The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. Coal is our most abundant, low cost energy resource. Expansion of its use is being challenged due to "SO2 emission" regulation with even more restrictive legislation pending. High quality coal reserves are becoming more limited due to greater use in recent years. Aids to allow more use of coal in today's environment include beneficiation of coal before combustion and scrubbing the emissions from coal during combustion. Dow's efforts to help meet these challenges by beneficiating coal include true heavy media gravity separations with chlorinated solvents and liquid/liquid partitioning processes and "Dow Solvent Recovery Technology" to recover the solvent from product (or floats) and rejects (sinks), The objectives of the efforts to clean coal are to reduce sulfur and ash. In this paper, the solvents will be described; a general flow diagram presented; some of the results on upgrading various coals will be described, and projected costs of full-scale plants using chlorinated solvents will be compared to conventional cleaning plants.

Thermal treatment can significantly improve industrial comminution operations by reducing energy requirements and increasing mineral liberation. The assistance of thermal pretreatment prior to grinding by microwave heating is scrutinized in this study. For this purpose three copper ore samples with different chemical composition were used. To see the effect of microwave heating on ore; work index, breakage rate and breakage distribution functions of original and heat treated samples were examined. The results obtained in this study did not show significant improvement in the grindability characteristics of the studied ores with microwave heat treatment. The inadequate amount of microwave transparent matrix was the main reason for the absence of cracks and micro-fractures in the microwave heated copper samples.

Environmental and economic costs related to equipment fuel consumption and carbon dioxide (CO2) emission present a substantial challenge to the mining industry. Haul trucks are an integral part of the overall surface mining system and they consume a significant quantity of fuel. Consequently, they produce a significant amount of CO2. The objective of this research is to (i) establish a mathematical relationship among a truck?s fuel consumption, power and engine load factors and (ii) determine the amount of a truck?s CO2 emission and the associated cost that may arise from potential CO2 legislation. In order to achieve these objectives, the authors have considered original equipment manufacturer (OEM) haul trucks, which are commonly used in surface mining operations. The research presented here may be used by mining professionals to help determine the cost and environmental burden of the trucks? application and efficiently manage energy consumption.

Portfolio theory and the Capital Asset Pricing Model (Modigliani and Pogue, 1974) provides an investment decision rationale which takes account of the benefits of diversification in reducing effective risk, but this theory does not consider the financial capability of the firm to survive large losses if they should occur. The LL-curve theory (Wells, 1976) takes the latter consideration into account, but it does not provide for the effects of diversification. This paper pro- poses a general theory to account for both diversification and the financial capacity of the firm to underwrite the investment risks.

Location The Meggen Mine and the concentrator plant of the "Sachtleben Bergbau G.m.b.H." are located in the southern part of the Ruhr-district of the Federal Republic of Germany. The mine has been in operation for more than 100 years, but the concentrator described in this paper was built in 1962 and started up in January 1963. Goelogy and Mining The Meggen ore-body is of sedimentary origin and occurs in a zone of limestones, graywacke and shales of Devonion age. The average thickness of the deposit is 3 meters and, due to an intense folding of the area, the mineralized zone dips very steeply at 800 toward the north. The ore consists of 85 percent of sulfides and 15 percent gangue that mainly contains silicates from the host rocks. The principal ore minerals are pyrite (67 percent), sphalerite (16 percent) and galena (2 percent) with minor amounts of marcasite and only traces of chalcopyrite. As shown in Fig. 1, the sphalerite and galena are very finely disseminated in the massive pyrite of the Meggen ore, and a very fine grinding combined with a special flotation technique are required to liberate the valuable sulfides and to produce separate concentrates of lead, zinc and pyrite. Mining is performed by the sub-level stoping method and employs trackless equipment. Present operations provide ore from the 600 meter level. Annual ore production is 870,000 metric tons.

Designs, installation procedures, and performance characteristics of martensitic cast steel concaves are reviewed. Longer wear life, fewer pieces to install, and eliminating the need to scarf joints are the principal benefits of using martensitic steel to replace austenitic 12% Mn (Hadfield's) steel, the traditional concave material for large gyratory crushers. Installation procedures that reduce the risk of breakage are described. Operating practices that affect concave performance are also discussed.

The markets and applications of Wyoming bentonite deposits are primarily determined by the functional properties of a bentonite ore which results from the unique mineralogy and chemistry of each deposit. Commercial bentonite products contain sodium montmorillonite as the major mineral component, with minor concentrations of accessory minerals such as quartz, opal (silica hydrate), mica, feldspar, gypsum and zeolites. The chemical composition of the sodium montmorillonite influences the functional properties of the bentonite in significant ways. The type and concentration of various accessory minerals also influence the acceptability of the bentonite in each market.

In the pursuit of increased safety the mining industry has worked to develop systems for remote control and autonomous operation of both stationary and mobile equipment. This paper reports on a newly developed system for teleoperation and autonomous tramming of LHD (Load-Haul-Dump) mining vehicles that not only increases the safety of the operators, but also has the potential to increase productivity.

INTRODUCTION The problems involved with moving millions of tons of rock are being addressed by nationally recognized tunnel contractors who have converged in Chicago over the past 5 years. This wealth of expertise has been needed to meet the risk and challenge of constructing the world's largest network of underground tunnels which in turn has required a dramatic advance in the art and science of tunneling. These pioneers, through innovation, adaptation, and hard work, have eliminated the one major concern of The Metropolitan Sanitary District of Greater Chicago - how to move 8 million tons of rock. The Metropolitan Sanitary District of Greater Chicago (MSDGC) serves 122 municipalities covering 866 square miles in Cook County, Illinois. Of these cities, towns, and villages, 53 have combined sewer systems. On an average of once every four days, these systems overflow about 4 million gallons of combined sewage and rainwater into the area's rivers and canals. The overflows occur at approximately 640 outfall locations of which 10% are owned by the MSDGC, with the remainder of the points belonging to various other municipal bodies. All those who own these "point" sources of pollution are in violation of Illinois State and Federal regulations. To enable its member municipalities to come into compliance with State and Federal law, the MSDGC is implementing its Tunnel And Reservoir Plan (TARP). TARP is a regional solution to the problem of combined sewer overflow in the metropolitan Chicago area. Considerable effort has been directed towards understanding the carbothermic reduction mechanisms of self-reducing, fluxing dried green balls to produce pig iron nuggets. Given the geometry of the situation, some investigators believed that the shrinking core model was applicable. Hence, this study involved investigation of the applicability of the shrinking core model to pig iron nugget production. The experiments involved heat treatment of dried green balls utilizing either a laboratory-scale resistance box furnace or a gas-fired muffle furnace at various furnace temperatures and residence times. The products were analyzed for the following: (i) preferred reaction pattern, (ii) distribution of the metallized areas, (iii) % iron content variation in the pig iron nuggets from surface to center, (iv) carburization pattern and (v) physical and chemical properties of the pig iron nuggets. It was determined that the reduction of iron oxide occurred simultaneously throughout the sample and not beginning at the surface and propagating inward; thus the shrinking-core model was not applicable. Heat transfer and gas diffusion from surface to center were not the rate-limiting steps for reduction and carburization reactions.

Acid mine drainage (AMD) can occur as a natural phenomenon through oxidation of sulfide minerals. Oxidation by air and water can be exacerbated by mining. Because AMD can exhibit low pH, it is capable of extracting heavy metals from mineral deposits. The result is highly acidic drainage with elevated heavy metal concentrations -the combination of which can cause extensive environmental damage. Because of the importance of these factors, this paper is focused on sulfate based AMD. Due to widespread mining, the occurrence of AMD is ubiquitous. As a result, several approaches to treatment have been developed. Chemical treatment using alkali is most commonly employed to treat AMD. There are alternative methods of treatment, as well as alternative ways of handling treatment sludges or concentrates. Dewatering of sludge or concentrates is beyond the scope of this paper.

The Optimum Production Rate (OPR) is one of the most important parameters in the evaluation of a mineral deposit. The OPR cam also be expressed as the Optimum Mime Life (OML) in years since the expected mime life is determined by dividing the OPR per year into the estimated ore reserves. Unfortunately, very little time and effort has been directed towards the determination of the OPR. Instead, "rules of thumb" are often applied to select a mime life without due consideration of the economic implications of such a selection. A "justification" for a particular production rate is often based on a pre-conceived arbitrary requirement for a mime life of 5, 10, or 15 years, for example. In this paper it is demonstrated that such arbitrary selections for high-grade/low¬-tonnage mines (such as many underground gold/silver deposits) often lead to sub¬optimal results. In fact, am apparently uneconomic deposit at am arbitrary production rate may be economic at the OPR. Consequently, investment opportunities may be overlooked if one analyzes mime' properties based on arbitrary production rates.

This case study evaluates the long- term physical stability of various historical mining structures remediated by the Center for Mining Environmental Research and Studies (CIEMAN) in Hualgayoc, Cajamarca, Peru. The region has a long history of mining activity, with remnants dating back to pre-Inca times. CIEMAN has assumed responsibility for remediating 286 environmental liabilities in the area, including adits, shafts, pits, tailings, and waste rock dumps. The study analyzes the methods employed to stabilize these structures, including geotechnical engineering techniques and revegetation. Long-term monitoring results are presented, assessing the effectiveness of remediation measures and predicting the future stability of the structures. This study highlights the importance of responsible remediation of mining environmental liabilities to ensure the safety and sustainability of communities and ecosystems affected by historical mining.

Discontinuities are geologic occurrences in rock and when present within a pillar, reduce the strength of the pillar. Empirical formulas that are commonly used to determine pillar strength do not explicitly take into account the presence of discontinuities and thus can overestimate the pillar strength. The effect of discontinuities on the strength of pillars has been investigated using numerical models, but in these models, the discontinuity strike was parallel with the pillar faces. In this study, fully three-dimensional hard rock pillars were simulated using numerical modeling to understand the effect of the discontinuity dip direction on square and rectangular hard rock pillars. Based on the results, recommendations to assess a pillar’s strength in the presence of a discontinuity are discussed.

This paper presents the results of a study conducted on a slope failure that occurred in the Q7 mining cut at Rio Tinto's Bingham Canyon Mine. The slope failure occurred in a weak rock mass with an estimated rock mass rating of 25%. The failure mechanism was of the circular type, involving ten 15-m (50-ft) benches and covered a total width of 152 m (500 ft). The analysis used Adam Technology's photogrammetric method with a two-dimensional rock fall simulation program (RocFall software) to design a 3-m- (1 0-ft-) high berm located 7 m (24 ft) from the toe of the failed mass. Back and predictive analyses were performed on a cross-section through the slide using Slope/W software, resulting in flattening the interramp angle (IRA) from 44° to 38°. This design modification produced a factor of safety (FOS) of 1.14. Sensitivity analysis involving FOS vs. pore water pressure showed that FOS is sensitive to water saturation. A dewatering system using a series of horizontal holes drilled below the slide and dewatering holes drilled from a drainage gallery has since been established to improve the stability of the slope. Throughout the one-year period since this investigation, no significant slope movement has been detected by the slope stability radar, and mining is in progress below the failure.

The U.S. Department of Energy (DOE) has entered into a $l.5 million Cooperative Agreement with Alpine Equipment Corporation/Astro International Corporation ("Alpine") of State College, Pennsylvania, for the evaluation of water-jet-assisted (WJA) mechanical cutting of oil shale under actual mining conditions. A commercial-sized, heavy WJA mechanical miner is being assembled based upon the successful "factory testing" of a smaller prototype miner utilizing standard tungsten-carbide and Polycrystalline Diamond Composite (POC) bits in large oil shale boulders. Actual field testing of the machine will be conducted in an oil shale mine located in the Piceance Basin of Western Colorado. In-mine logistical support is being provided by several oil shale companies through the Colorado Mining Association (CMA) and the U.S. Bureau of Mines (USBM).

A wide variety of materials have satisfactory to superior insulating properties and can be used to control the flow of heat, provide energy savings, improve personal comfort and contribute to personal safety. Such materials range from completely organic products--both of natural origin and synthetics--to completely inorganic. In many cases, thermal protective systems are actually combinations of both. Obviously, those insulating materials which are principally inorganic have the inherent advantages of low to minimal combustibility as well as utility at vastly elevated temperatures. Both of these properties are highly desirable in providing not only thermal energy conservation, but also personal safety in residential and commercial applications. As the thermal insulation needs of man and industry have developed, there has been an ever-increasing demand on the minerals industry to provide the resources required to fill these needs. On a global scale, industrial minerals have become the fundamental base upon which today's thermal insulation industry has been built. The use of minerals to control heat flow range from the most unsophisticated applications to those requiring the ultimate in scientific technology. In many cases the minerals are themselves converted in- to the major insulating media; for example, fiber glass, rock wool or refractory fiber. In other cases, minerals are used as the chemical reactants to form the binder matrix which in turn provides the product strength required for adequate handling and installation; for example, calcium silicate bonded products wherein the binder is the reaction product of lime and silica. In still other cases, low density mineral products are added to a high density binder System to provide lower weight and better insulating properties; for example, the use of expanded perlite in concrete.

"INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is located approximately 26 miles southeast of Carlsbad, New Mexico and is the nation’s first underground geologic repository for transuranic (TRU) and TRU-mixed waste (see Figure 1). The WIPP facility was opened for operation in 1999 when the first TRU waste shipment arrived at the WIPP facility for disposal.WIPP facility does not employ typical production aspects of a conventional mine. Instead, the mining focus is on the quality of the excavation to ensure safe disposal of TRU and TRU-mixed waste (Walls, 1991). GEOLOGY WIPP underground repository is mined within a 2,000 feet-thick bedded-halite formation (Salado Formation) (see Figure 2). The WIPP underground repository is located approximately 2,150 feet beneath the surface near the center of the Salado Formation. Geologic criterion and site-selection factors evaluated for the selection of the repository included topography, depth, thickness, lateral extent, lithology, stratigraphy, structure, erosion, dissolution, subsidence, surface water, aquifers, hydrologic transport, climatic fluctuations, manmade penetrations (U.S. Department of Energy, 1980).FACILITY DESIGN Profit did not play a major role in the WIPP’s conception like in a conventional mine. This was due to the extensive amount of additional regulations and safety controls that had to be built into the WIPP facility. Since it is nuclear and hazardous waste disposal facility, it must meet certain federal and state requirements for TRU-mixed waste. One of the major regulatory drivers for the WIPP facility is defined in the WIPP Land Withdrawal Act (LWA). One of the requirements in the WIPP LWA requires the DOE to submit documentation of continued compliance with Title 40 CFR Part 191, Subparts B, and C. These standards are regulated by the Environmental Protection Agency (EPA). The DOE must submit documentation of continued compliance (recertification) with these regulations every five years. In addition to the LWA, the Resource Conservation and Recovery Act (RCRA) is another major regulatory driver for the WIPP facility. Since the WIPP facility is categorized as a “Miscellaneous Unit” under 40 CFR, it must meet extensive environmental performance standards. These standards are defined in the WIPP Hazardous Waste Facility Permit (HWFP). The HWFP defines the terms and conditions that the Secretary of the New Mexico Environment Department has determined necessary to protect human health and the environment (U.S. Department of Energy and Nuclear Waste Partnership LLC, 2015)."

"The execution of classical building services in underground mining operations is more truth than myth. From small concrete foundations for conveyor belts to the construction of huge workshops for large machinery maintenance, nearly every operation requires building services. By creating such fixed facilities, these services ensure the efficiency of the production. A distinction must be made between fixed facilities which directly enable the production and auxiliary facilities which only indirectly support the production. The construction costs of such auxiliary facilities are often roughly estimated because they do not immediately contribute to mineral extraction. The research project ‘Development of a systematic cost-calculation method for building services in underground mines’ seeks to address the question: ‘Can the construction costs concerning fixed auxiliary facilities be neglected e.g. within a prefeasibility study?’ The presentation will show the monetary relevance and significance of these auxiliary facilities and introduce a guideline for cost estimators. PROBLEM DEFINITION The overriding interest of an underground mining operator is to exploit the commodity with the maximal quality by minimum cost and time expenditure. If a new operation shall be installed, it has to promise profitability. Therefore, predictive economic feasibility studies are performed in advance of installation. Herein, all cost expenditure for installation and operation of the future underground mine is determined and compared to the expected income by selling the raw material. The described interest of the mining operator is the starting point of the research project ‘Development of a systematic cost-calculation method for building services in underground mines’. While economic feasibility studies for future operations are focused on the profitable exploitation of raw materials and the efficiency of the accompanying necessary production processes, auxiliary actions are only considered rudimentary. Necessary production processes, as well as auxiliary actions regularly require classical building services, which are normally performed in construction business on the surface in the same manner. By performing building services like masonry or concrete works in underground mines, fixed facilities shall be set up in order to enable or support the raw material production. Production enabling fixed facilities are varying from small concrete foundations for conveyor belts or other infrastructural elements to upstream processing plants situated in the mine workings. While such fixed facilities are essential parts of the production process chain, supporting facilities underground shall increase the efficiency of the mining operation. Workshops, control rooms and social installations are only a few examples for supporting facilities. Those could be situated on the surface as well, but the efficiency increases significantly by installing them underground. Especially supporting facilities are evading from the main interest of the mine operator, since they are only indirectly connected to the production process. The building costs are oftentimes only roughly assumed."
