Introduction The performance of seals in boreholes, shafts and tunnels is an important concern in mine safety, in the control of effluents from operating and abandoned mines and in the underground containment of hazardous wastes (Einarson and Abel, 1990; Mining Waste Study, 1988). Despite the clear need for effective seals, few documented test results are available concerning the performance of in situ seals. Some evidence indicates that horizontal or near-horizontal holes are especially difficult to seal properly (Kelsall et al., 1982). This research involved the installation, extensive hydraulic testing, removal and post-test examination of a 10-cm-long x 10-cm-diam cement grout seal in a near-horizontal borehole in limestone. The work was performed in an underground mine on Marble Peak in the Santa Catalina Mountains, AZ. A test hole was diamond cored in the recrystallized limestone of the Escabrosa formation. The hole is 33.24 m long, 10 cm in diam, and dips at 10.4°. The hole extends between two drifts and thus is accessible from both ends. Seal installation Surveys to assist in selecting the interval to seal consisted of core logging, video logging and constant-head injection tests using a straddle-packer unit. The location selected, 3 m from the lower end of the hole, had low hydraulic conductivity (3 x 10-10 to 3 x 10-9 cm/sec) and was free of significant fractures. The grout used, an expansive Class A cement, was provided by Dowell-Schlumberger, Tulsa, OK. A grout mass about 1.5 m in length was installed, with a dump bailer, above a temporary mechanical plug. Groundwater in the hole, if any, was minimal during placement. After 13 days of curing, the grout mass was partially drilled out from both ends, leaving a seal 10 cm long. Water distribution in rock mass The distribution of water and fluid pressure in the rock mass near the seal appears to be complex. The generally dry condition of the borehole and rock mass suggests that the rock mass near the seal was unsaturated prior to the injection tests of this research. The injection tests presumably created an expanding saturated zone around the seal. However, anomalously high fluid pressures, consistently recorded by one of two piezometers installed near the seal, suggest connection to a source of significant natural hydraulic head. Comparable head variations for closely spaced piezometers have been reported by others (Sowers, 1976). [ ] Seal testing The seal was tested for 3.5 years, using steady constant-head, tracer travel-time, dye-injection, head-buildup and transient constant-head tests. These tests are fully described in Greer and Daemen, 1991. In the head-buildup test, transient flow occurs through the seal (and rock mass) to a closed, water-filled interval of the borehole adjacent to the seal. The test consists of monitoring the rise in head in the closed interval until steady conditions are approached. The test may be analyzed in terms of a one dimensional analytical model to obtain the effective hydraulic conductivity (Ks) and specific storage (Sss) of the seal. Analysis in terms of an axisymmetric three-dimensional numerical model may yield properties of both the seal and rock mass.

The estimation of local recoveries, such as the local recovered tonnage of ore and its corresponding grade at a given cutoff grade, is an important problem in a selective mining operation. Multigaussian kriging provides a simple solution to this specific problem. The solution is also complete in the sense that local recoveries are estimated together with their estimation variances. It is thus possible to assess confidence limit intervals on the estimated recoveries. Multigaussian kriging has been applied to the Jerritt Canyon deposit in a most realistic situation. The various steps of the estimation procedure are presented in detail and the potential of the method is demonstrated in view of the results. The obtained results show that the estimated recoveries are in good agreement with the actual recoveries and the actual estimation errors are correctly predicted by the estimation variances. Multigaussian kriging thus appears as a useful and fully operationable tool for the mining industry.

Slope stability in Barrick’s Pierina Mine open pit is significantly influenced by the structural geology, the variably argillized rock mass, and locally by perched groundwater. Development of an extensive surface water diversion network continues at Pierina, which is necessary to minimize highwall and adjacent natural landslide movement and erosion during the wet season. Slope movements are effectively monitored using optical survey methods, strobe light extensometers, gap monitors, and piezometers. The slope stability program at Pierina is focused on improving the understanding of the stability mechanisms in order to ensure continuous safe operating conditions. Priorities are placed on developing an accurate detailed engineering geological model, enhancing groundwater depressurization, and optimizing highwall controlled blasting procedures.

The integration of the ESZ orebody and DOZ orebody resulted in a much larger footprint than the original DOZ Mine shape. The significant change in footprint geometry presented new cave front management challenges, specifically: longer undercut drifts. Using a constant blasting rate, more time is required to complete caving in each drift which ultimately influences the number of active faces at any point in time. The number of manageable active drifts is controlled by the planned square-meters of undercut blasting, lead/lag restrictions and other specific conditions such as the need to blast pre-charged explosives. In early 2008, an evaluation of the existing plan showed that significantly more active undercut drifts and longer cave fronts would occur in the next five years. Difficulties associated with the long cave fronts led to a decision to redesign the caving sequence. Several different boundary options based on operational, geotechnical and ore grade parameters were investigated. This paper describes the issues faced with long cave fronts, the constraints and requirements to effectively manage the caving sequence and the options considered to mitigate this situation.

Mine Safety and Health Administration (MSHA) regulations require underground coal mine operators to dust their mine corridors with an inert material to prevent coal dust explosions. The most commonly used material is pulverized limestone. Current practice to determine compliance with MSHA regulations requires the coal mine foreman or an MSHA inspector to collect samples of the deposited dust, a mixture of coal dust and limestone rock dust, for above ground laboratory analysis. To expedite this process, the U.S. Bureau of Mines has developed two instruments to facilitate the inspection and rock dusting processes, the explosibility meter and float dust deposition meter. The explosibility meter is a hand-held instrument which provides an in situ measurement of the explosible nature of homogeneous mine dust samples. The float dust deposition meter measures the mass loading density of the top layer of coal or limestone dust deposited on the mine floor during mining operations by the ventilation air. It may also be used to automate trickle rock dusting equipment. The operation of each device is based on the difference in the optical reflectance between the light limestone dust and the dark coal dust. The principal of the explosibility meter is based on the observation that, for a fixed coal volatility, the optical reflectance of dust mixtures is relatively constant at the limit of flammability, and independent of the coal dust particle size.

Weight may be defined as the gravitational attraction or earthpull on a body (mass). Thus, from a practical viewpoint, a scale or other form of weighing device is a mans for determining mss. Weighing devices fall into two principal categories: (1) gravimetric; and (2) non-gravimetric or nuclear devices. At present, after many centuries of use, the effect of gravitational force as a meas¬ure of mass in industry and commerce remains by far the most common method for mass (weight) determination. Non-gravimetric methods are just becoming established in the industry. The general trend is toward weighing materials on the Trove. The predominant advantage of continous weighing over batch weighing operations is its ability to handle large tonnages without interrupting the material flow. The accuracy and reliability ability of continuous weighing equipment have improved greatly over the past decade. However, static weighing equipment still outsells continuous weighing equipment, because it is considered more accurate. Batch weighing can also produce a continuous weighed delivery through automation where the process requires it. In caparison with continuous weighing devices, such as belt scales, the batch-type scales have same inherent advantages affecting their accuracy. For example, weighing 300 lbs. per minute on a belt scale may mean that only 3 lbs. will be on the scale mechanism at one time. In order to obtain a scale accuracy of 1/2%, the sensitivity must be at least 1/2% of 3 lbs. or 1/4 oz. On the other hand, a batch scale may discharge a 300 lbs. load every 60 seconds through a timing mechanism. An accuracy of 1/2% can be easily obtained with a sensitivity of 1/2% of 300 lbs. or 24-oz.

Nearly every community in the United States is dependent on aggregate (sand, gravel, and crushed stone) resources to build and maintain its infrastructure. Unfortunately, developing aggregate resources to meet societal needs causes environmental impacts. Most environmental impacts associated with aggregate mining are benign. Extracting aggregate seldom produces acid mine drainage or other toxic effects commonly associated with mining of metallic or energy resources. The most obvious environmental impact of aggregate mining is the conversion of land use, most likely from undeveloped or agricultural land use, to a hole in the ground. This major impact is accompanied by loss of habitat, noise, dust, blasting effects, erosion, sedimentation, and changes to the visual scene. Some of the impacts are short-lived, and most are easy to predict and easy to observe. Most impacts can be controlled, mitigated, or kept at tolerable levels and can be restricted to the immediate vicinity of the aggregate operation by employing responsible operating practices and available technology. The intensity of environmental impacts generated as a result of mining are determined in large part by the geologic characteristics of aggregate deposits (geomorphology, geometry, and physical and chemical properties). Mining deposits that are too thin, or contain too much unsuitable material, results in the generation of excessively large mined areas and large amounts of waste material. Mining aggregate can lead to serious environmental impacts in some situations. Some geologic environments such as active stream channels, slide-prone areas, and karst terrain are dynamic and respond rapidly to outside stimuli including aggregate mining. Some geomorphic areas and (or) ecosystems underlain with aggregate serve as habitat for rare or endangered species. Similarly, some geomorphic features are themselves rare examples of geologic phenomena or processes. Mining aggregate might be acceptable in some of these areas, but should be conducted only after careful consideration, and then only with extreme prudence. Failure to do so can lead to serious, long-lasting, and irreversible environmental consequences, either in the vicinity of the site or at locations distant from the site. Environmental impacts caused by irresponsible aggregate mining can compromise mining in an entire region.

Classifiers that are used to separate granular materials into a coarse and a fine stream, are considered. Fundamental Equations are presented which apply to all, such Classifiers and all feed size distributions. The practical, real Classifier is compared quantitatively with the perfect. Classifier. A Formula is introduced for the Real Classifier Selectivity, that defines what portion of each particle size is sent to the coarse outlet duct. This selectivity function is characterized by three Parameters, one of which (b) is a numerical measure of the sharpness of classification. A new dimensionless variable (J) appears in Equations and Graphs for recirculating load, product size distribution and specific surface in the classified product. This variable combines the effects of sharpness of separation, Classifier setting and fineness of a Rosin-Rammler Type feed to the Classifier. Classifier efficiency is defined, based on Specific Surface.

Recent developments in fine grinding by the means of mechanical impaction are the result of continuing improvements in modern machine construction. This is especially true when related to the bearings and mechanically operated parts of impact mills. These improvements allow manufacturers to increase the speeds of the impacting members Most of the more common forms of size reductions, such as percussion, pressure, friction and sectioning, or cutting were at one time accomplished by human hands. These actions were transferred to machinery. Originally of limited application, their use widened as industrial materials and construction became more sophisticated.

For most geologists and miners the term asbestos refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven; these fibers are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for uses where incombustible, nonconductive or chemically resistant material is required. The US Mining Safety and Health Administration (MSHA) specifically refers to the naturally occurring minerals chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as asbestos if the individual crystal fragments have the following dimensions: length-greater than 5 µm; maximum diameter-less than 5 µm; and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer-causing agent), it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment. Very few recent issues have caused as much concern for the crushed stone industry as asbestos. Complicating the problem is the fact that several federal and state bureaus have greatly compounded the confusion because each has become involved in the asbestos dilemma. Simple solutions to a very complex problem have been proposed by these various governmental groups. In addition to governmental bungling is the fact that public interest groups have been able to use federal and state laws that have been enacted with a strong environmental bias to foment even greater complexities. Such is now the state of the asbestos problem. No con- firmed health risk has been associated with low-level exposure, namely crushed stone in an unbound form; a methodology for sampling and analyzing for asbestos has not been developed; a precise definition of what is asbestos does not exist, nor does a concensus among the various government groups as to what course of action to pursue. Pure asbestos as it is mined for commercial purposes does not exist in the properties mined by the crushed stone industry. Where the six asbestiform minerals do appear (to date we've been referring mainly to chrysotile in serpentinite formations in Maryland) the amount of the asbestiform mineral present is generally quite small. They generally appear in scattered, miniscule amounts. In the case of Rockville Crushed Stone in Montgomery county, Mary- land, the chrysotile is less than 1/2 of 1% of the rock deposit. No health risk has been identified with such minute quantities of asbestos minerals. MSHA standards for the occupational health and safety of quarry workers are being met; and there is every indication that normal background levels of asbestos, throughout the surrounding countryside, are as high or higher than levels measured on roads where the rock is used in pavement or base. The problem and the controversy lie with improper terminology on the part of so-called public interest environmental groups, aided and abetted by some governmental agencies who, to be charitable, we can best describe as uninformed. The news media frequently has fanned the issue, unintentionally we'd like to think, by quoting these misinformed authorities and not bothering to question the facts or adequately report balancing information handed to them. It is much better copy to talk about an asbestos cancer scare, than to deal with rather mundane measurements and descriptions that are hard to understand. At the heart of the issue is the improper use of the word asbestos. Instead of being confined to the geological description of the six asbestiform minerals-chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos-the word asbestos is also wrongly used, but too-frequently to identify many other minerals that happen to have elon-

The N20 to N25 Tunnel (basic) segment was the second tunnel contract awarded for construction by The PB/MK Team. This project embodied 3.9 km (2.4 miles) of tunnel and was located within the northwest quadrant of the 86.9 km (54 mile) long main collider ring. The contract required the excavation and initial support of a 54.3 m (178 vlf) deep ventilation shaft, a connecting horseshoe shaped Adit and TBM starter tunnel and 3,865 m (12,680 If) long main collider tunnel with a 4.3 m (14 ft) minimum finished diameter. This paper discusses the construction methods, equipment utilized and the production achieved in the construction of the ventilation shaft, connecting adits and the main collider tunnel.

Flotation chemists have long sought to unravel the mechanisms of carboxylate collector adsorption by semi-soluble salt minerals. In particular, the adsorption density of adsorbed carboxylates, adsorption kinetics, speciation (chemisorbed, physisorbed), orientation, and conformation are of interest. Given the importance of these phenomena in establishing the hydrophobic state at a mineral surface, in-situ surface spectroscopy studies certainly are justified. Such measurements traditionally have been difficult to perform. However, beginning in the late 1980s, a Fourier transform infrared (FTIR) spectroscopic technique was developed that has allowed for the acquisition of a wealth of detailed information concerning carboxyiate adsorption in semi-soluble salt flotation systems. The technique, internal rejection spectroscopy using single-crystal internal reflection elements, is reviewed, as it applies to semi-soluble salt flotation systems.

The importance of underground stress instrumentation cannot be minimized. It was Lord Kelvin who said that unless you can assign a number to a quantity,, you know very little about it. Most engineers will agree although this kind of statement is resented by our friends in non-technical fields. Mining is undergoing a revolution from art to science. But how can mining methods be optimized if there is no way of measuring the effectiveness of a given mining method? Do we know how effective a' support is unless we can determine its reaction to the mine structure? How do we assess the need for modifications to existing systems and supports, and how do we measure the effectiveness of such changes? Cut and try techniques are too wasteful of time and energy, and rarely provide solutions to a given problem. The purpose of underground stress instrumentation is to provide answers to some of the above questions -- answers that cannot be obtained otherwise This does not mean that laboratory studies are not valuable -on the contrary. Laboratory and underground studies supplement one another. Rock mechanics had its conception with the study of stresses in homogeneous, isotropic, and elastic models subjected to various force systems. These analyses were valuable inasmuch as they pinpointed possible sources of trouble due to stress concentrations. If the results observed underground did not always agree with the experimental analysis, it was not an indictment of the latter. More probably, the discrepancy could be attributed to the lack of similitude between model and prototype. The more nearly one can simulate underground conditions in a model, the more apt one is to produce results which correlate well-with underground observations. It is impossible to completely simulate underground conditions because all of the significant design parameters have not been recognized and evaluated. What better way can one evaluate these parameters than by underground stress instrumentation?

This paper discusses the conceptual design of cut-and-cover tunnels currently being considered as one of the replacement options for the earthquake damaged, elevated double-deck highway and seawall built in downtown Seattle 50 years ago. The 4.8 km (3 mile) long, 6-lane improvement consists of 1.6 km (1 mile) of at-grade roadway with aerial interchanges, 1.6 km (1 mile) of large two-level cut-and-cover tunnels along the Elliott Bay waterfront, and retrofit of the 50-year old, 1.6 km (1 mile)long Battery Street tunnel and north transition to grade. Construction of deep cut-and-cover tunnels, in complex glacial geology overlain by hydraulically placed fill immediately adjacent the existing sea wall, will require extensive use of concrete diaphragm walls, ground improvement and dewatering. The potential liquefaction and lateral spreading of the fill materials in this active seismic region pose significant design challenges and risk.

"Istanbul Strait Road Tube Crossing Project (Eurasia Tunnel) includes 3.34 km of a bored double-deck tunnel under the Bosphorus Strait, at a maximum depth of 106 m from the sea level, and 1 km of twin NATM tunnels on the Asian side. The region’s variable geology, hydrology and propensity for seismic activity, combined with high water pressure and large-diameter/double-deck tunnel configuration, make the Eurasia Tunnel one of today’s most challenging and complex projects under construction. Due to the site’s proximity to the active North Anatolian Fault, the tunnel is designed to withstand a 7.5 magnitude earthquake. The tunnel penetrates through both the Trakya bedrock (on both European and Asian sides) and the alluvial sediments at the bottom of the channel. The tunnel is designed to accommodate differential displacements by introducing seismic/flexible joints at proper locations at the transition zones between rock and soft soils. Tunnel fire is also a significant design consideration for undersea tunnel due to that the rubber protecting it in close proximity of the seismic joint should resist a fire for long term safety and durability. This paper mainly focuses on the design for method of tunnel response analysis in transverse and longitudinal direction against seismic demands relating with the seismic joints. INTRODUCTION Istanbul Strait Road Tube Crossing Project (Eurasia Tunnel) will build and operate a roadway tunnel under the Borphorus connecting Kazlicesme on the European side and Goztepe on the Asian side, to provide additional road-access across the Strait and consist of three main parts as shown in Figure 1."

The Lucerne Valley limestone mining district is in the San Bernardino Mountains, one of the major ranges in the Transverse Range Province of southern California. Several large limestone mining operations are present along the north range front in Lucerne Valley, and the area is one of the premier limestone mining districts in the country. Resources are contained in Paleozoic carbonate rocks that are part of a thick late Precambrian and Paleozoic sequence that uncomformably overlies crystalline basement. The district has been affected by multiple episodes of metamorphism and deformation, as well as by a complex sequence of late Cenozoic structural events. Detailed studies, however, have demonstrated that these rocks can be divided into formations correlatable with late Precambrian to Permian strata of the Cordilleran miogeocline. The district is the leading producer of white, high-purity calcium-carbonate products in western North America. Pluess-Staufer (California) Inc. mines and processes high-purity white limestone from extensive deposits, and is one of the largest producers of high-quality limestone fillers and extenders in the western United States. Major factors influencing the genesis of economic carbonate deposits in the district include depositional environment, post-depositional processes such as diagenesis, dolomitization and/or silicification, regional and/or contact metamorphism and associated intrusive activity, faulting, folding, uplift and erosion, and preservation from erosion. Regional geologic studies, detailed geologic mapping, intimate knowledge of stratigraphy, and recognition of complex structural relationships have proven to be invaluable tools in the discovery of high quality calcium carbonate deposits in the district.

This chapter contains the edited transcript of the "Gold Heap Leach Information Exchange" session that was held at the 1990 SME/AIME Annual Meeting in Salt Lake City, Utah. The exchange occurred on the afternoon of February 27, 1990. The session was intended to act as a forum for discussing some of the more prominent operating problems associated with heap leaching precious metals. The information exchange was very successful. The exchange consisted of several panelists introducing and discussing different topics, follow by a comment and question period. This transcript contains the panelists' presentations as well as comments and questions from the floor and the panel. Extraneous comments and remarks have been edited out. The paper is divided into two parts. The first part describes an investigation of the effect of temperature on the conditioning and flotation of an ilmenite ore with a 1:l oleic acid-fuel oil mixture as collector. During conditioning the pulp underwent characteristic changes of flocculation, deflocculation and dispersion which were monitored by measuring the power consumption of the conditioner motor. Optimum flotation results were obtained at the end of the deflocculation period. High ilmenite recoveries were obtained at high temperatures and high concentrate grades at low temperatures. The second part of the paper describes a study of the effect of temperature on the adsorption of oleic acid at the ilmenite/water interface. At high adsorption densities it was chemical and exothermic. Contact angles showed that the hydrophobicity of the collector-coated minerals increased with an increase in temperature.

Locating and defining an ore body with minerals or metals that can be recovered at a profit is the objective of minerals exploration. Direct exploration involves examining and sampling rocks either in outcrop, underground exposure, drill core, or cuttings. Indirect exploration infers the measurement of some physical, chemical, or biological factor that reflects the possible presence of the metal or mineral of interest, or a structure that may act to collect, concentrate, or otherwise favor the presence of the desired commodity. Included here are all forms of geophysical, geochemical, or geotech-nical prospecting. In recent years, indirect exploration has given rise to an impressive number of specialists and a variety of techniques. Less impressive is the success rate or productivity of the modern explorationist. Exploration Productivity Losing Ground Judging from the low number of mine openings or mine discoveries in recent years, the exploration industry is not as productive as it once was. Many will take umbrage at this judgment, but a review of the literature will support this statement. In Canada, from 1951 through 1960, there was an average of 5.6 discoveries a year. From 1961 through 1976 there were only four a year. This nearly 30% reduction occurred despite a massive increase in exploration funding. From 1950 to 1955, the Canadian mining industry spent $5 million (1975 dollars) for each minable deposit found. During the period 1970 to 1975, the cost was $25 million for each one found. The industry was spending five times as much and finding 30% less than a generation earlier. This is not indicative of a productive endeavor. The loss in productivity is even more apparent to explorationists who wander the western US, and are awed by the thoroughness and discovery rate of those early prospectors who explored from 1850-1920. The "old-timers" missed very little. They used pans and crude chemical tests in place of plasma or X-ray fluorescent assay techniques. But, they found ore bodies that led to mines. Today, the best prospecting areas are pockmarked by the hand dug pits, trenches, and shafts left by our predecessors. The success or productivity of the old-timers may be attributed to any or all of several factors. Granted, they were looking at virgin ground and at deposits that in many places were exposed. The factor most critical is, however, that they employed direct exploration methods. They walked over areas of interest, traversed swamps and mountains, and followed "colors" in stream gravels to their source. They also chipped rocks, dug pits, trenched along structures, and followed the "leads." Many of today's explorationists, on the other hand, adopt a more sophisticated approach. A geologic model is conjured up so the exploration team "knows" models, but the model should be applied at a later stage in the exploration effort. J. D. Ridge has written an excellent article on the role and timing of models. Geologists should collect and assemble data, facts, and observations and fit these into a model and not conceive a model and seek data to prove their vision. Further, many exploration managers are adept and talented at devising exploration programs. They can program and use modern exploration techniques and tools. They can apply these and their modeling capacity to assemble a glittering array of targets. It would appear that in all too many instances, creating targets has been equated with and is considered being productive. As noted, finding ore bodies is being productive in exploration. Creating targets may or may not lead to ore bodies. As an end result, locating targets is not productive exploration. How then does one foster productivity in exploration? Some suggestions are to increase the use of direct methods, follow the methods and philosophies of old-timers, look at more rocks, do more field work, use foot traverses, and do more drilling. I'm really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners.
