The two major lung diseases of miners are "blacklung" and silicosis. Blacklung, or pneumoconiosis, was first recognized as a disease of British coal miners in the 1600s. However, investigations into the cause of blacklung disease did not begin until the 1900s. The causative agent of pneumoconiosis in coal miners was thought to be silica until studies in the United Kingdom provided evidence that expo- sure to coal dust containing minimal silica could also cause pneumoconiosis. In the Federal Coal Mine Health and Safety Act of 1969, coal workers pneumoconiosis (CWP) was defined as "a chronic dust disease of the lung arising out of employment in an underground coal mine." Diagnosis of CWP is generally based on chest x-ray findings and a patient's history of working in coal mines, usually for 10 or more years. In its early stages, CWP is called "simple CWP." Miners with simple CWP are at increased risk of developing an advanced stage of the disease, called "progressive massive fibrosis" pMF) or "complicated CWP." PMF (complicated CWP) is associated with significant decreases in lung function and oxygen- diffusing capacity. PMF is also associated with breathlessness, chronic bronchitis, recurrent chest illness, and episodes of heart failure. Coal miners with silicotic lesions or PMF have an increased risk of tuberculosis and other mycobacterial infections. PMF may progress even in the absence of further dust exposure. This disease is also associated with increased mortality (National Institute of Occupational Safety and Health [NIOSH] 1995). The most recent study to determine the prevalence of CWP in coal workers was in the mid- 1990s. The average prevalence of CWP was 2.8%, but for those with 30 or more years in the industry it was 14%. For the 10-year period from 1987 to 1996, 18,245 deaths were attributed to CWP. The most frequently recorded occupation on the death certificate (70%) was mining machine operator (NIOSH 1999). Silicosis may develop when inhaled respirable crystalline silica (quartz) is deposited in the lungs. The clinical diagnosis of silicosis is based on (1) recognition by the physician that the level of silica exposure is adequate to cause the disease, (2) the presence of chest radiographic abnormalities consistent with silicosis, and (3) the absence of other illnesses (e.g., tuberculosis or pulmonary fungal infection) that may mimic silicosis. The radiographic patterns are often the same for CWP and silicosis; thus, these diseases are sometimes distinguishable only by work history or pathological examination. Chronic silicosis commonly involves 15 or more years of exposure to silica. The characteristic microscopic feature is the silicotic nodule. Chronic silicosis is often asymptomatic and may manifest itself as a radiographic abnormality with small, rounded opacities of less than 10 mm in diameter, predominantly in the upper lobes. Lung function may be normal or show mild restriction. Chronic silicosis is also associated with a predisposition to tuberculosis and other mycobacterial infections and with progression to complicated silicosis.

"A comparative study of the intensities of the IR modes in the pjlotoacoustic and. FrIR spectroscopy of amorphous and crystalline SiO2 particles is presented. It is observed that in photoacoustic spectroscopy of amorphous SiO2, IR modes of surface species are enhanced by over an order of magnitude compared to the bulk IR modes of SiO2. This effect, though not yet understood, may find applications in surface science.Since the publication of the Rosencwaig-Gersho theory of the photoacoustic effect in solids in 1976 [1], a great deal of attention has been paid to the development .of photoacoustic spectroscopy (PAS) into an analytical technique for condensed matter studies, especially when combined with the modern Fourier transform infrared (FTIR) spectrometer [2-8]. PAS has now been applied to a variety of experimental situations [2, 3] and it is particularly suitable for opaque powders and for cases where ~ample preparation (e.g. mixing with KBr as is usually done in FTIR spectroscopy) is not desirable. Another area of interest is the depth profiling feature of PAS, which is studied by varying the modulation frequency of the incident radiation [2-8]. The one-dimensional Rosencwaig-Gersho theory for non-porous samples has been extended to other cases [9-12]. Recently it has become known [11, 12] that for porous samples with porosity the IR modes are enhanced by a factor proportional toe. This enhancement is due to the pressure wave set up in the interstitial gas in the porous sample and this enhancement has been reported by a number of groups [12-14].In this Letter we report the observation of anomalously large enhancement of the PAS signal for certain surface IR modes on the surface of amorphous silica particles. This observation differs from the previous reports in that certain surface modes are enhanced by over an order of magnitude compared to the bulk IR modes. Although the reasons for this enhancement of the surface IR modes in PAS are not understood at present, this observation may open up new approaches to the study of surfaces. Results of these initial observations are given in this Letter. ·Experimental studies reported here were carried out on an FTIR spectrometer (Mattson Instruments, Model Cygnus 100) equipped with an MCT detector. The same instrument was used for PAS studies in conjunction with an MTEC (Model 100) PA cell. The sample cell and the spectrometer are continuously flushed with dry, CO2 free air obtained by the use of Balston Instruments Air Dryer Filter System (Model 75-60). Usually data were collected for 32 scans at 4 cm-I resolution, although both scan and resolution can be varied. For FTIR studies, samples were mixed with IR-grade KBr and pelletised. For PAS, no sample preparation is necessary and data are ratioed against dry carbon black [4, 5]."

"This paper describes the study of bit wear characteristics on three types of rock namely Tennessee sandstone, Berea sandstone and Indiana limestone. High content of quartz with quartz cement in Tennessee sandstone causes removal of material from the bit body and dam2ge to the tip of the bit resulting into excessive weight and height loss as compared to other two types of rock. The drum speed and water spray pressure do not contribute significant effect on bit wear. The polycrystalline compact diamond (PCD) tipped bits are more wear resistant than the ordinary tungsten carbide (WC) tipped bits, but, due to wider body of PCD bits, the wear rate increases particularly at greater depth of cut. INTRODUCTIONThe impact of bit-rock interaction during the cutting process in underground coal mines has always attracted the-interests of mining operators, researchers and the manufacturers. Coal cutting bears directly on airborne coal dust generation which causes ""black lung"" in coal workers. On the other hand, rock cutting generates frictional sparks causing face ignitions. The bit wear not only produces airborne rcspirable coal dust , but also affects the productivity, safety and economy. Hun and Evans (J) concluded that the point attack bits have greater ignition potential than the conventional wedge shaped bits. The results of a study (2) suggested that after 7% of weight loss, the bit should be replaced. In a survey study (3), it was found that the bit consumption of bit had an effect on the productivity and utilization of the continuous miners. The mining industry is yet to receive a solution which could provide them with optimum operating parameters for coal cutting machines in underground C9al mines.The study was, therefore, taken up to determine wear characteristics as influenced by the rock propenies and varying operating parameters. For the purpose of this study, three types of rock, Tennessee sandstone, Berea sandstone and Indiana limestone were used. The machine operating parameters included (i) drum speed, (ii) water spray pressure and (iii) bit type. Besides studying the wear characteristics, the effects of these parameters on the required cutting force, specific energy consumption, acoustic emission generation and bit temperature rise were also studied. Also, the preliminary experiments were performed to compare the bit wear between PCD and WC tipped bits."

Four catalytic converters for diesel exhaust systems were tested to determine their effectiveness in reducing the amount of harmful substances discharged into the air. Tests were conducted with four different catalytic converter designs, using two diesel engines as exhaust gas generators. (Of the four noble metal catalytic converters, three are commercially available.) Testing showed that the catalysts varied widely in oxidation efficiency at light to intermediate engine loads, but that all were very effective in reducing emissions of CO, HC, aldehydes, and odor intensity at heavy loads (engine operating modes resulting in high exhaust temperatures). Particulate loading, particulate size, and NOx emissions were generally unaffected by any of the catalysts. The catalysts had one ad-verse effect on exhaust quality--increased sulfate emissions. Because of the potential problem of sulfate emissions, the exclusive use of catalytic reactors for emissions reduction does not appear to be satisfactory. However, when used with a means for subsequent removal of sulfates, a catalyst can function as a key component in an emissions control system for diesel engines operated in underground mines.

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:

"There is continued activity in connection with probable reopening of old-time silver producers, but this is largely offset by other obstacles which make metal mining in Colorado a rather precarious proposition. Discussions at the joint meeting of the Colorado chapter of the American Mining Congress and the Colorado Metal Mining Association in Denver, January 20, 21, and 22, brought out many interesting facts, among them that Colorado, once a producer of high-grade ores, and with freight rates, smelting charges, etc. to accommodate high-grade ores, is now compelled to depend almost wholly upon low-grade complex ores or abandon mining, In the face of this, the railroads threaten to advance freight charges, and smelters , because of decreasing tonnage, high labor, etc., must either advance smelting charges or close (the Globe Smelter et Denver recently closed, and it is said that the Salida Smelter will close in February). A serious menace is the possibility of increase of rates by companies supplying electrical power, and the threat of the agricultural interests, now in the saddle in Colorado, to alter the laws so as to greatly increase the burden of taxation to be borne by the mines.In order to stimulate interest in Colorado metal mining, the Colorado Metal Mining Association and Colorado chapter of the American Mining Congress have planned to have an elaborately staged exhibit in the Denver Auditorium during the latter part of the coming summer, This exhibit will reproduce an old time mining camp,including mining structures such as mills, headframes, etc., as well as the camp saloons, dance and gambling halls, etc., together with mineral exhibits from many of the old time mines, no abandoned, but possibly to be reopened. due to increased price of silver, Inasmuch as the Bureau of Mines plans a National First-Aid meet at Denver in August or September, and the Rocky Mountain Mining Institute will also hold its summer meeting in Denver, it seems advisable to hold the three meetings simultaneously and it is proposed to have this done.Labor supply is fairly abundant and apparently not inclined to be dissatisfied; few, if any, strikes or other labor disturbances being found. In some mining regions advances in wages were posted January 1 and no wage reductions are noted.The Rocky Mountain Coal Mining Institute held its meeting at Denver, January 20, 21, and 22, and much attention was devoted to methods of bringing down coal without use of explosives chiefly by undercutting and subsequent use of hydraulic processes of forcing down the coal. Some attention was given the question of labor and it was suggested that the time is at hand when labor unions should be made responsible bodies by incorporation or otherwise. It was agreed to hold the summer meeting in Denver simul-taneously with the holding of the National First-Aid. and Mine Rescue Meet.In general, coal production in Colorado is proceeding satisfactorily with occasional interruption by local strikes, and tonnage is up to that being produced before the strike, but not nearly up to the record of 1918. In general, the labor supply is plentiful, but demand for coal is by no means great and unless some cold weather intervenes, it is probable that the lignite mines will have to go to a three or four day a week basis. There have been no recent disasters, but the Pictou mine of the Colorado Fuel and Iron Company encountered a heavy supply of water, and had to be abandoned until such time as arrangements can be made to pump or bale the water out."

1. BACKGROUND Many research projects on engineering controls for noise reduction in mining were conducted by the former U.S. Bureau of Mines, mostly under contracts from 1972 through 1986.1 Contracts were awarded to determine which mining equipment was responsible for worker noise exposure over the permitted Federal Regulation level of 90 dBA for 8 hours. Dominate noise sources, for each piece of equipment was also determined. The final goal was to develop engineering noise controls for those pieces of equipment and then evaluate them. This was the general approach taken in each research project or contract. This paper deals with what is known about the control of noise from continuous miners, one of the most commonly used underground mining machines. A literature review on continuous miners revealed that the relevant noise sources were divided into four categories: conveyor, cutting head, drive train, and motor noise. The dominate noise sources reported were the conveyor noise and the cutting noise.2 Conveyor noise consists of impacts and scraping at various locations on the conveyor structure. These impacts are associated with discontinuities on the top and bottom decks, impacts between the chain and the tail roller, impacts on the sidewalls at path points of discontinuity under horizontal pivot, and impacts on the flex plate.3 Scraping occurs along the entire length of the chain conveyor. The other dominate source, the cutting of coal, has also been addressed in past research.4, 5, 6 The research presented in this paper only addresses the controls associated with the conveyor. The literature suggests several effective treatments for noise control: retrofitting the chain conveyor with a urethane coating or a urethane sleeve on the chain flights, using a urethane coating or urethane sleeve on the tail roller, constrained layer damping of the decks, and the use of a modified take up plate.7, 8 However, the in-mine durability of these concepts has yet to be proven for the conveyor system. This paper analyzes extensive noise and urethane durability testing on a Joy 14CM9 continuous miner’s conveyor assembly, tail roller, and bottom plate conducted at the Pittsburgh Research Lab facilities. It will also discuss the initial underground testing results for the urethane-coated conveyor flights and tail roller.

A computer model was created that generates contact data by means of simulation while altering several variables associated with the machine and its operator. These variables include work environment, the operator's anthropometry, work posture, choice of risky work behavior, and the machine's appendage velocity. In the model, a contact means two or more objects intersecting or touching each other, e.g., the appendage colliding with the operator's hand, arm, head, or leg. This report documents the code development of special features of the computer model, random virtual human motions and behaviors, which made it possible for researchers to study hazardous interactions, such as contacts between the operator and machine. The original idea for random virtual human motions began with the need for a model that, when simulated, would experimentally mimic machine and human actions that could cause actual injuries or fatalities in the workplace. Injury incident investigation reports do not usually contain enough information to aid in studying this problem, and lab experiments with human subjects are also not feasible because of safety issues and ethical issues. Early investigation that evaluated the feasibility of random motions resulted in a primary programming structure and building blocks for code expansion. Basic motions and standard derivation data provided random parameters for the operator's movement in the random motion code. Experimenting with basic motions in preliminary models helped researchers devise a random motion technique that worked with xyz motion parameter values from basic motion parameters. Both values were the building blocks used in motion commands that comprised the core of the random motion code. When the code is executed in a three-dimensional computer model, it generates realistic starting positions for the operator's (virtual human) body and body parts and realistic motions mimicking a work sequence with a valid range of variation in movements. Researchers developed several rules for the random motion technique that, when applied, will maintain directional integrity of a virtual human's basic motions. From previous research, researchers formulated the algorithm that determines the behavior during machine operation. The decision algorithm was needed by the random motion code to randomly select what behavior to use for a simulation execution for a realistic representation of the operator's motions and risky behaviors during work tasks. The operator's chance of avoiding the moving appendage was also a concern to ensure that data reflecting a near-miss would not be considered a contact. Therefore, to filter a database obtained from simulations for actual contacts, it was necessary to track the operator's field of view and determine from this information when the appendage is in and out of the operator's view. NIOSH researchers successfully applied random motions and risky behaviors to examine the speed range of a roof bolter machine appendage for different workplace scenarios and compare statistically which is most likely to cause contacts (and possible injuries) to miners. Researchers in this study believe that the use of such simulations, treated with advanced statistical procedures, are extremely useful tools to evaluate the hazards of tasks where it is not possible to perform experiments with human subjects.

INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) at its Pittsburgh Research Laboratory (PRC) is interested in the application of water mist sprays to extinguish diesel fie1 fires in underground mine diesel refueling areas. To this end experimental studies have been carried out on the extinguishment of diesel fuel fires at PRL's large enclosed fire suppression facility (FSP) at its Lake Lynn Laboratory (LLL). Two sizes of shallow fuel pans (3x3 ft and 5x7 ft) contained the fires, and a number of commercial mist spray nozzles (at roof locations) and spray/fire locations were tested (52 fires in all). Visual observations of the pool fire extinguishment process by the overhead sprays with an infra-red sensitive videocom suggests that there are two distinct actions involved in extinguishment due to two different transport mechanisms by which the water droplets can enter the fire plume. First, is a direct injection of water droplets into the plume from overhead. This is believed to involve larger water drops and leads to an extinguishment time of several minutes. Second, is an indirect injection process involving small water drops which are entrained in the sideways air flow that feeds oxygen to the fire. This second process apparently leads to relatively fast quenching of the fire in less than 1 minute - a highly useful attribute for a fire protection system. This paper describes a relatively simple parametric model for the indirect water injection process, and defines the critical spray conditions for achieving rapid quenching of the pool fire. While the model is consistent with the pool fire data obtained to date, the PRL studies are continuing with more complex pool fire scenarios. It remains to be seen if this simple parametric approach applies to these future fire tests. THEORETICAL Critical Drop Size In the two-dimensional representation of figure I, an oil pool fire is considered to be a cone whose base is the vaporizing liquid oil surface having an area n?, above which exists a fire plume diffusion flame) of height, L. The rising plume induces a horizontal air flow into the side of the plume supplying the oxygen necessary for propagating gas phase combustion reactions. Water droplets suspended in the air around the plume will tend to follow the horizontal air flows into the plume. The research reported here was part of the effort to evaluate the safety of a process to recover TNT from MK-9 depth bombs by the autoclave melt out process. In this process the depth bombs are heated to 121°C so that the TNT will melt and run into a vat. Unfortunately, asphalt lining the inside surface of the bomb also melts and flows out with the TNT. It is not known what effect the asphalt contamination and the higher than normal process temperatures (12°C) would have on the sensitivity of the TNT. Testing was conducted on molten TNT and molten TNT contaminated with 2 pct asphalt at 90, 100, 110, 120, 125, and 130°C. In the liquid drop test apparatus with a 2 kg weight, the molten TNT yielded a 50 pct probability of initiation at a drop height of 6.5 cm at 110°C,decreasing to 4.5 cm at 130°C. Asphalt-contaminated TNT was somewhat less impact sensitive than pure TNT at temperatures of 110 to 125°C, but became more sensitive at 130°C; 50 pct probability of initiation at a drop height of 7.8 cm at 110°C, decreasing to 3.3cm at 130°C. In the card gap test, the molten TNT detonated at high velocity for a gap of 0.25 inches at 90 to 125°C and detonated at high velocity for a gap of 0.5 inches at 130°C. For gaps of 0.5 to 3 inches at 90 to 125°C and 0.75 inches to 3 inches at 130°C, the TNT did not detonate at high velocity but produced a violent explosion that caused significant damage to the test fixture. For gaps of 4 inches the TNT did not react. In the gap test there was no significant difference between the pure and asphalt-contaminated TNT. The thermal analysis test results showed that when asphalt is present in TNT, it greatly accelerates the exothermic decomposition of TNT, starting at temperatures near 200°C. The research demonstrated that asphalt-contamination of recovered TNT does not appear to have a significant effect on TNT shock sensitivity, but does adversely affect impact and thermal sensitivity. The results also showed that molten TNT seems to be more shock sensitive than previously suspected. It appears that at relatively low shock stimulus levels, the molten TNT may be undergoing a low velocity detonation, wherein the shock wave traveling through the gap test pipe cavitates the molten TNT, greatly increasing its sensitivity.

In the U.S. coal mining industry, a large cohort of miners is at or nearing retirement age. As these miners retire, there will be a need to hire and train thousands of new and most likely younger workers. Moreover, a large portion of safety trainers will also require replacement due to retirement. In a speech before the U.S. House of Representatives (2004), Bruce Watzman, Vice President for Safety, Health and Human Resources for the National Mining Association said, “[W]e will need to replace a major portion, approximately 50%, of the underground coal mining workforce within the next 5–7 years.” The large influx of new mine workers, along with the deficit in safety trainers, creates the challenge to provide consistent and effective safety training. Given the expected high turnover of the mining workforce, it is very likely that incoming workers will have much less experience than those leaving the workforce. Unfortunately, inexperienced miners have been shown to incur the highest rate of injuries. The piece of machinery most associated with these injuries is the roof bolting machine, which accounts for 56% of machinery-related injuries in underground coal mining. The National Institute for Occupational Safety and Health (NIOSH) has released a new report entitled “Roof Bolting Machine Operators Skills Training for a Walk-Thru Roof Bolter: Trainer’s Guide” (IC 9489). It is designed to help safety trainers develop struc-tured training for new operators of walk-thru bolting machines. This resource will help trainees learn, understand, and apply knowledge and skills. Included in the trainer’s guide are the following tools: [ ] a six-part DVD video series, a skills check survey, talking points, and a complete job training analysis. Also included is an exercise to help trainees learn more about their mine’s roof control plan, as well as a list of supplemental training and reading materials. On-site trainers can modify this guide to fit their particular mine conditions, machines and equipment, and work procedures. The goal of every coal mine safety professional is to increase safety awareness and make mines a safer place to work. The Walk-Thru Bolting Machine Trainer’s Guide will help teach new miners skills to create a safer working environment that will ultimately prevent or reduce on-the-job injuries. Safety trainers can also use the ideas and concepts from this guide to develop their own training skills for the safe operation of other pieces of underground coal mining equipment.

"The biologic events leading to coal workers' pneumoconiosis (C'WP) are not yet fully understood. There is no good correlation between toxicity studies or animal models with human epidemiologic and pathologic data. Several studies have shown that the severity and prevalence of the CWP in miners correlate strongly with the rank and type of the coal mined. However this has not been found to be the case with laboratory animal models or in vitro studies. In 1980 Russian scientists Artemov and Resnik suggested that the discrepancy may be related to the excessive amount of short-lived free radicals present in freshly generated coal mine dust. Because of their short life, such free radicals would be absent in the ""stale"" coal dust used in most animal experiments. To test this hypothesis we have undertaken a systematic study of the generation, reactivity with oxygen and biological significance of free radicals in coal dust.Electron spin resonance (ESR) was used as a technique for the direct detection of radical production and kinetics of decay. ESR signals from the newly generated radicals decreased with time on exposure to oxygen or when stored in biological buffers at a rapid rate. In vitro biological tests were carried out which suggest that the reaction between the newly generated radicals and oxygen plays a significant role in the sample's cytotoxicity.Materials and MethodsESR measurements were made at X-band (~9.7 GHz) using a computer-controlled Bruker ER200D ESR spectrometer. 11te two coals studied in detail were obtained from the Pennsylvania State University Coal Depository. These were, a bituminous sample, PSOC-1172 (72% carbon) and an anthracite sample, PSOC 867 (95% carbon). Coal particles of several millimeter (mm) dimensions were evacuated to a pressure of ~10-3 mm Hg typically overnight. Without exposure to air, these particles were ground in an agate mortar with an agate pestle for about 30 minutes and then sieved through a 20 \1111 mesh filter before ESR measurements or cytotoxicity studies. As an index of cytotoxicity, hemolysis was measured according to the method of Harrington, with minor modifications. Sheep erythrocytes (2%) were incubated with test samples at 37°C for one hour, and the hemoglobin released was quantitatively estimated photometrically. Additionally, release of alveolar macrophage enzyme lactate dehydrogenase (LOH) was estimated after incubation of the macrophages with the coal particles at different time intervals after the grinding. Enzyme activity was assayed according to the method of Wrobleski and LaDue and expressed as percent of enzyme released in 2 hours per million cells with 1 mg of coal."

Holland, of the Tunnel Commissions has shown that there are three principal problems involved in planning the ventilation of this tunnel, namely - (1) The amount and composition of exhaust gases from motor vehicles; (2) The dilution necessary to render these exhaust gases harmless; (3) Determination of coefficients of airflow and horse-power required in ducts, bends and openings.Composition of automobile exhaust gases.The answer to the first problem was obtained by making road tests on 101 automobiles and trucks at the Pittsburgh experiment station. These machines were taken from service without any previous adjustment so that the composition and amount of the exhaust gas may be taken as representative of actual operating conditions prevailing in the tunnel. A report covering the results of these tests was submitted to the chief engineer of the Tunnel Commissions, on November 1, 1920, and 411 be published in the report of the commissions. "Particles play an important role in our environment and in many aspects of human activity. Much of the Earth's surface - sand, soil, rocks - consists of particles, as do clouds in the atmosphere, smoke from fires, and dust in our homes. Many of the foods we eat - cereals, flour, instant coffee - and everyday items such as pharmaceuticals, cosmetics, detergents and other cleaning products are encountered in the form of particles. Inks and paints consist of very fine particles dispersed in liquids. Modem agriculture uses huge quantities of fertilizers and pesticides, largely in particulate form. The list could be extended almost indefinitely; particle systems are obviously an important part of our daily lives. But what do we know about them? For most people, the answer is probably: not much.We are all familiar with the three common states of matter: gas, liquid and solid. In many respects, particle systems should be regarded as a distinct class of their own. The particles themselves may be solid but we all know that a heap of sand is quite different from a solid rock. A cloud of liquid droplets - fog - has much more in common with a cloud of solid particles - smoke - than it does with a bucket of water. There are certain characteristics and properties which are unique to the particulate state. The behavior of any particle system is determined not only by the material from which the particles are made, but also by interactions among the particles and with their environment. These interactions become increasingly important as the size of the particles decreases, and for exceedingly fine particles, smaller than about one micrometer (0.000001 meters or 0.00004 inches), these interactions dominate and we enter the realm of colloidal systems.Particle SystemsA system in which discrete entities - particles -are dispersed in a continuous medium can be regarded as a particulate system. The particles and the medium can consist of a solid, liquid or gas. The various combinations and some common examples are listed in Table 1. The properties and behavior of these systems depend on the characteristics of the particles, the nature of the medium, and the relative abundance of the two phases. In general, it is the latter which determines the kind of behavior exhibited by the system.As a general rule, the behavior of particle systems follows that of the dispersed phase (the particles) at high concentration, and that of the continuous phase (the medium) at low concentration. For example, both powders and smokes consist of solid particles in a gaseous medium. However, in a powder the solids typically occupy over one half of the total volume; in many respects powders behave like solids. In a smoke, on the other hand, the particles may take up only a few parts per million of volume, so that these systems generally behave like gases."

Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . Objective To develop a passive, inexpensive technique for monitoring explosion overpressures within sealed areas in underground coalmines. Background From 1994 to 2000, seven explosions of methane and/or coal dust occurred within the worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many seals and caused much damage external to the sealed area. One gob explosion went undetected until the mine operator reopened the sealed area and discovered the damage. Fortunately, these gob explosions did not cause any fatalities or injuries. Because lightning occurs in just about all mining areas, several questions arise. Could gob gas explosions be occurring in other sealed areas and going undetected? If so, what is the magnitude of the resulting explosion overpressures? The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) undertook a study to identify and evaluate passive measuring devices to monitor and quantify the overpressures associated with such explosions. This work was done in parallel with full-scale explosion experiments for evaluating the strength characteristics of seals used for isolating areas in underground coal mines. Approach Evaluation studies were done in PRL's 20-liter explosion test chamber and in the full-scale Experimental Mine at Lake Lynn Laboratory to evaluate the response and accuracy of various commercially available automobile tire pressure gauges to overpressures generated from gas and dust explosions. The first series of tests was done in the 20-liter chamber, which is used to study the explosibility and inerting of fuel dusts and gases. Data from the tire pressure gauge tests were compared to the pressure-time data obtained from the 20-liter chamber 's traditional electronic strain gauge pressure transducer recorded on a high-speed data acquisition system. To evaluate the tire pressure gauges, the valved inlet (tip) of the candidate pressure gauge was removed and the body of the gauge was cemented with epoxy into a 0.25-in pipe elbow and attached to the outside of the test chamber. A second series of tire gauge evaluation tests was done at Lake Lynn during explosion-resistance testing of seals used in underground coal mines. Full-scale seals (20 ft wide by 8 ft high)were constructed as one wall of a 2,000-ft3 chamber and exposed to a series of methane explosions. Average overpressures ranged from20 to 80 psi. The seals were built with various strength materials ranging from 7 to 48 in thick. The modified tire gauges are attached on the outside of the chamber to a 0.25-in NPT pipe that extends into the chamber (figure 1). The axis of the gauge is mounted at a right angle to the plane of the seal to minimize the coupling of any seal movement to the stem of the gauge that may cause inaccurate readings. The internal explosion pressure history is recorded with a strain gauge pressure transducer mounted inside the chamber. Methane is injected into the chamber, mixed with air, and ignited with an electric spark located at the geometric center of the chamber. Maximum explosion overpressures are recorded and compared with the tire gauge pressure.

"Reduction of mine accidents appears to depend upon essentially the same fundamentals, whether considered from the viewpoint of the mine operator, miner, State mine inspector, or safety engineer. Conditions of mine operation with respect to safety are governed in most States by a mining law, usually somewhat general in its provisions but more specific than laws dealing with other industries, Methods of mining development and practice evolved through experience have been handed down from generation to generation; many of these are intended to avoid injury to men and also loss of property. To carry out the intent of these bases of law and experience relating to safety supplemental measures and conditions are necessary. Among these may be: (1) Planned safety rules adapted to the mine and compliance by both officials and Miners with such of these rules as pertain to their work; (2) a supervisory force adequate and competent to ¬administer the mining laws and safety rules; (3) discipline adequate to secure compliance with safety measures; (4) safeguards against mechanical, electrical, falling, and other hazards; (5) mining operations planned with respect to safety of workers; (6) an active safety organization of officials and employees; (7) education of officials and employees in safety practices; and (8) an active sustained interest in safety by management and employees.This paper presents the viewpoint of the safety engineer, though a safety engineer connected with a specific mine or group of mines would be in a better position than the writer to present the industrial engineer's thought. The application of the mine safety fundamentals just outlined will be given consideration from observations of methods used by safety engineers and supervisors.The term ""safety engineer"" includes men of various duties, various degrees of experience, and various authority. Depending upon the size of the operation or the interest of the management in safety, the safety engineer may have accident prevention as his sole duty; he may be the head of a sizable safety organization; or he may be in part a claim agent; a statistician compiling figures for the enlightenment of the company, the public, or a mining institute meeting; a surveyor who must convince the miner that his scale of 10/10 equals 1 foot does not defraud the miner of 6 inches to every yard measured; or he may be by heaven¬ly gift an orator capable of assuring the employees that ""all's right with the world""; he may be a young engineer gaining, experience while checking the observance of company rules and investigating accidents; or he may have the physical ills frequently resulting from several decades of mining experience and instead of a pension, the position of safety engineer has fallen to his lot. He may have mine-operating authority to correct immediately a dangerous condition or practice or he may have his recommendations officially disregarded at the monthly meeting or when the bottom of the desk basket is reached. He is likely to find that his viewpoint on accident reduction is considered unsound today because of youth and inexperience and unsound later because of old age and senility. He is likely to find the easiest course to be that of attributing to Providence and the carelessness of the worker the mishaps that result in the removal of a man to the hospital or the morgue."

"The evolution during oxidation of the internal structure of soot and carbon black particles was studied using high-resolution transmission electron microscopy (HRTEM) and an image analysis system. Increasing ordering to the carbon structure with increasing oxidation is observed. Measures of the increased order are increases in the fractional coverage of a cross section of the particles with a layered structure, a decrease in the mean interlayer spacing, and a decrease in the spread of the interlayer spacing. The changing structure of the carbon black impacts its properties, such as the rate of oxidation.There is considerable interest in the study of the structural changes of carbonaceous materials as a function of oxidation. Davis et al.1 measured the variation of carbon dioxide surface area of various coals as a function of residence time in a flow reactor. HRTEM measurements revealed that crystallite dimensions and interlayer spacings are altered by combustion. Ishiguro et al.2 showed that oxidation alters the structure of diesel soot. The aim of our current research is to develop a better understanding of the microstructural reordering of carbon blacks with implications to their properties. The carbon blacks used in this research have already been studied and their reactivities as a function of oxidation measured.3The methodology used in this work has already been described in detail elsewhere.4 This paper presents an application to quantify the structural changes of carbon black particles as a function of oxidation and graphitization. The technique used is based on the use of HRTEM (high-resolution transmission electron microscopy) and computational image analysis.It is well-known that carbonaceous materials like graphite, soots, coals, chars, etc., possess characteristic structural appearances which can vary from mostly random or amorphous to a perfectly ordered graphitic crystalline structure. The carbon structure has been variously described as turbostratic5 or as crumpled sheets6 to indicate that parallel layering, reminiscent of graphite, is observed over dimensions of nanometers but that these planes or crystallites show disorder over larger scales. The degree of order of such structures is strongly dependent on the thermal treatment of the material as well as the composition of the source of the carbonaceous material. The value of electron micros¬copy in studying the morphology of such materials has been well established,2,7,8 although only a few attempts toward quantification have been made.The sample observed was carbon black CB330 from De¬gussa. One set of carbon black samples were oxidized in a thermo-gravimetric analyzer (TGA) in air at 575 0C, so that the conversion varied from 0 to 96%. Another set of carbon black samples were graphitized (Graphpac-GB by ALLTECH) and then oxidized in the TGA at 680 °C until 92% burnout was reached. The latter samples are called GB 0% and GB 92%, respectively.For the HRTEM observation a small portion of each sample was ultrasonically dispersed in ethanol. The suspension was deposited dropwise on a copper TEM grid coated with a lacey carbon film. The examination of the samples was carried out on areas that extend over the holes in the supporting film in order to avoid interference from the amorphous carbon background film An oriented gold crystal was used as a calibration standard and subjected to the same techniques as the carbon black samples."

"The belief is now fairly general among the coal-mining people of the United States that one of the most effective methods of preventing wide-spread coalmine .explosions is that of introducing rock-dust into coal mines to reduce the inflammability or explosibility of dusts found on mine surfaces. Notwithstanding this belief it is improbable that even a small fraction of 1 per cent of the coal mines of the United States are at all adequately protected by rock-dust; in a survey made in the summer, and fall of 1927 it was found that but 463 out of more than 7,000 operating bituminous and lignitic coal mines were using rock-dust at all, and that few if any of the 463 were fully or adequately protected by rock-dusting.Inspections of a large number of mines through the United States by Bureau of Mines safety division field men have failed to reveal a single adequately rock-dusted mine, Yet there is no doubt that many of the owners and operators believed their properties to be fully protected by rock-dust against the much-feared hazard of widespread explosion. Two of the most disastrous explosions of recent years occurred at properties where the owners were definitely of the belief that the rock-dusting done had made the mines immune to widespread explosion involving coal-dust. In both instances it was found that although some rock-dusting had been done, the mines were more nearly 1 per cent than 100 per cent rock-dusted.This condition as to inefficiency or insufficiency of rock-dusting in the coal mines of the United States is almost universal, and unless our mining men awaken to its, dangers, the disaster record of the coal-mining industry is much more likely to become worse than better. During the fiscal year ended June 30, 1928, the attention of the safety division of the United States Bureau of Mines was called to. 22 explosions With 320 fatalities in bituminous coal mines of the United States; and of the 22 explosions there were 10 with 258 fatalities in mines that were listed as having used rock-dust; upon investigation it was found that as usual the rock-dusting had been anything but comprehensive or adequate. It is probable that in a very few instances last year the relatively small amount of rock-dusting stopped the .extension of the explosion and thus prevented further expansion of the death list. In general, however, the explosions occurred in a part of the mine that had not been rock-dusted - and right here is the crux of the failure or probable failure of present-day rock-dusting in the United States, There should be no part of any bituminous or coal mine in which all of the exposed surfaces (roof, ribs, and floor) have not been thoroughly rock-dusted and kept thoroughly rock-dusted. In other words, all exposed surfaces of all accessible places in bituminous and lignitic coal mines should be kept covered with rock-dust so that the combined rock-dust coal-dust mixture at all times and in all places has less than 35 or 40 per cent combustible matter, The only exception to this rule is that surfaces which are wet (and this does not mean merely damp) need not be rock-dusted. However, a mine opening may have several inches of water on the floor and yet have much explosive dust on the ribs and roof above the water; in such places the ribs and roof should be kept rock-dusted, irrespective of the wetness of the floor."

"INTRODUCTIONOrganics extractable from respirable diesel exhaust soot particles by organic solvents have been known for some time to be direct acting frameshift mutagens in the Ames Salmonella typhimurium histidine reversion assay (Huisingh, et al). Upon deposition in a pulmonary alveolus or respiratory bronchiole, respirable diesel soot particles will contact first the hypophase which is coated by and laden with surfactants. To model interactions of soot and pulmonary surfactant, we dispersed soots in vitro in the primary phospholipid pulmonary surfactant dipalmitoyl glycerophosphorylcholine (lecithin) (DPL) in physiological saline. We have shown that diesel soots dispersed in lecithin surfactant can express mutagenic activity, in the Ames assay system using S. typhimurium TA98, comparable to that expressed by equal amounts of soot extracted by dichloromethane/ dimethylsulfoxide (DCM/DMSO)(Wallace, et al, 1987). Here we report additional data on the same system using additional exhaust soots and also using two other phospholipids, dipalmitoyl glycerophosphoryl ethanolamine (DPPE), and dipalmitoyl phosphatidic acid (DPPA), with different ionic character hydrophilic moieties. A preliminary study of the surfactant dispersed soot in an eucaryotic cell test system also is reported.MATERIALS AND METHODSSoots D4 and D6 were collected at two different times as scrapings from the exhaust pipe of a diesel tractor-trailer immediately after the engine was stopped. Surfactant dispersions were made by ultrasonic probe sonicating 25 mg of commercially obtained DPL, DPPE, or DPPA into 1O ml of O.85% physiological sterile saline (PSS) for 10 min at 40 watts power. For surfactant dispersions, 2.5 mg soot was mixed into 2.5 ml of the appropriate phospholipid dispersion. Mixtures were sonicated by 40 watts sonicator probe for one min, then incubated in the sonicator water bath for 30 min at room temperature; the mixture was then incubated for one hour at 37C while being rotated continuously. Dilution series were made with saline. For solvent extraction, 2.5 mg soot was mixed into 2.5 ml of DCM and incubated in a sonicator water bath for 30 min at room temperature. The sample was then mixed with 2.7 ml DMSO, placed in a dry bath at 45C, and the DCM evaporated under a stream of nitrogen gas until 2.5 ml of liquid remained. Ames salmonella/microsome assay utilizing TA98 for frameshift mutation was used for mutagenicity testing, with and without S9 activation, as described by Ames et al (1975). Unfiltered sample extractions or dispersions were preincubated with tester cells for 90 min at 37C : 0.1 ml of sample was mixed with 0.5 ml of PSS, or of S9 mixture, and 0.1 ml of an overnight TA98 culture incubated samples were then added to 2 ml of top agar supplemented with biotin and a trace amount of histidine, and overlayed onto Vogel-Bonner minimal media plates. After 48 hours incubation at 37C, revertant colonies were counted. Solvent controls were DMSO, DPL, DPPE, DPPA, and saline. Positive controls were trinitrofluorenone (1 ug/plate), for samples not treated with S9, and 2-aminoanthracene for S9 treated samples (2.5 ug/plate). All samples were assayed in duplicate. Sister chromatid exchange (SCE) assay was performed, following Lett, et al (1981), using V79 cells, of Chinese hamster pulmonary fibroblast origin. Stock diesel sample suspensions were made as 10 mg soot/ml DPL suspension, or 20 mg soot/ml in DMSO. Aliquots of these soot preparations were added to 15 ml of culture medium per sample flask to result in concentrations of 25, 50, and 75 ug soot/ml medium. After 12 hours incubation, 200 ul of 25 uM 5-bromodeoxyuridine (BrdU) was added to each flask. After another 35 hours incubation, 200 ul of 10 ug/ml colcemid were added; and the cells were harvested three hours later. Cells were swollen by hypotonic saline, and fixed twice with methanol/acetic acid, and burst on microscope slides. Cells on the slide were stained with Hoechst 33258, exp"
