Implementation of the joint Federal-State control program established in 1955 to cope with the mine water problem in the Pennsylvania anthracite region is described in this report. The increasing severity of the water problem in the anthracite mines has necessitated major adjustments as this continuing program has progressed. Since 1941 the Federal Government has recognized the mine water problem as an important factor in the worsening economic condition of the anthracite region by initiating scientific and technologic investigations and establishing the Anthracite Flood-Prevention Section in the Bureau of Mines in 1948. On the basis of comprehensive investigations and studies, the results of which were published in numerous reports and bulletins, the Anthracite Mine Drainage Commission of the Commonwealth of Pennsylvania formulated a plan that served as a background for legislative action in 1955, resulting in Public Law 162, 84th Congress (Act of July 15, 1955 (69 Stat. 352; 30 U.S.C. 571-576)), for the Federal Government, and Act No. 82 of the General Assembly, July 7, 1955, for the Commonwealth of Pennsylvania. The report covers 29 mine flood control projects approved and executed in implementing the aforementioned legislative acts. Essential engineering and cost details for each project are given, together with an evaluation of the effect that the installed facilities have on alleviating the mine water problem as it concerns individual mines and the anthracite industry as a whole.

The Woodbury L-73 Tunnel involved the design and construction of a 96-inch tunnel driven through 8,080 lf of very difficult ground conditions. Anticipated ground and groundwater conditions consisted of potentially flowing silty sand with cobbles and boulders, mixed face of sand and sandstone and full face of the St. Peter Sandstone. Actual conditions were similar, although the quantities did change from bid quantities. This paper presents the approach used for development of the GBR regarding risk management. The means of arriving at a fair compensation for variances from the baseline values to address the actual encountered tunneling behavior of the soil, boulder count and its effect on production rates are presented.

Underwind and overwind protection system concepts for mine hoist shafts were developed in conjunction with and for the Safety in Mines Research Advisory Committee (SIMRAC). End-of-wind operation of mine hoists is the most hazardous aspect of mine hoisting, carrying the highest risk of loss of life, injuries to workers and loss of production. Systems operating mechanically and with local actuation were developed. This was done in order to remove the increased risk associated with dependency on remote or external energy and information supply associated with most existing protection systems. The proposed underwind protection system concept absorbs the energy of motion of a conveyance overrunning the design lower limit of travel by drawing a metal strip through a set of rollers. This action causes dynamic cyclic plastic bending of the strip material that converts the kinetic and potential energy of the conveyance into strain energy of the metal. In the concept design a pair of steel wire rope slings attached to the strips catch the overrunning conveyance and transfer the retardation force. The proposed overwind protection system concept absorbs the energy of motion of a conveyance overrunning the design upper limit of travel by early detaching of the conveyance from the hoist rope. This detaching is carried out via an additional detaching hook activation mechanism fitted at a sufficient height below the spectacle plate to allow the conveyance to retard to standstill under gravity before it would crash into the spectacle plate. The conveyance so brought to rest is prevented from falling by means of jack catches on the conveyance interacting with a rack (toothed profile) fitted on the guide rails in the retardation zone. Scale models (1:10 scale) of both protection systems were designed to conform to established retardation standards. The retardation standards were limited by the requirement of passenger safety in retarding cages. The models were then built and tested in a1:10 scale shaft model. Retardation performance close to the required levels was achieved. The retardation distance required should allow such systems to be retrofitted in most existing shafts. Given the simplicity and robustness of the designs, further development was recommended because of their enhanced self-sufficiency and reduced risk of malfunction. Virtually from the date of its discovery in December 1928 the Oklahoma City oil and gas field, Oklahoma County, Okla., has attracted national and international attention. The history of the field has been associated closely with rules and regulations pertaining to production control and proration practices. Early development was rapid, and Oklahoma City soon attained the distinction of being the first major field in which the producing wells were over a mile in depth. Before the structural features of the reservoir had been disclosed every outpost well was considered a "wildcat", so complex appeared the underground geology, The wells not only were deep and the reservoir pressures high, but the production from the early wells was a high A.P.I. gravity oil, accompanied by large volumes of gas. Several "blow-outs" and fired occurred during the early development, and the close proximity of these now unusual events to a large city gave the field much publicity, both local and national. Later, when its production threatened to demoralize the market for oil and its products, the Oklahoma City field again attracted wide publicity. The then little understood geology of the underground reservoir and the diversity of ownership of the land overlying the producing structure made orderly development and production difficult to enforce. Proration was enforced with difficulty., and the, rate of production from the field continued to increase until, on August 4, 1931, martial law was declared in all prorated fields of the State, and most of the wells in the Oklahoma City field wore shut n. On October 9, 1931, permission was granted t o reopen and prod e the wells in the Oklahoma City field. The order permitting production of the wells provided that during the period beginning October 10 and extending to October 20, 1931, all wells in the field that hid not produced more oil than specified under the earlier proration orders and that had been shut in for the required 55-day period were permitted to produce 5 percent of their last potential during that 10-day period. On November 7, 1931, the Corporation Commission of Oklahoma issued an order which divided the Oklahoma City field into the Wilcox, Arbuckle, and Lower Simpson zones for proration purposes. Wells producing from the Wilcox zone were allowed to produce 4 1/2 percent of their potential5/ from November 1, 1931, to January 1, 1932; Arbuckle limestone wells were allowed to produce 250 barrels of oil daily; and Simpson sandstone wells which had a potential of over 2,000 barrels per day or which made 3 percent or more water were allowed to produce 200 barrels of oil per day.

From observations of the linear displacement of oil by water from a porous medium as visualized in transparent models, new insight into the mechanism of vircous fingering, as occurring in the case of unfavorable oil-water viscosity ratios, has been obtained. A mathematical description of the observed phenomena leads to formulas. expressing both oil production and pressure drop across the formation as a func-tion of cumulative water injection with the oil-water viscosity ratio as a parameter. Theoretical results are compared with those obtained from scaled laboratory experiments in sand-filled rubes in which water was injected at the one end and production was obtained from the other end. In the second part of the paper the same principles are used to calculate a more realistic production scheme in which production of oil and water is obtained from wells regularly distributed over the field. Results show satisfactory agreement with production data of an actual oil field. Application of the theory is extremely simple as only a limited number of readily available parameters have to be known and results are presented in an analytical form. INTRODUCTION When oil is displaced from a porous medium by water having a viscosity lower than the oil. the oil-water interface is essentially unstable and has the tendency to break up into what are called "fingers" or "streamers". This Viscous fingering has been noted before by Engelberts and Klinkenberg' and has recently been demonstrated in transparent models by van Meurs-. It is highly questionable whether it is at all possible to perform relative permeability measurements In the laboratory reproducing the same distribution of water and oil in the cores as Present in practice. Therefore, we based our descriptive theory on an idealized model which was "tailored" to the fingering mechanism as observed in transparent models under scaled conditions. This approach was the more attractive, as a highly simplified model had already yielded an adequate description of the process. Though we are aware our theoretical approach can be extended in several ways, it is given here in its simplest form to explain the fundamental principles and to avoid complicated formulas. SIMPLEST CASE OF A LINEAR DRIVE Observations and Theoretical Model In Fig. 1 a series of photographs shows how water penetrates into a formation saturated with an oil which is considerably more viscous than the water. The technique for obtaining these photographs, using transparent models, has already been described?. The fingers can be clearly observed and are seen to be mainly parallel to the flow direction. Note that the contours of these fingers are not smooth but show protrusions of water enclosing oil pockets.

Massive sulphide ZnPbCuAg deposits in the Halls Peak district of north-eastern NSW are of the submarine volcanogenic type. They occur as a number of small lenses enclosed in shale and epiclastic rocks, in association with felsic volcanics of early Permian age. The deposits crop out in steep terrain near the eastern edge of the New England plateau. Local relief of 700 m and slopes up to 50¦, coupled with an average annual rainfall of about 1000 mm has led to local severe land sliding in previously mined areas. Mining from the 1890s to the 1960s has also resulted in unconstrained drainage of heavy metal-bearing acid waters and physical dispersion of finer grained metalliferous sediments into the Chandler River. Waters emanating from the main landslide area, from underground workings and draining scattered unconfined stockpiles of massive sulphide ore have pH values of 3 to 4 and contain elevated contents of Zn, Cu, Pb, Cd and Fe. Chemical mobility of heavy metals into streams occurs under low pH conditions with Zn exhibiting the greatest dispersion. Increasing pH conditions downstream cause precipitation of Fe phases and coprecipitation of heavy metals. Physical dispersion of secondary metal-bearing minerals into the surrounding creeks results in wt% levels of Cu, Pb and Zn in the stream sediments thereby exceeding the regional background values by one to three orders of magnitude. Areas disturbed by mining are characterised by lack of vegetation, biomagnification of heavy metals into algae and lower plants, and partial recolonisation by metal-tolerant grass species (Snow Grass, Poa sieberana; Blady Grass, Lomandra longifolia). Rehabilitation measures will have to include landslide stabilisation, impervious sealing or removal of sulphidic materials, import of topsoil and revegetation by metal-tolerant, slow-growing native grass and shrub species.

Gasification is a process that converts a carbon feedstock into synthesis gas (CO+H2). Slagging gasifiers operate at high temperature and pressure and in a corrosive-wear environment from the slag. Cr2O3-based refractory linings are used to protect the steel vessel that comprises the gasifier from the aggressive gasification environment. Increasing service life of the gasifier is one of the keys for wide spread development of this technology. In support of the goals, research on the gasifier atmosphere, the slag chemistry, the interaction of Cr2O3 refractory with different feedstock mixtures (e.g., coal and petcoke) were characterized by post mortem analysis of bricks from service in gasifiers and thermodynamics simulation of the environment. Examples demonstrating how thermodynamic calculations can explain the post mortem results and make predictions of material interactions will be given. Attention is placed on the possibility of Cr+6 in different feedstock mixtures and operating conditions.

Solvent extraction has recently been introduced into Australian hydrometallurgical practice for the production of a high grade uranium concentrate from El Sherana ore by a sulphuric acid leach and solvent extraction process. The solvent is a 5 per cent solution of tri(iso-octyl)amine in kerosene modified with 4 per cent of a long chain alcohol. The stripping reagent is a molar solution of sodium chloride.Preliminary testing for the development of the process showed that the leach liquor was quite amenable to the solvent extraction process and that the equilibrium and rate considerations of both the extraction and stripping steps were very favourable.The industrial plant contains four stages of extraction, three stages of chloride stripping and one stage of secondary carbonate stripping. An internal type of mixer-settler is used for the stagewise contact, the design being based on tests with model equipment.The performance and control of the industrial plant is satisfactory; 99·7 per cent of the uranium is recovered for a loss of 0·3 gallons of kerosene and 0· 4 pounds of amine per 1,000 gallons of liquor treated.INTRODUCTIONThe processing of El Sherana uranium ore from the South Alligator River valley commenced in April, 1959, and thereby introduced into Australian hydrometallurgical practice the unit operation of solvent extraction on an industrial scale. Although there are now some twelve mineral processing plants in the United States and Canada using solvent extraction, its application to the field of primary hydrometallurgy is quite new. Prior to 1956 none of these twelve plants was operating and hydrometallurgical application waslimited to the refining of comparatively high grade uranium compounds and fission products from nitrate and nitric acid solutions.

Located on the Wabash River in the central portion of the state, the city of Lafayette, IN is relatively small compared to most cit-ies that incorporate tunnels into their combined sewer overflow (CSO) systems. The original CSO plan for the city was to replace two aging lift stations that were built in the 1950s. The original con-cept was to build a new sewer using conventional cut-and-cover construction to eliminate one of the lift stations ? the Parking Lot Lift Station ? and build a new regionalized one at the location of the Pearl River Lift Station. The initial sewer design was sized just to handle the flow that would eliminate the Parking Lot Lift Station. The planning for this project was being developed as part of the city?s CSO long-term control plan (LTCP) that focused on reducing the overflows from the city?s 14 overflow points. However, during the development of the CSO LTCP, a major industrial user indicated it would be increasing its flows to the system, which required additional conveyance capacity to meet the city?s CSO LTCP. After reviewing the design concepts with city representatives during the planning phase of the project, the mayor indicated that he wanted to minimize impacts to downtown businesses; therefore, trenchless alternatives were considered. The last piece of the puzzle that drove the project away from a small diameter pipeline was discovered during a flow monitoring program to collect flow data for the CSO LTCP project. This study revealed a major restriction in the 100-year-old Pearl River Trunk Sewer, located beneath four active railroad tracks. To eliminate this flow restriction, provide more overflow storage and reduce the impact to local businesses, a new 2.7- to 3.6-m- (9- to 12-ft-) diameter tunnel sewer became the most viable solution.

This paper is a preliminary report on recent lode gold mining activity, operating conditions, and mining and milling methods at properties in production in September 1936 in the gold belt of northeastern Oregon. A few inactive properties are described also. Districts, inactive in 1936, that have been important producers at some time in the past are mentioned briefly. This is one of a series of similar papers describing western mining districts. The past production record of the gold mines of northeastern Oregon entitles the region to be ranked as one of the important gold-mining regions of the United States. Although comparatively inactive for many years, lode mining in the region has recently undergone a marked revival.

The Bismark Mine is located in northern Chihuahua, Mexico, 150 km (95 miles) southwest of Ciudad Juarez (Fig.1). The ore deposit was discovered in 1979 and was placed in production in 1992. The production rate is about 2.4 kt/d (2650 stpd) from an ore reserve of 8.5 Mt (9.3 million st). Grades currently average about 8% zinc, 0.5% lead, 0.2% copper and 50 g/t (1.46 oz/st) silver. Substantial inflows of water into the underground mine complicate the operation. Complex metallurgy poses another challenge for the operators. Bismark is a joint venture with 90% participation by Minas Penoles, SA de CR of Mexico City and 10% participation by Promociones Industriales Banamex, S A de C V (PIB S A) of Mexico City. Anew company, Minera Bismark, SA de CV was formed to operate the property. Cyprus Minerals was a 40% participant in the joint venture but, in early 1993, sold its share to Minas Penoles. The Bismark Mine is one of the largest new underground mining projects built in Mexico during the last 10 years. It is the country's fifth largest underground metal mine and provides about 1 % of the world's zinc supply at about 50 t/a (55,000 stpy). Bismark is a trackless operation with overall productivities of 7.6 t/manshift (8.4 st/manshift). The 2.4-kt/d (2650-stpd) concentrator started up in March 1992.

Introduction Elevated zinc concentrations are observed in groundwater within alluvium adjacent to Silver Creek east of Park City, Utah. The study area is located in a small valley one and one-half miles northeast of Park City, Utah in Summit County, Utah (Figure 1). Although surface water concentrations in Silver Creek are typically less than 1 mg/l, groundwater concentrations have been measured as high as 85 mg/l in a near neutral pH environment. The elevated zinc concentrations in groundwater result from several factors including: (1) dissolution of zinc from tailings exposed at the surface and within the alluvium, (2) oxidizing conditions created by surface/ground-water exchange, and (3) ideal geochemical conditions for the dissolution of zinc-containing minerals. These ideal conditions include readily soluble minerals, available anions for complexation, and lack of available surface adsorption sites.

In surface mining operations, truck haulage is the largest item in the operating costs, constituting 50 to 60% of the total. In order to reduce this cost, it is necessary to allocate and dispatch the trucks efficiently. This paper describes shovel and truck operation models and optimization approaches for the allocation and dispatching of trucks under various operating conditions. Closed queuing network theory is employed for the allocation of trucks and linear programming for the purpose of truck dispatching to shovels. A case study was applied for the Orhaneli Open Pit Coal Mine in Turkey. This approach would provide the capability of estimating system performance measures (mine throughput, mean number of trucks, mean waiting time, etc.) for planning purposes when the truck fleet is composed of identical trucks. A computational study is presented to show how choosing the optimum number of trucks and optimum dispatching policy affect the cost of moving material in a truck-shovel system. Joints may be taken into account when using numerical modeling as an aid to mine design by embedding joints in the model. When using the popular finite element method, say UT3PC, a pre-analysis step is necessary, Step 0. This step is for the computation of equivalent properties of a representative elementary volume of jointed rock (REV) in the model. This Step 0 is taken before Steps 1, 2 and 3 for specification of a rock properties file, generation of the mesh, and model analysis are taken. A brief explanation of equivalent properties and several examples aid in explaining the details of Step 0. Focus is on procedures, input files, and output to show ease of computation. Theoretical details are relegated to references (e.g. Pariseau 2022). Comparisons of safety factor distributions about example mine excavations with direct scaling from mine observations then offer some insights concerning equivalent properties, especially strengths.

The Osterberg (O-Cell) Method makes it possible to separate the side shear resistance (skin friction) from end bearing. The O-Cell is placed on or near the bottom of a drilled shaft and after the concrete is poured and cured, an equal upward and downward pressure is applied. From the test, the load-upward deflection curve in side shear and the load-downward deflection curve in end bearing are drawn. Typical curves are shown where the ultimate load in side-shear is reached and where the ultimate load in end bearing is reached. Several examples of tests in which the test load reached ultimate loads far in excess of what was expected are shown. The side shear in rock sockets is shown to be much larger than generally estimated. Examples are given of where side shear is smaller than expected and the reasons discussed. Disturbance of the sides of drilled holes due to poor construction techniques and ways to avoid these conditions are considered. Examples of bottom hole disturbance are given and ways to prevent the disturbance are discussed. A graph showing the actual measured capacity of drilled shafts compared to the estimated capacity as a function of the hardness and strength of the soil or rock is presented.

The Alimak mining method was introduced at the David Bell mine in 1998 to extract an otherwise uneconomic and inaccessible reserve. The success associated with the extraction of these reserves led to major expansion of the method. To date, results have been extremely positive in terms of grade control, reduced dilution, stope recoveries, productivities and mining costs. It is hoped that through further development of the method at David Bell mine we will continue to see positive results in these areas and be able to increase mineable reserves to include proven resources that do not currently meet the criteria of our current stoping plan.

A new mode of coal transportation based on the principles of pneumatic conveying has been recently, proposed by Soo, et al. [5]. Pneumatic transport is not a novel concept and commercial experience with pneumatic pipelines for short haul distances is plentiful. The list of applications is long and includes transporting ores, chemicals and pharmaceutical products, agricultural products, and domestic and industrial wastes. The study by Soo, et al. [5] updated an earlier one [l0] and presented the most recent economic evaluation of pneumatic transportation of coal. Their preliminary study concluded that there are immediate advantages for short-distance transport (less than 100 miles) and that it is both technologically and economically feasible. That study also concludes that pneumatic transport has a higher potential and more promising profitability in long-distance applications than rail if new track and roadbed must be built. Some of the advantages of long and short distance pneumatic pipeline transport of coal compared to rail and slurry transport are: 1) Replacement of diesel fuel consumed by unit trains, as the pipeline can be powered by coal-generated electricity; 2) Reduction of the skilled-labor costs required for upgrading and maintaining railroads; 3) Elimination of signaling, rerouting and overpass costs due to increased rail traffic on' mainline trackage;

In engineering design of operator?s compartments, in underground mining equipment, ergonomics principles are often neglected or not given the full recognition they deserve. This paper defines ergonomics, applies it to machinery in an underground mining environment and describes the ergonomics analysis undertaken during the design phase of an EJC extra-low-profile mining loader. Encompassing the design of the operator?s compartment of this new loader, this paper illustrates the importance of ergonomics principles within the collective design process, ensuring that it is fully integrated into the design approach. An ultimate aim of this study is to ensure that all future designs follow this route to guarantee not only the outcome of a highly efficient, cost-effective and productive machine but that it is also takes the human factor into account, not only in maintenance but also in operation. Maximizing comfort will have the ultimate outcome of actually increasing productivity.
