In investigating general problems that relate to the fuel resources of this country, and in testing fuels belonging to or for the use of the Government, the Bureau of Mines has given considerable attention to the efficiency and economic value of producer-gas power plants. Government inquiries during the past eight years not only have shown a very low fuel consumption per horsepower-hour for these plants but have demonstrated conclusively the possibility of utilizing commer- cially low grades of bituminous coal, lignite, and peat in plants prop- erly designed for the use of these fuels. The anthracite plant has been recognized as a commercial possibility for several years, although the cost of the fuel used has in general restricted these plants to com- paratively small units. The commercial development of the producer-gas power plant in the United States has been largely within the past six or eight years. In 1909 the United States Geological Survey published in a bulletin entitled "Recent Development of the Producer-Gas Power Plant in the United States" a list of producer-gas power-plant installations. The data presented in that bulletin showed a strong development in this field and led to much conjecture as to the future of this type of power. Owing to the extensive introduction of the steam turbine, however, many persons predicted the almost immediate doom of the producer-gas plant. In addition to the inroads made by this formida- ble rival, the interest of the gas-engine enthusiasts became centered to such an extent in the oil engine that the gas producer was relegated to second place by many and absolutely abandoned by some. During the past three years the belief of many who were formerly firm be- lievers in the gas producer has been that this type of power has reached its height of development in this country and that from a commercial standpoint it can no longer be regarded as a complete success. "The inhalation of silica has been shown to produce a dramatic inflammatory and toxic response within the lungs of humans and laboratory animals. A variety of cellular and biochemical parameters are used to assess the silica-induced lung injury. The purpose of this paper is to introduce the use of luminok:Jependent chemiluminescence as a new method to study inflammation in both phagocytic cells and lung tissue recovered from silicaexposed animals. Chemiluminescence, or the emission of light, accompanies the release of reactive forms of oxygen when phagocytic cells are challenged. In this study, male Fischer 344 rats were intratracheally instilled with either silica (10 mg/100 g bw) or saline vehicle. One day after the instillations. a marked increase in the chemiluminescence was observed in the lung tissue and bronchoalveolar lavage cells recovered from the silica- treated animals when compared with the saline controls. The light reaction was markedly decreased by either superoxide dismutase or N-nitro-Larginine methyl ester hydrochloride. Superoxide dismutase is involved in the enzymatic breakdown of superoxide anion. while N-nitro-L-arginine methyl ester hydrocholoride, a nitric oxide synthase inhibitor, prevents the formation of nitric oxide. When superoxide anion and nitric oxide react. they form the highly oxidizing substance peroxynitrite. This study then implicates peroxynitrite as an agent that may be responsible for some of the oxidant lung injury that is associated with silica exposure. The use of luminol-dependent chemiluminescence may prove valuable as a method to measure the earliest events in the inflammatory process. and may be an adjunct in studying the mechanisms that produce inflammation. - Environ Health Perspect 102(Suppl 10):37-42 (1994) IntroductionResearch on inflammation has not produced a method that links the initial events of the process to the controlling events. Rather, a variety of parameters are measured that are the result of and not the basis of the inflammatory reaction. Parameters such as tissue weight, edema, blood flow, enzyme and protein release, or production of metabolites (prostaglandins, leukotrienes) have been used extensively. A method is needed that could be applied to cells of a particular type, groups of cells of different types, and even tissue, in an attempt to study the kinetics of the inflammation as well as being sensitive enough to monitor the early events of the process . Since inflammation is so complicated, the relationship between the control of the initial events and the oxidation process has never been explained nor studied in any derail."

Problem: Blasting is a hazardous component of surface mining. Serious injuries and fatalities result from improper judgement or practice during rock blasting. This paper describes several fatal injury case studies, analyzes causative factors, and emphasizes preventive measures. Method: This study examines publications by MSHA, USGS, and other authors. The primary source of information was MSHA’s injury-related publications. Results: During the 21-yearperiod from 1978 to 1998, the mean yearly explosive-related injuries (fatal and nonfatal) for surface coal mines was 8.86 (95% CI: 6.38 -11.33), and for surface metal/nonmetal mines 10.76(95% CI: 8.39 - 13.14). Flyrock and lack of blast area security accounted for 68.2% of these injuries. This paper reviews several case studies of fatal injuries. Case studies indicate that the causative factors for fatal injuries are primarily personal and task-related and to some extent environmental. A reduction in the annual injuries in surface coal mines was observed during the ten-year period of 1989 - 1998 [5.80 (95% CI: 2.71 - 8.89) compared to the previous ten-year period of 1979 - 1988 [10.90 (95% CI: 7.77 - 14.14)]. However, such reduction was not noticed in the metal/nonmetal sector, i.e., 9.30 (95% CI: 6.84 - 11.76) for the period 1989-1998compared with 11.00 (95% CI: 7.11 - 14.89) for the period 1979-1988. Discussion: A multifaceted injury prevention approach consisting of behavioral/educational, administrative/regulatory, and engineering interventions merits consideration. Impact on industry: The mining community, especially the blasters, will find useful information on causative factors and preventive measures to mitigate injuries due to flyrock and lack of blast area security in surface blasting. Discussion of case studies during safety meetings will help to mitigate fatal injuries and derive important payoffs in terms of lower risks and costs of injuries.

This review of literature is centered around ore evaluation and reserve calculations as generally used in the mining industry. Methods of data interpolation were reviewed with the object of determining a method that would best suit the evaluation of under- ground coal deposits. Further, computerized data library concepts as related to geological data were investigated together with a brief evaluation of the data requirements for the total project. Additionally, computer techniques for the processing of geological data with a view to generate management information for decision making were reviewed including hardware and software availability. 2.1 Interpolation and Extrapolation of Data The importance of accurate estimates of value parameters in terms of their geographical and geological distribution within a, mineralized body has long been recognized in the evaluation of metallic and non-metallic deposits. As the factors which affect mineral distributions and associations are better understood, accuracy, and reliability of estimation increases. The ideal objective is to develop a deterministic model with the capability of accurately predicting the value at any geographical location. The most important value parameters requiring determination in any orebody are the grade and the quantity of ore that can be mined at the stated grade. These two parameters are modified or qualified by others which include physical dimensions and physical and chemical characteristics of the ore value. Therefore, the

"Three types of respiratory apparatus namely, gas masks, hose masks, and self-contained oxygen-breathing apparatus - are now commonly used for protection from noxious gases, vapors, and smokes or ristes, but no particular type can be selected as best for all conditions. Many factors must be considered in connection with each situation, so that each must be considered as a problem in itself. Following are concise statements for comparing the types:Gas masks are the simplest and easiest to wear, also the least cumber-sore; but they protect only in comparatively low concentrations of noxious gases and should never be used where the air contains less than 16 per cent of oxygen. Special masks give protection from one gas or class of gases, but may give no protection against another gas or class of gases.Hose masks protect in any irrespirable atmosphere, but are somewhat cumbersome, the length of hose limiting the distance a wearer may go from fresh air. They are serviceable also where a supply of pure air moves with the wearer, as where a locomotive engineer in a smoky tunnel is using a hose mask supplied with air from the compressed air line of the locomotive. Hose masks consume no chemicals or materials and so are not limited in the time they may be used.Self-contained oxygen-breathing apparatus protect in any irrespirable atmosphere, but their weight is cumbersome, they can be used only by trained men, and frequent attention must be given them to maintain good working condition. On the other band they are the only safe means for exploring mines and other places filled with irrespirable gases in high concentrations."

The fibrogenic effects of silica in experimental animals and humans has been extensively studied (I 7, 20). However, the pathogenesis and molecular mechanisms underlying lung injury and fibrosis resulting from silica exposure remain to be elucidated. It is well-documented that silica can stimulate monocyte-macrophage lineage cells to produce cytokines and growth factors, including interleukin-I (IL- I) (20), tumor necrosis factor-ex (TNF-cx) (I 7), insulin-like growth factor-I (IGF-1) (4), and transforming growth factor-P (TGF-P) (24). Consequently, it has been suggested that the fibrogenic effect of silica may be mediated by cytokines in the fater stages of silicosis. During the early phase of interaction between silica and the pulmonary alveolar macrophage, several direct and indirect lines of evidence suggest that reactive oxygen intermediates (ROI) may play a pivotal role in silica- induced tissue damage (2I, 22). One of the most important components of and contributors to ROI is nitric oxide (NO) produced from L-arginine and molecular oxygen under the catalytic influence of NO synthase (NOS) (I 9). At present, at least three NOS genes have been cloned: a constitutive neuron NOS, a constitutive endothelial cell NOS and an inducible NOS (iNOS) (16). A number of factors have been shown to differentially induce iNOS gene expression in different cell lines including bacterial cell products and foreign antigens. During inflammation, NO is a double-edged sword in terms of the host immune defense mechanisms and the physiologic response to an inflammatory insult. The macrophage is one of the major cellular sources of NO. During the early phase of acute inflammation, NO produced from the macrophage appears to facilitate the clearance of pathogens and promotes a local relaxation effect on the microcirculation of vascular smooth muscle. When the production of NO is left unattenuated, especially under oxidative stress, direct cytotoxic effects of NO can emerge through the formation of peroxynitrite as a result of a reaction between NO and superoxide (2).

The Bureau of Mines conducted research to obtain comparative data on the extent of reduction of galena and sphalerite with molecular hydrogen and with hydrogen from the thermal cracking of ammonia and methane at various time intervals. Galena reductions of 95 to 99 percent were obtained with H2 and with decomposed NH3 while reductions of 70 to 80 percent were obtained with cracked CH4? Sphalerite reductions of 99 percent were obtained at 1,000° C with Hz and with decomposed NBs; however, complete volatilization of the free zinc from the remaining concentrate and the subsequent recombination of zinc and sulfur vapors resulted. A promoted iron catalyst brought about a decrease of 100° C in the temperature required for complete decomposition of ammonia. It was found that H2S retards NB3 decomposition and that nitrogen retards the reduction of galena by H2? A mixture of N2 and He in about the same ratio as that obtained by the thermal cracking of NBs gave about 15 percent less reduction of galena than was obtained with decomposed NB3; this indicates that a portion of the hydrogen obtained by NBs decomposition is in an active form.

Improved practice resulting from recent changes in the method of supplying compressed air and in pneumatic drilling equipment used in secondary drilling and in development work at the Morenci mine of the Phelps Dodge Corp., has resulted in improved safety conditions, as well as in a reduced cost per foot of drilling. A large stationary compressor installed outside the mining area and the compressed-air pipelines in the mine were replaced by portable compressor units. A self-propelled, self-contained drilling unit was obtained for drilling large footages where short moves were involved. Large wagon-drill units were replaced by faster and lighter drill machines and conventional bits by carbide insert bits. The safe practices employed in air drilling and in the related blasting and scaling operations have contributed to an excellent safety record at this mine. The complete sets of instructions listed in the company codes of safe practice aid materially in training employees.

The Bureau of mines evaluated the elution of uranyl carbonate from a strong base resin with a mixed carbonate eluant in a fluidized system. The system consisted of a multiple-compartment ion-exchange (MCIX) elution column with a continuous flow of solution, except for short periods when the resin increments were withdrawn. The exchange of uranyl carbonate from the mill-loaded strong base resin with an eluant composed of 1.0 [M] NaaCOs plus 1.0 [M] NH4HCO3 was studied. The effects of solution flow rate, aqueous-to-resin flow ratio, column diameter, compartment height, initial resin concentration, and column length were examined. The experimental data indicate that for the eluant examined, a resin residence time of 240 minutes is necessary to attain 90-percent elution efficiency. Also provided is a technique for sizing an elution MCIX column form pilot plant experimental data.

"High explosives are generally shipped in stout wooden boxes of convenient size, which are much sought after by miners and others for miscellaneous uses after they are emptied. The management of most mines has no fixed policy for the disposal of used dynamite boxes and will allow any one to carry them away. Many dynamite boxes are nailed up in the mine buildings or underground to serve as shelves and cupboards. Some are used as receptacles for odds and ends, and others are used in taking samples.Although used explosives containers are so generally put to beneficial service, there is nevertheless an element of danger in their use. Dynamite boxes are particularly dangerous. Very often nitroglycerin exudes from the dynamite sticks and is absorbed by the wood of the box. Such boxes are dangerous because they are very explosive. Although a box that has not absorbed nitroglycerin is safe, yet there is always the danger that a person will get a box that is partly saturated.On account of this danger, all mining companies should use extreme care in giving away used explosives containers. Some one individual who is acquainted with explosives and their peculiarities should act as inspector for every container given away. This job may best be handled by the man in charge of the powder magazines. A box that shows any stain of nitroglycerin should be destroyed by fire. The other boxes that are free from nitroglycerin or dynamite can be used."

The effect of wind speed upon aerosol penetration into an idealized enclosure was studied The idealized enclosure was a painted plywood box that was 1 2X1 2 XI meters in volume Two fans supplied 1 7 m3 /min of filtered air to this enclosure at a static pressure of 2 8 mm of water The enclosure had a 7 5 cm diameter vent port which was isolated from the air flow around the enclosure To simulate holes in real enclosures, three 16-cm diameter holes were drilled on the front and back sides of the enclosure This simulated enclosure was placed in a tunnel-like structure The air flow from an ultra-light air craft was directed at the front of the enclosure The air speeds were varied between 14 and 36 km/hr as measured by rotating vane anemometer Static pressure in the enclosure was measured with an electronic manometer Two optical particle counters measured the particle number concentration of particles between the 0 35 to 0 5 µm inside and outside of the enclosure Aerosol penetration into the enclosure was computed as the ratio of the aerosol concentration inside the enclosure to the concentration outside of the enclosure The enclosure static pressures measured increase from 2 8 to 3 4 mm of water (P=00001) Aerosol penetration into the enclosure increased linearly with air velocity above 20 km/hr Theoretically estimated penetrations were correlated with observed penetration into the simulated enclosure When simple linear regression was used to model the observed penetration as a function of the estimated penetration, the value of the slope was 0 69±0 12 and the P value for the regression model was less than 0 0001 These results indicate that enclosure static pressure needs to be higher than the wind's velocity pressure in order to minimize aerosol penetration into these enclosures

Table 28 and figure 10 show the number of fires and fire injuries for coal preparation plants by state during 1990-1999. Table 28 also shows the risk rates, employees' working hours, and lost workdays by state. For coal preparation plants, 91 fires occurred in 1 1 states during 1990- 1999. Twenty-three of those fires caused 25 injuries (the yearly average was 9.1 fires and 2.5 injuries). Ten fires and eight injuries involved contractors. The Ewhr value was 24 1 x 10' hr (Irr = 0.02 l), and the LWD value was 198. Pennsylvania had the most fires (24 fires and 4 injuries), whereas West Virginia (22 fires and 7 injuries) and Kentucky (22 fires and 7 injuries) had the most fire injuries. Among these states, Kentucky had the highest injury risk rate value (Irr = 0.025). Table 29, partly illustrated in figure 11, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires decreased during most of the periods (an increase is seen only during the last period). The number of fire injuries show a decrease followed by an increase during the periods, accompanied by a decline in employees' working hours throughout the periods. The Irr values follow patterns similar to those shown by the injury values (see table 29 and figure 11). Tables 30-35 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 12 shows the major variables during 1990-1999. Table 36 shows the fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

Coke Since the beginning of manufacturing of metallurgical coke in the United States, which dates from about 1859, Pennsylvania has main tamed supremacy in coke production Available statistics for the year 1880 show an output of 3,338,300 short tons, which was neatly trebled by the end of the succeeding 10 years. From this time on the increase was steady, though not rapid, and in 1922 the total production was 13,991,892 tons, which is approximately 37 per cent of the total coke production of the United States. The main reason for the rapid development of the coke industry in Pennsylvania lies in the abundance of coals particularly adapted to beehive coking, for which purpose the Pittsburgh bed in the Connellsville district has long been looked upon as standard At first practically all metallurgical coke was made in beehive ovens, the only exception being the short lived and wasteful method of coking in piles, byproduct owns did not make then appearance until after 1893 The suitability of a beehive coking coal cannot be accurately predicted from its chemical analysis, but it can be said, perhaps, that the volatile matter should be about 32 per cent, and that the oxygen content should not be mole than 10 pet cent or less than 4 per cent The sulphur and phosphorus content should be small-not over 1 25 per cent sulphur and under 0 02 pen cent phosphorus-and the ash content should not be over 7 per cent The Pittsburgh bed at Connellsvnlle fills these requirements well, as may be seen from the following representative analysis. The study of neutrinos?particles infinitesimally smaller than atoms?would be significantly advanced if a deep underground facility were available that would filter out unwanted cosmic radiation. Encouraging progress has been made in satisfying the criteria for such a facility with the selection of the Homestake Mine in Lead, SD, by the National Underground Laboratory Committee as the recommended site for a National Underground Science Laboratory (NUSL). The Homestake Mine is America?s oldest and deepest underground mine, and its well-maintained infrastructure to depths of 2438 m below the surface makes the mine an excellent site for such a laboratory. The investigation reported here is an initial study of the stability of the first of the proposed chambers. A cylindrical room with a dome-shaped roof and floor was analyzed in three dimensions using the finite-difference program FLAC3D. The results were compared to recommended support requirements based on Barton?s Tunneling Quality Index, Q. Based on model results and observations from previous mining studies, large rooms with 50-m roof spans can be constructed and will remain stable at 2141 m below the surface in the Poorman Formation when the rock is reinforced with cable bolts. Construction may be possible at lower levels in the Yates Formation if more extensive laboratory strength tests confirm initial results.

External control of the electrochemical potential of a bed of mineral particles has been investigated by the Bureau of Mines as a method for controlling particle inter-action with organic collectors and thus, flotation response. A cylindrically shaped, 200-to 300-g bed of sulfide mineral particles was used as the working electrode to examine the potential distribution in the bed. The dissolved oxygen concentration of the electrolyte had a significant effect on the potential profile across the mineral bed. Low oxygen levels were necessary to achieve uniform electrochemical potential distributions. Flotation separation of a chalcocite-pyrite mineral mixture by controlled potential was achieved using ethylxanthate, but the flotation behavior of chalcocite and pyrite from the mixture does not follow the flotation behavior of the individual minerals. That is, the presence of another sulfide mineral alters the flotation behavior with ethylxan-thate. Galvanic interaction due to mineral-to-mineral contact between chalcocite and pyrite contributes to differences in the recovery. Chalcocite dissolution products had a deleterious effect on pyrite flotation by activating flotation below -0.1 V (saturated calomel electrode) and depressing flotation above -0.1 V. Pyrite dissolution products had no effect on chalcocite flotation.

An average of 14 pounds of metallic manganese is for each ton or steel produced, The principal use of manganese is for deoxidation of the metal in the steel refining processes, although a considerable amount r s also used for the production of special manganese steels. Unfortunately, domestic production of manganese ore is inadequate to meet normal peace-time requirements, not to mention increased abnormal war-time demands.]

The Bureau of Mines has developed a rapid analytical method for the determination of anions by ion chromatography (IC) in phosphate rock mining materials and cement kiln dust (CKD). The procedure employs an Na2C03 fusion of the sample, followed by a water extraction that allows direct injection of the sample into an ion chromatograph without separator column poisoning by the transition metal ions. Fluoride (F-) and phosphate (P043-) were determined in 24 phosphate rock processing and waste material samples by the IC method. The results were compared with a pyrohydrolytic distillation-titration method for F-and a colorimetric procedure for P043-. Excellent analytical agreement was obtained for F-and p043-values determined by IC and the comparable wet chemical methods. Fluoride values ranged from 0.3 wt-pct in the filter cake to 3.6 wt-pct in phosphate rock concentrate. Phosphate values ranged from 1.2 wt-pct in the filter cake to 33.8 wt-pct in the rock concentrate. Fluoride, chloride, phosphate, nitrate, and sulfate in several CKD samples were determined by the IC method and standard wet chemical techniques. Excellent agreement was obtained between the two methods for all anions. A total of 113 CKD samples from all areas of the United States was analyzed by the IC method. Fluoride values ranged from <0.01 to 0.36 wt-pct. Chloride values ranged from <0.01 to 12.5 wt-pct. Sulfate values ranged from 0.41 to 31.6 wt-pct. Phosphate and nitrate were detected in only about 25 pct of the samples at >0.02 wt-pct. Maximum phosphate and nitrate values were 1.0 and 1.6 wt-pct, respectively.

The North Central Experiment station of the Bureau of Mines has made an elaborate study of the possibilities of the pyrometallurgical treatment of ores from these deposits and much of the valuable information secured by them has already been published.

This Bureau of Mines report has been prepared to provide a means whereby mineworkers without specific geologic training can recognize and record the existence of potentially hazardous geologic features encountered in coal mines. Each geologic feature described in this report has been implicated in roof failure. Through the recording of the observations of mineworkers, based on this report, a geologic map of mine workings and the associated ground control problems can be compiled. From such maps, the trends of changes and features can be determined and projected ahead of mining. The face crew can be alerted to a potential problem and what to look for as the face is advanced.
