countries, gold mining inNew Zealand has been cyclic in character. Looking at these cycles may provide insights as to what may occur in the future and that is the basis for this study.   New Zealand has experienced four gold mining cycles. The first began in 1857, peaked in 1866 and terminated in 1890. This cycle was characterised by alluvial gold mining by individuals and small groups. This is referred to as the Labour Led cycle. The second cycle began in 1890 and reached its peak in 1906 and terminated in 1929. This cycle was characterised by the use of dredges in alluvial gold mining and was also the peak of hard rock mining. This cycle is referred to as the Technology Led Cycle. The third cycle peaked in 1940. This cycle was far less significant than the previous cycles, arising out of the depression when the unemployed embarked on small scale alluvial mining. This overprinted the continuing decline that occurred after 1906. This cycle is here referred to as the Depression Overprint Cycle.   The fourth cycle began in 1984 when production began to climb rapidly from a very low base. The growth in production was spurred by rising gold prices in the early 1980s resulting in relatively low grade gold-bearing alluvial ground becoming economic. But in the 1990s, production from the new hardrock mines in Coromandel and Otago has overshadowed alluvial production. This cycle is here referred to as the Price Led cycle.   What are the future prospects for gold in New Zealand? Although there are many factors involved, this will be largely determined by two factors; firstly, continued access to prospective gold-bearing properties, and secondly, the price of gold. Based on these factors, three future industry scenarios have been developed. The first of these is industry collapse, in which access to prospective property is constrained and prices mayor may not weaken. The second is industry consolidation, in which the available ground is accumulated by a small number of large companies who can use economies of scale to weather price fluctuations. The third scenario is industry growth, in which access to prospective ground is constrained in environmentally sensitive areas but is otherwise relatively unconstrained. Efficient companies are allowed to work in a policy and economic framework that allows them to make a major contribution to the economy.   While the industry cannot control these critical factors, a good knowledge of the positive role gold mining could play in the future economy may provide a framework by which the access issue, in particular, may be addressed from a balanced perspective.

The design of foundations to support overhead signs is primarily based on providing adequate resistance against horizontal wind loads. The typically used subgrade reaction model for the load-deflection analysis of laterally loaded piles and shafts has been found to underpredict the capacity of shafts with length to diameter ratios less than five. The general applicability of an improved model incorporating the influence of shear and moment resistance at the shaft base is demonstrated. The detrimental effect of ground surface slope angle on the ultimate capacity is discussed, and a design chart for estimating the magnitude of the reduction in capacity is presented. A comparison between the predicted and measured responses of nine full-scale load tests performed within this study and sixteen external tests is presented. The models described are implemented in the computer program "LTBASE".

Mercury and silver polythiocarbonate sludge that was generated from the pilot testing of optimized mercury removal from cyanidation pregnant eluate solutions prior to Merrill-Crowe recovery of gold and silver were tested for long term stability at Newmont Metallurgical Services. Sludge samples were mixed with heap leach residue to simulate disposal of the sludge in spent or active areas of the heaps and leached for twenty weeks with water and cyanide leaching solution, respectively. Leach testing results are presented as well as analysis of the sludge using scanning electron microscope techniques down to the <1000 nanometer scale.

"INTRODUCTION The Connellsville mine of the Yolande Coal & Coke Co. is in the southwestern part of Jefferson County, Ala., about 30 miles southwest of Birmingham. The mine is on the Blue Creek bed, which is about 6 feet thick and dips at a angle of 18º. The bed is worked by the room-and-pillar method and is mined by both machine and hand methods. The Blue Creek bed at this point yields a high ash, low-volatile coal with excellent coking properties. Because of its exceptionally low volatile content and high coking strength, this coal is excellent for blending with Alabama coals of higher volatile content and weaker coking properties to form blends suitable for production of metallurgical coke.A sample of washed coal taken during this investigation gave the following analysis on an as received"" basis: Moisture, 8.3 per cent; volatile matter-, 20.2 per cent; ash, 8.0 per cent; fixed carbon, 63.5 per cent. The high ash content of this coal limits the quantity which can be utilized when low-ash coke is required. In the Birmingham district it is usually difficult to sell as coking coal a product that contains more than 8.0 per cent ash. To produce a. coal with this ash content at Connellsville presents a somewhat difficult washing problem. This paper gives the results of an investigation that was conducted by the Southern Experiment Station of the U. S. Bureau of Mines in cooperation with the University of Alabama and the Yolane Coal & Coke Co. for the purpose of determining the washing characteristics of the coal and the possibility of reducing its ash content on coal-washing tables.The practice at the Connellsville washery at the time of beginning this investigation was to crush the run-of-mine coal to pass a 1 1/2-inch round-hole screen and to treat the satire output on two primary, 3-compartment jigs. A. middling product was recovered from the primary jigs which was re-treated on a single-compartment rougher jig. This system yields a product of acceptable ash content, but the yield is low and the loss of good coal in the refuse is high."
