This study presents the results of core-log analyses from the exploration boreholes, the analyses of face advance rates, and the results of downhole monitoring studies performed in gob gas ventholes for calculation of changes in hydraulic properties in the longwall overburden at a mine site in southwestern (SW) Pennsylvania section of Northern Appalachian Basin. In the ?rst part of the study, coal measure rocks in overburden strata were analyzed and the locations where possible fractures and bedding plane separations would occur were evaluated. In the second part, the hydraulic conductivities were computed by two different slug test analyses methods using the water level changes measured in gob gas ventholes as longwall face approached. Hydraulic conductivities were analyzed with respect to the changes in overburden depth, the locations of the borehole, and mine face advance rates. These data were used to interpret the potential productivities of the gob gas ventholes as a result of fracturing and changes in hydraulic conductivities. The general results showed that the probability of fracturing and bedding plane separations in the overburden increase between strong and weak rock interfaces. Also, the probability of bedding plane separations increases as the interface is close to the extracted coal seam. Evaluation of slug tests showed that the hydraulic conductivity developments in the boreholes and their potential production performances are affected by the underground strata and the roof materials. In situations where the roof material is stiff and thick, the development of high permeability fractures around the borehole will be less. Results also indicated that borehole location with respect to face position affects the fracturing time and permeability evolution as well. Greater overburden depths generally cause earlier fracturing as longwall face approaches, but eventually result in lower hydraulic conductivities and potentially less effective boreholes. Increasing mining rates also resulted in generally lower hydraulic conductivities in the overburden. The results of this study were intended to improve the interpretation of gob gas venthole performance and to provide better siting of these boreholes.

This report describes the response to high- temperature sulfatization of a variety of manganese minerals and companion compounds which may occur either as a principal component or as a gangue material in low- grade manganese deposits . Fourteen manganese samples representing oxide , carbonate , and silicate minerals as well as seven compounds which might occur as gangue with manganese minerals were tested batchwise in a bench- scale apparatus under conditions which would be favorable for the sulfatization of manganese . The manganese minerals substantiated thermodynamic predictions and responded to sulfatization but to varying degrees . The gangue materials , MgO , MgCO,, CaO , and CaCO3 , were sulfatized readily in contrast to the iron oxides and the aluminacontaining material which were not .

"5.1 IntroductionTraditional impactors do not offer much size resolution for submicrometer particles; typically their finest size cut is around 0.4 µ.m. Yet for many aerosol applications it is useful to be able to size segregate aerosols in the size range below 0.4 µ.m. Diesel emissions, welding fumes, cigarette smokes and photochemically generated smog aerosols typically exhibit mass median diameters between 0.1 and 0.6 µ.m. When sampling these aerosols with a traditional impactor, fifty percent or more of the aerosol mass can penetrate the final impactor stage. Allhough the material can still be collected on a backup filter, the filter gives no size resolution. As a result, the investigator has no size information on a substantial portion of the sample. One needs a sampler that size-segregates the majority of the aerosol mass. A lower size cut of 0.1 µ.m or less is required for most combustion smokes and smog aerosol s.To obtain smaller cutpoints two types of impactors have been developed, namely low-pressure impactors and micro-orifice impactors. Both instruments can provide cutpoints as small as 0.05 µ.m. Low-pressure impactors were introduced more than twenty years ago (Stem et al., 1962), and a variety of these samplers are in use today. Micro-orifice impactors have been developed at the University of Minnesota within the last five years (Marple et al., 1981 ). To date theirs are the only examples of these instruments in use.5.2 Operating PrinciplesThe low-pressure and micro-orifice impactors use two different approaches to achieve their very small particle-size cuts. Low pressure impactors resemble ordinary impactors, but are operated at reduced pressures of 5-40 kPa (0.05 - 0.4 atm). They take advantage of the decreased aerodynamic drag on particles that occurs when the mean free path in the air is as large or larger than the particle diameter. Micro-orifice impactors operate at near atmospheric pressure, but employ very small orifices, 40 µ.m to 200 µ.m in diameter. The streamlines of the air impinging upon the impaction plate have correspondingly smaller radii of curvature; the air is accelerated more quickly, making it more difficult for the particles to follow. Domestic nickel resources are costed to develop a contingency supply curve of U.S. nickel availability at various costs. It is estimated that 4.3 billion pounds of nickel is potentially recoverable from 698 million tons of ore at prices ranging up to $6.36 per pound of nickel. Over 95 percent of the total is estimated to be available at a price of less than $4.00 per pound.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. "Stable coal radicals (SCRs) were detected by electron spin resonance (ESR) spectroscopy in the lung tissue of autopsied coal miners. The SCR concentrations were measured in the lung tissues from 98 coal miners with and without (a) coal workers' pneumoconiosis (CWP), (b) cancer, and (c) a history of cigarette smoking. Concentrations of SCRs were also determined in the lungs of nonminer controls. The SCR concentration was related to longer mining tenure, CWP disease severity, lung cancer, and cigarette smoking. The mean concentration of SCRs in the lung tissues of miners with 30 ± 1.4 y of coal mining exposure was 5.3 ± 1.3 x 10"" spins/g versus controls who had a nondetec¬table level (< 10 15 spins/g). An increase in disease severity was accompanied by a progressive increase in SCR concentration. A SCR concentration of 4.8 ± 0.7 x 10"" spins/g was found for simple CWP (with moderate coal macules) versus 7.8 ± 4.6 spins/g lung tissue for complicated CWP (with progressive massive fibrosis). Significantly higher (i.e., 10 x 10"") concentrations of SCR in the coal miners' lung tissues were associated with an exposure history in the anthracite regions of northeastern Pennsylvania. These results in¬dicate a possible role for SCRs in the disease process. Furthermore, ESR appears to be an adequate methodology for the quantitation of coal dust retained in the lung and for distinguishing exposures to anthracite and/or bituminous coal.THE PREVALENCE AND SEVERITY of coal workers' pneumoconiosis (CWP) differ markedly between geographic locations, mines, and coal fields irrespective of comparable levels of exposure to coal mine dust These differences cannot be fully explained by the presence of silica and other minerals in the coal mine dust.' Rank of coal is also an important factor in the pathogenesis of CWP. Equally important is that the prevalence of CWP decreases from east to west in the United States,' and South Wales miners develop more severe CWP than miners in Scotland.' However, there are conflicting reports that cast uncertainty on the influence of rank of coal in the development of CWP."" These problems are complicated but will be solved as new technology emerges and as more is learned about the disease process."

THE TOTAL VALUE of sales of coal-chemical materials in the 10-year period 1948-57 increased 34 percent or at an average annual rate of approximately 3.5 percent. According to the Chemical Industry Facts Book, third edition, 1957, published by Manufacturing Chemists&apos; Association, Inc., the production of industrial chemicals since 1939 "has grown at au average rate of about 10 percent" a year (p. 7). The rapid growth of the chemical industry increased requirements of chemical raw materials at a faster pace than could be supplied by coal carboniza¬tion, and view sources of supply became necessary. The petroleum industry in the past decade increased tremendously the flow of chemical raw materials to the chemical industry through the processing of crude petroleum and natural gas. Whereas coal carbonization supplied most of the raw materials for manufacturing synthetic organic chemicals before World War 11, coke ovens supplied only about 40 percent of the total used in 1957. Although the proportion of chemical raw materials supplied to the chemical industry by coke-oven operators declined, this source of supply is large and important to our economy. In 1957, the value of coal-chemical materials sold, including surplus gas used by producing companies, totaled $358 million, compared with $267 million in 1948. Major factors that contributed to this gain were (1) increased production of all coal chemicals and (2) higher prices for tax and light-oil products. Gains in output of coal chemicals resulted principally from expansion in carbonizing capacity of coke plants owned and operated by the iron and steel industry, as yields of the basic coal¬-chemical materials (tar, ammonia, light oil, and gas) varied only slightly during the 10 years under review.

The conversion of dilute sulfur dioxide gas into sulfuric acid by autoxidation in mechanical cells of the flotation or gas absorber types was investigated. Bench-scale tests were made with sulfur dioxide-air mixtures to determine the influence of several factors on autoxidation of sulfur dioxide, using iron and manganese salts as catalysts. The laboratory investigation subsequently was extended to pilot plant acid-making tests, using a modified turbomixer gas absorber having a 12-inch-diameter impeller. Sulfur dioxide gas was produced for the tests by roasting pyrite in a fluidized-bed reactor. In the better tests, made with manganese sulfate as the catalyst, the equivalent of 1,000 pounds of anhydrous H2SO4 was produced per 24 hours as a 10-percent solution; power consumption was 0.2 kwhr per pound of equivalent anhydrous acid synthesized. The batch and continuous tests demonstrated the technical feasibility of producing dilute sulfuric acid by autoxidation of sulfur dioxide gas in mechanical cells when converting pyrite roaster or waste smelter gases.

This publication describes development by the Bureau of Mines of a quality evaluation procedure for certifying the adequacy of production lots of Kroll process zirconium sponge the Bureau had produced for reactor applications. After the procedure was devised, the next step was to apply it in controlling the quality of one-half million pounds of zirconium sponge com-prising 259 production lots, called blends, originating at the Metallurgy Research Center of the Bureau at Albany, Oreg. The Bureau concluded that the evaluation method developed was adequate and that by this method the zirconium blends having impurity levels or other property values outside specification limits were differentiated and thus were diverted from nuclear energy end uses. The research was performed under contract for the Bureau of Ships, Department of the Navy, and for the Atomic Energy Commission (AEC).

This paper discusses accident experience and costs in 150 Colorado coal mines for the 5 years 1929-33; these mines produced 62 percent of Colorado&apos;s coal tonnage during this period. This and similar studies by the United states Bureau of Mines in other States (listed in the appendix to this report) make available comparable information on mine-accident costs and bring out clearly the importance of accident reduction from the humanitarian as well as from the economic standpoint. Compensation insurance costs constitute a considerable part of the cost of coal output. The tendency toward greater liberalization of workmen&apos;s compensation laws and increased benefits thereunder may mitigate to some extent the seriousness of an accident to a worker and his dependents, but no compensation is paid ultimately, not by an insurance fund but by the mine operator and the general public, which includes the miner. The one really effective method of reducing compensation costs is to reduce the number and severity of accidents.

Lignite samples were collected so as to be widely representative of the extensive deposits in the western north-central area. These were carbonized at temperatures ranging from 450° to 550° C., according, to a standardized procedure. In general, product yields varied; extremes obtained on selected samples show char recoveries on the moisture- and ash-free basis as 56.7 percent for slack lignite or "leonardite" to 80.8 percent for a concentrate of the fusain component from a typical face sample; normal lignite samples averaged approximately 70 percent. Tar-plus-light-oil yields ranged from 3.3 percent for the fusain concentrate to 11.0 percent for a normal sample, averaging approximately 8 percent; gas recoveries varied more widely both in yield and in composition, ranging, from 10.0 percent to 27.7 percent, the latter being from leonardite and quite high in carbon dioxide. Sampling was conducted with the view of representing, as nearly as possible, all beds delineated by Brant (2);4/ many are necessarily missing since collection was confined largely to worked deposits. Data presented in this report indicate a general uniformity of North-Central lignite in respect to low-temperature carbonization, with a few possible exceptions of a local nature. When processed according to the indicated conditions, maximum tar yield may be realized with minimum loss of recoverable heating value of the original coal. Natural weathering of lignite, however, does affect tar yield adversely and should be held to a practical minimum in any commercial operation.

In a previous report results were given and a method outlined whereby from a knowledge of the composition of the natural gas and of the inflammability limits of the individual constituents composing the natural gas, the limits of inflammability of natural gas and air mixtures could be closely calculated. This method is based on the application of Le Chatelier&apos;s law as modified by Coward, Carpenter and Payman, to apply to a mixture of any number of combustible gases. This law must not be used indiscriminately, because many exceptions have been found. For example, when ethylene, acetylene, hydrogen sulphide, or chlorinated hydrocarbons are present the law may not hold. For a discussion of the rally exceptions which have been found, reference should be made to a report by Coward and Jones. Before this method can be used the inflammable limits of the individual constituents must be known. Also, the composition of the complex combustible mixture, and representative mixtures besides, must be tested both experimentally and by calculation to prove whether Le Chatelier&apos;s law may be applied.

Uninterrupted shaft operations are an important economic factor in mine operation, and good shaft support is an important aid in preventing accidents and interruptions. More permanent supports can cut the hazards, costs, and delay incident to replacement of conventional timbers, especially where subject to decay. Installation of prestressed, precast concrete shaft supports in 100 feet of shaft at the Banner mine, Lordsburg, N. Mex., nave a satisfactory permanent installation in a section of shaft that had given trouble with conventional timbering. Use of rock bolts supporting gunited wire netting around the rock walls of the shaft prevented sloughing. No attempt was made in this paper to arrive at comparative costs of installation of various types of support. However, it was indicated that use of a lighter weight aggregate would be desirable in further use if prestressed precast members as placed in the Banner mine.

Seven samples were analyzed from the major reserves of the Bottom Red Ash bed, Northern anthracite field. The data show variations in thickness and geo-logic structure and in the amount of coal that can be recovered. Recovery of market-grade (less than 17 percent ash) coal is high for all samples, ranging from 76 tp 95 percent in the 3-1/4-by 9/16-inch sizes. The occurrence of coal containing less than 5 percent ash varies from 19.5 to as much as 57.5 percent. Crushing the coarse sizes to minus 9/16 inch increased recovery of market-grade coal in six of seven bed samples. Crushing released sufficient impurities to cause substantial increases in yield of coal containing less than 5 percent ash for all samples. Analyses of the float coal indicate that the quality of coal is comparable for all samples.

This U.S. Bureau of Mines study was conducted to gain a basis for recommending methods to predict and prevent the occurrence of cutter roof failure, a common ground control problem in mines of the Northern Appalachian Coal Basin. This was accomplished by determining the geologic and engineering factors responsible for cutter development at six mines affected by cutter roof failure. Three distinct factors were found to be initiators of cutter roof failure: (1) high horizontal roof stress, (2) surface topographic variations, and (3) geologic anomalies. Effective control of cutter roof was obtained through improved bolting techniques, entry and mine reorientation, and entry and pillar size modifications, but only when selected based on the actual cause of failure.

Reclamation costs were estimated for 20 coal surface mining operations in the Appalachian and Midwestern Coal Supply Districts (these two districts were divided into three multi-State regions). The cost data were obtained through onsite observations, interviews with mining company personnel, and the authors&apos; cost estimating procedures. The cost data are presented in terms of dollars per acre, dollars per ton of coal produced, and dollars per cubic yard of overburden moved during backfilling. The reclamation process is divided-into three cost categories: Premining planning, backfilling, and revegetation. The average total reclamation costs for the three regions are $2.77 per ton of coal produced and $8,168 per acre. As the result of comparisons of reclamation costs by region, by mining method, by slope, and by size of operation, the most important reclamation cost difference is between area mining methods ($1.73 per ton) and contour mining methods ($3.81 per ton). The Federal Bureau of Mines conducted this study to determine as accurately as possible the actual costs involved with the reclamation of coal surface mined land done in conjunction with active mining operations.

"This paper presents an analysis of fragment size distribution and characteristics of fracture surface in coal cutting using a rotary coal cutting simulator. Coal cutting by a drum type continuous miner was simulated in the laboratory. A series of tests along both the face and butt cleat direction of coal under different operating and in-situ conditions were performed. In each experiment the cut surface was photographed microscopically and the coal cuttings were collected and sized. Data were used to show how and to what extent various parameters effect size distribution of the coal cutting and how this correlates with the characteristics of the fracture surface. This study resulted in establishing a number of distinct correlations between the size distribution and fracture surface. These correlations were primarily based on the degree of interaction between adjacent bits and the amount of bit-coal interaction taking place on the cutting path. Some of the major results of this study are as follows:Zones of bit-coal interactions proved vital toward understanding the effect the conical bit has on the fragmentation process. This in turn led to the identification of areas which are responsible for the production of fines and generation of respirable dust.The various parameters employed in the coal cutting experiments which showed a strong effect on the coal fragment size distribution were: bit type, bit spacing, depth of cut, in-situ stresses, and cleat orientation. Bit angle and cutting head velocity exhibited the least effect and no correlation was established.From this study it is obvious that the key to achieving efficient coal fragmentation is to limit the degree of bit-coal interaction that takes place throughout the bit path while causing maximum interaction between adjacent bits. Accomplishing this not only increases the percentage of large fragments produced but limits the amount of secondary crushing that takes place in the bit path thus resulting in decreasing fines and consequently, the amount of respirable dust generated.Over 2,000 continuous mining machines (introduced in the 1950's) equipped with conical bits or point attach bits account for well over half of the United States' production from underground coal mines. Today, competition in the coal industry has increased, due mainly to coal market conditions and legal restrictions, thus placing an emphasis upon increasing production, efficiency and health/safety of the workers. Mine operators are always interested in finding the most efficient performance of continuous mining machinery to produce the largest amount of size of coal at the lowest cost. An increase of fine material sent to the cleaning plant can seriously overload the plant to the extent that plant efficiencies deteriorate significantly (1). Also, the difficulty and expense of cleaning very small particles often cannot be done economically and thus, thousands of tons of coal are sent to the refuse pile because of costly or ineffective cleaning facilities. It has been said, ""the efficient extraction of coal or rock implies breakage into a size range that contains a minimum quantity of very small sizes"" (2). All known fragmentation theories concur that more fragmentation requires more energy (3). So, the importance of reducing fines is already evident from an outlook upon efficiency.Now, let's consider another view point., duet generation."

On December 16, the General Services Administration (GSA) suspended weekly sales of surplus silver from the national defense stockpile because Congress approved the Defense Appropriation Act, which contained an amendment to halt silver sales. The amendment, introduced by Senator James A. McClure (R., Idaho), prohibits sales for 6 months while the impact of the sales and alternative methods of disposal are evaluated. The GSA sold 2 million troy ounces since sales started October 14. 46.5 million troy ounces were authorized to be sold during this fiscal year and an additional 58.6 million troy ounces were authorized to be sold over the following two fiscal years. The stockpile held 139.5 million troy ounces of silver when sales began in October. Brush Wellman, Inc., a vertically integrated producer of beryllium products announced plans to modify its Delta, Utah beryllium concentrate processing facility to utilize beryllium concentrates containing as little as 7% beryllium oxide. The company plans to invest $2.5 million for this modification with completion expected in mid-1983. Implementation of this plan to consume lower grade beryllium minerals will significantly increase world reserves of beryllium concentrates.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining and crushing methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs might, in many instances, cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations may ensue.
