Table I identifies the maximum cost of the individual provisions with spoil disposal in Appalachia leading at $3.98 per ton, This was followed by deep mine subsidence control and monitoring at $1.66 per ton. At the request of the U.S. Department of Energy, the Bowser-Morner Testing Laboratories of Dayton, Ohio, evaluated Consol's cost estimates for 14 of the 21 regulatory provisions the company studied. It is interesting to note that Bowser-Morner concluded that Consol's estimates of costs were very conservative and that the actual costs will be substantially higher than what the company reported. In 1978 a joint committee of the National Coal Association and the American Mining Congress made estimates of cost impacts under 11 OSM permanent rules (see Table II). Six rules applied to mid-western strip mining were projected to cost $6.52 to $17.17 per ton. Five rules applied to mid-western strip mines showed costs ranging from $.91 to $6.11 per ton. Three rules applied to deep mines (regardless of region) were seen raising costs from $ .57 to $2.67 per ton. The joint committee reported trouble developing overall figures because member firms used widely different assumptions in calculating their costs. That same statement could no doubt be made when comparing most cost data available today.

As the number of prime surface coal mining sites diminishes with time and with the potential for increased coal demand, areas that were previously not mined because of their difficult mining conditions, marginal economics, and controversial environmental nature, will have to be considered if surface coal mining is to continue in the future. Such sites include areas near major rivers, streams, and lakes. The name most commonly given to these areas by regulatory agencies is "wetlands". The exact definition(s) to the term "wetland" will be discussed later in this paper. Most coal operators are now more than familiar with permitting requirements under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The SMCRA permanent regulatory program recognizes the fact that coal mining operations will periodically encounter streams, wetlands, etc. Although discussed in various sections of the permanent program regulations, the relationship of coal mining operations to wetlands is particularly evident in the performance standards regarding hydrologic balance and protection of fish, wildlife and related environmental values.

Early disseminated copper mineralization at Quebrada Blanca, Chile, accompanied 38 million year old quartz monzonite stocks and dikes. Early mineralization was followed by hydrothermal mineralization, mineralized breccias, and post-mineral faulting. After supergene leaching and enrichment, Quebrada Blanca was buried under late Tertiary gravels, and then partially re- exposed in Quaternary time. Based on work to date the orebody appears to contain more than one hundred million tons of plus one percent secondarily enriched copper ore, overlying several hundred million tons of protore averaging more than 0.5% copper. A source of industrial water appears to have been located. Pilot scale metallurgical tests, mine planning, and feasibility studies are in progress.

The discussion covers the early laboratory studies to the design and erection of the full scale plant. Particular emphasis is placed on the problems encountered with commissioning and the strategies which were employed to solve them.

"A wind tunnel was designed to examine air flow, heat transfer and layering near an active fire at a working face. This tunnel simulates an active entry in an underground coal mine including an attached cross-cut of similar dimensions. A steel rectangular duct 1 ft. (0.305 m) tall, 3 ft. (0.914 m) wide and 10 ft. (3.05 m) long composes the main body of the tunnel and represents a mine entry. Air flow is generated by an exhausting centrifugal fan attached to one end of the crosscut. This fan was sized to supply air velocities based on Froude scaling. A 6 in. (15.25 cm) propane burner is used to simulate fires of various heat release rates at the working face. Thermocouples are used to map heat layering in the tunnel. Ports are installed for the introduction of tracer gases into and from sampling the system. Barometric, differential pressure, and temperature sensors are also included to monitor environmental conditions. Details about the design and testing of the system are presented including an overview of how the tunnel was scaled to accurately represent fire and flow phenomena. Finally, the proposed use of the tunnel for better understanding of mine fire phenomena and prevention is given. INTRODUCTION Fires in underground mines have been a concern since the dawn of mining. While technological advancements, regulations and best practices have improved both fire detection and firefighting techniques, mine fires continue to represent high risk events. From 2006 through 2015, fires accounted for 1.06% of fatalities in underground coal mines and 0.85 percent of fatalities in all underground mines in the United States (U.S. Department of Labor, 2006 to 2015). In addition to the risk of loss of life, mine fires can cause millions of dollars in equipment damages and lost production revenue. Extensive research has been conducted on how fires occur and spread in underground mines. In addition to testing conducted by government agencies such as the Mine Safety and Health Administration (MSHA) and the National Institute for Safety and Health (NIOSH) (e.g.(Liming, 2006), researchers like Verakis and Dalzell (Verakis, 1988) and Lowndes, et. al. (Lowndes, 2004) have furthered this field by studying ignitions and propagation of conveyor belt fires. While the studies of belt fires in mines are extensive, studies focused on fires at the working face are few in number. The particularly confined space and limited access to a working face, coupled with less robust, temporary ventilation controls create a unique environment that warrants special attention. Separate from studies on mine fires, the use of tracer gases to characterize flow patterns in normal mining ventilation is well established. In 1982, Timko and Thimons (Timko, 1982) outlined current and future applications of sulfur hexafluoride (SF6). However, little experimentation has been conducted to study specifically how tracer gases might be used to evaluate active mine fires and the fires’ effect on the surrounding mine environment (e.g.(Lindsay, 2014). In order to better understand the dynamics of smoke layering from a fire in an enclosed space, a small-scale apparatus was designed to map smoke layering and to examine other aspects of fire behavior at a working face. In addition to studying smoke flow around an active fire, experiments will be conducted using tracer gases in order to determine how they might be used to evaluate an underground fire."

"This research sought to facilitate improved stakeholder (community) analysis using discrete choice theory (DCT). The work considered 16 project attributes and four demographic factors. The discrete choice experiment was conducted in Salt Lake City, Utah to illustrate the usefulness of DCT in mining stakeholder analysis. The data was used in discrete choice modeling of individual preferences. The approach answers three important questions for enhanced stakeholder analysis: (1) What are the factors that affect individual preferences? (2) What is the effect of demographics on individual preferences? (3) What is the value of environmental and social impacts to individuals in the community? INTRODUCTION Stakeholder analysis is crucial for effective stakeholder engagement because it is important to identify and characterize stakeholders in order to effectively engage in dialogue with them. This is not only true for all stakeholders but true for characterizing the members of a particular stakeholder. The local community is usually the largest and most diverse single stakeholder group. Also, the local community is perhaps the most important stakeholder group. Thus, analysis of the local community is essential for project management. Conventional mining stakeholder analysis is a three-step process, which involves evaluating: (1) each stakeholder’s view of the project (positive, neutral, or negative); (2) how influential each stakeholder is (high, medium, or low); and (3) how they will be impacted by the project (high, medium, or low) (ICMM, 2012). The results of this evaluation are documented in a stakeholder analysis matrix (Table 1), which is used to classify the stakeholders into three groups: highly influential supporter of the project, neutral about the project, and highly influential opponent of the project. This process can be used to describe groups of stakeholders (e.g. community, non-governmental organizations, etc.) or individuals making up a particular stakeholder group (e.g. members of the local community)."

Recent work by Haas has made available information on densities and vapor pressures of solutions of differing salinities at temperatures up to 330°C. From these data it is possible to predict the behavior of volcanic exhalations of various degrees of salinity as they approach the sea floor. Particular attention is devoted to solutions of 5.0 weight per cent NaCl and 20 weight per cent NaCl, two fluids that approximate quite closely the salinities of what Roedder termed: (1) normal hydrothermal fluids and (2) fluids typical of stratiform deposits of low-temperature conditions of origin. It is apparent that solutions above 220-230°C. cannot reach a sea floor on which the depth of water is 600 feet or less in the liquid state but will boil at some appreciable depth beneath the sea floor. Such boiling would result in the precipitation of all constituents of the ore fluids of significantly lower vapor pressure than water. The principal such constituent would be salt, and no sulfide deposits, the major constituent of which is salt are known. It follows, therefore, that ore fluids probably never get close to the sea floor of shallow seas at temperatures high enough to permit boiling. Ore fluids significantly above 230°C. can reach the sea floor in the fluid state only if the depth of the sea in the area. in question is well above 600 feet, for example, solutions at temperatures of ±300°C. reach the sea floor in the liquid state only if the depth of sea water is slightly over 3000 feet. Ore fluids reaching the sea floor at such depths may be the parents of such fluids as the Red and Salton Sea brines. On the basis of these data, the Cyprus and Kuroko deposits are discussed.

For a given flotation system, the rate-controlling step in fine coal flotation can be the attachment of bubble to the fine coal particles. The probability of attachment depends upon the surface characteristics and the collector adsorption on the coal particle surfaces. Thus, to further improve the flotation rate and selectivity is to alter the distribution of hydrophobicity on coal particles efficiently by applying the effective means of collector dispersion. In order to enhance the combustible recovery and selectivity of fine coal flotation, and lower the amount of collector used in the fine coal flotation processes, four modes collector dispersion/addition techniques are tested. They are direct liquid addition in pulp (mechanical agitation), ultrasonic energy dispersed collector into pulp, atomized collector into pulp and gasified collector transported by air and formation of collector-air bubbles in pulp. The effect of four collector dispersion/addition methods on the floatability of -600 µ m (-30 mesh US sieve) coal samples from four ranks of coals were studied. The ultrasonic energy dispersed collector and atomized collector flotation processes enhance flotation yield and most significantly improve the kinetics of fine coal flotation. The gasified flotation process can increase the selectivity of separation and decrease the collector consumption due to starvation flotation is achieved in this process. The flotation efficiency of gasified collector process is as high as that of conventional flotation. It is because that the effect of the decrease in the combustible recovery is offset by the increase of selectivity. In addition to flotation experiments, induction times of bubble attachment to the bed of fine coal particles for four ranks of coals are measured.

Large-scale groundwater withdrawals are necessary to depressurize a confined aquifer system allowing the dry open-pit mining of the overlying phosphate ore. The extent of the existing and planned groundwater development led to the establishment by the State of North Carolina of Capacity Use Area No. l. Groundwater use in the Capacity Use Area is regulated by a permitting system. A two-dimensional finite-difference ground- water flow model was developed for North Carolina Phosphate Corporation. The aim of the model is to aid the Corporation in matters relating to permitting by serving as a predictive tool. The model can be used to project regional water level impacts resulting from various scenarios of depressurization pumping.

Land use planning is not a new concept in the United States but the emphasis has changed drastically since the early 1960's. Under the old interpretation we tried to expand our frontiers and develop our land, but as society has become more affluent and mobile the demand has grown to preserve those parts remaining undeveloped. There is something of a paradox inherent in this change of emphasis. While affluence has motivated our support to preserve the quality of the natural environment, industrial development is needed to support the affluence. Because we cannot accomplish all of each, sound planning and compromise will be necessary since it is unlikely that, the American people will want to surrender much of their life-style or their awakening environmental concern. Any industrial society, whether a goal reached or an aim yet ahead, is built largely on the use of mineral raw materials and energy, the physical base of nearly all activities and products. The standard of living which is important to us all is growing more dependent upon these minerals, metals, and energy fuels. Although reduction in consumption of raw materials may be acceptable to those at a certain economic level of a society, those who have not reached that level cannot be expected to accept a lowering of their present or anticipated standard of living.

INTRODUCTION Coal gold agglomeration (CGA) is a new concept in gold processing. It involves the recovery of oleophilic (oil-loving) gold grains by causing them to adhere selectively to the surfaces of coal oil agglomerates. Under optimum conditions very high recoveries of gold. can be achieved. The agglomerates are recycled to build up gold loading to typically 1000 - 5000 g/tonne. Bullion can be produced by burning the loaded agglomerates with subsequent recovery of gold from the highly loaded ash either by dissolution/electrowinning or smelting. A wide-ranging programme of laboratory testwork has been performed to investigate the response of different ore types to the process. This has shown CGA to be most applicable to ores in which the gold is liberated or easily liberatable, relatively coarse (ca 500 µm) and fine (<5 µm) gold grains being recoverable with equal ease. The best opportunities for CGA seem to be: • placers containing fine gold not recoverable by gravity concentration • low grade gravity concentrates to avoid multiple magnetic/gravity separation stages and amalgamation • free milling ores where the gold can be liberated at a reasonable ore particle size eg >d80 50 µm • tailings past or present from gravity concentration plants. CGA testwork ranging in scale from laboratory to pilot plant on tailings produced by gravity concentration in the 19th century Australian gold rush has already been reported (Bonney, C F, 1988; House, C I, Townsend, I C and Veal, C J, 1988). An economic appraisal for a Canadian free milling gold ore has also been published (Buckley, S A, House, C I and Townsend, I G, 1989). This paper describes results of a detailed laboratory programme to assess CGA as a means of recovering gold from a beach sand deposit in New Zealand. The area from which the samples were taken consists of quarternary interglacial marine, lagoonal, fluvial and eolian deposits. The heavy minerals present are predominantly ilmenite and garnet and small concentrations of gold. In certain locations the sands and gravels are consolidated by a limonitic cement. In the 19th Century some parts of the deposit were mined and the ore processed using stamp milling and gravity concentration. Gold recoveries were low, probably below 50%, due primarily to the fine size of the gold grains, the flaky nature of the gold and also imperfect liberation by the stamp mills. Our laboratory testwork was divided into three parts: i) Preliminary studies on an initial sample to assess the feasibility of treating the ore by CGA ii) Extended studies on further samples from various locations in the deposit to confirm predictions from (i) iii) Conventional gold recovery techniques. EXPERIMENTAL PROCEDURES All CGA tests were performed by agitating a slurry of ore in water in a 0.6 dm3 pyrex beaker fitted with four vertical baffles. When required, potassium amyl xanthate collector was added and the slurry conditioned for 5 min. Coal (ex BP Coal Australia&apos;s Tahmoor Colliery) previously ground to a d80 50 µm was added followed by a commercial grade of gas oil (density 840 kg/m3). The agglomeration time was 30 min. The agglomerates were separated from the tailings by screening, both were then dried and analysed for gold by fire assay. This test procedure provides a reasonably accurate estimate of gold recoveries that might be expected from our 1 tph pilot plant. "Recirculation is prohibited in many coal mining countries because of the fear that the re-use of return air would allow the build-up of air contaminants at the workings. The incorrect design and location of a booster fan in any ventilation network can create unsafe condition due to recirculation. The current approach to investigating recirculation using simulation software requires manual effort which becomes tedious in a complex and a large network. An algorithm-based C++ program was designed to detect the recirculation in a booster fan ventilation networks. This program needed an input file prepared from output file generated by any ventilation simulator. This program created an output file for recirculation. This program demonstrated the strong capability to detect the recirculation in a sample network and a coal mine ventilation network. The outcomes of this program were documented in this paper. INTRODUCTION The proper design and location of booster fans eliminate the safety hazards associated with high main fan pressure. Conversely, the incorrect design of booster fans in any ventilation network can create unsafe conditions due to uncontrolled recirculation. The proper utilization of a booster fan derives benefits to reduce the main fan pressure, leakage, and consequently ventilation cost especially with high resistance network due to deep and extensive working area in a mine. However installation of booster fan may create uncontrolled recirculation, if it is not sized and located properly with respect to main fan. Recirculation is prohibited in many coal mining countries because of the fear that the reuse of return air would allow the build-up of air contaminants at the workings. Therefore, it is imperative to check the recirculation while designing and operating booster fan for a ventilation network. This paper deals with an algorithm based C++ program to detect the recirculation in a booster fan ventilation networks. This program was implemented to detect the recirculation in a sample network and a coal mine network. STATEMENT OF PROBLEM The currently available ventilation simulation programs do not give much information about recirculation for the generated solution (fan pressures). The current approach to investigating recirculation using simulation software requires manual effort, i.e., traversing from node to node in the output network by the simulator while keeping tracks of all the nodes that form recirculation paths. This is an easy task in a simple ventilation network, but it becomes tedious and sometimes very confusing in a complex and large network. Moreover, the presence of multiple recirculation paths makes the manual effort more complex and difficult, especially in separating multiple loops that are connected together. Thus, there is a need for a more efficient program that will detect and quantify the recirculation efficiently, for the generated fan pressures. A program is developed to detect the recirculation(s) in a network."

Rare earth elements (REEs) have many critical uses in advanced technology and the lack of a reliable domestic supply has been identified by the US DOE as a vulnerability to US economic security. Our research focuses on developing an economical process for extracting REEs from coal fly ash and power plant wastewater sludge by coupling a hydrothermal extraction process with the engineering of a ligand-associated media for concentrating REEs from the extraction liquid. Ash samples have been collected from two Detroit-area Power plants that burn 100% low sulfur coal (Trenton Channel) or fuel blends of 75% low sulfur coal and 25% high sulfur coal or 70% low sulfur coal, 15% high sulfur coal, and 15% petcoek (Monroe Power Plant). Ash samples are then subjected to hydrothermal conditions from 100-350 °C for 1-24 h at Los Alamos National Laboratory and leachate concentrations are measured by inductively coupled plasma-mass spectroscopy (ICP-MS) and compared to hydrofluoric acid digestion results. Experiments designed to aid in ligand selection and loading optimization show that di-(2-ethylhexyl)methanediphosphonic acid (H2DEH or DIPEX™) can be successfully loaded to a commercially available swellable organically modified silica (SOMS) media. Preliminary results show that DIPEX-associated SOMS surface loading can exceed 4x on a mass/mass basis and in simplified sorption experiments with Nd solutions (~pH 2), the DIPEX-SOMS media can sorb >90 mg Nd per g of media. Recovery of the sorbed Nd with low pH solutions has had low efficiency with the high (4 g DIPEX/ g dry media); however, near complete recovery was achieved with lower surface loadings (0.05 g DIPEX/ g dry media). Column experiments are being conducted to evaluate the optimal ligand/media ratio for repeated use. Completive sorption with Fe and other major cations are also being evaluated.

North River Energy Company a previous subsidiary of Republic Steel Corporation commenced development of the Number One Mine in mid-1972. The mine is located in West Alabama and presently employs a total of 632 people. Production capabilities have increased to 1.4 million clean tons of steam coal per year with the newly purchased Longwall System. Washer recovery averages 57 percent. The seam being mined is the Pratt or Corona with an average height of 52 inches and an average cover of 540 feet. The immediate roof is laminated sandstone and the floor is composed of a hard fireclay. Total production out of the mine is provided to Alabama Power Company under a longtime contract.

Fatigue-related risk is a persistent safety concern for the mining industry. However, fatigue and sleepiness are often treated interchangeably, which can lead to confusion and potentially less effective reduction of safety risk. To provide clarity, we present an overview of similarities and differences between work-related fatigue risk and sleepiness including definitions, theories, measurements, and mitigation strategies. As a supplement, a summative visual model which highlights these similarities and differences is presented. Expanding industry knowledge in this area will assist safety professionals in crafting more targeted risk management practices appropriate for work-related fatigue risk, sleepiness, or both.

There are three broad categories in which most solvent extraction technology can be distributed?: 1) reagents, 2) equipment, and 3) systems. Reagents which are now used in commercial solvent extraction plants are of many chemical types, and each possesses certain properties which make it more economically desirable than another alternative. The equipment which is&apos; used in solvent extraction plants for contacting the organic and aqueous phases and separating the same is varied. Most common to the industry is the mixer-settler unit which in itself, can be of varied design; but many new innovations in contacting and separating equipment have been recently introduced or are :now being studied. Each specific solvent extraction application will often dictate the type of contacting and separating equipment used. Obviously, the trend is toward smaller less expensive equipment which reduces the often expensive organic inventories necessary for most solvent extraction plants. The current thrust of .investigations in ancillary equipment is usually aimed at recovering organic from solvent extraction sludges or from aqueous streams exiting the process.6 This type of equipment helps to reduce the total organic losses from solvent extraction plants and thus reduce the operating costs. The term "systems" in solvent extraction applies to the manner in which a solvent extraction process is carried out. This manner is usually dictated by the properties of the reagent which is used, and it involves a tailoring of the equipment or the process flowsheet. Some of the things which can be tailored are: 1) The aqueous media -whether acidic or basic and what type of acid or base 2) Counter-current or single stage (co-current) contacting 3) EMF or pH control 4) Organic "crowding" alternative 5) Heating or cooling process streams Regardless of the type or extent of tailoring, efforts to do this are usually a result of the low cost of solvent extraction as a unit process.

A major share of the increase in the energy demands of Ontario province in the next decade will be supplied by bituminous coal mined in the U,S, To be competitive with alternative sources of energy, it is essential that the delivered cost of coal, inclusive of all transportation charges, be kept at a minimum. The Bessemer aid Lake Erie Railroad Company and the Pittsburgh and Conneaut Dock Company are currently building a shiploading terminal at Conneaut, Ohio, to service this tonnage, together with expected increases in coal consumption in the Eastern Lake Erie - Lake Ontario area, (see Fig, 1).

Froth flotation technique is an effective and efficient process for recovering of ultra-fine (minus 74 pm) clean coal. Economical dewatering of an ultra-fine clean coal product to a 20 percent level moisture will be an important step in successful implementation of the advanced cleaning processes. This study is a step in the Department of Energy&apos;s program to show that ultra-clean coal could be effectively dewatered to 20 percent or lower moisture using either conventional or advanced dewatering techniques. The main focus of the pilot plant study was on proof-of-concept testing of a dewatering technique for a fine clean coal product. The coal industry is reluctant to use the advanced fine coal recovery technology due to the non-availability of an economical dewatering process.

About nine years ago the President&apos;s Materials Policy Co commission under the chairmanship of William Paley released its report entitled "Resources for Freedom." Not long ago the Senate Select Committee on National Water Resources under the chairmanship of Senator Kerr released a study entitled Water Supply and Demand. Both reports contained projections of future water user the report for 1975, and the Select Committee print for 1980 and 2000, It is my task to compare the two reports. In the initial letter from Mr. Kazmann arranging for thus session he suggested that I present "a critical evaluation of the Paley Report&apos;s section on water ?ten years later,? which might include a comparison of predicted and actual water-use rates and would spotlight the assumptions which lead to errors in the predictions , . ." It is possible to compare the results of both studies, and it possible to explain art of the differences that can be found between them. The remainder must remain shrouded in doubt, since the Paley Report did not give all details of the methods used in estimating the com¬ponents of water use.

In many mining operations, particularly northern open-pit mines, large seasonal variations in grinding slurry temperature can occur. It is shown in this paper that this temperature shift can cause a winter-time loss in autogenous grinding efficiency of as much as 20Y. if it is not controlled. Laboratory experimentation indicates that much of this effect is due to increases in slurry viscosity as the temperature is decreased. An additional effect may result from changes in rock strength upon freezing, for which possible mechanisms are discussed. However, no effect clearly resulting from rock strength changes has been definitely confirmed.
