Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

The term "finite element analysis" is heard and seen in print a great deal these days; a few words on what precisely it is are in order. In the broadest sense, finite element analysis is an application of an idea developed by a nineteenth century mathematician named Rayleigh. His basic idea was to decompose any problem in mathematical physics into a large number of simpler problems, solve the simpler problems, and then put those solutions together to form an approximation to the solution of the original problem. The scheme works nicely because of two features: first, much of the difficulty in solving practical problems of mathematical physics stems from irregularities in the boundaries and the simpler problems can be chosen with regular boundaries and second the smaller problems are solved for small physical areas where simple approximations of the solution do not differ much from the true solution. In the narrower sense, in which we are now interested, finite element analysis is a technique of using imaginary simple structural elements to construct analytical models of real structures. A direct parallel with the Rayleigh approach exists since the "finite elements" have simple boundaries and are restricted to simple behavior within a single element. Although the correspondence between Rayleigh's ideas and finite element analysis is now widely recognized, the computational tool, as it has developed over the last thirty years, comes not from the discipline of physics but rather from that of structural engineering. As a member of the vast fraternity of those that supply and service the mining industry, I can assure you that we are amused, amazed, and horrified at the poor drilling and blasting practices of a great number of operations. Yes, ?horrified?. After all, that is our product you are using and abusing. We all know that drilling and blasting is expensive. In some operations D & B costs may exceed excavating or hauling costs, or both. At any rate, it is the only portion of the whole operation that could be said to directly affect other costs. There is no argument that it affects excavating costs. If the overburden and/or product is drilled and hauled, it affects haulage costs. It can easily affect milling costs, if more or less fines is important. And poor fragmentation affects crushing costs. If scalping is done ahead of the primary crusher it can affect production. As has been pointed out, the D & B operation itself is costly, and therefore should lend itself to close scrutiny. Anyone that could immediately decrease haulage costs by 10% would be a hero with any mining company.

This paper describes a proposed solution to the problem of mining a 315 foot diameter unsupported sphere at a depth of 2700 feet in a salt dome by conventional mining methods. The proposed solution utilizes many of the varied technologies available to the mining engineer for solving mining and underground construction problems. The following are reviewed in the paper: A. The location of the sphere within the dome as required by construction criteria. B. The relation of the location of the access shafts to the sphere. C. The rock mechanics theory in relation to the salt dome and large size of the excavation. D. The proposed "honeycomb" method of mining which will be a partial answer to rock mechanics stability requirements. E. The equipment which it is recommended be utilized to accomplish the construction. F. The rock mechanics measuring instruments proposed. G. The methods of disposal of the mined salt. Conclusions and areas of further study are outlined in the final statement.

Discussion by D.G. Krige I read the paper "The jackknife approach" with interest. There appears to be a widespread misunderstanding of the kriging variance as a measure of the error variance of the kriged grade estimate of an ore block. Virtually all mineral deposits display skew frequency distributions and are subject to the well-known proportional effect. Thus, it is usual to find in an ore body, when subdivided a really into subpopulations, that the variances of the grades (or the total sills of the variograms) for the subpopulations will be correlated with the corresponding mean grades (usually linearly with the squares of the mean grades). Thus, the variogram will be station. When this feature is evident, the relative variograms for the subpopulations (i.e., with variogram values divided by the relevant mean squared) will be similar, or they could even be accepted at an averaged model for the whole ore body with stationarity. Using this approach, the kriging variance will reflect the relative error variance that is to be multiplied by the kriged block grade estimate squared to yield the usual kriging variance for purposes of confidential limits. The objection that the kriging variance does not take into account the local grades used for a block valuation then falls away. In the example given by the authors, the global mean grade is not recorded. But the global variance, taken at the value of the total sill, is 0.005, whereas the variance of the 11 values used in the example is 0.000152. The two variances differ by a factor of nearly six. If the relative variogram approach is applicable in this case, the need for a jackknife technique will fall away. Also note that, for skew distributions, the confidence limits for ore-block estimates will be skew as well, and symmetrical normal limits will not apply. RepIy by G.S. Adisoma and M.G. Hester There are a few interesting ways to utilize the block-by-block kriging variance that the authors have encountered. One of them is to classify a particular block into a proven-probable reserve or a possible-resource category, using a somewhat subjectively determined kriging variance value. Here, the kriging variance still represents the drilling density, i.e., data configuration more than the data values. Professor Krige mentions another ingenious approach through the use of relative variograms. This will yield a block kriging variance that takes into account local (block) grade, as he correctly points out, for purposes of confidence limits. However, we are more interested in quantifying the uncertainties associated with grade estimation in a much larger scale than a block. e.g., for a mining phase or the minable reserve. The jackknife, through the block kriging shortcut, provides a simple solution to obtain a single estimation variance for a general shape. The authors' main reference discusses different ways to handle skewed distributions typical in mineral resource estimation, e.g., the weighted jackknife approach or data transformation. Also, as with any technique, we can always improve our estimate by subdividing into smaller populations that are geologically and statistically separate domains. As we have mentioned; the jackknife is but a tool in our collection of tools to solve estimation problems. The jackknife's appeals are its simplicity and versatility. It is handy when no other solution is available, or when the available solution is not practical. It is used with other methods, not to replace them altogether. ?

The ever-increasing power (and decreasing cost) of computers has opened up substantial oppor¬tunities for 'Vision'-based systems in both on-line and off-line control. This paper reviews image analysis applications in use at the Julius Kruttschnitt Mineral Research Centre (JKMRC) for: •blast and mill feed size monitoring; •AG/SAG mill model-based control; •mineral liberation; and •froth flotation control. The SPLIT™ image analysis system is being used to estimate muck pile and ROM feed sizings. AG/SAG mill feed sizing is being used in a dynamic model for mill control. A new generation mineral liberation analyzer has been developed with Philips Electron Optics. The Philips-JKMRC mineral liberation analyzer offers a substantial improvement in resolution and speed over previous developments. While on-line liberation control continues to be something of a pipe dream, measuring liberation "one shift behind" is now feasible. A robust instrument has been developed to measure flotation froth bubble size and velocity. The instrument also derives a parameter that allows different froth textures to be distinguished. The instrument has been used for on-line control in coal and sulfide flotation. For coal froth, an online ash estimate has been achieved at one site and is being tested at other sites. Overall, image analysis is finding many applications in mineral processing and control.

The 1970s have witnessed the completion and successful start-up of several new non-ferrous metallurgical operations in the Western Hemisphere which utilize large semi-autogenous mills in the grinding circuits. These facilities' are arranged either as single-stage circuits, or in a two-stage configuration n with ball mills. Another major concentrator, designed with an autogenous mill, ball mill, crusher (ABC circuit), is presently under construction and scheduled for start-up late this year. The large primary mills employed in these circuits have high diameter-to-length ratios and are designed to accept a very coarse feed, i.e., the product of a primary gyratory crusher, or run-of-mine ore. This characteristic obviates the need for a secondary-tertiary crushing plant or, in selected cases, even a primary crusher, which is a basic requirement in feed preparation for conventional grinding mills. This paper discusses three such grinding circuits and, presents operating data for two of them: the Island Copper Mine of Utah Mines, Ltd., near Port Hardy, British-Columbia,- and the Pueblo Viejo Cyanide Leach Plant of Rosario' Dominicana, S.A. on the island of Hispaniola. The design criteria for the Cyprus Bagdad Concentrator under construction' at Bagdad, Arizona, are also included. Data pertinent to these circuits are tabulated in the Summary.

International Minerals and Chemical Corporation operates one of six potash mines in the Carlsbad potash basin. More than 90 percent of America's potash is produced at Carlsbad and IMC accounts for about one-fifth of that amount, Since the Company began operations in 1941 it has mined nearly 50 million tons of ore. Of the two types of ore mined at Carlsbad the principal tonnage is sylvinite in which sylvite-potassium chloride-is the ore mineral. It is produced by IMC as well as by all other mines in the area, In addition to sylvinite IMC is the exclusive producer of langbeinite ore--potassium-magnesium sulfate. Valuations can be molded, twisted and misinterpreted. Cases of spurious scope setting; limits to the information or access by the valuer; difficulties with the lack of comparative valuations; inappropriate valuation methods and outright speculations are described. None should be accepted by an experienced, independent minerals valuer. The Australasian Institute of Mining and Metallurgy (TheAusIMM) is working on a Valmin Code for which a Manual of Best Practice and Valuation Guidelines may be developed.

Carbon-in-pulp (CIP) is the preferred method of gold recovery om cyanided plp. However, other gold adsorbents (namely, ton-exchange resms) are being introduced to the industry as they are considered to have several advantages over carbon for the recoery of gold. A set of test methods have been developed by the industry to evaluate the quality of different carbons. owever, many ?f these tests are not applicable to evaluating ton-exchange resms. Hence, a need has arisen for a method to evaluate the different adsorbents. This paper introduces a philosophy to evaluate an adsorbent that results in an estimation of the capital cost and the operating cost associated with the adsorbent. Tests that have been devel­ oped to evaluate the ability of an adsorbent to adsorb gold (in­solutton . counter-current) and to evaluate the optimum adsorbent for a specific pulp (in-pulp batch) are introduced. A method of converting the test data into an economic dimension is present­ed. Case studies are presented to highlight the discussion.

The federal standard for limiting exposures to miners from radon daughters was reduced from 12 working level months (WLM) per year to 4 WLM per year in 1971. However, even at that time some researchers were concerned that the new limit would eventually be shown to result in an excess risk for lung cancer mortality in miners. The National Institute for Occupational Safety and Health (NIOSH) is now engaged in a comprehensive review of this topic. As the lead agency in this project, NIOSH has developed a work plan and established a work group to implement this plan. The procedure and specific considerations are outlined in the work plan for developing a comprehensive ionizing radiation standard recommendation for all miners, underground and surface. Such a recommendation will not only include estimates of health risks at various levels of exposure, but also appropriate recommendations for medical monitoring, sampling and analytical methods, sampling strategies, posting, engineering controls, personal protective equipment and recordkeeping. The work group has twenty-four members. Eleven members are NIOSH personnel representing six divisions of the Institute. The remaining thirteen members represent other federal agencies, specifically the Bureau of Mines of the Department of the Interior, the Mine Safety and Health Administration and the Occupational Safety and Health Administration of the Department of Labor, the Office of Radiation Protection of the Environmental Protection Agency, and the Bureau of Radiological Health of the Food and Drug Administration, Department of Health and Human Services. Several factors contributed to the decision to initiate this project. First, the efficacy of the current standard was considered. An initial study group was formed in the spring of 1980 by NIOSH to identify and evaluate articles that contained information on lung cancer mortality risks at and below the present permissible exposure limit. The conclusion drawn from their evaluation was that a two-fold excess risk of lung cancer mortality at and below 120 cumulative working level months (CWLM) of exposure to radon daughters is evident. This composite indication from selected studies was of sufficient magnitude to justify further evaluation. The study group, however, recognized that other studies and information must also be considered in a quantitative risk assessment which would form the basis for recommending an acceptable and feasible permissible exposure limit. A second factor in the decision to pursue further evaluation was the gaps in the current standard that had previously been identified by the Mine Safety and Health Administration (MSHA). These included lack of medical monitoring of underground miners and absence of regulations for surface miners. The seriousness of the health hazard relative to other hazards in mining was also considered. Along with exposures to silica and asbestos fibers, radiation was judged to be one of the major health hazards in mining, These combined factors constituted the justification to develop criteria and recommendations for improved mandatory health standards. The development process begins with a survey and review of the available world-wide information on the topic, including data and information developed by NIOSH. The end product of this review is to be a document that will contain an evaluation of the collected information and support for any recommendations that are made. To develop this document, the present work group has been divided into five task groups with the following emphases: Health Effects, Medical Aspects, Monitoring, Environmental Exposures, and Engineering Controls and Work Practices. The Health Effects task group is to evaluate the evidence from epidemiologic and animal studies of adverse health effects associated with all forms of ionizing radiation encountered in mining and milling operations. The "weight-of-evidence" of the results of all relevant and useful studies will be summarized, with the reasons for emphasizing the cited studies. The critical cells or tissues and the factors that should be considered in estimating the dose to these areas from various types of radiation will be identified. An evaluation will be made of the possible impacts of smoking and exposure to diesel exhaust on the determination of health effects related to radiation. The implications of biologically redundant dose in terms of the time between tumor initiation and death will also be analyzed. The Medical Aspects task group is to review the generally-accepted and the state-of-the-art medical technology for the detection of adverse health effects from ionizing radiation exposure. An evaluation will be made of the accuracy of urine and fecal analysis, wholebody counting, chromosome analysis and nose blows, as well as their usefulness for early detection of adverse health effects. Early detection is of little utility to the affected individual unless subsequent medical care can improve the prognosis. Recommendations for screening tests will be made after carefully considering the accuracy of the diagnostic procedures and the usefulness of early detection. Required recordkeeping and transfer rights will also be addressed. The Monitoring task group is to consider the state-of-the-art technology for the monitoring of occupational radiation exposures. Instrumentation, sampling strategies and analytical procedures will be reviewed for both personal and area sampling. The implications of the associated levels of confidence for non-compliance decisions will be evaluated. The discussion will also include an evaluation of the feasibility of replacing present monitoring systems with recent technology and the impact that a possible lower permissible exposure limit would have on monitoring requirements. The Environmental Exposure task group is to investigate the field procedures and mathematical methodologies which have been used to quantitate exposure levels to the various kinds of ionizing radiation. The magnitude and direction of the possible biases in past exposure assessments will be estimated. Specific attention will be given to the controversies concerning the quantification of the biological dose equivalent and the feasibility of recommending standards for mixed radiation exposures which use "rem" as the unit of measurement. The ultimate objective of mine design is to determine the development and untilization of mining resources. Computer Aided Design (CAD) and automated mapping are becoming very popular in engineering and in mining. Any computer program which produces a design or model with the interaction of an engineer can be considered computer-aided design (CAD), but' the term CAD is often associated with interactive graphic design and mapping capabilities. Graphics can be effectively used to describe and model two-or-three dimensional mine workings, orebodies, and geologic structures. Interactive computer graphics is applied to mine design with a combination of deposit modeling techniques and the use of AutoCAD for interactive graphics and mapping. The combined system can perform a large part of the calculations and drafting work for geologic and mining design. Using computer calculation and graphics techniques, comparisons of alternatives, can be made quickly.

The Lornex mine is located on the Southern slope of the Highland Valley in South Central British Columbia. The large low grade deposit was discovered in 1964; stripping began in 1970, and the mill started commercial production in October of 1972. The orebody is classified as a complex porphyry type having as major constituent quartz diorite, with varying amounts of quartz, grano diorite, and porphyry. A substantial degree of alteration is evident in the host rock, and this became the key factor in major equipment selection for the grinding section. A pilot plant was constructed on the property capable of treating 100 TPD of ore. The ore was mined to be as representative as possible of the entire orebody by sinking a shaft and cross cutting the deposit underground.

Backfilling of mine voids is used to prevent or control the effects of subsidence on surface structures. The pumped-slurry, blind-backfilling process has been particularly successful for stabilizing ground over abandoned and inaccessible underground coal mines. Using this newer technology, vast quantities of backfill material can be distributed over wide areas in underground openings from a small number of injection boreholes. The rapid and successful development of this backfilling method, however, has outstripped technology for monitoring and controlling backfill placement. Surface or borehole remote sensing methods are needed to determine where fill material is being distributed underground and how effectively the material is packed in the voids. In search for improvements in backfill monitoring and control technology, potential remote geophysical sensing, process monitoring, and tracer methods were evaluated to select candidate systems for monitoring backfill placement under the constraints imposed by the injection process and the surface and subsurface conditions. ' A multiple objective ranking matrix, based on theoretical considerations as well as pragmatic experience with systems working in related or similar conditions, was used to narrow down potential methods to several most-favored candidates. Two of the candidates were field tested under actual operating conditions at a backfilling site in the Wilkes-Barre-Scranton region of northeastern Pennsylvania. Although process and acoustic emission monitoring indicated promise for improving existing backfill monitoring technology, more extensive testing under different conditions at various sites is required to establish the validity and utility of these methods. Results indicate that no single method is adequate in itself for backfill monitoring, and that a successful system will require the Integration of several methodologies.

"The performance of column flotation is strongly influenced by the effectiveness of the gas sparging system. Unfortunately, field studies suggest that gas injector systems used for column sparging are not always optimized. This unfavorable condition can create a number of issues within the concentrator including lower recoveries, poorer metallurgical upgrading, decreased capacities, increased circulating loads, higher reagent consumption and inefficient energy usage. To help overcome these problems, techniques have been developed that can be adopted by plant operators to improve sparger performance. These techniques include (i) design modifications to sparger components such as nozzles, distributors and internal parts and (ii) operational improvements such as proper balancing of gas/water flows, elimination of unnecessary pressure drops, and staged injection of frothing agents. This article reviews the important criteria that govern sparger operation and provides data showing how simple low-cost improvements can positively impact column performance. INTRODUCTION Column flotation cells have become the most popular machine design for industrial applications that require high purity concentrates. The superior metallurgical performance of column cells can be largely attributed to their unique geometry, which readily accommodates the use of froth washing systems. The wash water minimizes the nonselective entrainment of ultrafine gangue minerals that would otherwise be hydraulically carried in the water reporting to the froth concentrate. The larger height-to-diameter ratio of columns allows a deep froth to be maintained, which is essential to achieve even water distribution. Due to these unique features, column cells can provide impressive levels of metallurgical performance closely approaching the ultimate separation curve predicted using the flotation release analysis method (Kohmuench et al., 2007). Another very important feature of column cells is the design of the gas sparging system. One popular choice in the minerals processing industry is the Eriez SlamJet® sparger. As shown in Figure 1, this type of sparger operates by passing compressed gas through a small discharge nozzle. Fluid turbulence created by the exiting gas disperses and distributes small bubbles into the flotation pulp. The sparger is equipped with an internal moveable rod that is attached to a pressure diaphragm in the back housing of the sparger. The internal rod automatically moves back/forward and opens/closes the nozzle outlet when the compressed gas is switched on/off. This patented design effectively eliminates the accidental backflow of flotation pulp into the injection tube during shutdowns. The sparger can be operated as a gas-only injector or with the introduction of a small amount of high-pressure sparger water (Kohmuench et al., 2010)."

An innovative biological treatment system designed to detoxify cyanide and nitrate and immobilize metals from cyanide leach operations is described. A pilot-plant demonstration was conducted to detoxify cyanide and immobilize several metals from a process stream at the McCoy/Cove Mine. Testing was performed under the EPA's Mine Waste Technology and Superfund Innovative Technology Evaluation Demonstration Programs. This technology was successful in detoxifying cyanide and effective in removing metals. The pH was consistently neutralized and nitrates were successfully removed. Results show that biological treatment can offer an innovative, cost-effective alternative for the treatment of mining wastewaters.

The development of flotation machines since the first industrial use of the process can be divided into three stages. The first, up to about 1930, was marked by diversity in the means for contacting floatable mineral with the air/ water interface and for generating the interface, as well as in cell design. By 1927 Taggart (1) could list 170 patents covering flotation cells, and he mentioned dozens which were or had been in operation. He divided cells into eight categories according to design, type of separating interface, and where in the cell and how separation took place. These were: (1) Film or skin flotation with wet or dry oiling of surfaces; (2) pulp body process with bubbles generated chemically by pressure reduction, by vacuum or by boiling; (3) agitation-froth processes involving local supersaturation with air; (4) bubble column; (5) pneumatic; (6) cascade; (7) subaeration; and (8) combination and miscellaneous types and processes. Most widely used then were the agitation-froth, sub- aeration, pneumatic types. By 1943 a significant reduction in categories had occurred to the two main divisions of mechanical and pneumatic cells according to whether agitation and aeration were (a) by an impeller with or without compressed air, or (b) by compressed air alone. Cells at that time were still relatively small; the Morenci Concentrator completed in 1942 used 432 1.7m3 (60 cu ft) Fagergrens for roughing 45,000 and later up to 55,000 t/d.

"Phosphate" is a misnomer as often used. The word is increasingly used to refer to any material containing phosphorus - an element essential to any form of life. Phosphate rock, a mineral - fluorapitate - is recovered from Florida's sedimentary deposits in particle sires ranging from 0.1 to 13.0 millimeter. This product of mining, washing, screening, and flotation is commonly called "phosphate". Its phosphorus content, measured and reported as P2O5, varies from 29% to 35%, and is essentially insoluble. "Phosphate" is also used to describe products containing soluble phosphorus obtained from acidulation of phosphate rock with mineral acids; primarily, sulfuric acid. Many miners have nearby chemical plants wherein phosphate rock is converted into upgraded products such as phosphoric acid, superphosohates, and ammonium phosphates with 45% to 70% P205, soluble and suitable for use as fertilizer. The rock and upgraded products are all commonly called "phosphate"; the plants, "phosphate plants' and the producers collectively are known as the "phosphate industry". The public in Central Florida generally loses identification of the individual operators that include major corporations such as IMC. Williams Companies, W.R. Grace, Mobil, Embark, U.S. Steel, Borden, American Cyanamid and others. They all become just a "phosphate company".

The final cost and quality of a project employing equipment, labor, and materials is dependent upon the expediency and extent to which each of these parameters are used. An ideal solution then, would be one in which three solvable equations were given for each particular situation. The equipment, labor, and materials could then be solved for, and the perfect job would result. In reality, however, the ideal and most economical solution is seldom attainable by solving three given equations. Therefore, knowledge, experience, and sometimes guesswork must be relied upon when correlating equipment, labor, and materials. Drilling and blasting, in particular, is one operation which normally involves more uncertainty than other operations. It is also an operation in which the outcome is extremely critical for two reasons. First, the cost of the operation that follows drilling and blasting is dependent upon how well the material is fragmented. Second, once the drilling and blasting has taken place, it is impossible to return to the area, without considerable expense, and correct any mistakes that might have been made. Therefore, what is desired is a method by which drilling and blasting operations can be performed yielding optimum results at the lowest cost; this can best be accomplished by having the relationships between equipment, labor, and materials prior to their use. For obtaining best results, the selection of these three relationships must be based on knowledge, experience, and as little guesswork and uncertainty as possible.
