Rock and coal fractures together with micro seismic vibration is a common occurrence during mining, however, it is very uncommon for coal and rock to be propelled into the roadway. Irrespective, such occurrences do occur and appear to require significantly more energy than is available from strain energy release during coal cutting. The sources of energy which can contribute to the propulsion of coal from the face or ribs are typically strain energy from the surrounding ground, seismic energy from a rapid rupture of the ground in the vicinity, or rapid expansion of gas from within the burst source area. The aim of this presentation is to briefly review the mechanics of a coal burst and to discuss the mining situations for which the energy is sufficient to create bursts. A brief discussion of alleviation strategies is discussed. This is an abstract only. No full paper was prepared for this presentation. CITATION:Gale, W, 2018. Accident control has been a pre occupation of progressive industrial and mining companies for many years but few have attempted more than direct injury control. In recent years, particularly in North America, analyses of accident costs have shown that material damage resulting from accidents is usually of greater economic significance than injuries and this has led to the concept of loss control. Loss control is an attempt to take the emphasis off injury prevention and to concentrate on the basic factors which affect both the health of the individual and of the company. The deterrent to greater acceptance of this philosophy has been the apparent diffi- culties of implementing a loss control programme but Associated Minerals Consolidated Limited has adopted a simple approach. It has had a minimum disturbing effect on normal operations because existing systems have been modified to provide the new information required. It is suggested that the programme outlined is applicable to other mining ventures and is a practical method of providing benefits for both the company and its employees.

Milling Practices Ore is direct tipped into a gyratory crusher and crushed to minus 209mm and fed to stockpiles for the blending of grade into the mills. Secondary and tertiary crushing reduces the mill feed to minus 12mm. Mill feed is a blend of breccia and porphyry ore into two primary mills with the overflow to a regrind mill and then into the leach tanks, followed by a conventional counter current carbon in leach circuit. Underflow from the cyclones feeds back into the primary mills for additional grind. An unusual feature of the Mt Leyshon milling circuit is a desire to produce scatts. The scatt by product is the polished base rock of the Mt Leyshon Breccia clast and contains little grade. These scatts are produced because of the additional time and energy required to produce a proportionally small quantity of gold. The residence of these scatts in the mills decreases the mill feed rate. Scatts account for twenty percent of the mill feed and are screened from the discharge of the primary mills.

There is an established need for an inflow of foreign capital if New Zealand is to meet projected growth rates. The Government recognises this and encourages capital inflows especially where there are allied economic benefits such as the access to specialised know-how or export markets. The Government has promulgated certain Regulations which are administered by the Reserve Bank. Under the Capital Issues (Overseas) Regulations 1965, consent is required before any company incorporated overseas can commence business in New Zealand or before an overseas person can borrow or raise any money in New Zealand. A New Zealand company is deemed to be an overseas person if more than 25% of the voting power is held by non-residents. In terms of current policy, overseas companies are permitted to borrow in New Zealand only a limited amount of working capital and some longer term capital calculated on the ratio that their New Zealand owned equity capital bears to their overseas owned equity capital. Wholly owned overseas companies are expected to bring all of their Fixed term capital from overseas.

In order to achieve optimum results for money spent in construction of new projects there is a need for mining developers to pay greater attention to cost control. Control is achieved by establishing a frame of reference, a method of checking and a means of remedial action. The frame of reference is a well coded set of budget estimates which graduate into definitive estimates as design is completed, backed up by drawings, specifications and bills of quantities. The method of checking is provided by cost engineering and quantity surveying input, at both feasibility study and design and documentation stages. Remedial action follows if the checking process reveals a need. In large complex projects where construction completion time is often of prime importance, control of costs can sometimes be relegated to second place. To avoid this it may be necessary to include specialists in cost control in project management teams. Quantity surveyors are trained specifically in construction economics and can provide develop- ers and project engineers with valuable support at all stages of construction.

The characterisation of the surface area and porosity of opals derived from Tintenbar, a volcanic environment, and Lightning Ridge, a sedimentary environment, using nitrogen gas adsorption at -196¦C is reported. Both opal types were found to have relatively low surface areas and displayed little porosity. The low surface areas observed is indicative of the ability of silica to infill voids and interstices. Thermogravimetric analysis of the samples before and after degassing was carried out to determine the amount of water removed by the degassing process. Negligible difference was found in the water content before and after degassing in the case of the Lightning Ridge sedimentary opal, while the Tintenbar volcanic opal was found to have lost more that 60 per cent of its water during the degassing process. These differences were ascribed to the differences in the silica structure of the opals with the Lightning Ridge opal having a denser cage structure, which traps the molecular water, while a more open structure is postulated for the Tintenbar opal, allowing the water to be relatively easily removed.

The model described in this paper has been developed for and in close collaboration with the Bong Mining Company Ltd, Liberia/West Africa. When working an irregular deposit a de- tailed short term production schedule becomes necessary in order to ensure an equal and homo- genous concentrator feed. If the irregularity of the ore body exceeds a certain degree, blen- ding facilities have to be provided between the mine and the concentrator, but even then sche- duling of the mine production is inevitable to meet the given requirements of the blending bed and to keep these conditions steady for at least some of the successive periods. To assist the planning department in set- ting up optimal production schedules a computer model has been developed using a linear pro- gramming approach. The deposit is divided into equally shaped blocks containing defined quali- ties and quantities of ore and/or waste; from which one has to select those quantities of ore which will meet the requirements of the blen- ding bed. Solid EnergyÆs project evaluation process utilises a standard staged gate approach, with five levels leading ultimately to project execution (level 6). For a project to progress through each level, specific financial criteria need to be satisfied. Solid Energy primarily use value based (discounted cash flow) metrics to support investment decisions. Within this approach Solid Energy utilise a number risk-based techniques to quantify project uncertainty. This includes the use of risk-based probabilistic analysis using Monte Carlo simulation and probability-based scenario analysis. Figure 1 shows the net present value (NPV) cumulative probability. Project risks are identified through comprehensive risk workshops. The output of these workshops (list of key risks, ranges of uncertainty and probability of occurrence), is quantified within the financial models. Incorporating this risk information on a probabilistic basis allows an investment decision to be made with a robust knowledge of the range of possible project outcomes along with the likelihood (probability) of those outcomes occurring, for example 80 per cent confidence that the project value will be greater than NZ$10 M, 50 per cent confident it will be greater than NZ$50 M and ten per cent confident it will be greater than NZ$70 M. Incorporating risk implicitly into the financial analysis allows the business to easily evaluate/measure projects with different risk profiles. The detailed risk analysis does away with the complexity of arbitrary risk-based hurdle (discount) rates, as projects can be evaluated based on their specific risk characteristics. Whether a project will progress to the next level of investment and ultimately into implementation depends firstly on the value assessment in comparison with the associated risk/uncertainty, and secondly matching this with the businesses appetite for risk. At Solid Energy standard criteria are used for specific project evaluations, but in addition projects are considered on a portfolio or strategic basis also. Solid Energy attempts to maintain a mix of low risk (low value) projects with some high risk (high value) opportunities. The mix of projects must remain in line with the shareholdersÆ risk appetite. One of the keys to a successful investment decision is ensuring that the appropriate information is available to decision-makers so that they may proceed with a comprehensive understanding of the risks and impacts associated with the decision.

A useful sampling device can be constructed using three movable flaps. One is moved between its two extreme positions as material is flowing past it; the other two are only moved while no material is flowing past them. Material commences to flow into a sample container as the primary flap is moved from right to left, continues to flow into the sample container as the primary flap is moved from left to right, and the flow is terminated as the primary flap is next moved from right to left. As for several other sampling devices, an argument that there is no delimitation error can be made on the basis that the sampler conceptually divides the stream up into discrete portions and takes a set of equally-spaced portions as a sample.

Outbursts of coal and gas are coupled both in their nature and mechanism and take place under varied sets of physical and geological conditions. The main interacting factors are geology and seam structure, seam gas composition and pressure and strata stress. By pre-draining the seam gas in advance of workings one of the factors contributing to outbursts is removed. One method of pre- draining gas from the coal seam or from areas of geological disturbance is to drill long horizontal holes in the coal seam. The technology to drill horizontal holes up to 600 m in the coal seam is now available by hydraulic control of the rotation and thrust on the drill bit and accurate survey methods to determine the vertical and horizontal position of the drill bit.

Recently an inorganic salt, sodium polytungstate (SPT), has become available that allows the preparation of non-toxic solutions of relative densities up to 3.1. It is relatively expensive and at the higher relative densities achievable, highly viscous. Alternative inorganic compounds may in the future be identified that overcome these limitations. The Australian Mineral Industries Research Association Ltd (AMIRA) has initiated a project to examine possible alternatives. However, it has been found that by the addition of finely divided ferrosilicon to solutions of SPT, relative densities of up to 4.0 can be achieved. A laboratory technique for density fractionation of sized mineral samples utilising this finding has been developed. This is currently being extended to study the potential applications of such liquids and suspensions in dynamic systems for mineral, coal and recycled waste separations.

The commonly used stainless steels, their properties and uses are briefly discussed.Two specific topics are then explored in more detai's to highlight development areas, the potential of which has been largely unexploited in mining milling, refining and smelting operations. The high strength to weight ratios achievable in austenitic stainless steels has been widely used in the transport industry to design high integrity light weight vehicles,especially railway carriages. This use has rarely been extended into other structural areas where highly aggressive environments could make stainless steel a cost effective material compared to protected carbon steels. The recently developed weldable ferritic steels are described and their potential in materials handling discussed. Particular attention is paid to 3CR12, a nominal 12% Chromium, titanium stabilised steel finding wide acceptance in the mining industry.

For various reasons, the maintenance of shaft structures is becoming an increasingly important factor in the operation of underground mines. Deterioration mechanisms related to operation of the shaft are identified as corrosion, mechanical damage, fatigue damage and wear. Deterioration mechanisms related to rock movements are identified as vertical strain, ride vertical closure and squeezing. Analytical procedures for assessing this deterioration are discussed, and it is shown how acceptance criteria are developed and implemented. In order to track the deterioration of shaft structures, shaft inspections are undertaken, but the information is often not well documented. Formalised procedures for capturing and recording information, and then processing the information are presented. Finally, two case studies are briefly described to illustrate how these procedures have been implemented in practice, and what benefit has accrued to the mines concerned.

The grades of alluvial ore deposits are low compared with grades of hard rock mining. This factor, combined with other parameters of irregular distribution of particles, bedrock irregularities, size of particles, nugget effect, ore characteristics, and wet horizons, combine to place alluvial deposits among the most difficult to evaluate, and on which to establish an ore reserve with a high degree of confidence. With increased geological input, correct selection and implementation of sampling method, due regard to sample representativity and process design, these confidence levels can be achieved.

The regulation of environmental management in the minerals and petroleum industries has been undergoing considerable change over the past decade. In recent years, there has been a distinct trend towards smaller government and increased environmental awareness. Current regulatory systems have generally neither responded to these trends nor effectively dealt with the demands placed on them. There is a need to develop a more effective means of providing assurance to Government and the community that its environmental objectives are being met. These means must also enable industry to have an effective environmental management process.

There is a wide spectrum of learning needed in the development of these explorationists: the technical and conceptual skills to carry out exploration efficiently, the professional and managerial skills to apply the exploration in the work situation, the personal attributes required to manage their exploration effectively, and a company organisation that allows them to learn and use these skills and attributes.

Construction of the Ranger uranium project located 230 kiss east of Darwin in the Northern Territory commenced in January 1979. Energy Resources of Australia Ltd (ERA) was incorporated in February 1980 to acquire all the rights in the project. The total cost to ERA of these rights was $407 million, made up of $125 million in cash to the Federal Govern- ment and the issue of 125 million $1.00 shares at par, plus a payment of $16 million in cash to each of Peko-Wallsend Ltd (Peko) and EZ Industries Ltd (EZ).

The Department of Conservation (DOC) manages public conservation land throughout New Zealand in terms of section 6 of the Conservation Act 1987. In brief, this requires DOC to manage the natural and historic resources of the land; promote the benefits of conservation to present and future generations; provide information about conservation; to foster recreation on the land; and allow for its use for tourism.   Locally the department's Tauranga Area Office manages approximately 60 000 hectares of Conservation Park (known as the Kaimai-Mamaku Forest Park) which includes early gold mining relics and former bush tramways associated with the logging and the mining industries. The Department has recently developed the Kaimai Heritage Plan which seeks to restore some of the relics and encourage involvement by the local communities in the restoration and interpretation of their history in the hills. It provides a unique opportunity for the Department to help bring alive for New Zealanders an important, and often overlooked, part of our history as a nation in a stunning natural setting.   The purpose of this presentation is to: +        display the endeavour and ingenuity of the early miners and loggers, the relics of those industries and the dramatic environment in which they worked; +        identify the linkages between those early industries and gold mining today; and +        promote a co-operative approach to heritage and recreation management involving all facets of the community.

The first thing to be aware of is that the warming effect of carbon dioxide is strongly logarithmic. Of the 3¦ that carbon dioxide contributes to the greenhouse effect, the first 20 ppm has a greater effect than the following 400 ppm. By the time we get to the current level of 384 ppm, each 100 ppm increment will produce only about 0.1¦ of warming. With atmospheric carbon dioxide rising at about 2 ppm per annum, temperature will rise at 0.1¦ every 50 years for the next couple of hundred years before the effect becomes minuscule. The warming of the 20th century, as the Earth came out of the Little Ice Age, was a consequence of short, high-amplitude solar cycles. A number of solar physicists have predicted that the next solar cycle, Solar Cycle 24, will be quite weak. Based on the correlation between solar activity and the EarthÆs climate, a temperature decline of 2¦C is predicted for the mid-latitude regions over the coming decade, equating to the experience of the Dalton Minimum. Anthropogenic warming due to carbon dioxide will not ameliorate this temperature decline. Increased atmospheric carbon dioxide is wholly beneficial due to itÆs fertilisation effect. Efforts to inhibit Australian carbon dioxide emissions are exactly wrong in science.

In contrast to the '50s and '60s, the period of the '80s and '90s seems likely to have low growth in demand but much greater levels of technological change. In such a climate there will be pressure on costs, productivity will continue to rise and competitiveness will be closely associated with maintenance of the most effective technology. The penalties for inappropriate investments, whether short sighted or mistakenly based on a particular view of the future, will be greatly enhanced. Accordingly, there will be a need for significantly improved anticipation of technical change and thus for better planning. Study of the funding and direction of the world's R&D effort can provide a useful input to the planning processes within industries and individual firms. Such a study also suggests some insights into the characteristics of those countries which have achieved substantial growth and high standards of living over the past two decades. These characteristics may offer significant reminders for our own development. The particular implications for the Australian minerals industry include the need for direction that is sensitive to changing market requirements and customer practice. This is not simply "more of the same." In particular it appears essential for both basic and applied R&D to provide a sound basis for the purchase and ongoing development of the new technology required to achieve international Competitiveness.
