On May 21, 1990, EPA released its Strawman II draft program for mining wastes. It proposes to expand RCRA regulation of mining operations to include materials other than wastes. Strawman I1 would establish strict standards for the states to follow, rather than technical guidance. It proposes to establish performance standards; design criteria; monitoring requirements; and corrective action, closure, post-closure, and financial assurance requirements. It suggests "pollution prevention" concepts for mining operations. This paper explores the Strawman II proposals, particularly the technical criteria, and addresses several of the important concerns raised by industry.

The advent of Nuclear Energy has caused a phenomenal growth in the uranium mining industry. To keep abreast of this surge the mining industry has located many ore bodies, determined the best types of mining adaptable to this particular type of ore and developed a highly specialized type of operation. But, has the mining industry gone far enough in the planning? Has ?built-in? safety been included in the efficient methods of operation? Preplanning safety in the mining industry, as in all industries, takes engineering and ingenuity combined with the experience and cooperation of all concerned. A system of mining can be planned on a map and it will look good. However, when the actual mining takes place, conditions may be such that deviations from the original plans may be required because of excessive water faults or other conditions encountered. With safety we may also be required to change, to conform to the characteristics of a particular operation. People in the mining industry are well aware that loose back has killed miners each year. This condition occurred in practically all types of mines. The condition is not new to us. It is also known that explosives, haulage, machinery and conditions common to all types of mining have taken a heavy toll of human life in mining. In addition to these hazards in the uranium mines, the hazard of radon is also present, Radon is a radioactive gas liberated from ores containing radium. This gas is released into the active workings by the blasting or breaking up of the ore. Sometimes it is caused by radium contaminated water seepage from abandoned workings or from the ore body itself. Until the action of this gas on the human was known, many miners were affected. Un- less adequate precuations are taken to protect the people in these mines,, they may be exposed to this hazard, Health researchers made a study of this substance to determine how it would affect the health of the men, They also studied men who had worked in previous years, in mines known to have contained radioactive materials. All of this research contributed to the present knowledge of radon and its daughter products. It is not flammable nor explosive, but, if allowed to enter the body through the respiratory organs it can cause serious damage. Mines have been operated in the past and are still being operated, which were known to contain explosive and noxious gases, indicating that this problem can be controlled. Several states have instituted laws that make it mandatory to provide adequate ventilation and use of monitoring devices to limit radon and its daughter products to a maximum of 300 micro-microcuries per liter of air. This is considered a safe limit for sustained periods of human exposure. While the findings of research do not prove conclusively that the inhalation of excessive radon or its daugher products cause lung cancer, indications point to this as a possibility, particularly radium A and radium C1 of the daughter products. The threshold limits set by law in most uranium producing states are believed to be safe. In a few years, when tests and data now in the process of collection by interested state officials and laboratories is complete, these limits may be found to be ready for revision. Studies such as these take time. At present, the limits that are used are based upon estimates. The permissible limits of exposure to radon and daughter products include a large safety factor. It is considered that a good supply of fresh air delivered to the working places, adequate dust control, the sealing of unused or abandoned workings, the removal of mine water which is generally contaminated and a safe waiting period after blasting, will hold to a minimum the dangers from this source. There are, of course, problems accompanying each of these procedures. For example, the ventilating of untimbered raises and bringing fresh, uncontaminated air to the working places may be a problem. However, a good mining man can solve these problems as they apply in each particular operation. From the information available at the present time, the daughter products containing polonium and emitting alpha radiation, may be a health hazard. Fortunately, the half life of most of the daughter products is short, however, radium D has a half life of 22 years and presents a problem of contamination in the storage of old tailings. So we can see that failure to comply with the accepted good mining practices may have harmful effects on the health of miners. It is gratifying to note the interest in this potential hazard by the officials in the uranium ore producing states, who are making extensive studies and keeping records of the men who work in this type of mining. This all provide information necessary for preplanning safety. By contrast, little has been accomplished to control the injuries and deaths from some other factors connected with most underground mining operations. "In the recent past, the mining industry has witnessed a substantial increase in the numbers of fatalities occurring at metal and nonmetal mine sites, but it is unclear why this is occurring. One possible explanation is that workers struggle with identifying worksite hazards and accurately assessing the associated risk. The purpose of this research was to explore this possibility within the mining industry and to more fully understand stone, sand and gravel (SSG) mine workers’ thoughts, understandings and perceptions of worksite hazards and risks. Eight mine workers were interviewed and asked to identify common hazards they come across when doing their jobs and to then discuss their perceptions of the risks associated with those identified hazards. The results of this exploratory study indicate the importance of workers’ jobrelated experience as it applies to hazard identification and risk perception, particularly their knowledge of or familiarity with a task, whether or not they had personal control over that task, and the frequency with which they perform that task. IntroductionAccording to the U.S. Mine Safety and Health Administration (MSHA, 2015a), 37 mine workers were fatally injured in accidents at metal and nonmetal mine sites between October 2013 and January 2015, following a record low of 16 in 2012 and in 2011. In 2014 alone, 29 mine workers were fatally injured at a metal or nonmetal mine site, and 52 percent of these fatalities occurred at a surface stone, sand or gravel (SSG) mine. In January 2015, Joseph A. Main, Assistant Secretary of Labor for Mine Safety and Health wrote to stakeholders in the metal and nonmetal mining community and identified several areas where improvement was necessary to promote the health and safety of mine workers. One area identified was an increased focus on “daily and effective workplace exams to find and fix hazards” (MSHA, 2015b).Hazard detection is challenging in the mining industry, despite the existence of regulation. Mining is a major undertaking involving the use of complex heavy machinery, equipment and processes as well as numerous and diverse worker activities that take place in a dynamic, challenging environment (Scharf et al., 2001). In other industries that are similarly dynamic and unpredictable, such as the construction industry, a large proportion of hazards go undetected (Carter and Smith, 2006). It is critical that miners are able to both recognize worksite hazards and accurately assess the risk associated with the hazards, because their health and safety depend on their deciding whether and how to remove hazards and mitigate risks."

The Jiboia heavy mineral sands deposit is a new discovery associated with the São Francisco River delta on the northern coast of Sergipe state. The identified resources are part of the much larger mineralized trend. Mineralization is hosted in paleodunes deposited on Holocene marine terraces (Fig. 1). The dunes are up to 30 m above sea level, and mineralization occur from 6 m above sea level upward. The main ore minerals constitute pseudorutile, ilmenite, zircon, rutile and monazite. This work presents a thorough characterization of the mineralogy and granulometric distribution of the Jiboia orebody.

Unmanned aerial vehicles (UAVs) are being explored by researchers to measure concentrations of gas emissions in situations where such measurements are otherwise extremely difficult to obtain, such as NO and NO2 (NOx) emissions from surface mine blasting. Recently, countries have imposed or are planning to impose surface blasting gas pollution regulations, which creates a need for an improved understanding of UAV-based gas measuring systems. The experiments detailed in this paper were performed to determine if airflow generated by the rotors, also known as downwash, unnaturally alters concentration measurements. Downwash turbulence could create locations of varying pressure, which could affect concentration. A UAV fitted with gas sensors was attached to a stand in a controlled environment containing a mixture of NOx. The gas sensor measuring points were placed at various distances on and from the UAV body to evaluate downwash effects on gas concentration. Results show that the presence of downwash turbulence causes no statistically significant changes to concentration measurements at any distance or direction from the UAV. Based on these results, it is possible to use a UAV-mounted gas monitor to measure concentrations without concern for downwash interference, provided the UAV and measuring point are entirely contained within the gas cloud.

"The Regional Connector project is a complex subway light-rail project that runs through the heart of downtown Los Angeles, CA. The design-build contract was awarded in April 2014 to the Regional Connector Constructors (RCC), a joint venture between Skanska USA Civil West California District Inc. and Traylor Brothers Inc., and their designer team consisting of Hatch Mott McDonald (HMM) and subconsultants. The project broke ground on Sept. 30, 2014 and is expected to be completed in winter 2021-2022. The main components of the project consist of 6.4-m (21-ft) diameter twin-bored tunnels, three crosspassages, a 87-m (287-ft) long crossover SEM cavern, three new underground stations, and cut-and-cover tunnels along South Flower, Alameda and 1st Streets. The project map is shown in Fig. 1. The design and construction challenges associated with each of these main components are discussed in the following sections.Project designTunnels. The Regional Connector tunnels are located primarily within the Fernando formation consisting predominantly of extremely weak to very weak, massive, clayey siltstone. About 305 m (1,000 ft) of tunnels on the eastern end are in alluvium and mixed face of Fernando formation and alluvium. The tightest curve of the tunnel alignment is 178 m (583 ft) in radius. The tunnels were designed with a reinforced precast concrete tunnel lining (PCTL) to be used with an earth balance pressurized (EPB) tunnel boring machine. The PCTL ring is 5.5 m (18 ft-10 in.) inside diameter, 27 cm (10.5 ft) thick, 1.5 m (5 ft) long, and consists of five segments and a key. The segments were designed with 6,500 psi concrete, 80 ksi yield strength wire rebar, convex joint surfaces to enhance seismic performance, and a dosage of 1.7 lbs polypropylene microfibers per cubic yard of concrete for fire resistance. The rings are designed with a right ring and left ring pattern and a taper of 3.8 cm (1.5 ft) to allow for alignment curve negotiation. Figure 2 shows typical sections of the PCTL. The structural lining design was modeled using FLAC 3D. Four consecutive rings were modeled with 32 dowel connection. Loading considered in the lining design includes temporary ground load during excavation, long-term ground loads, seismic loads and train loads. The seismic loads on the PCTL were simulated with the racking deformation applied at vertical boundaries of the model. Due to variation of geologic condition along the tunnel alignment and different surcharge requirements, three different types of reinforcement (typical, heavy and extra heavy) were designed. The typical type PCTL was required in Fernando formation, the heavy type was required in alluvium or mixed-face condition, and the extra heavy type was required in alluvium and underneath the Japanese Village Plaza where a surcharge of 1,000 psf was required."

Five sulfide minerals from the Magiwnt mine, southeast Missouri were analyzed for 31 trace elements in over 300 samples by laser microprobe spectrographic analysis of polished sections. The concentration of several trace elements shows a pattern of progressive variation with depth (space) and variation with different paragenetic stages (time) of each mineral. Factor analysis of the geochemical data shows sympathetic correlation both in space and in time of Bi, Cd, Ge, and Sn in galena and sphalerite, and Ni and Co in sphalerite and marcasite.

In underground mining, rock fragment size is a key variable for productivity because it impacts equipment selection and mining structure design. This study characterizes granular material fragmentation during its flow to understand its characteristics and mechanisms. Tests were conducted using a laboratory setup to emulate various heights where material is drawn. The fragment-size distribution was measured before and after tests for clay, concrete fragments, and gravel. Results showed that fragmentation mainly occurs in minor sizes, with significant increases in fine material as travel distance increases.

Laramide porphyry copper deposits are large, low grade (<0.8% Cu) deposits that contain disseminated copper minerals, breccias, and stockwork veinlets of copper and molybdenum sulfides associated with porphyritic intrusions in Southwestern New Mexico. Critical minerals, such as PGEs, tellurium, indium, germanium, and gallium are recovered from the anode slimes remaining after copper is refined. Detailed age dating, mineralogy, geochemistry, along with geologic mapping could refine the location of critical minerals within specific systems and could identify porphyry systems with elevated critical minerals that could become economic, in addition to the already produced copper, gold and molybdenum.

In 1989, an autogenous grinding task force was formed to study potential autogenous grinding circuits to replace the existing semi-autogenous grinding (SAG) at the National Steel Pellet Plant in Keewatin, MN. Pilot plant test work, performed by the Hanna Research Center (HRC), indicated that fully autogenous grinding with pebble extraction and crushing could be incorporated into the existing circuits. In 1990, one of the existing 10 grinding mills was converted for an in-plant test incorporating pebble crushing. Full-scale test work were conducted in 1990 and 1991. They verified the pilot plant projections with primary mill throughputs from the fully autogenous circuit using pebble crushing being greater than throughput of the existing SAG mill circuits. The plant produces 5 Mt/a (4.9 million ltpy) of iron ore pellets from 17.6 Mt (17.3 million It) of crude taconite. Crude ore is single-stage crushed by gyratory crushers. Primary grinding is performed by 10 semi-autogenous wet grinding mills. Secondary grinding is performed by five ball mills. Induration is with an Allis Chalmers grate-kiln pelletizing system. The primary grinding circuit consists of 108.2-m-diam x 5.5-m long (27 ft-diam x 18-ft) SAG mills. The mills are charged with 127 mm-diam (5 in.diam) steel grinding balls at from 3% to 5% by volume. Ball consumption rate is about 0.55 kg/t (1.25 lbs/lt) of crude ore feed to the mill. Each SAG mill is powered by two 2.6 MW (3500 hp) motors drawing 5450 kW (7300 hp) at 76% of critical speed. The mills are grate discharge with 16 mm (0.6 in.) slotted grate openings when new. The mill discharge is sized on a trommel screen having 4.5 mm (0.2 in.) openings. The plus 4.5 mm (+0.2 in.) oversize material is returned to the discharge end of the mill by a reverse screw auger located in the center of the trommel. The -4.5 mm (-0.2 in.) trommel screen undersize is pumped to magnetic cobbers.

China was nota factor in the supply of fluorspar to the United States until the early 1980&apos;s when it shipped in its first package of Metallurgical lump, that not only was higher grade than the Mexican Metallurgical spar but was also about $30.00 a ton cheaper landed at Burnside. Representatives of the Mexican Fluorspar Institute and several producers made trips to see the Chinese operations supplying their once reserved market place. China, an enigma to most Westerners suddenly became the new contender, with prices that were disgustingly low or so thought the other exporters. Of course China has been mining, producing, consuming and exporting from 400,000 to 500,000 tons per year of various grades of fluorspar but until the first partloads came to the U.S., very little attention was paid to their exports by American-continent producers or consumers.

Researchers at the National Institute for Occupational Safety and Health have tested the finite element code, UT3PC, with LaModel to evaluate their results using know case studies. The purpose of the testing was to demonstrate the usefulness and limitations of these programs in evaluating mine layout design. Both of these software packages are simple to use and free for public download. Their use by mine engineers, along with other tools, such as empirical methods, can enhance the assessment of a mine layout design. LaModel can model mining layout on a mine scale or, at least, on a multiple-panel scale. However, this software has limitations in calibrating to conditions at many coal mines in the western United States. The UT3PC software models smaller parts of a mine and is used to evaluate the design of pillars, shafts, or drifts; but the software calculates all components of the stress tensor and provides stresses, displacements, and safety factors throughout the model volume. The two codes are used to evaluate design of one known case, and UT3PC is used to evaluate another case. The results and approaches demonstrated in the testing are intended to aid mine engineers in evaluating site-specific problems and to show that these tools can provide useful information to the mine engineer in evaluating mine layout design.

Tunnel segmental lining design constitutes a significant iterative process where modeling and numerical analysis are factors in deciding the number of segments, their dimensions, gasket placements, as well as the locations of dowels and bolts. Consequently, these modifications lead to revisions in the final drawing details. However, the current tunnel engineering practices lack systematic solutions that effectively bridge the gap between the iterative design process and efficient visualization of completed drawings due to the time- consuming nature of redrawing. This paper presents a pioneering application of AI-driven solutions including using Autodesk's API, for the Northside Interceptor Tunnel (NSIT) Project. It showcases the automation of drawing design and the real-time visualization of modifications, thereby streamlining the drawing process.

The value addition potential of ilmenite was examined using several characterization techniques. Raw ilmenite is composed of 93.65 wt.% of FeOTiO2, 3.55 wt.% of SiO2, 1.22 wt.% of Al2O3, and the remainder being other minor oxides. Ilmenite and powdered carbonized coconut shells were mixed in the weight ratio of 4:1. A separate fraction of the same mixture was added with powdered seashells in the weight ratio of 4:1:0.5. Six fractions of each mixture were distinctly milled from 1 to 6 h in a planetary ball mill. XRD spectra (broadened and diminished reflections of ilmenite) and FTIR observations (Ti―O―Cbonding) of milled samples indicate the possible incorporation of carbon into the ilmenite structure. Any clues of an occurrence of new rutile peaks were not observed in XRD spectra of milled samples. Consequently, the carbothermic reduction has not been initiated during mechanical activation. In this case, samples powdered for 6 h in a mill were isothermally annealed for 2 h under normal airflow at temperatures of 800 °C, 1000 °C, and 1200 °C, respectively. According to the X-ray diffractograms, the annealing temperatures of 1000 °C and 1200 °C exhibited almost similar trends with rutile (R), pseudobrookite (PB) and elemental iron (F), and a very few ilmenite (I) peaks. Consequently, 6 h of milling and 1000 °C annealing were concluded as the optimum conditions for the carbothermic reduction. Moreover, this study indicated seashells as a potential rate raiser for the carbothermic reduction of ilmenite at 800 °C. Therefore, this process is applicable to upgrade ilmenite into a mixture of synthetic rutile and elemental iron.

Future mining engineers must blend engineering excellence with key human skills such as communication, leadership, resilience, empathy, adaptation to change, curiosity and lifelong learning. Based on two recent surveys, one to senior leaders with over ten years of experience in the mining industry and a second, focused on understanding the perceptions of young professionals, this paper explores which skills become core competencies by 2030 for navigating complexity, leading responsibly, and enabling sustainable transformation. Furthermore, it also examines how educational institutions can adopt strategies to foster the development of these critical skills, preparing future mining talent for evolving challenges.

This paper presents a comparison between the simulations of a semi-empirical model and a theoretical model for the prediction of radial stress in rock. The results of the simulations were compared to the results of a field test. The comparison of the radial stress predictions shows that in the semi-empirical model use of the plane wave approximation as the basis for the prediction of the radial stress provides a much better result than the theoretical model. The theoretical model includes the correct elastic wave geometry and theory but fails twice, firstly by considering the charge as a point (unit) energy source therefore; and secondly by using a Delta function with a very sharp rise and decay time to simulate, with no distinction between non-linear and linear zones, the attenuation of the energy per unit volume at the shock wave front as the wave moves away from the borehole. The results of the semi-empirical model were within the same order of magnitude as the results from the field test whereas only one result from the theoretical model came close to the result of the field test. However, even this closer result for the theoretical should be taken with caution as there was no measurement in the field test made at this distance from the borehole. Finally, because of its potential portability, convenience, and cost-effectiveness the theoretical model can be a most valuable tool for mining and civil construction operators in the early design of blasting rounds and of the mining operation itself.

From a mining point of view the Portland Cement Industry falls logically into the Industrial Minerals Division. Portland Cement manufacture requires four principal materials, lime, silica, alumina and iron. The usual source of lime is limestone. Silica sources include clay, shale, quartz, sandstone and sand. Alumina is usually provided by selecting a silica source with a suitable alumina content such as clay and shale. "Cement Rock" is occasionally found in which all four ingredients are found in natural combination or sufficiently close that only minor adjustments are required. In the absence of iron oxides a white cement can be produced. All raw materials used in Canada contain some iron and in most plants further minor quantities of iron are added to promote fluxing, hence the typical grey colour of Portland cement. The modern period in cement manufacturing started in 1824 when Joseph Aspdin of England patented a process for the manufacture of a modified hydraulic cement which he called "Portland Cement". Hydraulic cements are cements that harden under water. Although natural cements, made by calcining and grinding natural argillaceous limestone were produced in Canada as early as the 1830&apos;s, Portland cement was not produced in Canada until 1890, about 18 years after it was first made in the United States.

The Northside Storage Tunnel Project in Sydney includes over 20 km of TBM driven tunnels, over three km of declines and major caverns and pump rooms. The paper describes methods used for design on the project. Emphasis is given to the refinement of the use of empirical rock mass classifications, and to the use of discontinuum numerical methods. The use of empirical rock mass classifications in Sydney sandstone has usually led to conservative design because the systems are based on a random orientation of joints in the rockmass. Because the joint sets are usually oriented in a way that is beneficial for tunnelling, limits must be placed on the parameters used in the classifications system. The paper discusses these limits and the derivation of the parameters. The use of numerical methods in Sydney sandstone is discussed. Continuum methods have their uses, but discontinuum methods are preferred. The use of UDEC has been validated against a previous project, the New Southern Railway. Recommendations are given for UDEC models. In Sydney&apos;s geology, so advantageous for tunnelling, the challenges of this project have been to make the best use of the good conditions, while maintaining safety for the workforce and the future operators of the project.

Investors and other stakeholders are increasingly concerned about the quality and quantity of sustainability disclosures as well as the extent to which such disclosures correlate with sustainability practices of mining firms. This is because disclosure policies vary widely across firms in terms of extensiveness, materiality, and disclosed topic. In this paper, we conduct a preliminary examination of the relationship between sustainability performance and disclosure. We use sustainability performance indicators such as water and energy use and the Sustainability Accounting Standards Board’s (SASB’s) standards to evaluate disclosures. Our preliminary results show that some measures of sustainability performance (energy use) are negatively correlated to the amount and quality of disclosures while others (water use) are not. Thus, investors should not judge sustainability performance based solely on the amount and quality of sustainability disclosures. In addition, our results suggest that firm size and ownership as well as institutional membership could impact the strength of correlations between disclosure policy and sustainability performance
