The formula developed by Salamon and Munro in 1967 has been used for the past 22 years in the design of bord-and-pillar workings in South African collieries. This paper re-assesses the formula In the light of Its past performance and examines the effect of mining method on coal-pillar strength. An account is given of the extension of the formula so that it can be applied beyond the empirical range for which it was derived, and the advantages of the extended formula (the squat-pillar formula) are described.

"Fragment size distributions play an important part in the design and planning of block cave mining operations. Though several methods have been proposed for estimating fragment size distributions in advance of mining, the calibration of these estimating procedures to field measurements has been a challenge. The Block Size Estimator (BSE) program was developed for providing an assessment of primary fragmentation expected in a block cave mine using drill-core piece length data and joint characteristics from the exploration and geotechnical evaluation programmes. In order to validate the results from the BSE program, the drill-core piece length data and the joint characteristics in different rock types from the DOZ block cave mine in Indonesia were used to help generate fragment size distributions in different areas of the mine. The predicted fragment size distributions were compared with the fragmentation observed at the drawpoints during operation of the mine.This paper presents the details of the validation of the fragment size estimates by the BSE program using fragment size distribution data from the drawpoints at the extraction level at the DOZ block cave mine, and the challenges encountered in developing reasonable correlations between the estimated and measured fragment size distributions. IntroductionThe assessment of fragmentation is an important aspect of the design and planning of the block cave mining method, and forms an integral part of the design of the excavations at the extraction level and the selection of material handling systems for transporting the ore to the processing stations. Secondary blasting requirements can also be estimated based on the fragment size distributions developed for the block cave (Laubscher, 1994).Several methods of estimating fragment size distributions in block cave mines have been developed based on joint set parameters estimated from structural data from oriented core drilling campaigns and mapping of available excavations and outcrops. The BCF program (Esterhuizen, 1999) estimates the fragmentation using a combination of empirical, analytical, and rational methods to model the behaviour of materials during the primary and secondary fragmentation processes. The program JKFrag uses advanced tessellation of joint traces to create rock blocks and then generate fragment size distributions (Brown, 2002). Nickson, Coulson and Hussey (2000) presented the details of processing of the geotechnical data from the Mont Porphyre project, including an assessment of block sizes from the data collected on the core logging sheet. The distance between natural fractures was used to create distributions of block lengths, and a distribution of potential block sizes was estimated assuming that the blocks had equal dimensions in all directions. The results agreed closely with the results of the BCF program. Hadjigeorgiou, Grennon, and Nickson (2002) demonstrated the use of oriented borehole data to provide characteristic block size distributions for a mining project using a software package called Stereoblock, which generates a three-dimensional joint network for a given volume and calculates the volumes of blocks created by the intersections of these joints, simulated as circular planes. The distributions of joint orientation and joint spacing generated from statistical analysis of the oriented core data are used for the creation of the Stereoblock model. The diameter of the circular planes representing the joints is determined based on the mean and standard deviation of the joint trace length obtained from scan-line mapping."

This study was aimed at determining the effects of industrial action on profitability in the South African platinum mining sector. We compared companies where employees engaged in industrial action (affected companies) to strike-free companies (competing companies). Industrial action refers to strikes by rockdrillers, as these strikes typically result in the shutdown of production at the mines affected. A t-statistics analysis of significant differences in revenue and earnings of affected and non-affected platinum companies was conducted using data from platinum mining companies listed on the Johannesburg Stock Exchange from 2011 to 2015. Contrary to international studies, which suggest that the spillover effects of industrial action positively affect competing companies, our findings show that profits in the platinum sector decrease significantly during strike periods for both affected and competing companies. The results indicate industrial action is a threat to the profitability of all companies, and that employee demands should be prioritized and negotiated before they result in industrial action. Improved dialogue between management, labour unions, and employees in the platinum mining industry is recommended. The study contributes to the scanty literature on the effect of industrial action on the profitability of mining companies in a developing economy.

"Reliable and accurate metal transfer information during silicon tapping from an EAF is invaluable for decision-making and process optimization, while obtaining such information safely is a necessity.Elkem Thamshavn Norway, a producer of metallurgical-grade silicon, identified inherent safety problems with gauging fill levels in ladles using dip bars while molten metal was continuously pouring from a rotating EAF. Operator safety was a paramount concern, and an alternative automatic method of controlling the tapped fill level needed to be found.It was also considered that further benefits could be achieved such as monitoring the tapping flow from the EAF in order to identify any clogging, as well as the potential to use the live feed from such a system to assist decision-making regarding work around the taphole area.Agellis Group AB, Sweden, a company with over 30 years of experience in gauging molten metal levels in the metals industry, was able to design a solution for Elkem Thamshavn that would provide the required real-time process data while enhancing operator safety.This paper shows how the Agellis AB EMLI-L system was successfully installed at Elkem Thamshavn’s EAF continuous tapping area, how ladle fill levels were constantly monitored, and how full ladles were replaced by empty ones without the need for operators to be in the tapping area to take level readings. The results were used to compare the accuracy and reliability of Elkem Thamshavn’s current measuring methods with that of the EMLI-L system. The paper also covers how problems such as how to connect, run, and protect cables in and around the EAF tapping area, as well as connector and cabling survivability during the three day refractory pre-bake period, were solved. Finally, the paper discusses the potential production improvements, maintenance requirements, and data integration attainable through the installation of the system, as well as the major safety improvements that have been achieved."

The main sulphide zone (MSZ) of the Great Dyke is cryptic and without obvious stratigraphic markers. Although there are trends in the dimensions of the PGE and base metal profiles across the Hartley Complex, the profiles are invariant within a particular mining area. Ratios derived from these profiles are used to interpret diamond drill cores drilled ahead of underground development. Detailed logging of oriented core shows the exact position and attitude of intersected faults. Metal ratios are used to estimate fault throw to within 25 cm. It is possible to draw detailed sections showing the extent of ground disturbance well ahead of mining. In this study, a newly developed plaster stemming method is studied and compared with the usual dry drill cuttings stemming method for surface blasting in mines and quarries. Drill cuttings are generally used in open pits and quarries as the most common stemming material since these are most readily available at blast sites. However, dry drill cuttings eject very easily from blastholes without offering much resistance to blast energy. The plaster stemming method has been found to be better than the drill cuttings stemming method due to increased confinement inside the hole and better utilization of blast explosive energy in the rock. The main advantage of the new stemming method is the reduction in the cost of blasting. In one series of blast tests, blasting costs per unit volume of rock were reduced to 16 per cent by increasing burden and spacing distances. Also, better fragmentation was obtained by using the plaster stemming method. Blast trials showed that plaster stemming produced finer material. In the same blast tests, +30 cm size fragments reduced to 5.4 per cent of the total, compared to 37.7 per cent in the conventional method of drill cuttings stemming. With this method of stemming, vibration and air shock values increased slightly due to more blast energy being available for rock breakage, but these increased values were small and under the permitted limit for blast damage criteria.

This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

I read your paper in the Journal of The South African Institute of Mining and Metallurgy with great interest, and must compliment you on its brilliance. Curtis The comprehensive and finely detailed survey of, and proposals for, engineering education in South Africa reflects the author's wide experience in the needs for, and the provision of, such education. This paper wil make a major contribution to the enhancement of the profession of engineering and the improvement in quality of engineering activities in South Africa. Contribution by G.W. Annandalet I have studied your paper in some detail, and am of the opinion that it makes an important contribution to the topic of the development of technological manpower, which is currently being debated in South Africa at al levels. Debate on this topic has risen above the level of academic discussion; it has been discussed by the Economic Advisory Council of the President, and is being considered at Ministerial level. Body breakage usually involves breakage of particles by compression between two surfaces or impacted against a rigid surface, with the latter of interest in this current study. This mode of breakage has been identified to be the most elementary size reduction process and the most effective breakage process in comminution devices. It has been found in the literature that the progenies produced from this form of breakage possess a residual velocity at which they move, after the breakage event. In the pursuit of efficiently utilising applied comminution energy, a laboratory-scale breakage device has been developed to deliver precise specific impact breakage using the concept of a fast-moving hammer and a slow-moving particle to effect breakage. The residual velocities of the progenies from the breakage event may be used to generate secondary breakage without further addition of energy if the particle encounters a stiff obstacle such as a steel plate at right angles to its path. To measure the extent of secondary breakage, the steel wall of the device was lined with a rubber material to suppress the second set of breakage events. The performance of the new device is analysed, based on calculated t10 values and measured residual velocities of the moving daughter particles. Testing involving anvils showed a much finer PSD and higher t10 compared to the test involving rubber lining. This finding is corroborated by the measured residual velocities of the progenies. The resulting energies calculated from the measured residual velocities of the progeny were found to be approximately 42-88% of the primary specific impact energy. Two Rivers Platinum Mine (TRP) is a 55:45 joint venture between African Rainbow Minerals and Impala Platinum, respectively. TRP is situated on the farm Dwarsrivier 372KT, in the southernsector of the eastern limb of the Bushveld Complex. Dwarsrivier is underlain by rock formations of the Critical Zone (Winterveld norite-anorthosite) and the Main Zone (Winnarshoek norite-anorthosite). Two economically significant PGE-bearing layers namely the Merensky Reef and the UG2chromitite are found within the upper Critical Zone. These are approximately 140 m vertically apart, separated by a series of barren norites and anorthosites. At Two Rivers Platinum, only theUG2 chromitite layer is currently being mined for PGEs. The UG2 sub-outcrops north/south along the Klein Dwarsrivier river valley with a very gentle dip to the west of 7º?10º. At Two Rivers the UG2 averages about 120 cm in thickness, overlain by a waste pyroxenite parting about 20 cm thick, above which is a leader seam about 20 cm in thickness. The mineable cut consists of the leader seam, the waste pyroxenite parting, the UG2chromitite layer including 25 cm of pegmatoidal pyroxenite footwall, below the UG2 reef to a minimum of 185 cm trackless mining cut. The mining method is a mechanized bord and pillar layout, which will yield a total of 185 000tons at full run of mine production from the underground UG2 mine.

In conclusion, he thanked the organising committee, the authors and the contributors, and introduced the author of the first paper. The following papers were presented:- 'The future development of the Iron and Steel Industry' by J. P. Coetzee (Published in the Journal March 1971). Among those who contributed to the paper were Dr Bleloch, Dr K. Gebhard, Dr Way and Professor Müller. The main point made by Dr Bleloch related to the reserves of coking coal and of coal for power generation this in country and he deduced that in South Africa we are critically short of coking coal. On the basis that 4 million tons per year of coking coal are consumed for our present steel production, over 16 million tons would be required to meet the anticipated expansion in steel output by A.D. 2000. This must be set against the grim forecast made by the Coal Advisory Board in 1967 that our national reserves of coking coal will be exhausted before A.D. 2000. This gives tremendous significance to the development work presently being carried out by Iscor on alternative methods for coke production. On the other hand the blast furnace may have to be replaced by an alternative process for the reduction of iron ores, e.g., the use of rotary kilns followed by electric arc smelting. Dr Bleloch also expressed grave forebodings about the reserves of bituminous coal, pointing out that with present methods of mining the recoverable coal in any given reserve is in general only 50 per cent of that reserve. He stated that in the past seventy years great quantities of coal have been forever placed beyond the reach of mining by being undermined by extraction of lower seams or lost by being burned. A final point made by Dr Bleloch was the fast rise in the capital investment in a fully integrated steel plant, the figure having risen in the past decade from just over R200 to R350 per ton of finished steel per annum. Dr Gebhard spoke of the direct reduction processes for iron making pointing out the difficulties of securing a high percentage of reduction and the relatively high cost of smelting in electric arc furnaces. The elution of gold from activated carbon using deionized water by R. J. DAVIDSON, M.Sc., Ph.D. (Rhodes) (Visitor) and D. DUNCANSON, H.N.C., B.Sc. Hons. (Strathclyde) (Visitor) The pretreatment of gold-loaded activated carbon with a relatively strong sodium cyanide solution prior to elution with deionized water at 90 to 125°Chas been shown to have a most beneficial effect on the elution of gold. The findings emphasize the important role played by the calcium cation and the hydroxyl anion in effecting efficient elution of gold. The elution of the relatively unstable complexes of silver and base metals with cyanide was also significantly affected by the ratio of the sodium cyanide to sodium hydroxide in the reagents used in the pretreatment stage. It was demonstrated that the use of 0,5 bed volume of a pretreatment reagent comprising 10 per cent sodium cyanide stabilized with I per cent sodium hydroxide for safety reasons resulted in a virtually 100 per cent recovery of adsorbed gold, silver, and base metals on subsequent elution with deionized water. The elution procedure takes a relatively short time, about 14 hours at 90°C (7 bed volumes) or 3 hours if pressure elution at 125°C (4 to 5 bed volumes) is used. Because the mechanism of elution after pretreatment entails the shifting of a physical rather than a chemical equilibrium, the higher the gold loading on the activated carbon, the more efficient is the elution procedure. When compared with other elution procedures, the proposed method appears to have several economic advantages.
