This paper purposes to outline briefly results of seismic measurements made in the vicinity of blasts in a mine and in open-quarry operations. It endeavors to examine the amplitude and frequency of such vibrations as influenced by the loading, geology, and distance from the source and includes comments on factors that may index the destructiveness of a vibration and a method for measuring the stresses produced. There seems to be no simple mathematical analysis of the transmission of seismic energy through the ground, and experimental observations are at present most feasible. SEISMOLOGIC INSTRUMENTS Instruments developed by the Bureau of Mines for recording ground vibrations from quarry blasting comprise a new type of seismometer, oscillators, and a recording oscillograph. The seismometers respond to vibrations reaching them through the earth and transmit their characteristics by electric current to the oscilloglaph, where they are recorded by a beam of light on a moving strip of sensitized photographic paper. The seismometers are so constructed that their sensitivity to earth vibration can be controlled, thus keeping the amplitude of the recorded wave within bounds on the paper. Each instrument has been calibrated against vibrations of known intensity and frequency so that correction factors are known for the idiosyncracies of each unit. Moreover, each seismometer is calibrated in the field for its particular sensitivity setting at each blast. By these controls the actual movement of the earth due to vibrations of one ten-thousandth of an inch can be accurately measured.

The objective of this study was to prioritize the potential risks nuisance and biologically active dusts and fumes present in metal and nonmetal mines. This was accomplished by ranking numerical values derived from a matrix formula calculation that took into account dose, mine population, and sampling size. Data used in these calculations were obtained from the Mine Inspection Data Analysis System (MIDAS). The dusts determined to have the highest risk potential were quartz respirable particulates, mine dust, cristobalite respirable particulates, welding fume components, and nuisance respirable dust. Other dusts and fumes that were not ranked in this study, due to small sampling population, but which show a potential risk, include asbestos, talc, hydrogen cyanide, organic compound dusts, arsenic, metal dusts, and metal and nonmetal fumes.

The strippable reserves of bituminous coal and lignite in the United States were calculated in accordance with the prevailing conditions of seam thickness and depth of overburden in each of the several coal-producing areas of the Nation. Within defined limits of seam thickness and depth of overburden, it is estimated that there was a remaining strippable resource of 118 billion tons of raw bituminous coal and lignite as of January 1, 1968. Because of topography, natural and manmade features, and other limitations, only 45 billion tons of the resource are strippable reserves. Of this, 32 billion tons is considered low-sulfur (less than 1 percent), 4 billion tons is medium-sulfur (1 to 2 percent), and 9 billion tons is high-sulfur (over 2 percent) coal. Owing to a cleaning loss affecting that portion of strip coal that is mechanically cleaned, the 45 billion tons of strippable reserves are reduced to 39.6 billion tons of marketable coal. A brief discussion is given for each coal-producing State, summarizing past and present production, historical background, and outlook. Appendix A contains reserve data by State, county, seam, and sulfur content. Appendix B contains the general information and requirements necessary to comply with the current strip mining laws covering 20 States.

Electrical trailing cable handling techniques and practices used in metal and non-metal surface mines were investigated by obtaining information through actual visits to the mine properties located in a variety of geological areas and climatic conditions. An analysis was made of all accidents related to cable handling which are cataloged by HSAC* for the period from 1971, through June 1980. Information was also collected from mine operators concerning near accidents and non-reported accidents. The results of this investigation were presented to the U.S. Bureau of Mines in an effort to outline recommended practices for cable handling in surface mines and to recommend additions and/or changes in the present regulations now being enforced by MSHA** field inspectors. NIOSH research has focused on the monitoring and the control of methane levels in active mine workings. Response times for instrumentation using catalytic heat-of-combustion sensor technology were evaluated. NIOSH research has modelled the flow of methane gas onto long-wall faces and gobs, developed engineering controls to limit methane levels during mining, and designed coalbed and gob degasification systems. Available methane control systems have been challenged by recent developments in longwall and room-and-pillar mining systems. This includes increased face advance rates leading to increased productivities, increased longwall panel sizes, and the generally deeper workings of U.S. coal mines. The potentially violent nature of any underground explosion or ignition requires the measurement, control, and reduction of methane emissions into the mine environment for continued worker safety.

In the context of the following report, an hazardous location can be described as any industrial area in which flammable or explosive gases, vapors, and dusts can be encountered. When electrical apparatus is used in such hazardous atmospheres, the chance of a dust or gas ignition is ever present. Consequently, in an effort to reduce the ignition hazard, several protection systems have been devised. Such systems are termed electrical hazard reduction techniques. The most widely accepted and used of these, the explosion-proof enclosure, is the principal subject of this report. However, other techniques are briefly mentioned. Hazard reduction techniques used in coal mine atmospheres (which can contain methane, coal dust, and air mixtures) are classified as Group I. The explosion-proof enclosure commonly used in mines is defined by the USBM Schedule 2G as a device that can contain internal explosions of methane-air mixtures without undergoing damage or excessive distortion and without an ignition of a surrounding methane-air mixture or discharge of flame. (100) Internationally, the definition remains the same except the words "discharge of flame" are not present. (4,5,31,42,52,76,102) The latter description often refers to flame-proof enclosure construction, but the terms "flameproof: and "explosion-proof" commonly have the same connotation. These enclosures which may not be vapor tight, are distinguished by heavy-wall cast or welded construction and bolted or threaded close fitting flanges.

This report covers the calendar year 1954 and has been prepared and submitted to the Congress of the United States in accordance with the provisions of Sec. 106(a) and Sec. 2l2(c) of the Federal Coal-Mine Safety Act (66 Stat. 692; 30 U.S.C. Sec. 451-483). Background The Federal Coal-Mine Inspection program was established to carry out the provisions of Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. This act has since been amended to be known as Title I -Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also includes Title II -Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal-Mine Safety Act.

This report summarizes all work performed under U.S. Bureau of Mines Contract No. J0395028, "Noise Control of Rubber-Tired Front-End Loaders Used in Surface Mining. " Two loaders, a Caterpillar 988 and an International H-400B, were chosen for this program, and the noise sources and acoustic paths that contribute to the operator's noise exposure were identified. Retrofit noise control treatments were designed and installed on these loaders, and noise reductions of more than 10 dBA at the operator position were achieved on both machines. The retrofit packages are low cost and have been field tested in two mines for more than two years. The results of the program were communicated to the mining industry through a series of noise control workshops and a field manual. The workshops were given in nine states across the U.S. and more than 440 manuals were distributed An audio/visual slide presentation was also developed which the program.

This report describes a computer-based model for estimating the tangible costs of injuries and deaths from work-related accidents in underground coal mines. The study undertook to identify and quantify the elements of accident costs, including field visits to coal mines, insurance carriers, and public agencies. The mathematical models developed for each tangible element of accident cost are presented in Volume I -of the report. A listing of the computer programs which comprise the model and instructions for using the programs are presented in Volume II. Statistical distributions of mining family characteristics, data on 95 miners killed in underground accidents, and other basic data used to develop the model are presented in Volume III. Application of the model to a data base of 9,286 accidents which occured in underground bituminous coal mines during 1974 yielded a total of $56,900,000 in tangible costs to industry, mining families, and public agencies. Loss of income to the families of miners injured or killed in these accidents accounted for 47 percent of the total.

The performance characteristics of five hydrocyclone coal washers were evaluated to determine the sharpness and efficiency of separation that might be anticipated in commercial operation. The hydrocyclone overflows contained generally good clean coal products that would require little re-treating to remove misplaced high-gravity material. The underflows, however, contained from 63.6 to 36.7 percent of misplaced low-gravity material, which would require secondary cleaning to provide acceptable clean coal yields.

Cameroon's mineral industry continued to be dominated by crude petroleum. The country's economic development depended on the production and export of crude oil. Oil output was estimated to be 56 million barrels in 1984 compared with 47 million barrels in 1983 and 39 million barrels in 1982. The country's only refinery processed approximately 16,000 barrels per day of crude oil in 1984, operating at slightly over 50% capacity. This volume, however, supplied the domestic need for motor fuel and heating oils. Cameroon's economy continued to expand despite problems and setbacks stemming from the attempted coup of April 6, 1984. Gross domestic product (GDP) growth in 1984 was 6.5%, the same rate as in 1983. Offshore crude petroleum production was the chief factor in the sustained economic growth. The country also maintained a relatively strong balance-of-payments position through oil exports. Investment, ranging up to 25% of the GDP, greatly contributed to sustained growth. The oil sector contributed approximately 14% to Cameroon's GDP in both 1983 and 1984.

This investigation was undertaken to obtain basic information necessary for the design and operation of a plant for recovering metallic values from nickeliferous laterite and serpentine of the Philippine Islands. It was divided into three parts: (1) Mineralogical studies and preliminary mineral dressing tests; (2) electric smelting of the ores, upgrading of ferronickel by blowing with oxygen, smelting laterite slag to produce crude iron, and the production of mild steel; and (3) nickel and cobalt recovery from upgraded ferronickel. Results of the investigation indicate that it should be feasible to recover nickel, iron, and possibly cobalt products from the laterite and ferro-nickel from the serpentine. Mineralogical studies were made on representative fractions of the laterite and serpentine tonnage samples and on five selected samples; mineral dressing tests were made only on laterite. The nickel occurs principally associated with hydrous iron oxides and chemically combined with serpentine; garnierite was the only discrete nickel mineral identified, and it was found in a highly decomposed serpentine. The bulk of the cobalt was found in wadlike manganese oxide material. Approximately twice as much chromite was found in the laterite as in the serpentine, By mineral dressing techniques, laterite was separated into two fractions: one fraction contained over 90 percent of the nickel and cobalt, and 83 percent of the iron; the other fraction contained 74 percent of the chromium. A cobalt concentrate (1.1 percent Co) was produced by a scrubbing and sizing procedure.

As part of the Federal Bureau of Mines project to develop new or improved materials for metallurgical furnace applications, the Tuscaloosa (Ala.) Research Center has conducted research to develop a reproducible laboratory test for evaluating the resistance of refractories to molten slags. Tests were conducted with a slag representative of slag used to produce mineral wool. A rotating cylindrical furnace was lined with the brick being tested, and it was operated at temperatures up to 1,660° C for periods ranging from 8 to 32 hours. The effects of such variables as slag temperature, rotational velocity, charge rate, and contact time on refractory erosion were determined. The research demonstrated the reproducibility of the test procedure developed.

The Bureau of Mines has conducted substantial research on the design, construction, and operation of metal and nonmetal tailings ponds. This design guide, like related Bureau publications that preceded it, is produced to assist the industry in the management of mill tailings disposal. It covers the site selection, sampling, laboratory testing, design, construction, operation, and inspection of tailings embankments. The effects of environment, topography, and hydrogeology are also included, and various methods of stability analysis and factors affecting stability are reviewed. Because of the diversity of problems encountered in tailings embankments, specific solutions are not intended. The guide is, however, a useful checklist for designers, operators, and inspectors of this type of structure.

This Bureau of Mines report describes calcination of kaolinitic clay in a direct-fired 2-1/2- by 24-ft rotary kiln at 750° and 775° C. Methods for preparing kaolin feed materials and characterization of calcined products are discussed. Approximately 99 pct of the alumina in a typical eastern Georgia kaolin was soluble in HC1 after calcination at either 750° or 775° C.

Prier to the date of this contract, Ocean Energy had developed and demonstrated a high efficiency fluorescent caplamp which operated from a standard 4 volt miner's caplamp battery. This unit produced about five times the light output of the standard incandescent miner's caplamp. The Company believed that the major market for this unique caplamp was in the industrial and municipal applications. Because of the additional safety requirements for coal mining use, and in conjunction with the much smaller market in the mining industry, the additional expense and difficulty of modifying this caplamp to comply with the Federal and State coal mine regulations were not considered at that time. Recognizing the potential of this lamp for improving illumination conditions for underground coal mining, the US Bureau of Mines contracted with Ocean Energy to make the required modifications to this lamp to bring it into compliance with the Federal and State of Pennsylvania regulations, and thereby, make this lamp available to the anthracite and bituminous coal mining industry. At the outset of the contract, the injection molds for the caplamp housing were being completed, and only prototype, hand fabricated, units were available for tests. The Bureau evaluated these prototype units and formulated a performance specification for the miner's version. Light level and distribution, weight, size, angle of tilt, and operating duration were all specified. In addition, it was required that the caplamp be com¬patible with existin charging equipment at the mines and that the final design be in full compliance with MESA Schedule 6D and he ultimately approved by MESA, Approval and Testing, as well as by the Pennsylvania Bureau of Deep Mine Safety. The scope of this contract covered the modifications required to achieve these objectives. It was agreed by the Bureau that all rights to the lamp, including design, material combinations, circuitry, etc. would remain with Ocean Energy. The charger/adapter system and components, which were developed under contract funds, are disclosed hero and become public knowledge and property. Patent applications have been filed by Ocean Energy to protect the mechanical and electrical design aspects of the lamp. It should be noted that this report contains details, designs and data which may be covered by one or more Ocean Energy patent applications, and disclosure herein is made only to provide better understanding of the contract results.

This publication contains analyses and related source data for 269 natural gas samples from wells and pipelines in 18 States. All of the samples were obtained and analyzed during, calendar year 1979 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the general public. Two samples of the Lower Hartshorne (Spadra) bed were collected: A sample of the raw coal with the machine cuttings excluded, and a sample of the machine cuttings exclusively. Analysis of the 5-inch by 200-mesh size fraction of the raw coal, excluding machine cuttings, showed that a product meeting minimum quality specifications could be produced by washing at 1.60 specific gravity, yielding a theoretical 93.7 percent of clean coal. A negligible amount of near-gravity material at the separation gravity indicated an easy washing problem. The sample of machine cuttings had a maximum size of 2 inches and contained about 50 percent ash. Washability tests of the 2-inch by 200-mesh size fraction indicated that a theoretical yield of 30.0 percent of specification-grade coal could be achieved by washing at 1.49 specific gravity. As the machine cuttings represent an estimated 10 percent of the total coal mined, their inclusion in the mine output would increase the theoretical net yield of salable coal by only 3.7 percent. Because the machine cuttings contained a high percentage of sink 1.80 specific-gravity material, they had neither an effect on the separating gravity required to clean the raw coal nor on the difficulty of separation. Gabbing underground versus transporting the cut-tings to the surface for disposal or washing either separately or combined with the raw coal involves a number of practical, economic; and intangible factors; hence, no specific recommendations could be made.
