In 1981 the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral survey of the 5,100 acre (2,065 ha) Rubicon RARE II area (No. 5026) in the El Dorado National Forest (fig. 1). Work by the Bureau of Mines indicates that potential for mineral resources in the area is low. Samples from small gravel deposits along the Rubicon River and from favorable structures in the area contained smart amounts of economic minerals. A Tertiary river channel near the north area boundary contains gold values as much as $137.60 per cu yd ($180 per cu m) [(gold at $400 per troy oz ($12.86 per g)]. The channel does not cross the study area. Energy resource potential, including oil, gas, or geothermal, does not exist in this geologic environment.

"When permissible equipment is first placed in a gassy mine, those in charge may not realize the amount of attention and care they must give it if they intend to secure its full value as safety equipment. If permissible machines are installed as a safety measure, then they must receive regular, intelligent inspection and upkeep to forestall the development of unsafe features.Certain fundamentals have been followed in the design of this type of equipment in order to minimize the possibility of its igniting gas and dust. Hence, some knowledge of these fundamentals is essential to the inspector or official charged with the duty of ascertaining the condition of permissible machines with respect to safety. Familiarity with the constructional details of a machine is of first importance in making a thorough inspection of it. A knowledge of Schedule 2C3 which gives the requirements for practically all types of motor operated equipment receiving the United States Bureau of Mines' approval is also a requisite.There are certain special features in the construction followed by different manufacturers that can not be made clear for the purposes of inspection except by a lengthy description which would be inappropriate in this paper. There are, however, some general points that are applicable to the inspection of any machine employing trailing cable for connection to the power supply, also some that apply to any permissible storage-battery locomotive.The following list, based on the writer's experience in making field inspections, gives these general points in the form of questions which may he used as a guide by the inspector. A brief explanation is given after each question so that the reason for checking up on each point will be understood.1. Is a U. S. Bureau of Mines' approval plate attached to the machine? (Such a plate is necessary in order to establish identification as a permissible machine.)2. Is approval plate clean?(The plate should be clean so that the precautions enumerated on it are readable.)3. Is trailing cable protected by a fuse or other automatic circuit-interrupting device?(Trailing cable must have a fused trolley tap or other suitable means for short-circuit protection in case the cable is run over or splices fail. Proper fusing will minimize the possibility of fire in the cable reel.)4. If a trolley tap is used, does it contain a fuse of the proper capacity? (A piece of trolley wire or, too large a fuse may entirely defeat the purpose of fusing.)5. If a fused trolley tap is not used, how is connection made to the power supply? (The end of the trailing cable must be fitted with an insulated arrangement to minimize shock hazard when connecting the cable to the power supply.)6. Are the main fuses (or overload relays) of the correct size (or setting) for protection of the machine against overload?(Too large a fuse or too high a setting of the overload relay will permit damage to the machine by abuse through sustained overloads.)7. If the machine has a headlight, does the headlight circuit have overload and short-circuit protection?(The wiring of the headlight circuit on a machine is usually of a smaller size than that for the main circuits and therefore requires fuse protection proportionate to the size of wire.) Note: This same question may be asked relative to coal drills sometimes mounted on a machine."

Coal is a soft and brittle material. Drilling rates in the Pittsburgh coalbed using a drag bit exceed 3 ft/min at 2,500-pound thrust. However, maintaining the bit on a horizontal trajectory or parallel to bedding planes to attain lengths of 1,000 feet is difficult. This Bureau of Mines report presents a drill string configuration that can be guided through the coalbed. The angle of the borehole is measured periodically and by proper combinations of bit thrust and rotational speed (r/min), bit trajectory can be lifted or dropped to keep the bit in the coalbed. An example of a hole drilled to 2,126 feet is presented to show levels of thrust and rotational speed used to lift or drop the bit, the seemingly unexplainable events that occur, and the strategy used during drilling. Thrust levels during drilling range from 600 to 2,500 pounds. Hydraulic motors powered by a 30-hp, 440-volt motor provide ample power for drilling horizontal holes 2,000 feet long.

A feeder screw supplied at constant pressure by a hopper-orifice arrangement was developed for feeding solids in size ranges up to several hundred micrometers at constant flow rates. Performance of the feeder was evaluated by measuring the flow rates obtained with 3-to 7-micrometer coal ash, 70 percent through 200-mesh coal, and minus 325-plus 400-mesh coal ash. Constant feed rates within a few percent of set values were achieved for half-hour periods for the larger particles and for 5-minute periods for the finer particles. Suggestions are given for feedstock preparation and feeder operation for optimum performance.

In 1987, at the request of the Bureau of Land Management~ the U.S. Bureau of Mines studied 7,600 and 3,000 acres, respectively, of the Slocum Creek (OR-003-075) and Upper Leslie Gulch (OR-003-074) Wilderness Study Areas in order to evaluate their mineral resources. They are located in Malheur County, OR, about 25 mi northwest of Jordan Valley. Both areas have an occurrence of stone (welded tuff) covering about 3,000 acres which is suitable for construction purposes including road metal, ballast, and road fill. However, similiar deposits are more accessible and closer to markets.

The Bureau of Mines has determined the heat capacity and enthalpy values for beryllium sulfate (BeS04) throughout the temperature ranges of 10° to 300° K in an adiabatic calorimeter, and 350° to 860° K in a Bunsen-type ice calorimter, The heat-capacity data were extrapolated to 0° K, and smooth values of heat capacity, entropy, enthalpy function, and free-energy function were reported at 10-degree intervals between 0° and 300° K. The method of least squares was used to fit the enthalpy data with an algebraic equation. The equation also was used to calculate values of heat capacity, entropy, enthalpy function, and free-energy function at 50-degree intervals between 300° and 900° K.

To assist coal mine operators and regulatory agencies in selecting the most appropriate method to treat coal mine drainage utilizing expert system computer technology. The software package is called the Coal Mine Drainage Treatment PRO. Approach Experts in the field of coal mine drainage treatment were interviewed to determine their methods of assessing mine drainage treatment problems and their rationale for selecting a treatment protocol. These diagnostic, selection, and design criteria were codified in an interactive set of computer programs. Expert systems permit the user to input specific site data and receive treatment advice customized to the user's site and treatment objectives. How It Works The Coal Mine Drainage Treatment PRO package developed by the U.S. Bureau of Mines (USBM) consists of four programs or modules: (1) a control module, (2) a mine drainage treatment tutorial module, (3) a treatment advice module, and (4) a reference module (figure 1). A context-sensitive HELP Facility is also provided.

"INTRODUCTION The question as to whether or not the flow of water through pneumatic rock drills commonly used in this country keeps to a minimum dust disseminated into the air during drilling arose during a study of the dust-in-air conditions in Butte mines from February to July 1936 and December 1936 to June 1937 made by the Bureau of Mines in cooperation with the Anaconda Copper Mining Co., Butte, Mont, The purpose of this report is to describe the study, including some experimental work on the subject, and to give test results.ACKNOWLEDGMENTSThe help of the ventilation department of the Anaconda Copper Mining Co. in planning the study and collecting the data is gratefully acknowledged.EXPERIMENTAL CONDITIONSTests were conducted in an untimbered 6- by 8-foot crosscut in medium-hard granitic rock near the shaft station on an inactive level of one of the active Butte mines. Figure 1 shows the plan and section of the test location. Air was drawn from the shaft at the station, through the crosscut, and up through another shaft. The flow of air through the crosscut was decreased by a brattice downstream from the sampling location, so that relatively high, easily measurable dust concentrations would be obtained in the tests. Impinger samples for determing concentration of dust in the air were collected in an opening 51 inches wide, 29 inches high, and about 4o inches from the top of the rails in a wooden stopping about 16 feet downstream from the place where the test holes were drilled."

Some segments of the mining industry, especially underground coal, have seen a large influx of inexperienced miners in recent years. It is anticipated that this trend will reach other mining segments over the next 10 years. This paper discusses the training needs of the younger generation of inexperienced workers who have just entered or are soon to enter the mines. Currently, many trainers are of the so-called Baby Boom generation. Can these different age groups learn to communicate across the generation gap? Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these new trainees.

In general, mining is carried on underground, that is, in confined places where it is difficult to obtain adequate lighting and frequently in rock strata requiring much care to prevent caving. Moreover, explosives must be used in mining with the numerous hazards associated with them, and some mines give off explosive or irrespirable gases; also, ma- chinery must be used, usually under conditions much more hazardous than on the surface. These and many other considerations cause mining to be probably the most hazardous occupation in which large numbers of our fellow countrymen are employed. Prevention of accidents in the mining industry is far more complicated than in surface industrial work, even of the more hazardous types, because the different elements that enter into possible accident occurrence are ascertained more readily above ground and suitable action can be taken against them; moreover, errors in connection with prevention of accidents in surface industrial work usually affect only one or, possibly, a few persons, while in zines one human error may readily cause an explosion or other untoward occurrence resulting in the death of scores or even hundreds of persons. This difficulty in the prevention of accidents in and around mines is well-known, and most countries and States have regulations to guard the safety and, to a much smaller extent, the health of workers in mining and allied industries. In general, the State laws and regu- lations regarding the welfare of mine workers are merely a skeletonized outline of some more or less fundamental minimum requirements and are far too general to do much more than suggest some procedure which may or may not be safe or healthful. Most of them are grotesquely out-of-date as applied to present-day conditions, and none of them is adequate to protect life, limb, health, or property. Unquestionably, there is great need for a closer correlation of the laws and regulations of the various States with regard to safety in the mining and allied industries, and while mining conditions vary far too much for a standardized mine safety law applicable to all of the States, on the other hand there are numerous standard and fairly fundamental safety pro- visions which apply to all mines and which should be embodied in the mining codes of all States. Undoubtedly, these standardized safety requirements would be opposed by a consider- able part of the industry, but the ultimate effect would be beneficial to the owners, work- ers, and the general public. For many years progressive mining companies in the United States have not been satisfied to operate only within the meager safety requirements of the State laws or regulations and have adopted additional and far more effective safety procedure of their own, although com- plying also with the State laws and regulations. As a result of this forward-locking policy, zany of these companies have made astonishing progress in the reduction of accidents.

Work in underground coal mines is repetitive and physically demanding. Workers commonly report a wide range of aches and pains. Management at one mine was concerned about increased reporting of aches and pains by roof bolting machine operators. An analysis of roof bolting tasks was conducted at this mine to identify early warning signs of cumulative trauma. Health and safety risk factors were identified and recommendations to reduce cumulative trauma exposure were provided. Recommendations addressed job procedures, equipment design, and worker awareness of risk factors.

Growing concern from labor unions, regulatory agencies, and industry about the safety of a prevalent underground coal mining method which utilizes remote control has prompted human factors field evaluation of mining activities. Remote control operations were implemented with little consideration given to human-system interactions. Ideally, collecting and analyzing information prior to implementing new technology would have helped to address potential problems. One such problem that operators and other mine personnel are faced with is the question of where they should safely position themselves to avoid injury while remotely operating machinery. To determine work methods employed by machine operators before and after implementation of the new method, work sampling techniques have been used to provide data about positioning of face crew members at different points in the mining cycle. This data provides information for optimal positioning, leading to safer operating procedures and identifying training shortfalls.

Supplemental water sprays were placed along the sides of a continuous mining machine to improve suppression and confinement of the dust cloud under the cutting boom to re- duce downwind dust levels. Using a full-scale mock up of a continuous mining machine, preliminary work showed that these side sprays improved suppression of the dust cloud and redistributed this cloud under the cutting head. This led to reductions in dust levels around the machine and in down- wind airways for some positions of the mining machine. This testing also showed that side spray effectiveness was influenced by the distance from the fresh air ventilation device to the cutting surface, termed the ventilation setback distance. These sprays produced larger reductions in machine and re- turn dust levels at smaller setback distances than at larger setback distances. These side sprays then were installed in similar locations on a mining machine at an underground coal mine operation to evaluate their effectiveness for im- proving suppression and capture of dust by the flooded-bed dust scrubber. Although sampling could not be conducted successfully in the return, sampling around the mining ma- chine and at the machine operator showed that dust levels decreased with use of these sprays. Further analysis showed that these sprays were most effective at the smaller setback distances, a result confirmed by full-scale laboratory testing. "The size of off-highway trucks has increased substantially over the last decade, bringing about a radical change in truck maintenance practices and procedures. As a result, surface mine maintenance mechanics today are faced with the increased hazards of working with larger and heavier tools and components and doing repairs at greater heights, thereby exposing them to a high potential for serious injury or death. Not surprisingly, the number of accidents involving truck maintenance mechanics is significantly increasing.The Bureau of Mines has assessed the haulage truck maintenance safety problem, analyzing maintenance-accident data over the 7-yr period, 1978- 84, in terms of personnel, job activities, truck components and systems, tools involved, and truck design. This assessment, based on the review and interpretation of 1,225 haulage truck maintenance accident reports, identified major factors contributing to these accidents. Overall, young, inexperienced workers are involved in most accidents. A typical maintenance accident involves a male mechanic under 33 yr old, with less than 5 yr job experience. INTRODUCTIONOver the past decade, surface mine maintenance and repair operations have changed radically. The number of maintenance personnel has grown along with the hazards of working with larger and heavier components at greater heights and with larger and heavier tools. Furthermore, transfer of skills from over-the-road vehicle mechanics is not as feasible as it once was, because of the ever increasing size of mining equipment and the complexity of its design. In short, surf ace mine equipment maintenance and repair has become increasingly sophisticated as well as labor intensive, necessitating further research and evaluation in terms of both safety and efficiency (1, 7-8) 2"

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. "Health standards in the U.S. are among the highest in the world. Achieving these standards have often had an impact on productivity, slowing output, and raising prices to levels that make it difficult to compete with many foreign industries. The answer to many of these problems lies in the development of new and advanced control techniques. This overview has identified some of the major respirable dust technological hurdles that have been overcome, and provided some insight into current and future approaches underway to remove these obstacles and to provide the United States with the most advanced state-of-the-art mining industry in the world from a respirable dust standpoint. The necessary developmental research is costly and time-consuming. The long-term, high-risk aspects of this effort are being addressed by the Bureau and the Generic Center on Respirable Dust, with support by industry. This should be recognized as one of the principal agents through which the great mineral potential of this Nation can be realized, and our international status as a mining power be assured without compromising the health and welfare of those who ensure it.The problem of more stringent dust standards will continue to grow. To date, approximately 40 pct of the coal mining industry has been placed on more stringent dust standards due to quartz. Control techniques must be improved if mandated levels are to be met. As longwall production increases, dust levels will also increase. In light of the industry trend toward longwall mining, if no new control technology is available, the Federal dust standard will act as a constraint on future output per hour. The Bureau has recently completed a survey of 18 coal preparation plants; 50 pct of these operate at dust levels which exceed 2.0 mg/m3; future work will be directed toward solutions in this area. The 2.0 mg standard for respirable dust is for dust particles which are below 10 pm in diameter. Recent studies have shown that dust in the range between 10 and 25 pm can cause obstructive airway disease. The Bureau is currently determining the extent of exposure to dust in this size range from various mining operations."

The use of oxygen breathing apparatus during rescue and recovery operations at both coal and metal mines has become so commonplace that there is a tendency for the industry not to give such apparetus the full measure of credit that it deserves in any particular disaster , therefore , the data presented herein should give some idea of what has been done in this regard during the past 15 years that is , up to 1910 by the Technologic Branch of the U. S. Geological Survey , and thence ( to the end of 1922) by the U. S. Bureau of Mines .

To be successful , human exertion employed for the creation of value requires power and heat ; the ability to produce concentrated power in great quantities has resulted in the relatively recent industrial development that is so profoundly affecting the world . In our commercial history , we have advanced through several stages in the selection of the most suitable fuels , continuously striving to increase the flexibility and range of energy- transmission . The easy distribution of light , power and heat is the leading factor in the decentralization of industry which promises to correct some of the serious evils that have followed in the footsteps of our commercial development . The distribution of fuel in quantity in so convenient a form and with such an attractive reliability- factor as can be had with gas , meets the modern conception of efficient service . Natural gas has been used in this country for more than a century, but recently it has attained a prominence far in excess of anything known in its earlier history. We may consider that we are now getting into our real stride in the utilization of our natural- gas resources . : In a country like the United States , wherein we are accustomed to mammoth achievements , we may be inclined to accept casually the noteworthy technical and economic advances which have resulted in the expansion of natural- gas distribution . About three years ago , the transmission of natural gas a distance of more than 250 miles from its source was first accomplished , and this was really a noteworthy engineering feat . Today , this useful commodity is being transported twice that distance , and lines are being laid which will carry gas more than 900 miles from the points of occurrence . Let us not take such outstanding improvements too much as a matter of course ; the industry should be congratulated on its long steps forward .

The United States Bureau of Mines under provisions of Schedule 20 issues approvals covering complete operating units such as loading machines, room hoists, and storage-battery locomotives. Certain manufacturers design and build entire machines. Other manufacturers purchase a part or all of the electrical accessories from manufacturers of electrical equip- ment and assemble them, thereby making up a permissible unit. Before the assembler purchases electrical accessories for use in such contempla.ed units he may require certain information from the accessory manufacturer as to whether these par- ticular accessories are suitable for assembly in his proposed permissible outfit. In order to aid accessory manufacturers in marketing their product, a provision was incorporated in Schedule 20 whereby tests might be made on individual accessories and reports rendered as to the suitability of a given accessory for use in permissible assemblies. The section of Schedule 20 which permits this special work reads as follows:
