Progressive Design-Build (PDB) is an emerging variation of alternative delivery programs in the underground construction industry. PDB refers to the way a construction project design is developed by the Owner and the Design-Builder in a step-by-step process. According to the Design-Build Institute of America (DBIA), Progressive Design-Build allows the design and construction team to collaborate during the earliest stages of project development. This enables engagement between the three key players in a construction contract: the owner, the designer, and the contractor. Is the PDB the best alternative program delivery for large contracts? What is the perspective of the private sector? This paper will provide an overview of the different alternative delivery programs used in the underground industry, pros and cons of each of programs, and the perspective of the designers and contractors. The paper will focus on how the PDB works, reasons why owners should consider PDB for their projects, best collaboration strategies among owners, designers, and contractors to deliver a successful project, and how to manage the project risks using a PDB method.

Abstract. Induced fluorescent sorting is a means of beneficiating an ore by selective labeling with a reagent combination which fluoresces when activated by ultraviolet light The reagent combination normally consists of a surface active compound and a fluorescent dye. The surfactant adheres selectively to a specific surface and carries the dye with it. Upon activation with ultraviolet light, the labeled pieces, in the size range 1.27 cm to 20 cm (0.5 to 8 in.), are detected during free fall by photosensitive cells and ejected by water jets. Either ore or gangue may be labeled.

Electron spectroscopy for chemical analysis (ESCA) was used to determine the-surface characteristics of products from operating Pb-Zn-Cu concentrators on the New Lead Belt of southeast Missouri and pure galena and sphalerite samples treated-with flotation reagents in concentrations similar to those used in the mills. The emphasis was on the action of surface modifiers such as Na2Cr207, starch, SO2, CuSO4 and NaCN in sphalerite flotation and in the galena-chalcopyrite separation. The objective of the investigation was to monitor the relative oxidation states of the mineral and reagent constituents and correlate these surface concentrations and oxidation states with flotation theory and practice. ESCA was able to follow the action of all the modifiers except NaCN. The existence of PbCrO4 on the surface of galena conditioned with Na2Cr207 was verified. The Pb in the bulk PbS-CuFeS2 scavenger concentrate was found to be significantly more oxidized than the Pb in the bulk PbS-CuFeS2 rougher concentrate. ESCA was found to be most useful for investigating the actions of modifiers rather than collectors due to the large amounts of sulfur and background carbon already present on the mineral surfaces. After calibration for the particular chemical system of interest, ESCA can yield semi-quantitative analyses of the oxidation states of many elements (except hydrogen, and helium) present in the outer 10 to 25 A of a sulfide mineral surface.

Hydrogen sulfide is an expensive chemical used in nickel, zinc and copper mining and metallurgical operations for selective recovery and concentration of metals from leach water streams, acid plant blow down streams, refinery electrolyte bleeds and precious metal plant bleeds. Hydrogen sulfide is either produced on site by catalytic reduction of elemental sulfur or transported to the site as liquefied hydrogen sulfide (H2S) or as a sodium sulfide solution (NaHS). Biologically produced hydrogen sulfide has economically very interesting application possibilities in the mining and metallurgical industry. Converting sulfates from waste streams into usable hydrogen sulfide by biological reduction results in operational cost savings in existing lime treatment systems. H2S can be produced biologically for less than $500/ton S. For the past ten years Paques has been engaged in the development and installation of treatment systems based on biotechnological processes to remove sulfur compounds from water, air and gaseous streams. Paques has designed and installed a groundwater treatment system for the Budelco zinc refinery in the Netherlands to remove sulfate and heavy metals. The hydrogen sulfide produced is used for recovery of metals, mainly zinc, from the ground water stream. The system has been operating since May 1992 treating a flow of 5000 m3/d. At Kennecott's Bingham Canyon Utah copper mine a pilot plant started operation in November 1995 to develop the process for selective recovery of copper from leach water using biologically produced hydrogen sulfide from sulfate containing groundwater. Other pilot plants are operated at DOE's Pittsburgh Research Center and at Cominco Research focusing on selective recovery of metals.

Mining companies have been required to enter a "new era of management" in the 1980's as they strive to become more efficient in an increasingly competitive market place. One response for many companies has been to modify their mine accounting systems to make them more effective for cost control and decision-making. This paper discusses some of the major issues in developing and implementing a standard costing system as part of improved management reporting and cost control procedures. It describes the key features and benefits of a computerized standard costing system with particular emphasis on budget-setting and variance analysis. It also identifies important factors to be considered in order to achieve successful project planning and Implementation.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Aluminum silicate hydrosol synthesis and characterization are discussed. Plausible polymeric aluminosilicate species are presented together with their effect on electrokinetics of selected minerals and flotation response of various ores. The addition of aluminosilicate hydrosol to porphyry and oxide copper ores and to a tungsten ore resulted in enhanced flotation recoveries ranging from about 1.5 to 5 percent. A significant portion of the nation's mineral resources are presently lost in the form of particles with very fine grain size. In the case of copper, for example, approximately 225 million tons of ore are concentrated by flotation per year in the United States. Total losses from porphyry ores are generally 15 to 20 percent with half of these losses being finely-divided copper sulfide minerals which do not respond to flotation. The additional 5 to 10 percent loss is the result of copper oxide minerals which are not floated. The losses of copper sulfide minerals are thought to be due in part to the lack of appropriate dispersion of the finely-divided solids less than 20 microns in size. To effect dispersion in flotation systems, sodium silicate is commonly added. Enhanced dispersion effectiveness is achieved when polyvalent metal salts are combined with sodium silicate. Since originally described by Patek (1), numerous workers have explored the utility of metal silicates. Makrousov (2), Belash et al. (3), and Eigeles (1950) (4) showed the applicability of these reagents to calcite/apatite and fluorite/calcite ores. Mercade (5, 6) reported depression of calcite in the presence of 3.33/1 mole ratio Al/Si hydrosols prepared from Type N sodium silicate (Si02/Na20 ratio 3.22/1) and 1% A12(SO4) 3•18H20 solutions. He importantly observed that the colloidal precipitates did not play a significant role in dispersion and depression but that the soluble species were responsible for this action. Patented work by this author described metal silicates used to depress calcite in scheelite flotation using 1% metal salt (FeSO4•7H2O, CoSO4•7H2O, etc.) and 5% Type N sodium silicate solutions to produce hydrosols with Si/Fe or Si/Co ratios of 8.79/1. Aluminum (III) ion systems were less effective as depressants than the iron and cobalt systems. Yang (8, 9) has studied metal silicate sols for use in the flotation of lithium and ultra-fine hematite ores. Using 10/1 Si/Fe mole ratio hydrosols prepared from 2% ferric nitrate, Fe(NO3)3.9H20, and 5% Type N sodium silicate solutions, solutions, he showed that the hydrosols either modify the slime particle surfaces or are adsorbed on the slime particles preventing anionic collector adsorption. In a subsequent patent, Yang also reported the use of these hydrosols as dispersants for beneficiation of lithium ores. Recent studies of aluminum silicate hydrosols in the flotation of chalcocite, chalcopyrite and scheelite have been reported using Si/Al dispersants prepared from 5% Type N sodium silicate and 0.1 M aluminum chloride (A1C13.6H20) solutions. Dispersant properties were shown to be dependent upon the method of synthesis, supernatant pH, and the hydrosol Si/Al mole ratio. Polymeric soluble species in these hydrosolsupernatants have been proposed as the active dispersant species. Aluminosilicate hydrosols are synthesized by the general reaction scheme presented in Figure 1. Commercial sodium silicates are available with ratios of SiO2 to Na20 of 1.60-3.25. The sample which is most frequently employed is Type N whose ratio of Si02/Na20 is 3.22/1.00. Gel filtration chromatography and NMR studies have shown that these sodium silicates contain numerous species of molecular weight from 325-2,000 gm/mole. Monomeric, oligomeric and higher molecular weight linear polymeric arrangements of these structures are found in these solutions.

In the fully mechanized top caving mining of steeply inclined, extra-thick seams with variable angles, the mechanisms of roof rock movement, failure, caving and filling are highly complex. This is due to the varying angle of coal seam in different areas, which makes rock–equipment stability control challenging. In this paper, the surrounding rock deformation and failure mechanisms, bearing structure of the overburden, and working characteristics of the supports are elucidated. The principle and key technologies of rock–equipment stability control are presented and applied to control the overburden of the regional failure and realize safe and efficient mining of the working face.

This contribution presents the first multi-scale geophysical investigation conducted in the Abakaliki and Obubra mining districts (AOMD), southeastern Nigeria, for the exploration of shallowly emplaced (< 50 m) massive sulfide and barite mineral deposits. Raw airborne magnetic data covering the AOMD was acquired and subjected to diverse enhancement routines to facilitate the identification of areas of subtle magnetic anomalies for subsequent ground truthing. The mineralization is mainly made up of galena, sphalerite, and barite. The contrasting physical properties between these minerals and their host rocks make resistivity, induced polarization (IP), spontaneous potential (SP), and magnetic methods ideal to study and delineate the mineralization and possibly locate the ore bodies. Wenner DC resistivity and IP data acquired along the same parallel traverses are inverted using Res2dinv to produce 2D tomography models of resistivity and chargeability. The resistivity and IP models were successful in delineating zones of sulfide and barite mineralization. The ground SP data collected along the same traverses as the resistivity and IP data were interpreted as line graphs. The 1D SP models show a number of central negative anomalies that could be related to sulfide mineralization. These anomalies show fair-to-good spatial continuity and are in close agreement with the result obtained in the resistivity and chargeability model. This study suggests the presence of exploitable mineral deposits in the AOMD and demonstrates the superior interpretative ability of combined geophysical methods over a single geophysical approach.

Large reserves of high-purity Permian gypsum crop out and are at shallow depth in three regions of western Oklahoma, Gypsum beds in the Blaine Formation are 10 to 30 feet thick and are generally 95 to 99 percent pure, whereas the massive Cloud Chief Gypsum is 20 to 100 feet thick and is 92 to 97 percent pure. Reserves are estimated at 48 billion short tons. Eight companies in the State currently mine about 1 million tons of gypsum each year for wall- board, for plaster, as a retarder in portland cement, and as a soil conditioner. Future uses, under more favorable market conditions, may be in the chemical industries, largely because of gypsum&apos;s potential as a source of sulfur. Three thick sequences of Permian rock salt underlie most of western Oklahoma at depths of 30 to 3,000 feet. Individual salt beds 5 to 30 feet thick are interbedded with thinner layers of shale and anhydrite. Five large salt plains, fed by natural springs of saturated brine constitute additional resources of salt. Reserves, estimated at 20 trillion short tons, are virtually untapped, and, ironically, about 90 percent of the salt used in Oklahoma is imported. Chemical data on the rock salt are lacking, but evaporated salt produced from brines is generally 97 to 99 percent pure. Current production from three solar-evaporation plants is used mainly for stockfeed, recharging water softeners, and deicing roads. Potential uses are in the chemical industries, where salt or brine is a necessary raw material.

INTRODUCTION This manuscript is based on site inspections of five existing mines and the detailed analysis of two of the five. The detailed analysis and mathematical models of the two mines are presented herein in order to demonstrate a method of predicting mine water inflow using existing mines as a data base. Water management procedures were studied at all mines. Our original criteria for mine selection were that the mines be less than five years old and have an inflow rate in excess of 2000 gpm (7.6 m3/min). Background hydrologic and hydrogeologic data were required so that two of the mines could be used for our computer modeling experiments. Our original criteria proved to be difficult to meet. We contacted numerous mines via various sources. Many mines were unable to meet the cri¬teria stated or were not interested in cooperating with us. Therefore, we allowed some flexibility in the application of these criteria to satisfy our orig¬inal requirements. Although the visitations at all the mines are not discussed herein the characteristics of the two mines simulated are presented. These simulated mines consist of a uranium mine in New Mexico and a lead mine in Missouri. The mines and owners will remain anonymous by request. URANIUM MINE-CASE HISTORY NUMBER 1 Mine Location The uranium mine that we simulated is located in northwestern New Mexico. The ground surface at the uranium mine is at an elevation of approx¬imately 7000 ft (2134 m) above mean sea level. The climate is arid to semi-arid with an average annual precipitation of approximately 10 in. (25.4 cm) (John and West, 1963). Geologic Setting It is essential that a conceptual model of the stratigraphy, hydrostratigraphy, and structural geology of a mine site be developed prior to simulation by a mathematical model. If such a conceptual model is not developed prior to simulation major errors are difficult to avoid. The uranium mine we have simulated is located in the San Juan Basin (Fig. 68), which is a structural basin located in northwestern New Mexico and adjacent parts of Colorado, Arizona, and Utah. The sedimentary rocks present in the deepest part of the basin are nearly 15,000 ft (4572 m) thick (John and West, 1963). The regional dip of the sedimen¬tary rocks in the Grants area is generally northward toward the San Juan Basin; the regional attitude is modified locally by normal faults and folds (Hilbert, 1963). The rocks of interest in this area are sedimentary in origin and range in age from Penn¬sylvanian to Cretaceous. They rest on the Precam¬brian core of the Zuni Uplift. Associated intrusive and extrusive rocks are of Tertiary and Quaternary ages (Hilbert, 1963). The deepest sedimentary unit of interest at this mine site is the Morrison Formation as described by Hilbert (1963). The Morrison Formation con¬sists of three members in the general area of the mine site; the deepest member is the Recapture. The Recapture Member consists of alternating beds of gray sandstone and grayish red siltstone or mud¬stone with strata up to several feet in thickness. Only a few small deposits of uranium are contained within the Recapture Member. The Westwater Canyon Member overlies the Recapture Member of the Morrison Formation. The Westwater Can¬yon Member is approximately 150 ft (46 m) thick and consists of light brown to gray, poorly sorted, arkosic sandstone, and some interbedded gray mud¬stone. The Poison Canyon Formation denoted in subsequent discussions, tables, and figures was de¬termined to be a part of the Westwater Canyon Member. The separate connotation is used for the description of mining operations and hydraulic properties but a separate physical description is not included. This member of the Morrison Formation contains many large deposits of uranium. This is (some pages in this article are damaged)

Activated carbon loaded with gold from different halide solutions has been characterized by thermal analysis techniques. The mechanism of gold uptake by carbon varies from predominately adsorption for gold iodide to predominately reduction for gold chloride. TGA and DT A measurements confirm the existence of adsorbed gold-halide species within the micropore structure of carbon. These results suggest that the ration of reduced; adsorbed gold increases for gold halides in the order Au-I > Au-Br > Au-Cl. In the case of Au-I, TA results for the loaded carbon were compared with pure compounds of 12, AuI and AuI3.

Locus Mining is working side-by-side with a prestigious iron ore company to evaluate the addition of Locus ESG-friendly green flotation reagents with the primary goal of improving recovery and grade. In this paper, we will focus on the cationic reverse flotation application. The most “established industry” reagents for cationic reverse flotation are amine as the collector, starch as the depressant, and in some cases frothers are also used (among them MIBC, pine oil, others). Here, we evaluate the synergies of different classes of eco-friendly biosurfactants and industry-standard reagents during the cationic reverse flotation method. Exploratory research was done first with an analog sample under different pHs, eight different biosurfactants with starch and no-starch, and a customized DOE was used to perform 145 microflotation tests. The results show Separation Efficiency from 20% (baseline) to 50% (biosurfactant), and Selectivity from 3.27 (baseline) to 5.67 (biosurfactant). Optimized result conditions were then applied to the iron ore samples received from our client to perform flotation tests on a Denver Lab cell. Similar results were obtained by improving Separation Efficiency and Selectivity, which corroborate with the previous work.

With ore grades continually decreasing and finer mill feed requirements, it becomes increasingly important to have the capability to handle the larger tonnages economically. With the 10 ft. Standard capable of reducing 1,633 metric tons per hour (1,800 short tons per hour) to 80 percent passing 50 MM (2 inches) and the 10 ft. Short Head following to produce a mill feed of all minus 12 MM (1/2 inch) at a rate of 608 metric tons per hour (670 short tons per hour), we feel significant savings will be realized in installation and operating costs. The largest concentration of cost in the secondary and tertiary crushing stations is the building itself that houses the process equipment. An example of the savings to be attained can be seen from an examination of a 40,820 metric ton (45,000 short ton) per day crushing plant. A total of nine 7 ft. Symons Cone crushers is used to generate 12 MM (1/2 inch) ball mill feed. The average center distance between units is 6.1 M (20 feet) and allowing a 6.1 M (20 feet) nominal distance from the centerline to the wails, the building becomes 61 M (200 feet) long. For this production rate, four 10 ft. Symons Cone crushers would be required. With the 10 ft. crushing plant requiring a center distance spacing of 7.6 M (25 feet), the building length totals approximately 38 M (125 feet). Construction costs vary depending on location, but a reduction in building length from 61 M (200 feet) to 38 M (125 feet) will result in estimated savings of between $2,500,000 and S4,000,000. While the 10 ft. Symons Cone has been involved in a number of feasibility studies for some time, the Process Machinery Division of Rexnord commenced detail design work on the 10 ft. Cone crusher in 1972. For comparison purposes, the 10 ft. and 7 ft. capacities are given in Table 1.

A four-mile length of interceptor sewer tunnel in Manhattan has finished sizes ranging from 10&apos;6" to 14&apos;6" horseshoe. Mixed face conditions were anticipated in three areas and encountered in five. All were short but since the tunnel lies well below the water table and failures would involve important utilities, major structures and human lives, great care had to be exercized in choosing a construc¬tion method. Chemical consolidation was selected as the best approach with compressed air working as a backup system. Initially grouting was accomplished from within the tunnel, but treatment from the surface was more successful and was later adopted. The soils consisted largely of impermeable weak silts and it was found possible to inhibit access of water to this material so that it could be controlled by breasting within the tunnel without loss of stability. It is concluded that in the interlayered permeable and impermeable soils encountered, chemical grouting would successfully stabilize the working face. INTRODUCTION An interceptor sewer is currently under construction along the entire length of the west side of Manhattan. When complete, the tunnel will intercept and divert to a treatment plant (also under construction) a daily flow in excess of 200 million gallons per day. About 9 miles of the interceptor sewer is in tunnel and the remain¬der is cut-and-cover construction. In 2018, the German Federal government decided to phase-out the energy production using coal-fired power plants and to terminate lignite mining completely by 2038 at the latest. This decision will impact approximately 60,000 jobs. It will have an enormous impact on the socioeconomic development especially in all German lignite mining regions. To avoid economic and political friction, it is of utmost importance to achieve a sustainable transition towards a post-mining era and to offer residents in the mining districts perspectives for a good future that include adequate job opportunities. In this context, the German government is providing massive structural aids early on. As previous closure experiences from the German hard coal mining industry have shown, it takes at least a generation to overcome the effects of a strategic closing decision of this magnitude. Therefore, the planned closure process appears to be a long time at first glance. In fact, however, it is not.

When it comes to the analysis of gold bearing ore, there are literally dozens of variables that contribute to the final "true value" of a given sample. Initial sample selection, splitting size and method, inherent nugget gold, pulverization method, and analytical method variations are but a few. However, it seems that the inherent nugget gold particle is targeted as the primary reason for intra and inter-laboratory variations in assay. The following study will show that this is not always the case. A series of tests were undertaken for the Aurora Partnership-Aurora Project to solve inter-laboratory variations in the analyses of blasthole cuttings. Initial concern was centered on the probability that free gold occurrence was resulting in erratic results for the mine&apos;s cyanide shake assays and outside laboratory fire assays. Comparison of fire assay and cyanide shake assay was sporadically consistent with previously demonstrated extraction percentage for the cyanide method. The goal was to delineate the factors that ensure consistency in analyses; implement, where needed, Good Laboratory Practices; and reestablish acceptable analytical method correlation.

The Lower Olentangy Tunnel (LOT) Project involves the construction of a 17,000 ft (5,200 m) long, 12 ft (3.65 m) internal diameter Combined Sewer Overflow (CSO) tunnel. The tunnel is excavated by using an Earth Pressure Balance (EPB) machine designed to cope with soft ground, weak rocks and water pressure. The project is located in the city of Columbus, Ohio and the main geotechnical hazards are related to the heterogenous soils and the low overburden in an urban environment. This paper focuses on the performance of the EPB first drive and the comparison between the design assumptions and the actual TBM performance during construction.

This study introduces a new apparatus designed to improve the load-bearing capacities and insertion efficiency of split set type friction bolts. The coal industry is ever changing. This paper discusses some of the problems which must be faced and the projected economic effects. Challenges include a relatively mature technology, a resource base which has deteriorated significantly in some areas, rapidly escalating freight rates, and a constantly changing regulatory environment, wherein reduced sulfur emissions will probably be required.
