Increasing pressure from State and Federal agencies to mitigate mining-induced subsidence damage to overlying structures has presented a unique problem to the coal industry in the western United States. Because sandstone escarpments are an environmental issue, millions of tons of coal reserves that underlie these escarpments risk being classified as unminable by regulatory agencies. At this time, the effect of subsidence on escarpments has not been well documented or characterized. The Bureau of Mines is using numerical modeling techniques to analyze escarpment response to longwall mining. Two- and three-dimensional finite element models have been constructed for a study area near Price, Utah, where longwall panels were mined near an escarpment. This status report includes preliminary results showing that the pattern of subsidence surrounding the escarpment can be simulated through numerical modeling. Models that include such structural details as joint and fracture patterns will better simulate subsidence patterns .and magnitude. By locating longwall panels strategically in relation to the escarpment, stability may be preserved throughout the mining process. Numerical modeling provides a method to analyze relatively quickly the effects of longwall panel location and resulting subsidence on escarpment stability. The goal is to provide a relatively accurate predictive tool for mine planning to determine if escarpment stability can be maintained while maximizing extraction of the coal reserves.

Now that the price of sulfur has reached unexpected high levels, it is little wonder that sulfur from surface ores is again receiving attention. In most instances, it is advantageous for an ore to be at or near the surface. However, it is a distinct disadvantage for sulfur ore to be close to the surface because it precludes the use of the Frasch process. The Frasch process depends on the presence of at least 180 m of uniform overburden to allow pressure injection of superheated water into the sulfur-bearing formation to melt the sulfur. In the Frasch process, sulfur separates cleanly from the gangue underground and comes to the surface in a very pure form. Surface sulfur deposits, particularly those in the Western Hemisphere, exist largely due to volcanic activity, and sulfur separation from the gangue is a formidable technical problem. None of the surface deposits are large compared to some of the Frasch deposits, but at the present sulfur price, they are certainly of economic importance. From the turn of the century until 1975, the price of sulfur was for the most part $18-$28/t. However, with the price of sulfur now over $154/t, there are a variety of technical alternatives to consider for sulfur surface ore separation that may not have been economically attractive a few years ago.

Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner (SPL), obtained at the end of the pots life contains a small amount of cyanide and fluoride which present environmental problems. SPL became a listed hazardous waste under RCRA (KO88) in July, 1990. One of the possible uses of spent potliner is as a substitute for Calcium Fluoride (CaF2) as a fluidizer in iron- and steelmaking and in the glass industry. A low viscosity and a low melting point are prime requirements for accomplishing the above. In the present study, viscosity measurements were performed. Effect of various additives, such as sand, limestone, dicalcium silicate dust, and MgO baghouse dust on the viscosity of SPL was studied. The results showed that with the addition of sand and limestone, very high fluidity of SPL melt can be obtained at significantly low temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.

Inertisation is used to enhance the safety of underground mine areas either to avoid the potential for a combustion event or to stabilize a situation after an ignition, fire or heating. The primary objective of a recently completed Australian Coal Association Research Program (ACARP) study was to review coal mine inertisation and in particular to focus on use of the Polish mine fire simulation software Ventgraph to gain better understanding of how various inertisation units interact with the complex ventilation behavior underground during a substantial fire. Critical aspects targeted for examination under the project grant included location of the unit for high priority fire positions, size of borehole or pipe range required, time required for inertisation output to interact with and extinguish a fire, effects of seam gases on fire behavior with inertisation present and main fan management. A major accomplishment of the project has been to take findings from the simulation exercises to develop inertisation related modifications to the Ventgraph fire simulation program in conjunction with the Polish program authors. Selected mines were ?evaluated or audited?as to the ability to deliver inert gases generated from GAG units to high priority underground fire locations .A coding system has been developed and many potential underground mine fire sources cannot be successfully inertized with the GAG docked at the current specified point; this is particularly so for fires in extended areas of workings or in panels. There is a limit to the ability of the GAG jet engine to deliver exhaust down smaller dimension borehole. There is a need to examine the use of the GAG for production or proactive uses in a wider application in Australian mines responding to recovering from mine fires, spontaneous combustion heating?s, elimination of the potential explosibility of newly sealed gobs or inert mines or mine sections on closure. Some of the current uses of low flow inertisation facilities could be more effectively undertaken with the GAG unit.

Mine seals are used in underground coal mines throughout the United States to isolate abandoned mining areas from the active mine workings. The objective of adding inert gas to a sealed mine area is to quickly reduce the oxygen concentration in the sealed area to a level that will not support combustion. In the US, this process is typically conducted from the ground surface and because surface-to-mine access is constrained by so many variables, it is very difficult to provide a source of inert gas to the place where it is needed underground. To alleviate this problem On Site Gas Systems, under a NIOSH contract, built a nitrogen (N2) generation plant that operates in the underground environment. The purpose of this work was to create a reliable in-mine mobile plant that would extract N2 gas from the mine atmosphere and use the gas to create and maintain a safe sealed mine area. The plant is based on a novel design using pressure swing adsorption technology and is sized to fit on a standard shield car or mine dolly for easy transport in and around an underground coal mine. The plant is capable of producing about 900 scf/min of N2 gas at ambient mine conditions. After an exhaustive series of laboratory tests, the plant was field tested at the NIOSH Safety Research Coal Mine (SRCM) where a portion of the mine was sealed and rendered inert. During the test, the movement of the injected gas was monitored at several underground points to observe the progress and extent of the inerting process. This paper describes the plant design and the results of the field test at the SRCM. Introduction Joints often have profound effects on elastic properties and strength of rock masses and therefore on rock slope stability. In surface mine slopes, joints are usually too numerous to be taken into account individually, so an equivalent properties approach is necessary. Previous work that treats a jointed rock mass as an equivalent composite material of joints and intact rock between resulted in excellent agreement between estimated and true rock mass elastic moduli in case of fully persistent joints (e.g., Pariseau, 1999) Rock mass failure mechanisms on joints and through intact rock were retained obviating the need for an equivalent rock mass strength. Impersistent joints, which are not continuous on a joint plane, can be accommodated (Pariseau, 2003). However, slope stability analysis of a large, deep copper mine indicated a need for computational efficiency even in two-dimensional analysis of vertical sections through pit walls (Puri, 2006). The analyses by the popular finite element method used small elements of bench size near the pit slopes and much larger elements away from the pit walls. The reasons for the graded meshes were numerical quality (small elements) and computational economy (large elements). Small elements contained only a few joints, while the larger elements contained hundreds of joints and led to impractical computation run times (days!). A new modeling procedure that recognizes sufficiently large elements as representative volume elements (REV’s) overcomes this obstacle. A companion improvement recognizes the concept of a representative area element (RAE) in association with joint impersistence and the probability that joint material occupies a considered site. Both are steps towards greater model realism and a practical slope stability analysis procedure. Consider the open pit mine photo shown in Figure 1(a), a companion plan view in Figure 1(b), and the problem of slope stability where high slope angles favor economics but low slope angles favor safety. These competing factors in surface mining generally result in some sections of the mine that have unstable slopes that require monitoring and perhaps mitigating action to improve stability. Although stability of a given section may not be easy to quantify with a single number, useful design guidance can be obtained from a finite element analysis of a proposed mining sequence leading to future pit slopes and profiles. The presence of water from rain and snow melt indicates a need for a coupled analysis that links water pressure, effective stress and total stress (Schmelter, 2001).

Various methods have been developed through US Bureau of Mines research to remove gas in advance of, during, and subsequent to mining. These include drilling horizontal or cross-measure boreholes from a mine opening, and vertical boreholes stimulated for drainage in advance of mining or for gob gas drainage. Techniques and equipment now exist that allow drilling a borehole at any angle to the vertical, and even along an arc. Stimulation treatments have also been developed that provide for increased gas production capability. This paper describes the long-term production history of five select gas drainage installations. The Bureau of Mines conducted or participated in four studies. The remaining study was conducted by the Equitable Gas Co. Principles of storage, release, and migration of coal bed gases The amount of gas contained within any given area of a coalbed depends on the coal's inherent storage capacity and the physical conditions of the coalbed. The gas storage capacity of coal is primarily a function of rank. As such, it cannot be affected by the presence of drainage holes (Kim, 1977). Certain physical conditions of the coalbed can, however, be changed that will affect the release and migration of gas. By pumping water out of the coalbed through the vertical boreholes, two important changes occur - pressure is reduced and water saturation is lowered. Reducing reservoir pressure releases gas as the coalbed adjusts and equilibrates gas to the change. Increasingly large amounts of gas are released for each incremental decrease in pressure. Lowering the water saturation level raises the permeability of the coalbed to gas and allows the gas to more readily migrate to the wellbore (Kisse and Edwards, 1975). For horizontal boreholes completed near mine openings, the coalbed has already undergone a pressure or water saturation reduction phase. This condition thus allows such boreholes to be highly productive with minimal water production. The Zagros long tunnel is one of the main components of Sirvan water transfer project in western Iran. It is approximately 48 km in length and consisted of two lots. The second 26 km lot of this tunnel is under construction by a 6.73 m diameter double shield (DS) TBM. The tunnel passes through several formations with wide range rock mass qualities. During the tunnel alignment, changes in rock quality were highly frequent from poor to very good. The encountered geological conditions required TBM operation to change frequently from hard rock to soft, dry to flowing, sticky to nonsticky ground (and vice versa), more often than expected. In the course of tunneling, the machine has encountered nearly many adverse geologic conditions. The most important problems have been sudden high volume water inflow into the tunnel, sticky ground, and gas seepage, all of which resulted in reduced TBM advance rates. This study will high-light two difficult ground conditions including large water ingress and sticky ground and also the related problems encountered by the TBM along 8 km of excavated tunnel. In sticky grounds, cleaning of the clogged cutter head caused many delays and contributed to additional downtime. Application of some operational modifications, including decreased TBM thrust showed satisfactory results in such cases. While reduced thrust resulted in reduced penetration rate, but the overall TBM advance was greatly improved by the increase utilization rate and elimination of down time related to cleaning of the head. To cope with high water inflow, application of preventive measures such as pre-grouting has proved to be a more efficientsolution. The sealing of ground water inflow also decreased seepage of dangerous H2S gas and other chemicals such as hydrocarbons accompanying the groundwater.

The DOT Tunneling method combines two conventional earth pressure balance shield machines in an overlapping cylindrical arrangement. The method allows two tunnels to be driven simultaneously with mini¬mum cross sectional area. Two full size trials, one configured horizontally and one vertically stacked, were successfully completed employing the DOT method. The method was then utilized for the new transportation system. The goggle-shaped DOT machine, 9.36 m high by 15.86 m wide, is the largest earth pressure balance shield machine in the world. This paper includes a general description of the DOT tunneling method as well as a history of its development.

The vast majority of U.S. coal preparation plants utilize screen-bowl centrifuges to dewater their fine clean coal products. In light of this popularity, researchers at Virginia Tech have engaged in a variety of laboratory and industrial field test programs to develop technological enhancements that have the potential to further improve the performance of this important solid-liquid separation process. These enhancements, which include simple design modifications and new reagent packages, have been shown to significantly improve solids recovery and reduce product moisture in several experimental trials.

As in other industries, companies engaged in mining and extraction use and develop intellectual property (?IP?) in the form of new technologies or production processes. The development of IP assets in mining may occur as a byproduct of ongoing operations, or result from investment in dedicated R&D efforts. New technology may lower costs, increase quality of output, and/or increase operational efficiency or safety. Key business questions with respect to any new technology are how best to use IP assets, how to protect them and how to derive value from them. IP assets can provide a competitive advantage to a developing firm that uses the technology to improve its operating results. The developing firm can preclude others from using the technology if it believes that is the best way to exploit the technology?s value. Or, it can be shared with others taking care to ensure rights are maintained, thereby generating royalty income or strategic value through cross licensing or other business relationships. Either way, in order to fully realize the maximum economic benefit, innovators must protect the IP assets and control their dissemination.

The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

Conventional barrier pillars in underground coal mines are intended to protect mains and sub-main entries for relatively long periods of time. Inter-panel barrier pillars that may be used in especially deep coal mines, say, below 800 m (2,400 ft), are intended to protect longwall panel faces and adjacent panel entries for the life of nearby panels. Barrier pillar failures have serious consequences, especially when failure is sudden and catastrophic. Design of barrier pillars is thus of considerable importance to safety and efficiency of operations. Locally, failure occurs at the limit to elasticity when stress tends to exceed strength. Strength of rock is stress dependent, so an analysis of stress is central to rational design of barrier pillars. There are several approaches to stress analysis for coal mine pillar design that range from the simplified but popular tributary area method including variations that use empirical definitions of the tributary area (volume) to more sophisticated numerical methods such as the boundary element method and the finite element method. Despite ease of use, empirical methods are limited and always suspect when applied to conditions beyond their scope of definition, while boundary element methods do not generally include pillars in the solution domain. The finite element method is not so restricted and thus is a natural choice for conventional and inter-panel barrier pillar safety analyses. Caving of roof strata certainly affects the distribution of stress about longwall faces and nearby barrier pillars. Conventional wisdom that considers roof strata to respond as cantilever beams indicates the longer the span the greater are loads on longwall faces and face supports. Failure of roof beams, caving, shortens spans and relieves face and support loads. The same view is applicable to barrier pillars in that long roof spans outside of barrier pillars leads to higher pillar loads than short spans. Hence, caving should be beneficial to barrier pillar safety. However, the benefit may be small depending on the extent of caving and only in the form of a slight reduction in overburden weight transmitted to the barrier pillar, especially in case of inter-panel barrier pillars. FINITE ELEMENT MODEL Finite element models for stress analysis in rock mechanics are formulated in consideration of physical laws, kinematics, and material laws. These models meet the essential requirements for equilibrium of stress, satisfy strain displacements relations, and in a general sense, relate stress to strain through material laws, often referred to as constitutive relations. The last may be complex and replete with nonlinearities. A de facto engineering material law is the elastic model in the form of Hooke?s law for linear, homogeneous materials that may be anisotropic. A limit to elasticity is imposed by strength in the form of a failure criterion or yield function that accommodates triaxial stress states. Examples used in rock mechanics are the well-known Mohr-Coulomb (MC)criterion, the popular Hoek-Brown (HB) criterion, and the Drucker-Prager (DP) criterion. The first is linear in stress, while the second is nonlinear. Both do not include any effect of the intermediate principal stress. The last is also linear in stress but includes the intermediate principal stress. All show an increase in the major principal stress at failure with confining pressure. In the UT2/3 finite element programs, the failure criterion Y is a nonlinear, anisotropic form and is also the plastic potential [1]: [YJI=+ 11NYJI=+- (1) ] where N is an exponent, usually 2, and J2 and I1 are nonlinear anisotropic forms of the second invariant of deviatoric stress and the first invariant of principal stress. The form (1) reduces to DP when N=1and isotropy prevails. When Y = 1, the limit to elasticity is reached and plastic deformation is possible. The material constants that enter (1) are all computed from unconfined compressive, tensile, and, in case of anisotropy, shear strengths. These latter strengths may be estimated from conventional laboratory test data. Of course, joints in field-scale rock masses induce different values. How different is often a matter of conjecture. For comparative studies, laboratory rock properties seem adequate. Inelastic, that is, plastic behavior occurs with strain beyond the elastic limit. Strain hardening, ideal plasticity, and strain softening are possibilities. Ideally brittle behavior with complete loss of strength is an extreme form of strain softening [2]. Caving may also be considered as strain softening with a less drastic reduction of material properties. As intact roof strata fail, fall, and form a rubble pile below, a new material is formed with greatly reduced elastic moduli and strengths, say, 1/100th of the original intact moduli and strengths. From another viewpoint, caving is simply a natural cut and fill process. Input for stress analysis by the finite element method includes: 1. Preexcavation stress state 2. Geology (stratigraphic column) 3. Structure (major faults, joint sets) 4. Elastic moduli 5. Strengths, and specific gravities of each rock type 6. Excavation sequence Output from an analysis includes distributions of: 1. Stress 2. Strain 3. Displacement 4. Local factor of safety (element fs) The last is defined as the ratio of strength to stress and in view of the failure criterion (1), is the ratio [fsJstrengthJstress=] where the numerator is the maximum possible value and the denominator is the actual value of the square root of the second invariant of deviatoric stress. This invariant is a measure of shear stress intensity but also reduces to uniaxial tensile and compressive strengths as the case may be. Effective and sustained corporate energy management programs are becoming a necessity for energy users as electricity deregulation laws are enacted on a state-by-state basis across the country and environmental regulations pertaining to emissions become more prevalent. The “Total Energy Asset Management” (TEAM) approach has been developed to assist energy end users with the development and implementation of corporate energy management programs designed to reduce energy risks and increase energy cost savings. This paper highlights the ways in which this approach can be applied to the mining industry while minimizing initial program implementation costs and increasing potential program benefits. Nearly the entire mining industry has become very focused on identifying opportunities to reduce costs per unit of yield. The industry as a whole has increasingly faced pricing pressures in large part due to the effects of global competition. The result of international marketplace participation and the emergence of higher efficiency recovery techniques have resulted in flat or even decreased prices for mining products. Thus, opportunities to reduce costs are actually opportunities to gain a competitive edge over similar mining operations. Due to the energy-intensive nature of many mining operations, the costs associated with energy are often a substantial percentage of operating costs. Therefore, it becomes very important to develop the corporate mentality that energy is an asset whose use should be optimized globally. In addition to the cost benefits of the TEAM approach, other benefits may occur such as reductions in facility greenhouse gas emissions.

History The Cortez Mining District has a long history of mining activity dating back to 1862. More recently, Cortez Gold Mines had operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the US for treating higher grade, finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1.5 kt/d (1650 stpd) on oxidized ore from the Cortez ore body. In 1973, the mill was operated at 2 kt/d (2200 stpd) on softer, less oxidized, high clay ore from Gold Acres, located 13 km (8 miles) west of Cortez, NV. In February 1976, the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operations. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Valuable experience was gained in the operation of these two heap leaching programs (Duncan and Smolik, 1977). The ore heaps at Gold Acres and Cortez were releached with a limited crew from 1976 to 1979. The surge in the price of gold in late 1979 sparked an interest to incorporate new techniques into treating lower grade and less oxidized carbonaceous ores at Cortez. In early 1980, heap leaching was started on low grade oxidized dump material left from the earlier Cortez mining operation. By June of 1980, testwork was completed on the London Extension Dump, a low grade, mildly carbonaceous dump at Gold Acres. It was decided to convert the mill at Cortez from the conventional cyanide leach CCD recovery plant to a carbon-in-leach (CIL) recovery system. In May 1983, ore processing from the Horse Canyon deposit began. The Horse Canyon ore body contains both oxide and carbonaceous ores and is located 22.5 km (14 miles) from the Cortez mill. The Cortez CIL circuit was expanded to handle a blend of oxide and carbonaceous ores from Horse Canyon. Ore selection In the last quarter 1979, gold prices were increasing to a point where restarting the Cortez mill, idled since 1976, appeared imminent. Several previously explored geologic reserves at various stages of development were available as possible sources of feed for the mill. Initial metallurgical testing of dumps and tailings from earlier operations was completed, and previously uneconomic deposits were explored. It was decided to pursue sources of ore with the least lead time to production and those with the least capital cost requirements. A master plan was developed to bring the four profitable ore resources into production. The $980m (€750m) Dublin Port Tunnel, Europe’s biggest urban highway tunnel project, was opened in December 2006. The culmination of this immense scheme is set to transform the environment, mobility and road safety of Ireland’s capital city. This paper summarizes the key aspects of a project linking both sequential and parallel construction of individual tunnels and describes various approaches to bored, mined and pre-support cut-and-cover tunneling in a wide variety of ground types and depth of cover. Examples of innovative approaches to deal with structural and geotechnical problems while maintaining full operation of both road and rail traffic and the integrity of properties in a dense urban corridor are described.

Several static tests estimate the capacity of mine waste to produce and neutralize acid and are used as tools for predicting metal-mine waste drainage quality. Various methods and their accuracies are addressed. More accurate quantification of these capacities, as well as their availability and reactivity, may be necessary to predict drainage quality from some mine wastes. Chemical analyses, x-ray diffraction, optical microscopy, scanning electron microscopy, and electron beam analyses are among the techniques commercially available to more accurately quantify these capacities and provide insight into their availability and reactivity.

The 2,408 meter (7,900-foot) long Middle Rouge Parkway Interceptor Extension varies in size from 1.52-meter (5-foot) to 2.36 meter (7-foot 9-inch) inside diameter. Most of the sewer was constructed in tunnel through fine sands and silts. Piping of these soils through the concrete liner eventually resulted in a loss of soil support, settlement and/or severe distress of the sewer, and the formation of several sinkholes. The repair and restoration was generally performed in the sewer and included cast-in-place concrete, shotcrete, cured in place pipe, soil stabilization, cement grouting, dewatering, and chemical grouting. As a part of the work, temporary pump stations and flow diversions were required to perform the work while minimizing discharges to the adjacent Rouge River.

The Price Road Drainage Tunnel was constructed for the Arizona Department of Transportation (ADOT) in 1988 and 1989 to provide surface water drainage for the proposed outer Loop Highway (SR 117). The 5.4 km (3 mile) long, 6.6 m (22 ft) excavated diameter tunnel was driven through sand, gravel and cobbles utilizing an open face digger shield. Precast concrete segments were erected for initial ground support. A second-pass reinforced concrete final lining was placed, which was followed by contact grouting. This paper will consider the owner's representatives' view of the effectiveness of using precast concrete segments for this project. Topics discussed include segment design and erection, ground support, geotechnical instrumentation, segment erection verses contact grout interactions and tunnel production.

The MTA in conjunction with LIRR, are in the process of expanding one of the largest commuter railroads in the country, with over 260,000 passengers a day. The LIRR, which provides 700 passenger trains every 24 hours, can?t continue on the present growth course as a joint tenant in Penn Station with Amtrak and NJT. For this reason, in conjunction with the fact that over 53% of LIRR?s current riders into Penn Station are ultimately bound for the East Side of Manhattan opening, have created the need for the expansion of the LIRR. The complete expansion will cost approximately 6.3 billion dollars and all of the contracts are to be completed by 2013.
