"The Mined Tunnel is part of the Central-Wan Chai Bypass and Island Eastern Corridor Link (CWB), which is a strategic road along the northshore of Hong Kong Island targeted to alleviate the heavy traffic congestion. The objective of this paper is to review the performance of construction of a 160m long Mined Tunnel with a trinocular cross-section area of 460m3 and a combined span of about 50m underneath the southern approach ramp of the existing Cross Harbour Tunnel (CHT) by sequential excavation method (SEM) in hard rock. Mechanical excavation of tunnel by adopting the New Austrian Tunnelling Method (NATM), together with the application of NGI Q-system allows observational approach and optimization of temporary rock support design. Furthermore, the good performance of optimized rock support and the stability of CHT are confirmed through instrumentation monitoring review. This paper also discusses the selection of different tunnel plant and equipment to achieve the planned rates of tunnelling by mechanical excavation in competent granitic rock. INTRODUCTION The works of the CWB mainly comprise construction of 4.5km dual three-lane trunk road, of which a 3.7km section is a tunnel connecting Rumsey Street Flyover in Central to Island Eastern Corridor at North Point (see Figure 1). The Mined Tunnel runs from the ex-Public Cargo Working Area (ex-PCWA), underneath the existing CHT, and through the Causeway Bay Typhoon Shelter. The Mined Tunnel passes at an oblique angle beneath the southern portal of CHT over a length of some 50m. CHT is the primary sensitive receiver of this project and is utilized with a daily throughput of about 120,000 vehicles that far exceeds the design capacity of 78,000 vehicles per day. Hence it is necessary to choose the most appropriate tunnelling method to preserve the structural integrity of the CHT. Other sensitive receivers in the vicinity include structures to the north of the Mined Tunnel, the Royal Hong Kong Yacht Club (RHKYC); and to the south of the Mined Tunnel, the Police Officers’ Club (POC)."

"INTRODUCTION A packaged cooling system is being developed for refuge alternatives (RAs) that meets MSHA qualification guidelines for deployment in coal mines. This system will allow full occupancy ratings of deployed Refuge Alternatives (RAs) to be maintained by keeping the apparent temperature inside the RA from exceeding 95°F. Research investigations sponsored by NIOSH have shown that heat buildup caused by occupants in mobile RAs will result in apparent temperatures that exceed the 95°F limit established in 30 CFR 7.504. Figure 1 shows the temperature rise in an inflatable RA having an occupancy rating of 23 people at an 81°F mine air temperature. This plot shows the need for either heat mitigation or occupancy derating in warmer mines. The RAECS will be designed to provide enough heat mitigation to eliminate occupancy derating due to heat buildup over the 96 hour refuge period.This paper describes testing of a prototype cooling system that uses proven vapor compression technology powered by batteries to keep the RA interior below the 95° limit for a minimum of 96 hours. Testing of this prototype cooling system was conducted in December of 2015 and January of 2016 at the NIOSH test mine in Bruceton, PA. December testing was conducted at the prevailing mine ambient temperature – approximately 60°F. The January testing was done with the mine ambient temperature in the immediate vicinity of the RA artificially elevated to 85°F. Realistic heat gain from RA occupants was provided by human simulators developed by NIOSH. These simulators add sensible heat corresponding to human metabolic processes and latent heat generated by respiration and perspiration. Heat generated by CO2 scrubbers was also added. Results of cooling system performance using these simulated loads at the two ambient conditions are described. A comparison of the apparent temperature in the RA using two different control techniques is also presented. This work documents the ability of the cooling system to meet the established apparent temperature limit at the full occupancy rating of a six person RA. A new cooling system intended for use with existing RA deployments and having greater cooling capacity is currently in development and will be described."

Tg Soda Ash has operated a shortwall mining system in the Green River, WY trona district since August 1982. The system has proven to be highly productive. In an effort to reduce the amount of relatively expensive development mining and improve mine planning flexibility, a method to mine the return air tailgate during the shortwall retreat was tested beginning in April 1987. As of June 1988, four shortwall panels had been completed using the advancing tailgate, producing more than 739 kt (815,000 st). This paper discusses the effects of the advancing tailgate on shortwall production, development mining requirements, costs, strata mechanics, and ventilation. Shortwall mining is a hybrid extraction method combining the self-advancing hydraulic roof supports from longwall mining and continuous mining machines (Fig. 1). The technique has been only marginally successful at the majority of the nearly 20 installations worldwide. At present, the face at Tg Soda Ash Inc. is the only shortwall operating in the United States and the only noncoal shortwall in existence. Despite the method's record of limited success, the staff at Tg Soda Ash determined that the conditions in its trona mine were well suited for shortwall mining. The commitment to install a shortwall was made in late 1981 and the first panel commenced in August 1982. Between that time and June 1988, about 3.33 Mt (3.67 million st) of trona have been mined with the system from 15 panels. Annual average productivities have ranged from 818 t/shift (902 st per shift) in 1982 to 1.4 kt/t shift (1591 st per shift) in 1987. Overall, the system has produced an average of 1.3 kt/ shift (1450 st per shift). In April 1987, a method of mining the return air tailgate during shortwall retreat was tested (Fig. 2). The objective was to determine if a return airway could be established and maintained by mining a series of rooms and pillars about 7.6 m (25 ft) past the face support line. The method would allow a barrier pillar to be left between shortwall panels without requiring the mining of a separate return air tailgate.

I would like to first summarize the relevant health information relating to the workers and general populations around uranium mining as a basis for understanding the hazards associated with these operations and their available remedies. This discussion will summarize the literature on Radon and its daughters, among the most toxic uranium decay products. Second, I will discuss waste handling in the uranium industry: past, present and future, discussing exploration, mining, and milling and the volumes of water and solid and gaseous wastes which are associated with these various phases of uranium operations. This paper will also include a discussion of the various past and present materials handling technologies and their responsiveness to the concern for uranium waste isolation. I will then conclude with a summary of recent modifications in the relevant standards as applied to uranium mining and milling. Joseph Wagoner, a research epidemiologist with the U.S. Public Health Service has summarized the literature on uranium mining and its health effects in his written testimony as a commissioned witness in British Columbia Royal Commission of Inquiry into Uranium Mining in January of 1980, entitled Uranium, The U.S. Experience: A Lesson in History.1 Briefly summarizinq his report, as early as 1546, miners of uranium bearing ores in Central Europe were reported to have unusually hiqh frequencies of fatal lung disease2. As early as 1879, the real nature of pulmonary disorders among these miners was first diagnosed to be malignant neoplasia or lung cancers. Of 655 miners dying between 1875 and 1912, 40% or 276 of these Central Europe miners died of lung cancer.4 By 1939, it was reported that lung cancer mortality rate for miners in these Central European mining districts was several times (9.7 per 1000) higher than that for similar populations in Vienna, Austria (0.34 per 1000). Thus, before uranium mining began in the U.S., there was a considerable body of information linking uranium mining to lung cancers. The U.S. experience can be summarized in Table 1 also from Wagoner's B.C. Testimony.1 This table shows that through 1978, 205 respiratory cancer deaths have been observed among white underground uranium miners in the

INTRODUCTION Some of the most famous and graphic environmental incidents have arisen from mineral extraction, including oil spills, the Reserve Mining asbestos tailings case, Kaiparowitts surface mining and coal combustion, and other environmental causes celebre. The remote location of much of the mining industry to some extent reduces the human health hazards from pollution, but often times the pristine locale in which mining is conducted provides a sharp contrast to the impacting industry. This prompts questions as to what the research literature says about the true costs and benefits of environmental compliance. We survey the state of this knowledge. Where possible, we discuss studies focused on mining and related industries, such as primary metals production. In many cases, how- ever, the studies pertain to the economy as a whole. For present purposes, the mining industry is defined as companies engaged in the production and refinement of minerals, including metals, fuels, and nonmetallics (e.g., phosphate, sand and gravel). There are several stages in mining, with environmental effects occuring at every stage. The exploration stage comprises the period from initial prospecting to the point where the deposit has been located and delineated in sufficient detail to permit development decisions to be made. Geophysical and geochemical surveys, diamond drilling programs, and exploratory stripping and excavation are activities that may be employed during this stage. Some forms of prospecting are relatively benign, al- though even airborne surveys and motor vehicles generate noise pollution. Roads and the passage of vehicles and equipment affect land surfaces and vegetation, and attract heavier backcountry use. Clearings, stream crossings, and borrow pits can lead to increased erosion and sedimentation of streams. Geological survey grids disrupt vegetation and appearance. Moreover, prospecting can involve the excavation and stripping of overburden, resulting in soil and vegetation disruption as well as in- creased sedimentation of streams and lakes. The effects of exploration are often temporary, and frequently less severe than for other activities. Nevertheless, exploration-related impacts vary with the intensity and type of exploration effort, and can be significant. During the development stage of mining, shafts are sunk, pits excavated, buildings erected, and transportation facilities established. Dust, noise, and other socioeconomic and environmental impacts are generated by the relatively large and sudden influx of people, equipment, and activity. Surface disturbance and solid waste are generated by development, and liquid wastes form when mines are dewatered. The extraction phase is associated with a variety of environmental impacts. These impacts may differ for surface and underground mines. In surface mining, surface disturbance is obviously a major consequence. Piles of overburden and waste accumulation mar land surfaces. "During the excavation of the north bound tunnel of the Devil’s Slide Tunnel project, deformation (convergence) was measured after passing through Fault Zone B. The tunnel convergence was not symmetrical, but was larger on the left side of the profile. It was determined that a shear zone nearly parallel with the tunnel drive was contributing to the uneven deformation. This paper will discuss how it was determined that the shear zone existed and how multi-point borehole Extensometers (MPBX) were used to verify that a significant amount of the deformation was occurring due to movement along the shear zone as the excavation was advanced. In addition, performance of the shotcrete liner in the area of the convergence will be examined. Finally, the paper will consider the means and methods that were utilized to ultimately control and stabilize the deformation. INTRODUCTION The Devil’s Slide Tunnel Project consisted of excavating two 1,250 meter tunnels each with a profile of 80 m2 utilizing the New Austrian Tunneling Method (NATM) or otherwise known as the Sequential Excavation Method (SEM). The tunnels are part of the California Coastal Highway south of Pacifica, CA, a suburb of San Francisco. The tunnels were opened to traffic in March of 2013. Geological Setting The tunnels run north-south through the San Pedro Mountain ridge, which is part of the Santa Cruz Mountains. The tunnel lies within the San Andreas Fault system and is 7.2 km west of the surface trace of the San Andreas Fault and 2.8 km east of the surface trace of the San Gregorio Fault. The 10 km strip between these two faults is referred to as the La Honda structural and terrain block (Decker et al. 2010; Amini et al. 2005; Earth Mechanics Inc. 2003). Locally, the tunnel passes through three blocks representing different geological conditions: South Block, Central Block, and North Block (Figure 1) (Decker et al. 2010; HNTB Corporation et al. 2005). The South Block consists of Mesozoic aged granodiorite and quartz diorite. The South Block also contains many local shear zones and a low angle thrust fault (Fault A). The South Block ends at Fault B, which is the southern border of the Central Block."

INTRODUCTION Although sampling techniques used by the mineral industry continue to improve, sampling is still an area which is often neglected. Frequently, sampling and sample preparation requirements are left to personnel who do not fully appreciate the significance and importance of sampling. Consequently, plant evaluations are often based on seriously biased samples, leading to mass balance problems and incorrect assessments of plant performance. The basic rule for correct sampling is that each particle of ore or concentrate must have an equal probability of being collected and becoming part of the final sample for analysis. If this is not the case, bias is easily introduced and the sample is not representative. For example, when ore is travelling on a conveyor belt, the lumps may come to the surface. Consequently, a grab sample taken from the top layers only will contain a greater proportion of lumps, i.e., the sample is biased. There seems little point in making major investments in precise analytical equipment, if the sample provided to the analytical laboratory is not representative in the first place. This paper describes the sources of plant sampling errors, reviews the methods of estimating their variance, presents some worked examples, and provides some practical advice for reducing sampling errors and their variance. SAMPLING BASICS It is generally accepted that the discharge point of an ore or concentrate stream is the most suitable sampling location. The stream can be intersected at regular intervals, and representative samples, referred to as increments, can be obtained by taking a complete cross-section of the ore stream. On the other hand, sampling devices that take part of the stream on an intermittent or continuous basis, e.g., a bleed from a pipe, may introduce serious bias, and should be avoided at all cost. Increments may be taken at completely random times or tonnages during the sampling operation, in which case it is called "random sampling". However, as shown below, random sampling results in the largest sampling variance, so it is preferable to divide the ore or concentrate stream up into strata of equal time or mass and take one increment from each stratum. This operation is called stratified sampling and may be either systematic sampling, in which increments are taken at the same point in each stratum, or stratified random sampling in which the increments are taken at random within each stratum. Systematic sampling results in the smallest sampling variance, provided periodic variations in quality or quantity are not present which may coincide with, or approximate to, any multiples of the proposed sampling interval. In such cases, it is strongly recommended that stratified random sampling within fixed time or mass intervals be carried out.

The Mojave Desert province is comprised of a diverse group of mountains that range in elevation from about 2,000' (600 m) to 3,000' (900 m), separated by tracts of alluvial cover. The province is bounded on the southwest by the San Andreas fault, on the north by the Garlock fault, on the east by the Death Valley- Granite Mountains fault. Rocks preserved in the Mojave Desert Province collectively record a rich assemblage of Precambrian crystalline basement' ranging in age from ca. 1.8 to 1.35 Ga, upper Precambrian and Paleozoic Cordilleran miogeoclinal sediments and platform rocks, Mesozoic backarc and interarc shallow marine and continental sequences, locally emplaced Permian- Triassic syenitic plutons, extruded hypabyssal volcanic rocks of the ?Jurassic "Sidewinder Volcanic Series," and regionally intruded late Mesozoic granitoid batholithic rocks (Dokka et al., 1988). The Mojave block apparently was a high-standing element for much of the early Tertiary, with strata of Late Cretaceous or early Tertiary age preserved only on its margins. Beginning about in the late Oligocene an intense episode of regional north-south extension was developed in a roughly east- west trending belt that traversed the central part of the province. This extensional belt has been termed the Mojave Extensional Belt. The extensional regime lasted from about 22-17 Ma, and is generally divided into two phases. The first, from about 22-20 Ma records intense extension via the activity of crustal-scale, simple shear, low- angle normal faults, high-angle normal faults, and extensional fracturing, along with intrusion of intermediate to silicic volcanic rocks, including episodes of explosive volcanic activity. The Peach Springs Tuff, a major regional marker unit that extends across the Mojave from Arizona to about Barstow, forms an effective stratigraphic lid on the extensional interval, (i.e., is not rotated) and is dated isotopically at about 18.5 Ma. The extensional episode was followed by an interval of high- angle normal faulting and dike emplacement from about 19 to 17 Ma, and was accompanied by at least local uplift and volcanism. Most volcaniclastic and epiclastic sedimentary units of the central Mojave block post-date the interval of extension and normal faulting, and occur as a complex of marginal alluvial and more interior lacustrine facies that formed as recently as late Miocene (ca 13 Ma). Local sequences (e.g., Lava Mountains) record deposition up to about 8 Ma, but there appears to be a regional "gap" from then until at least local successions record Pleistocene deposition. Magnetic and isotopic age studies indicate a complex history of crustal rotations, distributed across a number of discrete domains, during the past 10 Ma. Some of the youngest volcanic and geomorphic features apparently developed at "holes" formed at the edges of rotated blocks.

Eisenhower Memorial Tunnel, called Straight Creek Tunnel during construction is located 60 miles west of Denver, Colorado at 11, 160 ft. elevation. It is 8, 510 feet long, and carries two lanes of 1-70 traffic under the Continental Divide. This paper describes improvements and changes made in construction methods for utilities, concrete lining, ceiling, wall covering and paving to allow maximum offsite fabrication and activity overlap resulting in a one-year faster completion for traffic. The substantial changes proposed on a design-and-construct basis by the contractor and put into effect after State approval were: 1. Substitution of ductile iron and thick-wall P.V. C. pipes for clay pipes allowing placement and operation before hole-thru. 2. Outside pre-assembly of large rebar mats, using a novel tension-splice with cable clamps. 3. Arch concrete placement method modified to make 4, 322 ft. of lining in 10 weeks possible. 4. Safety barriers precast and epoxy coated offsite instead of cast-in-place and tile faced. 5. Prestressed hollow ceiling slabs with porcelainenamel coated steel sheets assembled offsite, instead of in-place glazed tile and in-place cast concrete ceiling. 6. Glazed tile wall panels 8 ft. long by 11 ft. high assembled off site and erected using vacuum pad mounted on special lift. 7. Asphalt paving while other work proceeded, instead of reinforced concrete slab and asphalt overlay. Work started in January 1968, but advance came to a one-year standstill for major structural redesign and negotiations of a new agreement during 1970. Using multiple drift construction followed by top-heading and bench excavation, it then progressed to hole-thru in July 1972. As a result of art 18-month overlap of activities the tunnel was opened for traffic only eight months later in March 1973. Gibbons and Reed Company of Salt Lake City, Utah sponsored the joint Venture of Al Johnson-Gibbons and Reed-Western Paving-Kemper during 1971, 1972, and 1973. The tunnel was the subject of a previous paper delivered at the RETC '72 in Chicago by R. C. Hopper, T. A. Lang, and A. A. Mathews, describing geology, unusually severe structural loading and multiple-drift tunnel excavation.

"INTRODUCTION Successful management of megaprojects, meaning delivery within budget, on time and according to expectations, is a fundamental requirement. Many projects have been successful, some have not. This paper reviews megaprojects1, drawn from the author’s projects over the last 50 years, with “lessons-learned” and a summary of recommendations that, if implemented, would improve megaproject management and delivery. Characteristics of these projects are summarized – including outcomes related to key factors such as politics, management, organizational structure, contracting methods, cost estimates, risk and other elements. The projects include the Washington D.C. Metro, Boston Southwest Corridor, LA Metro, Toronto Rapid Transit Expansion Program, BART San Francisco, MARTA Atlanta, London Underground and the Washington State Highway megaprojects – including the SR520 Floating Bridge and the Alaskan Way tunnel. Other projects that illustrate successful, innovative management and contracting methods include the Madrid Metro (low-cost delivery), the Sydney Northside Storage tunnel (outturn cost, alliancing) and the Lake Mead tunnel (working in partnership, risk management). KEY ISSUES A characteristic of megaprojects is that their complexity increases exponentially with size (Reilly 2010, Galloway et al. 2012). These projects are very visible politically, have many stakeholders who must be satisfied and generally span many years and political election cycles. To be successful they must meet expectations, function efficiently, and be delivered under, at or close to budget and schedule. There is a widely-based perception that large, complex projects are always delivered late, over budget and with problems. Specific examples include projects such as Tren Urbano in Puerto Rico – $1.28 billion over initial budget (+133%), the Silver Line Transitway Project in Boston – $286 million over budget (+90%), the London Jubilee Line Transit Project – 2 years late and £1.4 billion (+67%) over budget, the Channel Tunnel Rail Project – £3.7 billion (+80%) over budget, Denmark’s Great Belt Link rail and road link (54% over budget), the 2003 Woodrow Wilson bridge tender in Virginia (72% over estimate) and Boston’s Central Artery Project – several billion (perhaps 100%) over what would have been a realistic initial budget and years late (Reilly 2001c, 2004a; Salvucci 2003)."

A method for the preparation of zirconia- toughened mullite using dc plasma is presented. An indigenously developed 50-kW thermal plasma reactor is used for the preparation of zirconia-toughened mullite using a dissociated zircon and alumina mixture. Both XRD and SEM studies of the product confirmed the formation of mullite and zirconia. The zirconia grew as equiaxed grains of uniform size (~5 µm) in a mullite matrix.

Igneous rock exposures occupy only a minor portion of surface area (<18 mi2) in Arkansas, and are divided into two major groups: nepheline syenite (7 mi2) and syenite complexes (8 mi2), with various dikes and sills representing the remaining surface exposures. The syenite complexes have been the sites of major vanadium and minor titanium production during the past 50 years. Nepheline syenite exposures were important in the early production of locally used building stone; however, aggregate and roofing granules have now become the principal market for the production of nepheline syenite in Arkansas. Nepheline syenite intruded into a sequence of Paleozoic sedimentary rocks in Arkansas and is exposed in two areas: in Saline County near the town of Bauxite, and in Pulaski County at Granite Mountain, just southeast of Little Rock. Although the central Arkansas region had been investigated thoroughly for bauxite by the early 1950s, the nepheline syenite resources of the region have yet to be evaluated systematically by the state. Arkansas nepheline syenite was evaluated for its ceramic uses in 1952. Some recent industry interest has revolved around its potential use as a sand-blast abrasive. The largest exposed areas of nepheline syenite, located at Granite Mountain, currently are being mined by the Minnesota Mining & Manufacturing Company (3M) and McGeorge Contracting (Granite Mountain Quarry). 3M has been in operation since 1947 and mainly produces roofing granules. A fine powder produced by 3M during crushing that is marketed under the name Donnafill? recently has seen use as filler in self-compacting confined construction and as an additive (frit) in common brick. Since the early 1960s, Granite Mountain Quarries has produced a variety of aggregates, ranging from riprap to industrial sand, and recently constructed a computerized hot-mix-asphalt production facility. Approximately 4.5 million tons and 1.2 million tons of syenite were produced from Granite Mountain and 3M, respectively, during 1979. No production values are available after this date; however, combined production from both quarries is estimated to be at least 6 million tons annually.

Introduction Only a person fresh from an information vacuum could not know the status of this nation&apos;s economy. The inability of the US to compete in the world marketplace is manifested in many industries, from shoes to computer chips, from cars to copper. What industry will next fall prey to world competition? Perhaps the question should be, what insustry will next fall prey to declining productivity? American industry is being forced into an era where the focus must be on productivity, quality, cost control, and competition in the world marketplace. It is approaching a change that could rival the American Industrial Revolution. The future of the US is bright only if it can increase productivity by trying different and new ways to manage its businesses and people. Unlike the easy successes during the 60s and 70s, success in the decades ahead will depend on an ability to compete in the world market. Any operation can achieve unlimited productivity by developing the resources within its employees. As an industry, mining has harvested the earth&apos;s resources. As an industry in trouble, it now has to learn to tap human resources to release the energy and creativity in each person. Recently, I worked with a mining operation to reopen a mine and implement a different management approach. The extensive changes resulted in a 50% reduction in cash cost of producing silver (from $0.40 to $0.19/g or from $12.50 to $6 per oz). Thus, an unprofitable mine became an attractive business venture without technological changes or significant capital infusion. The operation is union-free, in spite of being in a highly unionized area. The mine implemented a real productivity improvement process called "gain-sharing." Employees now recognize their individual success is tied to the success of the business. They recognize the day of the free lunch is over for mining employees. This paper will explore three areas related to productivity: • some of the unspoken "whys" of the mining industry&apos;s paralysis and how management has caused unproductiveness in mining operations; • major components of a productivity improvement process; and • characteristics common to companies with successful productivity plans. Unspoken whys When things go wrong, everyone tends to point a finger at someone, anyone. This industry has blamed every conceivable person, corporate group, government agency, foreign government, and private group for its failures. The fault finger will not work anymore. Nobody is listening. It is a characteristic of winners in management to assume responsibility for less than acceptable performance. Excellent people tend to blame others less for problems. Everyone involved in mining should shoulder part of the blame for the industry&apos;s illness. Is the problem low prices or our high operating costs? To regain our status in the world marketplace and increase our productivity, we need to painfully and honestly talk about our mistakes.

INTRODUCTION Coal flotation is a fine cleaning process usually present in all but the older preparation plants. It is typically used to clean either the -28 mesh (-500 pm) or - 100 mesh (- 150 pm) raw coal fines, and it is the only commonly used preparation method that can effectively recover coal particles finer than, say, -200 mesh (74 pm). To place coal flotation into its proper context, it should be noted that the bulk of the raw coal sent to preparation plants is treated by gravity concentration. On a worldwide basis, from 0 to 40% of the raw feed to a preparation plant is treated by flotation, while in the US only about 10% of the raw coal feed is floated. Roughly, 50% of US preparation plants use flotation to process at least a portion of the raw coal feed, although most of the newer plants incorporate flotation into their flowsheet. Historically, the process has only been used to treat the raw coal fines naturally occurring after mining and a minimal amount of crushing at the preparation plant. This is in sharp contrast to ore flotation where, typically, the entire tonnage is first ground and then floated. As a consequence, of the approximately 500 Mt of raw coal treated by preparation in the US yearly, it is estimated that only about 40 Mt are sent to the flotation circuits (producing -30 Mt of clean product).&apos;O1 This small tonnage compares with about 400 Mt of ores treated annually in the US by flotation. By analogy to ore flotation, where it is an effective, large tonnage, low cost, easy to operate process, its potential in coal preparation should be great. Reasons why it has not achieved a greater potential in coal preparation have been attributed by Aplan 102 to: 1. Indifferent results in removing sulfur and ash. 2. Difficulty in floating low rank and oxidized coals. 3. Inability to make clean separations with the finer sizes. 4.Inability to clean slurries with a high percentage of clay. 5. Problems with water chemistry. 6. Competition with effective, gravity coarse-cleaning methods. 7. Low value of coal historically. 8. Dewatering problems. 9. Transportation and storage problems with coal fines. 10. Marketing problems with coal fines. 11. Inadequate attention to the process in the plant. 12. Inefficient use of capital and operating monies. Inadequate attention to procedures, machines, and processes.

But increasingly busy traffic through a number of neighborhoods made it necessary. That’s the challenge a joint venture of several tunneling contractors faced when starting its portion of the $1.9 billion Northgate Link Extension in 2013, and the project is still keeping them busy three years later. Completion will mean just a 14-minute ride from Northgate to downtown for an extra 60,000 passengers by 2030. The transit lines will join 58 km (36 miles) of new and under-construction light rail lines running north, east and south from Seattle.Voters, tired of long commute times, approved the project, a key part of Seattle’s regional mass transit system, in 2008. The extension is part of a plan adopted by the Sound Transit board in 1996 to connect the region’s major activity centers. The Northgate project is meant to relieve one of the area’s most congested traffic areas by connecting the Northgate, Roosevelt and University District neighborhoods to existing routes including downtown Seattle and SeaTac airport.Sound Transit dedicated more than a quarter of the project’s estimated expense — $440 million -— to general contractor JCM Northlink LLC to handle the tunnel segment. First reports of microbial coal solubilization appeared in the early 1980&apos;s (Fakoussa, 1981; Fakoussa and Truper, 1983; Cohen and Gabriele, 1982). These degradations, which occurred at ambient temperature and pressure, resulted in a dark brown to black viscous liquid and required days to weeks to occur. Rates and degrees of coal biodegradation varied from coal to coal. Hard coals were not extensively degraded (5-7%) while low-rank coals such as Leonardite, a sublignite, were completely solubilized. A correlation between degree of weathering or oxidation of coal and the coals susceptibility to biological attack was observed. This led to oxidative pretreatments as a method to enhance microbial degradation of coal (Strandberg and Lewis, 1986). Products of microbial degradation of coal are water soluble solids that do not have significant solubilities in organic solvents (Wilson, et. al., 1987; Quigley, et. al., 1987; Quigley, et. al., 1988a). Solutions of solubilized coal did not separate or form precipitates which suggested that they were true solutions and not colloidal suspensions. Biosolubilized coal contained more oxygen than starting material suggesting that microbial attack of coals involved oxidative cleavage of carbon-carbon bonds. This small change in oxygen content was the only change observed in coal structure during the biosolubilization process. Many coal solubilizing microorganisms have been isolated. Some are lignin degrading organisms such as Phanerochaete chrysosporium and various Streptomyces species (Gupta, et. al., 1988; Wilson, et. al., 1987). This was not unexpected since the structures of lignin and low-rank coals are similar. These organisms produce an enzyme complex, ligninase, that utilizes hydrogen peroxide to oxidatively cleave the bond between a and ß carbons of an aliphatic chain bound to an aromatic nucleus. Another important organism is Trametes versacolor (syn. Coriolus versacolor, Polyporus versacolor). Even though this organism produces a ligninase (Dodson, et.al., 1987), coal solubilization has been attributed to the enzyme laccase (Pyne, et. al., 1987). Laccase utilizes molecular oxygen to oxidatively cleave a - ß bonds using a mechanism similar to that observed for ligninases (Kawai, et. al., 1988). Other coal solubilizing microorganisms have been isolated from coal outcrops (Ward, 1985; Ward, 1988), but enzyme activities responsible for coal solubilization have not been identified. INTRODUCTION The use of backfill materials in underground mines has been practiced for many years and the trend indicates an increased utilization of backfill materials in the future. The authors believe that underground uranium mines will follow this trend. Classified mill tailings, approximately 65 to 70 percent solids by weight, are the most common fill materials. Cement or other pozzolanic agents can be added to the fill materials to improve their strength characteristics. Dry fill, in the form of development muck, can also be introduced in the stopes to fill the voids left by the action of mining the ore. This paper deals mainly with the assessment of the radiation properties of backfill materials originating from uranium ores processed in the milling facilities of uranium mines. The paper outlines the results of studies conducted in the laboratory and in the field on radon emanating characteristics of backfill materials utilized in uranium mines. ROLE OF BACKFILL IN UNDERGROUND MINES Fill is a structural component of any underground mining system. In general terms, the purpose of filling is to provide ground support, to make recovery of pillars possible to provide a working platform for men and equipment, and to allow for waste disposal. There are other inherent advantages to the use of backfill underground, the most important being to: a) permit mining at greater depth b) allow the adoption of highly mechanized mining techniques c) reduce dilution from wall sloughing d) minimize roof and wall failures e) allow the mining of irregular orebodies, and f) to provide better control of ventilation. The last item is of great importance to uranium mine operators. The introduction of radioactive backfill underground represents an additional source of radioactive contamination; on the other hand the introduction of backfill in the mine reduces the volumes of workings to be ventilated. As a consequence the general mine ventilation is more effective and in most cases, better air quality can be maintained in the mine. There are of course some disadvantages associated with the use of hydraulic fills in underground mines, notably: a) the handling of large additional quantities of water from the underground workings b) delays caused by the cyclical nature of the backfilling operations c) additional costs associated with stope preparation and placement of backfill in stopes, and d) "spills" caused by bursting pipes or fill escaping from fill retaining structures. ASSESSMENT OF NON-RADIOACTIVE PROPERTIES Although the radioactive properties of mine backfills are discussed in this paper many other physical and chemical properties of backfills must also be considered. These properties include: a) percolation rate and permeability parameters b) viscosity versus pulp density relationships c) size analyses d) settling times e) settled bulk density f) solids specific gravity g) void ratio and porosity h) optimal percentage solids by weight i) specific gravity of slurry j) addition of cement:cement retention and loss k) unconfined compressive strength 1) triaxial compressive strength m) shear strength (non-cemented)

Of the six forms of asbestos, only three have been used to any significant extent in commerce. These are chrysotile, crocidolite, and amosite. Between 1870 and 1980, approximately 100 million tonnes of asbestos was mined worldwide, of which more than 90 million tonnes was the chrysotile variety, about 2.7 million tonnes the crocidolite variety, and about 2.2 million tonnes the amosite variety. The three principal diseases related to asbestos exposure are (1) lung cancer, (2) cancer of the pleural and peritoneal membranes (mesothelioma), and (3) asbestosis, a condition in which the lung tissue becomes fibrous and thus loses its ability to function. These diseases, however, are not equally prevalent in the various groups of asbestos workers that have been studied: the amount and type of disease depend on the duration of exposure, the intensity of exposure, and particularly, the type or types of asbestos to which the individual has been exposed. Lung cancer is caused by exposure to chrysotile, amosite, and crocidolite asbestos; however, increased risk of this disease is usually found only in those who also smoke. Asbestosis is caused by prolonged exposure to all forms of asbestos, whereas mesothelioma is principally caused by exposure to crocidolite asbestos. There is good evidence that chrysotile asbestos does not cause any significant amount of mesothelioma mortality, even after very heavy exposure. The common nonasbestiform amphibole minerals, cummingtonite, grunerite, tremolite, anthophyllite, and actinolite, which are often defined as "asbestos" for regulatory purposes, have not been shown to cause disease in miners. Chrysotile asbestos, which accounts for about 95 percent of the asbestos used in the United States, has been shown by extensive Canadian studies to be safe when exposures do not exceed 1 fiber per cm3 for the working lifetime. Chrysotile dust levels found in buildings rarely exceed 0.001 fibers per cm3. Such dust concentrations will have no measurable health effect on the building occupants. Present and future controls of minerals defined as "asbestos" and removal of asbestos from buildings and homes may cost many billions of dollars. Much of this expense is unnecessary and even counterproductive. Asbestos abatement could in fact produce a health risk to those exposed to dusts during and after removal operations overly restrictive controls could force the use of poor or dangerous substitutes, and could greatly affect the hard-rock mining industry.

With the content of gold and platinum in the vast majority of ore deposits typically averaging 6 parts per million and less, the accurate and precise measurement of these metals in samples of ore and mining process streams has proven very difficult to achieve by modem spectroscopic analytical techniques. Largely because no other technique has proven suitable, the basic fire assay process has become the accepted international standard for these metals. Fire assay, however, suffers a number of disadvan­tages in the modem, competitive, high technology, and increas­ingly environmentally aware world. It is a labour intensive technique that is difficult to automate, and requires high levels of skill to ensure accuracy and consistency of results. Potentially hazardous chemical reagents are employed, of which, lead, in particular, can be a serious source of contamination to both personnel and the environment if not effectively controlled. Other dangerous elements, such as mercury and arsenic, liberated in high energy furnace operations, are further sources of possible health and pollution hazards. n contrast, the energy dispersive K X-ray fluorescence (K­XRF) technique devised by K X Technology Ltd overcomes many of the technical constraints of conventional low energy X­ray analysis, and has the potential to revolutionise assay opera­tions in precious metal mining. The technology is simply automated, requires basic operator skills, uses no chemicals, consumes less than 20kW, and is capable of detecting gold and platinum to an accuracy of O .1 parts per million by mass. The new third generation design of AZTEC laboratory instrument, released in 1994, is the result of significant technical development. Capable of analysing over 1200 samples per day, and developed primarily for grade control sampling, its applica­tions have spread to gold ore accounting from on-line conveyor belt sampling; screening of exploration samples; measurement of gold in carbon granules for Carbon-in-Pulp process control; and for conducting rapid checks to support key managemen decisions. The economic, rapid, and non destructive analysis ofup to 80g of ore for large numbers of samples, reduces sampling and sub-sampling errors, and provides improved grade estimates for ore bodies. When interfaced to a LIMS, laboratory automation and cost-savings can be further enhanced. The AZTEC design is also being modified for the analysis of platinum. The GOLDSTREAM on-line analysis system is an important new application of K-XRF to the continuous monitoring of process streams in gold ( or platinum) plants and mills. Integrat­ing the technologies of K-XRF to measure total gold, and dissolved gold spectroscopy to measure gold in solution, the insoluble fraction of gold can be deduced, and the effectiveness of the extraction process determined. Slurries are sampled automatically from selected points of the plant and pumped to the system for analysis. The information produced forms the basis for plant control and optimisation.
