"At the end of 2010 the AMSA Esperanza Concentrator started commissioning. Located in the Atacama Desert this project is the first of several large size concentrators developed recently to operate in Northern Chile. In addition to the new operations to be implemented in the short term, many existing installations are planning expansions. The use of large size equipment is one of the common characteristics of the new concentrators, but also new technologies are being considered and innovation is present in most cases. Sea water or desalinated water will be required to process large tonnages of sulphide copper ores as well as gold bearing ores, since process water supply from the Andes will no longer be available. The high cost of sea water or desalinated water supply and the high cost of energy are not a limitation as the current metal market scenario allows obtaining an attractive NPV even from installations designed to process relatively low grade ores. A review of the current concentrators being developed in Chile is presented, including a description of the main design issues related to technology and innovation. An analysis of the Chilean mining industry is also presented, detailing mine and plant capacities as well as expected final products.INTRODUCTION The mining sector in Chile has become a reference when analysing the large concentrator plants projected or currently in operation all over the world. At present and as a consequence of the high price of metal commodities, most South American countries have an active mining sector. Chile is known as a major producer of metals. First records of copper production exported to Spain are dated to the early XVII century. Since then Chile has produced over 13% of the total copper ever produced in the world. After 1990 Chilean mining and the associated cluster of activities has substantially grown to levels never reached before, especially in the production of copper, gold and other non-metallic minerals. This dramatic increase is the result of an economic policy based on delivering comparative advantages and incentives for the admission of foreign capital to offset the weak domestic investment in previous decades. Massive mining of its huge mineral resources has allowed Chile to be a world leader in the production of copper and other base metals and mineral products."

On the more important mines it is almost essential to have a general plan of the surface. A special feature of this plan should be the indication thereon of a suitable arrangement of contour lines, either wholly over the surface of the property or at parts where may seem most useful. The importance of having these contours marked on the plan will be best appreciated by the engineer, in selecting the best available site for a proposed new plant, in locating a tramway, in connecting the surface with the underground workings to the best advantage, or in solving many similar problems that come within his province. The closer the contours are together vertically the better, the limitation being the trouble and expense of getting them on to the plan. They may range from five to fifty feet apart but a distance of ten feet will be found, in most cases, to be the most useful.In deciding the datum level from which these contours are to be measured, it is best to depart from the ordinary sea level datum, and use instead the highest available point on the property. This datum will be called zero and all levels will be reckoned so many feet below it; thus by a contour marked 160 on the plan, it will be understood that the level of the plane of the contour is 160 feet below the highest available point on the property. This system of measuring levels downward is readily suggested from measuring the depths of shafts from the brace or of excavations from the original surface.

"This paper presents the geologic and ground control challenges that were encountered by CONSOL Energy’s mining operations in southwestern Pennsylvania. A sandstone-to-limestone geology transition was encountered by Mine A, where the primary 8-foot bolts were anchored in claystone. Upon experiencing roof sags and a roof fall in the return entry, 6-foot high-tension, fully-grouted primary bolts were employed along with 16-foot center cable bolts at every other strap to improve beam building and to ensure proper anchorage into the competent limestone. No longwall delay was reported within this geologic transition zone, although there was some difficulty in maintaining an open #2 entry airway behind the longwall face.The geologic encounter in Mine B was more complex, where fluvial deposits of massive sandstone channels, shale channels and pyritic-rich, green claystones were encountered on both sides of the mains, and which impacted both development and longwall ground control. In particular, poor transitional roof areas near the edges of the sandstone and shale channels often posed significant ground control challenges. In addition, hydraulic fracturing was sometimes utilized to enhance caving of massive sandstone behind the shields to relieve pressure at the face. Longwall face conditions and advance rates were documented to illustrate the effects of sandstone channels, shale channels, and green claystones on safety and productivity and to demonstrate the effectiveness of the hydraulic fracturing.Shale channels, slickensided zones, laminated roof zones, soft floor, and a regional syncline were encountered in Mine C, the combination of which posed unique ground control challenges during both development and longwall mining. The presence of soft floor, coupled with the presence of thick floor coal and deep cover, resulted in headgate convergence during retreat of the first right-hand longwall panel. Two-piece 8-foot bolts were sometimes observed to fail at the coupler within the laminated roof zone, and 6-foot, 1-piece, fully-grouted point-anchor bolts were employed as the primary bolts thereafter."

This paper 3/gives the results of a reconnaissance of mining districts in Clark County, Nev., made from November 18 to December 22, 1936, and from February 9 to March 8, 1937-in all, 63 days. While the field work Was being done, virtually all of the mining districts in the county were visited and many data on active and inactive properties were obtained. The report covers the locations of the various mining districts, the nature of the deposits, information on past operations, current activity, and general data likely to be useful to operators, investors, and others interested in mining. The geology of the deposits is discussed only briefly. The principal metal-mining districts in the county are Goodsprings, Eldorado, and Searchlight. The zinc-lead ores of Goodsprings have been the most important economically, followed by the gold-silver ores of Eldorado and Searchlight. In the industrial-mineral field, gypsum, limestone, silica sand, and borates are the principal products. Metal mining in the county is characterized by numerous small operations and the ores are either milled locally or shipped to distant smelters.

THE use of filling in mines is less common in the United States than it is in Europe, where in some places it is required by law. In most cases the filling is placed by hand, and the material used for this purpose is the waste from development and that sorted from the ore in the stopes. When these sources provide an insufficient supply, additional rock must be quarried on surface or mined underground, or some other material :st be used. In different parts of the world sand, clay, gravel, culm, nulated slag, mill tailings, and even ashes, have been used as filling material in place of or in conjunction with rock. Of all the materials used for filling the best is probably clean sand. Gravel, finely crushed rock, granulated slag and coarse mill tailings are almost as good, and the methods used for placing and confining sand will apply equally well to any of these. The advantages of sand are its comparatively slight compressibility and the ease, economy and convenience with which it may be placed. On account of the voids, which necessarily occur in fills made of coarse waste, such fills will compress 10 to 25 per cent before they develop their full strength, whereas clean sand seldom compresses more than 5 per cent. Sand is especially desirable when practically complete filling is required, and sand derived from mill tailings, especially when not thoroughly cleaned, has been remarkably effective in sealing off and extinguishing mine fires. When natural sand is available on surface, or when it can be obtained from the mill tailings or tailings dump, the cost of using this material for fill will probably be considerably less than that of rock. In this paper it is not proposed to discuss all methods of filling, butt to describe some of the methods used for placing sand fill and to make a brief comparison of their merits.

In May 1973, the Bureau of Mines asked Arthur D. Little, Inc. (A DL) to investigate existing industrial communication standards that may be applicable to the problem of developing standards for mine communication, considering that the standards that may ultimately be developed will require simple field procedures for the industry and the inspectorate to determine that communication systems are properly functioning. The emphasis on this study is on telephone communications as related to coal mine applications. B. TASKS The tasks agreed upon for this program were as follows: 1. "Investigate the current practices and existing standards of other industries under government regulation. 2. Determine applicable methods for industry personnel and inspectors to ascertain conformance on-site with minimal test hardware. 3. Review the Bureau's approval, testing and inspection procedure as it may impact the development of such standards. 4. From the above studies investigate the development of installation and performance standards for mine communications, including voice and telemetry. 5. Prepare a written report specifying what standards and field inspection techniques are applicable with recommendations for development of subsequent data and ultimately standards and field inspection techniques. 6. Prepare a written summary of the findings of various investigations with an appendix covering the detailed findings of each investigation. 7. Prepare a list of suggestions of additional assistance the Bureau might require in subsequent phases of developing communication standards and means of ascertaining performance."

THE area dealt with in this paper is included within a radius of about 3 miles of the Poimena township. Several thousand tons of tin have been won from this field, and probably £200,000 spent in exploiting it.PREVIOUS LITERATUREThe field has been reported on by Government geologists on four occasions and several ,articles on it have appeared in the mining journals. The work done by Government geologists is summarized below:-"Report on the Blue Tier Tin Mining District and its Tin Deposits", 1886.Speaking of the tin-ore occurrences, this paper states:-"In the primary granite the lodes of tin ore occur, also dykes and belts of more recently obtruded porphyries. Dykes- (a) Indurated or hard (as shown by the formations at the Anchor and Cream Creek mines). (b) Soft (eg Hayley's Lease).

In presenting this paper the author has in view a twofold purpose. In the first place, it is intended to set forth for the benefit of practical mining men some account of the principles underlying the design of tungsten carbide rock bits in the hope that a knowledge of these principles will assist in the successful application of the bits to mine and quarry drilling. Secondly, by evoking discussion, and even controversy, it is hoped that manufacturers and users of these rock bits will be encouraged to contribute to the general knowledge of a subject which to date has been rather lacking in published literature. The author well appreciates that many of the conclusions drawn in this paper are highly controversial, but if the only result is to call forth contradictory testimony from other workers in this field, at least one of his purposes will have been achieved.An attempt will first be made to set forth and examine those characteristics which go to make up an efficient rock bit, and the main factors affecting these characteristics will be discussed. In a paper of this general nature, consideration of any particular aspect must necessarily be rather brief, and there is little opportunity for detailed presentation of test procedures and data. Flame cutting and welding is one of the major causes of fires and explosions in underground U.S. coal mines. On May 20, 2006, a flame cutting operation at the Darby Mine No. 1 led to an explosion that resulted in five fatalities. On January 22, 2003, another explosion caused by flame cutting at the McElroy Mine resulted in three fatalities and three serious injuries. On June 22, 1999, a flame cutting and welding operation at the Loveridge Mine caused a fire that resulted in sealing of the mine for an extended period. Finally, on March 19, 1992, an explosion at the Blacksville No. 1 Mine that was caused by welding resulted in four fatalities. The National Institute for Occupational Safety and Health (NIOSH) conducted a study on fires and explosions in underground U.S. coal mines that were caused by flame cutting and welding operations to determine the root causes of these types of fires and explosions. The methodology included interviewing mining personnel who perform flame cutting or welding operations in underground U.S. coal mines and visiting mines to observe these operations, and MSHA reports of investigations and accidents statistics were analyzed. The results were used to identify and compare differences between flame cutting and welding practices and techniques in small and large mines, Eastern and Western mines, low seam and high seam mines, room and pillar and longwall mines, and between experienced miners and new miners. As a result of this study, best practices and interventions were developed to reduce the number of fires and explosions caused by flame cutting and welding. This paper provides a summary of this work. "INTRODUCTION The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mining substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. Randy and Kenny Robison have visited every coal mine that would let them in the door, to survey the best mining practices. The brothers have spent nearly their entire lives working in coal operations. The Robison’s started out on lube and grease trucks and worked their way up to respected industry leaders in Alabama. The Robisons have owned MS&R since 1989. Since then, they have created a niche for themselves in providing coal for Alabama’s metallurgical coal market. A great deal of the knowledge the Robisons have amassed throughout the years has come from observing — taking note of what works and what does not. In early spring 2004, they commissioned a Komatsu America PC3000 Super Shovel. Outfitted with a backhoe attachment and a 16-m3 (21-cu yd) bucket, MS&R’s PC3000 is currently one of the largest mining excavators working in Alabama.

A1though the expanding Eltran1 configuration has been used in induced polarization exploration for several years, there has been little application of this method to straight resistivity problems. A comparison of results of resistivity exploration by this technique versus those obtained from Wenner configuration surveys reveals a number of advantages in interpretative resolution as well as in field operation. The application of electrical resistivity to ground-water exploration is well known.= In the past a major portion of this work has been accomplished by use of one or more variations of a technique employing the Wenner3 electrode configuration. With the introduction of the frequency domain technique of induced polarization measurements, used primarily in the exploration for disseminated sulfide deposits, there arose the need for an electrode configuration by which potentials could be measured externally to the current electrode spread in order to minimize coupling between current sending and potential receiving circuits. It was also deemed desirable that the configuration would provide information laterally along profile as well as with depth. To reach these objectives the expanding dipole-dipole configuration (which probably first was used in the electrical transient method of exploration and from which the name 'Eltran' was derived) has been adapted to induced polarization exploration. To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. The investigations described in this bulletin are confined to a study of the washing characteristics of bituminous coals. The major part of the work was conducted by the Bureau of Mines in cooperation with the Engineering Experiment Station of the University of Illinois and the State of Illinois Geological Survey Division between 1918 and 1924, in accordance with the provisions of an agreement between these agencies. The washing characteristics of coals from many of the important coal-producing fields of the Eastern and Central States were examined. The coals of the Pacific Northwest States and Alaska have been studied separately by McMillan and Bird of the Northwest Experiment Station of the Bureau of Mines at Seattle in cooperation with the College of Mines of the University of Washington.2 OBJECT OF INVESTIGATION The object of the investigation of coal preparation by the Bureau of Mines has been to promote the production of better prepared coal and to facilitate the correct selection and design of coal-preparation plants by obtaining as complete information as possible regarding the washability of the various types of American coals and the treatment best suited to each. In addition, some attention has been given to the development of new methods of washing coal. The work naturally divides itself into three rather distinct steps: (1) Development of a systematic method of examining and testing a coal; (2) classification of the American coals on a basis of the occurrence of the impurities associated with the coal in the beds; (3) examination of one or more representative coals of each type.

"The District of Columbia Water and Sewer Authority (DC Water) is implementing its $2.6 billion DC Clean Rivers Project to reduce combined sewer overflows to the District’s receiving waterbodies and mitigate chronic sewer flooding in District neighborhoods. The First Street Tunnel project is a major component of the DC Clean Rivers Project, designed to mitigate sewer flooding and basement backups in the District’s historic and densely populated Bloomingdale neighborhood. Bloomingdale has been historically affected by sewer flooding and was severely impacted by four storms in the summer of 2012 that caused significant damage to homes, the environment and public property. As a result, DC Water accelerated the design and construction of the First Street Tunnel in order to mitigate the effect storms have on the undersized sewers serving the neighborhood. The infrastructure designed to mitigate flooding, including the tunnel, are located within the highly urbanized neighborhood – with some structures being less than ten feet from residents front door steps. The success of a large public works project of this magnitude and in this unique location depends on a well informed and supportive public. With the local community impacted by flooding but concerned about heavy construction impacts, this paper details the components of a successful public outreach plan and lessons learned throughout the design and construction process. Early identification of community mitigation, working cooperatively with stakeholders and frequent dissemination of accurate information required the project team to establish a culture of problem solving collaboration with the community. BACKGROUND Chronic Flooding in the Northeast Boundary Sewershed The Northeast Boundary sewershed, in which the Bloomingdale neighborhood is located, is served primarily by a combined sewer system and has a long history of chronic flooding problems during moderate to severe storm events. The sewer system that serves the Northeast Boundary drainage area was constructed by the Federal Government in the late 1800's when developed areas of the District terminated at what is now Florida Avenue. Since construction of the system, population within the sewershed area has grown at an exponential rate. In meeting the growing needs of the population, the District experienced development that transformed previously low-density rural areas into new communities. Impervious areas have increased drastically since the sewer system was constructed and consequently, the existing sewer system does not have the capacity to convey storms with return frequencies beyond the 2-year storm without flooding. As a result of the capacity limitations, many of the low-lying areas have become chronic flooding areas due to the surcharging of sewers."

Too often, a mine’s operations, including drilling, blasting, loading, hauling, crushing, processing, etc., are considered independent steps, rather then a continuous process. In fact, these are interdependent operations with each step in the process having an impact on subsequent operations. If the effectiveness of the drilling and blasting operations can be improved, they will impact the entire mining process. Some of the resulting improvements include: level benches on grade; fragmentation and diggability with the result being reduced loading times; haul cycles improvements; and the crushing and milling operations will be more efficient and less energy consumed. Thunderbird refers to this as “Drill to Mill” information cycle or process. This paper focuses on two of the technological enhancements Thunderbird has added to its drill monitors that allow the mines to impact the “Drill to Mill” concept. These enhancements are: incorporating global positioning satellites into drill monitors; and radio off-loading of data. Thunderbird is part of the Integrated Mining Systems (IMS) alliance. IMS offers the mining industry the most comprehensive line of monitoring and navigation products available today for mobile mine equipment. In addition to Thunderbird’s drill monitors and GPS systems, the product line includes: Fleet Management Systems for trucks and loaders; dragline and shovel monitors; GPS based navigation systems for shovels, dozers and other mobile equipment; and surveying systems. IMS uses common communication systems, operating systems, and hardware components in order to provide a truly Integrated Mining System.

A unique partnership between the Colorado Mine Safety and Training Program (CMSTP), the Colorado Rock Products Association (CRPA) and the Higher Education and Advanced Technology (HEAT)Center resulted in a video CD-ROM training program for new miners entering the aggregate industry. Cooperation from everyone involved, including the U.S. Mine Safety and Health Administration (MSHA),made this the product against which other training materials in the mining industry will be measured in the 21stcentury. This product’s versatility and wide application make it a tool that is as critical to a mine’s success as any earthmoving machine. The state and federal grant money involved allows this product to be affordable to small operators and independent contractors. The quality of this two CD-ROM set rivals any commercially made CD-ROM training.

In blasting large tonnages of ore or material, the economy of the operation 'depends mainly on the mine manager's judgment in placing the holes to the best possible advantage and in determining the most effective size of hole to suit the conditions and requirements.The placing of holes is often looked upon as a problem involving so many uncertain factors that the application of simple mathematics is impossible. The uncertain factors arise when dealing with strata of different character, in hardness toughness and resistance to shearing.A study of the practice at many mines where all types of strata from hard ore to relatively soft overburden, and even coal, is being mined, suggests that the problem is not as complex as generally believed. There is, without doubt, some uniformity in the amount of burden given to holes of equivalent dimensions, regardless of the material being mined. The reason is simple. With too great a burden hard rock will not break out and soft rock will "bull". The nature of the strata is taken care of by the strength, quantity and distribution of the explosive charge and, to some extent, the spacing of the holes.It is because burdens are uniform in all classes of strata met with in mining, that a formula can be used to design blast hole layouts.The formula introduced in this paper is empirical as it is based on prevailing practice. It has been tested and proved remarkably accurate against every example available to the writer. Many thousands of blast holes, at many different mines, are represented by the examples given in the attached tables; to give further examples would only mean, unnecessary repetition.
