This report describes a program whose objective was to develop, design, fabricate and laboratory-test two prototype instruments capable of real-time selective detection and measurement of airborne fibrous-shaped particles. The operation of this fibrous aerosol monitor (FAM) is based on the rotation imparted to the acicular particles by means of a rotating quadrupole electric field of the order of 3000 V/cm. This field induces a dipole charge separation on the fibers and aligns them with the applied field. The selective detection of the fibers is effected by synchronous detection of the resulting modulation of the light scattered from a continuous-wave helium-neon laser beam by the rotating particles. The theory of operation, design of the electric-optical detection configuration and the electronic signal processing method are discussed. By means of a scattering pulse sharpness discrimination technique, fibers whose length exceed a selectable value are detected and their number concentration digitally displayed. Counting times of 1 to 1000 minutes permit the measurement of fiber concentrations between 0.001 and about 30 cm-3. A concentration of the order of one fiber per cubic centimeter can be assessed within a relative standard deviation of 10 percent with a counting period of 10 minutes. The FAM is a portable, battery-powered instrument capable of operating continuously for about 4 hours between battery charges. Preliminary tests with crocidolite and crysotile asbestos as well as with glass fibers were performed in the laboratory and the results indicate good correlation with the standard NIOSH phase contrast microscopy filter counting method.

"An important function of the Bureau of Mines is promoting the conservation and more efficient utilization of a natural resource. Petroleum is such a resource, and its utilization depends to a considerable degree upon its characteristics. For this reason the Bureau of Mines, over a period of years, has analyzed many samples of crude petroleum by the Bureau of Mines Hempel method 3/ and published complications of crude-oil analyses. Among such publi¬cations are several reports presenting analyses of crude oils from fields in Oklahoma. The most recent of these relates to samples from southern Oklahoma. 4/ The present paper provides additional analyses of Oklahoma crude oils, largely from areas and formations not heretofore represented in published reports. The analyses of 248 samples from 153 fields are presented individually and collectively in the tables of this report.Crude oil has been produced in Oklahoma in commercial quantities since 1891, and peak production was reached in 1947. The State's cumulative production to January 1, 1944, is, according to the American institute of Mining and Metallurgical Engineers, 5,186,466,000 barrels. 5/ The annual production of crude petroleum in Oklahoma for each year from 1891 to 1943, inclusive, is given in table 1."

This report is intended as a reference for personnel interested in the computer anlaysis of coal-mine-electrical-power systems under either normal operating conditions or fault situations. The procedures developed for this purpose are described and implementation considerations are discussed with respect to the mine-power system. Considerations for choosing a solution technique and a number of examples are included. Procedures described include the Newton-Raphson iterative technique for the analysis of normal operation as well as a non-iterative Z-bus technique for analysis of unbalanced or balanced faults. During program development, strict attention has been given to the inclusion of core and/or time saving techniques such that these algorithms may be implemented on small as well as large computers. Program languages include FORTRAN IV for batch processing applications and APL or BASIC for interactive applications.

The absorbed power (PAbs) has been suggested as a better measure of human responses to whole-body vibration, since it relates to the cumulative energy dissipated by the body exposed over a given duration. Moreover, unlike the other measures, the PAbs can adequately account for the intensity of exposure. Although, the vast majority of off-road vehicles impose considerably severe vibration along the horizontal axes, the vast majority of studies on biodynamic response characterization consider only vertical vibration. Only a few studies have reported PAbs responses of the seated human body exposed to horizontal vibration and the major contributing factors [1]. This study aims to characterize the PAbs responses of seated human subjects to horizontal (uncoupled x- and y-axis) vibration as functions of the vibration intensity, subject mass, seat height and the, type of back support. Methods Experiments were conducted using a rigid seat with an adjustable backrest inclination and seat height. The seat was installed on a horizontal vibration simulator and the forces at the seat base and the backrest were measured by three-axis force plates. Two single-axis accelerometers were installed on the seat back and the platform, oriented along the axis of motion. The experiments were performed using three different seat heights (350, 390 and 410 mm), back support conditions (NB- no back support and sitting erect; Wb0- Upper body supported against a vertical back support; and WbA- back supported against an inclined backrest, while sitting relaxed) and three different magnitudes of broad band excitations in the 0.5-10 Hz frequency range (0.25, 0.5 and 1 m/s2 rms acceleration under x-axis and y-axis, applied independently). A total of 8 healthy adult male volunteers with total body mass ranging from 59.4 kg to 92 kg and aged between 21-51 years took part in the experiments. The subjects were seated with their hands in lap, and feet supported on the moving platform for each posture. Each measurement was repeated 2 times, while the data were analysed using a bandwidth of 50 Hz and frequency resolution of 0.0625 Hz. This report describes a trip to Europe in the interest of safety in coal mines. It reviews the Eighth International Conference of Directors of Safety in Mines Re-search, which met in Dortmund-Derne, Germany, July 5-10, 1954, to discuss results of studies made in different countries to improve health and safety conditions under-ground. It also summarizes information on subjects of special interest in the United States gained by the writer in visits to mining experiment stations in Belgium, France, and England. The efforts being made to protect life and property underground were discussed, and ideas and experiences were interchanged freely, not only during the conference but also during visits to the several countries. Helpful information was obtained on many topics of interest, but time did not permit as thorough a discussion on some of them as might be desired.

"Health hazards in the mining industry may be attributed to (1) abnormal conditions of the air, (2) improper sewage disposal, (3) bad drinking water, (4) bad illumination, and (5) local mechanical irritation.Abnormal conditions of the air may be due either to physical or chemical changes. The physical changes are (1) abnormal temperature, (2) abnormal humidity, (3) air movement, and (4) presence of dusts. Dusts may be either poisonous, as salts of lead, arsenic, zinc, or mercury; or nonpoisonous, as dust from coal, silica or quartz, limestone, gypsum, or silicates. Chemical changes may be due to changes in the normal constituents, as lowered oxygen or increased carbon dioxide; or to the addition of abnormal constituents, as carbon monoxide (white damp), hydrogen sulphide (stink damp), sulphur dioxide, methane (marsh gas, fire damp), hydrogen, and nitrogen.Effects of High Temperatures and Humidities The effects of various temperatures and relative humidities have been studied in mines in many countries. Harrington and myself studied them in the metal mines of this country and, in a report written recently, they have been summarized as follows:A. Remaining at rest in saturated air at 91 1/2° F, for one hour, With no air movement caused -1. An increase in body temperature;2. A moderate increase in pulse rate;3. Profuse sweating;4. The purpose of this study was to assess the adequacy of the cab design and to determine the percentage of musculoskeletal symptoms among workers. A questionnaire was designed to assess demographics, work information, job history, and musculoskeletal symptoms in operators of heavy construction equipment. Information concerning equipment included design of the seat/chair, levers, pedals, bothersome vibration, quality of egress from the equipment, proper preventative maintenance and repairs, and age of the equipment. The body regions that were evaluated included the neck, middle/upper back, low-back, shoulder/upper-arm, elbow/forearm, wrist/hand, hip, knee, and ankle/foot. One hundred and eighty nine operators completed the questionnaire. The results indicate that these workers are at risk for developing musculoskeletal disorders, the need to perform a larger survey to further substantiate the outcome, and the need to quantify risk factors (i.e., whole-body vibration and static sitting postures).

A prototype borehole probe for ore grade determinations by means of in-situ neutron activation analysis was designed, built, and tested in a two-phase program. Phase I dealt with the design and fabrication of a borehole logging system for operation in 7.6 cm (3 in.) diameter or larger boreholes. It consisted of a 5.06 cm (2 in.) diameter borehole probe containing an intrinsic germanium detector, a canister-type solid cryogen cooling system, cooled FET preamplifier, linear amplifier, high voltage supply, analog-to-digital converter, microprocessor-based multichannel analyzer, buffer memory, bi-directional cable link, power supplies, and a Californium-252 neutron source. A surface support vehicle was designed and outfitted. A minicomputer system was constructed and software developed and tested. In Phase II the system was field tested at several mine sites. The system was calibrated, tested, improved, and demonstrated in a variety of applications. Tests were performed at sites pertinent to uranium, iron, coal, copper, silver and gold. Technical feasibility was demonstrated for all these applications except gold; the gold results were inconclusive. In-situ neutron activation analysis using high resolution gamma ray spectrometry was found to be a potentially viable logging method for are grade analysis under certain conditions.

Accurate measurement and evaluation of hand-transmitted vibration from a power tool is an important issue for tool manufacturers, because they are obliged to develop low-hazard power tools for workers. The International Standard ISO 5349(1) dictates a systematic procedure for the measurement and evaluation of hand-transmitted vibration. However, the uncertainty in this measurement is too large for manufacturers to apply such data to the design and modification of power tools. There can be several sources of this uncertainty in such measurements; e.g., operator-dependent, power tool-dependent, and operational conditions (see Table 1). For a manufacturer to characterize the exposure of a power tool’s use to a given level of vibration, the relationship between these uncertainty factors and the measured vibration must be elucidated. In this study, we investigated the effect of several factors on the uncertainty in measurements. [ ] Methods In this study, some of the factors in Table 1 were selected for examination, and their effect on the measured variation was quantitatively investigated. Three tools from the same manufacturer were sampled at random in our experiments, and each of five of the same type of insert (disks or tips) was installed into each tool. Although each of the tools and inserts were of the same design and were made by the same production process, they differed from one to another, which can be a source of the variation in the measured vibration. Three human subjects participated in our experiments, which were carried out as stated in ISO 5349. The subjects were asked to maintain their posture, and the applied force was kept as constant as possible. The applied force was monitored using an indirect method, where vibration energy was displayed in real time during the experiment using a three-axis accelerometer attached to the work piece at a specified point. The appropriate range of the applied force was predetermined to cover the range of real work operations. The engineering tolerance between the inner diameter of a grit disk and the outer diameter of the tool shaft leads to an eccentricity of the mass at the center of the disk. The degree of eccentricity varies with installation, and this is another source of uncertainty. In our study, the effect of this eccentricity was investigated by carrying out repeated assembly and disassembly of an insert.

The common-law rule that a life tenant was not permitted to open or share in mines does not prevail in Michigan; but a life tenant by dower right is permitted to share in the royalties, as the strict common- law rule is not in harmony with the spirit of our institutions and the policy of our law and would often result in defeating the purposes of dower statutes. Poole v. Union Trust Co. (Michigan), 157 Northwestern 430, p. 432, March, 1916. SALE AND CONVEYANCE. PURCHASE OF ENTIRE ESTATE--FRAUD. A purchase of land where no exceptions or reservations of minerals were made and the land was bought as property, when nothing is excepted and no qualifications or reservations are embodied in the agreement, was presumptively and by common understanding a purchase of the property in its entirety; and the insertion in the deed of a reservation of mineral rights in violation of the contract of purchase and without the grantee's knowledge or consent was fraudulent. RESERVATION OF MINERALS--EXTENT AND EFFECL A reservation in a conveyance of land excepting and reserving to the grantor all coals and mines beneath the surface with the sole right and privilege to remove the same, is not as broad as the grant itself. A contract for the purchase of a mine recited that a deed had been executed by the owner and placed in escrow to so remain until the sum of $30,000 should be paid. The contract provided that $1,200 of the purchase price was to be paid in cash, $800 in 60 days, and the remainder out of 20 per cent of the gross output of the mine, such per cent to be paid in five years unless the vein and value of ore should not continue in depth, in which event the purchaser was to have two years longer to complete the payment of the purchase price. The contract contained other covenants to the effect that the purchasing corporation would fit up a certain specified mill and would continue development work at such rate as to keep the mill in operation if ores sufficiently valuable should be found and in the absence of unavoidable accident. The contract also provided 1/ that abandonment of work for a period of six months at anyone time, except as above, on said property," should operate as a forfeiture of the purchaser's right. In an action by the vendor to quiet the title to the land and to have the contract declared void, the court found that the purchaser failed to perform the work on the property and failed to place thereon the improvements as required by the contract and permitted debts to accumulate against the property, taxes to be levied thereon, and that for more than a year the purchaser had not done any work or labor of any sort upon the mine or premises, and that the contract contemplated development work from the time the purchaser took possession of the property, or at least promptly thereafter, and the fact that no machinery was in place for a year or more after the execution of the contract was a breach of the covenant of continued development, and that the clause in the contract" except as above" does not contemplate a delay in the development resulting from a failure to install machinery, but it means that unless prevented by unavoidable accidents the purchaser shouLdhave no valid excuses for neglecting the work for a period of six months or more.

The overall disabling work injury experience, excluding office- workers, at nometal mines and mills during the period 1961-63, as reported to the Bureau of Mines by operators, was 77 fatal and 7,201 nonfatal injuries during an aggregate worktime of 335,029,685 man- hours. These injuries, fatal and nonfatal combined, occurred at a frequency rate of 21.72 per million man-hours, comprising 0.23 for the fatal and 21.49 for the nonfatal injuries. The combined severity rate of the disabilities was 2,312 days lost or charged per million man-hours, consisting of 1,379 for the fatal and 933 of the nonfatal injuries, The average severity of all disabilities during 1961-63, was 106 days per injury, The number of days lost or charged, excluding officeworkers, at nonmetal mines and mills during 1961-63, was 462,000 days charged to fatal injuries and 312,461 days lost from nonfatal injuries. The outstanding causes for fatal injuries were explosions (18 fatalities occurred in a major mine-explosion disaster in a potash mine in Utah in 1963) and falls of rock or ore from back or side, while most nonfatal injuries were caused by handling materials, slips or falls of persons, haulage, and machinery. The parts of the body most frequently injured during the period 1961-63 were the trunk, hand and finger, and foot and toe, An average of 52,810 men were at work daily, There were 20 nonfatal disabling injuries reported for office- workers at nonmetal mines and mills during the period 1961-63 during an aggregate worktime of 23,088,496 man-hours, These injuries occur- red at a frequency rate of 0.87 per million man-hours, There were no fatal injuries reported.

The coal-bearing rocks in Iowa occur in an arcuate belt across the central and southern parts of the State (fig. 1) at the northern end of the Western Interior coal field. Coal beds of minable thickness are sporadic throughout this area and are mined principally in the three districts indicated by dark shading on the index map, although coal occurs also in the areas indicated by light shading. The coal is mostly of high-volatile C bituminous rank in all parts of the State. SURFACE FEATURES The coal-bearing rocks in Iowa are concealed for the most part by a covering of glacial drift ranging in thickness from a few feet to several hundred feet. This covering has been dissected to form a gently rolling upland, rising from an elevation of 466 feet at the mouth of the Des Moines River to about 1,200 feet in Calhoun County in the central part of the State. The local relief, however, rarely exceeds 150 to 200 feet.

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, and emery, decreased in 1985. Shipments of processed tripoli increased slightly in quantity but decreased 6% in value, Production of garnet, an abundant iron-aluminum silicate, increased 24% in quantity and 20% in value. There was an 11% increase in the quantity and a 7% increase in the value of refined garnet shipped when compared with 1984 shipments, a new record high. Production of crude special silica stone decreased 10% in quantity and 14% in value, and shipments of finished special silica stone products decreased 85% in quantity and 68% in value. Both the quantity and value of special silica stone finished products sold or used were the lowest since 1981. Production of emery, an impure aluminum oxide, decreased 56% in quantity and 61 % in value of product mined and shipped. [ ]

General economic conditions continued to improve in the second quarter of 1984 as real gross national product advanced at an annual rate of 7.5 percent (table 1). This followed an even larger first quarter annual rate increase of 10.1 percent. The slower second quarter growth was greeted as a sign that the economy is not over-heating. The signs of slowed growth in some sectors suggest that the recovery may continue well into 1985 without the inflation symptomatic of a rapid recovery. Most of the slowdown in growth was absorbed by business inventories, personal consumption of durable goods, and residential fixed investment. Business inventories grew by only 68 percent as much as in the first quarter, personal consumption for durable goods grew by 58 percent of the first quarter rate, and residential fixed investment slowed to only 44 percent of the first quarter growth. Sectors with accelerated growth in the second quarter included personal consumption of nondurable goods and of services, which increased at annual rates of 9.6 percent and 3.8 percent, respectively, and Federal purchases of goods and services, which increased at an annual rate of 47.9 percent.

The purpose of this paper is to present briefly certain preliminary results of the study of mining methods by the United States Bureau of Mines; to show the relative importance of each method in terms of tonnages mined and man-hours consumed; to give to the mining engineers and particularly to the young student of mining a better understanding of the principal mining methods; and to indicate changes now in progress and to present suggestions for improvements in the art of mining. Questions of mine development and details of underground practice such as drilling and blasting, loading, hauling, hoisting, ventilating, pay systems and mine management are omitted, as these have been or will be discussed in other bureau publications.

"Research on the control of exposure to respirable contaminants in mine atmospheres is conducted in five areas; 1) control of dust generation, 2) dilution, dispersion and collection of dust in mine airways, 3) characterization of dust particles, 4) interaction of dust and lungs, 5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The distribution of research findings to the mining industry, to government agencies, and to scientists at other universities is accomplished in several ways.A data bank of respirable dust samples displaying a wide range of characteristics (low volatile, medium volatile, high volatile, silica fireclay, rockdust) has been established by the Center. This data bank is being utilized by Center researchers in a suite of medical, scientific, and engineering tests (FIGURE 26).The Center has honored requests for educational and informational materials from several sources, including MSHA and CANMET who received information on Center generated software and used the Center's expertise in developing a computer program for particle distribution model (DISFIT).The Generic Mineral Technology Center for Respirable Dust has organized two dust conferences on respirable dust, the Coal Mine Dust Conference, held at West VirginiaUniversity, Morgantown, West Virginia from October 8-10, 1984 and Respirable Dust in the Mineral Industries: Health Effects, Characterization and Control, an international symposium on Respirable Dust in the Mineral Industries held at The Pennsylvania State University, University Park, Pennsylvania from October 14-16. 1986. These conferences were co-sponsored by the U.S. Bureau of Mines, Mine Safety and Health Administration, National Institute for Occupational Safety and Health (NIOSH), and the American Conference of Governmental Industrial Hygienists (ACGIH). On August 23-26, 1988, the VIIth International Pnuemoconioses Conference was held in Pittsburgh, Pennsylvania. While not a sponsor of this conference, researchers in the Generic Mineral Technology Center for Respirable Dust had significant participation with sixteen (16) papers presented (see Volume 8 of this series for abstracts and papers). These conferences provided a significant forum for the exchange of ideas on dust research and the interchange of research findings. The proceedings from these conferences are available from NTIS and ACGIH.In sum, significant benefits to mine worker health have resulted and should continue to result from the synergistic scientific, engineering, and medical research in respirable dust (FIGURE 27). As always, an important objective is the rapid dissemination of the results of this research to industry. Video tapes and the Bureau's Technology News series have been a very effective means of USBM technology transfer. Significant advances in longwall mining technology and equipment have occurred over the last decade. By the late 1990s, longwall mine output accounted for 40 percent of all underground output in the U.S., and today longwall mines account for approximately 50 percent of coal produced underground in the United States. A 53 percent increase in average shift production rates has occurred over the last fifteen years. This increased longwall productivity has meant that far more dust is being produced and controlling respirable coal dust provides an ongoing challenge for coal mine operators. The National Institute for Occupational Safety and Health (NIOSH) has completed a series of benchmark surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify dust generation from major sources on the longwall section and to determine the relative effectiveness of the different control technologies in use today. Substantial reductions in dust levels were realized at sampling locations on the face when compared longwall surveys conduct in the 1990?s. This paper summarizes the results from the underground dust surveys and discusses current longwall dust control technology and operating practices.

The Bureau of Mines investigated northern New Jersey as a potential future source of yttrium and the rare-earth elements. The studies, consisting of geophysical surveying, sampling, and exploratory drilling, began in the spring of 1959. A total of three and one-half months were spent in the field collecting data. Thirty-three deposits were investigated, of which five demonstrated some potential resources of yttrium and rare-earth minerals. Results indicate that the deposits examined do not contain quantities of yttrium and the rare-earth elements recoverable under present economic conditions. Detailed studies conducted at the Scrub Oaks mine, near Dover, N. J., delineated a yttrium and rare-earth-bearing zone within the magnetite-hematite ore body that represents a potential low-grade deposit. Beneficiation studies on this deposit indicate that a final product, averaging 31.3 percent rare-earth oxides including yttrium, could be produced through amine and fatty acid flotation procedures with 77 percent recovery. Two hundred and eighty-five feet of diamond drill core was obtained from exploration studies conducted at the Bemco prospect in Sussex County. The deposit averages 2.30 percent rare-earth oxides (including yttrium), 0.45 percent uranium and 0.24 percent thorium. Low-grade deposits were identified at the Canfield phosphat2 mine and the Tanners Brook Monazite placers in Morris County, and the Marble Mountain prospect in Warren County.

Ventilation is the most important safety factor in the production of coal because on it depends the safety, health, and efficiency of those who work underground. Without adequate and efficient means of supplying fresh air to the working faces, mining could not have advanced as it has. The extent of the workings, the increase in mechanization, and the increasing use of electricity are largely responsible for changes in methods of ventialtion. Ventilation in the early, days of coal mining was accomplished by means of a natural draft, created principally by a difference in the weights of columns of air between the intake and return openings: Later the furnace was introduced for the purpose of increasing the quantity of air in circulation. Mines continued to become larger, their output increased, men were employed in greater numbers, and more fresh coal surfaces were exposed. Coal beds near the surface, and practically free from explosive gas became exhausted, and deeper beds that liberated methane were opened as development advanced. Mechanical ventilation became necessary and was first accomplished by disc-type steam driven fans she old-.fashioned steam driven disc fan has generally been supplanted by the powerful electrically operated centrifugal fans in use at modern coal mines. In order to be secure against gas explosions and provide ample fresh air for persons employed in large coal mines, air must be conducted through the mine to all working places and to all other unsealed parts of the mince in sufficient quantities to dilute and render harmless all dangerous and noxious gases.
