Without an exclusive definition of administration in business, we could propose to define it as performance by management to adopt or implement established business formulas. Administration could also be defined as a universal process that organizes people, and achieves, through efficiency, common objectives and goals. Humanity developed some form of this process from the beginning of civilization. To imply that something is new in administration might be considered specious or naïve. Moreover, what is new in management? Administration of business is not new to the world. To prove this statement, we need only ask this question: Does the architecture and monumental workmanship of the past civilizations of ancient Egypt, Rome, and the Incas demonstrate management without administration and without definition of objectives? The answer must be a resounding ?NO!? In spite of this acknowledgment and for the purposes of this presentation, I will use the word ?new? in business and hope that the reader will follow my reasoning. The mining industry has unique characteristics in respect to other industries. It is multi-disciplinary, has a single purpose (majority for one metal), has two players (man and nature), and it involves high risks for generating environmental imbalance. Mining exploits non-renewable and finite resources, creates an unstable job market (work hard to have no work) and a speculative economic market with unpredictable prices ? a one-time payment for a finite resource with multiple recycling. On top of all that, the industry still operates within obsolete petroleum-based technology, utilizing practices that were designed two centuries ago. Today, we confront the challenges of the millennium with outmoded practices and management. Ordinarily, several styles of administration are standardized into a FRAGMENTED vertical system of organization. Mining has rigid objectives in production, with profitability as the focus from the beginning to the end. Citing the concept of safety, as an important facet of production is bombastic since, in truth, mining is an experimental industry that consistently reports high numbers of fatal accidents. In mining, we designed a process to work according to our objectives, demanding attention and supervision of all levels of management with a halo of parameters that are not assimilated into the design. We continue to perform a rigid style of management in an industry that is still not responsive to variations of the market ? losses in particular. The existing design process generates loss without capitalization and without response to said loss. This perception is reflected in a mindset that is only too ready to ignore mining liabilities. The reality of the enterprise has created an immense pressure from top to bottom in the hierarchy to do more with less. It is for all of these reasons that I propose to set forth a new essence for administration that encompasses an alternative vision and style in mining: Management by Loss. MANAGEMENT BY LOSS Management by Loss (MBL) is a systematic, integral process organized to quality control operation and the human profitability within the industry. It permits focus on achievable goals by utilizing the best practices (Mining Open-closing). Identification and characterization of loss in the process determine how objectives are defined, controlling the time limits to execute based on constant balance of mass, energy, water, and ?wastes? in each stage of the industry, in order to reach final objectives. The concept of loss can be defined by various criteria. Generally, it is the mass that could not make or arrive at its destination from a designed process or simply, it could not maintain balance. Otherwise, the design of the process describes the final point of the resource. However, those resources could not make their destination because of failure to use the best design, resources and TIME. The loss has typical characteristics such as Identifiable, classifiable, measurable, manageable, controllable, valuables, negotiable, avoidable, reportable, and monitoring. In the traditional scheme, these losses are not registered; they are made exclusions. We are trapped within a system, which was designed to obtain objectives of the industry in a specific timeframe. In the present style of administration, the focus is total - our emphasis in this treatise is in the loss. The current traditional report form contains only the most positive achievement of objectives, only the best of the exercise, humanizing numbers, without touching what we left behind or what we were waiting for to assimilate as a ?surprise account?(new account of liabilities). Management by loss is a method that redefines the concept of waste (waste zero) for controlling the mine operation under the equilibrium of the ecosystems. This method confronts the problems that impact our industry in this millennium. Understanding and quantifying losses (reserves, resources, time, energy, water, soil, materials, equipment, tasks, labor, ecosystems, etc) is a priority mandate for the industry and demands the application of a ?new ? style of administration by seeking to maintain balance instead of the disequilibrium that mining now creates in nature. It is necessary to answer questions such as: How can we minimize loss? How can the loss be assimilated during the life of the mine? What is the vision of mining in respect to the generation of waste? How can we convert liabilities into assets? In addition, the control of loss is determined in the achievement of the plan. Loss occurs because of a failure of the process in the original plan. Still we do not plan to fail but we fail to plan appropriately. It is a remarkable thing to accomplish and compel those objectives described in the original plan when that plan is designed with a determined budget. If not, we lose time and, of course, capital. Moreover, in Management by Loss (MBL), we can find answers to the following questions: What is the multiplier of productivity in mining? What are the influences of identification and characterization of loss and what is the level of efficiency of energy in order to achieve waste zero (effective cut off grade)? The challenges of mining in this millennium validate this new style of administration. Finally, it is important to point out that mining is entering into an era that has different rules, but the industry is still run by companies functioning with objectives from two centuries ago. They are trying to confront issues with concepts that are not designed for new tasks. Therefore, I ask you to consider this new style of administration of business under a vision of how the industry should be organized and managed, with an attitude of balance toward nature and social responsibility.

Historically, extracting dissolved solids from formation water was economically motivated. Today, main drivers are environmental benefits and regulations, as large volumes of water needed for hydraulic fracturing require treatment before reuse or disposal. The concentration of dissolved solids in flowback water increases with each use and may require treatment prior to disposal. Element recovery from produced water is not profitable unless market conditions are favourable, recoverable elements are abundant, and economical recovery methods are established. Sale of recovered materials could offset recycling and disposal costs. This paper describes markets for Cl, Na, Ca, K, Sr, Mg, Br, Ba, I, B, and Li, and their concentrations in produced water from oil and gas wells in British Columbia. It recommends revising sampling protocol for produced water.

The role of a project metallurgist is diverse and covers input into the resource definition, mining studies, metallurgical test program development, process engineering and plant design, cost estimate preparation and financial analysis aspects of project feasibility studies. Mining project schedule and cost overruns can often be attributed to cutting short metallurgical test work, engineering and cost estimating leading up to commitment to development. In a significant number of cases this may result from the lack of understanding and commitment by the project proponent to the requisite metallurgical and processing studies required during the various pre-commitment stages of a mining project. Metallurgical test work, process development, engineering and cost estimating requirements for each stage of pre-commitment development are described together with a summary of the ongoing role of the project metallurgist during detailed engineering and commissioning of a process plant.

"“Industry 4.0” – “Mining 4.0” - perhaps you have already heard of these terms? These keywords signify the next stage of industrial production. The internet and production technologies are growing closer together. Machines can communicate with one another, wherever they may happen to be located. The “Internet of Things” is the appropriate term. But what does SAFETY 7.0 mean? It is both brand new and traditional at the same time. It also has to do with the success of companies, with efficient production. And yet there is a great deal more at stake. It has to do with our lives and our safety – the supreme commodity in this world. What exactly SAFETY 7.0 means, what the number 0 stands for and the meaning of the number 7, and what this all has to do with mining will be explained in the following article. Mining is a fascinating undertaking. Mining is indispensable for a country’s economic development, whatever that may concern: infrastructure, energy supplies or raw materials for industrial production. Mining has brought forth many technological developments and innovations that can currently be found in our daily lives. Mining is impressive, grandiose and repeatedly fascinates mankind with its immense dimensions. Miners throughout the world still work hard and, for this reason, are bound to one another in a special way. In mining, every man looks out for the other; you have to be able to rely on each other. That creates a strong bond. The other side of the coin is that mining and disasters belong to normality in the media and thus also in our perception. Accidents at work and even catastrophes occur in mining, quarries, or raw material operations almost on a daily basis somewhere in the world. They are often associated with extremely serious injuries, or even a fatal outcome, for the miners affected and, in turn, dramatic consequences for the families of those involved. It could be in China, India, Russia, or somewhere in Africa, Asia or America – it mostly does not happen in front of our door or in our neighbour- hood. Perhaps because of this in the daily concert of negative headlines, we do not register these catastrophes any more in our minds. We write them off under the heading “Nothing special”, since there are, day in day out, more terrible news items about wars, civil wars, famines, or ecological disasters. Things only really change if there is a dramatic number of deaths or when we are personally affected, close by in the vicinity, or can witness the rescue action live. In 1987, the Bureau of Mines initiated a mineral assessment of the 5.7 million-acre Valdez Creek Mining District (VCMD). Following a literature search and interviews with persons knowledgeable about deposits within the district, limited on-site field visits were made to various deposits. Present within the district are the industrial minerals limestone, argillite, granite, basalt, perlite, zeolite, and sand and gravel. At least six limestone deposits of potentially economic size and grade are known to exist within the district. Adjacent to the Parks Highway and marginal to the district, a limestone deposit is currently being mined as a source of agricultural lime. A perlite occurrence near Yacko Creek was evaluated but proved not to be of industrial grade. The sand-and-gravel resources of the district are vast, but high silt content renders many of the glacial deposits unsuitable for use in construction applications.

I WILL begin this presentation by citing the annual per capita use of copper in Canada. This is best calculated by taking refinery domestic sales, plus imports of the products of foreign fabricating mills (very little refinery copper is imported), and deducting the exports of Canadian mills. No attempt has been made to estimate the copper content of imports or exports of machinery, motors, etc., but the trade balance here is probably against Canada. In any event, we find that, though varying somewhat since the war, the estimated yearly per capita figure has reached a high of 18 pounds. This is practically on a par with the United States. The rest of the world uses an average of about 2 pounds per capita, yearly, though this includes some countries, such as Sweden, Germany and England, which consume much better than average quantities. It looks, therefore, as if the Canadian copper industry has not (as has been generally charged) been asleep after all.

ORIGINALLY designed for copper smelting only, the reduction works of the Cerro de Pasco Copper Corp. have been expanded over the years until now twelve different metals are produced, together with some seven other items which are used locally. Although the total tonnage treated is comparatively modest, as smelting plants go, the variety of operations makes one of the most complex and interesting metallurgical problems in the world. The original plant, at La Fundicion, operated from July 1906 until September 1923. In 1922 a new copper smelter was built at La Oroya, which produced its first copper on Nov. 23, 1922. It is in this plant, greatly enlarged, that metallurgical operations now center. La Oroya is situated at the junction of the Cerro de Pasco Railroad and the Ferrocarril Central del Peru, at an altitude of 12,175 ft.-well over two miles. Many of the various operations stem from two principal smelting circuits which are themselves of conventional types. Copper ores and concentrates are roasted, smelted in reverberatory furnaces and converters, and blister copper produced. Lead ores, concentrates, and other materials are sintered, smelted in blast furnaces to crude lead which is partially fire-refined, and finally electrolytically refined by a modified Betts process.

"In early 2000, CANMET-MMSL was engaged by the Ontario Ministry of Labour (OMOL) to conduct an international study of the practices, in several key mining jurisdictions, of determining the criteria that are used to decide when the wire ropes used in mine hoisting are to be retired from service. Subsequently, the author visited key officials and institutions in Canada, the United States, the Republic of South Africa, the United Kingdom, Germany, and Poland. Material from the Australian province of New South Wales and Hungary was also included.The report that resulted included, among other sections: (1) the history of wire ropes and trends in manufacturing technology; (2) a review of mine hoisting practices; (3) the requirements regarding safety factors; (4) a review of the various operations and their potential future development; (5) the criteria for rope replacement; (6) potential future developments that could take place in both hoisting and rope inspection practices in Canada; and (7) recommendations.Subsequently, the report was issued by OMOL, and as a CD-ROM by CANMETMMSL. In this paper the author presents the key findings and the recommendations made in the study."

Contract No. H0110929 was awarded by the U.S. Bureau of Mines in February, 1971, to DeTer Company, Incorporated, of Mountain Lakes, N. J. The contract provided for the modification of the contractor's Model 5000 Pressure Foam Generator to fit it for the suppression of coal dust in mines, a detailed testing program in a working coal mine, and for additional modifications and testing for the suppression of fires in coal mines. The contractual program was completed in April, 1972. The results of the dust suppression tests showed conclusively that the modified DeTer equipment effectively reduced the level of respirable dust in a working coal mine well below the present and future acceptable levels set by the Mine Health and Safety Act of 1969. The fire tests, carried out in a simulated mine entryway erected on the surface, demonstrated the ability of the DeTer equipment in suppressing fires of varying degrees of severity within an acceptably short time.

The following report is made through the Bureau of Mines as a result of the work under the cooperative agreement with the State geological survey and the engineering experiment station of the University of Illinois. It deals with the use of permissible explosives in the coal mines of Illinois, and is intended primarily to present to mining men the possibility of assuring safer conditions in mining through the use of these explosives. Twenty coal mines in Illinois were using these relatively safe explosives at the time this report was prepared. Of these, seventeen were in Franklin County, two were in Saline County, and one in Montgomery County. In these various fields experience had shown that although black blasting powder was a useful agent in breaking down the coal at the working face, yet it had given such conclusive evidence of its danger to life and property in causing explosions and mine fires that a substitute was sought and has been found in permissible explosives. Each coal mine in Illinois in which permissible explosives are used was visited and a study made of the problems involved. The report deals briefly with the dangers of black blasting powder now in such common use in coal mining. It discusses the development of permissible explosives and their introduction into Illinois coal mines and points out the characteristic differences between permissible explosives and black blasting powder. The present system of blasting and the most approved methods of using permissible explosives are described. Data are given to show that not only has safety and efficiency in these mines been greatly improved, but that the cost of explosives to the miner per ton of coal has been reduced, and that sizes of coal produced from permissible explosives compare favorably with those previously obtained at the same mines with black blasting powder. The successful use of permissible explosives in these Illinois mines as well as in many other mines throughout the country should aid in their introduction into a larger number of mines and bring about that degree of freedom from explosions and fires which should be attained in mining.

"A simple approach to optimizing the performance of an operating carbon in pulp (CIP) or carbon in leach (CIL) plant is presented. It is possible to reproduce the performance of an operating CIP or CIL plant in the laboratory, in small scale batch tests in which the rates of gold leaching and carbon adsorption are determined, coupled with mathematical models that translate the batch kinetic data into predicted steady state profiles of gold in solution and on the carbon across multi-stage adsorption circuits.Once the performance of the commercial plant has been mimicked by the model, the plant operating parameters can be varied systematically in the model, and the likely response of the plant to the stepwise change can be determined. In this way it is possible to inexpensively optimize the design of both greenfields CIP or CIL circuits and plant expansions, or optimize the operating parameters of an existing plant, with no disruption to plant operations and no economic risk to the mining company.This approach has been adopted by IAMGOLD Corporation, to the immediate benefit of two of their existing gold operations. The methodology adopted and the results achieved are presented.INTRODUCTIONThe carbon in pulp (CIP) and carbon in leach (CIL) processes became firmly established in the gold mining industry in the 1980s, initially in South Africa and Australia, from where they spread rapidly to all the gold producing regions of the world. The percentage of annual global gold production by activated carbon-based processes grew from zero in the 1970s to almost 70% by the turn of the century, which represented a phenomenal rate of acceptance of a new technology by a traditionally conservative industry. The main reason for this rapid acceptance of the new technology was the fact that the first few large plants built in South Africa convincingly demonstrated better gold recoveries than the traditional filtration/Merrill Crowe process, with lower capital and operating costs. And as the plants developed an operating track record over their first few years of life, they proved to be remarkably robust mechanically, and highly tolerant of plant upsets, changes in feed composition and solution phase contaminants that had caused problems in Merrill Crowe plants."

Development of metallurgical flowsheets from drill core to production of finished metal involves two main domains: process mineralogy to sample the ore and develop a successful flowsheet producing saleable concentrate; and extractive metallurgy to convert that saleable concentrate to finished metal. Effective flowsheet development for a new or brown-field concentrator and processing facility is essential to project schedule and return on investment. Over the last decade in particular, the integration of geology, mineralogy, sampling, and mineral processing have empowered the development of an improved practice in flowsheet development. The use of geometallurgical units as a basis for best-practice sampling delivers representative study material to the laboratory. Modern automated mineralogy characterises the whole rock assembly and paymetal mineral hosting, to address downstream process implications. Batch scale flotation testing then uses this information to design and perform well-focused strategies. At early stages of the project, the Extractive Metallurgy team is engaged to determine processing constraints or other economic drivers in conversion of the saleable concentrate into finished metal. The team evaluates available technologies, assesses the impurities and key properties of the given concentrate. In many cases, changes to mineral processing flowsheet are required to maximize value per tonne of concentrate. Site conditions, availability of infrastructure, energy and power all play an important role. Modern metallurgical simulation tools such as FactSage™ and METSIM™ can quickly define the appropriate test program for each process. Bench scale testing and appropriate scale of piloting can confirm simulations and provide design criteria. A case study demonstrates how effective use of these tools and a multidisciplinary team can accelerate flowsheet development, while reducing costs and ensuring that the designed processing facilities maximize project value with minimum risk.

The basic objective of this project was to determine the cost-effectiveness of dust control used on unpaved mine haul roads. Field testing was conducted at three surface coal mines (two in Wyoming, one in southern Illinois) for a total of 20 weeks. The highest control efficiency measured for a chemical dust suppressant, 82 percent, was for calcium chloride two weeks after application. Generally, however, the control efficiencies hovered in the 40 to 60 percent range over the first two weeks since application, and then decreased with time. After the fifth week, the limited number of data points suggest a control efficiency of less than 20 percent. Composite watering data were fairly uniform. Watering once per hour resulted in a TSP control efficiency of approximately 40 percent. Doubling that application rate increased the control effectiveness by about 15 percent to 55 percent. Chemical dust suppressants (primarily salts and lignons) can be shown to be more cost-effective than watering under some conditions. Data summaries and the analysis of data are contained in Volume I. Technological advancements in electronic sensors and mine-wide monitoring systems have improved remote monitoring and analysis of underground mining information. The effective use of . these systems for ground control applications, however, remains a challenge facing the mining industry. The U.S. Department of Interior, Bureau of Mines is conducting research, utilizing real-time acquisition of rock mechanics data, to provide mine operators the means to rapidly identify and manage potentially hazardous ground conditions. The Bureau has installed a remote monitoring network in a Colorado coal mine to record Pressures from instruments installed in the roof and pi1lars of gateroads and from transducers on shield-legs along the face. The field data are being monitored at the Denver Research Center, 150 mi from the mine. A computer at the Center analyzes the field data and generates graphic displays, which permit detailed examination of mine-wide ground conditions in real-time. For the first time, Bureau researchers are able to perform real-time monitoring and analysis of rock mechanics data while mining is in progress. The data collection and display capabilities of the system were effectively used to identify and evaluate face stability problems at the mine.

"Natural graphite exists mainly in three types of amorphous graphite, flakes graphite and lump graphite. Graphite from Bao Ha mine, Lao Cai province is with 11.8 carbon-graphite %, forms in flakes and dense crystals. The paper presents the comparison among enrichment of Bao Ha’s graphite by two types of froth flotation with 90 g/t kerosene oil as collector, 50 g/t montanol 800 as frother, in natural pH, and at 20 wt.% of solid. The differences among three flow charts indicated that using middling flotation and re-middling flotation for the cleaning tails and the scavenger concentrates, the final concentrate was improved and containing up to 94 carbon-graphite % of flakes graphite, up to 82 carbon-graphite % of fine graphite with 93.48 % total recovery, moreover, carbon-graphite in the final tail is 0.86 % with 6.52 % recovery. However, a refining mill and a classification stage were applied before doing the middling flotation stages.1. INTRODUCTIONGraphite (black lead or plumbago) is used in many industrial applications due to its high electrical and thermal conductivity, lubricity, and chemical inertness. High quality graphite can be used in metallurgy, molding, brake linings, batteries, and fuel cells. Graphite, composed exclusively of the element Carbon, is rather common mineral, but fine crystals are rare. Graphite is soft (hardness: 0.5-1 Mohs scale); has a layered, planar structure; occurs in platy or acicular (occasionally) morphology (Minerals.net; Pierson, 1993).USGS (2017) reported, global consumption of natural graphite continuing increase in the period of 2012-2016. In 2016, China used up 35% while produced 66% of the world’s graphite. Graphite mining are being developed in Madagascar, Mozambique, Namibia and Tanzania, but production reduced in Canada from 2015. Based on the statistic of Statista.com shows from 2011 to 2014 and a forecast to 2020, the global graphite demand is mostly in refractories, batteries, others, lubricant/crucible, foundry and pencil, and that is increase every year.Graphite Vietnam lies on the fault of the Red river from Yen Bai to Lao Cai, the reserves is estimated around 29.3 million ton and mostly in Lao Cai province where has Nam Thi graphite mine and Bao Ha graphite mine (MOIT, 2008). Vietnamese graphite products could reached to ~92% graphite carbon (Cg) (Tran Thi Hien et al., 2008). Studied samples was collected in Bao Ha graphite mine, is located in Lao Cai province. Graphite Bao Ha exists in two types as graphite flakes and amorphous (Hoang Thi Minh Thao et al., 2017)."

The Pipeline ore body was discovered in March 1991. The construction of the new mine and mill did not start until early March of 1996. Upon completion of permitting and corporate project approval, the 289 million USD project was “fast tracked”. The commissioning began 11 months after start of construction and the project ended 40 million USD under the budget figure. The objective of this paper is to review and highlight the Pipeline Project history from discovery, design, lawsuits, permitting, and re-design through to current - 1998operating practices. Particular emphasis will review the process design, design mistakes, and design successes. The paper will review project history, feasibility, design concepts, operator training, construction, financial and the current operation. Additional discussion will review what design features worked and which did not work within the process plant.

Petroleum exploration in onshore Gippsland was directed in the 1950s and 1960s towards plays in the basal Latrobe and Strzelecki Groups, but these became forgotten in the 1970s with the Latrobe play discoveries offshore. The principal explorationists of the time were Woodside Oil and Arco Ltd, who then departed the scene after drilling some 18 wells without major success. In the late-1980s successful hydrocarbon finds in equivalent age Otway Group sediments in the Otway Basin were made and in early 1990 Tyers Petroleum began investigations into Strzelecki Group prospects as applied to the onshore Gippsland Basin. Some 18 anticlines have been mapped, based on shallower coal exploration drilling in the Latrobe Group, which from seismic and gravity evidence are believed to unconformably overlie similar anticlinal structures in the underlying Strzelecki Group. Strzelecki targets of interest within drilling depth are the basal Tyers Conglomerate/Rintouls Creek Sandstone Formations which outcrop in the north of the Latrobe Valley and are analogous to the Pretty Hill Sandstone in the Otway Basin. In addition, intra-Strzelecki Group targets similar to Heathfield and Windermere Sandstone Members are also considered to be present. Good source rocks are abundant including coal seams and carbonaceous sediments of Neocomian and Jurassic age, which lie within the oil window. Seal is provided by the overlying Aptian-Albian aged volcanogenic sediments. The Tyers/Rintouls sandstones - a target in the Woodside/Arco wells, with two exceptions, were not reached. Encouraging intra-Strzelecki shows were reported in many of the wells.
