With a share of approximately 11% of global greenhouse gas emissions, the construction industry contributes significantly towards climate change. This is why construction projects should not only be assessed on costs and technical solutions, but also on their carbon emissions. Life Cycle Assessment (LCA) is a tool which can quantify the environmental impacts of a construction project over its entire lifetime. The objective of this study was to determine the carbon footprint of three types of quay wall structures, namely sheet pile combi-walls, open piled decks and caissons using an LCA approach. Each of these quay walls were studied under the same boundary conditions, such as design life, ground conditions, dimensions, location and so on. The analysis showed that the sheet pile wall has the lowest carbon footprint whereas the open piled structure has the highest. Furthermore, it could be shown that the largest share of greenhouse gases (approximately 80%) is emitted during the production of construction materials. The transportation of materials and construction activities each contributed under 12% to total emissions. The sensitivity analysis showed that with innovative approaches, such as adapting the concrete mix design, the carbon footprint could be reduced by 26% to 40%.

1 Triton Square was originally a six-storey building with a one-level basement located within a commercial development near Euston, London. It was designed and constructed in the 1990s and the foundation scheme comprised straight shafted London Clay piles arranged singly beneath columns. The scheme added three storeys and a five-storey infill in the central atrium area to increase the building floorplate by 70% and maintained the usability of the basement space. As the loads to support the additional floorplate area were greater than the capacity of the existing foundations, an optimised strengthening scheme of small diameter piles installed within the existing basement and a slender retro-fitted raft was installed to augment the existing piles. The re-use and strengthening of almost all of the existing foundations enabled re-use of a very high proportion of the superstructure and in approximately 35,000 tonnes of concrete and 1,900 tonnes of reinforcement and structural steelwork being re-used. The structural embodied carbon for the refurbished building scheme is estimated at an average of 136 kgCO2e/m2, achieving a Structural Carbon Rating Scheme (SCORS) “A” rating with components detailed in the paper.

"A portion of the roof for a 129 x 144-inch, nearly 100-year-old sewer outfall in the City of Baltimore had deteriorated to the point that it resulted in the development of a large sinkhole in a residential neighborhood. A subsequent video inspection of the sewer outfall indicated that there was a hole in the sewer outfall, and it would need to be repaired . After initial backfilling of the sinkhole and repairs to the water service lines, a conventional wood shoring system was used to support the excavation and expose the Main Outfall Sewer to inspect and repair it. This excavation was unsuccessful because of loose sandy soils and high groundwater conditions. An innovative use of a steel reinforced jet grout excavation support system was ultimately used to underpin an adjacent 20-inch water main and other nearby utilities, and provide access to the top of the Main Outfall Sewer some 22 feet below the street surface to facilitate inspection and repair of the sewer. This excavation support system was also successfully utilized in the final repair of the sewer roof by serving as a buttress for the new roof system.1.0 IntroductionThe project site is located in a residential neighborhood with brick masonry row houses situated on the south side of Chase Street and a brick masonry church on the north side of the street. Figure 1 illustrates the location of the site. The City right of way is 65 feet wide, and the street is 40 feet curb to curb. The centerline of the Main Outfall Sewer runs parallel to and a few feet south from the centerline of the street. Other utilities running parallel to the street include a cast iron 20-inch water line built about 1910, a 24-inch terra cotta storm drain, a 6-inch terra cotta sanitary sewer, a 4-inch cast iron gas line and a 40-inch electrical duct. Cross utilities included a 4-inch gas line and several smaller water and gas service lines to the church and row houses. One gas line that was not shown in the City's GIS database was exposed during the excavation."

In the latest AASHTO design specifications, the Load and Resistance Factor Design (LRFD) method is prescribed for the design of retaining walls. However, inconsistencies arise when LRFD is used for retaining wall design versus the traditional Allowable Stress Design (ASD). Required toe embedment and wall loading demand vary greatly when the two design approaches are compared, all else being equal. This is due to application of linear load factors to properties that vary non-linearly in the design. These inherent inconsistencies are further intensified when introducing factors such as layered soil profiles, different wall types, groundwater elevation, and surcharge requirements. When applied correctly, these two design approaches, in theory, should lead the designer to the same result with little discrepancy, as they do with steel structure design. However, the use of the current AASHTO LRFD method for various geostructural retaining wall designs yields contradictory results that suggest existing retaining walls that have been successfully designed and constructed are unstable. Fundamentally, LRFD should be built on reliability-based calibrations; the successful past performance of existing retaining structures designed using ASD suggests that the LRFD approach requires considerable modification. The authors of this paper recommend that the current LRFD load factors be reviewed and revised based on more comprehensive wall performance data and wall type such that the difference between retaining structures designed using LRFD and those designed using ASD is eliminated.

"The embankment dam at Storfinnforsen is 23 m high and was completed in 1954. The dam has an impervious zone with timber sheet piles and a support fill of glacial till. The pore water pressure in the downstream shoulder has during recent years increased due to deterioration in the sealing function of the timber sheet piling. There is a concern that the high pore water pressure in the glacial till will cause internal erosion initiating at a thin coarse transition layer between the glacial till and the rock fill along the downstream toe. As a remedial action in order to improvement of the leakage resistance a supporting berm of coarse rockfill against the downstream slope of the dam was constructed in year 2013. In addition a new impervious seal in the centre of the dam e.g. a diaphragm wall was considered. However, after further studies and a trial stretch of 40 drains each 20 m long and diameter 0.3 m an alternative with vertical drilled drains in the downstream support was selected. A contract has now started up to drill in a similar way to treat the full length of the dam with drains. The work is in the planning to be completed in 2016.Dam ConstructionStorfinnforsen Embankment Dam was put into operation in 1954. The dam is 330 m long and maximum height is approximately 23 m. The dam is constructed with a central core zone and supporting zones of earth and rockfill on the upstream and downstream sides giving an almost symmetrical cross-section about the dam axis, see Fig. 1. The upstream slope is 2H:1V down to el. 270 and 2.5H:1V below. On the downstream side the slope is 1.75H:1V down to +269 and 2H:1V below. The core zone consists of a timber sheet pile wall with a Zone 5 of glacial till, approximately 2 m wide, adjacent to the wall on the upstream side."

The Foundations of the Shear keys and alround cut off for Power House -IV of the Western Yamuna Canal Hydroelectric Project at Bhudkalan, Haryana were to be laid at a depth of 26M below the N.S.L and 24.4M below ground water table. The foundation of the drainage sump was to be laid at still higher depth, Viz 29.OM below N.S.L. The Sub soil at the site consisted of Gravel with some amount of sand. The laying of the foundation at such a great depth, at a large depth below the ground water table and that too under such difficult sub-soil conditions encountered a large no of Geotechnical problems-viz excessive seepage, side slope sloughing and sand boiling during excavation. Under the circumstances at the site, the modified foundation construction procedure i.e a battery of M. S. Troughs was placed in flowing water conditions and concreted thereafter, resulting in a sizable cut in dewatering and reducing a significant amount of time and cost of construction affecting a saving of crores of rupees at the state exchequer. Sheet Piling was used to prevent side sloughing in the foundation pit.

During the last phase of the Circunvalacion Norte project in San Jose, Costa Rica, preliminary designs for an underpass structure of over 16 km (10 miles) considered drilled shafts as an earth retaining system. Since the project’s execution was delayed and close to the deadline, it was necessary to optimize this structure, with the drilled shafts being the most critical aspect. The key element in order to obtain an improved design was characterizing the job site with a specific site study for seismic demand, and the use of advanced numerical modelling, considering soil-structure interaction. The site investigation comprised the CPT, PMT, MASW geophysical tests, deep exploration drilling, and triaxial compression tests. The terrain was modeled using an advanced constitutive model with hardening plasticity calibrated from the triaxial tests. Plaxis software was used to calibrate the seismic model for the terrain and for the dynamic analysis. Two conditions were considered for the retaining structure: free-head and fixed head. A parametric study with drilled shafts of 1.0 m (3.3 ft) and 1.2 m (3.9 ft) in diameter, and center-to-center spacing of 1.3 m (4.3 ft) and 3.0 m (9.8 ft) was conducted in order to obtain an optimized structure. For each condition of the drilled shaft wall, the computed deformations were compared for two spectrum designs: site-specific spectrum and seismic code generic spectrum. Finally, a dynamic analysis was performed to check the performance of the drilled shafts with optimized spacing using a control earthquake. Based upon seismic performance curves, the analysis showed the possibility of greater spacing for the drilled shafts compared to the original design, obtaining a 32% reduction in the total length of the drilled shafts in the project.

Driven plate anchors can be used to hold in place large bridge caissons during floating construction. Their small size and simple method of installation make them a very cost effective alternative to other direct-embedment, gravity, and drag anchors. The geotechnical design of plate anchors involves the anchor geometry, embedment, drivability, and proof testing. This paper describes the experience gained with plate anchors used during construction of the new Tacoma Narrows Bridge. For this project, the anchors had to be driven in dense to very dense sands, and had to resist large forces from 7-9 knot currents.

The drilled shafts that support transmission lines and substations have been increasingly subject to testing to assess the integrity of placed concrete. Cross-hole Sonic Logging (CSL) has been used, but large diameter shafts with challenging site access are generally more favorable to Thermal Integrity Profiling (TIP) testing. TIP testing assesses the shafts based on measurements of the concrete temperature during curing. The TIP results provide assessment of integrity both within and outside the cage, along with information about the alignment of the cage and concrete cover. This data has allowed shafts with imperfect results to be subject to more detailed structural evaluations. However, it may not be well understood how to use this additional information by designers and engineers. The purpose of this paper is to present TIP results of transmission line foundations, both with and without issues with integrity, including cage shifting, minimal concrete cover, or soil inclusions. The intent is to provide general guidelines of the issues that merit additional investigation and those that should be recognized as inconsistencies inherent to underground construction. BACKGROUND This paper is intended to discuss some of the drilled shaft evaluations made when TIP testing is performed. The authors of this paper were recently involved with a transmission line project that was designed and constructed for a Confidential Utility Client located in the Midwest United States. The project was delivered as an Engineering, Procurement, and Construction (EPC) contract with the electrical line construction company as the prime contractor. The contractor then subcontracted several parts of the work which included engineering for transmission line and foundation design, foundation construction, and third-party testing intended to evaluate the concrete homogeneity and integrity of the place concrete in the deep foundations. The testing method selected was Thermal Integrity Profiling Method B, which uses thermal sensors embedded in the concrete. The TIP testing was administered by Mr. Travis Coleman with GRL Engineers, Inc. Mr. Ryan Weaver with Burns & McDonnell served as the owner’s engineer and technical consultant for the utility and was responsible for reviewing submitted TIP reports and providing recommendations to the utility on their acceptance, and if there were any issues that would warrant further discussion and analysis.

Coastal cities are in desperate need of suitable land to meet the ever-increasing demand for urban infrastructure to support commercial, residential, tourism, and off-shore activities. Countries with a lengthy coastal line, such as India, possess significant areas of wide spread highly saline soils subjected to periodic seawater intrusion. One such soil stratum was encountered at the Gulf of Cambay, Bhavnagar district, Gujarat, India. Due to the high volume of river runoff, the Gulf has a positive water balance. The relative humidity ranges from 65 to 86 percent, making the climate semi-arid to sub-humid. The high salinity, mineral content, basaltic origin, and deeper water table offered the impetus to investigate applicability of various soil treatment options for such saline soils. Admixture stabilization techniques have been shown to help with problematic soil features. The Current study aims to determine effectiveness of addition of locally available lignite fly ash (10% - 30% by weight) and cement (6% - 9% by weight) to Bhavnagar saline soil in respect of strength, electrical conductivity and CBR. In this assessment, a comparison of stabilized and unstabilized saline soil mixtures is expected to highlight the need of understanding influence of treatment on instinctive performance of stabilized saline soils, as well as assist practitioners in efficacious treatment of extreme saline soils for diverse geotechnical and construction applications.

In the Netherlands pile foundation design is done using CPTs in accordance with EC7 national annexure. The capacity per tip level is calculated for every CPT followed by zonation to find the tip level per zone. The correlation factors are used to take into account the variability in ground across the zone and they depend upon the number CPTs within the zone. The CPTs and pile tip levels selection for zoning is an iterative process that can demand significant manual effort to produce an economical pile plan. This often leads to the use of conservative correlation factors in order to accelerate the design process. Thus, it has been automated in a tool with CPTs, pile location and loads, and capacities as input. The tool has also been employed in two case studies and the results are compared to the current design practise.

Any type of deep excavation whether for Bored Piling, Diaphragm Walls or Contiguous Bored Piling Walls depends on forming a stable borehole with a defined cross-section to receive safely the permanent materials. In modern construction the excavation depth can reach well the range of 100 m and above. The diameters of the Piles reach often sizes of 2.5 m and bigger. Top casings in Bored Piles (Diaphragm Wall none) are rather short and stability below the casing, need to be secured by stabilization slurry. The boreholes need to be formed through a variety of different materials and stand open for an extended period. Without a safe stable borehole, it is impossible to produce quality products and work cost-efficient. The understanding and proper usage of a suitable slurry is a key element essential for the delivery of Foundation Elements with high quality and within a reasonable budget. The setting of mechanical and rheological parameters in specifications is necessary and helpful, but probably insufficient to embrace and control such a key element in the practical implementation of foundation construction. The proper selection, design, implementation and supervision of slurries on site requires both from Contractors and Engineers to understand how different slurries do function. Only with this knowledge the right decisions in slurry operations can be made. This talk is directed to give some help to both, Contractor’s and Engineer’s, in understanding how different type of slurries do work. (Which ones should be preferred in what kind of soils.) The better knowledge will help the Contractor to control cost and enhance production. The Engineer will be able to assist in arriving at the appropriate technical choices and include in the specifications.

"The installation of large (XL) diameter monopiles offshore typically requires expensive and specialist plant, equipment and vessels. Due to the increasing size (weight, diameter and length) of the foundations, in order to mitigate installation risk, the use of large diameter drills is becoming an increasing requirement.Project developers often try to avoid drilling operations due to the time associated with the drilling process. This restricts projects in terms of location and it also overlooks the additional engineering benefits drilling can bring to monopile foundation design e.g. reduced foundation material and better fatigue design life.By comparing the lessons learned of three milestone overwater drilling projects; methods of maximising drill speed and decreasing drilling process time is established. Particular emphasis is put on pile internal relief drilling in a process known as Drive-Drill-Drive (DDD).The milestone overwater drilling projects are North Hoyle Offshore Wind Farm (OWF) (2003); Flamanville EPR cooling water outlet shaft (2008); and Gwynt-y-Mor OWF (2014).By evaluating the effect of foundation pile diameter on drilling process times, example foundation installation costs are derived and used to show that incorporating drilling as part of a process may not be cost prohibitive to projectsContinued advances in drill technology, and drilling rates of penetration, combined with an integrated approach to foundation design, challenge whether hammering only is always the optimal solution for XL monopile installation."

Innovative marine bulkhead design and construction techniques were used in the fast-track design and construction of a high-capacity, deep-water dock in the highly seismic region of Alaska?s Aleutian Islands. The geotechnical investigation and design through construction phases were completed in just eight months. The adaptable OPEN CELL® design, readily available standard flat sheet pile and an experienced contractor were integral to the successful completion of the project. The cost of the structure was determined to be approximately 50 percent of a comparable pile-supported platform dock structure, allowed higher load capacity, rapid construction, less maintenance, and provided substantially more uplands. This paper details the design and construction of this unique and challenging project. The OPEN CELL structure is a vertical flexible membrane system that offers significant advantages over other structure types: ? Its flexible membrane structure is not dependent on toe embedment for stability. ? Poor soil conditions, shallow bedrock, high seismic loads, deep water, scour, etc., can be accommodated due to its adaptable design. ? It has a very high load capacity?capable of several thousand pounds per square foot. ? Allows buried utilities which results in lower cost and reduces freezing conditions ? The sheet pile tail walls can be extended to provide increased global stability if needed. ? Standard sheet pile and connectors with traditional installation techniques allow accelerated construction schedules.

"The Museum of Science and Industry U-505 Submarine Relocation project in Chicago, IL consisted of building an underground reinforced concrete vault (37' deep) for the Museum's new U-505 exhibit. This WWII submarine was captured in 1944, had been located outdoors at the Museum since 1954 and was lowered into its new exhibit area in 2004. A unique combination of earth retention, water cut-off and underpinning systems allowed a forty-two foot (42') deep excavation underneath th is historic museum. The museum - originally built in 1893 for the Chicago World's Fair - was closely monitored for building movements throughout construction. The underpinning systems, construction activities and monitoring results are presented herein. IntroductionThe historic U-505 German submarine at the Museum of Science & Industry was restored, moved approximately 1,000' and then lowered into its new indoor home (Figures 1, 2 and 3). The new underground exhibit opened this year celebrating the 61st anniversary of the German submarine's capture on June 4, 1944. On this historic day, Captain Daniel V. Gallery, a Chicago native, led the Navy in the siege of this submarine near the coast of Africa. This U-boat was the only German sub captured by the United States Navy in WWII and the Enigma machines, codebooks and publications recovered from the sub helped the war effort."

The pile inspector is a critical element in the quality control process necessary for a successful pile installation project. This guide is intended to provide the inspector with a basic understanding of only one of the many components of this process - the pile driving hammer. Pile driving hammers are used to install both bearing piles for structure foundations and sheet piles (and soldier piles) as used in retaining structures. In a single document, this guide offers a general presentation of the operation of the more common types of hammers the inspector is likely to encounter. It should make the information in the contractor's hammer submittal for the project more understandable. It should also provide an appreciation for the importance of a properly operating pile hammer. Prior to the start of most pile driving operations, the contractor will normally furnish a submittal to the engineer giving the specific pile driving equipment that he intends to use on the job. This submittal should include the make, model, and type of the intended pile driving hammer or hammers and their operating characteristics such as ram weight, rated energy, operating speed, external power requirements and, other pertinent information. Frequently, the operating characteristics are provided in the form of the manufacturer's specification sheet. The engineer will review this information and when he is satisfied, approve it and pass it on to the inspector. The driving criteria will have been determined by the engineer or others (the geotechnical engineer, consulting engineer, contractor, etc.) from the results of static analysis (for minimum penetration), driving during a test pile installation, Wave Equation analysis, dynamic formula, pile instrumentation during driving, static load test, or a combination of these or other appropriate analyses. The driving criteria can be a minimum penetration of driven pile length (embedded length), or a minimum (or maximum) blow count per unit of penetration. The pile inspector should become familiar with this information prior to the start of the job and should understand or seek help to comprehend the terminology and intent of each specification.

"Construction of foundation elements in an urban environment is often complicated by multiple constraints such as existing foundations, utility conflicts, maintenance and protection of traffic on high volume roadways, low overhead clearances, and vibration and displacement monitoring to reduce risks of impact to existing facilities. Micropiles are commonly a preferred foundation alternative in an urban setting to mitigate some of these risks. This paper presents examples in which micropiles helped reduce risk in an urban setting on the two subject infrastructure improvement projects. The case studies presented include the Verrazano Narrows Bridge HOV and Bus Ramp Improvements in Brooklyn, NY and the Kosciuszko Bridge Replacement in Queens and Brooklyn, NY. The paper details the micropile design, how risks were mitigated, and the complications to each of these projects associated with the urban setting.INTRODUCTIONThe paper begins with background information about the Verrazano Narrows Bridge HOV and Bus Ramp Improvements Project, followed by background information for the Kosciuszko Bridge Replacement Project. This introductory background information is followed by discussion of the urban site constraints, which controlled the foundation type selection for both projects. In closing, the paper discusses the micropile design process, load testing, and construction.VERRAZANO NARROWS BRIDGE HOV & BUS RAMP IMPROVEMENTS BACKGROUNDProject ScopeThe project consists of two new ramps; one designated for HOV / Bus traffic between Staten Island and the Gowanus Expressway, and one to be utilized for storing the barrier transfer vehicle. Also included is the complete reconstruction of Ramps B and F to accommodate horizontal and vertical alignment clearances from the new ramps, removal of the median of the upper level to add one lane, utilities improvements, stormwater improvements, and miscellaneous structural repairs. The new HOV / Bus Ramp was designed for reversible traffic flow to accommodate the demand of the peak traffic direction by movable barrier.Geotechnical / Foundation Engineering ScopeThe geotechnical work included a desk study review of existing plans, geotechnical reports, and geologic maps. This data was subsequently supplemented with a subsurface exploration program. Once completed, foundation design was performed for 25 proposed bridge substructures. Four existing battered pilesupported foundations and two shallow foundations were evaluated for increased loading. Upon completion of the foundation design, foundation plans, specifications, and an engineer’s estimate were prepared. Foundation installation was observed on a part-time as needed basis."

"The new Amcor B9 paper mill in Botany, NSW, Australia, involved the design and construction of a new paper mill founded within the Botany Basin Sediments. There were numerous design and construction challenges to address, including tight settlement tolerances for the paper machine footings (6 mm total and 1/2000 mm differential limits), high variable and cyclic loads, deep (>25 m) bedrock and uncontrolled fill material across the site. The mill structure design incorporated a deep driven precast and CFA piled foundation solution, with a comprehensive swathe of testing to validate pile capacity and expected settlements. The pile design for the mill structure included the installation of approximately 1000 piles, with pile testing comprising dynamic testing and a static load test on precast piles. With consideration of Sydney’s increasing demand for development space in relative close proximity to the city’s CBD, industrial areas in the Botany Bay area are likely to make way for heavy or complex commercial and residential structures. Therefore, a better understanding of the engineering behaviour of sediments underlying these areas would allow for efficient foundation solutions. This paper presents a discussion on effective foundation testing techniques and the effects that the behaviour and characteristics of the Botany Bay sediments impose on deep piled solutions.2 PROJECT DETAILS2.1 New paper millThe project involved the construction of the largest recycled paper machine in Australia. The paper machine is 330 m (1080 ft) long, 22 m (72 ft) high, and capable of producing 1.6 km (1 mile) of paper per minute. Construction commenced in early 2011 and new paper mill officially opened in early 2013. The early works contract was awarded to Baulderstone Construction Pty. Ltd. (Lend Lease Corp. Ltd.), with the D&C contract awarded to a consortium headed by Leighton Contractors Pty. Ltd. (CPB Contractors Pty. Ltd.), which included Golder Associates Pty. Ltd. as the geotechnical designer and reviewer.2.2 Site history and effect on local topographyThe site has been used as a paper mill since 1902, and as such, has layers of uncontrolled fill and buried objects within the upper fill materials associated with historical industrial use. The fill material generally comprised of loose and very loose sands, with isolated pockets of cohesive materials, peats, pulped paper and general construction waste. In addition, during construction, underground storage tanks were identified at depth, indicating the historical extent of filling across the site was extensive. The presence of this generally uncontrolled fill was a factor for determining that the most cost effective foundation solution for the paper mill was piled foundations, to bypass these materials."

"INTRODUCTIONNSCC International Ltd. carried out the enabling works and constructed the foundation system for the Emirates Pearl Tower and Bab El Qasr Hotel in Abu Dhabi. Emirates Pearl Tower is a joint venture project of TDIC- Tourism Development and Investment Company and ATLAS group, a leading telecommunication company in the UAE. Bab El Qasr Hotel is a project of EMROC Emirate-Moroccan General Trading & Investment Company. The combined enabling project is executed under the combined management of JACOBS International Holdings Inc. and NASSAR Engineering Services.The project is located to the south-east of Emirates Palace and west of Etihad towers, at about 20m away from the sea shore. Since the two projects are located next to each other a combined shoring system was constructed for the entire area. This decision was based on an agreement with clients and consultants of the two projects and resulted in significant savings for both parties. The shoring system consisted mainly of diaphragm wall with ground anchors and steel struts. Cantilever secant piles were used on the eastern side of the plot, adjacent to Etihad Towers` basement.PURPOSE AND SCOPE OF WORKNSCC International Ltd. was responsible for the design, procurement and construction of strutted and anchored diaphragm walls and cantilever secant piles. The shoring layout and a summary of shoring sections are shown below."

"Laboratory test data of strain softening soils exhibit the development of a maximum (peak) shear strength followed by a decrease in the strength with continued straining. The rate of strength loss decreases such that an asymptotic minimum value, known as the residual strength, is approached. This paper presents an investigation of the evolution of strength degradation in excavation supported soils that exhibit strain softening behavior. The paper presents a numerical investigation of excavation support of slicken-sided clay, and results of shear testing on materials with similar strain softening behavior. A strain softening constitutive law is presented that can be used with the finite element computer software Plaxis for analysis of excavation support. A typical design section of a deep excavation support in stiff, fissured clay is presented that illustrates the limitations and conservatism of the residual strength approach for excavation support design. Finally, a discussion is presented on the impact of stiffer walls such as diaphragm walls, compared to less stiff systems such as sheet piles, on the design parameters.INTRODUCTIONIn the Washington, D.C. metropolitan area, the Potomac Formation is generally composed of stiff, fissured clays. Geotechnical engineers often associate the presence of slicken-sided planes within the formation as evidence that the soil cannot develop its peak strength. Although it is unclear how old and continuous these slicken-sided planes are, their occurrence, persistence and orientation appear to be somewhat random. Due to this uncertainty, the design of open cut slopes in these materials is often conservatively performed assuming residual shear strength values. This design approach may be justified for long-term open cuts when there is limited amount of geotechnical information and in view of back stability analyses of past slope failures. Furthermore, the lack of confinement in open cuts allows relatively high shear strains near the surface and toe throughout their existence, which promote mobilization of post-peak strength values and the ensuing progressive failure. Indeed, such behavior has been discussed in the past (Skempton, 1970; Schnabel et. al., 1982; Derrenbacher, 1998). A thorough study by Mesri et. al. (2003) of numerous slope failures concludes that the lower bound strength for stability analysis of non-failed slopes is the fully softened strength, which is intermediate between the peak and residual strengths, but that part of the slip surface may be in a residual condition prior to failure."
