INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. Preventing pillar squeezes, massive pillar collapses, and bumps is critical to the safe and efficient recovery of coal during room-and-pillar retreat mining. To help prevent these problems, the U.S. Bureau of Mines (USBM) has developed the Analysis of Retreat Mining Pillar Stability (ARMPS) computer program. ARMPS calculates stability factors (SF) based on estimates of the loads applied to and the load-bearing capacities of, pillars during retreat mining operations. The program can model the significant features of most retreat mining layouts, including angled crosscuts, varied spacings between entries, barrier pillars between the active section and old (side) gobs, and slab cuts in the barriers on retreat. It also features a pillar strength formula that considers the greater strength of rectangular pillars. The program may be used to evaluate bleeder designs as well as active workings. A data base of 110 pillar retreat mining case histories has been collected across the United States to verify the program. It was found that satisfactory conditions were very rare when the ARMPS SF was less than 0.75. Conversely, very few unsatisfactory designs were found where the ARMPS SF was greater than 1. 5.

Rock disintegration processes are usually inefficient and costly operations in mineral beneficiation, mine development and oil well preparations. Thus, there is a strong need for improving the energy efficiency of unit operations such as drilling and comminution. The effects of selected cations and anions on drilling efficiency in a hard rock formation (Dakota Sandstone) were studied. The zeta potentials and the tensile strengths of the drilled samples were measured under similar chemical conditions. The chemicals tested included MgCl2, Na2CO3, AlCl3, NaCl and Dodecylammonium chloride. The results indicated that drilling rates can be enhanced or retarded depending on chemical conditions such as the solution pH and the type and concentration of reagents. Drilling data are correlated with mechanical (tensile strength) and interfacial (zeta potential) properties of the rock formation. The mechanisms involved are discussed in light of Rehbinder's and Westwood's theories.

The use of deep wells for waste disposal is not a new technique. The production phase of the oil industry has been using this method to dispose of unwanted oil field brine since the 1930's The adoption of this method by other branches of industry, however, to dispose of manufactured wastes is a relatively new development, but one which is finding increased use (2). Deep well waste disposal is not an ordinary technique even though it is finding relatively wide application. In fact, just the opposite is true; it is still a rather extraordinary measure. It is not now, nor is it ever likely to be a disposal method which can be assured of success before it is tried.

The flotation limit of fine particles has been re-examined based on the effect of bubble size on contact angle, and a new surface chemistry-limited relationship describing the minimum particle size which can be floated is proposed. In this analysis the critical value of bubble-solid contact radius (re) for which there is no effective attachment between particle and bubble has to be determined. The values of re determined by extrapolation of our experimental data for contact angle versus bubble-solid contact diameter permit the prediction of the flotation limit of methylated quartz particles, with fraction-al coverage of trimethylsilyl groups from 0.07 to 0.51. The limit of fine particle flotation as determined by this theoretical approach agrees well with experimental data reported in the literature.

An effective maintenance program ensures the adequate availability of production equipment. In turn, this availability enables production to maximize utilization and successfully meet production targets. An overall production strategy is necessary to draw all departments toward this common effort. Only then will production targets be met. From the maintenance view this means that production must comply with PM and repair schedules. Purchasing must supply parts and materials on time. Mine engineering must not overwhelm maintenance with non-vital construction. Accounting must provide correct, timely cost information - - etc. This strategy - - its content, effectiveness and enforcement is the responsibility of the mine manager . . . his alone. This paper describes a successful approach to maintenance within this strategy.

A mine fire or roof collapse may necessitate the reversal of main fans to isolate the fire or provide an escapeway. Hence, to assist the mine operator in estimating the flow and pressure during reversal, Engineers International, Inc. conducted a laboratory and field study of the reverse performance characteristics of main mine fans. Laboratory tests were performed using a 96-inch (2.4 m) diameter vane axial fan to establish the forward and reverse performance characteristics under controlled conditions. Subsequently, a field test was conducted in a Colorado oil shale mine during which two 79-inch (2 m) diameter fans were reversed. The data obtained indicate that reverse performance characteristics are dependent upon the blade angle and the hub to tip ratio. The quantity in the reverse mode ranged from 30 to 65% less than in the forward mode, and the static pressure was directly proportional to the square of the quantity.

For 10 years, the author has been engaged in a program of geologic mapping of the Seward Peninsula, Alaska, for the U.S. Geological Survey. Initially, two 1:63,360-scale quadrangles were napped by traditional methods of traverses by foot and by tracked vehicle, supplemented by reconnaissance from a light aircraft owned and piloted by the author. Five summers were required to map those two quadrangles, which lie north of the tree lice in typical Arctic climate. In 1967, the project was reoriented toward the reconnaissance capping of four 1:250,000-scale quadrangles, with helicopter support to be used for cart of each of four summers amounting to about 45 hours time per support year. The light aircraft was use-,' to support the field operations. Over the year,, the aircraft was used in progressively more geologic tasks, culminating in 1970 with a successful field test of rudimentary devices made to collect soil, rock, and sediment samples while the aircraft remained airborne. Additionally, an attempt was made j- 1970 to prepare reconnaissance geologic maps entirely by the use of the light aircraft combined with foot traverses [fr??], the landed aircraft. Several such maps, prepared at the rate of about one 1:63,360-scale quadrangle per day, were checked from a helicopter by an impartial observer end were found to be sufficiently accurate for reconnaissance mapping when reduced to 1:250.000 scale.

Continuous thickeners can be sized either from previous experience, continuous pilot-scale test results, or from batch settling tests. Although it is a relatively simple process to size full-scale thickeners when previous experience or pilot-scale operating data are available, batch testing is often the only realistic method for sizing thickeners due to time restrictions, budget limitations and availability of sample material. Many authors have, therefore, suggested means of running batch tests and analyzing the resulting data. Fundamental thickening theory had its beginning with the work o£ Coe and Clevenger(1). In order to determine the size of the thickener settling area, they proposed that a series of batch settling tests be run at various initial concentrations. The solids handling capacity at each concentration can then be determined and the lowest capacity (maximum area requirements) used to size the thickener. Kynch(2) developed a mathematical analysis in which the relationship between solids concentration and settling rate can be obtained from a single batch settling curve. Talmage and Fitch(3), Yoshioka(4)(5) and Dick(6), have enlarged upon these works to give a basis for methods of sizing thickeners.

The extraction of aluminum oxide_ from its ore is the initial step in the commerical production of metallic aluminum. This is most commonly done by the Bayer Process in which a caustic solution is used to dissolve hydrated alumina from the insoluable materials with which it is associate in bauxite. At the two-thousand ton per day Sherwin Alumina Plant of Reynolds Metals Company, the extraction residue from Caribbean ores is removed from the main pro¬cess stream as the underflow of a continuous clarifier-thickener operation. This sludge, prior to its ultimate r4jection from the process, is washed in a nine-step continuous countercurrent decantation system to recover physically-entrained mother liquor. Control of alumina production costs requires the optimum recovery of solubles from this residue which is generated at the same rate as the finished product. The equipment, operating techniques, controls and process variables which affect the efficiency of this soda recovery from Bayer Process red mud will be discussed.

"Getting minerals out of ores is messy, but mineral processors learn to have fun with it. Celebrating the innate joys of the industry was the theme of this year’s Colorado MPD Conference. At the same time, attendees dug deeper for insights into problems that continue to dog the community, including tailings dam crises, water resource challenges, and a dwindling number of academics to teach and train the workforce (see box).Tailings dam crisesMatt Fuller of Tierra Group International Ltd. brought some of the audience to tears with his impassioned talk on “The Infamous Legacy of Upstream Tailings Dams,” which won the conference’s Lou Cope award for best paper. The talk was especially poignant coming on the heels of the January tailings dam failure in Vale S.A.’s Córrego do Feijão iron ore mine in Brazil, the latest in a series of catastrophic dam failures over the past decade that includes the Fundão dam failure in 2015.Noting that the two dams share a common characteristic — both are upstream tailing dams — Fuller explained the three basic dam construction methods and why certain upstream tailing dams are susceptible to failure (Fig. 1). The downstream, centerline and upstream methods denote the direction the centerline of the dam crest moves with each successive raise in elevation of the dam. With the downstream dam, the foundation for future raises is essentially the same as that of the starter dam, he explained. With the centerline dam, half of the dam is constructed on the same foundation as the starter dam, and with the upstream dam, each successive raise is built out over the top of the tailings.“Downstream dams are expensive to build because each successive raise is bigger, so the sustaining capex to build them keeps growing,” Fuller said. Many decades ago, mine owners realized they could construct a starter dam, put their tailings through a hydrocyclone, generate a coarse sand fraction and stack the sand over the top of the tailings to build the next raise. “Then, there is no sustaining capex, it all comes out of operations,” Fuller added. The footprint is smaller, and it is a favorable means of retaining the tailings."

The utilization of high sulfur Illinois coal by utility plants has been decreasing since the enactment of 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.

The reliability of a set of flotation results is key to minimizing project risk, either at the commissioning of a concentrator or at the point of implementing an improvement to an existing concentrator operation. High-confidence flotation testing (HCFT) was developed for this purpose and is part of the list of technologies at various scales used by Xstrata Process Support (XPS) in addressing these projects. The methodology is based on two principles: one, to ensure that the ore sample is representative and has been well-blended and subsampled; two, to perform the flotation tests in sufficient numbers of replicates with appropriate quality controls, so as to improve the reproducibility of the test data. Across ten years of research on this methodology at Xstrata Process Support, Sudbury, several improvements to the HCFT method and complementary connections between sampling and quantitative mineralogy have been developed. Two case studies are reviewed. These show the capability of this system in both optimizing an existing concentrator operation and in serving a new mine scenario. Caro's (peroxymonosulfuric) acid has been reported to destroy WAD (weakly acid dissociable) CN-but, until recently, the technology has not been demonstrated in other than a laboratory setting. During the last two years, Caro's acid has been shown to successfully detoxify WAD CN-in tailings at two large North American gold mines. Using on-site FMC generators, Caro's acid reduced the WAD CN-from 40-55 ppm to below 20-35 ppm WAD CN-, the target range for the two mines. The detoxification costs using Caro's acid were less than 50% of the treatment cost of using hydrogen peroxide, the previous oxidant of choice. In addition to the considerable savings in CN-detoxification costs, lower WAD CN-values were achieved and the detoxification time with Caro's acid was greatly reduced compared to hydrogen peroxide.

A modular computer program APEX (AMAX Process Evaluation Executive), has been developed at AMAX Extractive R&D, Golden, Colorado to facilitate rapid simulation of steady state material and energy balances of existing and/or proposed metallurgical process flowsheets. Currently, APEX is being used for the design, analysis, and evaluation of several of AMAX?s Nickel, Molybdenumand Tungsten processes. A unique feature of APEX is that it allows specifications of flow rates and compositions for different solid size fractions in addition to aqueous organic and gaseous phases. Thus, a metallurgical process which may involve crushing, grinding, flotation, leaching, washing, solvent extraction, precitation and refining operations can be simulated in a single computer run using APEX. APEX requires two input data files. The first is a process data file which includes physical and thermodynamic properties of the various chemical components of interest. This data file is unique to the process under study and does not require changes for alterations in the process flowsheet. The second data file is specific to a simulation case and includes descriptions of the flowsheet, various feed streams and the process equipment's operating conditions. In addition to temperature, pressure and percent solids, calculated information for each stream includes weight and volumetric flow rates, chemical compositions, specific gravities and enthalpies of solid, liquid and gas phases. For each process equipment in the flowsheet, APEX prints its operating conditions and detailed information about the streams that enter and leave the unit. Models of several general unit operations are preprogrammed in APEX. Also, the modular design of APEX permits quick and easy additions of simulation models which are specific to new and/or unique process operations. To study process stability and optimization, APEX permits several cases of a flow-sheet to be run together. Three simulations of the Moa Bay Nickel process have been excluded to illustrate the ease and flexibility of using the APEX system.

Planning the primary development of a mineral deposit usually is done only once during the life of a mine. As a consequence, not optimizing the primary development of a mineral deposit can cause disadvantages over the whole life of a mine and can lead to higher costs. As a contribution to an improved primary development design procedure beyond the already existing work a study of the identification and quantification of the influence of parameters on primary development based on operational data from working mining operations has been completed. Based upon such a quantification of the influence of parameters a sequenced decision model was developed, that enables to develop an initial concept for the design of the accesses from the surface based upon a few critical parameters. Such a model will not replace detailed planning work within a feasibility study, but it is intended to reduce the amount of planning efforts at an early project stage through providing information what are most likely economic solutions, based on simple rules.

The generic content of the Guide would be applicable to North American practice.

The Regional Connector Transit Project is a 1.9-mile-long underground light rail system that will connect LA Metro’s A (Blue), E (Expo), and L (Gold) Lines in downtown Los Angeles. This $1.75-billion design-build project is scheduled for revenue service in Spring 2023. The project consists of 21-foot diameter twin-bored tunnels, a 300-footlong crossover SEM cavern, three new underground stations (at 1st Street/Central Avenue, 2nd Street/ Broadway Avenue, and 2nd/Hope Streets), and cut-and-cover tunnels along South Flower, Alameda, and 1st Streets. This paper, which is the continuation of our previous paper presented in RETC 2019—LA Metro Regional Connector Transit Project: Successful Halfway-Through Completion, will provide insight regarding the construction of major components, and the system integration and testing work undertaken for this complex transit project.

The U.S. Department of Energy is charged, by federal law, with the responsibility for developing and implementing programs for long- term storage and terminal disposal of high- level radioactive wastes from both commercial and defense nuclear operations. Approximately 288,000 cubic meters of defense high-level wastes are currently in storage at the government's Hanford Reservation in the State of Washington, the Savannah River Plant in South Carolina, and the Idaho Chemical Processing Plant in Idaho (U.S. Department of Energy, 1980a). High-level wastes from commercial nuclear power production are stored in water pools or basins at various power plant sites. At the end of 1980, approximately 7.460 metric tons of uranium, contained within 28,300 fuel assemblies was in storage at various reactor basins. Although the present inventory of defense wastes are many times larger in volume and in total level of radioactivity than the commercial wastes, in the future, the latter will constitute a substantial quantity of wastes that will have to be disposed of. The present electric generating capactiy of nuclear power plants in the United States is 56.5 Gigawatts-electric (GWe). The amount of spent fuel that would be discharged and accumulated by the year 2000 from these operating reactors would be 38,000 metric tons. With a projected growth of the nuclear industry to 180 GWe in the year 2000, the amount of spent fuel accumulated at the turn of the century could reach 89,000 metric tons of uranium or approximately 318,000 assemblies. In any case, whether one postulates a no growth pattern or one where nuclear power provides its share in the country's electric generating capacity in the next two decades, a means for safe and environmentally accept- able disposal of high-level nuclear wastes must be found. Storage of commercial wastes in water basins, either at reactor (AR) sites or at away from reactor (AFR) sites, and storage of reprocessed defense wastes in surface or near surface tanks is a temporary solution and is not an alternative for permanent disposal.
