The United States Bureau of Mines has engaged in a study of the conditions under which coal mine accidents, resulting in the loss of life, limb, or time to the injured person, occur from falls of roof and coal. This publication is devoted to the results of a study conducted in the coal mines of the Book Cliffs and Wasatch Plateau coal fields of Utah. To show the necessity of this study, a statement of the fatalities that have occurred during the period 1928-1930, inclusive, in the bituminous mines of the United States and of Utah, is presented (Table 1), followed by a brief description of this Utah district, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining, supervision, roof testing and timbering for roof support, all of which are factors in any plan devised for preventing accidents from falls of roof and coal.

This report presents the results of a study to determine compaction criteria for coal waste embankments. The purpose of this study is to evaluate the costs and resulting effects on the engineering proper-ties of coal waste materials, utilizing different compaction methods, equipment passes, and lift thickness. Based on the results of the study, a cost efficient compaction method that will attain the desired results will be recommended to the coal mining industry. The report describes a comprehensive literature search into the compaction of coal waste materials, field compaction programs, laboratory investigations, analysis of test data as well as conclusions and recommendations for establishing the compaction criteria. The findings obtained in this investigation are intended to supply much needed information and to justify the guidelines that have been recommended.

In response to the Coal Mine Health and Safety Act of 1969, mandatory noise standards have been developed that specify time-noise limits of mine personnel exposure. Most affected by elevated noise levels is the pneumatic roof bolter operator, both in terms of levels near or in excess of 115 dbA and in terms of length of exposure. Therefore, the principal emphasis of this Bureau of Mines report is on pneumatic drill noise control. It is not the intent of this report to suggest any drill redesign; instead, methods are suggested to reduce the noise level by complementing existing machines. An integral muffler system and a separate muffler system were tested in an attempt to lower pneumatic drill noise levels. Pneumatic drills, when new, operate at about 115 dbA when drilling in sandstone. Using the drill muffler systems, it was possible to decrease the noise level of a 115-dbA stope drill to approximately 100 dbA.

This report presents the results of a study to develop a detailed mining method design based on longwall mining with sublevel caving. The method is applicable to low-dipping coal seams 20 or more feet thick such as are found in the western United States. The report covers (1) the development and description of the mining method, (2) evaluation of the engineering feasibility of the design, (3) estimates of productivity and recovery, and (4) an engineering cost analysis and economic feasibility evaluation of the mining method design.

A U.S. Bureau of Mines case study of pillar recovery in high-grade ore near the Ross shaft at the Homestake Mine, Lead, SD, has demonstrated the usefulness of the finite-element method for evaluating shaft pillar mining plans and shaft stability. This report focuses on mine measurements and calibration of the two-dimensional computer model and is the second in a series of three Reports of Investigations describing the Ross shaft study. In this study, borehole extensometers and other instruments were installed to provide data for model verification and to monitor the shaft. Results of the recalibrated two-dimensional model (UTAH2) confirmed the premining stability evaluation. However, after mining began, concern was expressed because cracks and other signs of ground motion appeared at considerable distances from the area of active pillar mining. In part 3 of the study, an intense three-dimensional modeling effort using UTAH3 was initiated. The results again showed that the observed effects were within expectations and that the shaft would remain safe. Three-dimensional analyses of alternative pillar mining scenarios indicated that more of the shaft pillar ore reserve could be recovered than previously thought.

The objective of this program was to adapt Space Shuttle technology on high-performance spherical pressure vessels to cylindrical pressure vessels. Specifically, a cylindrical aluminum liner overwrapped with fiberglass filaments and prestressed by yielding the liner under a sizing pressure was to be replaced by a higher strength-to-weight ratio steel liner overwrapped with a higher strength-to-weight ratio filament. The steel was cryoworked stainless steel and the new fiber was Kevlar 49. In addition, the heavyweight ends of the aluminum liner were to be replaced by thin-walled domes which required multiple helix angle wraps for their support, in place of the single kite-string wrap from pole to pole of the aluminum overwrapped design. The use of cold swaging of tube-ends to form bosses, demonstrated on subscale development efforts, had not been achieved full-scale when the contract was initiated. Difficulties arose with the full-scale demonstration which were not solvable at the time with the designs and equipment available. hence, an unanticipated development was the finally selected method of making the 4-in.-diameter stainless steel liner with a single boss and no welds in an 0.020-in.-thick wall, from an 0.050-in.-thick, 13-in.-diameter disk. The demonstration vessel failed by leakage during the prestressing step because embedded oxides had formed flaws in the boss region. Such flaws have been avoided by proper temperature control during hot spinning. Hence, a new design was developed which weighs half as much as its recently developed predecessor. Funds ran out before adequate testable hardware was produced.

This Bureau of Mines report discusses research to analyze and evaluate extended bumper systems in order to determine the degree of protection provided to equipment operators in the event of rear-end collisions be-tween off-road rear-dump haulage trucks. The basic characteristics of rear-end collisions were determined, and a detailed analysis of the col-lision dynamics was performed to identify the magnitude and direction of impact loads, the amount of energy that must be absorbed during impact, and the major factors that affect the outcome of a collision. Separate bumper designs were developed to facilitate attachment to four 170-st-capacity haulage truck frame types.

This publication summarizes, for potential contractors and other interested parties, the research, development, and demonstration contract projects programed by the Bureau of Mines for fiscal year 1982 (October 1, 1980 -September 30, 1981) under its Minerals Health and Safety Technology program. Contingencies may require that a significant port ion of the program be deferred into fiscal year 1983. The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the systems technology required to create a healthier and safer working environment for the Nation's mining and minerals processing workers.

The automation of coal mining must occur in a manner that is economically beneficial to the industry and that enhances the safety of the underground and surface workplaces. The work at WVU over the last five years in applying expert systems and neural network controlled autonomous robotics provides the mining industry with tools that when properly applied should clearly lead to mine-wide management and operational improvements and should also contribute to a higher awareness of safety issues by all work crews. This work includes the development of MMSS (Mine Management Support System) and the detailed development of autonomous robotics utilizing neural networks for mining systems.

Information on total estimated uranium reserves and domestic requirements have been collected, A survey has been made on the possibilities of recovery of uranium from low grade and complex ore deposits, e.g., marine phosphorites, shales, coal, sea water, etc. In order to assess the potential for uranium recovery from uraniferous phosphorites, available thermodynamic data of uranium minerals, compounds and aqueous species have been collected. The existence of uranium complexes with chloride, fluoride, carbonate, phosphate, sulfate, etc., in ground waters have been evaluated at different pH's. There seems a great need to study the relative stability of these complexes in order to judge the applicability of solution mining technology for selective leaching of uranium from phosphorites. A typical flow-sheet demonstrating recovery of uranium from wet-process phosphoric acid has been included in this report. Some essential features of the economics of uranium recovery from uraniferous phosphorites have been briefly considered and recommendation have been made for further studies.

In the interest of safety in underground coal mining, the Bureau of Mines recommends: 1. That doors used to control ventilation (a) Shall be installed in pairs to form air locks, (b) Shall be self-closing, (c) Shall not have latches or other devices for holding them open, (d) Shall be constructed and maintained to prevent excessive air leakage through or around them, (e) Shall be fire resistant. 2. That wherever practicable the use of doors shall be limited to development openings. The Mine Safety Board is of the opinion that the best practice in coal-mine ventilation makes use of a split system employing overcasts or undercasts with doors limited as far as feasible to development openings. The distance between air-lock doors on haulageways should be sufficient to accommodate a trip or train of maximum length. Where auxiliary doors are installed to control ventilation during emergencies, they should be so placed that they can be utilized readily in case of damage to the air-lock doors.

The Bureau of Mines presents an economic evaluation of its leach- electrolysis process for recovering lead from galena concentrate. In this process, galena concentrate is leached at 200° F with a ferric chloride-brine solution to extract lead while leaving sulfur in the residue, which is discarded. The solution after leaching is concentrated and cooled to 100° F by vacuum evaporation to crystallize lead chloride from which metallic lead and chlorine are produced by fused-salt electrolysis. Chlorine is used to regenerate the spent leach solution before it is recycled. A cost estimate was prepared for a plant capable of producing 300 tons per day of lead, 330 days per year. The fixed capital cost on a third-quarter 1977 basis Fs $27,500,000, and the estimated operating cost without a charge for the concentrate is 4.9 cents per pound of lead product. Assuming a selling price for corroding-grade lead of 31 cents per pound and a charge for the concentrate of $332 per ton, the interest rate of return on investment after taxes is 16 percent. The leach-electrolysis process, therefore, appears to be economically attractive under the assumed market conditions.

For several years considerable activity has been devoted to economic and social factors affecting California metal-mining operations as they relate to accidents and their cost. The reason for this intense interest is that accidents cost this industry annually over $1100,000 in industrial insurance premiums for mines insured by insurance carriers only; during 1924-32, inclusive, they amounted to $3,616,9115. There are several reasons for this high cost, the most important of w rich are the consistently .high frequency and severity rates of injuries occurring in the industry. Coordination of effort, appreciation of a mutual problem, and widespread education are essential if accidents and their cost are to be reduced.

The purpose of the Inherently Safe Mining System (ISMS) project is to develop continuous and conventional coal mining equipment and systems which will reduce the incidence of fatal and nonfatal accidents in the working sections of underground bituminous coal mines by application of existing technology. This report (arid related appendices) provides a description of the functional design specifications, engineering design specifications, and program of instruction for development of a training system for dragline equipment operators. Based upon a task analysis and training system analysis prepared under Phase I, Phase II efforts expanded upon and refined the functional design specifications. The training hardware components have been developed to a point shy of system fabrication. A detailed outline of the porgram of instruction and content sequence has been prepared. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.

Manipulation of hand-held objects in 3D space is a complex task. Understanding how individual digits interact with a hand-held object provides helpful information for hand tool designers, researchers, clinicians, and occupational therapists. At the object-digit interface, the contact mechanics can be represented by three force and three torque components. Six-component force/torque transducers can register all the three forces and three torques at the digit-object interface, and therefore are advantageous in the study of manipulation mechanics. The large number of force and torque signals from multiple force/torque transducers are difficult to interpret and therefore making experimental research of manipulation a challenging task. The purpose of this study was to develop a 3D visualization tool for the investigation of the contact mechanics at the object-digit interfaces during manipulation tasks. Methods A 3D stick-figure hand model was created based on digitized 23 anatomical landmarks of the hand. Five miniature 6-component force/torque transducers (4 × Nano17 for the fingers, 1 × Mini40 for the thumb, ATI Industrial Automation, NC) were used to record force and torque data at the tips of individual digits. Thirty channels of force/torque signals from the transducers were collected by a 16-bit analogue-digital converter (PCI-6031, National Instrument, Austin, TX) installed in a computer. The transducers were mounted on a custom-made rectangular aluminum handle for object manipulation. Coordinate frames were established at each transducer, on the handle, and at the base of the MicroScribe digitizer. To visualize the force vectors at the digit-tips, the coordinates of the hand landmarks in the MicroScribe coordinate frame and the force vectors in local transducer coordinate frames were transformed to a common coordinate frame defined on the handle. One healthy right-handed, male subject participated in the experimental study. During the tests, the participant sat in a chair by a testing table. The forearm was strapped to an arm holder in neutral rotation position. The instrumented handle was fixed on the testing table by a C-clamp through an adapting plate. With the hand of the subject gripped on the instrumental handle, the landmarks of the instrumented handle and the transducers, as well as the anatomical landmarks of the hand were digitized using the MicroScribe digitizer for the purpose of coordinate frame establishment and transformation as described above. The subject performed three different maximum isometric voluntary contraction tasks: (1) grasping, (2) rotating in pronation, and (3) lifting. Results The 3D hand model and representative force vector clusters in a single trial of grasping, rotating, and lifting tasks are shown in Figure 1. As part of the U.S. Bureau of Mines program to improve base metal leach systems, pressure leaching of galena (PbS) concentrates in fluosilicic acid (H2SiF6) solution was investigated. Lead extraction was 93 pct when PbS was pressure leached in H2SiF6 at 95° C with 2OO-psig O2 pressure for 40 min, using ferric nitrate [Fe(N03)3] as a catalyst. The effects of several catalysts, O2 pressure, time, and acid concentration on leaching were determined. The purified leach solution was electrowon to recover high-purity Pb metal. The H2SiF6 used in leaching and electrowinning can be recycled continuously. A flow diagram was proposed based on this investigation. Elemental sulfur (SO) was recovered from the leach residue by solvent extraction. A method was also developed for treating the flnal residue to segregate the important byproduct elements such as Ag, Cu, and Zn and enable their recovery by standard commercial processes.

A thermal imaging borehole probe was designed and fabricated for the purpose of obtaining thermal images, through smoke, of objects and people in underground mines. The effort was basically unsuccessful; electrical noise, and possibly thermal noise, interferred with the desired signals to the extent that spatial resolution in the images was unacceptable.

The objective of this contract was to develop a simple, reliable, economical, remote-control roof bolting module for installation of mechanical and resin bolts. It was to be capable of placing longer than seam height bolts, up to 10 ft lengths, from a seam height of 36 to 72 in., while keeping the operator under supported roof. The resulting machine, called REM-Bolter, is a low profile unit that utilizes Foster-Miller Flexible Shaft Roof Drill, a Bendix Roof Bolt Inserter and a newly designed. Roof Bolt Lifter/Torquer. Every effort was made to strike a compromise between complete automation and complete manual control. In a controlled laboratory environment the REM-Bolter remotely installed 1000 bolts. Subsequently the machine was tested in an operating coal mine where 500 holes were drilled (and an equal number of bolts were installed) remotely, over a 4 month period. The results of all tests Live shown that the operator of a machine of this kind can quickly, and repeatedly, install rootbolts remotely from his operator compartment some 8 ft away from the drilling/bolting action. The report includes recommendations for improvements to the present REM-Bolter design that would translate the present test bed into a second generation test bed and a potential first generation production unit.
