Overview: The first step to emergency preparedness and maintaining a safe workplace is defining and analyzing hazards. Although all hazards should be addressed, resource limitations usually do not allow this to happen at one time. Risk assessment can be used to establish priorities so that the most dangerous situations are addressed first and those least likely to occur and least likely to cause major problems can be considered later. Purpose: This training package was developed to assist instructors as they (1) determine how to use risk assessment to improve safety preparedness and (2) present risk assessment concepts and tools to trainees. The concepts and tools presented here can be applied to any mine hazard.

Native asphalt was produced in 1981 by five companies in three States, Alabama, Texas, and Utah. Texas was the leading State in production of native asphalt. Total production increased in 1981 to 1.26 million tons, while value increased 10.5% to $27.7 million. Bituminous limestone, used primarily for street and road repair, was produced by Whites Uvalde Mines and Uvalde Rock Asphalt Co., both in Uvalde County, Tex., and Southern Stone Co., Colbert County, Ala. Gilsonite was produced by American Gilsonite Co., Uinta County, Utah, and Ziegler Chemical and Mineral Corp., Weber County, Utah. This material was used for purposes other than road repair.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. The coal-bearing regions of Colorado cover approximately 29,600 square miles, which is 28.4 percent of the state's total area. The most important coal-bearing regions are located in the north western and west-central parts of Colorado. Coal resources vary from lignite to anthracite. More than 70 percent are bituminous; 23 percent subbituminous; 5 percent lignite; and less than 1 percent anthracite. The state's coal reserves total about 17.2 billion tons, 3.5 percent of national reserves. Approximately 8.8 million acres of coal rights in the state are owned by the Federal Government; on about 72percent of this land, the Federal Government controls both the coal and the surface rights. It is estimated that approximately 4.2 billion tons of coal reserves are under federal ownership in Colorado. Permitted acreage of mines in Colorado ranges from 40 to 13,114 acres. Differences in elevation create many climatic zones in Colorado. Local annual precipitation can average less than eight inches in some areas in extreme western Colorado to more than 30 inches in certain mountainous areas. Generally, precipitation rates are low at most mine sites, making revegetation difficult. Colorado gained primacy when its regulatory program was conditionally approved December 15,1980. This paper describes the methods and costs of deepening the 3-compartment underground shaft in the Hooper Tunnel adit at the Bunker Hill & Sullivan Mining and Concentrating Company Crescent mine in the Coeur d'Alene mining region, 7 miles east of Kellogg, Shoshone County, Idaho. The work was done with the aid of a Defense Minerals Exploration Administration contract (No. Idm-E493, Docket No. DMEA-2764). Preparation for deepening the shaft was begun March 26, 1953, and sinking was completed May 27, 1954. The shaft, bottomed at 1,275.5 feet in 1939, was deepened to 3,276 feet, using mechanical mucking and intermediate pockets. A total of 50,349 man-hours was required to complete the work of sinking 2,000.5 feet, cutting 7 pump stations, and driving 2 pocket raises. The rate of advance was 7.1 feet of shaft per operating day, or 8.4 feet per day of actual sinking. The total direct cost for sinking was $205.20 per foot.

A geologic framework for interpreting stratigraphic and geographic variations of the Green River Formation in the Piceance Creek Basin is developed from lithologic data accumulated by the Bureau of Mines from oil-shale coreholes. From detailed Bureau of Mines descriptions of samples from nine coreholes and supplementary lithologic data from seven additional sampled sections, three cross sections were constructed along lines transecting the basin. Plotted as lithologic columns with corresponding oil yields and resistivity logs, the sampled sections are correlated on a time-stratigraphic basis. Distribution and correlation of nahcolite and halite zones are shown, and the approximate base of leaching of these saline minerals is indicated. General lithologic characteristics of members and zones are discussed and interpreted. Large-scale lithologic logs illustrate the nine Bureau of Mines core descriptions, and the complete description of Bureau of Mines-Atomic Energy Commission Colorado Corehole No. 1 is included in an appendix. The time-correlated cross sections provide a necessary framework for understanding the depositional history of the Green River Formation and will facilitate evaluation of oil shale and other mineral resources in the Piceance Creek Basin.

The oil-shale deposits of the Puertollano basin in the Spanish province of Ciudad Real appear to have been give little consideration in discussions of oil-shale resources throughout the world. A small, integrated oil-shale operation has been conducted at Puertollano since about 1922 by a French company, Sociedad Mimora y Metalurgica de Penarroya, hereinafter referred to as "Penarroya", but only within recent years have the potentialities of the Spanish oil-shale deposits been recognized. Empresa Nacional "Calvo Sotelo" do Combustibles y Lubricantes, hereinafter designated as "Calvo Sotelo," which was created in 1942 by the National Industrial Institute of Spain to produce liquid fuels from oil shales, has made marked progress in the design and construction of a complete oil-shale plant at Puertollano. Penarroya is mainly a coal-mining company, and the oil-shale operations were on a small scale of approximately 220 tons a day in October 1947. It is an integrated operation comprising oil-shale mining and retorting and shale-oil refining. Motor gasoline, Diesel fuel oil, light burner fuel oil, lubricants, paraffin wax, cresols, and ammonium sulfate are manufactured.

This report, authorized under Contract Number H0220065, Amendment Number Six, documents the results of an investigation of lighting system modifications and designs for working place illumination in high and low coal entries of underground coal mines. The portable and machine mounted system designs, both modified and prototype, represent a continuation of work performed under Contract Number H0111403, Amendment Number One. See the Final Technical Report dated May 26, 1972 for detailed information concerning this prior Contract. All modified and prototype systems met the performance requirements of Bureau of Mines Specification 2G, as proved by test. In addition, the systems met the requirement for illumination, as specified in the Contract and in the proposed standards which were generated in response to Public Law 91-173.

Outside air for ventilating coal mines in Alabama varies considerably in both temperature and moisture content during the year. Alternate condensation and evaporation of the moisture on mine roofs may result in stresses detrimental to the strength of mine roof. It is well known that the clays in shales absorb moisture, and many investigations have noted the weakening of shales by absorption of moisture. Parker (1970) concluded that there is an annual cycle of rock deterioration in mine roof rock caused by the annual temperature-humidity cycle at the surface. He further noted that moisture reduces the strength of dry rock by one-half, that moisture added to dry rock can cause failure in compression, and that drying of wet rock causes tensile stress buildups by shrinkage. His recommendations for alleviating the moisture-temperature problem was to seal the rock in critical areas and to control ventilation so that air temperature will be lower than rock temperature. The latter recommendation will avoid condensation on the rock surfaces. Hartmann and Greenwald (1941) published the results of a very comprehensive experimental project to determine the effect of temperature and humidity changes on the behavior of mine roof. Their general conclusions included statements that roof rocks were very sensitive to moisture changes, but had low coefficients of thermal expansion. When a fire or explosion occurs in an underground coal mine, the atmosphere guickly becomes irrespirable. Highly irritant smoke and toxic levels of carbon monoxide and dioxide are produced, and consumption of oxygen by the fire or blast can reduce its concentration below that needed to support life. Work parties entering such a hazardous atmosphere for rescue or recovery operations are required to use, as their primary respiratory protection, a fully self-contained breathing apparatus of at least two hours duration. Apparatus used in this role has primarily been of the closed circuit rebreather type, using pressurized oxygen storage and chemical removal of expired carbon dioxide. Typically, commercial self-contained breathing devices for mine rescue have been heavy, bulky, and uncomfortable to use. The McCaa apparatus, long the industry standard, represented the best art available when it was First designed in 1926. It weighs 41 Ibs., protrudes about six inches above shoulder height, and provides breathing gas at temperatures up to 120° F. More recent designs, such as the Drager BG174A and Scott Rescue-Pak, using modern light weight materials and fabrication techniques have improved on all parameters of the McCaa to some extent. It was the intent of the Bureau of Mines, acting under the authority of the Coal Mine Health and Safety Act of 1969, to fund the development of a new self-contained breathing apparatus which would incorporate the best available technology and serve as a benchmark for future commercial designs, as the Bureau-sponsored McCaa had 45 years previously.

This Bureau of Mines report presents three methods for designing bulkheads to impound water underground: (1) thin and thick plate design; (2) South African plug design; and (3) single and double bulkhead seal design. Related areas critical to the long-term effectiveness of underground water impoundments are also addressed. These include bulk-head anchorage, concrete specifications and placement, the grouting of permeable strata, and the sizing of barrier pillars. A case study involving hydrostatic tests conducted on a single bulkhead seal constructed in the Safety Research Coal Mine of the Bureau's Pittsburgh Research Center is presented in an appendix.

The behavior of wire ropes used in hoisting is not well understood. In an effort to improve this understanding, the structure of round-strand wire ropes was analyzed. This report provides a generalized mathematical model that completely describes the geometry of the wires. It consists of two sets of vector equations and is valid for any round-strand wire rope. One set of equations is used to trace the paths of wires that have the form of a single helix; the other is used for the paths of double helical wires. The specific model for a 33-mm 6×19 Seale, independent wire rope core (IWRC), right regular lay wire rope was presented as an example. The paths and the geometric properties of the wires, which include the path length per lay of strand, the curvature, and the torsion, were determined from this model. The effects of strain deformation were analyzed, resulting in a system of equations for determining the structural parameters of the deformed rope. In future work, the model could be used to analyze wire ropes of different constructions so that a more scientifically based understanding of rope behavior can be established.

Whole-body vibration occurs when the body is supported on a surface which is vibrating. Occupational exposures to whole-body vibration mainly occurs in the transportation industry, but also in association with other industrial process. Epidemiological studies have frequently indicated an elevated health risk for the spine in workers exposed to whole-body vibration. With regarding to train or bus operators, a fall of drivers’ wakefulness level because of fatigue is often pointed out. This decrease in wakefulness results in an increase of the occurrence of accidents. However, a study of how whole-body vibration affects people's level of wakefulness has not been done. To test the hypothesis that exposure to whole-body vibration has a certain effects on level of wakefulness, the change of a subjective wakefulness level and changes of electroencephalogram (EEG) were observed under experimental exposure to short-term whole-body vibration. Methods Subjects are ten healthy male university students, with an average age of 20.7 ± 1.8 years old, and they are all nonsmokers. Using the equipment (CV-300, AKASHI) of whole-body vibration generator, we consider an exposure environment of actual driver work, so that set the frequency and the acceleration level as 10 Hz and 0.6ms-2 r.m.s.. The subjects were exposed to whole-body vibration in the seated position and exposure time was fixed for 12 minutes. Subjective wakefulness level was evaluated using the questionnaire of VASS (Visual Analog Sleepiness Scale) and KSS (The Kwansei Gakuin Sleepiness Scale). For the electroencephalogram (EEG) measurement, it was equipped with the electrodes based on the International ten-twenty electrode system (C3-A2, O1-A2, O2-A1). EEG activity in the alpha frequency band (8 – 12 Hz) is one of the most typical physiological indicator which represent the transition from wakefulness to sleepiness. AAT (Alpha Attenuation Test) which repeats three times each opened and closed eye for 1 minute was performed in a seating position with directions of the researcher in the beginning, in the middle and in the end of exposure to whole-body vibration. For analysis, power spectral analysis was conducted over the last 6 min of EEG, and wakefulness levels were defined as the ratio of mean alpha power during eyes closed versus eyes opened. The laboratory was kept at room temperature (21 ± 1.0 degrees C), humidity was 50 ± 5%, noise level was 63.6 dB (A) eq, and illumination 510 lx. Each experiment was started around 10:00 am to minimize the effect of biorhythm.

In 1981 the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral survey of the Pyramid RARE II area (No. 5023) covering 23,500 acres (9,500 ha) of E1 Dorado National Forest and 7,900 acres (3,200 ha) of the Lake Tahoe Basin Management Unit (fig. 1). The Bureau of Mines investigation did not reveal mineral deposits in the area. Samples taken from silicified and limonite-stained metasedimentary rocks and aplite dikes were void of precious or base metals or uranium. Placer samples from stream gravels contained no gold values. Molybdenite occurs in quartz stringers within quartz monzonite near Grass Lake, adjacent to the area; no extension; were found in the area.

Measurements and analyses were conducted of whole-body vibration aboard seven commercially available passenger and/or recreational vehicles: sedan; sport-utility vehicle (SUV); pickup truck; moving truck; motorcycle; all-terrain vehicle (ATV); and boat. The purpose of the testing was to measure and assess whole-body vibration exposure in a range of typical vehicle environments in order to gain understanding of typical exposure levels characteristic of activities of daily living. Vehicle models tested (and model year) were: Ford Taurus (1995); Jeep Cherokee Sport (2000); Toyota Tundra SR5 (2002); Ford F-350 (1997); Harley-Davidson Electra Glide Classic (2004); Yamaha Kodiak 400 4x4; and Steiger Craft Model 21 Montauk. All vehicles were tested with their standard factory-installed seats and were operated under a range of normal operating conditions and speeds typical of intended vehicle use. Methods The measurement, processing, analysis, and exposure assessment methods follow the guidance of generally accepted, national and international consensus standards relevant to the evaluation of whole-body vibration, including ISO 2631-1 [1] and ANSI S3.18 [2]. Seats were instrumented with low-mass triaxial accelerometers mounted in seat pads. Accelerometers used in the test are specified to have flat frequency response over the frequency range of 0.5 to 80 Hz, and all accelerometers were recently calibrated traceable to the National Institute of Standards and Technology (NIST). Seat pads were installed following guidance in the relevant standards [1, 2], with sensitive axes of the accelerometers following the standard coordinate system with respect to the seated occupant. (The x-axis represents fore-aft motion; the y-axis represents side-to-side motion; and the z-axis represents vertical motion with respect to the occupant.) Vibration data processing and analysis, including filtering, sampling, frequency-weighting, averaging, summation, and determination of basic and additional metrics followed procedures in the relevant standards [1, 2]. Digitized time series data were acquired and stored using a PC-based data acquisition system. Whole-body vibration exposure analyses were conducted via post-processing. During data processing, recorded periods of seat acceleration that were identified and verified as resulting from occupant-induced motion rather than vehicle motion were excluded prior to exposure analysis. The purpose of this study was to assess the adequacy of the cab design and to determine the percentage of musculoskeletal symptoms among operators of mobile equipment used in mining and construction. A questionnaire was designed to assess demographics, work information, job history, and musculoskeletal symptoms in operators of heavy mobile equipment. Information concerning equipment included design of the seat/chair, levers, pedals, bothersome vibration, quality of ingress/egress from the equipment, proper preventative maintenance and repairs, and age of the equipment. The body regions that were evaluated included the neck, middle/upper back, low-back, shoulder/upper-arm, elbow/forearm, wrist/hand, hip, knee, and ankle/foot. Five hundred and eighty six operators completed the questionnaire. The results indicate that these workers are at risk for developing musculoskeletal disorders, and the need to quantify risk factors (i.e., whole-body vibration and static sitting postures).

This report is the first in a "final" series of publications on the Juneau Mining District (JMD). This volume summarizes the results of Bureau of Mines (Bureau) investigations in the JMD during the period 1984-1988. Volume 2 consists of a detailed description of Bureau investigations of mineral de-posits, prospects, and occurrences. Volume 3 is a report on industrial minerals within the district. This study has identified and examined more than 300 mines, prospects, and occurrences containing gold, silver, copper, zinc, lead, nickel, cobalt, tungsten, molybdenum, chromium, and PGM. More than 20 of these were discovered during this study. An additional 20 prospects not mentioned in the literature were rediscovered during the JMD study.

Ground-water and tailings pond monitoring in the Upper Santa Cruz Basin Mines Task Force's Special Studies Area has been performed to determine the nature and extent of aquifer contamination from copper tailings pond's recharge in the basin. A monitoring program for each of three mining areas (Mines A, B, and D) was developed. Analysis of data shows that recharge from Mine A's ponds has caused increased hardness, sulfate and total dissolved solids in local ground water. However, pumpage in the area has controlled most of the water's movement. Pond recharge from Mine B has led to similar conditions, and the degraded water is moving towards a local public-supply well. Pumpage from Mine D's interceptor wells is controlling some, but not all, of the movement of recharge seepage from Mine D's ponds. Recommendations include the need for enhanced monitoring programs at each current mine site, development of a monitoring program for Mine C's area, development of water budgets for all mines, investigation of tailings pond compaction and sliming, establishment of mine closure plans for containment of recharged pond water, and the need for additional interceptor wells in several locations.

Although wheelchair users are regularly subjected to whole-body vibrations little research has been conducted to assess these vibrations or attempt to reduce them [2,3,5]. Most of the wheelchair and whole-body vibration research done to this point has been conducted on manual wheelchairs. Van Sickle et al showed that manual wheelchair propulsion over a simulated road course produces vibration loads that exceed the ISO 2631-1 standards for the fatigue-decreased proficiency boundary at the seat of the wheelchair as well as the head of the user [6]. In a study by Boninger et al [1], 66% of wheelchair users reported neck pain since acquiring their wheelchair. One of the key reasons believed to be the cause of pain, was the exposure to whole-body vibration. Kwarciak et al [4] and Wolf et al [7] performed similar studies using two methods of analysis to evaluate vibrations on suspension and non-suspension wheelchairs while descending curbs of varying heights. Both studies revealed no significant difference in the abilities of the wheelchairs to reduce the amounts of vibrations transferred to the wheelchair user. Although the efforts of wheelchair companies to reduce the amounts of whole-body vibration transmitted to wheelchair users through the addition of suspension systems is encouraging, the technology is not yet ideal. Additionally, the research to date has focused on manual wheelchairs exclusively, while little attention has been shown to powered wheelchairs. Methods This study includes the use of two suspension electric powered wheelchairs: The Quickie S-626 and the Invacare 3G Torque SP Storm Series. Each subject tested all of the configurations of the suspension wheelchairs. These included the Invacare with suspension, the Quickie with suspension set to three settings (most stiff, least stiff, and 50% stiffness), and both wheelchairs with solid inserts to act as non-suspension wheelchairs. Sixteen able bodied subjects have been recruited for this study so far. In each of the configurations of the wheelchairs, the subjects traversed an Activities of Daily Living (ADL) course. Vibrations were collected from a tri-axial accelerometer attached to a seat plate beneath the cushion during driving over the activities course. A mixed model ANOVA was used to determine if there were differences between suspensions based on Vibration Dose Value (VDV). Results Statistical analyses of the VDV data revealed significant differences between the six different suspensions over each of the obstacles in the activities of daily living course. Post-hoc analyses revealed that for each of the obstacles, significant differences existed between the Invacare suspension and the Invacare solid insert. For the Quickie power wheelchair the solid insert setting was not significantly different from the most-stiff setting for each of the obstacles

The Bureau of Mines, in its effort to promote greater utilization of domestically abundant materials, conducted reasearch on an alternate mold material that has commercial potential for titanium investment casting. Using variations of the conventional lost wax molding process, investment shell molds were formed entirely of fused, calcia-stabilized Zr02 and a Zr02-forming binder. Optimization of binder/slurry properties', stucco grain size and dis¬tribution, and curing practices resulted in a structurally sound investment shell that was distortion free and thermally stable. Small titanium castings, weighing up to 10 pounds, were prepared in unheated molds by both static and centrifugal casting techniques. Microstruc¬tural examination of the castings revealed that mold fill and surface quality were enhanced by centrifugal casting, although good results also were obtained from the statically poured molds. Microstructural and electron microprobe examinations showed that excessive, brittle case formation could be avoided by curing the dried shell molds in air for at least 2 hours at 1,400° C. Increasing curing temperature and time above these levels yielded added bene¬fits. Molds fired in vacuum at 1,500° C for 4 hours yielded castings essen¬tially free of case formation. The tensile properties of as-cast test specimens (no surface conditioning performed) id the chemical composition of representative metal samples showed that castings produced were comparable to Grades C-1 and C-2 unalloyed titanium This indicated that no sifnificant degradation of metal properties resulted from mold/metal interaction.
