Cut-off grade is one of the most critical parameters affecting project cash flow. Its sensitivity is due to the number of other parameters that are correlated with any change in its value. Changes in cut-off grade, average grade and ore tonnage vary and they in turn can affect such parameters as capital and replacement costs, recovery, life of the project and operating costs. Perhaps one of the best definitions of cut-off grade is that of Taylor (1), "... any grade that, for any specific reason, is used to separate two courses of action, e.g. to mine or to leave, to mill or to dump ... . Obviously the most likely specific reason is one governed by economics, involving the return of investment and sufficient profit to motivate development and mining of the deposit. In this paper the cut-off grade is defined as that mining limit which will maximise the economic return for a projected mining venture. The following brief literature survey indicates that when computing the optimum cut-off grade there is a need to be able to directly compute the Discounted Cash Flow Rate of Return (DCFRR) or Net Present Value (NPV), as economically as possible, while allowing for parameter dependencies and variation in project structure.

Extensive testing in the past ten years has shown that where a uniform natural gamma background is present in the strata bordering the seam, the thickness of the boundary coal left in place after mining can be determined by measuring the attenuation of that radiation (Nelson and Bessinger, 1989). Measurements made by the authors in underground mines in Pennsylvania, West Virginia, Ohio, Illinois, and Kentucky, and by others in Wyoming and New Mexico, have shown the presence of such a gamma background (Nelson, 1989). Natural gamma coal thickness sensors of several configurations have been tested in mines owned and operated by the Consolidation Coal Company in Pennsylvania and west Virginia (Nelson and Bessinger, 1988).

The extraction of industrial minerals is usually confined to relatively small mining operations. The recent COSMAR (Committee on Surface Mining and Reclamation) report found that 93% of all mines in the United States were of the small unit variety. Also, of the total number of mines in the U.S. (15,279) 96% were in the industrial minerals (non-metals excluding coal) category. To break it down further, 86% were sand and gravel, and crushed stone operations. Therefore, we are talking about a very large number of small mining operations. If these small miners can afford to hire a college graduate, what kind of training should this person have beyond the normal mining engineering curriculum to best serve the problems that he or she will encounter?

Alunite has been utilized as raw materials for producing alumina and potassium sulfate fertilizer in Russia for many years. In the United States, this mineral has not been commercially processed though reserves of 5 to 10 billion tons of alunite ore have been estimated. Major constituents of these ores include quartz and alunite. The minerals are finely intergrown and liberation occurs below 10 microns. Adequate separation techniques for such fine particles have not been developed. A new method for the beneficiation of alunite ore is proposed in this study. 'Ibis method utilizes a small amount of fine magnetite upon which the liberated quartz is selectively flocculated. The co-flocculated magnetite and quartz are then separated from the alunite in a high gradient magnetic separator. Clean products, e.g. an alunite concentrate of 90% grade with 80% recovery, has been obtained from an Utah ore. Techniques for the selective co-flocculation of magnetite and quartz, the separation of the carried quartz, and the recovery of magnetite after separation are discussed.

Naturally occurring arsenic has been detected in water from inactive mines and several wells in the Keystone area of the Black Hills. Keystone City Well #4 showed a total arsenic concentration of 69 parts per billion (ppb) during pumping in 2004. The well is not used currently except for arsenic-removal research. Water also can be pumped from a mine shaft in the abandoned Keystone ? Columbia ? Bullion gold mines, whose interconnected workings flooded after mining ceased in the 1930s. This water has been considered for local supplies, although it would require treatment or blending because of arsenic concentrations. According to historical records, the Bullion Mine produced 100,000 pounds of white arsenic. An aquifer test on the mine workings was performed at a pumping rate of about 550 gallons per minute. The arsenic concentration in pumped water was 33 ppb. In addition to wells within Keystone, samples from the water supply at nearby Mount Rushmore National Memorial have shown arsenic concentrations greater than 10 ppb, the U.S. Environmental Protection Agency?s maximum contaminant level for arsenic in drinking water. Limestone-based technology for removal of arsenic from drinking water is an innovative and promising method that has been considered for treatment of water at Keystone. In batch testing with water from Keystone Well #4, limestone removed about 65% of arsenic from solution. A related problem of arsenic removal from drinking water involves disposal of the waste product, which is critical for commercial viability of removal technologies. Current research is investigating thermal stability of the waste in order to determine the potential for recycling of the material during manufacture of cement.

During the past century, the Florida Phosphate Industry has established an enviable record of innovative technology in nearly all aspects of mining and beneficiation. A notable exception is the lack of technology to improve the present practice of storing waste clay in earthen dams. The rule which has been adopted by the Department of Natural Resources states, "Since storage of clay wastes for long periods of time interferes with expeditious reclamation and since above grade storage of clays takes otherwise useful land out of production and raises potential health and safety problems, below grade storage and rapid reclamation techniques are encouraged." The two waste products from the beneficiation plant are clay slimes (-0.1 mm in size) and sand tailings. The sand tailings do not present a problem since the tailings rapidly dewater to a dry weight of about 100 pounds/ft3 and make good land fill. By contrast, disposal of waste clay slimes is a formidable task. The basic problem is simply that the waste clay not only dewaters very slowly, but also that the ultimate solids content is very low and in most cases the volume of the clay greatly exceeds the available volume of below ground storage of the mined land.

For the past several years, inflation has placed increasing pressure on our economic system. The total effect of inflation is complex when combined with other factors which affect the economics of equipment. A mathematical model is described herein which can be programmed on a computer to determine the effect of inflation on economic life and profits after taxes. The computer output results in graphic plots which clearly show the relation of various percentages of inflation to life and profits. Inflation has become a common topic of conversation in the recent past. What is it and how can it be measured? What effect does increased inflation have on equipment policy? Research now in progress at the Construction Institute at Stanford University is beginning to unravel some of the mystery of inflation. As a start, let us answer the first question by defining the word inflation. The dictionary says that inflation is "an increase in the volume of money and credit relative to available goods resulting in a substantial and continuing rise in the general price level. It appears, in fact, that we are in an inflationary spiral which is "a continuous rise in prices that is sustained by the tendency of wage increases and cost increases to act on each other." 3 Inflation behaves just like compound interest. It takes more dollars of future years to buy an equal amount of a given commodity, be it a material or a service. Let us assume an annual inflation rate of 5 percent. The long and arduous process of bringing aggregate produced in Mexico to the Gulf Coast of the United States really began in the 1970s when the first exploratory trips were taken by Vulcan's geologists. It was not until the middle of the 1980s that all of the elements of the project seemed favorable and the largest capital investment in Vulcan's history was given the green light. The history of the project will be covered along with a discussion of the role that market forecasting played in the process. Is this the first of many or a once in a lifetime project? In July 1987, Vulcan and its joint venture partner broke ground in Mexico for a world-class limestone quarry and crushed stone production facility. This project is the largest ever undertaken by Vulcan's Construction Materials Group, with a total cost of over 200 million dollars -a cost shared equally by Vulcan and its joint venture partner, Ingenieros Civiles Associados, or ICA, a diversified Mexican company which is also the largest construction firm in Latin America.

Secondary crushing often gets good press for its increases in energy efficiency and SAG milling rates but for a project considering this option the proposed benefits soon get overshadowed by implementation concerns. Reverse engineering from the published case studies is risky unless the reader understands the drivers impacting stability and operability of the circuit. This paper discusses the features of secondary crushing for Greenfield and Brownfield SAG mill grinding circuits. It is the author?s view that secondary crushing rarely adds value to a Greenfield project and restricts future expansion. Its application is best retro fitted to Brownfield operations where the benefit gained for capital expended is excellent. Two case studies are presented to reaffirm these statements. The first case study shows that the implementation of partial and total secondary crushing increases SAG mill power efficiency and it offers substantial incremental increases in milling throughput with staged capital investments for the crushing and grinding circuits respectively. The paper provides a critical analysis of process conditions for secondary-crushed grinding circuits, with particular emphasis on Brownfield circuit retrofits. Furthermore, the second case study quantifies the economic impact of secondary crushing on circuit design for plant start up and it illustrates the limit imposed on plant expansion.

The history of gold and silver analyses shows an interesting duality. On one hand, classical chemical and instrumental methods have evolved to meet changing needs, but on the other hand, the age-old and somewhat empirical fire assay has remained a popular tool. Inasmuch as gold and silver generally have been present in ores at low concentra¬tions, methods have been challenged by a need for sensitivity and selectivity coupled with reasonable assay time. A progressive increase in the importance of low grade materials as ore sources has led to the need for improved methods. Assays of these materials are required for process control and accounting in operating plants as well as for guiding research and development activities. The analytical response to these needs is evidenced by numerous reviews published through 1977-¬e.g., cf Kolthoff and Elving (1966), Beamish and Van Loon (1966, 1972, and 1977), Young (1971) , Mallett (1970), and Sen Gupta (1973). In this paper we present a brief sketch of the history and status of various gold and silver methods. A more detailed summary of atomic absorption spectroscopy (AAS) is Given, as this method has gained in popularity more than other assay methods. AAS methods currently in use are summarized and discussed briefly. This paper is not meant to be a detailed review, as are the above mentioned publications. Rather, we borrow from those works and more recent papers to report trends in gold and silver analyses (particularly in AAS). Also, we discuss some selected poten¬tial problems, and problems that have been experienced by this laboratory.

The mining workforce experiences high rates of hazardous noise exposure and hearing loss. However, previous studies have identified specific behavioral and attitudinal barriers that keep miners from effectively acting to prevent their own hearing loss. NIOSH has developed several new hearing loss prevention tools and interventions that specifically target these barriers to prevention. The NIOSH Hearing Loss Simulator addresses motivation to take action and knowledge about the consequences of noise exposure. The QuickFit earplug test device and QuickFitWeb online hearing protection tester address barriers to effective earplug and earmuff use by verifying at least 15 decibels of protection. The NIOSH Roll-Pull-Hold technique helps miners obtain better protection through an easy-to-remember set of steps that improves attenuation by 9 decibels. The ?Inquiring Ears Want to Know? fact sheet helps miners to understand audiograms and to use them to maintain their hearing health. Each of these interventions can be used within the context of a comprehensive hearing loss prevention program.

The pit slope angle dictates the economics as much as the depth of the pit. Steeper slope provides more ore reserves, at the same time, the steeper slope presents higher probability of instability and associated maintenance problems. While large open pit mines mostly belonged to nonferrous metals in the past, other mines are becoming deeper as the mine economics permits deeper mine operations, Such minerals include coal, uranium, phosphate, and others. There are some basic differences between an open pit slope and slopes that are encountered in usual civil engineering work such as dam embankments and highway cuts (Figure 1). The stability of the civil engineering slope changes continuously with time due to ground-water movements, weathering, etc. But the stability of the open pit slope (Figure 2) changes more drastically day-to-day or even hour-to-hour, These changes occur because not only is the slope geometry being continuously changed by the mining operation, but also different geology and geologic structures are being exposed on the slope. Even when a particular slope area is not presently being mined, excavation in adjacent areas can affect the general condition of that slope area. A pit will experience some slope failures during its life.

Selenium-rich metallurgical waste, also known commercially as “crude selenium,” is a byproduct of the copper (Cu) refining process. This by-product, contains ~ 90% selenium (Se), precious metals, platinum group metals (PGMs), and other critical elements. This study investigated the leaching efficiency of Se from the sludge under alkaline conditions using different oxidizing agents to enrich PGMs and precious metals in the leach solid residue. The effectiveness of each oxidizing agent during leaching was assessed and compared. Additionally, Eh-pH diagram for Se was established under specific experimental conditions and utilized to inform process optimization. Key variables, including leaching time, temperature, and oxidant concentration, were evaluated for their impact on the efficiency and the selectivity of the oxidative alkaline leaching process.

Investments in fuel minerals and non-fuel minerals by petroleum companies are not a new phenomena. During the past 25 years, oil firms have entered mining via the acquisition route as well as by the direct development of grassroots mines. In the early 1980s, the "merger mania" in the natural resource industries came to a head. Oil company takeovers of mining firms, as well as other mergers between oil producers, captured headlines repeatedly, and speculation ran wild as to who would next acquire whom. Table 1 summarizes leading mining company mergers in the past two decades. There are some special features to the latest round of minerals investments undertaken by oil companies. First, direct takeovers of mining companies have become the preferred means of entry into minerals, with entry from scratch being relegated to the sidelines. This was not always the case. While there are instances of oil firms buying coal and copper companies dating back to the 1950s and 1960s, most of the early minerals work by petroleum firms was from internally generated projects. When the oil companies first became involved in uranium, for example, the uranium mining industry was in its infancy. There was not much market structure to buy, and it was relatively easy for everyone to get into uranium on the ground floor.

This paper gives a review of promising technologies for phosphate processing, and covers flotation, analysis and process control, as well as tailings treatment and utilization. Air bubbles of less than a µm in size, combined with relatively large bubbles, have been demonstrated, both in the lab and on a pilot scale, to improve flotation dramatically, by reducing reagent use while improving product grade. Innovative use of polymers has allowed rapid dewatering of fine tailings with a final product that does not segregate. The first online laser-induced breakdown spectroscopy (LIBS) analyzer was created, allowing rapid analysis of wet samples using the laser technology. Many large commercial projects are successfully pursuing the utilization of phosphogypsum.

"Speakers and attendees of the 2016 Cutting Edge Conference could not be faulted for keeping one eye on the presentations taking place at the Hyatt Regency at LAX in Los Angeles, CA on Nov. 7 and 8 and another on the results of the historic election in the United States that took place on Nov 8. While there was certainly interest in the presidential campaign, there was also a great deal of interest in Measure M on the California ballot. Measure M, which passed easily, is a half-cent sales tax increase that will fund the most ambitious transit expansion in Los Angeles County history.In the coming years, the ballot measure will transform a traffic-choked region by funding the construction of nearly a dozen new rail lines with an estimated $120 billion raised in four decades. Among the projects that could come to fruition are a twin-rail tunnels project through the Sepulveda Pass and new connections in the city.During the update on West Coast projects, Bill Hansmire summed things up with a slide asking “How much work is there on the West Coast,” and his answer was “Billions.”From Seattle, WA south to Los Angeles, there is already a lot of work for tunneling and underground construction experts, and Measure M ensures that there will be plenty of work for decades to come.Currently, The Los Angeles County Metropolitan Transportation Authority (Metro) has three rail projects underway that were funded by Measure R in 2008 — the Regional Connector, the Purple Line subway extension and the Crenshaw/LAX Line that are designed to alleviate the traffic pressure with an eye to more solutions.Measure M is the fourth sales tax increase to fund transportation in L.A. County, bringing the base sales tax rate to 9.25 percent. In some cities, which already levy their own sales tax, the rate would be higher, The Los Angeles Times reported.About 35 percent of the revenue will fund major new transit projects, such as the subway under the Sepulveda Pass, extension of the Gold Line to Claremont, extension of the Crenshaw Line to West Hollywood and acceleration of the Purple Line Subway construction along Wilshire Boulevard to finish in 2024, 10 years earlier than scheduled.About 17 percent would fund a dozen highway improvement projects, such as widening parts of I-5 in the Antelope Valley and southeastern county, adding bus lanes to the Sepulveda Pass section of the 405 freeway and adding truck-only lanes to a section of the 710 freeway."

Little did I know, in 1977, that when the A. P. Green Refractories Raw Material Manager showed me 5-6 burlap bags with samples of calcined high alumina bauxite in their testing lab that this was the start of China moving to be the number one user and producer of calcined refractory bauxite. According to Ted Dickson in his August 2008 Industrial Minerals article China produced about 4 million tons of calcined bauxite in 2007 using 2 million tons themselves. They imposed an export limitation of 970,000 tons in 2007 and 940,000 tons in 2008. A 10% growth will take up the difference between exports and production in 4 years. Two of these years are gone. It will take only 4 more years to eliminate the export quota in home use. Then they will be importing unless they increase production. Guyana was exporting over a half million tons in 1975 and sold less than 70,000 tons in 2002. Basai Metals Group bought Guyana?s deposits and is rose to 250,000 tons in 2007 and expects to produce 280,000 tons in 2008. PRICES According to the USGS Prices dropped from $172/per ton for Guyana calcines in 1980 just after the start of Chinese production to $122 in 1985. Guyana prices averaged around $120/ton from 1985 to 2005. China?s price dropped as low as $45/ton in 1995 undercutting Guyana and making it virtually impossible for anyone to get into the market. The price suddenly escalated to $550/ton FOB China in the summer of 2008 when China actually cut its exports in half. The price dropped in the fall as orders dropped. This is a four to five fold price increase. Is this a shortage of bauxite or a monopoly? Australia dropped out of the market in 2008 and Surinam, controlled by Alcoa, is not participating right now. Will these two come back in to make up the difference? Will the price hold up so they can make a profit? [ ] The low prices have undoubtedly affected the prices of the 60 and 79% alumina bauxite which can hold down the quantity of 80% plus calcined refractory needed in the world market. China is starting to upgrade lower quality bauxite up to 90% alumina. With high prices kaolin alteration to high alumina comes into play. The calcined bauxite is also used for proponents, Brown fused alumina, and abrasive grades which compete with Refractories. These and the tightness of supplies needed for metallurgical will hold prices up. TONNAGE China is the number one supplier and consumer of high alumina calcined bauxite in the world. Basai Metals Group Guyana (BMGG) is owned and controlled by Basai Minerals Group of China. This appears to be the second largest supplier. Australia has dropped production and Brazil is just starting to expand. It appears China is going to replace some of exports caused by the Export License 940,000 ton maximum in 2008 by raising Guyana?s (BMGG) production of calcined refractory grade bauxite. Companies exceeded restriction in 2007. Fines have been imposed for 2008. In August 2008 they appear on line to meet the 2008 quota. After August prices have dropped off as orders dropped due to the recession. Guyana was the largest producer in 1975 with 769,000 tons which decreased to less than 79,000 tons in 2002. The U. S. is a small part of the world production. I have used the United States charts to represent world imports because I have little data on what other countries import and pay FOB for their bauxite. China started exporting calcined 80% plus refractory bauxite to the United States in 1979 with 24,000 tons. By 1985 they were the number one importer with 169,000 tons. Guyana who had been number one in shipments to the United States gradually decreased to 36,000 tons in 2006. Guyana has been purchased by China BMGG and will increase there production to over 200,000 tons in 2009. Australia shut down production in 2008 and Surinam has elected to not send any Calcined bauxite to the United States. Advances in the technology of abrasion resistant irons and steels, which could help in combating abrasion and wear in mining operations, are reviewed. Nodular irons alloyed with nickel or copper and molybdenum, with acicular, bainitic or bainitic-martensicic microstructures are described. These alloy irons combine excellent castability and relatively easy machinabilitv with good resistance to wear. Recent progress in the development of high chromium molybdenum alloy irons is outlined, by which high temperature heat treatment of massive castings can be eliminated, alloy costs can be reduced and cracking problems avoided. Data is also given on the erosion-corrosion resistance of these irons. Trends in the development of improved cast steels are outlined. Factors influencing the toughness and abrasion resistance of manganese steels are considered. The 6% Mn 1% Mo manganese steels are shown to have a useful combination of toughness and abrasion resistance. Composite castings are seen as a means of com- bating abrasion in applications involving severe impact. A brief appraisal is given of recently developed martensitic wrought steels with improved weldability.

The copper smelting process produces plenty of copper slag every year, which is a hazardous solid waste, but a secondary resource. In the present study, the extraction of copper, nickel, and cobalt from copper slag was investigated through the process of sulfation roasting–water leaching and the process of sulfation roasting–sulfate decomposition roasting–water leaching respectively. Compared with the process of sulfation roasting–water leaching, the process of sulfation roasting–sulfate decomposition roasting–water leaching is a better choice, which could not only get almost the same leaching of copper, nickel, and cobalt as the former process, but has a lower leaching of iron and aluminum. For the process of sulfation roasting–sulfate decomposition roasting–water leaching, the leaching of Cu, Ni, and Co reached up to 74.2%, 71.1%, and 69.6% respectively, under the optimal conditions including sulfation roasted with 80 wt% sulfuric acid addition at 200 °C for 60 min and sulfate decomposition roasted at 650 °C for 60 min, followed by water leached at 90 °C for 30min with a liquid–solid ratio of 2 ml/g. The leaching of Fe and Al was only 4.9% and 17.6%.
