This paper discusses the technical issues and stakeholder collaborative processes which resulted in achieving a balance between the reclamation of abandoned mine sites, providing affordable housing, and preservation of open space at the French Gulch Site. Through this process, it was discovered that mine site reclamation would need to be conducted in conjunction with two priorities for community sustainable development: providing affordable housing for locals who work in the resort town of Breckenridge, and open space preservation. It was found that conducting these activities concurrently would result in providing resources necessary to complete mine site reclamation. The first phase of the affordable housing development is almost completed. This development resulted in redevelopment of mining impacted lands and was recognized by the U.S. Environmental Protection Agency (EPA) with a National Smart Growth Award in 2002.Negotiations are also underway to preserve the remaining 1,800 acres of land held by the mining company as open space. This transaction will in turn provide resources to address water quality issues associated with mine discharges.

Greater awareness of the increasing need to develop supplementary energy sources is accelerating us towards many basic decisions regarding future utilization of mined energy materials -- uranium, coal, oil sands and oil shale. The latter material comprises a major potential source of oil which will require creation of unusually large and low-cost underground mining systems. In this paper, the author briefly outlines and analyzes several of the factors which continue to provide the somewhat unique character of oil shale nine planning and mine operation.

The strength of rocks and soil is a crucial design parameter in engineering projects, and it can be determined through various test methods such as uniaxial compressive strength, tensile strength, and shear strength. The point load index test is a popular indirect test method for predicting the uniaxial compressive strength of rocks. However, the reliability of the point load index’s estimation of uniaxial compressive strength of rocks is questioned due to the wide range of coefficients that are used to predict uniaxial compressive strength of rocks using point load index values. Factors such as the shape and type of rock specimen, practitioner, and test apparatus used can affect the accuracy of the point load index test. This study investigated the effect of four different specimen shapes used in point load index test (diametral, axial, block, and irregular lump tests) in predicting the uniaxial compressive strength. The rock samples were tested using four test procedures which are called diametral, axial, block, and irregular lump tests. The results showed that the irregular lump test was the most accurate in predicting uniaxial compressive strength, with the highest correlation coefficients and lowest mean absolute percentage errors. The point load index test can be used as a reliable predictor of uniaxial compressive strength of rocks when the irregular lump test is preferred.

Coal, as one of the vital sources of energy in China, has raised widespread concerns regarding its safety issues amidst the country’s economic growth driven by coal. To address this concern, this study employed the Kuznets curve, multiple linear regression, and data envelopment analysis models to investigate the impact of Chinese coal economic development on coal mine deaths from 1992 to 2021. The findings revealed a clear correlation between the Chinese coal economy and coal mine deaths. Specifically, per capita coal output, the death rate per million coal tons, and the death rate per hundred thousand persons exhibited positive, negative, and negative correlations, respectively, with the growth of coal income over the past three decades. Moreover, when the coal workers and coal output factors remained unchanged, the income of coal demonstrated a negative correlation with future changes in coal mine deaths. Notably, with three decades of coal economy development, substantial improvements in coal mine safety have been observed in China. Consequently, this research provides valuable insights for formulating safety measures and policies in coal mines across different economic levels, as well as a useful framework for assessing safety development in the coal industry.

Recent advances in analytical methods, experimental techniques, thermodynamic, phase equilibria and process modelling tools provide new opportunities to increase the productivity of pyrometallurgical reactors, the treatment of complex feeds and metal recoveries. Fundamental theoretical models can now be used to make a significant next step towards the development and implementation of computerised models describing real industrial processes—Virtual Reactors, and computer-aided smart-decision-making systems that may be called Pyro-GPS by analogy to GPS; these developments can facilitate knowledge-based improvement and optimization strategies. The iron ore industry presently utilizes two types of de-posits. The first are the high grade deposits generally located in remote areas and, secondly, the low grade de-posits which are normally found nearer to the steel-making centers. The high grade deposits produce a direct shipping ore which has an iron content which may be close to the maxi-mum 70% of Fe. These deposits have reserves which are ex-pressed in billions of tons. The ore needs little or no up-grading and where this is performed is restricted to ore washing. With the large demand for iron ore pellets, plus a national drive to perform as much of the upgrading as possible in the native country, there is a trend to erecting pellet plants at the mine location~ Large iron ore suppliers such as Australia, Brazil, Venezuela and Liberia already have pellet plants in operation, and there are new plants projected or expansion projects under study. The low grade ores are mined at locations closer to steel mills such as in Minnesota, Michigan and Canada. These low grade ores require methods of beneficiation to obtain a commercially accept-able product with the modern beneficiation techniques it is no~, possible to produce iron ore pellets of 68% Fe and 4.5% silica from ores containing as low as 26% Fe. Figure 1 gives a general picture of the types of iron ores and their beneficiation. The final product of the high grade ore is a coarse concentrate, sinter product or pellets. The final product of the low grade ores is pellets and, in some cases, coarse concentrates.

Nonspecific airway hyperresponsiveness is a central feature of chronic obstructive pulmonary disease and has been associated with atopy in the presence of environmental exposures such as smoking. Coal miners may develop emphysema and lung function decrements related to their dust exposure. To investigate the roles of airway responsiveness and atopy in these effects, we evaluated the relationships among smoking, a history of hay fever or seasonal rhinitis, and airway responsiveness (AR) in a group of underground bituminous coal miners and nonmining controls. All subjects had a normal baseline percent predicted FEV1. Increased airway responsiveness was defined as a 15% or greater decrease in FEV1 following methacholine inhalation. 85 miners (45%) and 99 controls (46%) were current smokers, 59 miners (31%) and 55 controls (26%) were lifetime nonsmokers; former smokers were excluded from further analysis. Overall, 25% of 144 miners included in this analysis had increased AR, as opposed to 29% of 155 controls. Thirty-seven percent of both miners and controls had a history of seasonal rhinitis. Significantly fewer miners (15%) had a history of hay fever compared to controls (25%, p< 0.05). Figure 1 shows the prevalence of increased airway responsiveness in miners and controls in association with hay fever. In both smoking and non smoking miners the presence of a hay fever history was significantly (p < 0.05) associated with a higher prevalence of increased AR. Little effect was seen in smoking (p = 0.827) and nonsmoking (p = 0.940) controls. Figure 2 shows a similar higher prevalence of increased AR associated with symptoms of seasonal rhinitis in the mining group. This was significant (p < 0.01) only in the smoking miners. No effect was noted in the controls. These data suggest that the association of a history of hay fever or seasonal rhinitis symptoms with increased airway responsiveness may be more common in coal mining, compared to non-dusty occupations. Although the implication of these data are unclear, further study of miners with a history of hay fever or seasonal rhinitis is warranted. The Piedmont province of the southern Appalachians is becoming the focus of interest for many exploration geologists. In the past, only those deposits with significant surface exposure have been exploited. Thus, few deposits have been found and relatively little exploration has been conducted in recent years. Modern geochemical and geophysical techniques can alleviate this problem of concentrating on exposed ore bodies by allowing us to "look through" the soil and saprolite to detect the presence of significant mineralization at depth. This paper will attempt to evaluate the feasibility and effectiveness of several geo¬chemical exploration techniques in the Piedmont, of Cabarrus and Stanly Counties, North Carolina. The area chosen for the study is shown in Figure 1, lying almost wholly within the Mt. Pleasant quadrangle, North Carolina. The area is on the eastern boundary between the Charlotte belt, a zone of plutonic and intermediate grade metamorphic rocks, and the Carolina Slate belt, a series of complexly interbedded volcanic and sedimentary rocks of predominantly low grade metamorphism. The area is now considered to be a 500 million year old active, continental margin.1 As is typical of most of the piedmont, outcrop is sparse. Figure 2 is a sketch map of the general geology of the area under study, showing the Charlotte belt rocks in the northwestern quadrant and slate belt rocks, to the east. Within the area are a number of old mines and prospects, the most famous of which are the Furniss and the Phoenix mines in Cabarrus County. All are reported to have contained Au and Cu. Ag and Pb were reported from some. A summary of the deposits is given in Table 1. Data used in this study are from three Master&apos;s theses conducted at the University of North Carolina at Chapel Hill. 3,3,6 In separate studies, well waters5, B-zone soils3, and vein and float quartz6 from the area described were sampled and analyzed. Each study concluded separately that geochemical anomalies in the vicinity of the ores justify use of that specific sample type in a geo-chemical exploration program. The, principle purpose of applying control to any process is to improve -its profitability. Even when considering the impact of a plant on its surrounding ecology this is still, true, since the sanctions felt most immediately from violations of the regulations are the economic penalties or fines which result. &apos;Economic performance can be improved within a plant in several ways. Steps can be taken to cut the cost or quantity of resources (power, water, steam, reagents) consumed per ton of throughput. Alternatively the operation of the plant can be changed so as to increase product yield per ton of throughput. Or the cost of labor and plant overhead per ton of product can be reduced by raising the total &apos;throughput, assuming-that the increased amount of product can be sold for the same unit price. In designing a program to improve plant performance, all three routes should be borne in mind. To maximize the return on investment over a longer period, it is also desirable to set up a comprehensive plan of improvement, equipment being specified at each step in the implementation so as to ensure that it fits in with later requirements later implementation being either by means of modular additions or by having the necessary interfaces built into the original equipment. It is much cheaper in the long run to buy features which have been factory-installed, than to have to make provision for their later addition in the field. This paper examines some ways of improving plant performance by the application of various process control techniques using both analog and digital con¬trol equipment. A general philosophy of application is suggested and specific examples described.

The behavior of non-sulphide gangue in chaloopyrite flotation circuits has been investigated. Plant and laboratory tests were carried out on five different ores, and linear relationships were found to exist between the rates of recovery of water and free nonsulphide gangue in the concentrates although there was evidence from pilot plant tests that these were linear approximations to parabolic curves over the limited regions which were observed. There was evidence that the free non-sulphide gangue enters the concentrate by hydraulic classification and a classification function has been proposed to define this behavior. This function is suitable for inclusion in a mathematical model of the process.

In 1971, Bituminous Coal Research, Inc~ established a program to provide the coal industry with the necessary information and technical capability to investigate and evaluate potential problems concerning trace elements in coal and coal-related materials. The initial efforts at BCR in developing or adapting analytical procedures for the precise determination of trace elements in the parts per million to parts per billion range were detailed in a report titled "The Development of Analytical Methods for Determining Trace Elements in Coal and Coal-related Products." A subsequent reports contained descriptions of reliable analytical methods refined by BCR for determining mercury in coal and coal ash and also in coal mine water. his paper reports initial progress in applying recently-acquired trace-element analytical capabilities to solving potential coal industry problems. In this case, the effect of a coal-cleaning process on the distribution and removal of potentially harmful trace elements in coal was evaluated. Coal cleaning offers the possibility of controlling potentially harmful emissions resulting from combustion of large tonnages of coal by removing the pollutants prior to combustion.

This paper is based upon field studies conducted in a western Canadian open pit coal mine. This work has involved the adaptation of microprocessor-based instrumentation to monitor various operating parameters on-board blasthole drills and mining shovels. A review of instrumentation and monitoring methodology will first be presented. Based upon experience from field-based studies, the paper will subsequently focus on the application of monitoring technology within the framework of an integrated Equipment Monitoring System. Such a system will permit the real-time performance evaluation of key equipment involved in surface mille production.

This paper and four other papers on the MEQB Regional Copper-Nickel Study, presented today at the 1980 SME-AIME Fall Meeting are based on four years of extensive inter-disciplinary research and impact analysis supported largely by the Legislative Commission on Minnesota Resources. This study produced over 180 technical reports, the results of which are summarized in an Executive Summary available from the Minnesota State Planning Agency, St. Paul, Minnesota. Those wishing to examine the many scientific, engineering, environmental, social or economic issues addressed by the study are encouraged to obtain a copy of the executive summary. The executive summary includes a bibliography of all technical reports produced by the Regional Copper-Nickel Study and describes the five-volume, 26 chapter Regional Copper-Nickel Study Report.

One of the most frequently asked quesitons is: "Where is copper (price and usage) going?" I will not attempt to forecast either the future price of copper or the future growth of the copper industry; rather I would like to discuss the current trends experienced in the smelting and refining terms and conditions for sales and/or purchases of copper concentrates. A brief review of contract language and terms, together with a review of the common jargon, I believe, would be helpful. To accomplish this review, I will first list what I consider the four basic parts or sections of a basic ore contract and then illustrate basic terms with calculations.

Virtually all industries use sulphur in some form. About half of the world&apos;s production is used in the production of fertilizers. Sulphur is produced in one form or another in over sixty countries in the world. The major producing countries, in order of importance, are: U.S.A., Canada, U.S.S.R., Poland, Japan, France, Mexico, and Spain. Canada is the largest exporter of sulphur presently supplying about 30% of the world elemental sulphur export trade. It has held this position since 1968. World sulphur resources are virtually unlimited. Future world competition will come from Iraq and other Middle East countries as well as Central and South America.

The story of America&apos;s progressing standard of living is the story of machines. The automobile, the airplane and the telephone for example have made our transportation and communication systems what they are today. Even they depend in turn on another machine -- the rock drill. By making it possible to economically mine and quarry minerals in large quantities, this versatile machine supports virtually every American industry relying on the earth for its buried raw materials. And, like all machines, the rock drill&apos;s mechanical evolution was stimulated by production demands placed upon it. All percussion drills are mechanized versions of the original drilling unit -- man, Figure - illustrates a double jack team at work before the turn of the century. The man with the sledge hammer is the impact device while the man sitting is the rotation mechanism and feed motor. The first drifter drills (Figure 2) performed the same function but with increased mechanical efficiency. A piston controlled by a valve produced impact. A built-in ratcheting mechanism provided rotation and a hand-cranked screw provided feed thrust. As the industrial revolution proceeded into the twentieth century, the demand for raw materials stimulated refinements of all recovery machinery, including rock drills. As drills became heavier and more powerful, a mounting (or carrier) had to be provided to move the drill from hole to hole. This resulted in the development of the wagon drill (Figure 3). Propelled by muscle power, the wagon drill was for years the standard tool of the surface drilling industry (Figure 4). Although laboratory studies of tin flotation have been reported as far back as the 1920`s(1), the commercial application has only been realized within the past few years(2,3). The principal technical difficulty in the application of the process to tin ores has not been in the flotation of cassiterite itself, this mineral being readily recoverable with the common collectors, including xanthates with heavy metal ion activation(2). The difficulty has been with the depression of the gangue minerals commonly associated with tin ores, and to a lesser extent with the problems of collector consuming semi-colloidal minerals which are in some cases present. The application of sulfosuccinamate collectors to flotation of cassiterite from the Catavi, Bolivia, slime tailings has recently been described(3). The investigation which led to this successful process development included studies of other samples of gravity plant tailings as well as of lode tin ores. A common flowsheet with few significant variations was applied to most of these ore samples with acceptable results. In the following the process is described and the results of its application to samples from Bolivia and elsewhere given. Among the factors considered are: gangue depression, particle size and slime effects, and reagent and pulp density levels.

Jackleg drill operators are exposed to harmful levels of hand-arm vibration (HAV). Anti-vibration handles and gloves provide modest reductions in HAV exposures and forearm muscle exertion from the use of anti-vibration handles and gloves by jackleg drill operators. The goal of this pilot study was to investigate changes in HAV with the use of anti-vibration gloves and handles compared to forearm muscle exertion experienced by operators and measured with surface electromyography (EMG). Five subjects operated the drill under four different cases: no anti-vibration controls, anti-vibration gloves only, anti-vibration handle only, and simultaneous anti-vibration handle and glove use. Muscle exertion was expressed as a percent of maximum voluntary contraction (%MVC) and was compared using Welch’s ANOVA with Games-Howell post hoc comparisons. The case with both anti-vibration controls in use simultaneously (largest grip diameter) was associated with a mean %MVC of 36.13% during operation for all forearm muscles combined, which was significantly higher than that of the other cases (p < 0.05). There were no statistically significant differences in mean HAV exposures. The anti-vibration handle with anti-vibration glove case only increased the maximum allowable exposure time by 8 min as compared to the control case without any anti-vibration controls. These results suggest that the modest HAV exposure reductions from the use of anti-vibration handles and gloves may pale in comparison to the increased muscle exertion resulting from their use, and this trade-off among jackleg drill operators is a potential concern that warrants further investigation.

The planning of experiments and the importance of statistical interpretation of the results have been recognized for years by scientists and engineers. The Factorial Design of experiments is among the various methods used for this purpose and is being widely applied in all branches of research and production. The basic principles of this tool have been described in detail (1, 2, 3, 4) and several examples of its application in various fields have been published (5). In recent years the mineral industry has also used Factorial Design to improve the efficiency of research, testwork and plant operation (6, 7, 8, 9). This method permits for a qualitative determination of the influence of the variables studied in a process and also a qualitative measure of the interaction of the variables. By graphic means or derivative methods, one may also establish the optimum conditions of the process (ibid 7, 8, 9). It is desirable, however, to develop mathematical methods to evaluate quantitatively these effects and restrict the optimization to the practical limitations of the variables. It is also convenient to adopt a notation system to generalize the Factorial Design.

The most common experimental approach of studying one variable at a time while holding all others constant is extremely inefficient. Use of statistical methods enables engineers and scientists to obtain meaningful information with the fewest experiments, reducing cost and wasted effort. In particular, the Taguchi method can be more efficient than traditional full factorial experiment designs, as it can study more variables with fewer nuts, and it is more robust against process "noise." Taguchi designs are also simple to formulate and the results can be analyzed by simple PC spreadsheets. The role and benefits of using the Taguchi method in experiments to develop and optimize processes is discussed.
