This regional report covers the mineral industries of Canada and 40 countries and areas in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 2 and 3 provide a summary view of the importance of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1989 and 1990.

THE subject matter of this paper will be primarily restricted to the metallic mineral industry, which last year was responsible for almost 60 per •Cent of the total value of Canada's mineral production. It has been written that, in the broad sweep of eternal time, sixty years is as transient as a flicker of lightning in a summer night's sky. In the history of mankind and human endeavour, however, six decades can encompass momentous events and far-reaching •circumstances, all of which affect the lives of men and change the destiny of nations. This observation is con-firmed very positively by a study of our Canadian mining history, from either the broad viewpoint of human progress or the more specialized viewpoint of national economy. The past sixty years have witnessed vast changes in the economic importance of mining in this country's affairs, and also in the technology of the industry. Mining has emerged from the days of rule-of-thumb practice and is now taking on the stature of a highly diversified science.

With production of coal per man-hour of work at a higher level than ever before, the coal-mining industry of the United States established a near-record in lowering the accident rate of nonfatal injuries per million man-hours of exposure in 1940, the injury rate being lower, except for 1939, than in any year since 1930, the first year for which comparable figures for nonfatal accidents were collected by the. Bureau of Mines, United States Department of the Interior. The rate for fatal accidents, on the other hand, was not as low or favorable as in 1939, nor was it as low as in many years since 1910, the earliest year for which fatality rates were complete for all coal-mining States. Accident and employment reports received from mine operators and fatal-accident reports from State mining departments and inspectors showed that 533,267 men were employed at coal mules in 1940, exclusive of the number employed at coke ovens, Although this number represented 6,108 fewer employees than in 1939, a large increase was made in the volume of work performed and in the quan¬tity of coal produced. In 1940 the amount of labor performed at coal mines was 748 million man-hours, a gain of more than 10 percent over the previous year. The average employee worked 199 days, an increase of 20 workdays per man. Production of coal was nearly 513 million tons, an increase of 14 percent, of which more than 461 million tons was bituminous coal and more than 51 million tons was Pennsylvania anthracite. Accidents to mine workers caused the death of 1,388 employees; in addition, 59,781 employees were injured, and each injury resulted in disability of the employee for more than the remainder of the day on which the accident occurred.

This is one of a series of papers describing mining and related subjects affecting mining in western mining districts and mineralized areas. The parts of this paper pertaining to current production, mining and milling methods and practices, and general conditions affecting mining were collected principally during a field survey made in May 1935. Some original data obtained on previous visits to the area are also included. The history, geological background, and past production of the mines and district are largely abstracted from previous publications, for which due credit is given later in the test. The principal districts in the Black Mountains are the Oatman or San Francisco and the Union Pass or Katherine. This range contains the principal producing mines of the State, in which gold is the only important metal. Although the total production of gold is relatively small as compared to other districts where the precious metals are obtained as a by-product in copper min¬ing, the area is one of considerable economic importance to the State.

Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

The introduction of roof bolts to Phalen Colliery in the Sydney Coalfield, Nova Scotia (annual output of 2Mt) has been successfully implemented in maingate and tailgate entries over the last four years. Monitoring of the roof bolted areas continues to be an integral part of the quality control program as the results are utilized to maintain safety and to aid in long-term design strategies. Although all gateroads in the Phalen Colliery have converted to roof bolts as their primary means of support, the majority of intersections which intersect the main slopes remain supported by large steel structures. Several intersections within the Phalen Colliery were monitored as they were created by the mining process. A comparison is made between intersections supported with only traditional 6.4 to 6.7 m steel structure and intersections supported by 2.44 m fully resin encapsulated roof bolts in conjunction with 7.6 m fully cement grouted cable bolts. Detailed monitoring was conducted using CA NM ET's intrinsically safe sonic probe extensometer datalogger which has the ability to read up to sixteen probes simultaneously at programmed intervals. The density of the data from the datalogger has allowed a better understanding of the deformation of cable bolted intersections than was possible with manual monitoring. Test results have helped mine operators to design safer cable bolted intersections.

Since 1985, the Sunshine Mining Company has used a patented nitric-sulfuric acid pressure leaching system for production of silver and copper from a refractory sulfide ore body. To better understand this novel process, a program of lab scale testing was undertaken to quantify the effect of system variables on silver recovery. Some of the factors studied include temperature, agitation, acidity, vessel pressure, particle size, percent solids and oxidizer amount. In turn, this knowledge will be applied in actual plant practice to upgrade reaction time, increase concentrate throughput, raise silver recovery and lower reagent costs. A discussion of plant process changes resulting from lab scale testing is included.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. A significant portion of the piling industry has long felt relying on soil setup to gain the required capacity is a complexity that would rather not be dealt with. Instead, the pile are driven to the required capacity on the initial drive and the potential gain of capacity due to soil setup is simply considered an added bonus or safety factor. There appears to be an attitude that if one did not put in the energy required to develop the full capacity on the initial drive, then one should not expect to gain anything from Mother Nature for free. However, substantial savings in time and materials can be realized by properly accounting for setup. This paper will show the impacts and ramifications this rationale can have on required labor and material costs and illustrate a case history with significant soil setup and the savings realized on a project currently being constructed.

A mineral grain finder is described which is easily constructed to fit onto the stage of a standard reflected light ore microscope.The device is most useful in relocating particular grains or mineral associations on 30 mm diameter polished sections. The use of the grain finder in the teaching of ore microscopy is outlined.

Spin-fin pipe piles can develop large loads in tension, thus have evolved as a foundation product of great potential. Currently, over 500 spin-fin piles have been used successfully in dolphins, docks, buildings and bulkheads. Spin-fin piles are pipe piles with plates welded near the tip at a batter-in-screw fashion. Thus, as the pile is driven, the pile screws into position. Tests show this pile type to have highly unusual stress/strain relationships, wherein plunging failure is usually never reached either at normal or large deformations. Tension capacity can approach pile capacity in bearing; thus, large reserves are usually available for tension. Tests have been performed on 8-5/8-inch to 24-inch-diameter piles in silt, sand, and gravelly soil, to provide a broad spectrum of data.

Indigenous peoples are a unique stakeholder because their growing legal rights to lands and resources can often determine a project’s outcome. A project will only be successful if it is able to obtain the legal permits, withstand any judicial reviews, and gain and maintain the social license to operate. Domestic Production and Use: In 1981, 13 companies operated 32 primary aluminum reduction plants, with 3 firms accounting for 58% of production, Washington, Oregon, and Montana accounted for 32% of the total production; Texas, Louisiana, and Arkansas 16%; Tennessee, Alabama, South Carolina, and North Carolina 17%; other central and eastern States 35%. The foundation of Japan's growing industrial and economic strength lies primarily in minerals, power, and technical know-how. Domestic raw material resources cannot supply domestic demand, and imports are indispensable. The Japanese are forced to acquire minerals and metals on a global basis, and their activities already have made an impact on international markets. A by-product of these efforts is the development and expansion of mines in many parts of the world to supply Japanese requirements. Japan now has a surplus capacity to produce finished products for consumption and export. Tradition-ally, domestic deficits in minerals have been met by importing crude materials. Because of the rising demand, however, the time has come when semi finished products as well as crude minerals are required. While the domestic market is the mainstay for Japan's industrial products, expanding export markets are essential for balancing trade and for providing economic prosperity and higher living standards for the Japanese people. Japan has a long history of mineral and industrial development, and the best in modern practices abroad has been adopted and modified for use under Japanese conditions of smaller enterprises, cheaper labor, and a more closely knit society. Generations of industrious workmen, technicians, and business-men have been trained in industrial occupations. Devastation of war temporarily slowed progress, but at the same time provided the opportunity for reconstruction, modernization, rationalization, and expansion. The Japanese excel in small and medium-sized operations, but they also have mastered large-scale production. Management is aggressive, practical, and strongly imbued with the concepts of effective utilization of resources. Integrated operations, diversification of facilities, intense competition among concerns in the domestic market, and close cooperation in foreign activities characterize Japanese industrial policies. Available capital has been utilized up to the limit for the establishment of mineral and other industrial facilities at home and abroad. Technology, machinery and equipment, and transport services have been exported along with venture capital, and funds have been advanced against future delivery of foreign raw materials. The Government has been restrained in regulatory functions and has provided technical services to private industry. Thus, Japan's technological foundations are secure, management practices are efficient, and government has stimulated production. The future outlook is bright for the continued rapid growth of mineral and other industries in Japan. Already supreme in Asia in per capita output and living standards, Japan steadily is gaining on the European countries. Steel production has overtaken the United Kingdom and is pressing the level in West Germany. Consumption of fuels and power is expanding at a rapid rate. Construction activities are booming. Japan has built up medium-sized non-ferrous industries. Its ability to produce the exotic metals needed in the nuclear space age is well established. Since Japan makes a great variety of mineral products, her overall posture in mineral extraction and processing is strong. Primarily as a result of intensive efforts in the mineral and other industrial fields, Japan is emerging in world markets as a serious competitor to all industrialized nations.

Probably no year in the history of the United States showed greater progress in the mineral industries than 1916. Although this progress was undoubtedly stimulated by the war in Europe, which caused extremely high prices for some of the metals, yet the fact remains that mining is being regarded more as a business and less as a speculation, and the benefits of business methods are becoming evident. Practices that were almost universal a few years ago have been largely abolished, the mining public has been brought to recognize the folly of wasteful and dangerous methods, and there is a gratifying unanimity of opinion in regard to the conservation of life and health, as well as of our mineral resources. The people of the United States realize more fully than ever before the extent and value of the country's mineral resources and the possibilities that await intelligent and well-directed efforts at utilization. In the past, economic reasons caused deposits of valuable metals and industrial materials to lie idle; commercial reasons, many of them not truly economic, led to the waste of valuable constituents in many ores; the recovery of minerals from the ground was too often incomplete and accompanied by uncalculated loss; and the treatment of ores in mills and smelters saved altogether too Iowa proportion of the metals sought. Now better methods are being tried on every hand, and the unparalleled record of the year is largely due to the success of these efforts. According to the preliminary estimates of the United States Geological Survey the output of metals and minerals in this country in the calendar year 1916 had a total gross value of slightly more than $3,000,000,000. For many metals and minerals the figures broke all previous records, the new records of some products, as compared with 1915 figures, being as follows:

Coal has been mined by hydraulic means in various countries, i.e., the hydraulic excavation as well as the hydraulic transportation of coal has been practiced. The hydraulic breaking (excavating) of the coal dealt with in this report is done with a monitor directing a continuous jet of water against the coal, pressures of the water fed to the monitor range from 1500 to 2500 psi at 1000 to 2100 gallons per minute Transportation of the coal from the face is by fluming if a gradient exists in excess of 2 or, when a favorable gradient does not exist, the coal is pumped from the face by various types of pumps which can also provide a means of hoisting the coal to a higher elevation as required. This report presents: 1.) preliminary design and systems specifications of a demonstration miner (referred to in this report as a hydrominer), 2.) mining configurations showing good promise for typical U.S. thick coal seams in three seam pitch categories, (0° - 7° = Flat, 8° - 250 = Moderately pitching, 26° - 90° = Steeply pitching), along with cost and performance analyses for each system, 3.) a definition of a test program that will provide sufficient engineering data for the design of a water jet cutting head adequate to cut coal in those typical U.S. thick coal seams The cost analysis data showed hydraulic methods to be economically competitive with present thick seam raining methods. It was also obvious from studies of thick seam methods that the hydromonitor coal breaking techniques are more effective in removing most of the coal with its long reach of 60 ft. (or more), is a safer mining system, and produces very low coal-dust content in the air (usually less than 0.25 to 0.5 mg/cubic meter). It is recommended that the USBM sponsor a full fledged continuation of the hydraulic mining program: (a) lab, test, (b) preliminary field test, (c) full scale mine section demonstration.

The abstract discusses the problem of silicosis among roof bolter operators in coal mines due to respirable quartz dust (RCS) exposure. It presents a study comparing a new wet box collection system to the traditional dry box system. The wet box system uses water to saturate collected material, reducing RCS exposure during cleaning. The study found that the wet box system significantly reduced RCS exposures and quartz content in samples compared to the dry box system.
