An important objective of the Australian Government's policies on resources development is to encourage further processing of raw materials domestically, to the extent that this is economically feasible and consistent with sound industrial development. This Bureau of Mines report examines the extent to which Australia is able to pursue this policy in terms of its own competitive advantages and the implications of such a policy for the United States. Such factors as the impact of other competing producers and their advantages, expected world demand, and infrastructural problem--which may limit pursuit of this policy to the fullest extent--are discussed. After a broad review of the re-source, economic, social, and environmental factors, the perspective for increased processing is examined for a number of mineral commodities.

Many bituminous coal-mining companies have inaugurated extensive safety programs, but the failure to have approved or permissible equipment or safe practice in only one part of a mine has resulted in disaster. The necessity of using only equipment bearing the U. S. Bureau of Mines approval plate is emphasized by the fact that many accidents are the direct result of carelessness on the part of trusted employees using non-permissible equipment. A concrete example is found in the case of an explosion on October 26, 1926, in a mine in the Pittsburgh district, Pennsylvania. Story of the Explosion At about 10 o'clock on the night of the explosion an examination was made in No. 2 butt left and parallel off No. 14 north, and was found to be clear of dangerous accumulations of gas. (See figure). Several hours later a crew of two men brought a self-propelling rock-dusting machine within 50 feet of the face of No. 2 butt parallel before they examined for gas. The machine operator found an accumulation of explosive gas about 13 inches from the roof. He began to wave his arms thoroughly mixing the gas and air. Undoubtedly a highly explosive mixture was created, and as the men attempted to run the machine back to fresh air as explosion occurred.

Research was undertaken by the Bureau of Mines to assess the technical feasibility of smelting cement-copper precipitate in an electric furnace to produce commercial-grade copper. The blister-grade copper produced in smelting was refined by gaseous oxidation and reduction methods to rive a product equal in quality to fire-refined copper. The cement copper used in the study was typical of the material produced in commercial operations. The sample product was received in a partially oxidized state and analyzed 77.5 percent Cu, 3.4 percent Fe, 0.8 percent Pb, 0.05 percent Ni, 0.6 percent Sn, and 0.9 percent S. Smelting tests were made on the precipitate using laboratory-size induction and electric-arc furnaces. Three types of furnace linings were tested during, the investigation: Carbon, including graphite; clay-graphite; and silicon carbide. Although all proved satisfactory, either carbon or graphite was preferred because of their superior refractory properties and low permeability to molten copper. Copper recoveries in the induction and arc smelting tests averaged 92 percent in commercial-grade metal assaying 99.8 percent copper. Refining the molten copper by oxidation and gaseous reduction or by chlorine lancing increased the purity to plus 99.9 percent.

THE OUTPUT ff the mineral industry in 1964 in both non-Communist and Communist Europe showed an upward trend for most countries in keeping with the higher index of overall industrial production. Comparable indexes of mineral industry production for non-Communist and Communist Europe (including the U.S.S.R. in Asia) are not available, primarily because the U.S.S.R. does not report details of its industrial production by industrial sectors. However, available data both in the form of index numbers on production published by the United Nations and based on data as reported to the United Nations by the various countries, and actual production data for selected major commodities published by the various European countries reflect generally expanded output by both the extractive sector and the processing sector of the mineral industry in most of the 26 nations of Europe.

The Bureau of Mines in the Department of the Interior is increasingly concerned with the safety and health of personnel engaged in coal-mining operations, particularly below ground. The Bureau is also concerned with improving the utilization of domestic mineral resources, and reducing the environmental impact of mineral operations. One obvious way to improve safety and minimize health hazards would be to eliminate coal mining entirely by bringing the energy value of the coal to the surface in some other way, such as by partially burning it underground to form combustible gases and bringing these gases to the surface, where their energy content can be put to use. This technique might also improve the utilization of the coal resource. ? Accordingly, the Bureau of Mines, interested in re-evaluating underground coal gasification technology in terms of current and expected conditions in the United States, requested Arthur D. Little, Inc., (ADL) to appraise the technology to determine: ? Whether the current (1971) state of the technology offers a technically feasible method for gasifying coal underground that is applicable to the reserves of bituminous and lower rank coals in the United States. ? Whether a program of research and further development of the technology could ultimately make it a technically feasible alternative to current open-pit and underground coal mining operations. ? What the nature and cost of further research and development work in the technology should be.

A surplus of vanadium has resulted from the tremendous output of uranium, of which vanadium is a byproduct. More knowledge of the properties and characteristics of vanadium as a pure metal has been needed so that industry can take advantage of its availability and use it according to the best principles of conservation. Besides the problem of utilization, there is the ever present need of finding new materials which will satisfy specific and demanding requirements of science and engineering; vanadium or one of its alloys may possess the latent potential for filling some of these needs. Thus this? research project was undertaken by the Bureau of Mines to determine and examine some of the physical and mechanical properties of pure vanadium. A corallary investigation was the determination of the effect of the interstitial contaminants, oxygen, nitrogen, and carbon, on unalloyed vanadium. The vanadium used for these determinations was principally the product of experimental production of the Bureau. The evaluation of this material, as small quantities became available, provided most of the data that have been obtained.

The Bureau of Mines conducted laboratory tests to evaluate the production of high-purity H3P04 by HCl digestion and solvent extraction. Both batch and bench-scale continuous tests were made. Western phosphate rock concentrates were acidulated with HCI, and the digestion liquors were processed by solvent extraction. Phosphoric acid was extracted with isoamyl alcohol and recovered from the organic extract by contact with an NH4F solution. This solution was fractionally distilled to yield high-purity H3P04. The raffinate from solvent extraction was treated with lime to precipitate CaF2, which was subjected to steam pyrolysis to generate HF. This method was successful in recovering 95 pet of the phosphate and 80 pct of the fluoride contained in the concentrates.

In coal mining, longwall mining is a preferred method to maximize production by extracting large blocks of coal that have been outlined with a set of development entries. In U.S. mines, longwall panels are typically 305 m (1,000ft) wide (with a continual trend towards even wider panels), and usually over 3,050 m (10,000ft) in length. The increasing size of longwall panels, while helping to increase coal production, may also increase methane emissions due to the exposure of the mining environment to a larger area of fractured, gas-bearing strata. Thus, understanding the impact of increased panel widths on methane emissions, and designing gob gas ventholes and bleeder systems accordingly, can enhance the safety of the underground workforce by reducing their exposure to potentially explosive accumulations of methane/air mixtures. As part of its mine safety research program, NIOSH’s Pittsburgh Research Laboratory has initiated a reservoir modeling effort to better understand the interaction of the various geotechnical factors influencing gas flow within and to the underground longwall mining environment. A focus of this modeling effort has been 1) the prediction of the incremental amount of methane emissions to be expected due to increasing longwall panel widths, and 2) optimizing gob gas venthole completion practices to capture more of the gas in the subsided strata above longwall panels before it can enter the ventilation system of the underground workplace. The history matching phase of the study has been carried out on a 381-m (1,250ft) wide panel in the Pittsburgh Coalbed. Simulations have also been completed for a 442 m (1,450ft) wide panel to estimate the incremental increase in methane emissions and the performance of current gob gas venthole placement configurations. Additional venthole placement configurations were simulated to investigate options for optimizing methane capture from the subsided strata above the wider longwall panel.

Native asphalt was produced by three companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by one firm, R. L. White Co., Uvalde County, TX. Gilsonite, a solidified hydrocarbon found only in Colorado and Utah, was mined by two firms, American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), and Ziegler Chemical and Mineral Corp. Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) closed its mining operation during the year.

The amount of airborne respirable dust generated from break- age of different coals varies widely. This research was conducted to identify the facets of airborne respirable dust liberation from the coal product. Laboratory crushing experiments were conducted on a range of low to high volatile bituminous coals to investigate the various factors influencing airborne respirable dust generation. Bituminous coal samples from 8 mines (5 U.S. and 3 Polish) were uniformly prepared and processed through a double roll crusher located in a low air velocity wind tunnel. Experimental factors studied included inherent coal seam constituents, specific energy of crushing, product size characteristics, dust cloud electrostatic field, and specific quantity of airborne respirable dust generated. The results of this investigation build upon previously published results, which indicated that a combination of several factors are associated with the generation of airborne respirable dust. One factor involved is the effect of coal rank, described by the inherent moist fuel ratio, on the product size characteristics, defined by Schuhmann size function parameters. However, since coals of high moist fuel ratio (high rank) are generally more extensively cleated, it is suggested in the present work that the degree of cleating is directly responsible for the quantity of respirable-sized particles produced in the crushed product material for eastern U.S. coals. This is implied by the relationship of ash content and at least one mineral constituent (pyrite, determined from pyritic sulfur analysis) to the percentage of airborne respirable dust. To validate this hypothesis, a description is offered that is based on known coal petrography. Another key factor is the effect of air dry loss moisture in the coal seam on the breakage-induced electrostatic field of airborne dust. The air dry loss moisture factor appears to control the amount of airborne respirable dust that is liberated from the product. The resultant effect of these factors is that different percentages of coal particles smaller than 10 µm are dispersed as airborne respirable dust with a well-defined peak in the normalized airborne respirable dust for a narrow range of air dry loss moisture - ash ratios. A clear delineation of coals, based on well-known proximate analysis characteristics, that generate the most respirable dust appears to be possible. Large structural faults create serious ground control hazards, as well as adversely affect coal mineproduction. Two faults related to the Pine Mountain overthrust sheet in Buchanan County, VA, were investigated by the U.S. Bureau of Mines to determine their effect on ground control and to develop recognition criteria for prediction. Five underground mines encountering these faults were visited and mapped for structural information. This information, along with surface mapping, indicated that Pistol Gap and Keen Mountain Faults show right-lateral, strike-slip faulting and bedding planes slippage, which can be projected linearly and vertically. These fault zones are up to 200 ft wide, with coalbed offsets up to 18 ft vertically, coalbed swags (depressions) up to 15 ft, and roof falls up to 20 ft high. Recognition criteria include bedding plane slips, coalbed offsets, fault gouge, coalbed swag (depressions or synclines), and disturbed bedding. These recognition criteria will help an informed operator realize that many sudden coalbed discontinuities are related to larger geologic events (in this case thrust faulting) and can be projected linearly and vertically. Ground control strategies include mine designs that minimize fault exposure. Mining plans can be adjusted based on type and extent of fault movement.

"Electricity as a means of transmitting power was introduced in coal mines of the United States about 1891 for both haulage and coal cutting, only a few years after electrical haulage was first installed on street cars. At first, the hazards of electrical ignition ere not appreciated and the general use of open lights and black blasting powder made the possibility of electrical ignition of fire damp seem small by comparison.5 The possibility of igniting coal dust directly by electric sparks or arcs had not been considered.In the nine years prior to 1900, the progress of introducing electricity underground was slow, except that it was used for lighting shaft bottoms. Electricity had to contend with the more general use of compressed air for coal-cutting machines and, in mainline haulage, with the use of mule-teams and endless and tail-rope systems. During this period, great improvements were made in electrical apparatus, in surface installations as well as in mines. By 1900, therefore, the technique of applying electricity in mines had so far developed that it rapidly drove out the use of compressed air in coal mines because of the comparative ease of its installation and the marked economic advantages of its use over that of compressed air in practically all kinds of mining machines except percussion. rock drills.At this time, however, little thought was given to the hazard of indiscriminate use of electricity causing explosions and fires, and the possibility of electricity causing direct ignition of coal dust had not been considered. On December6, 1907, however, the Monongah, West Va. mine explosion occurred. This was the greatest mine disaster this country has over had, 361 men being killed. Although: there was much diversity of opinion, as to the origin of the explosion, many well-informed engineers concluded that the cause was ignition of coal dust do to wreckage of a runaway trip in a rope haulage entrance slope. This slope also served as a ventilating and it extended from the level of the coal bed to the surface. The runaway trip tore down electric cables and stirred up a cloud of dust when it was wrecked at the bottom of the slope. The dust was probably ignited by the electric arcing that occurred when the wires were knocked down. (Another but less probable source of ignition was the open flames of miners lamps.) From the foot of the slops the explosion appeared to have travelled into the mine, spreading as it went. If this ignition of coal dust was the origin of the explosion, it occurred on pure intake air entering directly from the surface."

To determine whether reflectors could substitute for the trip lights referred to in the Federal Mine Safety Code, the Bureau of Mines studied trip safety devices under simulated haulageway conditions. The noticeability of reflectors compared with trip lights and fluorescent panels was evaluated from distances of up to 850 feet with light source intensities of up to 1-6 foot-candles (ft c). Reflectors tested consisted of a reflective lens in a holder secured to a frame that can be attached to a trip. Reflectors were found to be suitable for use as a trip safety device. In fact, for the conditions in many underground haulageways some reflectors would be more effective than a permissible trip light.

"Acid mine drainage can be controlled by water treatment, retardation of the pyrite oxidation reaction system, or enhanced prediction that allows preventive action to be taken. The Bureau of Mines is conducting research in each of these areas; the results of this research are summarized in the eight papers that comprise this volume. Field work to evaluate overburden analysis, alkaline injection, and bactericidal control of acid formation is described, along with two new inexpensive methods to treat acid mine water. These papers were prepared for an acid mine drainage technology transfer meeting held in Pittsburgh, PA, on April 3 and 4, 1985. INTRODUCTIONAcid drainage from coal mines is one of the most persistent industrial pollution problems in the United States. Over 5,000 miles of streams and rivers are adversely affected, primarily by underground mines that have been abandoned for decades. Meanwhile, at active mining operations and at sites where mining occurred after 1977, discharge water must be treated to meet fairly stringent regulatory limits--at a cost to the industry of over $1 million per day.The Bureau of Mines has a special responsibility to facilitate integration of mining and mineral processing with environmental safeguards. This responsibility is twofold: the development of techniques to reduce or eliminate environmental degradation, and the improvement of existing pollution control processes to make them more efficient and more cost effective. Research in acid mine drainage exemplifies the Bureau's concern for these environmental aspects of mining.This collection of papers summarizes much of the Bureau's recent research on acid mine drainage and will give the reader a sense of where the research is headed, in addition to providing details regarding new technology and recently acquired knowledge. Researchers at the U. S. Bureau of Mines conducted investigations to evaluate the potential for ground water contamination by mine waste used as backfill. Samples of cemented waste backfill and water discharging from drillholes and seeps were collected to use in chemical analyses and laboratory tests to determine the physical and chemical factors that control release of heavy metals to ground water. Greater water retention by cemented backfill (as compared to uncemented sandfill) reduces the surface area exposed to oxidation, which in turn reduces the amount of acid produced. The acid is neutralized by the cement and minerals contained in the backfill. The grain-size distribution of tailings used for backfill affects the structural integrity of cemented backfill under attack by acidic water; breakdown of the backfill structure releases neutralizing materials faster. Backfilled stopes in rock with low hydraulic conductivities will constitute preferential flow paths after mine flooding; however, the rate of flow through backfill will be much slower than when the stope is partially saturated during mine operation. Considering all factors, acid generation and release of metal ions from cemented backfill should be less than in uncemented sandfill.

The compliance sampling method for coal mine dust in the United States has not changed appreciably in the last 30 years. A call for more frequent sampling with immediately available results is leading to new instruments that may supplement or replace the existing sampler. This report discusses two such instruments that provide immediate results of dust levels. The first, called the Respirable Dust Dosimeter (RDD), is designed to supplement the existing U. S. cyclone compliance sampling method. It uses the pressure drop across a filter to provide an inexpensive screening type of measurement. The RDD has been tested in the laboratory and a limited number of coal mines. Side by side testing has compared the RDD performance with personal coal mine samplers in triplicate area sample measurements. Results show that the differential pressure of specific filtration media can be an effective surrogate for respirable mass. Data show that there is a dependence on coal type and an effect of relative humidity. There also appear to be two distinct responses related to coal type. For specific coals the coefficients of determination, R2, are better than 0.9. For general use the detector tube, using laboratory generated calibration curves, can be used to estimate respirable dust levels. However, a calibration to a specific coal type may substantially improve the accuracy. Another sampler in development is called the Personal Dust Monitor (PDM). Designed to give compliance quality accuracy, the PDM uses the frequency change of a vibrating element to measure dust and give immediate feedback of results. Results of laboratory comparison of the prototype PDM sampler to personal gravimetric samplers indicate R2 values of better than 0.99 for three different coal types. Work is in progress to package the components into a person-wearable unit combined with a cap lamp system with a total projected weight of less than 1.4 kg (3 lbs).

Provide improved permanent stoppings designed specifically for use in mines with large cross-sectional entries. Approach The large entry sizes in many mines, such as oil shale, salt, and limestone, make the conventional stopping construction techniques used in smaller opening mines unacceptable. The Bureau of Mines and Colorado Mining Association jointly sponsored a contract to design and test new or modified stopping concepts for these mines. The most promising concepts were then tested in an oil-shale mine having 30-foot-high by 55-foot-wide mine entry openings. All stopping designs tested were evaluated in terms of cost, air tightness, and resistance to blast damage.

This report documents the work performed by Battelle-Northwest and its sub-contractors in Phase I of a project to develop a cross pit conveyor system for the Bureau of Mines. The conveyor system description includes details of the conceptual design as well as system and component specifications. The selection of primary and back-up sites for system demonstration is discussed. Maneuvers and operating sequences required for mining the selected demonstration site are described and illustrated in detail. Economic viability of the cross pit conveyor system was analyzed by estimating the cost of overburden removal per ton of coal using the Battelle-designed concept and comparing these costs to the cost of an available state-of-the-art 30-yd3 dragline operation. Testing and trade-off studies conducted are documented and the results presented. Alternate designs considered in developing the selected cross pit concept are included for completeness. Based on the evaluation of the selected concept, it was concluded that the cross pit conveyor system proposed by Battelle is a technically and economically feasible overburden handling method with a good potential to improve western coal mining efficiency.
