"To prevent the propagation of mine explosions, the Bureau of Mines recommends:1. That all coal and lignite mines, except anthracite mines shall be rock dusted.2. That rock dust shall be distributed upon top, bottom, and sides of all underground openings of every description, to within. at least 4o feet of all working faces and the areas not rock dusted shall be kept wet.3. That the rock dust shall be maintained in, such quantity that the incombustible material in representative samples of dust collected shall not be less than 65 percent. Where methane gas is present in the ventilating current, the minimum percentage of incombustible matter in the mine dust shall be increased 1 percent for each 0.1 percent of methane.4. That when the rock dust in any area becomes caked so thatit cannot be dispersed readily as a cloud in the air, that part of the mine shall be redusted immediately.5. That the dust to be used shall not contain more than 5 percent of combustible matter nor. more than 25 percent of quartz or free silica; all of the dust shall pass through a sieve having 20 meshes per linear inch and 60 percent or more shall pass through a sieve having 200 meshes per linear inch; the dust shall not absorb moisture from the air to such an extent as to cake and destroy its effectiveness as a dry dust.6. That rock-dust barriers shall not be regarded as a substitute for generalized rock dusting.Research and experience have shown that maintenance of an adequate percentage of rock dust in all underground openings, whether gassy or not, of bituminous and subbituminous coal and lignite mines (anthracite dust does not propagate explosions) is the best means of preventing coal dust explosions. In rare instances where all fine coal particles on the floor, ribs, roof, and timbers are in a muddy condition continuously rock dusting is unnecessary.The term ""underground openings"" refers to all unsealed openings whether they contain track or not, and includes rooms, entries, crosscuts, breakthroughs, rock tunnels, slopes, haulageways, airways, and travelingways. The sealing of unused or abandoned parts of a mine in accordance with Mine Safety Board Decision avoids the necessity of rock-dusting the sealed-off openings.The kind of rock dust to be used should have the approval of the State Mine Inspection Service. Pure limestone or pare dolomite produces the best rock dust, as these dusts have low silica content, little tendency to cake, and a light color that aids illumination. To reduce tendency to cake it is preferable that not more than 75 percent of the dust pass the 200-mesh sieve. All sieve sizes are those of the Tyler screen scale. If the mine personnel is repeatedly exposed to breathing high concentrations of the dust, the percentage of free and combined silica should be as low as possible, preferably less than 5 percent. Persons engaged in the application of rock dust should wear approved dust respirators as listed in Bureau of Mines Information Circular 7030 or revisions thereof."

THE TREND towards larger quantities of waste in materials handled at metal and nonmetal mines (excluding fuels) continued. A gain of 10 percent from 1962 in the tonnage of waste removed in mineral operations reflects the kind of technological problems being encountered. Technology has a major role in the mineral industry in the task of supplying raw materials obtained from resources occurring beneath the surface of the earth and used in manufacturing commodities essential to modern living. Changes in technology are often brought about by such factors as variations in economic conditions, differences in physical properties of raw material and changes in mineralogical compositions of ore. Mining is usually begun on the richest and most accessible of known deposits, and when these are exhausted, is continued with leaner ores or with less accessible deposits that are either lying at greater depths or are more remote from markets. The increasing difficulties of extraction and depletion of reserves are offset by improvements in extraction technology, improved transportation, and exploration for new deposits. Although depletion has prevailed at many individual mines and in many districts, technology has been the means of providing for increasing demands of an expanding economy with adequate supplies of minerals despite either the changing character or decreasing grade of certain ores. This has been accomplished by various methods applicable to minerals. Among the implements of technology are utilization of lower grade or more complex refractory ores by mass mining, concentration, processing, recovery of byproducts, and mechanization. Better methods to find concealed deposits or to penetrate to greater depths also have been helpful in maintaining a supply of particular minerals.

The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. Mine seals can he remotely constructed in underground coal mines through vertical boreholes when direct access to a fire is impossible or considered to he too dangerous. This method has great merit because the boreholes can be drilled to specific mine areas, and the seals can be positioned close to a fire zone. The technology however can be largely ineffective if the constructed seals do not provide of effective barriers to airflow or if they cannot he used to impound water and other inert materials. Unfortunately, no viable alternatives exists to sealing the entire mine to the ground surface. Full-scale remote mine seal construction research is being conducted at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL). Under this effort. Howard Concrete Pumping Company and GAI Consultants Inc. have joined forces to evaluate a potentially significant improvement to the current state of the art. This paper covers the development o f novel technology or rewrote mine seal construction, the evaluation of rite materials used, the construction practice and the Fellow-up testing.

The Bureau of Mines annually publishes statistical data reflecting technological trends in the minerals industry (metals and nonmetals except fuels). This report outlines recent developments and trends and the technology outlook for mining practices and metallurgical processing based on a review of the minerals industry during the past 2 years. A historical statistical series which indicates trends in the minerals industry has been extended with 1970 data. In addition, data are given from a 5-year Bureau of Mines cyclic canvass of froth flotation plants. Data for 1970 are compared with those of 1960 and 1965.

Mine seals are used extensively in underground coal mines to segregate mined-out areas and to isolate fire zones or underground areas that are susceptible to spontaneous combustion. Over the years, 30,000 mine seals have been erected in underground coal mines in the United States. Mine seals, along with rock dusting and ventilation, represent the fundamental means of preventing underground coal mine explosions. In this study the National Institute for Occupational Safety and Health (NIOSH) used ground penetrating radar (GPR) technology to determine if each of three test mine seals were uniformly constructed. Three mine seals representing different construction methods and materials (cast-in-place foamed cement; solid block, polyurethane foam and gravel; and wire mesh, rebar and gunite) were erected at the NIOSH Lake Lynn Laboratory’s underground mine as part of an on-going research program. The seals were imaged using GPR with 400-, 500-, 900-, and 1,000-MHz antennas. We found that variations in uniformity existed in the material for the cast-in-place foamed cement seal. Variations in uniformity also existed in the seal made from solid block, polyurethane foam and gravel. The post-processed radar records correlated closely with recovered core samples (areas of gravel and polyurethane foam, and areas containing only polyurethane foam). Finally, the radar records of the seal made of wire mesh, rebar and gunite showed the various components. The results of this work suggest that GPR could be used as a tool to evaluate mine seal characteristics and construction uniformity.

The mine surveillance and communication system hereafter described provides continuous local and remote monitoring of several parameters critical to normal mine operation at each of ten underground sites in the Bruceton Research Mine. The techniques employed are well proven and have been care-fully chosen to provide the best solution to the technical problems involved while giving special attention to economic considerations.

This report, sponsored by the U. S. Bureau of Mines, presents the results of an examination of the safety of the impactor shaft sinking system in comparison to conventional shaft sinking technology. Detailed study of the impactor system was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the impactor machine and its support systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates measures of both the frequency and the potential consequence of accidents. A safety evaluation of the com¬ponent operations of the impactor shaft sinking system was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that the impactor shaft sinking system is safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by an average of over 35 percent with use of the impactor shaft sinking system. Design change recommendations to further improve the safety of the impactor system include a revised fire suppression system, improved access to and from the operator cabs, reliable noise attenuation measures and improved communication systems. An operational safety manual was also developed for the impactor shaft sinking system.

Many of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed, in operating and anesthetizing areas. When ether was first introduced, candles and gas-lights and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions -many of them fatal to patients -have been attributed, with good reason, to sparks from static electricity. In this paper the authors present facts to show the prevalence of static electricity in the average hospital anesthetizing area, and the degree to which this easily developed electrical form of energy constitutes an explosion hazard. An effort is made throughout to explain how static electricity behaves, why it is a hazard, and why certain safety measures are needed and recommended. Following the introduction and a short general discussion of static electricity, which incorporates a glossary of pertinent electrical terms, an account is given of inspections and tests made in a number of hospitals. This account includes many suggestions that should be useful to any person who plans to make similar inspections and tests. However, a comparison of materials and equipment used with those described in the report will reveal, in many cases, the potential dangers and obviate the necessity for tests. The hospital work was supplemented by considerable laboratory research designed to determine the spark energies required to ignite anesthetic-gas mixtures and the exact amount of time involved in developing the usual static charges. The results of this research are reported and the implications examined. The paper concludes with a general discussion of static and related hazards in anesthetizing areas and of the most urgent preventative measures.

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. The purpose of this report is to describe the design features and techniques used in operating a plant capable of producing about 1,500 pounds of titanium metal per day. The process used was based on the reduction of titanium tetrachloride with magnesium, a modification of what is generally known and spoken of as the Kroll process. Sponge metal crushed to melter's specifications was the end product of the operation as conducted. The report is divided into sections covering general plant layout and the major unit operations. These, in turn, are each divided into discussions of the equipment, operating procedures, and typical results. Descriptions are given in more detail than is generally expected of a technical report. During 1953 and 1954 over 130 engineers and businessmen, officially representing some 80 industrial, chemical, end engineering firms, visited the operating plant, and their questions, which indicated a serious interest in details, have served as a guide for the material contained in this report.

This report is volume 7 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design. Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation," and ventilation. This volume of the final report describes the Rail Haulage subsystem of the Master Design Simulator. This subsystem can be used as a free standing model or can be linked to the Production subsystem to provide rail haulage capability. Complex rail haulage systems can be realistically simulated with this model. This report includes complete instructions for operating the subsystem as well as a program listing. In addition, a case study is included which illustrates the application of the subsystem when linked to the production subsystem.

"This repot continues the series of papers being prepared at the Southwest Experiment Station of the Bureau of Mines in cooperation with the department of mining and metallurgy, University of Arizona, on factors involved in the leaching of ores. A list of previous publications is given in the bibliography at the end of this paper.Four factors are essential to the leaching of any copper-bearing ore: (1) A solution that will attack the copper minerals must get into the body of the ore particles; (2) the copper minerals must be dissolved by the solution; (3) the solution containing the dissolved copper must find its way out of the voids of the rocks into the main solution; and (4) the copper in solution must be recovered by some means of precipitation.This paper considers the third step -- the extraction of the water-soluble copper. From leached ores. The usual commercial practice in leaching copper ores consists of: (1) Crushing the ore to pass through a screen with approximately one-quarter or one-third inch openings; (2) charging the crushed ore into a fat; (3) adding, usually by upward percolation, a solution that will attack the copper minerals; and (4) washing the copper-laden solutions out of the ore with solutions weaker in copper than the pregnant solution, and finally with water. A countercurrent system of leaching and washing is usually employed. In some plants the solutions are circulated during leaching and washing, and in others they are not. In some plants the wash solutions are added by upward percolation, while at Chuquicamata the so-called ""piston-displacement"" method of washing is employed.The following condensed resume of the leaching cycle of the plant of the Inspiration Consolidated Copper Co. is given to present to the reader a picture of the steps involved in a typical leaching cycle. This plant was recently described in detail.4 The ore, crushed to pass openings 11/2 inches in diameter, passes over a screen with ¼-inch openings. The undersize from the screen goes to a Dorr howl classifier that removes the primary slime from the circuit. The overflow from the classifier is treated in a slime-leaching plant. The oversize of the ¼-inch screen passes through rolls, where it is crushed to pass a 3/8-inchscreen. The undersize from the 3/8-inch screen join with the coarse material from the classifier, and the combined products become the feed to the leaching vats. There are 13 concrete lead-lined leaching vats. The complete leaching cycle is 13 days. Eight tanks are under acid-iron content at all times; three are being washed, one tank is being filled, and the one is being excavated. The electrolyzed solution from the tank house, to which amount of new acid has been added, is put on the oldest tank of ore under need This solution travels from tank to tank and finally emerges from the newest ore"

Research was conducted to investigate how ventilation of a mining face is affected when scrubber flow is greater or less than intake flow. Tests were conducted in a full-scale surface test gallery built to simulate a mining entry with a continuous mining ma- chine at the face. Methane gas was released at constant flow at the mining face. Gas measurements taken at six locations near the face were used to evaluate how well the face was being ventilated. Increasing scrubber flow resulted in lower methane levels even when scrubber flow was much greater than intake flow.

The Bureau of Mines designed a down-fired refractory-lined combustor that efficiently burned pulverized coal to produce a gas suitable as working fluid for an open-cycle gas turbine. The gas contained relatively little carbon, so the load on the ash-separation equipment was significantly reduced. Moreover, reduction in carbon content of the gas increased the average density of the solid particles making them more amenable to removal by centrifugation. Centrifugal-type separators failed to remove sufficient ash; however, to limit blade wear enough to achieve operating periods generally deemed necessary for commercial practicability.

This project was proposed to provide information on the hazards associated with arc melting of thorium. A general air-sampling analysis was made to determine the separation, concentration, and distribution of thorium daughter (decay) products throughout arc melting, machining, and forging processes of a thorium handling facility. The value of well coordinated health physics program is stressed in connection with potential health hazards and personnel protection. Building, equipment, and exhaust ventilation requirements for such a facility are discussed. Special handling methods are described for thorium. INTRODUCTION The Bureau of Mines at the Albany Metallurgy Research Center has been involved in handling the naturally radioactive metals, uranium and thorium, for several years. Cooperative work for the Atomic Energy Commission has been carried out with thorium metal, and as a result the concerned laboratories of the Center have accumulated experience on the hazards associated with this metal. This report details the radioactive hazards arising from the arc melting, machining, and forging of thorium.

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. The Bureau of Mines estimated reclamation costs for 13 surface coal mines in nine States west of the Missisisppi River. With the exception of the Pacific Coast coal province, at least one mine in each of the western coal provinces was studied. Cost estimates were, made using standard estimating procedures from data obtained from company records, interviews with industry personnel, and onsite observations. Estimated costs are presented in four categories which represent the four phases of mined-land reclamation: (1) Design, engineering, and overhead; (2) bond and permit fees; (3) backfilling and grading; and (4) revegetation. Estimated costs as of the first quarter of 1976 are expressed as averages and ranges in terms of per acre, per ton of coal produced, and per million Btu. Total reclamation costs ranged from $860 to $7,200 per acre, from 6 to 84 cents per ton, and from 4 to 35.3 mills per million Btu. A mine in the Northern Great Plains coal province (Region D) showed the highest per acre cost whereas mines in part of the western region of the Interior coal province (Region A) experienced the greatest per ton and per million Btu cost. The high cost of reclamation in the Western United States is reflected in the backfill in and grading category, particularly in the cost of topsoil removal and subsequent replacement as required by individual State reclamation regulations.

In 1949 the Coal Committee of the Economic Commission for Europe, Geneva, Switzerland, established a Classification Working Party, to develop an international system for classifying coal. This project was necessitated by the increased trade in coal among various nations following World War II. Although national classification systems existed, they had been developed to cover the characteristics of domestic coals without reference to coals of other countries. Different terms for describing similar or identical coals in each nation caused confusion in evaluating coals shipped in international trade. Experts from Austria, Belgium, Bulgaria, Czechoslovakia, Denmark, the Federal Republic of Germany, France, Greece, Hungary, Italy, the Netherlands, Poland, Sweden, the Union of Soviet Socialist Republics, East Germany, the United Kingdom, the United States of America, and Yugoslavia participated in various stages of the classification work. Walter A. Selvig was appointed by the Bureau of Mines as the technical expert to represent the United States because of his experience in developing and standardizing methods of analyzing and classifying American coals. He served on the Classification Working Party until his retirement from the Bureau of Mines early in 1956. Extensive laboratory work was done in connection with the classification studies at the Pittsburgh Experiment Station of the Bureau of Mines.

This report summarizes the U.S. Bureau of Mines evaluation of the mineral resources of eight roadless areas in several National Forests in Montana. The areas are amoung those that have been proposed as additions to the National Wilderness Presevation System In various sessions of the U.S. Congress. Mineral Commodities present include gold (lode and placer), silver, copper, lead, zinc, molybdenum, tungsten, rare-earth elements, fluorite, and barite. Numerous mineral deposit types occur. Past production was from gold placers and vein-type deposits. There is potential for development of large volume porphyry copper-molybdenum, disseminated gold, stratabound copper-silver, and exhalative massive-sulfide metallic deposits. A substantial increase in metal prices is needed before any known vein-type deposits will be economic.
