Introductory remarks by author When Mr R. C. J. Goode suggested preparation of a paper in the area of manpower utilization in South Africa, I was, while keen to accept his invitation, somewhat hesitant for two reasons. Firstly, I recognized the great difficulty of making a factual contribution, because of the lack of really relevant statistical information available, the fact that much of it is out of date, and the difficulty of researching and co-ordinating it and of evaluating a statistically sound resultant viewpoint. Experience in the actual preparation of this paper has done nothing to change my view in this respect. Secondly, it is obvious that a paper presented to a meeting of this Institute, by a member of it, would be expected to devote considerable attention to the subject in the mining industry. I am not directly employed by the mining industry, although my company has carried out extensive assignments for various sectors of it both in this country and in other parts of the world, since the 1939-45 war. I am more conscious than most of the tremendous technical and managerial skills at the disposal of the industry in this country, and consequently am equally conscious of the hazards of publishing facts and figures which might be taken to indicate any criticism of performance. I am aware that some of the information that I am about to present may indeed generate comment, and possibly even critical comment. I would like to be regarded therefore in presenting this information, as a member of the group, rather than an external critic. Under these circumstances, comment can only be constructive, and this is my earnest hope. The contribution of my paper, if contribution there is, will I hope be in the area of assessing labour productivity in mining, and in secondary industry in such a way that the performance of each against its own past results is comparable. This task has not for the present been to my knowledge attempted, and in advance I wish to take out authors' insurance against legitimate criticism from professional economists and others, by stating that I am well aware of possible short-comings in the arguments. Nevertheless I believe that under the circumstances I have, with the important assistance of several people, been able to take the subject further than has been the case in the past. Finally, I have related productivity in the mining industry and in secondary industry to a target of productivity in the Republic of South Africa. I was fortunate recently in being able to attend a series of lectures by a prominent economist in America. He introduced his subject by calling it 'A broad survey of macro-economics'. Perhaps I might be permitted to describe my paper, in the same idiom, as 'The macro-management of labour'.

The application of excess shear stress as an aid to the design of mine layout is reviewed, and the critical parameters required to describe slip on a plane of weakness are noted. A design procedure that is required to model the cyclic build-up of excess shear stress is described. A number of simple examples of mine layouts on two reef planes intersecting a fault plane are then considered to illustrate the application of the design concept and to highlight some of the pitfals that may be encountered

Background to the Transvaal Iron Age-new discoveries at Olifantspoort and Broederstroom R. J. MASON*, Ph.D. (Visitor) The work being done on Iron Age sites in the Transvaal is described, with particular reference to the finds at Olifantspoort and Broederstroom. The material so far found provides evidence for the production of iron and copper, the farming of cattle and sheep, and the construction of large villages by people who were probably ancestral to the present Bantu population. The material dates from as early as A.D. 270, but clear indications occur from AD. 460 onwards.

Weldable steel plate with a good combination of strength and toughness is currently produced from 0,12 to 0,28 per cent carbon low-alloy steel heat-treated by roller quenching and tempering. Alternatively, steel plate of the same strength can be produced at a lower production cost by the use of very-low-carbon steel (0,03 to 0,08 per cent carbon) processed by in-line quenching without tempering. This paper reports the results of experimental work on these steels, and compares them with the properties of conventional steel. On thinner sections, it was found that the properties of the experimental steels compare favourably with those of conventional grades.

The BGRIMM process mineralogy analyser (BPMA) is a new automated mineralogy software platform developed in China. This system consists of the BPMA software platform, controlling a combination of commercially available scanning electron microscopy (SEM) and energy dispersive Xray spectrometry (EDS). The BPMA software controls SEM and EDS through their application programming interfaces, to form an auto-SEM and EDS system that automatically acquires BSE images and X-ray spectra, respectively, and classifies minerals by spectrum-matching. After automated measurement and mineral identification, various quantitative process mineralogical data (e.g., mineral composition, mineral abundance, mineral liberation and intergrowth relationships, mineral associations, particle and grain sizes, particle density distributions, calculated assay, elemental deportments, mineral grade recovery and elemental grade recovery, etc.) would be calculated quickly, accurately and automatically. The BPMA could be used for ore characterisation as a new advanced automated mineralogy technology. Fresh water conservation efforts and strict environmental regulations have forced the mining industry to reduce freshwater consumption and effluent discharge. This is achieved by recycling process water back to mining processes. The performance of flotation circuits depends on the pulp chemistry. When process water is recycled to flotation cells, organic and inorganic species that have accumulated over time alter the pulp chemistry. The presence of accumulating ionic species such as SO4 2- and S2O3 2- has been found to hinder the adsorption of collector ions onto mineral surfaces. Sulphide minerals are semi-conductors; electrochemical reactions take place on their surfaces. The adsorption of collectors onto mineral surfaces takes place via electrochemical reactions. This study, therefore, aims to investigate how the presence of accumulating ionic species at varying ionic strengths affects the adsorption of sodium ethyl xanthate onto chalcopyrite from an electrochemical perspective. Synthetic plant water comprised of single salts with varying ionic strengths was used. Rest potential measurements were conducted to investigate collector-mineral interactions in the presence of these ionic species. Microflotation tests were performed to determine whether the presence of these ionic species affects mineral floatability. Higher chalcopyrite recoveries were achieved in the presence of SO4 2- than in the presence of S2O3 2-. Rest potential measurements were found to successfully predict microflotation performance in the presence of the ions of interest. A computer program was developed that incorporates a novel analysis of the behaviour of the froth in full-scale cells to predict the performance of the froth over a wide range of operating conditions. The program has the distinct advantage that it can be easily implemented on a microcomputer, which allows rapid computation and processing of the results. The program utilizes experimental data obtained in flotation-plant and laboratory testwork to provide parameters for the froth model under an initial set of operating conditions. These parameters can then be used in conjunction with a model describing the transfer of material from the pulp to the froth to predict the performance of the cell when its dimensions and operating variables are changed during scale-up.

The mining and minerals processing industry is gradually being digitalised to improve efficiency and reduce waste. One aspect of this transition is to ensure that relevant process-data in sufficient quality and quantity is given to the operator in the right format and at the right time to improve decision-making. Augmented reality (AR) can serve as a potential ICT-based support tool for human operators to achieve this goal. With AR, virtual information is combined with the real world in real-time. Therefore, AR technology has the potential to fulfil the need for improved data visualisation in Industry 4.0. This article is the result of a collaborative effort of Chalmers University of Technology and RWTH Aachen University to identify selected state-of-the-art applications of AR that are currently being applied in the mining and minerals industry or selected related industries. This paper aims to show opportunities for the application of AR in the mining and mineral processing industry with selected conceptual applications. This paper concludes with several requirements identified as necessary to implement the conceptual applications of AR in the mining and minerals industry. SYNOPSIS A back-analysis procedure based upon 35 mm photography was developed on a laboratory scale for the pur¬pose of determining the percentage of oversize particles known to be present in heaps of fragmented rock. Eight simple blends of crushed stone containing varying percentages of oversize on a 1:40 modelled scale were examined. Simulated test conditions for the following were subjected to the photographic study: (1) a bench heap, (2) the surface exposure of a partially excavated heap, (3) a gravity-sorted surface as occurs on an apron dump, and (4) four quadrant views of an incrementally built conical heap of rock fragments. The best back-analysis determinations were obtained from (4), the cone, over all eight blends of fragments. The mean error was within -0,16 per cent of the true value, with a range of ± 1,872. This was for oversize contents of 5 to 20 per cent where a minimum 25 per cent of the photograph area was processed by digitizer. The worst results were from the apron dump at - 1,462 per cent for a mean error of ± 4,174 per cent. The intermediate results were from the undisturbed bench at -0,186 per cent with a mean error of ±2,862 per cent.

The aim of this paper was to establish if mineral resource scarcity is a driver for South Africa to transition to a circular economy. The project objectives were achieved by investigating economically viable, and critical or strategic minerals remaining in South Africa, as well as resource scarcity, as a driver for South Africa to transition to a circular economy. The study found that some minerals in South Africa, such as iron ore, lead, manganese, gold, and cobalt have less than 50 years of economically viable mining remaining. At least 18 minerals can be classified indicatively as critical or strategic: aggregates, bauxite, chromite, cobalt, copper, gold, graphite, iron, limestone, lithium, manganese, nickel, phosphorous, platinum group metals, rare earth elements, silver, titanium, and vanadium. The classification was based on the minerals’ economic importance, supply risk, and potential use in the development and manufacturing of emerging technologies. The findings suggest that the scarcity of mineral resources is a critical driver for the country to transition to a circular economy. Other identified drivers include socio-economic factors, climate change commitments, and business objectives. All minerals are non-renewable resources and at risk of depletion, therefore sustainable extraction and use are critical. Priority should be directed at investigating circular economy opportunities and substitutes for commodities at risk of being depleted within the next 50 years. There is an opportunity for South Africa to transition from a minerals export-based model to one that promotes local mineral beneficiation and manufacturing of end products.

Recovered activated carbon fines result from processing of ore and concentrates via cyanide leaching and sorption of valuable metals on carbon at gold-mining plants. This intermediate product is characterised by the particles sized smaller than 0.6 mm and gold grade up to 300-500 g/t. Processing of carbon fines with recovery of valuable metals is not available at many plants due to the lack of optimal technology. The paper describes the testwork and development of an efficient technology to process carbon fines with the recovery of valuable metals into the target gold alloy. This innovative technology involves pelletising of fine activated carbon particles using an organic binder, drying and further firing of pellets in a grate fired furnace at 800-900 °С. The produced ash is subject to sintering with sodium nitrate and hydroxide at 600-700°С. The sintered ash is then leached in water. The insoluble residue containing gold and silver is removed by filtration, dried and smelted to produce gold alloy. Water solution containing sulphur and arsenic is subject to detoxification. Processing of recovered carbon fines according to the developed technology implies the use of standard full-scale equipment. The offered method to treat gold-bearing carbon fines was patented by the Eurasian Patent Office. Splaine, in opening the discussion on Mr Perlman's paper, asked whether the model, as fitted by data up to 1963, predicted the rise in the price of copper in 1967, and whether the model could be used to capitalize on short-term price fluctuations.Answering the second question first, Mr Perlman said that the horizon used is six months to one year. In the very short term the activities of speculators obscured the effect of the fundamental econometric variables. This effect, however, was removed if one moved to a longer term, say, quarterly. In 1963 the model had predicted a price rise in 1964 and 1965 and a drop in price in 1966. The rise in 1967 had been caused by a strike, and imponderables such as large strikes were difficult to include in the model since they were unpredictable. Model simulation can be used to show the effect of strikes on price and the effect of small strikes is small.Mr B. R. van Rooyen said that because models are both calibrated and tested on historical data a bias was introduced which gave rise to an overoptimistic estimate of the accuracy of the forecasts. To this Mr Perlman replied that there seemed to be no alternative to the use of historical data for calibrating and testing models, and thus little hope of avoiding the bias. A second point made by Mr. van Rooyen was that manage¬ment tended to be suspicious of complex models and that frequently more heuristic models were sufficiently accurate and preferable for investment decisions. He added that if management were not involved in the model building the econometrician might easily go astray, Mr Perlman replied that symbiosis between data analysts and users of the model was essential and that the experience of the practitioner must be reflected in the model.Mr M. R. Fuller-Good remarked that a clear understanding of future price trends was essential for effective capital planning, and asked, first, how one went from the compiled data on supply and demand to the determination of their effect on price, record, whether necessary data, for example, capacities, could be obtained timeously, and, third, when strikes restricted supply, whether stockpiling by consumers induced large price fluctuations."

JoughinProduction planning is a subject that lies at the interface between the computing centre and mine management. Discus¬sion during this session was thus largely concerned, directly or indirectly, with communication between computing and mining personnel, and as such was relevant to the symposium as a whole.Mr A. Weiss set the tone of this discussion by referring to `user-orientated systems'. He congratulated Mr Burne in this regard, pointing out that his long-term production scheduling program, as a computer system, was similar in approach to the manual system it replaced, and was therefore easily understood by planning engineers. He asked whether the schedule engineer had his 'hands on' the system, to which Mr Burne replied that the engineer did in fact spend several days running alternative schemes through the computer. Mr Weiss commented on the advantage of having terminals on site for this sort of engineer-computer interaction. He also commented on the flexibility of Mr Burne's approach to scheduling and how preferable this was to a one-step optimization package. This was brought home by a question from Mr H. D. Small: Mr Burne's program sometimes found it necessary to temporarily halt an advancing face, and he asked whether the logic of the program could be altered to avoid this (e.g. by suitably slowing down the rate of face advance). Mr Burne replied that it was in fact easier for the planning engineer to sort this problem out manually. The way in which the computer results were presented made it particularly simple for the production engineer to see how to avoid or remedy a stopped face.On the technical side, both Mr Weiss and Mr H. M. Wells questioned Mr Burne on the handling of grade control by his program. From answers by Mr Burne and his colleague Mr K. H. Thomson it emerged that a spot-check on grade every now and then was all that was necessary at Mufulira, and that the idea of actual grade control was more a question of short-term than of long-term planning."

Pipe-stick support in deep-level gold mines is first described and illustrated, a pipe-stick being a mine pole trimmed to the required size and sleeved by a pipe. An account is then given of an investigation into this form of support that involved load-compression tests in a 1000-ton press, tests in a rapid loading machine simulating rock-burst conditions, a study of the load-compression behaviour of pipesticks installed underground, and a cost evaluation. Pipe-stick support was found to be very effective on the face and to cost less than conventional matpacks.

Already about one-third of South Africa's coal is mined at depths exceeding 100 metres. Almost all this mining is done by the bord and pillar method. Conventional design procedures call for ever larger pillars as depths of workings increase, resulting in the loss of large amounts of coal and reductions in productivity. Barrier pillars are in general use to ensure against large collapses. The presence of these strong pillars would allow a more efficient design of the bord and pillar layout to yield improved extraction ratios by using smaller, yielding, pillars between the bords. Knowledge of the complete load- displacement curves for such pillars is a prerequisite for the design of such a system. A 100-MN, stiff jacking system for measuring the complete load-displacement curves of pillars with cross-sections of up to 2 m X 2 m is described. The jacks are installed in a slot cut across the central plane of symmetry of a pillar, thereby ensuring that the stress distribution in the pillar during a test, especially at its contacts with the roof and floor, is identical to that caused in a similar pillar by convergence across the seam. Preliminary results in the form of complete load-displacement curves for test pillars of about 1.5 metre square section are given.

Gold extraction from double refractory ores using conventional cyanidation has proved challenging due to the presence of carbon within the ore. Carbon particles may adsorb leached gold resulting in gold losses to tailings, i.e. preg-robbing the gold. Some of the preg-robbed gold may be recovered by the application of the HiTeCC process on CIL tailings. The process developed by Metso Outotec involves caustic conditioning of the tailings followed by high temperature desorption and simultaneous adsorption onto virgin activated carbon of the aurodicyanide. The aim of this paper was to develop a model for the HiTeCC process which could be used to support design and optimisation of the process, based on the adsorption characteristics of the preg-robbing and activated carbons. It was found that accurate experimental isotherms can be used to predict the behaviour of preg-robbing adsorbents. Comparing the sorption isotherms for preg-robbing ores and activated carbon indicated similar dependencies on temperature and ionic composition. Applying boundary layer diffusion models coupled with experimentally determined isotherms for preg-robbing ore and activated carbon, the HiTeCC process was successfully simulated at experimental and plant scale. Gold recovery of the HiTeCC process is most sensitive to the temperature of desorption and gold loading of the activated carbon, with increased temperature improving recovery. The gold loading of the activated carbon in the process should always be maintained lower than that of the normalised pregrobbing carbon gold loading to ensure favourable conditions for adsorption onto the activated carbon. Caustic conditioning stabilises adsorption and is therefore not necessary during the desorption stages of the process, but potentially improves recovery during adsorption. "The objective of the study was to determine the type and distribution of rare earth elements (REEs) in the phosphate flotation concentrate from the Esfordi flotation plant in central Iran, in order to understand their leaching behaviour. Samples of the concentrate were prepared and analysed using XRF, XRD, ICP, and EMPA. The Ce, Nd, La, and Y contents were 5608, 2227, 1959, and 679.7 mg/kg, respectively. The main REEbearing minerals in the concentrate are fluorapatite, monazite, and xenotime. Apatite is the chief mineral of the concentrate and the ratio of apatite to monazite is greater than 60. From EMPA analysis, monazite contains a much higher proportion of REEs than apatite, but more than 50% of the REE content of the concentrate is in apatite, as this is the main mineral constituent of the concentrate. During the leaching of REEs in the phosphoric acid production process, more than 99% of the total rare earth values report to the large amounts of phosphogypsum (CaSO4·2H2O) formed during the dissolution reaction. Accordingly, two process options are suggested for treating the Esfordi concentrate. In the first option, the concentrate is treated with 98% H2SO4 at 200–300°C. After digestion and water leaching, phosphorus and REEs are precipitated out of solution. In the second option, the concentrate is treated in a pre-leach stage. The process residue from the pre-leach stage is then subjected to acid digestion at elevated temperature for phosphoric acid production.IntroductionThe rare earth elements (REEs) comprise a set of 17 chemical elements in the periodic table, specifically the 15 lanthanides plus scandium and yttrium. REEs and alloys that contain them are used in devices such as computer memory, rechargeable batteries, cell phones, catalytic converters, magnets, fluorescent lighting, and many more (Krishnamurthy and Gupta, 2004). China supplies about 94% of the REE demand, with the remaining 6% coming from Russia and Estonia, the USA, India, Malaysia, and Brazil (Zhanheng, 2011). Increased industrial development in China has prompted the Chinese government to limit annual export quotas to approximately 35 kt of rare earth oxides (REOs), while non-Chinese annual demand is expected to reach 80 kt by the year 2015. This constriction of supply is being met by the development of many new rare earth mining projects, each of which has its own unique mining and processing challenges (Jordens, Cheng, and Waters, 2013). One of these projects is the Esfordi phosphate project, which is located in Yazd Province in central Iran. The concentrate from the Esfordi flotation plant contains 1.2–1.5% REEs."

An overview is given of the present state of traditional and new steelmaking equipment and techniques, and one of the direct steelmaking methods that are currently being developed is described. In steelmaking processes, coal is used to supplement the energy input and to reduce iron oxides in the slag. Foamy slag practice is discussed, and the most widely used types of ladle recarburizers, their properties, and manufacture are described. It is concluded that the use of carbon sources, mainly for supplementing energy and as reductants, will increase in the future, but that demands on the purity of the materials will probably become more stringent. If hydrogen were manufactured at a competitive cost, it could become an alternative fuel and reductant in the field of iron and steelmaking.
