INTRODUCTION For many years mining at the Stobie mine of the Inco Metals Co. consisted mainly of fill-type mining for higher grade ores and block caving or blasthole open stope mining for lower grade ores. Open stope mining, although quite favorable in the initial stoping phase, has always presented problems in the pillar recovery phase, especially at depth. In 1966, sublevel caving was introduced. This method is ideally suited for low-grade ore and can be applied very successfully to intermediate or higher grade ores providing proper controls are enforced. Sublevel caving has three distinct advantages: it is highly adaptable to mechanization; it recovers the ore in one operation; and it provides adequate ground sup¬port and safety regardless of mining depth. This method does, however, make extra demands, particularly for new types of supporting services. The constant presence of rock makes quality control of the grade of the ore being extracted essential. Increased de¬velopment, different types of ventilation, roadways, and maintenance are only a few of the many changes re¬quired. The care and maintenance of the fleets of diesel equipment and the modification of equipment is a con¬stant challenge. CHOICE OF SUBLEVEL CAVING The question arises, why mine by sublevel caving? Fig. 1 shows a typical problem encountered by the open stope or blasthole mining method. Near the surface there is little or no ground support problem. As mining progresses to an intermediate depth, however, ground failure starts to occur in the supporting pillars. If open mining is carried beyond this point, the critical depth is soon reached, accompanied by hanging wall caving, ex¬tensive pillar failure, and the danger of losing control of the mining cycle. The rock caved from the hanging wall mixes with and dilutes the ore being extracted from the blasthole stopes. Ore losses occur when pillar failure pre¬vents drilling and development of part of the ore. The interruption to the mining cycle causes serious curtail¬ment in production until ground failure is controlled and the mining method changed to adapt to the new conditions. Having recognized the limitations of open stope min¬ing, alternatives were sought. The first alternative (Fig. 2) was to fill the open stopes with sand fill be¬fore extensive pillar deterioration occurred, recover the pillar ore by fill mining, and then convert to total fill mining below. If the ore grade is high enough it can support the costly fill method. Recovery will be at a much slower rate and will therefore extend over a longer period of time. On the other hand, sublevel caving gives complete primary mining recovery in a short time and is very adaptable to mechanization, which is now a necessity to combat spiralling labor costs and give greater produc¬tivity per man. Sublevel caving is ideally suited as a mining method for low-grade ore bodies which eventually reach a criti¬cal depth for open stope mining. DEVELOPMENT The development phase comes first and of course its main purpose is to gain access to the ore and provide a route for ore removal from the mine. Initially a 20% inclined service ramp is driven in the footwall rock (Figs. 3, 4, and 5). It is preferable to start at the top of a mining block and drive the ramp down¬ grade so gravity can assist in mucking the blasted de¬velopment round, and also access can be gained more quickly to the initial production area. The ramp nor¬mally turns at 3.1 rad (180°) about every 152.4 m (500 ft) to keep it reasonably close to the rock disposal

Oklahoma is a region of complex geology where a mobile belt of Paleozoic geosynclines and uplifts on the south abuts against the margin of the North American craton to the north. The state contains many classic areas where fundamental concepts of sedimentation, stratigraphy, structural geology, historical geology, mineral investigation, and petroleum exploration have been formulated through the years. In the southern Oklahoma mountain belts, there are exposed a great variety of igneous and sedimentary rock units seen at few other places in the Midcontinent area. Major geologic provinces of Oklahoma (Fig. 1) include: (1) the cratonic and relatively stable northern shelf areas, including the Ozark uplift; (2) the Ouachita geosyncline (now the Ouachita Mountain belt) and associated Arkoma basin in the southeast; and (3) the southern Oklahoma aulacogen (geosyncline), comprising the area of Anadarko, Ardmore, Marietta, and Hollis basins, as well as the Arbuckle and Wichita Mountain uplifts. The three principal fold belts, the Ouachitas, Arbuckles, and Wichitas, all originated from a series of Pennsylvanian orogenies (about 300 million years ago) in the two Paleozoic geosynclines.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. "PROJECT OVERVIEWThe Sistema de Potabilización Área Norte project (Northern Area Purification System) was a major expansion of the potable water system in Buenos Aires Province, Argentina. The aim of the project was to transport and purify raw water from the Paraná River to provide potable water for five communities in the northern part of the province, benefitting up to two million inhabitants. The project was constructed by a joint venture of four South American contractors (“the JV”), and consisted of the following key components:• Treatment Plant: A 16 hectare area was cleared for the construction of a treatment plant to purify 900,000 m3/day of raw water from the Paraná River and distribute it to the surrounding communities.• Bored Tunnel: Nearly 15 km of 3.6 m inner diameter tunnel, ranging from 18 to 22 m below grade, was bored with two EPB tunnel boring machines to draw the raw water from the river. The TBMs started from a central launch shaft and proceeded in opposite directions: Cristina advanced northbound to the Paraná River Intake System, and Liliana advanced southbound to the new treatment plant.• Access & Ventilation Shafts: Five access shafts and eight ventilation shafts were installed along the length of the tunnel. The access shafts were designed to provide entry points for inspection and maintenance of the final tunnel. The five shafts consisted of: one central launch shaft in the middle of the tunnel alignment, one retrieval shaft at each end of the tunnel (Intake and Treatment Plant, respectively), and two intermediate shafts. The intermediate shafts were installed before the TBM passed, with a final liner to be installed afterwards. Access Shaft 3, the intermediate shaft located between the launch shaft and the treatment plant, experienced persistent leaks during initial excavation attempts."

The effect of Federal restrictions on Federal mineral estate in Alaska and the Western States is being addressed by systematic, State-by- State studies. The Bureau of Mines has inventoried and classified 3.5 million sq km (876 million acres) of land, section-by-section, according to 1) mineral ownership, 2) availability for mineral exploration and development as affected by Federal restrictions, and 31, areas containing mines and mineral resources. The availability of Federal land for exploration and development is spatially compared to areas containing mines and mineral resources. The methodology and overall results of the studies are presented.

For efficient control of particle size in a wet grinding circuit, three alternative methods for monitoring pro- duct particle size are available. These methods are based on: 1. Ultrasonic wave absorption. 2. Low-angle forward scattering of a laser beam. 3. Inferential sizing techniques. The relative advantages and disadvantages of each technique are discussed. A particle size monitor can be used on a single grinding line to control the product particle size. To minimize the number of particle size monitors at an operation consisting of many similar grinding lines, a portable multi-stream on-line analyzer can be used. The paper outlines the design and the operational characteristics of the portable multi-stream online analyzer.

The Williams Mine mines and mills 6000 t/d (6600 stp’d) of gold ore using SAG/ball milling, leaching and CIP, electrowinning and refining. Electrowinning, high-pressure cathode washing, filtering, retorting and refining are based around the use of knitted stainless steel mesh cathodes. Their primary advantage over conventional steel wool cathodes is that electrowon gold can be washed off and the cathode can then be reused. Typically, the knitted cathodes have a useful life of up to 15 months. Gold production of up to15 t/month (50,000 oz/month) is easily processed with this system. Presented is a description of this operation, including a review of the equipment and performance data.

CARBAD is a recently developed Australian process for the recovery of gold and platinum group metals (PGM). The process relies on the selective agglomeration phenomena of the gold and PGM to capture the mineral in a carbon-hydrocarbon media. The precious minerals are then extracted from the loaded media by a solvent gold room process producing a relatively pure concentrate. The media is then reformed and recycled. The process development from batch test work to a 5 t/h commercial scale CARBAD plant is discussed. The operation and results of processing a variety of ore types at several alluvial and hardrock gold mines is examined. The operating and capital costs for the CARBAD process shows that it is significantly less than that the conventional CIP/CIL. The environmental safety of the process is a major feature where precious metal deposits are located within urban environments or within wilderness areas.

Longwall systems are used to mine approximately 50 pct of the world's total coal production. Single entries are the predominate method of longwall development in Europe and Asia where mining conditions are much more severe than those encountered in the United States. During the 1970's and early 19801s, the Bureau of Mines and the coal mining industry invested nearly $20 million in single entry and related research. This report reviews the accomplishments of single-entry research in the United States. Two U.S. single-entry field projects are described; the Sunnyside Single-Entry Project conducted in central Utah, and the Tunnel Boring project conducted in northern West Virginia. Two other important studies are discussed, the Single-Entry Study by NAMCO and the Single-Entry Design Study by Ketron. Inc. This review compares the resulting technology with European counterparts to further assess the utility and efficiency of the U.S. systems, and final1 y, it discusses future research and development options which would lead to safe and productive single-entry longwall development in this country.

Finnish mining traditions date back 400 years. The country was then one of Europe's major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.

Introduction The art of ripping has been around since the Romans built the Appian Way, but only in the last decade has ripping emerged as a close competitor with drilling and blasting in breaking up heavy rock formations. That is not to say ripping is as effective in every case, or even applicable in all cases, but it does provide a cost efficient option in many situations-if the optimum ripping techniques are used. Originally designed only to loosen hard pan, the ripper has evolved into a powerful tool, its capability increasing as the weight and horsepower of tractors increased. The tractor-mounted ripper extended the range of ripping because of the additional weight it brought to bear on the ripper tooth. Tandem ripping added the weight and power of a second tractor, extending the rippability range even further. Of course, the use of ripping depends on the type of material to be ripped. Not all rock can be ripped. Determination of rippability-an art in itself-is often inconclusive but there are certain universal principles that can be considered in the first step toward optimizing ripping techniques. Each of the three basic rock types, igneous, sedimentary, and metamorphic, exhibits characteristics that bear on rippability. Igneous rocks are the most difficult to rip because they lack the stratification and cleavage planes essential to ripping hard rock. Sedimentary rocks are generally the most easily ripped since they are built of layers differing in material, texture, color, and thickness. Metamorphic rocks vary in rippability with degree of lamination or cleavage caused by transformation from pre-existing rock. The condition of rock also affects its rippability. Although sedimentary rocks offer the best opportunity to rip and igneous and metamorphic the least, decomposed granite and other weathered igneous and metamorphic rock often can be ripped economically. Little or no trouble is encountered with hardpan, clays, shales, or cemented gravel. Likewise, highly stratified or laminated rocks offer good possibilities for ripping. However, thicklybedded rock formations generally must be drilled and blasted. The physical characteristics that favor ripping may be summarized as follows: • Fractures, faults, and planes of weakness of any kind; • Weathering, resulting from temperature and moisture changes; • Brittleness and crystalline nature; • High degree of stratification or lamination; • Large grain size; • Moisture permeated clay, shale, and rock formations; and • Low compressive strength. Ripper Types A second fundamental to optimal ripping is choosing the right equipment for a particular job. There are three types of rippers-the hinge, the parallelogram, and the adjustable parallelogram. In the hinge ripper the linkage carrying the beam and shank pivots on a fixed point at the rear of the tractor. The resulting arc from up and down movement causes up to 30° differential in the tip-ground angle. Thus, the tooth angle changes as it enters and proceeds to ripping depth. The parallelogram ripper's linkage maintains the same tip-ground angle regardless of tooth depth. This type of ripper has advantages over the hinge-type when ripping above maximum depth, but does not provide the aggressive tooth angle necessary for hard-to-penetrate materials. The adjustable parallelogram combines the benefits of both the hinge and the parallelogram rippers. It has the additional benefit of being able to vary the tip angle to the optimum angle of penetration. It can also be adjusted while moving, for the optimum ripping angle in any material. Several other factors that are important in selecting the right ripping equipment are down pressure available at the tip of the ripper, tractor flywheel horsepower, and the tractor's gross weight. Down pressure at the tip determines whether ripper penetration can be obtained and maintained. Flywheel horsepower rating determines whether the tractor has the power to advance the tip. The tractor's gross weight determines whether the tractor will have sufficient- to use the horsepower. The best ripping procedure depends on the job's actual conditions. While conditions, vary, it is still possible to apply certain proven techniques to a typical ripping situation. Caterpillar Tractor Co.'s Handbook on Ripping says optimum ripping efficiency can be realized if-before actual ripping begins-these questions and answers are considered.

The axial mixing characteristics of a pilot-scale flotation column were investigated with the objective of identifying means to mitigate the extent of axial mixing that adversely affects its grade/recovery performance. A wide range of design and operating conditions was investigated and the experimental results, obtained using the dynamic response method, were analyzed using three axial mixing models. The dynamic response of the column can best be described using the axial dispersion model. The results obtained suggest that the value of the axial dispersion coefficient, EL. can be signi6cantly reduced by judicial selection of hydrodynamic conditions and/or the use of column inserts that suppress the onset of hydrodynamic instabilities inherent to the operation of conventional flotation columns. Up to 40% reduction in the value of EL was thus obtained by using spargers that produce more uniform bubble sizes, while up to 30% reductions were obtained by controlling the residual frother concentration.

Dewatering is a major operational cost at sane mines. Under certain conditions, costs associated with water disposal may continue beyond the productive life of the mine. For mines with mineralized waters, this is of special concern. Since 1974 experience has been gained from the examination of a number of closed underground metal mines that exhibited drainage problems. It was observed in certain cases, that had appropriate steps been taken prior to closure, that the resulting drainage problems could have been largely avoided. The pre-closure steps would have involved alteration to the "plumbing system" of the mines: i.e., the drifts and crosscuts interconnecting the workings of the mine. This could have best been accomplished by the placement of bulkheads and/or selective drifting. In addition to reconfirming that hindsight is 20-20, a lesson learned from these case studies shows that a relatively simple hydrologic evaluation prior to mine closure may avoid a troublesome and costly drainage problem.

He worked at the Falconbridge in Sudbury area, also at Brenda Mines, and then he became part of the Brenda Process Technology group in British Columbia. He joined Freeport in late 1993 in Indonesia, and was involved in process control and automation. He is now the senior manager of metallurgy in New Orleans. He's responsible for designing Freeport's new 100,000-ton-per-day expansion concentrator, which is currently being commissioned. Please welcome Andrew. ANDREW NEALE: With the ongoing explosion in digital computing power, there seems to be no limit to what can be modeled, simulated, and controlled in the mineral processing plant. However, at each stage of development of a control system, it is necessary to complete a cost-benefit analysis for justifying the move to a higher level of control. Incremental improvements in plant performance, while often significant, must be weighed against the costs of implementation and long-term maintenance. This presentation will provide examples of what the author believes are misplaced or misguided process control efforts and make a case for the KISS principle as applied to process control.

INTRODUCTION Homestake Mining Co. owns and operates the Bull¬dog Mountain mine near Creede, CO. Lead-silver con¬centrates are produced from ores extracted from narrow veins which dip from 1.04 to 1.39 rad (60 to 80°). An¬nual mill throughput is approximately 90 700 t (100,000 st). Ore shoots average 2 m (7 ft) in width and the ore is often weak, muddy, and poorly consolidated. Walls can be either strong or highly fractured along the strike of the veins. Cut-and-fill methods were initially selected to mine the deposit and considerable overhand mining occurred during the initial stages of the mine. Because of un¬stable ground conditions, mine management recognized that other methods would have to be employed. Undercut-and-fill mining was adapted to extract the loose ore from narrow veins and is presently the primary method used. Approximately 80% of the annual pro¬duction is extracted by this system. Loading ramps are positioned along the strike of the vein on 90-m (300-ft) intervals to allow for 45-m (150-ft) long cuts in each direction from the extraction raise. This interval was selected for efficient slusher operation and stope cycling. Loading ramps rather than chutes were selected for ore movement into 4.5-t (5-st) Granby-type cars because of extremely sticky ore conditions. Mined-out areas are filled with deslimed mill sands. Sand is pumped from the mill into two mine storage dams where the water is decanted. Each dam has a 544-t (600-st) capacity. Sand is pumped into the mine at a 30 to 40% slurry through 2195 m (7200 ft) of 51-mm (2-in.) thick wall pipe. When called for, sand is reslurried within the dams to a density of 55 to 65% and pumped to the particular mine opening requiring fill. Dry cement is added to the slurry prior to pumping. The capacity of the mine fill system is 20 t/h (22 stph). DEVELOPMENT Vertical development below the main adit level oc¬curs on 61-m (200-ft) intervals from an internal winze. Main haulage drifts or laterals are 2.7 x 2.7 m (9 x 9 ft) in section and driven parallel to the vein structures. Ground conditions generally dictate that better progress can be realized in the footwall than in the hanging wall. A distance of approximately 21 m (70 ft) is maintained between vein and drift openings to accommodate a smooth 18-m (60-ft) radius curve for crosscuts which are driven on 91-m (300-ft) intervals. Approximately 18 m (60 ft) of tail room is driven past the vein inter¬section to accommodate train loading. Ore and waste are hauled using diesel or electric driven locomotives operating over 18-kg (40-Ib) rail [762-mm (30-in.) gage]. Loading ramps are established above each crosscut¬ vein intersection. Scram drifts are then driven in the vein to determine the width and grade of the ore. If a prior decision to mine the block had been reached, then the scram is driven only far enough [about 12 m (40 ft)] to establish a drawpoint and scraper tail room. In most cases, the drawpoint is a 2.1 x 2.1-m (7 x 7-ft) cutout driven about 2.4 m (8 ft) into the footwall. On the level above, a raise bore station is established in the footwall to one side of the crosscut-vein inter¬section. The station is of sufficient size to accommo¬date a Robbins 41R raise boring machine. Support for the station is accomplished with 1.2 and 1.8-m (4 and 6-ft) roof bolts and wire screening. Once completed, a 152-mm (6-in.) concrete slab is poured and the raise drill set in position to center the 1.5-m (5-ft) diam hole approximately 1.8 m (6 ft) from the vein footwall. A 229-mm (9-in.) pilot hole is then drilled to the scram cutout below and reamed back to full diameter (see Fig. 1). STOPING Initial mining in a typical undercut-and-fill stope be¬gins from the top of the borehole. The initial cut can be either immediately beneath the track level or the old scram drift depending upon the particular situation. Cuts vary but are generally 2.4 to 3 m (8 to 10 ft) high. Support is accomplished by square-set timber, overhead caps, or roof bolts and screening depending upon ground conditions. Once the initial cut is removed, underhand timber and screen is installed and cemented sand fill placed. The stope is then ready for undercut mining. Prepara¬tion work begins with sinking 4.5 to 6 m (15 to 20 ft) on the borehole plus cutting a slot to the vein. As sinking progresses, hanging sets are installed to provide man¬way and service facilities. Hanging sets 1.7 m (5 ft 8 in.) long and 1.6 x 2.2 m (5 ft 4 in. x 7 ft 4 in.) in section are installed with steel hangers similar to shaft sets. Framed 203 x 203-mm (8 x 8-in.) timbers are made up in advance and shipped to the stope during sinking operations. When manway and service facilities are completed to the floor of cut to be mined, generally 3.65 to 4.3 m (12 to 14 ft) below the previous sand fill, the ore is removed to the hanging wall plus a round each way along the vein. Levelers or long stringers are then installed over the raise opening to support the work deck, slusher, and grizzly opening. All waste and ore from the sinking process is fed by gravity to the raise (see Fig. 2). Once the stope is equipped, mining pro¬gresses outward in each direction from the grizzly open¬ing. Stope equipment consists of 907 kg (2000 lb) pull air tuggers, timber skips, 11-kW (15-hp) ventilation fans, 15 to 22-kW (20 to 30-hp) electric slushers, 762 to 1270-mm (30 to 50-in.) scrapers, 67-mm (25/a-in. ) jackleg drills, as well as other drilling and blasting supplies. In narrow stopes [generally less than 2 m (7 ft) wide], no support is required for the underhand caps of the previous fill. Where wide sections in the vein occur, segment braces are installed beneath the caps to insure that the sand support cannot slip away from the hanging wall. "INTRODUCTION Contrary to popular belief, Arizona State Trust land is not public land. All uses of the land must benefit the Trust, a fact that is considered with the review of each application received for sale, lease, or permit. This includes applications for activities ranging from commercial development to recreation. In 1863, the Territory of Arizona was established by an act of Congress. This act reserved sections 16 and 36 in each township to be held in trust for the benefit of the common schools. Later, the Enabling Act of 1910 allowed the Territory of Arizona to prepare for statehood. This act reserved the additional sections 2 and 32 of each township for the common schools and granted another 2,350,000 acres to be held in trust for other beneficiaries. In all, Congress granted the State of Arizona almost 11 million acres. The State was to manage those lands and maximize revenue for 13 separate beneficiaries. To meet this mandate, the State established the Arizona State Land Department (ASLD) in 1915. During fiscal year 2015, the ASLD contributed $136 million to the permanent fund, bringing the total value to over $5.1 billion, through the sale and leasing of the land and natural products which includes minerals. The current inventory of State Trust lands includes 9.2 million acres representing about 12.7% of the State.The ASLD Minerals Section manages the exploration, development, and leasing of mineral products on State Trust land. We are not a regulatory agency, but a department guided by our fiduciary responsibilities to the Trust. Our mineral programs include: Exploration Permits, Mineral Leases, Mineral Material Leases, Geothermal Leases, Oil & Gas Leases, and Special Land Use Permits. INDUSTRIAL MINERALS ON ARIZONA STATE TRUST LAND Industrial minerals fall under the category of either Mineral or Mineral Materials Leases. Common industrial minerals found on Arizona State Trust land include potash, limestone, gypsum, salt, specialty clays, zeolites, crushed stone, and sand and gravel."

In spite of the progress made by geostatistical theory over the years, evaluation of low grade open pit gold deposits continues to be challenging. Many Carlin type deposits are modelled from exploration drilling spaced on 10C foot centers. From these drill holes, 50 by 50 by 20 foot blocks containing about 4000 tons of material are estimated. The block size is a compromise between being large enough for a good geostatistical estimation and being small enough for practical pit limit analysis and mine planning. Most of these gold deposits are highly variable and include ore and waste zones that are too small to be properly defined from exploration drilling information. Because of this, selective mining is controlled by sampling closely spaced blast holes where the density can be as high as 50 blast holes per exploration drill hole intercept. Figure 1 illustrates an example of the ore/waste contact definition before and after blast hole sampling. With exploration information only, a tentative ore/waste contact can be drawn between the exploration blocks.

Equipment wear is one of the major concerns in screening of coal and minerals. Not only does it decrease the screen service life, it also results in inconsistent aperture sizes and deteriorates the efficiencies of downstream operations. In this research, a coating technique based on laser surface engineering (LSE) was successfully developed to increase the life span of raw coal screens. The microstructure and wear properties of the coating were investigated in this study. Enhanced wear resistance performance (up to 11-fold increase) of coated screens has been achieved in laboratory wear tests.

On the basis of tonnage, the sand and gravel industry is the second largest nonfuel mineral industry in the United States. In 1990, the production of sand and gravel was 927 Mt valued at $3.4 billion. California, which leads the nation with more than 126 Mt, together with Texas, Washington, Michigan, and Ohio, account for 36% of the total production in the nation (Table 1). In commercial usage, sand applies to rock or mineral fragments ranging in size from particles retained on a No. 200 Sieve (0.074 mm openings) to those passing a No. 4 Sieve (4.76 mm openings). Gravel consists of rock or mineral fragments larger than 4.76 mm, ranging up to 88.9 mm maximum size. The construction industry consumes 97% of the sand and gravel produced; the remainder is sand used for specialized products such as glass (see chapter on Industrial Sand and Sandstone and Glass Raw Materials). Utilization The building industry uses sand and gravel chiefly as aggregate in portland cement concrete, mortar, and plaster; the paving industry uses sand and gravel in both asphaltic mixtures and portland cement concrete. Aggregate is commonly designated as the inert fragmental material that is bound into a conglomerate mass by a cementing material such as portland cement, asphalt, or gypsum plaster. Sand and gravel is also used as construction fill, road base and subbase, and decorative material. Portland Cement Concrete Aggregates: Portland cement concrete consists of sand and gravel surrounded and held together by hardened portland cement paste. Concrete mixes commonly contain 15 to 20% water, 7 to 14% cement, and66 to 78% aggregate. Sand and gravel used as concrete aggregate have to meet many requirements (Goldman and Reining, 1983). Premature deterioration of concrete has been traced in many instances to the use of unsuitable aggregates. Asphaltic Aggregate: Asphaltic mixtures used predominantly for paving consist of combinations of sand, gravel, and mineral filler (material finer than 0.076 mm), uniformly coated and mixed with asphalt produced in the refining of petroleum. Sand and gravel used as asphaltic aggregate must meet the same general physical requirements as materials used for portland cement aggregate. GEOLOGY General Requirements of Aggregates Construction aggregate has many requirements that are difficult to meet if only unprocessed material from natural deposits is used. Suitable material is composed of clean, uncoated, properly shaped particles that are sound and durable. Soundness and durability are terms used to denote the ability of aggregates to retain a uniform physical and chemical state over a long period of time so as not to disintegrate when exposed to weathering and other destructive processes. Individual particles must be tough and firm, possessing the strength to resist physical stresses and chemical and physical changes, that may cause swelling, cracking, softening, and leaching. The aggregate should not be contaminated by excessive clayey material, silt, mica, organic matter, chemical salts, and surface coatings. Physical Properties: The quality of aggregate depends upon its physical and chemical properties. These, in turn, may be inherent mineralogical and textural features of the rock or may be the effects of later changes such as tectonics, mechanical or chemical weathering, or incrustations. The physical properties most significant for concrete use are: 1) abundance and nature of fractures and pores, 2) particle shape and surface texture, and 3) volume changes which may occur because of freezing and thawing or wetting and drying. An aggregate is considered to be physically sound if it is adequately strong and capable of resisting the agencies of weathering without disruption or decomposition. Minerals or rock particles that are physically weak, extremely water absorptive, and easily cleavable are susceptible to breakdown. The use of such materials in concrete reduces strength or leads to early deterioration by promoting weak bond between cement and aggregate, or by inducing cracking, spalling, or popouts. Severely weathered, soft, micaceous, or porous materials may cause localized stresses to develop in concrete by swelling and shrinking during wetting and drying or freezing and thawing cycles. Physical Suitability of the Various Rock Types. Sedimentary rocks have a wide range in physical and chemical qualities. Sand- stones and limestones, if hard and dense, are ordinarily satisfactory, but many sandstones are friable and excessively porous and commonly are clay-bearing. Shales generally make poor aggregate material, being soft, weak, and absorptive. Most igneous rocks are satisfactory, being normally hard, tough, and dense. Tuffs and certain flow rocks may be extremely porous and have high water absorption and low strength. Metamorphic rocks differ in character. Most quartzites are massive, tough, and dense. Fine-grained marbles are usually durable, but coarse-grained marbles have low abrasion resistance. Gneisses are ordinarily very tough and durable. Some schists contain micaceous minerals that are undesirable because they are soft, laminated, and absorptive. Micaceous minerals are susceptible to splitting along cleavage planes and thereby impair particle strength and durability. Some schists and slates in particular are thinly laminated and tend to assume flat slabby shapes that lack strength-and do not pack well. Any or all of these rock types may be rendered undesirable because of harmful exterior coatings. Weathering processes, particularly the action of ground waters, deposit these coatings. The most common coatings are calcium carbonate, clay, silt, opal, chalcedony, iron oxide, manganese oxide, and gypsum. Particles with these coatings are undesirable as aggregates because the bond between particle and coating may be weak, and decreasing the strength of the aggregate-cement bond.
