In the second quarter of 1979, ASL Inc. inquired whether Crocker National Bank ("CNB") would provide $4 million in term loan financing to help ASL acquire the outstanding shares of the S&S Coal Company in West Virginia. ASL had, prior to approaching CNB, sought financing with the assistance of a financial advisor from a number of commercial banks without success. A summary of the initial terms requested by ASL is shown in Table I compared with the actual terms the transaction closed with. It is not difficult to note that the two sets of terms differ significantly. This is often the case when financing requests based on the expectations and vision of a mine developer are juxtaposed with more pragmatic requirements of a commercial bank. The "art" and fun of structuring financing plans for mining ventures (highly leveraged acquisitions or grass roots) comes in working with mine developers to arrive at a final financial structure that meets their objectives and constraints as well as those of the bank or other financial institution providing much of the financing. This article briefly describes the process we went through with ASL beginning with the terms they requested initially and ending with the ones on which the transaction was finally closed.

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. In recent years, junior mining companies, mostly listed in Canada, have taken a beating in the finance markets. Simply put, potential investors have been leery of sinking millions into exploration and mining projects due to volatile commodities prices and an uncertain regulatory climate in developed and developing countries. The 2014 edition of the Prospectors and Developers Association of Canada (PDAC), however, seemed to be a bit different for some juniors. Equity valuations have improved and metals prices appear to be stabilizing. So, for some of the stronger junior companies, there is some hope. Merger and acquisition (M&A) activity is picking up and, believe it or not, companies are raising some capital. Billed as the largest annual mining meeting in North America, the PDAC conference attracted more than 25,000 mining and exploration professionals from around the world. Organizers were anticipating attendance to break the 30,000 mark. But, given the state of the exploration end of the mining business, 25,000 is still a respectable number. Junior companies that are in the project feasibility stage, or have made promising discoveries that stand a good chance of proceeding to production, are being looked at by potential investors. Those are the survivors of the last three years of dismal M&A activity. On the other side are the juniors that are still around ? and there are plenty of juniors that were at the PDAC last year but have since disappeared ? but have little or no working capital. One analyst calculated that there are about 850 companies with less than $200,000 in working capital and about 600 with negative working capital. This will likely result in fewer junior mining and exploration companies as the year progresses but the ones that remain should be stronger.

Acid mine drainage, discharging from coal beds, has polluted our streams and rivers since early time. These pollutants affect water quality by lowering the pH, reducing natural alkalinity, increasing total hardness, and adding undesirable amounts of iron, manganese, aluminum and sulfates, The tangible damages are the costs involved in replacing equipment corroded by the acid water, additional treatment costs at municipal and industrial water treatment plants, and damages resulting from corrosion of steel culverts, bridge piers, locks, boat hulls, steel barges, pumps, and condensers. Intangible damages, which are real and important, include destruction of biological life of the stream, reduced property values, and streams rendered undesirable for recreational uses.1 The major problems of mine drainage occur in the anthracite and bituminous coal regions in Appalachia. However, many of the western mining states have significant mine drainage problems in specific areas, but the overall problem is not as great as in the eastern states.

A low-grade copper-nickel deposit, with an estimated size of 4.6 billion tonnes and with average analyses of 0.6% copper, 0.2% nickel, occurs in northeastern Minnesota. In addition to copper, nickel, cobalt, and precious metals, the Duluth gabbro contains magnetite, ilmenite, olivine, plagioclase and biotite. It is estimated that the flotation tailings that would be produced by a concentrator of optimal size to sustain a smelter would amount to 20 million t per year. The flotation tailings, having already been ground, warrant a closer examination for the recovery and utilization of potential by-products. The residual sulfide minerals and fibrous minerals may also be isolated and treated separately for useful purposes or for disposal in an environmentally acceptable manner. Two flowsheets were developed; one involving preconcentration by low- and high-intensity magnetic separation and another involving preconcentration by gravity concentration. The concentration methods for recovering and purifying individual by-product minerals were investigated. From their chemical, physical and mineralogical characteristics, the potential areas of application and marketabilities of each product fraction were surveyed.

Toxic gases produced by the detonation of six explosives were measured in an underground hardrock metal mine during actual mining operations. The six explosives included two semigelatin dynamites, three slurry explosives and an ammonium nitrate, fuel-oil/ammonia dynamite combination. Explosives were detonated at the face of a drift and the toxic gases produced by the detonation were trapped to the end of the drift by a bulkhead located a short distance away from the face. Toxic gas concentrations were then measured with direct readout instruments and together with the containment volume, the toxic gas volumes per mass of explosive were calculated. Toxic gas measurements were found in the following ranges (ft3/lbm): NO, 0.010-0.035; NO2, 0.003-0.019; CO, 0.08-0.30; S02, 0.00-0.05; and CO2, 0.7-1.8. Results showed that toxic gas production (ft3/lbm) correlated with the densities (kg/m3) and energy densities (kJ/kg) of the explosives tested.

The characterization of rare-earth resources in 3D is now possible using high-resolution X-ray microtomography (HRXMT) to describe ore texture and mineral phase composition. In addition, detailed texture analysis, including grain exposure and mineral association, can be described. Preliminary examination of a sample of Mountain Pass ore is reported to describe the spatial distribution of the mineral phases (calcite, barite and bastnaesite), particularly the grain size distribution of bastnaesite. The examination includes analysis of selected particle size classes to determine the appropriate size for liberation of the rare-earth mineral bastnaesite. Good liberation is expected to be achieved if the material is ground to a top size of -150 µm.

In 1997, Central Contra Costa Sanitary District undertook the design of the Martinez East Side Trunk Sewer Improvements Project. Microtunneling was specified for approximately 1,035 meters (3,400 feet) of 600-mm (24-inch)diameter pipeline to be installed through estuarine soil deposits (San Francisco Bay Mud) and alluvium beneath the congested city streets of downtown Martinez, California. Directional drilling was specified for approximately 275 meters (900feet) of 200-mm (8-inch) diameter pipeline in four separate segments to be drilled through bedrock within narrow utility easements between residential properties. This paper presents a case history for the design and construction of themicrotunneling and directional drilling aspects of the project.

"What is your assessment of the minerals business?My experience with mining has been primarily in the coal sector until about 10 years ago, when I also became heavily involved in the aggregates and industrial minerals sectors. I have also had peripheral involvement through family and partners in the gold sector, with just enough exposure to gold to become fascinated. In 1994, I visited Ghana and considered the possibility of taking an expat assignment at a surface gold mine that had just been started.It is not news that the coal sector in this country has suffered tremendously in recent years. Especially hard hit is the central Appalachian region, where a number of factors combined have had a devastating effect on production, jobs and the economy. These factors include federal regulations affecting coal production and use, higher production costs and decreasing market share of Appalachian coal by the switch from lower sulfur coal in favor of lowercost, higher sulfur coal from the Illinois Basin, as utilities have installed scrubbers to comply with Phase II of the 1990 Clean Air Act Amendments. Nationally, the lower cost of natural gas has been a huge factor affecting coal use. In Kentucky, for example, which exports to other states around 70 percent of its coal, those markets are disappearing, as utilities close coal units in favor of natural gas. This is a structural change in the electricity market, and one that will become more pronounced as federal greenhouse gas regulations are implemented.We often hear the phrase, "the war on coal." While there are certainly a number of market factors affecting coal production and use, this phrase captures a different element that is all too real. The attacks have come from environmental activist groups for many years; from some in the media and, in the last few years, from a White House administration that believes strongly in alternatives to coal. Then, there really is an alternative to coal in the form of the previously untapped unconventional gas reserves that allowed utilities to move away from coal.Coal mining will continue in this country. In fact, it appears that our production is holding fairly steady at about a billion tons a year. And predictions that I have seen indicate this will continue for the next few years. What impact the Environmental Protection Agency’s Clean Power Plan will have beyond 2020 is another question.What do you feel is the future of the minerals industry - near term and longer term?Our society depends on the future of minerals in this country being strong. Near term, we are going through some of the typical cycles. Having also been involved in aggregates during the last few years, the business follows government infrastructure projects, such as highway construction and public and private sector development. Those sectors are heavily dependent upon government spending and a strong economy. Increased spending in those sectors, which appears to be on the horizon, should provide additional market shares for aggregates."

An algorithm is presented for optimizing the classification of surface mine material subject to excavating constraints. High-resolution, expected-profit models are optimized to classification maps subject to site-specific excavating constraints. This optimization problem defies traditional closed-form analytical solutions. A practical heuristic algorithm quickly determines the optimum final destination for material subject to realistic selectivity constraints. The expected profit could be calculated from an estimated model if the value calculations are all linear; otherwise, simulation could be used. In both cases, a single expected profit for all destinations on a high-resolution grid is the starting point for dig limits optimization. Maximizing expected profit in a risk-neutral manner is correct given the repeated nature of grade-control decisions over relatively short timeframes.

Best known for its extensive bauxite and alumina exports, Jamaica also has a small but active industrial minerals sector. The island has for many years been a net exporter of small tonnages of gypsum, metallurgical-grade limestone and marble products. As bauxite and alumina earnings have declined the government of Jamaica has made extra efforts to promote growth of overseas sales of these nonmetallics. The nearby U.S. market is a natural first choice for new exports. Overview In 1984, Jamaica quarried an estimated 3.2 million cu m of marble and fill and an additional 3.5 million cu m of sand and gravel, for use in domestic construction. These amounts are in line with the production in earlier years of the 1980s but are not a factor in the export pattern and need not be considered further. Similarly, annual production of 15 million ton of silica sand for the manufacture of glass bottles is principally consumed by the domestic market.

I spent 41 years as a geologist with the US Geological Survey (USGS) conducting geologic studies and preparing peer reviewed maps and reports describing the results of those studies. Since retiring from the USGS in 2011, I have been a consultant specializing in aggregates and other industrial minerals. Consequently, I have had the opportunity and pleasure to apply the information contained in those kinds of geologic maps and reports to real-life situations. About half of my consulting is performing due diligence for mineral resource evaluations of one type or another where resource information has been provided by the property owner. Many of those jobs necessitate that I conduct desktop studies followed by field work. I then use my information to review and comment on the written reports of others; reports variably referred to as geologic reports, resource studies, reserve analyses, and so forth. While there are many well written reports addressing geologic resource issues, I was surprised to see that there are also a significant number of so-called geologic reports that only pay cursory attention to geology. Unfortunately, that lack of rigorous geologic investigation commonly leads to erroneous conclusions. This paper addresses three such reports covering concrete sand, metallurgical gravel, and proppants (frac sand). Although all three examples are located in the Gulf Coastal Plain Province, I do not reveal the exact location of any of the properties for purposes of confidentiality. Furthermore, I have generalized the site descriptions and illustrations. However, all the descriptions faithfully define the geologic situation.

Ground control research for underground coal mining has progressed significantly over the past several decades. With this progression, and the ability to analyze and model underground conditions, underground working conditions have significantly improved. In order to progress further, the behavior of roof support must be known and be adequately modeled, such that models can be used for support design under different geological and mining conditions. This paper discusses the results from a research project funded by the U.S. National Institute for Occupational Safety and Health (NIOSH) and undertaken by Southern Illinois University Carbondale and Peabody Energy. The research involved installation of active and passive instrumented bolts in mines, recording relevant in situ data and then attempting to model the behavior of the bolts as mining progressed. Such calibrated models could aid in design of roof supports under different geological and mining layouts and thus, hopefully, further improve rock related safety.

Hydrogen peroxide production was measured during the grinding of a complex sulfide ore, and its oxidizing effect on solid surfaces was investigated using Fourier transform infrared spectroscopy (FTIR) with diffuse reflectance attachment measurement. In turn, an attempt was made to correlate the formation of hydrogen peroxide, surface oxidation and sphalerite flotation. Additionally, in order to predict and minimize detrimental production problems due to the recycling of process water in sulfide ore processing, the effects of major components of calcium and sulfate species present in recycled process water and the effect of temperature on sphalerite flotation were investigated through bench-scale flotation tests using complex sulfide ores. The significance of process water species in flotation was studied using tap water, process water and simulated water containing calcium and sulfate ions. Formation of hydrogen peroxide was revealed during the grinding of the complex sulfide ore, and its formation was counteracted by diethylenetriamine (DETA). The FTIR spectrum of the pulp solid fraction showed varying degrees of oxidized surface species, which are related to the concentration of H2O2 analyzed in pulp liquid. Bench-scale flotation using two different complex sulfide ores showed that sphalerite recovery is better in process water than in tap water. Flotation results also indicated a varied recovery of sphalerite at different temperatures in either tap water or process water.

"Canopy air curtains on roof bolting machines have been proven to protect miners from respirable dust, preventing their overexposure to dust. Another desired application for canopy air curtains is in the compartments of shuttle cars. The challenges faced in developing the design of canopy air curtains for shuttle cars include mine ventilation rates in tandem with the shuttle car tram speeds. The resulting cab airspeeds may exceed 182 m/min (600 fpm), as found in the present study conducted in a central Appalachian underground coal mine by U.S. National Institute for Occupational Safety and Health (NIOSH) researchers. Prior research and laboratory testing had indicated that successfully protecting a miner in high air velocities is difficult, because the clean air from the canopy air curtain is unable to penetrate through the high-velocity mine air. In this study, the dust concentrations to which a shuttle car operator was exposed were measured, and air velocities experienced by the operator were measured as well using a recording vane anemometer. The results indicate that the highest exposure to respirable dust, 2.22 mg/m3, occurred when the shuttle car was loading at the continuous miner, where the average airspeed was 48 m/min (157 fpm). While tramming, the operator was exposed to 0.77 mg/m3 of respirable dust with an average airspeed of 62 m/min (203 fpm). This study indicates that a canopy air curtain system can be designed to greatly reduce an operator’s exposure to respirable dust by providing clean air to the operator, as the majority of the operator’s dust exposure occurs in air velocities slower than 61 m/min (200 fpm). IntroductionThe U.S. National Institute for Occupational Safety and Health (NIOSH) issued contract #200-2015-63485 to develop a canopy air curtain for coal mine shuttle cars with Marshall University and J.H. Fletcher & Co. (Salem, Begley and Ross, 2016). The proposed design maintains a design similar to that of a roof bolter canopy air curtain by providing filtered air through a blower over the operator. The plenum, which will provide uniform airflow over the operator, is anticipated to be built into the shuttle car canopy. One of the main interferences with a canopy air curtain is ventilation airflow perpendicular to the plenum airflow (Engel, Johnson and Raether, 1987). This ventilation airflow can shear the downward flow from the plenum, and this shear can reduce the effectiveness of the canopy air curtain by either disrupting the downward flow or allowing contaminated mine air into the canopy air curtain zone of protection."

The U. S. Army Corps of Engineers Explosive Excavation Research Office (EERO) of Livermore, California, has been engaged in research and development of excavation techniques using both nuclear and conventional explosives since 1962. Prior to July 1971, this organization was designated the U. S. Army Corps of Engineers Nuclear Cratering Group. The EERO mission is performed as part of the joint Atomic Energy Commission -Corps of Engineers nuclear excavation research pro-gram. During the period 1962-1969, the Corps executed many cratering explosions using spherical charges of up to 85 tons of nitromethane to model nuclear excavation concepts and to develop design criteria for the nuclear cratering explosions. The experience gained in these modeling tests suggested that explosive excavation using large chemical explosive charges could be applied to excavation projects as an economical substitute for traditional excavation techniques. Consequently, the Corps' research program was broadened in 1969 to include development of chemical explosive excavation as a construction tool. The term "explosive excavation" denotes the use of large buried explosive charges to produce an excavation by fracturing the material and casting it into a desired configuration. In its simplest form, this technology involves detonation of a single explosive charge buried at the proper depth to produce a crater which is roughly hyperbolic in cross section. The types of craters produced by various depths of burial are illustrated by Figure 1. Single or Multiple rows of charges are used to excavate linear cuts required for water conveyance or navigation channels. .More complex explosive excavations include small craft harbors, railroad and highway cuts, and removal of W1denvater rock barriers to navigation. High salinity geothermal brines typically contain up to several hundred parts per million of valuable heavy metals, and because of the large potential flow of geothermal brines from future power plants, metal production as a by-product could be significant A-planned 55-MW demonstration plant near Niland, California should generate enough spent brine to contain approximately $670,000 per year in gross metal values. Lawrence Livermore Laboratory estimates (1) a Salton Sea Geothermal potential of 1300 to 8700 MW, which would translate to possible yearly heavy metal values between $5,800,000 and .$l05,000,000. Since these estimates were made on a conservative basis, this geothermal reservoir is potentially a large ore deposit. The heavy metals in order of decreasing abundance in high salinity brines from the Salton Sea geothermal field are usually manganese, zinc, iron, lead, and silver. All but manganese and iron are valuable enough to be of commercial interest. Minor amounts of copper and arsenic are also present. Although heavy metal precipitates, particularly lead, have been found in scales within pipelines and obtained from steam flashing, most of the metals remain soluble during steam production; hence removal of the valuable metals from the spent brine before reinjection in ground reservoirs is indicated. Because the heavy metal concentrations are low, a very simple and inexpensive process is required. The heavy metal value in Niland brine is only ' about $1 per 1000 gallons; see Table 1. The brine composition shown in Table 1 was taken from one of the brine samples used in our study. Projected post-flash brine from a steam plant has somewhat higher Zn and Pb values, but the gross heavy metal value is still less than $2 per 1000 gallons.

The vat leaching operation at the Yerington Mine was started in October, 1953. The original plant facilities consisted of primary and secondary crushing, eight leaching vats, precipitation launders, sulfuric acid plant and the necessary maintenance, warehouse and administrative facilities. By 1961, 35,000,000 tons of oxide ore had been removed from the mine exposing the underlying sulfide ore body. A 5,000 ton per day concentrator was constructed and put into operation to treat the sulfide ore in November, 1961. The original crushing plants were used for both oxide and sulfide ores. By adding a third crushing shift for six days per week, the treated ore was increased from 12,000 to 17,000 tons per day. To balance the oxide and sulfide ore reserves, the concentrator was expanded to 13,500 tons per day in 1967. Again, no additional crushing facilities were added. It was anticipated that the treatment rate of oxide ore would be reduced from 12,000 to 9,000 tons per day. Instead, the addition of two crushing shifts per week, and improved operating procedures, increased the treated ore to 26,500 tons per day, 13,000 tons to the vat leaching and 13,500 tons to the concentrator.

An adequate knowledge of the overall behavior of a rock mass at a given site is fundamental to the satisfactory design of a rock slope. The be- havior is controlled by a variety of factors, in- cluding rock type, geological structure, stress and ground water conditions. There are essentially three lines of approach that may be used to obtain information on the in-situ rock mass behavior for the purpose of the design of a rock slope: (1) Direct measurements of rock mass properties by means ol laboratory and field tests. (2) Evaluation of rock mass properties from a study of slope failure case histories and sta- tistical information on stable and unstable natural rock slopes. (3) Evaluation of in-situ behavior of rock mass by using a physical or mathematical model technique.
