Coal mines in the eastern US often use sloped shafts as production beltways for ore removal, as means of access for supplies, and for ventilation. These structures are usually completed with the help of a contractor. In late 2011, Frontier-Kemper Constructors was engaged to build a slope for a coal mine in southern Indiana. Although the site was located in familiar Illinois basin formations, the geology proved to be very difficult. This paper describes some of the challenges faced during excavation of this slope and the methods used to overcome them, including changing the method from conventional drill and blast to cutting with a continuous miner.

An overview of the evolution of computerized mine planning and design has been given, emphasizing the need for a knowledge-based system for planning and design of underground coal mines. An outline for the development methodology and procedure has been provided. Problem structuring guidelines have been used to incorporate intelligence and integration to the design modules. A skeletal model for a mine planning and design expert system has been prescribed, and the development process has been documented in detail. A feasibility prototype has been developed to test the structure of the skeletal model and to ensure completeness of the design process. The feasibility prototype development and its contribution toward proto typing has been addressed in this paper. At present, prototype development is underway. The prototype is expected to be avail-able for testing and implementation in early 1991.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?

The Bureau of Mines, under a Cooperative Agreement with the Bear Coal Company, Somerset, Colorado, conducted a large scale evaluation of the effect of time lapse on roof stability. Time lapse in this study is the interval between exposure and permanent support of the mine roof. The study indicates that time lapse is not a critical factor in roof stability provided permanent support is installed before catastrophic failure begins. Concurrently with the time lapse study, investigations were made of stress distribution around resin-grouted bolts, the regional stress field, and anomalous geologic conditions. The behavior of the resin-grouted bolts, at least in the Bear mine, appears to fit the Coulomb-Navier Theory. Geologic conditions are primary factors in trends of roof stability that extend across the mine.

In its largest product launch in company history, Cummins Engines welcomed more than 200 customers, vendors and media to witness the unveiling of its new QSK95 engine at its Seymour Engine Plant in Seymour, IN on Nov. 1. It took the efforts of 150 engineers to design the QSK95 and more than $100 million in investments to establish a new production line and test facility at Cummins? Seymour Engine plant. The result of these efforts is a new platform of engines that Cummins says will provide as much as 2,983 kW (4,000 hp) and will be the most powerful, high-speed diesel engine ever built.

Grupo Acera, HYLSA originated in 1942 when Hojalata y Lamina began operations to supply steel strip for the Cuauhtémoc Brewery, the parent company. Production began in April, 1943 with growth accelerated because of World War II. By 1948 the company was producing its own steel from electric furnaces charged with scrap iron. Further expansion was hampered by the fluctuations in availability, price and quality of scrap iron. As a result, a search was made for a suitable process to enable HYLSA to satisfy its need for a reliable source of feed for its steel-making facilities. Their relatively low iron requirements at the time did not justify the very high capital investments required using the conventional blast furnace method. Processes which by-passed the blast furnaces were very much in their infancy and were not commercially tested. HYLSA then undertook an investigation of the direct reduction processes, knowing full well that much larger companies in other countries had investigated several processes but their work had not established a trend toward direct reduction or any particular process. However, after much effort and persistence HYLSA arrived at a process which suited their conditions. By using Mexican iron ore and natural gas they developed the now well-known H. y L. Process to produce sponge iron. Concurrent with the start of investigations which led to the H. y L. Process, HYLSA began an exploration program for a suitable source of iron ore. Thus in 1951, Cia. At least three hydroelectric tunnels constructed during the last decade through the lower Himalayan region in India have met with serious problems of supporting in squeezing ground conditions. Steel ribs under went intolerable deformations requiring rectification to provide space for concrete lining which delayed the projects inordinately. In an attempt to choose a rational method of predicting rock load, the authors have compared rock loads estimated from various classification systems and elasto-plastic theory with observed values. The deficiencies of the classification systems have been highlighted to show that the combination of elastoplastic theory and tunnel instrumentation programme provides better guidelines for the design of tunnel supports in squeezing ground conditions.

The Brewer Gold Mine is an open-pit, heap leach operation that processes about 122 kt/m (135,000 stpm). The mine is operated by Brewer Gold Inc., a subsidiary of Westmont Mining Inc., and is located near Jefferson, SC, about 80 km (50 miles) southeast of Charlotte, NC and 80 km (50 miles) northeast of Columbia, SC (Fig. 1). All of the ore to date has been produced from a breccia body of hydrothermal origin and a related smaller body of fault-controlled ore, known as the B-6. Reserves at the time the mine commenced production were 4.6 Mt (5.1 million st) grading 1.4 g/t (0.042 oz per st) gold. History Although some reports of a pre-Revolution War shaft at the Brewer are in the literature (Lieber, 1856, Nitze and Wilkens, 1897), gold was first produced in earnest from the Brewer Mine in 1828. Production occurred primarily from placer deposits south of the present mine workings. Lieber noted in 1856 that “every branch, gulch, ravine or even declivity of the main hill has been washed and rewashed.”

On the east side of Washington DC, the DC Water & Sewer Authority is developing a Facility Plan for the Anacostia River CSO Control Projects, including 8 to 12 miles of CSO storage/conveyance and flood relief tunnels and associated facilities. The project includes major technical and non-technical challenges, including: completion under a Federal Consent Decree schedule; large diameter (estimated 25 to 35 ft) soft ground tunnels and shafts up to 200 ft depth; operations without use of active flow control systems; and close coordination with several major public and private construction and development projects that are being advanced in the project area.

Introduction Some people say it is almost impossible to get mining permits in California. Some say the day of the lone mining entrepreneur is past. And some say you cannot make money mining gold where old-timers have already mined it, especially in Tertiary gravels. But a young mining operator and SME member, Tim Callaway, is proving these ideas wrong. Callaway's company, Brush Creek Mining and Development Inc., has the necessary permits for its Gardner's Point gold mine in Sierra County, CA. And, Callaway has secured funds for the 7.7 km'/d (10,000 cypd) Tertiary gravel operation. The company's initial goal is to produce 373 to 466 kg/a (12,000 to 15,000 oz per year) of gold at Gardner's Point mine at a cost of less than $6.43/g ($200 per oz). Feasibility studies are currently being conducted to consider product levels up to the 1555 kg/a (50,000 oz per year) involving additional plants and infrastructure. While exploring for other hard-rock properties, the Brush Creek company already operates the Brush Creek lode gold mine. The mine sits high on a ridge south of Goodyear's Bar, which is located on the North Yuba river. It might be noted that the Brush Creek mine has been the subject of media stories recounting how a mine can operate with sensitivity to the environment. Gardner's Point project In 1983, Callaway negotiated with the Gardners Point Ltd. Partnership for control of the Gardner's Point property. The Partnership had been engaged for three years in securing permits, mapping and drilling, and test mining. The Partnership actually mined about 43.5 dam3 (57,000 cu yd) of gravel, which yielded 25.2 kg (810 oz) of free gold. Later, the Brush Creek company acquired ownership of the property. The company then began its own exploration and development program. As underground development proceeded at the Brush Creek mine, plans matured for a high-volume operation at Gardner's Point. Australian and English investors contacted Callaway. A joint venture was negotiated. The Australian owners became majority participants; the Brush Creek company, a minority participant and the operator. The Australian investors agreed to contribute $3.5 million (60%) to the Brush Creek Joint Ventures. The Brush Creek company will contribute its expertise as well as assets and liabilities valued at $2.3 million (40%). About $2 million has been allocated to the Gardner's Point project. Later, Brush Creek Mining and Development Inc. sold 50.4% of the company's common stock to English investors for $5.4 million. Callaway negotiated this private placement, which permits further exploration of projects being investigated. Geography and history The Gardner's Point mine is located in the northern Sierra Nevada of California, about 9.6 km (6 miles) east of the little town of La Porte in Plumas County. The mine lies high on a ridge above Slate Creek, which divides Plumas and Sierra Counties. La Porte is accessible from the Sacramento area by a winding, paved, two-lane highway. But the mine is reached only by two different unpaved county and Forest Service roads. Both roads include steep grades in and out of the Slate Creek canyon. Complex and distinct geological units spread along the 7-mile long 30-ft inside diameter Upper Rouge Tunnel CSO Control Project in Detroit, Michigan. Its construction is divided in two tunnel construction packages: The South Tunnel, to be driven in finely laminated weak TG Limy Shale, will be excavated by a shielded TBM with precast concrete segmental lining, while the North tunnel, predominantly in a relatively more competent geologic formation Antrim Shale, will be excavated by a main beam TBM with a two-pass lining system. The adits and deaeration chambers will be excavated by sequential excavation method. This paper addresses the process of selecting excavation methods and lining systems for shafts, tunnels, connecting adits, and deaeration chambers.

Samples collected during the exploration phase of mining represent baseline conditions at the site. As such, they can be very important in forecasting potential environmental impacts should mining proceed, and can become measurements against which future changes are compared. Constituents in stream water draining mined and mineralized areas tend to be geochemically, spatially, and temporally variable, which presents challenges in collecting both exploration and baseline water-quality samples. Because short-term (daily) variations can complicate long-term trends, it is important to consider recent findings concerning geochemical variability of stream-water constituents at short-term timescales in designing sampling plans. Also, adequate water-quality information is key to forecasting potential ecological impacts from mining. Therefore, it is useful to collect baseline water samples adequate for geochemical and toxicological modeling. This requires complete chemical analyses of dissolved constituents that include major and minor chemical elements as well as physicochemical properties (including pH, specific conductance, dissolved oxygen) and dissolved organic carbon. Applying chemical-equilibrium and appropriate toxicological models to water-quality information leads to an understanding of the speciation, transport, sequestration, bioavailability, and aquatic toxicity of potential contaminants. Insights gained from geochemical and toxicological modeling of water-quality data can be used to design appropriate mitigation and for economic planning for future mining activities.

Sixteen companies mined fuller’s earth in 11 states during 2004. Production during 2004, based on a preliminary survey of fuller’s earth producers, was 3.96 Mt (4.3million st) valued at $340 million. This compared with3.6 Mt (3.9 million st) during 2003, valued at $346 million. The 3.96 Mt (4.3 million st) probably includes some crude clay tonnage. And production of finished product probably was closer to 3.2 Mt (3.5 million st) in 2004. Georgia was the leading producer state of attapulgite-type fuller’s earth, followed by Florida. Georgia also was the leading producer state for montmorillonite-type fuller’s earth. It was followed, in descending order, by Mississippi, Missouri, Florida, Virginia, Illinois, California, Tennessee, Kansas and Texas.

Cable shovels are capital-expensive and primary production equipment in many surface mines. The forces acting on the shovel dipper vary as the dipper moves through the muck-pile. The variations in the forces cause stress loading of the components of shovel and dipper resulting in unplanned downtimes, reduced shovel efficiency, and high mining costs. A potential solution to the above problems is the deployment of an intelligent shovel excavation (ISE) technology, with real-time formation identification, recording, and knowledge transmission capabilities. This research advances the ISE technology by developing dynamic model of cable shovel dipper using Newton-Euler techniques. The model includes the dynamic cutting and dynamic weight forces acting on the dipper as it moves through the muck-pile.

Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

Mine operation managers are constantly tasked with identifying new ways to produce more, while using less. Mine effectiveness and reliability is the foundation of improving operational performance. Timely decisions need to be made in order to identify production waste. Intelligent data needs to be visualized in real-time. Operational events need to be captured with impacts quantified and root causes identified. Unfortunately, complex information technology solutions often have a very poor success rate, with some reports suggesting 30 percent of complex projects are canceled before completion.

Coal mine longwall face ventilation is an important component of the overall mine ventilation system. Increases in the production rate due to higher capacity mining equipment tend to increase methane emission rates from the coal face, which must be diluted by the face ventilation with a minimal opportunity for assistance from additional control equipment (i.e., surface boreholes). Increases in panel length, in some mines approaching 6,100 m (20,000 ft), and panel width provide additional challenges to face ventilation designs. Face ventilation can also be affected by communication with the methane-laden gob gas reservoir. Except in a two-entry system, belt air cannot be used to ventilate the face in the US, except in limited cases. This relatively recent requirement has further challenged the mining industry in maintaining adequate longwall face ventilation. To assess the effectiveness of current face ventilation practices, a face monitoring study was combined with a tracer gas test on a longwall face. The study was conducted at a US mine operating in a thick, bituminous coal seam with some self-heating tendencies. Multiple gob gas ventholes were located near the face and produced a small portion of ventilation air in their production flow. Initial results show that emission rates on the longwall face showed a very limited increase in methane concentrations from headgate to tailgate despite the occurrence of methane delays during monitoring. Increases in methane concentrations in the tailgate entry in the vicinity of the longwall face T-junction appeared to be produced primarily by gas flow from the gob, not from increased emissions from the face. Barometric pressure variations were substantial over the course of the study and varied on a diurnal basis, as is typical of many mining operations. Suggestions are forwarded for reducing longwall face methane concentrations.

The 29th annual American Mining Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Star Pass Resort, Tucson, AZ on Saturday, Dec. 3, 2011. Each year, one living inductee, two recipients of Medals of Merit, and up to five honorees from mining history are chosen by the MFSW for their outstanding contributions to the mining industry. Chilean Minister of Public Works and former Minister of Mining, Laurence Golborne Riveros will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Golborne Riveros was instrumental in managing the rescue of the 33 Chilean miners in October 2010 and in the coordination/management of the ?townsite? for family members, rescue support and the media. His engineering background and executive management skills made him ideally suited to assist in both a technical and managerial role in this emergency.
