This paper discusses considerations to be made for the selection of rock tunnelling machines, as opposed to drilling and blasting. A systematic approach is presented in terms of utilizing data frcm site investigations to accurately forecast machine performance for estimating and planning purposes and to help minimise associated risks. Useful rock index properties are identified, and correlations for predicting advance rates for roadheader and full face machines are presented together with a simple method of characteristing rock mass conditions for estimating machine utilization and the savings to be gained in support costs. Finally considerations for tunnelling in adverse ground, for advance probing and for large sized tunnels are outlined.

 Increasing concern about the impact of alluvial mining discharges on the water quality of some West Coast rivers lead to a joint West Coast Gold Miners Associate, Trade and Industry funded study by Water Technology (NZ) Ltd. The objective of the study was to assess the treatability of West Coast alluvial gold mining discharges and to develop simple treatment systems which could be effectively adapted to a variety of sites in the region.   The approach was to apply standard water treatment techniques to field situations using low cost technology. Initially the various types of alluvial gold mining operations were identified then after preliminary site investigations and laboratory studies were carried out, site pilot plants were set up. The results of the trials particularly those using chemical aids were encouraging and it was found that chemical aid performance was largely dependent on the degree of mixing at and downstream of the chemical addition point. Design alterations to settling pond configurations in conjunction with optimised chemical addition yielded dramatic results in the form of reduced effluent turbidities.   A generalised approach to effluent treatment was developed and some of the specific 'mix and match' requirements were identified for different types of sites. The general conclusion is that improved physical treatment combined with good plant management and operation and (where necessary) chemical treatment, will produce water of acceptable discharge quality.

The use of scrapers in mining and earthmoving operations is not new; in fact they are one of the earliest methods of bulk earthmoving. A single machine, which can load, haul, and dump material with a minimum of ancillary support is a highly productive and cost-efficient method of earthmoving. In recent times scrapers have been unpopular due to perceived problems and operational limitations, but the last couple of years have seen a resurgence in the use of scrapers in the Bowen Basin as a primary prestripping tool. The main operational limitation of scrapers is the economic operating range. Maximum productivity and lowest cost per bcm is achieved on short leads, as the lead distance increases the cost per bcm quickly reaches and then overtakes that of an truck-excavator fleet. The geometry of a ætraditionalÆ coal mine does not readily allow short leads for prestrip fleets due to the nature of dragline stripping operations. The strip arrangement means that material has to be taken around the end of the pit, meaning a longer haul distance than the actual point-to-point distance between load and dump. This can be alleviated by using pit bridges, however these can cause spoil problems for draglines if not properly planned and have been avoided by many mines. Due to the economic haul distance limitation of scrapers, truck-excavator fleets have become the normal method utilised. Currently more geologically complex mines are opening up, which do not allow traditional down-dip strip mining to occur. Cross-dip mining methods allow for short leads between prestrip loading and dumping areas, hence scrapers and bulk doze are realistic alternatives to a truck-excavator fleet in the prestrip environment. Keeping the lead distance to a minimum a fleet of 657Æs can move material at a very low cost. The other main operational limitation of scrapers is the type of material that can be economically excavated. Hard material can lead to damage to the bowl, free-flowing sand will not readily stay in the bowl leading to reduced load factors. Ripping the material with a dozer prior to excavating can lead to improved loading time, and greatly reduced GET consumption. When considering scrapers for prestrip operations a number of things must be considered: is the lead distance within the economic haul distance? should twin power (push-pull) or single power (dozer pushed) scrapers be used? do I need to rip, what should I rip with? what ancillary support is required? is there another system already available on-site which is currently under utilised? This paper considers the parameters under which large twin power scrapers are the most effective way of undertaking prestrip operations.

The processes most likely to be adopted for beneficiating ores or concentrator streams containing a large proportion of particles finer than 10 um are froth flotation, selective flocculation, wet magnetic separation and selective leaching. Flotation will be made more efficient for very fine particles if ways can be found to selectively flocculate the valuable mineral beforehand (floc-flotation), to produce smaller bubbles and to reduce entrainment of ultrafine gangue. Schemes for selective flocculation have proved difficult to implement because of the delicate balance between surface forces (electrostatic, dispersion, hydrophobic) and hydrodynamic forces, that determines flocculation, and the changes which occur to particle surfaces through hydrolysis, oxidation-reduction and cross-contamination between minerals in aqueous suspensions. The search for a better understanding of selective adsorption of flotation collectors and flocculants continues and will be particularly important for the practical success of selective flocculation and selective magnetic coating.

Ferromanganese metasediments in the immediate vicinity of the Mid-Proterozoic Broken Hill Pb-Zn-Ag lodes, have undergone high grade (upper amphibolite facies) metamorphism,to form Mn-pyroxenoid (rhodonite,pyroxmangite) and garnet-rich lithologies. Such lithologies bear compositional (bulk rock,rare earth element)and morphological similarities to recent and ancient ferromanganese hydrothermal sediments of the Pacific.The non-metasomatic,stratiform garnetites are predominantly composed of magnesia-rich, calcium-poor almandine spessartine and quartz, which possess a bulk chemistry comparable to alumina-rich ferrommanganese oxide deposits of the Pacific. Such sediments are attributed to a mixed protolith comprised of clay and ferro-manganese oxides (mainly amorphous goethite with lesser todorockite-birnessite). Manganiferous pyroxenoid rocks are probably derived from alumina-poor ferromanganese cherts,similar to Japanese tetsusekiei.Rare earth element compositions ofBroken Hill garnetites are very similar to those of recent ferromanganese seafloor accumulations, suggestive of some genetic link.

During 1999 there was a considerable turnaround in world prices for most minerals and energy commodities, except for the bulk commodities (coal and iron ore). The main reasons for this turnaround were: improved prospects in demand for most minerals and energy commodities in the Asian region following a return to both economic and industrial production growth in key economies in that region; continued moderate growth in demand in Europe and North America; substantial production cutbacks in a range of minerals and energy industries; effective reductions in the supply of oil by OPEC nations; and an announcement by European central banks that they would cap the amount of gold they sell and loan in the next five years. Most of these influences are expected to be sustained into the first years of the new millennium. In 2000, with exception of coal, average world prices of minerals and metals are forecast to rise significantly. Gross domestic product and industrial production is expected to grow in some European countries and most Asian countries in 2000 and, with moderate growth expected to be sustained in the United States, demand for minerals and energy is expected to increase. AustraliaÆs main bulk commodities, iron ore and coal, saw prices set for 1999 - 2000 at substantially lower levels in negotiations in early-1999. Double digit price cuts were locked in. However, similar falls appear to have been avoided for coal in Japanese Fiscal Year 2001, while increases of between four and six per cent were achieved for iron ore. Forecast modest recovery in economic growth in Japan and increasing demand elsewhere in Asia are expected to lead to tighter market conditions in 2000. Beyond 2000, world minerals and energy markets will be influenced by the expected robust global supply responses of minerals and energy companies, against a background of sustained economic growth and industrial production growth in major consuming countries. Over the medium-term, a return to declining real prices which have been evident for most commodities in the recent past, is expected as exploration, mining and processing technological change and associated productivity growth continues to reduce industry costs. While lower rates of exploration and mining investment in Australia between 1998 and 2000 will modestly constrain the rate of future industry expansion, Australia remains an important contributor to expected growth in global minerals supply over the medium-term. Australian mine production is forecast to grow between 1999 - 2000 and 2004 - 05, boosted by production from recently commissioned mines and minerals processing facilities and comissioning of other projects at advanced stages of planning.

Due to collapsing copper prices during 1974/75, a rapid changeover was made at the C.S.A. mine from mechanised cut and fill stoping with incline access to the more economic long hole open stoping method. In 1974/75, 20 per cent of total production came from open stopes. For the 1976/77 year-to- date, more than 80 per cent of total production has been won from open stopes. As a result, mining performance has improved considerably. Stops, drilling performance has increased by more than 50 per cent since the changeover from extension rod, 50 mm diameter cut and fill uphole drilling to 115 mm diameter in-the-hole hammer drilling of holes up to 65 m long. Stops blasting performance has improved from 750 tonnes to 950 tonnes blasted per manshift. Open stope primary blasting per- formance is much higher, but reduces to 950 tonnes per manshift when secondary blasting and firing of hung drawpoints are taken into consideration. Ground control, the most expensive and least productive aspect of cut and fill mining, is almost entirely eliminated in long hole open stoping.

While objective selection and assessments are an accepted part of employing managers and other staff, they have had only a limited place when selecting mineworkers in Australia. Wambo Mining Corporation has used occupational testing as part of its recruitment process since 1994. For managers and staff in particular, it is considered this has contributed significantly to a 95 % fit of those appointees. In 1997 when Wambo undertook development of a new "on site" subsidiary underground mine called Wollemi Services, they wanted to select the most appropriate people in terms of skill and on the job performance. To achieve this they reviewed and improved their recruitment processes to facilitate selection and transfer of an initial intake of almost 50 staff and mineworkers.One of the issues for Human Resource Management was to provide an environment where employees could let go of previously held (but not necessarily individually believed) entrenched views about individual performance and assessment. It needed to be emphasised that performance could be objectively and fairly assessed. More importantly, the performance being assessed was the application of skills and that new skills could be learnt and individuals could choose to change Behaviour.

The P49 Shaft, Hilton Mine, was sunk and equipped for Mount Ise Mines Limited by con- tractors Cementation - Thiess Joint Venture. The leached siltstones to a depth of 150m were known to contain large volumes of water. These siltstones were cored and tested in the laboratory. Field results confirmed that cement grouting was relatively ineffective but that chemical grouting was effective. The Sm diameter shaft was sunk to a depth of 1040m. Weak strata to the full depth re- quired continuous temporary support by rock bolts and mesh before the concrete lining was poured, and made sinking conditions difficult. After completion of the shaft sinking the headframe was redesigned and modified to allow shaft equipping as a combined service and hoisting shaft with seven compartments. The shaft steelwork was designed and fab- ricated for service with high speed conveyances operating under corrosive conditions. The steelwork, weighing approximately 1500 tonnes, was installed to a high degree of accuracy which required guides not to depart from true verticality by more than 2mm over any 5m, or 15mm over the full shaft depth.

Technical control in an industrY invariably leads to a basic contribution from the science of chemistry. It is interesting to note. that the change from the "Assay Office" to the "Chemical Laboratory" has already taken place on the majority of progressive mining fields.Although the serlvices of an efficient chemical staff are freely availed of by operating departments, it is not generally realized that practical chemistry is definitely expensive. A great deal of misplaced energy and expense can be involved in an enthusiastic research campaign where a full appreciation of laboratory economics and a balanced sense of analytical values are lacking.In order to supply data to the various departments concerning individual costs, it was decided at the North mine to issue a supplementary sheet concerning laboratory activities.The costs are compiled under the Unit System, which is based on a relative comparison between the total cost of the various determinations. carried out and the number of such determinatiQns converted to an equivalent aggregate of units.The introduction of the system necessitates the initial compiling of a table of relative units for the various estimations carried out on the works. Each laboratory will find it necessary to draw up such a table governed by local conditions, and, as will be anticipated, a relative comparison of the cost for any particular estimation will show a variation on a lead field, a copper field, or a steelworks, etc.This is due, of course, to the predominating type of routine work, cost of landing reagents, frequency of assays, etc. The satisfactory preparation of the Unit Table requires a good knowledge of laboratory procedure.

That competence is based not just on adopting internationally-developed technology but also on ground breaking research conducted at Australian research institutions, many of which have global reputations. A number of forces are now operating to speed the introduction of advanced technology to mining and processing operations around the globe and this will create pressure on the Australian industryÆs ability to retain its competitive edge. Examining the foundations of that national research base and the associated culture of innovation may provide some guide to the dynamics that will be required to maintain technical competitiveness in the future.

A vehicle-mounted radiation detector interfaced to a microprocessor called PRAM (programmable radioactive analyser mobile) has been developed to provide grade control for selective mining of a soft rock uranium ore. The grade of ore over which the vehicle passes is determined and indicated by several coloured lights to a pegman who walks behind the vehicle. Coloured pegs are then laid out to mark the uranium grade ranges on the floor of the mine pit. Comparison between grade ranges determined by the PRAM and by prior drilling and downhole logging at the Yeelirrie deposit, Western Australia indicate good agreement. Use of the PRAM decreases the cost, manpower and time required to grade extensive areas of a mine pit floor.

There is growing acknowledgement that successful organisations, including mining companies, achieve their competitive advantage by better managing their employees, customers and other stakeholders. The fact that I have been asked to address this conference is perhaps evidence of the recognition of the importance of ensuring the improved management capabilities of the personnel within Australian mining companies. As many of you will be aware, prior to my appointment to the role of President of Minera Alumbrera Limited (MAA), the operator of the Bajo de la Alumbrera project, my career had been more generally focussed on industrial relations and human resources management. My appointment was met by surprise in some quarters, as it is unusual for a person without the technical background of a mining discipline to manage a world-class mining operation. However, it was recognised early in the life of the Alumbrera project that the operation did not lack technical expertise or a committed workforce; rather what was required was innovative management of the project and its operational resources, particularly given that we were operating with totally ægreenÆ workforce in a country without a large-scale mining culture. It is my experience that a particular shortcoming of mining companies is that they have tended to ægrowÆ managers based on their technical expertise rather than people management skills. Historically, many companies have assumed, or at least hoped, that their better technical people would develop the requisite skills to take on the challenges of management. Such philosophy has not always met with success. Whilst the topic for my presentation was originally published as People in the Mining Industry, within the context of the overall theme for this plenary session, People: Education for the Future, it is a subject with an extraordinary breadth of possibilities for discussion. Therefore, I have chosen to redefine my presentation to People Management Issues in Offshore Mining Projects,an issue which I consider to be an important area within the overall topic and one which has particular currency given the increased tendency by Australian miners towards offshore exploration. It is also relevant from the perspective of continued rationalisation of our industry, the recognition that there will be more large-scale, global corporate mining entities and that significantly more mining professionals will become æcitizens of the worldÆ. We therefore need to prepare our future leaders for these challenges. The topic also allows me to highlight the importance of an holistic management approach as the establishment of a new project in a foreign environment puts into stark relief the need for the application of the full range of competencies, rather than the narrow ætechnicalÆ approach to doing business. I hasten to add, however, that the mining industry is not alone in this regard and I was interested to read an article in the Weekend Australian of 22/23 January 2000, which reported on the first key speech of former Westpac CEO, Bob Joss, as Dean of the Stanford University Graduate School of Business. He said: à We know that when our students go out into the world, if they have to struggle, it will not be because theyÆre not smart enough, or they donÆt have enough good ideas. It will be because they struggle over managing themselves and their relationships to other people. The article then went on to say that Bob Joss foreshadowed an initiative to build alliances between the Business School and other Humanities departments within Stanford University to draw on their learning. Other business schools have also recognised this need, albeit somewhat late in the day, as have the most enlightened of modern corporations; in summary, successful businesses have recognised that in an age where competitive advantage through, for example, technological breakthroughs is very short-lived, it is the quality of management that will provide the leading edge. By using the Alumbrera project as a case study, I will identify certain of the challenges with which companies and individuals may be confronted in the establishment of a greenfields project outside Australia. However, many of the issues raised will have direct application in the context of the development of an Australian operation. My objective is to provide an indication of areas which should be considered at the formative stages of a projectÆs development, with particular focus on the issues of people management. I would expect that such a study would be of benefit to companies, education institutions and individuals in preparing themselves for similar experiences.

The past decade has seen a great increase in activity in deep seismic reflection profiling of the continental crust. Some 20 countries have conducted field experiments and the total length of deep seismic profiles surveyed to date is approximately 25,000 km. This total is very large compared to the quantity of such data that existed previously, but very small compared to the total length of seis- mic profiles of the shallow crust carried out for petroleum exploration, which some- times has exceeded 600,000 km on land in one year alone and 1,600,000 km/yr on land and sea. Furthermore, 25,000 km of seismic pro- filing corresponds to exploration of only a tiny fraction of the total volume of the entire continental crust. Thus at this stage of development of the subject, one must be wary of generalizations that are based on these limited data and then ex- tended in scope to include the crust everywhere. The state of the subject is such that virtually every new seismic line reveals totally unexpected seismic fea- tures, a sign that the subject is in its major discovery phase and a warning to the generalizers. Nevertheless, in addition to much new information on deep crustal structure in specific locations, some broad consequences of application of this powerful geophysical technique to a region of the earth not pre- viously explored in this manner are be- coming clear. One is that, as seismic data on the deep continental crust become more abundant and more revealing of complexi- ties, the deep crust can be far better re- lated to rocks at the surface. Conse- quently, the geological style of reason- ing is now being extended from its normal domain of the near-surface to include the deepest crust in a comprehensive story of the evolution of the continents. This change is a subtle but important one and is evident, for example, in some cross sec- tions of the North American Transect Pro- gram, which show surface geology extended in a consistent, though speculative, manner to the top of the mantle. The extraction of world-class mineral deposits using massive underground mining techniques is not an entirely new theme to world mining companies and experts. Previous MassMin conferences have helped to gather and disseminate the valuable experience and knowledge so important for the proliferation of safe and efficient mining of large underground deposits. With the passing years since the first MassMin conference in Denver in 1981, a number of factors have contributed to an increase in massive underground mining around the world, including environmental pressures, gradual exhaustion of shallower deposits and the enabling effects of improving technology in disciplines related to underground mining. Massive underground mining is heading deeper, embracing challenges which include working with elevated temperatures, increasing in situ and mining induced stress levels and longer ore transport routes. Improvements in mineral processing technology will tend to lead operators to contemplate the extraction of lower grade orebodies in the event that the ore can be efficiently transported to the surface and hence the plant. No doubt this tendency, and its associated challenges is encouraging a rich growth in innovative engineering in such fields as mine planning and materials handling as well as geomechanical issues such as support design and the simulation of extraction sequence effects on stress re-distribution. MassMin 2000, we are sure, will showcase a wide variety of new contributions in thought and actions in these fields. There is a definite place for academic institutions and mining related suppliers in the process of developing new technologies and practices in support of present and future endeavour in this field. Dyno Nobel has its own part to play, certainly as an enthusiastic and proud major sponsor of MassMin 2000, but also by means of identifying common cause between our Vision and Values and the needs, present and future, of the underground massive mining industry. The critical success factors, which Dyno Nobel pursues are:health, safety and environment, customer relationships and market development, cost optimisation (while maintaining quality), technology and innovation, organisational development, and leveraging capabilities globally. Through the present paper we would like to share some of these values and offer some practical insights as to how their realisation will contribute to the achievement of MassMin goals and needs.

The metallurgical works of the Electrolytic Zinc Company is situated on the Derwent Estuary, approximately five miles north of the city of Hobart and near a relatively dense housing area. Zinc concentrates, consisting chiefly of zinc and sulphur, have been roasted at Risdon for 53 years;- recently at rates of 1, 100 tons per day. The zinc content of the ores is converted to zinc calcine (ZnO), which is a dusty material. The calcine is leached with acid to form zinc sulphate, which is then electrolysed to make zinc. The sulphur is oxidised during roasting to sulphur dioxide, part of which is converted to sulphuric acid and part is dissolved in estuarine water which is then discharged to the Derwent Estuary. Block models generated with all linear interpolation algorithms contain inherent smoothing that typically results in an underestimation of grades and overestimation of tonnes in resource estimates. For mineral deposits that are anticipated to be exploited by underground mining methods excessive smoothing may result in materially misleading estimates of Ore Reserves. To account for smoothing in the open pit mining environment recoverable reserve techniques such as indicator kriging and uniform conditioning are employed to provide non-spatially located proportions of the large blocks above the cut-off grade. These models are not suitable for underground mine planning where the actual location of material above cut-off is required to design its extraction. To correct for excessive smoothing it is proposed to modify the ordinary kriged block estimates a posteriori using an affine correction with a local variance adjustment factor. The proposed methodology is demonstrated for a base metal deposit during a feasibility study.

The outcome of future metallogenic research will be important to everyone because it will. have a profound impact on our ability to find new deposits of non-reservable mineral resources. Failure to replenish our mineral stocks will threaten man's economic and social well-being, and it is vital that future directions of metallogenic research are considered carefully to ensure that research funds are applied wisely to underwrite our future.Today we are witnessing the declining phase of the era of easy exploration. The rate of discovery of shallow orebodies is slowing. This is very evident for base-metal deposits but is becoming increasingly apparent for gold deposits. The easy exploration era was marked by a heavy reliance on exploration techniques capable of directly detecting mineralization. These include simple prospecting methods as well as a host of geochemical and geophysical procedures and tools that enable explorers to pin-point regions' of mineralization within the upper couple of hundred metres of the Earth's crust. The Century zinc-lead orebody was discovered in 1990 and contains sufficient reserves to sustain open cut mining at 5 Mtpa of ore for approximately 20 years. It is proposed to pipe mineral concentrate in slurry form 300 km from the mine to the port of Karumba on the Gulf of Carpentaria. The concentrate will be dewatered at Karumba before being transported off-shore to deeper water in a self-unloading shuttle vessel for transfer to export bulk carriers. The four main environmental issues that attracted attention during the impact assessment phase of the project were: the selection of Karumba as the export port, the use of a pipeline to transport concentrate, the risk of concentrate spillage in the marine environment, and aquifer drawdown in the vicinity of the mine. This paper discusses these issues with emphasis on the context of the relationship between the Pasminco Century Project and Gulf communities. Environmental safeguards are discussed, including those that arose out of the negotiations regarding Aboriginal native title.

The Charters Towers 1:250 000 Gravity Data Set represents a new initiative of the Department of Resource Industries (DRI, formerly Queensland Department of Mines) to provide high quality regional gravity data over areas of the State that have high potential for new mineral discoveries. The Department has adopted a strategy to upgrade geophysical data to complement the ongoing Regional Geological Mapping Program (RGMP) of this Department and in areas where the data would be of most benefit to the mineral exploration industry. Part of this strategy is to ensure that these data are released within 6 months of data collection.The 1989 Charters Towers survey was completed as a joint project with the Bureau of Mineral Resources, Geology and Geophysics (BMR), and is the first regional geophysical data acquisition project undertaken by the DRI. Prior to this survey, the only gravity data in this area dates from the B MR regional surveys carried out between 1960 and 1967.
