"This paper examines the change in surface properties of the Polyurea used on spirals at different operational times: unused spiral, 28 months in operation and 58 months in operation. This is being done to investigate the alleged statement that spirals have a decrease in spiral separation efficiency after a certain period of operational time. Observing the surface characteristics under 1.5x and 36x magnification it can be concluded that the surface roughness decreases with increased operational time. This may be explained by a decrease in air inclusions and streak lines as the spiral surface wears. Decreased surface roughness should in theory have a beneficial effect on spiral separation performance. This leads to the conclusion that if a decrease in spiral separation performance is observed after a certain period of operation, it can’t be attributed to the change in surface properties. Uneven wear of the spiral surface, material creep or application of force to the spiral will change the profile of the spiral and could cause an adverse effect on spiral separation performance. The metallurgical test work showed that the best results are obtained at 30 - 35% solids by mass in the spiral feed. The iron recovery was significantly higher in the new spiral in comparison to the 2012 and 2010 spirals. The mass yield to concentrate in the new spiral was approximately three times more than for the older spirals. All 231 Canadian primary gold mines that produced from 1946 to 2004 were analyzed with respect to their production and economic characteristics. Trend analysis revealed that the average annual capacity of Canadian gold mines, as measured by ore processed or gold produced, has increased over time. Conversely, the average grade of gold mines has decreased over time. The distribution of gold output is highly uneven: for example, the 22 giant mines producing more than 100 t (metric tonnes) of gold account for 62% of total output. Small mines producing less than 10 t Au account for 54% of total mines, but less than 4% of total gold. Each historical mine in the database was evaluated on the basis of a set of economic and technical assumptions to determine if it would be economic to develop today. Based on the net present value using an 8% discount rate, only 103 of the 231 mines were determined to be economic. About 80% of the uneconomic mines had less than 10 t of contained gold, and 63% had less than 5 t. It is concluded that these small mines would not be viable today due to a combination of real capital cost increases, and more stringent permitting and environmental regulations. The implication is that future gold supply in Canada will hinge on the discovery and development of a new generation of larger mines. Given that only one giant mine has been discovered in the past 20 years, it seems likely that gold output will decrease in the future.

"The Mount Douglas Granite constitutes the eastern part of the Saint George Batholith and contains the youngest, most differentiated phases of the batholith. It also contains extensive endogranitic, low-grade. Sn- W-Mo-bearing sheeted vein systems. Early phases of the Mount Douglas Granite are coarse- to medium-grained, seriate granites that represent the slowly cooled carapace of the intrusion. Late phases are medium- to fine-grained, equigranular and porphyritic granites that were accompanied by repeated and widespread fracturing of the carapace and injection of mineralizing fluids. These granites represent a highly differentiated suite with ""A "" type affinities developed in a ""within plate"" transitional to ""syn-collision"" tectonic setting. 4oAr/ 39Ar dates for biotites from the various phases indicate emplacement circa 367 Ma.The linear distribution of some phases in the Mount Douglas Granite and the systematic orientations of sheeted veins along tensional fractures indicate structural control on granite emplacement and vein distribution. This type of relatively passive endogranitic mineralization is unique in the granites of southern New Brunswick and contrasts markedly with highly fluidized systems operative elsewhere in the area. IntroductionInvestigation of Sn-W-Mo occurrences in New Brunswick has shown that most of this mineralization is associated with late, highly differentiated phases of post-orogenic (Acadian) granitoid magmatism that occurred during Devonian and Early Carboniferous time (Ruitenberg and Fyffe, 1982; Taylor et al., 1988). The polymetallic Mount Pleasant Sn-W-Mo deposit (Ruitenberg, 1967, 1972; Kooiman et al., 1986)and the Burnt Hill W deposit are two orebodies of this type in New Brunswick. Numerous smaller deposits associated with these granitoid rocks in southwestern New Brunswick have been documented in previous investigations (Ruitenberg, 1967, 1968; Ruitenberg and Fyffe, 1982; Taylor et al., 1985; Lentz, 1985)."

"There has recently been a resurgence of interest in unit flotation of mill discharges. At the Kidd Creek concentrator, this technique has been successfully applied to silver flotation in a 3050 mtpd silver-copper-lead-zinc division. The major incentive has been improved silver payment through increased overall recovery and better distribution between the sequential copper, lead and zinc concentrates. A large, but variable fraction of the silver in the ore is present as native silver and, being dense and malleable, is susceptible to overgrinding. Grinding circuit surveys showed high concentrations of silver in both primary and secondary circulating loads. Laboratory testwork confirmed that this was selectively flotable, identified the secondary ball mill discharge as the best feed stream and optimized flotation conditions. A 10 t/h pilot plant campaign confirmed that the rate of accumulation of silver was sufficient to sustain continuous production of a silver concentrate and that flotation of the whole stream was not necessary.The present 30 t/h production circuit recovers from 5 to 50% of the silver in the ore at a concentration ratio between 25 and 250. The circuit also contributes to a better understanding of ore mineralogy, as an 'on-line' indicator of elemental silver content."

"The versatility and specificity of rare earth elements (REEs) have led to their use in an ever increasing variety of applications in new technologies. Consequently, demand for REEs has increased significantly. However, to separate REEs safely and effectively is a complex and expensive process. While China has consistently invested in R&D of REE processing technologies, there have been only sporadic activities in REE mineral processing in North America in the past 20 years. This paper presents a review of REE mineral processing technology, providing an update on current capabilities in REE mineral processing. This paper reviews REE extraction from the major commercially valuable REE-bearing minerals such as bastnaesite, monazite, and xenotime, and also from the ion-absorption type of REE deposits. Currently, there are four major REE mining areas in China, one in the United Sates, and one in Australia. A review of the REE extraction processes in these major REE mining areas closes out the paper.INTRODUCTION The rare earth elements (REEs) include the 15 lanthanide elements, plus yttrium and scandium. The lanthanide elements are normally categorized in two groups: the light rare earth elements (LREEs), i.e. lanthanum through europium (atomic number (Z) = 57 through 63); and the heavy rare earth elements (HREEs), i.e. gadolinium through lutetium (Z = 64 through 71). Yttrium is usually grouped with the HREEs due to similarity in physical and chemical properties. Table 1 lists the REEs, atomic numbers, and abundances in earth’s crust (Taylor and McCleannan, 1985). Promethium is the rarest due to lack of stable isotopes. REEs with low atomic numbers are more abundant than those with high atomic numbers. More interesting is that the REEs with even atomic numbers are much more abundant than adjacent lanthanide elements with odd atomic numbers as shown in Table 1."

Ore and waste transports form an integral part of any mining operation and represents a substantial portion of the mine´s total operating cost. Mine layout, truck fleet and size, production rates, haulage distances, shift schedules, maintenance strategies etc. are all important and not at all static variables. They all change during the life of a mine and interact in a dynamic way. It is therefore essential for the successful mine management to constantly analyse and optimise the mine's transport systems. Önnerlöv has recently conducted a life-of-mine haulage simulation project for Zinkgruvan Mining, a medium sized, underground zinc producer, located approximately 60 kilometers south of Örebro, Sweden. The main objective of the project was to analyse and optimise the investments required to provide ore and waste haulage under changing conditions over an +10- years period: Deepening of the mine, increased production rates, changed mine layout, changed truck fleet etc. A large number of scenarios has been tested in the simulation model in order to identify the "lowest cost per ton" solution. This paper comprises an introduction of Zinkgruvan Mining and a brief background to the actual project, a description of the simulation model, project conclusions and some useful hands-on tips for mining engineers and project managers how to run a successful simulation project.

Underground 802.11 wireless communications has become widely adopted for automation and communication purposes but maximizing the wireless signal presents many obstacles given the harsh environment as well as the presence of materials and conditions that can reduce signal propagation. Changes in elevations and curvatures in ramp to drift transitions also affect the wireless signal. Based on the requirements of wireless applications such as voice, data, or location tracking, the wireless site survey is the key tool for measuring and predicting signal strength and signal-to-noise ratio. These readings help determine the maximum distance between access points in order to sustain an overlapping wireless signal where required. This paper describes the methodology and tools used for measuring 802.11 wireless signal strength in an underground mine environment in Northern Ontario. The physical characteristics of the mine and the actual recorded wireless signal data will be presented in order for the audience to gain an understanding of the factors that affect signal throughput. Antenna selection used for the site survey will also be discussed as it played a key role in propagating the wireless signal.

ASARCO LLC (Asarco) Hayden Copper smelter, in Hayden, Arizona, has operated continuously (except for minor labor and economic curtailments) since 1912. The current plant configuration comprises INCO flash smelting, Peirce Smith (P-S) converting and fire refining/anode casting. In order to comply with the U.S. Environmental Protection Agency (EPA) 1-hour National Ambient Air Quality Standards (NAAQS) for sulfur dioxide promulgated in June 2010, the Hayden smelter had to increase overall sulfur fixation from approximately 95 % to 99+ %, requiring a retrofit of the existing converter department and upgrade of associated emissions controls systems. The Converter Retrofit Project (CRP) involved replacing the five existing 13’ diameter Peirce-Smith converters (2 blowing, 2 hot standby) with three new 15’ diameter Peirce- Smith converters (1 blowing, 1 hot standby) to allow for more effective process gas capture using the existing acid plant contact section. Significant upgrades were made to the acid plant wet gas cleaning section and converter primary gas handling system to improve capture performance, reliability, and sludge handling. In addition, a new tertiary gas capture system was installed to further minimize fugitive emissions from the converter aisle. The existing furnace tapping ventilation ESP was replaced with a new baghouse to enable at least 50% SO2 removal using high-surface-area dry lime injection, which was also implemented on the existing converter secondary gas baghouse system. The first two converters and all gas handling system improvements were started up in April 2018, and the third converter was brought online in November 2018. This paper presents the regulatory context; genesis and rationale for CRP; detailed description of the project; challenges during commissioning; system improvements implemented, and design considerations made, and systems performance and process optimization achieved since startup.

"The Laronde mill has been in operation since 1988. Actual milling rate ranges from 7,000 to 8,500 mtpd. Laronde uses SAG/ball mill grinding followed by copper and zinc flotation circuits. A cyanidation/Merrill-Crowe process recovers the remaining gold and silver in the flotation tails.In 1999, the carbon in pulp circuit was replaced by a Merrill-Crowe circuit in order to cope with a much higher ratio of silver/gold associated with the discovery of the Penna shaft. Marine type diatomaceous earth was used as filter aid in both clarifier pressure leaf filters and recessed pressure filter presses from 1999 to 2005. In 2005, this filter aid was gradually replaced by alpha-cellulose after several laboratory and plant filtration trials. The selected cellulose is considered to be much less sensitive to parameters such as pH and reagent concentration and have increased clarifier and filter press filtration performance. Also, since cellulose is exothermic, replacing diatomaceous earth with cellulose as filter aid in the filter presses has increased calcining and oxidation rates in the calcining ovens since cellulose is exothermic. Finally, better calcining conditions have resulted in energy and reagent savings at the arc furnaces.This paper describes how the filter aid replacement has contributed to increasing productivity and Net Smelter Return of the refinery while reducing worker’s hazards and operating cost.INTRODUCTIONAll Merrill-Crowe circuits in the world are operated with filter aids. For years, the market for precoat filter aid has been dominated by mineral filter aids such as diatomite and perlite. Flowsheet and equipment selection at the Laronde refinery were performed in the late nineties. At that time, some key parameters of the design criteria had clearly identified marine type diatomaceous earth (DE) as the most successful filter aid. Parameters such as reagent cost and availability, clarity of the filtrate solution and good historical filtration performance in other concentrators had designated DE as the best suited filter aid. Pregnant solution processed in the refinery from its start-up through 2001 was fairly stable in flow rate and reasonable in terms of impurity content (cationic and anionic compounds)."

"This paper will initially outline the specific types of copper castings used in blast furnace iron production. Tuyeres, tuyere coolers and stack cooling plates will be discussed in some depth, with particular reference to their dimensional configuration and purpose.Following this, the failure of such cooling members will be discussed, with special focus on tuyeres. Tuyeres are the most common casting which often requires replacement. Reasons for failure and its effect on operations will also be included.The latter sections of the paper will deal with the strict specifications demanded by ironmakers regarding copper castings. The justification for such rigid demands will be explained through the material presented earlier in the paper.IntroductionThe modern 5000-tpd blast furnace, worth millions, is a large capital investment to be sitting idle. Consequently, ironmakers strive to minimize the loss in iron production and revenue from furnace downtime. Two major causes of downtime are furnace relines and shutdowns to replace damaged tuyeresor tuyere coolers. Copper ancillaries are important items in the production of iron. They are consumable items, therefore they contribute to the campaign life or to the downtime in blast furnace production.Several combinations of lining and cooling systems have been used with varying degrees of success. Blast furnace refractories have evolved from ceramic to carbonaceous linings. The Russians and Japanese have successfully introduced stave-cooled furnaces that may have several forms, such as evaporative cooling. Stelco has two furnaces which use the Russian-designed cast iron system. However, this paper will be confined to the use of copper cast cooling members in a conventional internally cooled furnace.Figure 1 is a schematic cross section of the E blast furnace. The three major sections of a blast furnace-the stack, bosh and hearth-are identified. Further, the locations of the various copper members are indicated. This furnace produces an average of 5300 tons of hot metal per day."

"INTRODUCTIONInternational Minerals and Chemical Corporation (Canada) Limited operates two potash mine/refinery complexes near Esterhazy, Saskatchewan. Annual production of approximately 4.2 million tons is sold in the United States and overseas in five grades according to size and quality.Ore grading 25% K2 0 equivalent is mined from a horizontal bed by continuous boring machines, crushed, and hoisted at 8 inches. The refinery operation consists of the eight basic steps shown in Figure 1. Particle sizes handled are similar to those experienced in other forms of mineral beneficiation: 8 inches to 100 mesh. The ore is crystalline and particles are angular. Fortunately the major mineral constituents, sylvite (KCl) and halite (NaCl), demonstrate relatively low hardness at 2 to 2.5.Therefore, while simple abrasion must be acknowledged, it is not a major problem except, of course, in circuits carrying magnetite.Corrosion, as represented by the classic equations of Figure 2, occurs in all its various forms."

"A new mineral sands operation is being developed in Georgia by Southern Ionics, Inc. (SII). Prevailing mineralogy and certain design constraints required detailed testing and circuit analysis to create a robust separation processes. The floating wet concentrator plant (WCP) and mineral separation plant (MSP) flow sheets were designed based on historical testing information and recent SII test campaigns on various composite feed samples. The flow sheets were finalized through rigorous process and orebody sequence modeling.The process uses traditional physical separation equipment; however a new MT spiral, the MG12, was selected for use on board the WCP for roughing duty. The MG12 spiral is a two-stage, twelve-turn spiral that has been proven to achieve very high recoveries of heavy minerals. The floating plant includes feed desliming operations, a central MT surge bin for optimum spiral circuit feed control and ancillary operations for concentrate and tailings handling. Scrubbed heavy mineral concentrate (HMC) is then transported to the MSP for concentration of the titanium and zirconium bearing mineral fractions.The testing, flowsheet development, and plant design will be described and explained, and a brief summary of the current project status will be given.IntroductionSouthern Ionics Inc. Stereolithography is a well known rapid prototyping technique in the manufacturing sector. Essentially it is a three dimensional printing process that produces plastic prototype parts from standard CAD files. At present, Canadian mining companies are not fully aware of the potential of Rapid Prototyping Techniques (RPTs) for their production and mine design systems. Mining engineers and geologists attempt to visualize and understand the characteristics and layouts of orebodies on computer models and in cases where it is decided to develop physical models, the process is time consuming based on simplified constructions. Rapid prototyping techniques (RPTs) such as stereolithography can facilitate engineers and geologists to quickly and with satisfactory accuracy to visualize sections of orebodies and evaluate alternative ore extraction techniques using 3D solid models. The research discussed in this paper is carried out by the Laurentian University Mining Automation Laboratory (LUMAL) in collaboration with the Department of Mines Research of Inco Limited and the Integrated Manufacturing Technologies Institute (IMTI) of the National Research Council of Canada. The main objective with this research is to evaluate the applicability of state-of-the-art RPTs (e.g. stereolithography) to underground hard rock mining systems. RPTs can play a significant role in accelerating the design and development process of mining systems.

"The Louvicourt Mine located near Val d’Or, Quebec has been in operation since 1994. It produces copper and zinc concentrates. The tailings generated from the ore processing operations have a strong net acid generating potential. Louvicourt Mine, a grass root project, was designed for closure with the best available technology at the time of design. In order to inhibit short and long time acid potential generation, sub-aqueous disposal was selected at the design stage. Given the fact that disposal in a natural lake was ruled out up front for obvious reasons related to loss of natural habitat and risks of permitting delays, a man made facility built with dams was planned. This mine includes therefore the first fully man-made sub-aqueous tailings disposal facility built in Canada. The requirement of using sub-aqueous disposal had serious implications on the placement of tailings. This tailings facility located about 9 km from the mine site has been selected based on the available natural confinement, the favorable foundation and hydrogeological conditions. This paper describes the site and the design criteria that were used. A presentation is also made on the placement technique to maximize storage and its impact on the operation of the basin. The performance of the basin, the dams and the decant structures is reviewed.Résumé : La mine Louvicourt, située près de Val d’Or, Québec est opérationnelle depuis 1994. Elle produit des concentrés de cuivre et de zinc. Les résidus générés par les opérations de traitement du minerai possèdent un fort potentiel net de génération d’acide. Le parc à résidus de la mine Louvicourt, implanté dans un milieu naturel intact, fut doté dès sa conception initiale de la meilleure technologie de fermeture disponible à l’époque, soit la déposition sous couverture aqueuse et ce, dans le but de bloquer le potentiel de génération d’acide à court et à long terme des résidus. Etant donné que la déposition dans un lac naturel fut mise de côté dès le départ pour des raisons évidentes reliées à la perte d’habitats naturels et au risque d’introduire des délais dans l’émission des permis, un étang artificiel délimité par des digues a été conçu. Cette mine fut donc la première au Canada à être dotée d’une installation anthropique de disposition des résidus sous une pleine couverture aqueuse. L’exigence d’une déposition sous couverture aqueuse a eu des implications sur le mode de mise en place des résidus. L’emplacement de l’installation de gestion des résidus a été choisi en un lieu situé à environ 9 km du concentrateur sur la base du confinement naturel disponible et des conditions hydrogéologiques et géotechniques favorables. Cet article décrit le site et les critères de conception utilisés. Une présentation est faite sur la technique de mise en place utilisée pour maximiser l’entreposage et son impact sur l’opération du bassin. La performance du bassin, des digues et des structures de décantation est également revue."

"SkimAir®, Outotec’s Flash Flotation unit, is placed in the grinding circuit to float the valuable liberated mineral particles from the circulating load of the grinding process while still relatively coarse. Esperanza copper-gold deposit located near Sierra Gorda, Chile, hosts 535 Mtn ore grading 0.57 % copper, 0.27 g/t gold. A series of laboratory and pilot flotation tests were conducted to find out the flotation performance of different ore types both with and without the Flash Flotation. This data was used in modeling and simulating to find the optimal flow sheet for the highest Au and Cu recoveries with required Cu concentrate grade. Simulations with the HSC Chemistry 6.1 software showed that with the SkimAir® and Flash Cleaning it is possible to achieve the required copper grade of 27% Cu with 5% higher recovery for gold and 2% higher recovery for copper compared to the circuit without the Flash Flotation. The pilot tests with simulations were the back up for the installation of four Outotec SkimAir® SK 2400 Flash Cells in the Esperanza circuit for the processing 95.000 tpd of copper-gold ore.INTRODUCTIONEsperanza copper-gold deposit is located near the town of Sierra Gorda, 2nd Administrative Region in Chile. Deposit hosts 535 Mtn ore grading 0.57 % copper, 0.27 g/t gold. The main copper minerals are chalcopyrite and bornite. Gold is carried by native gold and solid solution of copper.Antofagasta Minerals S.A. conducted a series of flotation studies at SGS Minerals Services. The studies included both laboratory and pilot scale work. In the pilot scale study the applicability of the Flash Flotation technology was studied with High-grade Andesite and High-grade Porphyry samples (SGS Mineral Services). The Flash Flotation technology gave significantly higher recovery for gold than the conventional flotation circuit. The recoveries for copper were slightly higher using the conventional flotation."

"Systematic characterization of the mineralogy of massive sulfide ore deposits can provide valuable insights into ore genesis and metallurgical processing that would not be apparent otherwise. We describe a method wherein (1) normative mineral abundances are calculated from whole-rock chemical assays using an algorithm, (2) the results are cast in block models, (3) the results are then verified with automated image analysis of a subset of samples prepared as grain mounts by backscattered electron imaging and X-ray mapping on a scanning electron microscope, and (4) those verified results are integrated with textural data determined by optical microscopy.The technique is applied to the magmatic Ni-Cu-Co sulfides of the Ovoid orebody, based on geochemical assays of 3175 whole-rock samples. Three principal ore zones are defined in the Ovoid. Type I ore occurs in the center of the deposit; it is magnetite-rich and pyrrhotite-poor with intermediate contents of pentlandite and chalcopyrite. Type II ore surrounds Type I ore and is pentlanditechalcopyrite- rich with intermediate contents of pyrrhotite and magnetite. Type III ore occurs at the base and along the outer periphery of the northern part of the orebody; it is pyrrhotite-rich and chalcopyrite- poor with an intermediate content of pentlandite, and a low-to-intermediate content of magnetite. La caractérisation systématique de la minéralogie des gîtes de sulfures massifs peut fournir des indications précieuses sur la genèse des minerais et le traitement métallurgique qui ne seraient pas disponibles par d’autres méthodes. Nous décrivons un procédé par lequel (1) un algorithme est utilisé pour calculer l’abondance de minéraux normatifs à partir d’analyses lithogéochimiques, (2) les résultats sont exprimés dans des blocs diagrammes, (3) les résultats sont par la suite validés par analyse d’image automatisée sur un microscope électronique à balayage en électrons rétrodiffusés et par cartographie en rayons X sur des échantillons constitués de grains montés en résine, et (4) les résultats de cette validation sont combinés aux données texturales obtenues par microscopie optique.Cette technique est appliquée aux sulfures magmatiques de Ni-Cu-Co du gisement Ovoïde, en utilisant les analyses géochimiques de 3175 échantillons de roche totale. L’Ovoïde comprend trois types de minerai. Le type I est situé au centre du gisement; il est riche en magnétite et pauvre en pyrrhotite avec des quantités intermédiaires de pentlandite et de chalcopyrite. Foreword While the literature on radium is voluminous, there is no single publication available from Canadian sources which attempts to cover at all fully the world radium industry. The comparatively recent developments in the Wilberforce area, and the consequent arousal of public interest in radium, seemed to call for the publication of such a paper which would be intelligible to the layman. To satisfy this apparent need, the writers submit this paper which contains material derived from various sources, and for which the writers make no claim of originality. Direct references are made throughout the paper to sources of information.

"Safety performance in many companies and even industries has stalled in the few years. Accidents rates are at a "plateau" and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas disaster, organizations that have "exemplary" safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensiveresearch since 1997 of organizations that suffered unexpected disasters.The Piper Alpha Oil Rig disaster in the North Sea, on the 6 July 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry.In short, an explosion and fire occurred when a pipe started leaking gas and ignited. A temporary flange, with no safety valve, was used to block off this pipe during a maintenance operation the previous shift. The permit to advise operators not to start the pumps on this line was misplaced and lost. Several deficiencies, problems and system failures coincided. A key factor was that the water deluge system was inoperable at the time and failed to extinguish the large fire that erupted, followed by an even larger gas explosion. The accommodation unit, situated on top of the oil rig, was the main "killing field" - most men gathered here to await instructions (which never came) and where they died from smoke inhalation. Later, a large explosion of the gas pipeline from an adjoined rig exploded and killed more people.The line of events and the associated system failures are all very relevant in the analysis of the accident, and provide the only insight into what caused the accident. But much "further back", inside the organization’s culture, lurks more dark matter. The first inclination is to ask what was "deficient" in the culture. Did they not care enough about safety, or about their people? Did they have a culture where production decisions were more important than safety considerations? Did they ‘coerce’ supervisors and employees to ignore safety precautions or did they just "fly by the seat of their pants"?Not surprisingly, it is very difficult to identify the true nature of the culture in that business because in such an aftermath of death and destruction, no one dare say that the safety culture was a ‘positive one, focused and caring’ or that the company was doing well in safety and that this is only a freak accident. Indeed, there were many deficiencies in the organization’s systems and procedures, such as the permit to work system.But there are some niggling questions: How is then that the Piper Alpha Oil Rig was actually considered the company’s most productive and safest oil rig in the North Sea? Why would this rig win a safety competition, 6 months before the disaster, with the deficient permit as its most outstanding successful system?"

There is no more important problem today than industrial relationship, and probably none that is receiving more thought. But in these days of Epie and Utopia, one has to be rather careful in speaking on this subject. Consequently, for fear that my plea for taking the working man into the family might be misconstrued, by some, as a step towards communism or socialism, I would like to say at the outset that I believe that, so long as we have human individualism, human ambitions, human hopes and fears, straight socialism is as far off as the Millennium. The same applies to communism, which only differs from socialism in that the communist realizes that his ideals can only be attained by massacring millions and destroying all that we hold sacred. Each still looks to Russia for inspiration and guidance, totally disregarding the Soviet swing-back to individual contract work and differential wage scales. They seem to be oblivious of the tyranny and repression in the present Russian system, and get very restless when reminded of it. In spite of the fact that the standard of living in civilized countries has improved tremendously and is still improving, we find that, every seven or eight years, production in many lines has outstripped consumption, and we have had panics or depressions of greater or less magnitude, accompanied by extensive unemployment. It is evident to every thinking person that there must be no little inefficiency in the control of industry. For four long years, governments and industrialists have striven to find the key to solve the present problem. Many countries are getting back to a position approaching normal-Canada probably more so than most. None, however, can feel assured that they have actually cured the situation. All kinds of schemes have been developed; tariff barriers have sprung up over-night where none existed before; currencies have been inflated to gain added security in the home markets and to try to gain advantage in export trade; and each country watches the movements of the others with fear and mistrust. I am not prepared to formulate a full solution of our troubles, but I hope to be able to demonstrate the feasibility and wisdom of the type of industrial relationship I advocate, and also that it may be a large, and possibly an essential, step towards the solution of our difficulties.

"Historically, performance at Vale’s Clarabelle Mill was measured by Mill throughput and Mill recovery. After the economic collapse in 2008, a series of reviews were performed to drive improvements in business efficiency. These identified that product quality (e.g., concentrate grade, variability in concentrate grade) had a profound impact on downstream processes and suggested that improved control of these parameters would generate the greatest value for the customer (the Copper Cliff Smelter) and the company (Vale). Consequently, a movement was initiated to transform the Mill operating philosophy to consider customer needs as paramount. Systems and strategies used to drive the transformation are described. In 2011, an unexpected furnace failure resulted in decreased capacity at the Copper Cliff Smelter. In response, a two-stage change in production strategy was developed at Clarabelle. The first stage was to modify the ore blend feeding Clarabelle so that the concentrate grade could be significantly increased with minimal impact on recovery. The second stage was a circuit modification to ensure the elevated concentrate grade could be sustained. Execution of the first stage was complete five days after the failure and the second stage was complete within 10 weeks. Steps involved in each stage are outlined and the overall benefits are presented.INTRODUCTION Clarabelle Mill is located in Copper Cliff, Ontario, Canada (approximately 350 km north of Toronto). The Mill treats copper (Cu) and nickel (Ni) sulphide ores. The primary diluents are pyrrhotite (Po) and non sulphide gangue rock (Rk). The process description of the circuits at Clarabelle is documented in the paper by Taylor, Doucet, Blanchette, Barrette & Lawson (2012) in this Proceedings and will not be repeated. The Mill treats ore containing Cu, Ni and platinum group elements (PGE’s) and produces two concentrates; a Cu concentrate and a bulk Cu/ Ni Concentrate (referred to as nickel concentrate). The Cu concentrate is sold to market while the Ni concentrate is thickened at the Mill and pumped to Vale’s smelter complex in Copper Cliff Ontario for further processing. Since commissioning in 1971, Clarabelle Mill has undergone many circuit changes to suit the changing needs and wants of our customers, both internal and external. The Mill processes ores of varying quality, based on mineralogy and size and until 2009 the Mill daily performance was primarily based on throughput. The second key performance indicator (KPI) of “good” or “bad” performance was quality of the concentrate and third; Mill metal recoveries. There were other plant level KPIs such as flotation feed grind size, slurry densities and mass flows to the separation circuit, but for the most part each day was good or bad depending on how many tons were processed through the Mill."
