This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. Because economic and geographic factors have focused particular attention on the use of anthrafines in blends containing Lower Kittanning coal as the low-volatile component, samples from this particular bed were selected for experimentation whenever practical. Carbonizing tests were carried out in accordance with standard procedures, using the Tuscaloosa and sole-heated ovens. Most of the results are in general agreement with those reported by previous investigators. Specific findings are as follows: (1) The effectiveness of anthrafines in reducing coal expansion is such that even highly expanding, low-volatile coals can be carbonized safely with suitable additions of anthrafines and careful control of charge density. (2) Increases in coke size, resistance to shatter, and apparent specific gravity appear to be characteristic for additions up to approximately 15 percent to a fixed base blend. When anthracite of minus-48-mesh size was used and the proportion of low-volatile coal simultaneously increased, these indexes increased only slightly or remained substantially constant. (3) No increase in breeze formation was noted for additions in amounts up to 15 percent. (4) Abradability of coke was increased by additions of anthracite of No. 5 Buckwheat size, but it either decreased or remained sub¬stantially constant when the inert was ground to pass a 48-mesh screen.

"INTRODUCTION Investigation of the physical properties of electrolytic manganese and its alloys has constituted a part of the program of the Bureau of Mines for several years, and already extensive data have been reported. 3-14/ Heat-content measurements above 25° C. of pure manganese 15/ were completed recently at the Pacific Experiment Station of the Bureau, and the results obtained removed many of the inconsistencies in previously reported data. This paper reports heat-content data of seven manganese-copper alloys, varying in composition from 25 to 90 percent man-ganese. The alloys, obtained from the Salt Lake City Station, 16/ had been quenched from 850° C, and cold-worked. Without further heat treatment, heat-content measurements of each of these alloys were made at 100° or less temperature intervals from 450° to 850º C., as it was considered likely that any abnormal behavior of the specific heat would be found in this temperature range. Also, a portion of each alloy was heat-aged at given temperatures for periods of time thought sufficient to reach phase-equilibrium; then the heat-contents above 25° C. were determined at the aging temperatures. (Heat-aging was done at approximately 450°, 550°, 650°, 750°, and 850° C.)METHOD AND MATERIALSThe heat contents were determined by the ""drop"" method in a previously described apparatus. 17/ The calorimeter was cali-brated with electrical energy, measured in international joules, and the results were converted to the conventional thermochemical calorie by the relation, 1 cal. = 4.1833 int. joules."

The electrodeposition characteristics of seven binary alloys of titanium have been investigated. The object of the electrorefining experiments with an alloy was to determine the efficiency of titanium separation from individual alloying elements under established conditions. Reported results are only indicative. It is conceivable that numerous duplications of tests might give average maximums that would vary from those noted in this report; however, in the few tests that were repeated, the magnitude of transfer of the alloying elements was of the same order. The results detailed herein are for a given set of conditions. Many combinations of operating variables are possible, and the results achieved under different conditions probably would differ from those reported.

The Bureau of Mines subjected two manufacturers' chemical oxygen (K02) self-rescue breathing apparatus to a series of laboratory environmental treatments designed to simulate various conditions in underground coal mines. The environmental treatments consisted of extremes of temperature, shock, and vibration. The tests were designed to be used as predictors of the ability of the self-rescuers to survive those environmental insults with no degradation in their protection to the wearer. Based on the severity of the treatments, simulating conditions more severe than offered by the mining environment, the two apparatus tested should be able to withstand the abuse offered by the mining environment and still function as intended in an emergency. Correlation of these tests with results of long-term field evaluations is needed to provide confidence in the laboratory tests as predictors.

"INTRODUCTION AND SUMMARYNowata County, in the northeast corner of Oklahoma, is one of the principal oil-producing counties of this stripper area. Many fields in the county were opened and much oil was produced before statehood. The location of the major fields, as defined by the Oklahoma Corporation Commission, 2/ the outline of the areas of water-flooding activity, and the location of the several projects described in detail in this report are shown in figure 1.There was some drilling in the county earlier; but it was not until after 1904, when the Secretary of the Interior confirmed as valid the leases granted by the Cherokee Nation, that the major drilling activity began. Initial development in this part of Oklahoma was in the Chelsea field in Rogers County, which adjoins Novata County on the south. The activity spread rapidly northward to the Alluwe and Coody's Bluff fields, and then to the Nowata-Claggett field. Continued exploration resulted in discovery of the Delaware-Childers field, where some wells having an initial production of 1,000 barrels daily were completed. Fields discovered and developed during the next few years included the Lenepah (Elliott), Adair, California Creek, Curl Creek, Woody, and South Coffeyville. The oil-production history of Nowata County is shown in figure 2. In assembling the data for a production curve, it was found that the combined production records for Nowata and Rogers Counties were available for 1914 to 1951, inclusive, and that records for the individual counties were available only from 1926 to 1951, inclusive. The early production figures for the counties from 1905 to 1914, inclusive, except for 1909, were calculated from the initial production statistics of the Federal Geological Survey mineral resources bulletins and production data assembled by C. H. Beal. 3/ The production values for 1905 to 1926 for Nowata County were obtained by dividing the total production for the two counties by a percentage factor derived from known facts regarding the oil industry in the area. Production figures for the individual counties from 1926 to 1933, inclusive, were obtained from the files of the Oil and Gas Journal, and the figures from 1933 through 1951 were obtained from monthly reports of the Oklahoma Corporation Commission."

"The thirteenth annual accident-prevention competition conducted by the Bureau of Mines during the calendar year 1937 was completed with 318 mines and quarries participating. This contest, known as the National Safety Competition, is open to all minas and, quarries employing 25 or more men underground or in the quarry or open pit. The entries are divided into five groups to obtain as nearly as possible uniformity of operating conditions and hazards. The five divisions are: (1) Underground anthracite mines, (2) underground bituminous-coal mines, (3) underground metal mines, (4) underground nonmetal mines, (5) quarries and open-pit mines. A bronze trophy, known as Sentinels of Safety, provided by the Explosives Engineer magazine, is awarded to the winner of each group. The trophy is kept by the winning company 1 year and then transferred to the winner of the succeeding year's contest. Certificates of Honorable Mention are given to plants ranking second, third, fourth, and fifth in each group and to all plants operating without a lost-time accident provided the period of exposure to hazard was not less than 30,000 man-hours. Relative standing in the contest is determined by the contestant's accident-severity rate, which represents the total number of days of employee disability from accidents per thousand man-hours worked by all employees.The 1937 contest was outstanding in that the accident-frequency rate for the contest group as a, whole was the lowest on record. Moreover, with one exception 1934, the accident-severity rate was the lowest ever attained: For frequency, 3S.0 accidents per million man-hours worked; and for severity, 8.2 days lost from accidents per thousand man-hours worked. The rates represent a decline of 62 percent in accident frequency since 1925, the first year of the contest, a remarkable accomplishment both for the contest group and for the purpose of the contest because a majority of the contestants have not only participated during the past year but have been enrolled several years, some enrollments even dating back to 1925."

Water pollution has been an integral part of most mining operations in the past. Most mine planners had designed their mining operations with little or no regard for prevention of water pollution. The main planning element was always the economics of mineral recovery. Quite often the cheapest means of mineral recovery resulted in the largest water pollution problems. Recent water pollution laws have introduced a new economic element - water pollution control costs - to be considered in mine planning. Water pollution control costs can be extremely high. Foresighted planning can minimize these costs and provide better water pollution control. Effective pollution control preplanning can eliminate pollution from active mines and minimize pollution that may occur after completion of mining. Presently available technology can practically eliminate water pollution by treatment of the mine water. Use of water treatment during mining has no effect on the levels of water pollution after treatment ceases and the mine is abandoned. Therefore, this section of the report deals with preplanning to reduce water pollution, both present and future, by using at-source control techniques. Proper planning of mining and pollution control techniques should follow the concept of a complete, comprehensive reclamation plan. This plan should have control measures designed for all phases of mining from initiation through completion. Preplanning involves acquiring complete information concerning the future mine site, defining the reasons why mining could cause pollution from the site, and determination of available techniques to prevent or minimize formation or transportation of pollutants. Location of haulage and access roads and other mine related facilities should be included in preplanning for water pollution control. Limited experiments in the laboratory with specimens of mine rock from a Virginia bituminous coal mine indicate that natural gas-air mixtures can be ignited by sparks generated by rubbing friction of sandstone against sand-stone, shale against sandstone, sandstone against (roof-bolt) steel, and shale against steel. Such sparks, generated during a roof fall, may have initiated a recent gas explosion in this Virginia mine, although this cannot be stated with certainty. No ignitions of gas were produced by sparks or heat generated by impact friction between mine rocks or steel, during tension breaks of roof bolts, or by pull tests of roof bolts through their washers and roof plate. However, this negative result of limited experiments does not preclude the possibility of gas being ignited by these conditions.

The purpose of this investigation was to develop and improve mining methods for mining thin coal beds, to increase productivity, and to increase the recovery of coal. German coal planers and a modified longwall system of mining were introduced into American mines and are bringing about increased productivity and better recovery as compared with the conventional methods displaced. Since the first installation, 4 additional planers have been purchased by coal companies and over 1-1/2 mil¬lion tons of coal has been mined by them, using the modified longwall mining method. INTRODUCTION Except from 1932 to 1934, the growth of mechanical loading in underground bituminous-coal and lignite mines in the United States has increased steadily. The amount of coal loaded mechanically in underground mines has increased from 0.3 percent in 1923 to 79.6 percent of the total underground production in 1953.3/ The use of new and improved mining machines and auxiliary equipment, together with new techniques in mining methods, usually has resulted in increased productivity.

This report covers the period from June 17, 1974 to February 20, 1975, and describes the work performed in compliance with the requirements of Contract No. H0346102 and Modification No. 1 thereto. The purpose of the contract was to design protective canopies for an Elkhorn Scoop, a Lee Norse Miner, a Wilcox Miner and a Wilcox Bolter; to construct mockups of the canopies; and to obtain machine operator evaluations of the canopy designs by assessing the mockups while installed on their machines in the mines. The overall program objective was to achieve protective canopy designs for the four machines which would be acceptable to the operators.

Several types of inflatable stoppings, developed under Bureau of Mines contract for use as mine air barriers during underground production, have been tested by the Bureau. All of the stoppings tested showed significant internal leakage initially but, in all but one stopping, the leaks were sealed with limited effort The stoppings were tested underground in two western noncoal mines under production conditions. The results from the Colorado molybdenum mine showed the stoppings to be generally unsatisfactory for daily mine usage if they are deployed near blasting areas or in locations where near-perfect air seals are required. They were very susceptible to blast damage and seldom were better than 90 percent efficient as air barriers. However, stoppings tested in the New Mexico uranium mine were located substantially distant from any blasting. Because slight leakage past the stoppings was acceptable, they proved very satisfactory in that application.

Reports that set forth the pertinent facts of existing secondary-recovery operations are an integral part of the work of the Bureau of Mines in promoting conservation and efficient utilization of the petroleum resources of the Nation. Knowledge of the success or failure of waterflood projects in an area is very useful to other operators. Although projects will not have identical results, information concerning the flood performance, method of operation, and difficulties encountered on one project will help operators to determine the feasibility of flooding a similar sand and to select the methods of operation most likely to prove successful. The increasing cost of discovering and developing new oil reserves, as well as the unending effort to reduce operating costs and increase ultimate oil recovery from known petroleum reservoirs, has required the petroleum industry to evaluate continuously the performances of various secondary-recovery methods. Waterflooding was recognized early by the petroleum industry as a possible means of increasing oil recovery. From the early accidental floods in Pennsylvania and through many haphazard attempts to inject eater into oil-bearing formations, waterflooding emerged as one of the more important methods of oil recovery. Waterflooding is important not only to the oil industry but also to the economy of the area concerned.

Bureau of Mines research on the production of phthalic anhydride by vapor phase oxidation of hydrocarbons began at Morgantown, W. Va., in October 1960. For these preliminary studies, a known solution containing naphthalene and 1-methylnaphthalene was used. In another series of tests, pure naphthalene was dissolved in different solvents. A series of investigations was conducted with the neutral oil fraction (210° to 270° C) of a low-temperature tar obtained from the Texas Power and Light Company's low-temperature carbonization unit. The neutral oil fraction was first dealkylated, and then the product was distilled into 210° to 250° C and 250° to 270° C fractions. These two fractions were then subjected to catalytic vapor phase oxidation. Although a number of catalysts was tested, most of the experiments were made using 9 percent vanadium pentoxide on inert alumina. The activity of this catalyst did not decrease after 162 hours at 1,030° F. Studies were conducted over a temperature range from 610° to 1,180° F. An operating temperature of 1,030° F yielded 47.50 percent of phthalic anhydride from a synthetic mixture of naphthalene and 1-methylnaphthalene. The highest yield (84.40 percent phthalic anhydride) was obtained with naphthalene dissolved in toluene and also with naphthalene dissolved in methyl ethyl ketone. With a 210° to 250° C fraction the highest yield of phthalic anhydride obtained was 12.32 percent at a temperature of 900° F, and, with a 250° to 270° C fraction, it was 15.80 percent at a temperature of 875° F.

A series of exploratory tests was conducted to determine the effects of steady electric fields on fluid flow and streaming potential in narrow passages and porous media, the effects of steady electric fields on fluid interfaces, and the influence of internal voltages on fluid flow in a porous porcelain sample. Voltages greater than about 5 kilovolts were found to influence liquid droplets emanating from a capillary tube. Solutions of polyethylene oxide and polyacrylamide in water exhibited widely different behavior than that of other liquids tested. Liquid-liquid displacement tests in porous samples to determine the influence of high voltage applied to the displacing liquid on flow rates and recovery gave no significant differences. No consistently measurable effects were noted, either on flow rate or streaming potential, when an electric field was applied transverse to the direction of flow in porous media and in narrow rectangular or cylindrical channels. Experimental values of formation factor and streaming potential for a porous porcelain sample agreed qualitatively with those calculated from electrokinetic theory for ultrafine capillaries. However, the agreement for the electroviscous effect was not good.

Small amounts of arsenic trioxide were shipped in 1988 from remaining stocks at ASARCO Incorporated's closed plant at Tacoma, WA. Imports of arsenic trioxide were at about the same level in 1988 as in the previous year. Legislation and Government Programs The Occupational Safety and Health Administration (OSHA) levied a $1.6 million fine against Asarco for exposing its workers at its East Helena lead smelter in Helena, MT, to unacceptably high levels of lead and arsenic. The bulk of the fine was for violations of a respiratory protection program. The same smelter and its environs has been listed as a Superfund toxic-waste site by the Environmental Protection Agency (EPA). Tests had shown high levels of lead, cadmium, and arsenic in the soil near the smelter. EPA planned to extend the cleanup to areas within the town of East Helena because high levels of arsenic had been found in shallow test wells outside the smelter site. Federal and State health officials have warned residents living in the vicinity of East Helena to avoid eating certain home-grown vegetables because of high concentrations of heavy metals.2

An estimated capital investment of $76,499,800 will be required for a plant designed and built to produce 90 million standard cubic feet per day (std.c.f.d.) of synthetic pipeline gas through Lurgi gasification of bituminous char. This investment figure does not include the pretreatment plant, the cost of which is assumed to be reflected in the cost of the char fed to the gasification system. Shift conversion, C02 removal, and methanation are required after gasification in the Lurgi unit to make a gas suitable for pipeline transmission. Capital investment data are based upon equipment costs, January 1959. Although the Stamler feeder/breaker has been used for coal crushing in underground mines for many years, it has only recently been applied to other crushing operations. Two companies presently using Stamler feeder/breakers for rock crushing were contacted regarding their experiences with the units in actual field use. In both cases information was obtained directly from the individuals responsible for field operation and maintenance of the units. White Pine Copper Co. has been using Stamler feeder/breakers for over two years to crush copper ore. They now have fourteen 450-ton-per-hour units on line. The ore has a compressive strength of from 18,000 to 28,000 psi and is extremely abrasive. Maintenance is performed on a tonnage basis. The breaker shaft is replaced every 250,000 tons (requiring about 4 hrs) and picks are replaced about every 1500 tons by the operator (requiring about 2 min per pick). Very little unscheduled maintenance has been required. Crushing costs are fairly high (estimated at 13 to 15t per ton including maintenance and operation) because of tale extreme abrasiveness of the material. A new Stamler feeder/breaker with Ultramet wear surfaces was put or line in June 1976. Ultramet was found to increase the life of belt transfer station surfaces by up to 400 percent and it is hoped that it will do the same for the feeder/breaker. At this time it is still too early to evaluate the performance of the Ultramet unit. If it does improve abrasion resistance, crushing costs could be greatly reduced. White Pine is very pleased with the units and the service provided by Stamler.

High-pressure, high-temperature hydrogenation of coal has been known and practiced for many years. A full' understanding of the mechanism in this process by which coal is converted to oil and gas must rest on a critical interpretation of the manner in which external variables influence the rate and the course of the coal-hydrogenation reactions. Same Bureau of Mines studies on the effect of temperature, catalyst, and rank of coal on these reactions have been published. The effect of pressure was not studied in this earlier work, and the effect of reaction time was complicated by the interruption of long reaction periods in order to refill the autoclave with hydrogen. It is the purpose of this paper to present data from more recent autoclave experiments that extend the results of Storch, et al, on the kinetics of coal hydrogenation. These data must be explained by any comprehensive theory of coal hydrogenation; their detailed evaluation, however, will be deferred until a later publication.

From time to time the Bureau of Mines has issued publications dealing with the various classes of explosion-proof mining machinery that have been tested and approved as permissible for use in mines having atmospheres that may become inflammable by reason of the inadvertent presence of gas or dust. These publications are confined almost entirely to description of the features contributing directly or indirectly to the prevention of explosion or shock hazards, and are intended to give inspectors, safety engineers, and others already familiar with the general safety requirements more detailed information on the safety features of the design of a particular machine. As a background for papers describing permissible machines and to avoid the necessity of duplicating descriptions of methods of conducting investigations and tests of such machinery, Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, was published in 1929. Three bulletins giving detailed descriptions of the three most numerous types of machines have been issued, viz., Bulletin 313, Permissible Storage-Battery Locomotive and power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment.
