When you think of the state of Maine, you probably think of lobsters or lighthouses. The last thing you would think of is metallic mineral mining, and that is for good reason. According to the Maine Geological Survey?s website, ?no metals have been mined in Maine since 1977.? Moreover, Maine?s metallic mineral mining laws and rules, which were last rewritten in 1991, have effectively made mining in the Pine Tree State impossible. Statutory changes enacted in 2012, however, put Maine on a path to make metallic mineral mining part of the local economy in the near future. History of metallic mineral mining in Maine Currently, Maine is not a metallic mineral mining state, though that has not always been the case. The 1800s saw various mining operations in Maine, including what the Maine Geological Survey calls a ?mining boom? from 1879 to 1882, where mining of iron, silver, copper, lead and zinc expanded rapidly. Mining and mining activity in the more recent past, however, drove the debate before the state legislature when this issue was debated in 2012.

Siderophyle platinum-group metals and sane gold are a thousand times more abundant in metal and chondritic meteorites than in terrestrial or lunar rocks. Type I and II carbonaceous chondrites contain granules of the high boiling point metals W, Re, Mo, Ir and Os. Metal meteorites and the metal fractions of other chondrites contain siderophyle Pt, Pd, Ru, Rh, Os, Ir and Au. Spectra of sunlight reflected from asteroids, when compared with those of meteorites and specific minerals, provide a rough classification and guide to sources of precious platin-group metals.

"Located in the northeast corner of Zacatecas State, Mexico, the Peñasquito operation is comprised of the Peñasco and Chile Colorado (Brecha Azul) deposits. Openpit mining (prestripping) began in 2010 and full production commenced during 2011. The openpit mines feed both a sulfide concentrator (mill) and a heap leach pad. The project is owned by Goldcorp Inc. Peñasquito is a poly metallic deposit with Au, Ag, Zn and Pb being recovered as payable metals.As a consequence of lower grade ores expected with advancing mine life, Peñasquito is facing a declining metal production profile. To maximize returns and asset value, plant modifications, including the addition of a carbon prefloat circuit and a pyrite leach circuit to improve recovery, are currently being undertaken. This carbon prefloat circuit will enable the recovery of precious and base metals from carbonaceous sediments. This material is currently being stockpiled. With the associated increase in complexity in the process circuit, the requirement of the ore control system to accurately predict ore feed characteristics is critical to maximizing metal recovery at the Peñasquito operation. The addition of the carbon prefloat circuit was also a key driver in allowing the Chile Colorado openpit to be developed.These conditions alongside Goldcorp’s drive to increase profitability and maximize net asset value has created challenges. These challenges are numerous and multifaceted. However, the ability to accurately route materials from the ore control system is critical to site success, and some of these challenges have been overcome by the adoption and implementation of a new ore control (OC) technology. Examples of these technological innovations in the ore control program are discussed in this article and include improvements in geomodeling, material routing and reconciliation. Successful implementation of these elements has led to significant improvements in selectivity, performance and data management, while reducing the variance between planning and execution, thus helping to drive overall improvement across the operation."

A comprehensive field study has been carried out to measure the background air quality status and identify the air pollution sources from opencast mines around a heritage site in India. Air quality modeling has been carried out to envisage dust concentration due to the existing and closed mines in the region. The predicted total PM10 and PM2.5 levels at the selected receptor locations ranged from 86.39 to 194.89 and from 34.82 to 99.55 µg/m³, respectively.

BRS, Inc. has utilized Carlson's Natural RegradeTM software to design the reclamation and stabilization of abandoned open pit uranium mine spoils, AML Project 16N, located in the Gas Hills Uranium District in central Wyoming. This work was completed for the State of Wyoming's Abandoned Mine Land Program (AML) on preSMCRA (Surface Mining Reclamation and Control Act) sites for which no reclamation obligation existed. The project successfully stabilized an eroding spoil dump, enhanced the local view shed, created habitat diversity and provided a significant source of fill material for open pit highwall hazard mitigation efforts. Additionally, the project served to evaluate innovative reclamation design methods, engineering software and grade control technology. This project was nominated for a National Association of Abandoned Mine Land Programs award by the State of Wyoming. The results of this project will be presented as a case history of the Natural RegradeTM approach to surface mine reclamation. Based on the successful application of this new mine reclamation technology on the AML 16N Project, reclamation designs for spoils associated with planned underground uranium mine operations at the Velvet Mine in the Lisbon Valley Uranium District of Utah for Uranium One USA, Inc have been prepared and will be presented. Critical elements will be the encapsulation of unsuitable materials, long term hydrologic stability, and sequencing and staging of ore and mine waste for final reclamation surface construction. The goal of the Uranium One Velvet Project will be to apply best available technology to reclamation planning and fully integrate the reclamation design with the mine planning. Benefits of the approach should include improved public and regulatory perception of the project, facilitate mine permit approvals and the eventual timely release of reclamation bonds, as it is anticipated the stable landform created through this process will result in more rapid stabilization of the site to pre-mine geomorphic conditions. NATURAL REGRADETM CASE STUDY AML Project 16N, D-9 and K Pit Reclamation Project, is located in an intensely disturbed area of the West Gas Hills Uranium Mining District in Fremont County, Wyoming. The overall design calls for the placement of approximately 7 million cubic yards of backfill materials in the D9 and K Pits, imported from adjacent mine spoils including the Central Spoils, and from local highwall excavation. Figure 1 shows the location of the Central Spoils excavation area, as well as the D9 and K Pits fill area. The entire project is located on public lands administered by the Bureau of Land Management, Lander, Wyoming District Office. No access controls are in place at the abandoned mine sites. The public lands are administered under a multiple use land policy including grazing of range land, public recreation, active mining and exploration, and oil and gas. The project site is located along Fremont County Road No. 5, which is a moderately well traveled road. Reclamation of the numerous and large abandoned open pits in the Gas Hills Uranium District has reduced the risk of death or injury to the public. Site History and Background The Gas Hills Uranium District was mined by multiple companies during the period from 1955 to 1981. The uranium was hosted in the Wind River formation, a sequence of soft sedimentary layers of interbedded sandstone, clayey shales, and conglomerates. Uranium was precipitated out of ground water in classic roll front deposits, which are found from very near surface to depths greater than 400 feet. Prior to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), very little reclamation work was performed when mines were abandoned or closed. The State of Wyoming Abandoned Mine Lands Program has worked to mitigate hazards associated with large open pits, control migration of unsuitable materials and restore watershed functionality of lands in the district. Additional reclamation is being performed by mining companies on bonded lands. Figure 2, Gas Hills Uranium District aerial photograph, shows the extent of the mining disturbance in the district. [ ] Project Hazards and Concerns The purpose of AML Project 16N is to mitigate hazardous conditions and risk to the public associated with open pit highwalls and toxic, acid forming, and /or radioactive mine waste materials. The D9 and K Pits are contiguous open pits characterized by an 8,800 foot long hazardous highwall that averages over 200 feet tall. The 1987 recovery in the US mining industry permitted modest increases in exploration expenditures that year (Fig. 1). Favorable market conditions apparently allowed the gains to be sus¬tained in 1988. There was great uncer¬tainty early in the year as to whether world and US economic growth would be a casualty of the October 1987 worldwide stock market crash. By nearly all measures, the performance of the US minerals industry was strong¬. A weak US dollar and the strong growth of worldwide capital spending resulted in in¬creased US exports of con¬sumer and producer durable items as well as strong domes¬tic demand for metals. In fact, 1988 US steel industry exports reached levels not attained since the mid-1970s. It was re¬ported that steel industry labor productivity is now roughly twice the 1981 level. Among metals with signifi¬cant average nominal price increases in 1988 over 1987 levels were copper (43%), alu¬minum (52%0), and zinc (44%). Even though domestic copper production has grown since 1984 by 30% in mining and 24% in refining, em¬ployment in mining and milling is 4% below the 1984 level. Domestic unit costs are reported in the range of $1.10 to $1.33/kg (50 to 60 cents per lb). The US base metals industry is proba¬bly in its best cash position in many years. However, there has not been a large increase in exploration expendi¬tures. This is due mostly to the percep¬tion that worldwide capacity can easily be increased. Industry reports do show that "low cost" copper producers have been buying reserves from weaker com¬panies. The 1987 Society of Economic Ge¬ologists (SEG) survey of exploration activity indicated that 95 cents out of every exploration dollar spent by US and Canadian firms was for base and precious metals (Economic Geology, January 1989). Press reports, though, make it clear that most of that spending was targeted for precious metals. US claim staking data (Fig. 2) rein¬forces this suspicion. The apparent lag in new claim filings in Alaska and phe¬nomenal growth in filings in the lower 48 states suggests that exploration is directed at relatively low risk targets. In the conterminous 48, more than 40% of the new claims were made in Nevada, indicating an emphasis on gold (although even Nevada had some base metals exploration). Even with a price decline during 1988, the difference between the gold price and average global "cash" production cost of $7.30/g ($227 per oz) still leaves room for an attractive return (Northern Miner, 1988). Exploration plans and results Metals Economics Group (Halifax) indicated in its 1988 exploration survey that exploration expenditures by US and South African firms would be at about 1987 levels. It also reported that Canadian and Australian firms were ex¬pected to reduce their exploration spend¬ing significantly. Firms in both coun¬tries were caught in changes in tax laws. In Canada, the Mining Ex¬ploration Depletion Allow¬ance (MEDA) once permitted generous tax write-offs to in¬dividuals investing in miner¬als exploration. It was to be replaced in January 1989 with the Canadian Exploration In¬centives Program (CEIP). Although structured and ad¬ministered differently than MEDA, CEIP can provide an equivalent or possibly greater financial incentive for min¬eral exploration, for junior mining companies. In 1987, it is estimated that junior com¬panies accounted for two¬-thirds of the off-property (or grass roots) exploration ex¬penditures in Canada. Australia will revoke the tax exemption for gold in 1990. Australian operators, therfore, were expected to concentrate efforts on speeding up pro¬duction during 1988 and 1989. In 1988, Chile and Mali announced special efforts to attract gold explora¬tion by foreign companies. The Cana¬dian government continues to express concern about the write-off (and drawdown) of base metal reserves. This laboratory work presents a study of the effect of ultrafine grinding on the gold recovery of a highly refractory gold concentrate. The particle size of the concentrate was P80 = 46 µm and the main species present were quartz (28.58%), dolomite (25.63%), pyrite (20.93%), arsenopyrite (15.39%) and 112 g/t gold. After optimizing hydrated lime and lead nitrate additions, standard cyanidation with 1% NaCN, pH = 12.3, 25% S/L permits to recover only 9.4% of the gold. Different particle sizes were submitted to cyanidation. When the concentrate was ground to ultrafine sizes (P80= 4.6 µm), the gold recovery for the same cyanidation conditions increased to 67%, with cyanide consumption of 66.7 kg NaCN/t. Additional tests were performed in order to reduce the cyanide consumption. The reduction of the cyanide concentration in the leaching solution from 1 to 0.5% and the addition of 100 g Pb(NO3)2/t allowed the reduction of the cyanide consumption to 27.6 kg NaCN/t (58% reduction), while maintaining the same gold recovery of 67%. The remaining gold could be present as very fine inclusions or in solid solution in the matrix.

At first glance, mineral processing on an industrial scale might seem entirely in the realm of macro-engineering, with large machines operating on minerals and rocks to achieve size reduction, classification, chemical treatment, separation and dewatering. These operations must be conducted on a large scale to be of practical interest. But the machines and processes may not be designed and operated to take fullest advantage of micro-engineering factors. At the same time, idealized designs based solely on micro-engineering research may require adjustments to gain the desired results in the larger scale, operational context. Using micro-engineering research in this way allows the design and implementation of more efficient versions of the machines and processes currently used, while aiding the revolutionary developments unlikely to come from macro-engineered, trial-and-error solutions. Thus, from an industrial viewpoint, micro- and macro-engineering are complementary functions.

The reconstruction of the British mining industry which began shortly after nationalisation in 1947 continued until well into the 1950s with the support of the Government. This support diminished as plentiful supplies of cheap oil from the middle East made many coalmines un¬economic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined the financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

One of the challenges of mining is the concentration of heavy metals it releases into the environment through a phenomenon called Acid Mine Drainage. Freiberg is no exception due to its long mining activities. The European Union proposes that all rivers and streams must be in a good ecological status by the year 2027 but this would be difficult for large water sources as it would be economically unviable. Consequently, the approach of treating these waters at point sources would be of immense help and hence this column experiment on mine water treatment with carbon sorbents to remove zinc form the Rothschönberger Stolln. For this experiment three resins namely, APTsorb, activated coke, charred fermentation residues (which was produced by the Freiberg University of Mining and Technology) were analyzed through a simple column experiment to determine their sorption capacities. Through their sorption capacity as this experiment seeks to ascertain: we are able to make suggestions scientifically on the best material among the three for the future design of a treatment plant for the RSS. After the experiment whereby a 10 ml peri glass column was used, material A: APTsorb showed the least adsorption capacity (0.01 meq/g) and this could be attributed to the fact that the resin works well under pre-determined parameters such as pH and surface area. Material B: Activated coke showed a better sorption capacity (0.53 meq/g) in comparison to the basis value used for this experiment. Material C: charred fermentation residue which was produced by the University showed the most efficient capacity of (1.69 meq/g). This in comparison with the value used as the basis for this experiment showed that material C (charred fermentation residue) is very efficient for zinc sorption. pH values measured at the effluent of all the experiment were slightly higher than the pH measured in the initiating water.

The extraction of nickel has been carried out by the hollow fiber membrane technique using D2EHPA as the mobile carrier from the manganese nodule leach liquor after separation of Cu(II), Zn(II) and Co(II). The experiments were designed according to central composite design (CCD), which is a response surface methodology. The process parameters used for the experimental design were: pH, concentration of D2EHPA in the membrane phase, flow rate and H2SO4 concentration in the strip solution. Based on the analysis of variance, a reduced quadratic model was found to best fit the experimental data. The process parameters were optimized to maximize the nickel flux and the optimized conditions were flow rate: 630 mL/min; pH: 6.37; D2EHPA: 1.15 mol/L (1,150 mol/m3) and H2SO4: 2.39% (430.2 mol/m3), for a maximum nickel flux of 7.08 x 10-5 mol/m2.s, which was in good agreement with the actual Ni flux of 6.99 x 10-5 mol/m2.s.

Of increasing importance to the student of fuels economics has been the extent to which different primary energy sources can substitute for each other in the various energy markets of the nation. Knowledge of the nature and extent of fuel interchangeability can aid the fuels economist in projecting trends of energy utilization, as well as giving him a better understanding of the past and present conditions of fuel markets. It is also important to the consumer to know just how much flexibility he can maintain in his energy consuming operations. And, finally, various governmental bodies show keen interest in the degree of energy substitutability in determining public policies concerning the fuels industries. The presence of excess fuel production capacity in the United States during the early 1960's indicates that fuel interchangeability should become more prevalent in the increasingly competitive energy markets of the nation. Discussion of fuel intercompetition is almost always restricted to qualitative terms-because of the lack of comparable statistical data, between the different energy sources in geographic or "type-of-use" fuel, markets. There are exceptions, of course, such as, the excellent fuel consumption data which are available on steam electric generating plants throughout the nation. In other sectors, statistics are at best incomplete.' Inmost instances, indirect fuel consumption indicators, such as sales of fuel burning equipment, are extensively used to measure market shares of a particular fuel; however, these indicators are hard to evaluate precisely without prior knowledge of the total competitive market.

One of the serious environmental problems related with the extraction of coal for carbon and energy resources is that upon preparation of coal a large quantity of fine coal has been discarded and/or lost to tailing impoundments. These problems present hazardous conditions to the local community. Also, the precious heating value of energy resources has been wasted and Left unrecovered in the tailing impoundments. Both RCR and SMRC ACTs recognize and mandate an investigation into slurry impoundment problems, including consideration of potential use of those coal fines in the tailing ponds. Bituminous coal producing district 46 encompasses the northern panhandle of West Virginia. The major producing seam in this district is the Pittsburgh coal, 1-7 meters thick. 75 percent of the coal producted in this district is deep mine. This district produces approximately 3 million tons of coal waste materials annually. One of the coal preparation plants in the district which we have visited has been processing Pittsburgh too. 8 seam coal for the past ten years. The characteristic data of the Pittsburgh raw coal is shown in Table 1. The raw coal produced in this district is characterized by its high heating value, high ash and high sulfur contents. The coal preparation plant flowsheet designed and used to process this Pittsburgh raw coal prior to 1979 is shown in Figure 1. It was a partial coal cleaning plant' with 1 092 mt/hr designed capacity, which consisted mainly of a coarse coal cleaning circuit. The rejected fine particles in the size range of -600µm which consisted of vorsiv underflow and cyclone underflow from clean coal streams and spiral classifier overflow from refuse stream were settled down in a thickener with the aid of anionic flocculant prior to being pumped to the tailing ponds for disposal. Figure 2 shows that the same coal preparation plant in Figure 1 was modified to a semi-complete coal cleaning plant and expanded its designed capacity to 1 820 mt/hr, when market of coal fines becomes feasible in 1979. Tabling in the clean coal circuit and thermal dryer in the dewatering circuit were added to the flow sheet. The purpose is to recover more coal fines, reduce more pyritic sulfur and ash contents in coal and also to reduce solid waste material to be stored into the slurry impoundment, giving them a Longer Life. The rejected fine particles fed to the thickener are clean coal fines from two cyclone overflows and the fine refuse from the rufuse cyclone overflow. The clean coal fines presently lost to the tailing impoundments are in the size range of -150 µm and constitute about 5 percent of the overall plant feed. Total amount of tailing waste material accumulated in a tailing impoundment is estimated at 1.3 million metricton for the past ten years.

Southern Ohio Coal Company (SOCCO) and the U.S. Bureau of Mines have identified techniques to optimize the use of scrubbers on continuous miners. The techniques provide maximum respirable dust control while maintaining a high output. The use of radio remote control and scrubber help to achieve greater advance between lifts by locating the operator in fresh air during the mining cycle. He is also kept away from newly exposed roof, which is not supported. An alternative to fan-powered scrubber was also evaluated at SOCCO. A high-pressure water-powered scrubber system eliminated the noise associated with fans, and achieved an intrinsically safe system. Experience in the use of these scrubber systems and remote control at SOCCO are discussed.

Grinding with an electrochemically inert grinding media (i.e., high chrome white iron) shifts the pulp potentials to more oxidising conditions, increases the dissolved oxygen content and reduces the EDTA extractable iron concentration when compared with milling with electrochemically active grinding media (forged steel). These changes in pulp chemistry produce cleaner particle surfaces, reduce reagent consumption, and increase concentrate grades and recoveries. This paper presents a robust laboratory test program that not only demonstrates the changes in the pulp chemistry, but also provide an indication of the magnitude of the metallurgical improvements that are possible. While laboratory studies are interesting, the proof is in the pudding! So, the paper provides an overview of plant trials conducted at several porphyry copper operations around the world: Newmont’s Cadia and Red Chris Operations, as well as Evolution Mining’s Northparkes Operation. These successful plant trials clearly demonstrate that selection of the right grinding media alloy will yield savings in grinding media consumption and reagent consumption as well as increases in revenue through improved copper and gold recoveries. However, many of the porphyry copper mines on the Eastern Pacific are copper-molybdenum deposits. The paper presents laboratory test results for typical copper-molybdenum operations and extrapolate these numbers to what might be expected should a plant trial occur.

For more than a decade the tunneling industry has explored the potential and benefits of macro synthetic fiber (MSF) reinforced concrete solutions for precast tunnel segments. Parallel to industry investigations, academic research is being undertaken to better understand this material when subjected to the typical loads expected during mechanized tunneling. This paper investigates the performance of MSF reinforced precast concrete tunnel segments by means of an experimental program comprising testing of full-scale tunnel segments. The presentation of the satisfactory results of the experimental testing regime will be complemented by a brief case history from a successfully executed project—an America’s First.

Physicochemical properties of copper electrolytes are a strong fundamental consideration in electrodeposition processes during electro-purification and recovery of copper. Their influence extends to mass transfer as well as energy consumption during the electrodeposition process. In this study, the influence of electrolyte composition on electrolyte physicochemical properties was investigated to review the existing literature data. This review of data is considered necessary as more and more electrowinning models are being developed for process prediction and optimisation and a need of such data is required for accurate prediction of physicochemical properties. The major components of importance to the formation of smooth high-quality and high-purity copper cathodes at optimum current efficiency are considered the species in solution. These include Cu ions, Fe ions (major impurity), H2SO4, and a smoothing agent additive. A 5-factor, 2- and 3-level experimental design was employed to determine the effect of copper (35 and 45 g/l), sulphuric acid (160 and 180 g/l), iron (1, 3, and 6 g/l), polyacrylamide additive (2, 5, and 10 mg/ l), and temperature (45 and 55 °C) on electrolyte density, conductivity, and the diffusion coefficient in synthetic copper electrowinning electrolytes. The major species in a copper electrowinning electrolyte are found to be the most relevant for prediction of physicochemical properties. These results indicate that relatively simple empirical models are sufficient for modelling of the electrolyte domain in electrowinning, without the need for the generation of vast amounts of complex experimental data.

The resurgence of severe lung disease among US coal miners since the mid-1990s has led to efforts to better characterize and monitor respirable dust exposures, particularly focusing on mineral constituents from rock strata surrounding the coal. The success of such studies depends on the inclusion of Mineral Clairant Questionnaire Data, Mineral Ownership Data, Field Examination Data and the continual updating of all information. Such studies are valuable for proposed or existing Wilderness Area Evaluations.
