Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation's need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA's enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

THE Iron and Steel Division, A.I.M.E., is unique in this country in that it serves all phases of the iron and steel industries. Through its publications, its meetings, and its sponsorship of new technical developments in the industries, it has proved of great value. The various technical committees of the Division are the nucleus around which this service can be developed. The Blast Furnace and Raw Materials Committee has done excellent work. The need for beneficiation of iron ores is increasing and the economics of this operation are developing more and more in favor of increased activities. Ores that are slightly undergrade should be concentrated up to grade to supplant the present practice of mixing with higher-grade ores to bring up the average composition. Marginal ores that are not now being mined, or that are being mined and piled for future use, should be concentrated. The development of the use of sinter in the blast furnace, because of the elimination of fines, the advantage of better sizing of the charge, the resulting reduction of coke consumption, and increased output of pig iron per furnace, will make concentration and sintering become practical ahead of its natural time.

The loss of 11 miners in the 7 August 1994 Moura No.2 Underground Mine Disaster was the catalyst for major change in the way safety was managed in the Australian Mining Industry. The impact was felt across all sectors not just underground coal. It was the catalyst for the overhaul of the regulatory frameworks, moving away from prescription to management systems and risk management. This had a substantial impact on the way not only the industry operated but also on how the regulator functioned. It heralded the introduction of competency-based training across all levels of the mining workforce. Since that time major improvements in safety performance have occurred. However, hiding within the statistics are some disturbing trends. This paper aims to analyse the progress made in the past 30 years and identify the current and emerging issues. Automation is bringing major production and safety benefits, but at the same time other factors such as the reduction in workforce numbers and ever-increasing production pressures are leading to high turnover rates. This in turn causes to a loss of experience and expertise. In addition, and of particular importance, is the recognition of psychosocial wellness on workforce safety. Many of these factors are not unique to the mining industry however they may be exacerbated by the scale of mining, the remoteness of the mines and family unfriendly mining rosters.

Between 1986 and 1989, at the request of the U. S. Bureau of Land Management, personnel from the U. S. Bureau of Mines Western Field Operations Center studied the highly-mineralized, 25,335-acre, Crack Canyon Wilderness Study Area (UT-060-028A), to evaluate its identified mineral resources. The 16-mi-long, 2-mi to 4-mi-wide stud/ area is on the southeast side of the San Rafael Swell, about 40 mi southwest of Green River, Emery County, southeast-central Utah. The study area is underlain by Mesozoic sedimentary beds. Uranium, the principle mineral resource, occurs in two formations. The principle uranium deposits are in mudstone, sandstone, and conglomerate lenses in the 22-mi-long outcrop of the Triassic Chinle Formation which parallels and straddles the northwest boundary of the study area, Some small low-grade uranium occurrences and an extensive gypsum deposit are hosted by the Jurassic-age rocks that underlie the southeast part of the study area.

Known resources of nickel laterites considerably exceed nickel sulfide resources and there is a growing consensus that most new nickel production will be sourced from laterites. The development of nickel laterite projects is very capital intensive due to inherently low grades, inability to concentrate ore prior to processing, complex processing technology and typically large infrastructure requirements. This has resulted in most recently proposed projects being "mega-projects," to achieve economics of scale. However, this may result in unacceptable project risk in many cases. Furthermore, many known laterite resources are not large enough to support a mega-project. This paper describes an alternative model for nickel laterite project development that allows, smaller scale and reduces capital exposure. Mineral resource development activities impact the health and well-being of many people, from workers, to families and surrounding communities. In the current environment of corporate social responsibility life-of-mine planning considers that mining activities should be conducted in the best environmentally, socially and economically acceptable way for the entire life of the mine (ie from exploration to decommissioning and closure). In this context, the health impacts of mining extend throughout the life of the community from worker injury and chronic exposure to communicable and non-communicable causes of illness, through to family and community health and well-being. At the inaugural Life-of-Mine conference in July 2012, the authors proposed the life-of-mine in the life-of-community (LOMLOC) matrix as a framework for understanding issues at the interface between resource extraction operations and the surrounding environment.This paper reviews and compares health activities extracted from social and environmental reports published by selected major mining companies with American operations in Canada, Colombia and Brazil. These corporate approaches to public health management are mapped to the LOMLOC matrix to identify and compare trends and behaviour in corporate health investments. The Missouri-Kansas-Oklahoma lead and zinc district, better known as the Joplin district, includes the mines in southwest Missouri and in those parts of Kansas and Oklahoma that are directly adjacent. (See PI. I.) This report of investigations carried on by the Bureau of Mines gives the methods used in mining and milling and indicates in some detail the conditions that affect the efficiency of those methods; it does not attempt to discuss the geology of the district, except incidentally, as this has been described in numerous reports by several geologists. Some of the more important recent publications are those of the United States Geological Survey by Smith and Siebenthal, a Bain, b and also those of the Missouri State geological survey by Buckley and Buehler." Other reports are those by Schmidt and Leonard," and Winslow,e of the Missouri geological survey, by Haworth and Crane,! of the Kansas geological survey, and by Jenney.g Although the lead and zinc ores are closely associated, the proportion of zinc ore mined at present is far greater than in former years. For this reason and because the losses in milling zinc ores are proportionately greater than in milling those of lead, the zinc ores are here given most consideration. Only the mines and mills actually examined and tested are discussed in detail, statements of results being restricted to the mines in general, with no special reference to anyone mine. Several mill tests were made to determine in a general way the efficiency of the milling practice in this district and to discover at what stage of the process the losses were greatest. Making these mill tests proved difficult,for, because of the arrangement of the mills and the necessity of estimating the tonnage treated, systematic mill testing and sampling can be done at only a few plants. Many tables giving results of mill tests and screen tests have been omitted because they would serve only to emphasize the important points shown by other data given. The writer has tried to bring out the possibilities of making certain improvements that would effect a greater saving, and has endeavored to avoid the use of technical terms and phrases in order that all statements may be clear and easily understood.

Thousands of miners, construction workers, and truck drivers are exposed to diesel exhaust particles. Diesel Particulate Matter (DPM) is a probable human carcinogen and stringent occupational and environmental standards have been established or are planned worldwide. Modifications in fuels and diesel engine designs have reduced emissions, but may not be enough to comply with the tightest standards. Post-combustion aftertreatment devices are likely necessary for many engine operators. However, even the most common and well studied aftertreatment devices fail from time to time. The objective of this study was to design, construct, and test an electrostatic aftertreatment device to treat DPM. An electrostatic precipitator (ESP) was designed and constructed to capture DPM from diesel exhaust, and different configurations were tested to optimize its performance. DPM was produced by a 6 kW diesel-powered electric generator and directed to the ESP through a short section of galvanized steel pipe after the muffler. Number and mass removal efficiencies were measured with a condensation particle counter (CPC) and by sampling through a stainless steel cassette and collecting the DPM on Teflon filters. Particle size distributions were measured with and without control using a 6-stage cascade impactor. The experiments were performed with the engine running at idle and also at medium load. The results show that our first generation ESP provides 60 percent mass removal efficiency, and up to 80 percent number removal efficiency. Power consumption was generally low, about 20 to 30 watts, to achieve these levels of performance.

Many new evaluation tools have been developed since the early 1990’s to aid the minerals processing test engineer. The areas of comminution, gravity concentration, flotation, and process mineralogy have received particular attention. This paper will describe new laboratory procedures in the areas of SAG mill testing, gravity concentration, and flotation testing. Computer assisted mineralogical examination equipment, new generations of mass balancing programs, and simulation programs will also be discussed.

Projects aimed at achieving the least disturbance to the Nation's air, water, and land resources in the mining and utilization of coal continued to be a feature of the Bureau of Mines coal program. This reflects the current concern about damage inflicted on the environment by our growing and increasingly affluent society. Mine Health and Safety research, along with investigations related to all other aspects of coal extraction and use, also continued to be implemented and expanded.

"Pamour Porcupine Mines, Limited is involved in the mining, milling and primary refining of various gold, gold - copper and refractory gold ores. Pamour operates five mines in the Porcupine Mining District of Ontario, and two 2,550 t/d milling facilities.Both metallurgical facilities use conventional cyanidation technology including zinc cementation for precipitation of gold and silver from solution. The precipitation process, as applied to clarified leach solutions (less than 1 ppm suspended solids) at Pamour is called the Merrill - Crowe process. Precipitates from both milling operations are treated at Pamour's Area Refinery. Schumacher precipitates, unlike Pamour No. 1, require an ''Acid Treatment Stage"" prior to refining to remove the high contained copper. This is accomplished by leaching the precipitates initiallv with sulphuric acid to remove zinc and then with sulphuric acid and manganese dioxide to dissolve copper. Refining procedures after ''Acid Treatment"" are essentially the same for both precipitates.The following considerations highlight the basic principals applied to refining cyanidation precipitates at Pamour, including:"

Recent developments in diamond drilling practice have been chiefly 'concerned with modifications in drill design and 'operating technique whereby an increase in daily footage rates and reduced footage costs have been achieved without any marked improvements in the recovery of core. This trend is perhaps due to the general acceptance by the mining and drilling engineer alike of the belief that diamond drilling has definite limitations in exploratory work on mineral deposits characterized by irregularities in continuity and grade, such a belief arising from the fact that drilling technique has not yet evolved coring devices to ensure the full recovery of the rock and mineral formations penetrated.Current diamond drilling operations at Moonta and Wallaroo Mines, carried out by the South Australian Department of Mines, have attained remarkable results in completely eliminating core-loss by the use of a special double-tube core barreI.It is considered that assays of borehole samples taken with this special barrel have a reliability comparable, if not superior to that of similarly situated mine samples and, provided they are spaced satisfactorily, can be used as, a basis for calculating tonnage and grade. Formerly, with only partial core-recoveries, positive borehole results on narrow irregular lodes, such as those in the Moonta and Wallaroo Mines, could be accepted mainly as indications of the presence of mineralization, and could have only a limited bearing on estimates of ore reserves.The value of this special double-tube core-barrel lies In the fact that it guarantees good core recovery and, therefore, good samples, and eliminates the need for sludge-sampling, which is prone to give unreliable assay results from several causes, such as gravity concentration in the bottom of the hole and return water losses which cannot be overcome.In view of the increasing demand for minerals and the probability that the search for them will be carried on largely by boring, it is felt that it would be of interest and value to direct the attention of mining engineers to core-recovery results obtained by diamond drilling plants in South Australia and the features of the special core-barrel, designed by the writer, which has made this possible. Also, the writer is desirous of placing on record two other core-recovery devices designed to extract accurate samples in relatively soft or unconsolidated formations. The latter are used with percussion and calyx plants, respectively and their value has been proven on phosphate rock and coal deposits in South Australia.

In general cast-in place piles will have an irregular pile shape. However, it is possible that these irregularities are so large that they may lead to pile deficiencies. It is very rarely possible to examine the pile foundations visually. Also the performance of a static or dynamic load test on each individual pile is not practical and much too expensive. This is the reason why pile integrity tests have been developed: to reduce the risk of inadequate pile foundations by performing a simple test. Pile integrity tests are non destructive tests which are carried out after a pile has been installed. Over the years a number of techniques have been developed of which the most important techniques are briefly described in this paper. Of all pile integrity testing methods, Sonic Integrity Testing is the most widely used method in western Europe. This method has been developed by TNO some 15 years ago. Since then the method has been improved, largely due to advances in micro-processing. A major improvement was made by the introduction of digital signal processing techniques. This made the Sonic Integrity Testing method more accurate (smaller defects can be detected), faster (more than 200 piles can be tested on a single working-day) and more reliable (the results are easier to interprete). A few cases will be presented which will show the usefulness of the Sonic Integrity Testing method. In one of these cases, a helpful tool for interpretation of the results is explained: the Sonic Integrity Testing Simulation program TNOWAVE. Notwithstanding the fact that Sonic Integrity Testing is a powerful method, it has also some strict limitations. These will be discussed at the end of the paper.

This proceedings volume contains papers presented at technology transfer seminars sponsored by the National Institute for Occupational Safety and Health (NIOSH) on New Technology for Ground Control in Retreat Mining. The seminars were conducted at five locations: Uniontown, PA (March 26, 1997), Norton, VA (April 8, 1997), Pikeville, KY (April 10, 1997), Charleston, WV (April 17, 1997), and Evansville, IN (April 22, 1997). The papers presented here describe several new, highly practical technologies developed by the NIOSH Pittsburgh and Spokane Research Centers3 to improve safety during pillar retreat operations. Two central issues are addressed: pillar design and mobile roof supports (MRS's). Proper pillar sizing is essential for safe pillar extraction. The Analysis of Retreat Mining Pillar Stability (ARMPS) program and its large data base of actual mining case histories are presented. LAMODEL, a second computer program, can be used for analysis of multiple-seam and other complex mining situations. Other papers address pillar design to avoid massive pillar collapses and the proper role of coal strength testing. MRS's have greatly improved safety where they are used for pillar line support. We studied the application of MRS's at 20 mines throughout the Eastern United States. Conclusions regarding the most effective section layouts, cut sequences, and support placements are reported. Field and laboratory tests of MRS's are also described.

Mechanically suitable grinding mills became available to the mining industry in 1908. Since then, mill operators have been searching for the best material and design with which to line the mills. These liner systems had to fulfill several criteria. Most important, they had to last long enough in an operating mill to protect its structure from the abrasive wear of the ore and the grinding media. In addition, they had to be capable of efficiently transferring the energy from the mill to the mill charge in order to facilitate the grinding process. And these liners had to be easy to install and remove. The first liners used were generally made of cast white iron, Hadfield manganese, unalloyed high-carbon steel and composites of steel and concrete or cemented in flint blocks or natural stone. In the early 1920s, pieces of solid rubber truck tires were used as emergency repairs for broken cast metal liners. Thus was rubber first introduced as a mill liner material. The first patent for rubber mill liners was awarded in 1921 to James Denny and Rolla Watson, both of the Coniagas Mine in Cobalt, Ontario, and to Dale Barnum of the Comstock Lode in Virginia City, NV. This original design was covered under US Patent No. 1470597. It had a fabric backed rubber that was bonded to the shell of the mill.

A comprehensive, harmonic and sustainable development has always been a real concern of state policy makers. To reach such development, regional planning is an approach which is widely applied. This paper deals with policies adopted by a given country with rich mineral deposits, in order to accomplish a mining growth as well as economic development in relatively poor regions. In this regards, first, some worldwide experiences belonging to China, with large scale mining operations and Nigeria with a small scale mining industry, are studied. The mining industry in Iran is then considered as a case study. The study continues by categorizing and prioritizing Iranian regions based on their mining potential and the degree of development, using statistical analysis and Taxonomy and AHP techniques. Results obtained serve to provide recommendations as to where capital investments in the mining industry would produce highest returns. The approach used, together with the practical policies suggested in this paper, can be used to adapt appropriate strategies for mining development in a way that contributes to regional development and a more effective income distribution.

A method is presented for calculating individual gas and oil or water and oil relative permeabilities from data obtained during a gas drive or a waterflood experiment performed on a linear porous body. The method has been tested and found both rapid and reliable for normal-sized core samples. INTRODUCTION Individual oil and gas or oil and water relative permeabilities are required for a number of reservoir engineering applications. Chief among these is the evaluation of oil displacement under conditions where gravitational effects are significant, such as a water drive or crestal gas injection in a steeply dipping oil reservoir. Numerous proposed methods of obtaining relative permeability data on reservoir core samples have been too tedious and time consuming for practical use, or have yielded questionable and sometimes inconsistent results. A method has been developed by which the individual relative permeability curves can be calculated from data collected during a displacement test. The method is based on sound theoretical considerations. Using this method, with a properly designed experimental procedure, relative permeability curves can be obtained using core samples of normal size (i.e., 2 to 3 in. in length and 1 to 2 in. in diameter) within a few days after receipt of the core. In a recent publication D. A. Efros1 describes an approach to the calculation of individual relative permeabilities that is based on the same theoretical considerations. We believe the approach described in the present paper is more adaptable to practical application than the method implied by Efros. In addition, comparisons with independently determined relative permeabilities are furnished to substantiate the reliability of the new method. DERIVATION Previously the theory of Buckley and Leverett as extended by Welge2 as been used to calculate the ratio of relative permeabilities. In the derivation which follows, this theory is further extended to permit calculation of the individual relative permeabilities. The theory assumes two conditions which must be achieved before the method is applicable. They are that the flow velocity be high enough to achieve what has been termed stabilized displacement,3 and that the flow velocity is constant at all cross sections of the linear porous body. In stabilized displacement the flowing pressure gradient is high compared with the capillary pressure difference between the flowing phases. The high pressure drop insures that the portion of the core in which capillary effects predominate will be compressed to a negligibly small fraction of the total pore space. After the 1989 Loma Prieta Earthquake, the California Department of Transportation (Caltrans) initiated an overview of the Caltrans Bridge Design Specifications (BDS) and bridge seismic design practice in California. This overview is continuing under the direction of the Applied Technologies Council (ATC-32), to review and revise as necessary existing standards, performance criteria, specifications, and practices for design and construction of new bridge structures within California. The ATC-32 project began in August 1991 and is expected to be completed in 1995. Since 1990, Caltrans project-specific seismic criteria have been developed and implemented on the I-280 and I-480 projects in San Francisco. Caltrans and an independent seismic safety review panel continue to develop and implement these criteria on other projects. In 1991 and 1992, project-specific seismic criteria were used on the I-880 reconstruction project in Oakland. The seismic safety review panel considered the I-880 seismic design criteria a state-of-the-art methodology to ensure seismic safety against collapse of bridge structures subjected to a maximum credible seismic event. This paper highlights the 1992 "I-880 Reconstruction Project Seismic Design Criteria Review" report prepared by the Seismic Safety Review Panel and Caltrans Division of Structures and will compare pre-1989 BDS and AASHTO methodologies to the I-880 criteria.

"Industrias Peñoles, S.A. de C.V. in Mexico, has nine mining operations, six managed by Peñoles (base metal mines) and three managed by Fresnillo plc (precious metal mines). Seven of the operations use flotation and the other two are heap leach operations, one for gold and the other one for copper.This paper gives a brief introduction of Peñoles, shows mine locations and describes the main process characteristics of each concentrator. It also presents four of the new operating practices that were implemented over the last four years to improve the economics of the mining operations. These include (1) the use of centrifugal gravity concentrators to increase the recovery of gravity recoverable gold (GRG) and silver (GRS), (2) the use of expert systems to reduce process variability while increasing grades and recoveries, (3) the application of the Six Sigma methodology to key projects to ensure success and personnel development and (4) the use of water chemistry fundamentals to identify chemistry problems and design adequate solutions for improving grades and recoveries.INTRODUCTIONPeñoles was founded in 1887. It is a mining group with integrated smelting, refining and chemicals producing operations. Peñoles is the world largest producer of refined silver and metallic bismuth, the leading Latin American producer of refined gold and lead. It is amongst the world leading producers of refined zinc and sodium sulfate.Peñoles operates and controls six underground mines in Mexico and is the largest producer of zinc and lead of the country. It also produces copper concentrates and cathodes. Through its 77.1% equity stake in Fresnillo plc (a London Stock Exchange listed company); Peñoles is also a significant producer of gold and silver. Fresnillo plc operates three precious metal mines in Mexico. While Fresnillo is the world largest primary silver mine, Ciénega and Herradura are two leading gold mines of Mexico. Figure 1 shows a map of Mexico indicating the locations of the Peñoles mines. The main process characteristics of each concentrator are listed in Table 1."

Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two phase implementation of an IoT-based intelligent machine monitoring system. Phase one is the installation of a proof-of-concept system at a concrete batch plant, while phase two involves scaling up the system to include additional sensors, more detailed safety/performance metrics, proximity detection, and predictive failure analysis.
