This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

"INTRODUCTION Extraction of alumina from various materials, such as low-grade bauxite and clay, by means of a lime-soda sinter has been the subject of a number ofinvestigations (1, 2, 3, 4, 5, 7, 9, 10, 11, 12, 13, 16, 17). 5/ in recent years, Although many of the details of these investigations are lacking, it is believed that there is one difficultly that frequently develops under certain conditions, namely, that of thickening or gelation of the slurry formed during extraction of the sinter. If gelation occurs even to a slight extent* Serious mechanical difficulties result, very low liquor recoveries are obtained, and the extraction step becomes virlually inoperable. Under 'favorable conditions, a solid gel is formed which can only be removed from the equipment with great difficulty. At the Eastern Experiment. Station of the Bureau of Mines in College Park, Md., a study of lime-soda processes was begun in November 1941. This work has included studies on low-grade bauxites, kaolin clay, and nodular diasporic clay. Gelation was most serous with kaolin clay and least with diasporic clay. As a part of the Bureau's investigation, a study was made of the effect of the pertinent variables on gelation. The results permit the selection of various sets of conditions at which gelation will not occur. These data are essential to the final selection of optimum conditions for the over-all process."

"SUMMARYThe K.M.A. reservoir was discovered to be oil bearing at a depth of 3,719 feet on March 11, 1931. Extensive development, however, was not begun immediately, because the discovery well had a low initial daily oil production, and market conditions for oil were unfavorable. Development of the field progressed slowly for the next 6 1/2 years. In the latter part of 1937, a wildcat well approximately 2 miles southwest of the discovery well was drilled on a magnetometer high and completed with an initial flowing production of 2,016 barrels of 43° A.P.I.-gravity oil in 12 hours. Rapid development of the southwestern part of the K.M.A. field was begun immediately and continued until over 700 wells were drilled and approximately 12,500 acres proved oil productive.Because of the large size of the entire K.M.A. field, this report is limited in scope to the southwestern part only, and the discussion that follows pertains to this area only. The closing date for production statistics is August 1, 1949.The K.M.A. structure is a complex anticline having a maximum closure of 250 feet, and the K.M.A. formation is composed of sediments that grade from limestone through sandy lime and limy sand to sandstone with thin streaks of shale. Two distinct members of the K.M.A. formation, zone I and zone II, are oil productive. Core analyses indicate the average porosity to be 16.5 percent for zone I and 16.1 percent for zone II. A relationship was established from core data, which showed the correlative permeabilities to be 42.1 millidarcys for zone I and 39.5 millidarcys for zone II, whereas the arithmetical averages of the permeabilities were 84 millidarcys for zone I and 216 millidarcys for zone II. Connate water saturations were 17.5 percent for zone I and 20.0 percent for zone II. The porosity-saturation method, using a thickness-correction factor, was employed to calculate the volume c 168.1 million barrels of stock-tank oil initially in place in the reservoir. Analyses of the reservoir oilIn that, although the initial reservoir pressure was 1,750 p.s.i., the original reservoir oil was saturated to only 1,300 at which pressure 1 barrel of stock,tank oil contained 525 cubic feet of gas in solution.A serious decline in reservoir pressure during the 2 years of rapid development alarmed the operators and caused them to consider a cooperative pressure-maintenance program. In the latter part of 1939, the K.M.A. Pressure Maintenance Association was organized, and the gasoline plants in the field agreed to process the wet gas and return the dry gas to leases having gas-injection wells. Approximately 27 percent of the cumulative volume of produced gas had been returned to the reservoir by August 1, 1949."

The ignition source of fires and explosions in coal mines is sometimes difficult to explain because resulting widespread destruction often erases valuable evidence that might reveal the cause. However, through years of experience, investigators have been able to piece together enough evidence to establish the reasons and, thereby, have been equipped to recommend corrective or preventative measures. The pattern of hazards is not constant. It changes with the development of new practices and new equipment. Important among the new hazards to coal mining are those introduced by electricity. In addition to the dangers of electric shock, fires and explosions from heat and arcs, and premature blasts, certain others have developed as a result of stray electric currents from direct-current traction systems. The conventional direct-current power-distribution system in coal mines is conducive to electrolysis damage to mine tracks, metallic pipelines, grounded power conductors, and structures in a position to become conductors of stray currents. The voltage drop resulting from power demand on intentionally grounded power conductors and accidental grounds on insulated conductors are common sources of stray currents in coal mines. Uncontrolled electric cur-rents flowing through the earth and metallic structures can be a menace, and these contribute to the estimated $6,000,000,000 annual loss caused by corrosion. The purpose of this publication is to discuss some of the electrolysis hazards in the coal-mining industry and to outline corrective measures to alleviate them.

Safe operation and system integrity are two important properties of a mine hoist electrical system. Previous methods used to assess these systems, though rare, have involved extensive downtime and required skilled personnel. The recommended design considerations presented in this report are for a proposed automated system that will perform real time measurements, calculations, and recordings of pertinent performance data. Included are equipment installation and test procedures to be used with the system. The report also contains descriptions of the hoist performance criteria, and how they are to be collected.

The studies previously made on Smelting in the Lead Blast Furnace have dealt with the custom smelter of the International Smelting Co. at Tooele, Utah, and on the smelter of the Bunker Hill & Sullivan Mining & Smelting Co. at Kellogg, Idaho. The International plant may be considered representative of the traditional custom smelter. The lead smelter of the future seemingly will have to treat increasingly richer lead charges. This feature was then stressed in describing the Bunker Hill plant.

In 1987 and 1988, the U.S. Bureau of Mines conducted a mineral resource investigation of the 31,400-acre Muddy Creek Wilderness Study Area (UT-060-007). The investigation was requested by the Bureau of Land Management and authorized by the Federal Land Policy and Management Act of 1976 (Public Law 94-579). The study area is located in Emery County, Utah, about 50 air-miles southwest of Green River, Utah. The wilderness study area is in the San Rafael Swell region of the Colorado Plateau Physiographic Province. Rocks in the area consist of gently dipping sedimentary strata of Permian, Triassic, and Jurassic age.

Small batches of fluorspar flotation concentrates were made into nodules and pellets on a laboratory scale. Several of these were rated acceptable by laboratory evaluation methods. The most satisfactory pellets were produced by mixing fluorspar with about 12.5 percent of water, by weight, and 4 percent of organic binders. These binders) for the most part) originated from petroleum and wood-pulp industries. They were generally difficult to handle and were not easily incorporated with the fluorspars tested. Most of them seemed to have an aversion for damp fluorspar and had to be forcibly mixed with the fluorspar; which was then formed into pellets by pressure. Substitution of fuel oil in varying amounts in the binders enhanced the mixing and penetrating qualities of these binders but at the same tire tended to make the pellets more porous. Tall oils performed the same function to a lesser degree and usually decreased the water absorbency of the finished pellets. Heat-treating temperatures to set up these binders were moderate -about 5000 F. for 30 to 50 minutes was usually enough for both drying and heat treating. Nodules made with 1-1/2 to 2 percent of bentonite as a binder were easily mixed and formed. They required a high degree of heat (about 1,500° F.) to develop their strength and were quite water-absorbent when finished. Two fluorspars were examined for weight and fluorite loss after heat treatment at similar temperatures. Both showed a definite wej.ght and analytical loss of fluorite. Bentonite was used also as a binder to successfully nodulize finely ground oxides of iron, manganese, and nickel.

The value of abrasive materials consumed in the United States increased 37% in value over that of 1983 to $439 million; of which, 58% was manufactured abrasives, 36% was industrial diamond (natural and synthetic), and 6% was natural abrasives. Production value of natural abrasives, which consist of crude tripoli, special silica stone, garnet, and emery, increased 4% Production of crude tripoli, a finely disintegrated chert, increased 12% in quantity and 8% in value. Shipments of processed tripoli increased only 3% in quantity but increased 16% in value, with large increases occurring in both major end-use categories. Production of garnet, an abundant iron-aluminum silicate, decreased slightly in quantity and value after posting continued increases in quantity and value since 1980. "INTRODUCTION This report embodies the results of a detailed statistical microscopic examination of the ore and the mill products of the Silver King Coalition Mines Co., Park City, Utah.The study was conducted under the joint auspices of the United States Bureau of mines is cooperation with the University of Utah at Salt Lake City, Utah. The work was done in the cooperative Microscopic Service Laboratory, which was equipped by contributions from the following companies: Utah Copper Co., International Smelting & Refining Co., American Smelting & Refining Co., United States Smelting, Refining & Mining Co., Tintic Standard Mining Co., Silver King Coalition Mines Co., and Park Utah Consolidated Mines Co. The salaries and the other costs involved in operation of the laboratory were met by contributions from certain supporting companies. Naturally, such studies have been more extensive in European countries, where mining conditions are less favorable than in the United States. As a part of its work in the conservation of coal resource and prevention of accidants in mines, the Bureau of brines began systematic measurements of the movement of roof strata to in coal mines in the fall of 1935. It was decided- that, in the beginning, work on a rapidly retreating rib line in a mechanized mine would give the greatest amount of information in a reasonable time. To this end w cooperative tine agreement was made with the Pittsburgh Coal Co., through Dr. L. E. Young, vice: president in charge of operations, for conduct of work in that company's Montour 10 mine operating in the Pittsburgh coal bed. This paper gives an account of the methods used in the investigation, excerpts from the data obtained, and such generalizations as appear to be justified.]

The U.S. Bureau of Mines contracted a study to estimate what effects the underground mining of thick coal seams in the western United Slates would have on the surrounding water resources. Potential coal fields in the western United States where this type of mining might occur were identified. The foreign literature was searched for studies of effects on hydrology from thick seam underground coal mining. Based on the limited information obtained from the foreign literature, estimates of the effects of this type of mining on the ground and surface water in the western states were made.

Beryllium is a strategic metal of ever-increasing peacetime importance because of the unusual properties of beryllium-copper alloys. These unusual characteristics are the combination of high strength and hardness, high fatigue resistance, and high wear resistance in alloys that have the corrosion resistance of copper. The principal industrial source of beryllium is the mineral beryl, a beryllium-aluminum silicate that occurs in pegmatites associated with quartz, feldspar, mica, and smaller amounts of various accessory minerals. The beryl is usually recovered in processing the pegmatites for the recovery of some of the other mineral constituents. Pegmatite deposits are found in various parts of the United States, but those in the Black Hills of South Dakota are the source of most of domestic production. The beryl marketed from the South Dakota pegmatite deposits occurs as coarse crystals, which are obtained by hand sorting. These pegmatites also contain other valuable minerals.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Com¬mittee of the Coordinating Research Council (CFC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further re¬ports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of l941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. The present report presents analytical data for 3,011 samples, representing the products of 113 companies. Most of the samples represented in this report were obtained during July and August 1946. As in previous surveys the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows: Regular-price, 1,585 samples, 311 items, and 99 -brands; premium-price, 1,422 samples, 280 items, and 94 brands; third-grade, 4 samples, 4 items, and 4 brands. This report, consisting mostly of float-and-sink data and washability curves, has been prepared in connection with an exhaustive study of coal preparation in Alabama conducted by the U. S. Bureau of Mines and the University of Alabama with the cooperation of the different coal operators on the basis of the float-and-sink data, an attempt has been made to deter-mine approximately the extent of ash and sulphur reduction obtainable under given conditions on coal from the mines which were sampled. In the coal-producing districts of Alabama a great deal of attention has been given in recent years to the problem of improving preparation methods so as to obtain from various coal beds the best possible grade of washed coal. This is especially so where the washed coal is used for the making of metallurgical coke in by-product plants or where there are possibilities of using the coal for this purpose. In the manufacture of metallurgical coke, the sulphur content of the coal is a very important consideration. It is quite often the determining factor as to whether or not a certain coal can be used for coke making. In the studies which form the basis for this report, all samples have been analyzed for sulphur in order to obtain information regarding the possibilities of sulphur elimination as well as ash reduction, and the samples on which reports are made were obtained from beds that are characterized by rather high percentages of sulphur. In connection with the present investigations of coal preparation in Alabama a standardized method of interpreting float-and-sink data has been used extensively for predicting the ash and sulphur reduction and yields obtainable in a commercial washing plant from various sizes of raw coal and from the raw coal as a whole after a certain degree of crushing. This method, which will be explained in subsequent chapters, was used in interpreting the data contained in this report. The samples used for these washability studies were obtained from the following mines in the Warrior field of Alabama: Beltona mine on the Jefferson bed; Dolomite and Mulga mines on the Pratt bed; Coal Valley No. 16B and Coal Valley No. 11 mines on the Corona bed; Cedar Cove mine on the Carter bed.
