In the economic evaluation of any Australian mining project, changes in taxation can significantly affect viability. Australian tax laws, particularly in the period since early 1973, have undergone many changes which have led to shifts in the profitability of mining companies. This paper examines the sensitivity of a selected, broadly based sample of Australian mining companies to the changes that have occurred, or are reasonably likely to occur, in taxation legislation. In the past, tax systems have been altered for a variety of reasons, such as 1. reduction'in the impact of inflation 2. neutralization of incidence between different sections of the economy 3. as an incentive to encourage expansion and growth in a particular industry or area, and 4. increase in the real "take" of government. In this paper, conventional rate of return analyses are applied in a study of how profitability is affected under various taxation systems.

There is an increasing trend in the extraction and development of copper resources from complex deposits. The complex deposits pose mineral processing challenges, as they often contain low grade copper ore, relatively large quantity of clay minerals, complex texture, very fine disseminated ore, high amount of pyrite, and high level of impurity elements such as arsenic. With the amount of arsenic in concentrates increasing and with environment, occupational health and safety regulations becoming more restrict, there is a need for a processing method that results in no arsenic emissions and captures all arsenic while immobilizing it in a compound that is stable under a wide range of conditions, so it is suitable for long-term disposal. Some development work has been undertaken to examine the most effective arsenic treatment option for complex orebodies that contain arsenic, but a technically robust and economically viable option has not yet been developed. Previous research has demonstrated the possibility of separating arsenic-copper sulphides from other copper minerals by controlling the potential of the flotation pulp in the single mineral systems. The selective flotation of enargite from copper sulphides in a real complex ore system was studied by Tayebi-Khorami (2016), which is summarised in this paper. CITATION: Tayebi-Khorami, M, 2018. Newstan Mine commenced mining operations in 1887 and has since undertaken extensive mining within the Young Wallsend, Great Northern, Fassifern, Borehole and West Borehole coal seams using a range of mining methods including board and pillar mining and longwall mining.Newstan Mine is planning to extend the existing mine workings using longwall and miniwall mining methods to produce up to 4.5 Mt/a of run-of-mine (ROM) coal for at least 25 years. The planned extension in the Main East and South West sections will involve developing new longwall panels and related mains headings. The new area contains higher specific gas emissions (SGE) than previously experienced at Newstan Mine. To achieve the optimum ventilation requirements for the longwall operation in this new area, a new ventilation shaft was designed to be constructed using the blind boring method in the South West Headings section.This paper presents the shaft design parameters and selection criteria for the construction of the new ventilation shaft, including the construction phase and the holing process to connect the shaft to the underground workings. The relative influences of sinter mineralogy, sintering temperature, solid and pore macro- and microstructure on iron ore sinter physical strength are not yet fully understood. Whilst a range of analysis techniques have been used by researchers to evaluate sinter physical properties and sinter mineralogy, none have been able to directly link sinter mineralogy and physical strength under controlled conditions. CSIRO has developed a unique laboratory method to study the fundamental melting properties of fine iron ores in a laboratory furnace under a controlled temperature and gas atmosphere environment designed to simulate the industrial sintering process. Compacted tablet samples for a 0.41 per cent and a 2.5 per cent Al2O3 series were fired in a tube furnace at various temperatures, cooled, then tumbled using a modified Bond abrasion test apparatus to determine a relative tumble index (TI) at each temperature. Quantitative XRD (QXRD) analysis was then carried out on the tumbled samples and optical image analysis (OIA) was conducted on polished sections of a separately fired compact in each case. The amount of total SFCA was found to decrease with increasing firing temperature for both alumina series with the total amount of SFCA higher in the 2.5 per cent Al2O3 series compared to 0.41 per cent Al2O3 series samples. The increase in the amount of magnetite and hematite with increasing firing temperature was largely at the expense of a decrease in total SFCA. Overall, there was good agreement between the quantitative mineralogy determined from QXRD versus OIA for SFCA, hematite and magnetite. Qualitative analysis of high magnification images of the sinter correlated with both the OIA and QXRD results.

Magnetic separation is routinely used in the processing of titanium minerals, and the efficiency of these operations can be determined by measuring the magnetic properties of the process streams. The valuable components in the feed to a titanium minerals plant have specific magnetic susceptibilities ranging from -10-9 m3 kg-1 (zircon) to 10-6 m3 kg-1 (ilmenite). However, in an industrial environment, in which the mineral temperature may range from 20 to 120¦C, it is difficult to measure susceptibilities lower than about 10-7 m3 kg-1. Hence laboratory testing of spot samples from magnetic separators is currently required to obtain accurate performance data. This is an inherently slow process and where feed grades are variable, optimum performance of magnetic separators is generally not achieved. This paper describes the development of an inductance-based instrument for measuring very low levels of magnetic susceptibility on-line. The signal from the instrument can be used for process control purposes to maintain optimum magnetic separator performance. A prototype instrument has been installed in the zircon scavenger circuit in an Australian titanium minerals plant. The circuit consists of a roll magnetic separator treating a feed consisting mainly of monazite and stained zircon. The monazite-rich magnetic fraction is returned to the mine site for disposal, while the non-magnetic fraction is recycled to the zircon wet circuit. Splitter positions in the separator are adjusted when the final zircon product fails to meet specification, or the magnetic fraction contains more than 30 per cent zircon. Weekly composite grain counts show that sub-optimal operation of the magnetic separator results in significant zircon losses into the magnetics fraction. Using the instrument, the zircon content of this stream can now be accurately determined from the measured magnetic susceptibility, provided a correction for the effect of mineral temperature is applied using the Curie - Weiss relationship.

Drill monitors for rotary blasthole drills have been available to the mining industry since the 1970s. The early monitors were pen strip chart recorders that were developed for the oil drilling industry and adapted to mining. They recorded drilling parameters such as depth, pull-down pressure, torque, RPM, and hailing air pressure. While these recorders could generate a large volume of paper, the amount of useful data was minimal. The data was not summarised and required an engineer to interpret the chart traces. Being a mechanical recorder, the devices were also susceptible to frequent failures. Modem electronics, and the development of the personal computer and its associated software have radically changed the type of instrumentation that is now available for blasthole drills. Perhaps more important is what can be done with the data. The PC allows the logged data to be analysed, summarised, and a variety of reports to be generated. The reports can be customised to meet the specific requirements of the mine and reduce the amount of time that is required to interpret the data. There is also an increased awareness in the mining industry of the importance of production drills. Blasthole drills have typically been the piece of production equipment that received the least amount of attention in a surface mine. Management focussed on the trucks and shovels or draglines. This situation is changing, and therefore the benefits that can be derived from monitoring drill performance are being recognised. Potential economic benefits of installing drill monitors have been documented in previous papers (Peck and Vynne, 1992). Mines are finding that pay-back periods of less than twelve months and rates of return in excess of 30 per cent are not uncommon. These benefits include the following: 1. Reduced overdrilling; 2. Increased rate of penetration; 3. Helping to locate coal seams; 4. Identification of weak and strong zones; 5. Reduce geophysical logging; 6. Optimising blasts; 7. Improved fragmentation and diggability; 8. Decreased coal dilution; 9. Increased bit life; 10. Reduced maintenance costs; 1 I . Improved accuracy of data and reports.

Cannington Mine is an underground silver lead zinc operation located in north-west Queensland which has been in production since 1997. Ore is primarily moved through an underground material handling system comprised of a crusher, conveyor and hoisting shaft. The Fowler Shaft was constructed in 1997 using a strip and line method with the intent for it to provide a means to hoist ore from the loading station 600 m below surface. The shaft also serves as the route of key services including high voltage power, mine dewatering and fresh air. Despite the adherence to a mining exclusion zone, large-scale change in geotechnical conditions around the shaft were first observed in 2015. Ongoing ground movement around the shaft lead to cracking and delamination of the concrete liner. Shaft management required the on-site team to measure deformation rates and magnitudes, forecast change, manage rockfall risk and deforming pipework, and ultimately, hoisting skip clearance. Monitoring techniques to observe and measure deformation were required to evolve with the magnitude of movement. Some techniques leveraged off modern technology while some of the most useful techniques were based on logic and first principles. All shaft deformation management strategies relied on the co-operation and alignment between Cannington’s Infrastructure Maintenance, Survey and Geotechnical Departments.

Future developments in the mining sector will be driven by the need to increase safety, ecological sustainability and efficiency. Autonomous systems represent a huge step towards achieving these goals. This paper describes the basic infrastructure of an autonomous system – essentially a network of distributed sensors. Although the sensors are distributed, the overarching communication network with its related middleware offers a transparent and uniform layer. This middleware acts as an abstraction layer which priorities information and provides information to other platforms on request. This permits higher-level autonomous functionality to utilise all information available in the system regardless of where data has been generated or via which physical communication link it has been processed.The Personnel Proximity Detection (PDD) system is described in detail as an example, with details not only of the system itself, but also of the essential full integration and how the abstraction layer allows this technology to be plugged in at any location of the network. The paper ends with a summary of the content and a conclusion.

A geotechnical data management system has been developed to manage drillhole and mapping data generated from in house and consultant administered field programs. This system comprises a data collection interface with integrated validation, processing and reporting functionality. Development of the database required careful consideration of how and what geotechnical information is gathered in the field, a clear understanding of the interdependency of the parameters, and the outputs required to support geotechnical design.The acQuire Geoscientific Information Management System was selected as the preferred software to support the process because of its ability to easily manage data from capture in the field through to quality reviews and ultimately into reports. Initially only geotechnical logging of diamond core was considered, subsequently the system has been expanded to support additional geotechnical data sources such as laboratory test results, traverse and window mapping data. This paper focuses on the core logging data acquisition, validation, analysis and presentation of data.The acQuire Geoscientific Information Management System has proven to be a robust platform for the capture, interrogation, and reporting of geotechnical data. Data entry objects have been created to manage seven different areas of geotechnical data collection ranging from core logging to mapping to automated reports for falls of ground.

BHP Billiton Olympic Dam produces copper cathode, uranium oxide concentrate and refined gold and silver. The operation is comprised of an underground Mine and Processing Plant and is located 560 km north of Adelaide. Water for the operation is sourced from two wellfields located 120 and 200 km from the operation in the Great Artesian Basin (GAB) at a rate of approximately 36 ML/d. Regulatory drawdown limits were established to protect regional GAB springs and are monitored at compliance bores. Drawdown was predicted in the æOlympic Dam Environmental Impact StudyÆ (Kinhill, 1997); however, pumping at higher volumes may have the potential for increased drawdown resulting in a trend towards the compliance limits. In recent years increased usage of water in the Concentrator and Hydromet sections of the Processing Plant has caused excess process water reporting to the Tailings Retention System (TRS). This has resulted in excessive amounts of liquor ponding on the tailings cells with a potential impact being contamination due to seepage of liquor to groundwater. Effective management of water by the operation is necessary to both reduce GAB drawdown and reduce the amount of liquor on the tailings cells. A site working-group has been established to investigate and pursue opportunities to improve the water use efficiency of the operation. This paper will highlight the issue of water management at Olympic Dam and discuss the various options currently being investigated to improve management of this important resource.

The Miocene Chichibu granitoids associated with the Chichibu skarn deposit are divided into North Body, South Body and Daikoku altered stock. Orebodies of the Chichibu skarn deposit are mainly distributed in the north-western part of the North Body and Daikoku altered stock. The North Body consists of magnetite-series granitoids ranging from tonalite to granodiorite and to monzogranite from the margins to the centre of the intrusion. The South Body consists of tonalite and granodiorite, and most of these rocks are also classified as magnetite-series granitoids. The Daikoku altered stock consists of a quartz diorite porphyry. The SiO2 contents of the granitic rocks of the North Body and South Body range from 61.6 to 70.7 wt per cent. During magmatic differentiation, Cu, As and Zn contents in fresh granitic rocks of the North Body and South Body increase with SiO2 content up to 63 wt per cent SiO2, and then progressively decrease with increasing SiO2 contents as SiO2 exceeds 65 wt per cent. Estimated pressure for the emplacement of the granitoids is about 0.5 kbars. Cathodoluminescence studies on quartz from those granitic rocks show that vapour rich two-phase fluid inclusions tend to occur in the core of quartz crystals, while halite-bearing poly-phase fluid inclusions occur in the margins of quartz crystals. The distribution of fluid inclusions suggests that fluid composition changed from low to high salinities during the growth of magmatic quartz crystals. Texture showing quartz crystals with an oval shape enclosed by radial aggregates of a mixture of fine-grained quartz, plagioclase and K-feldspar composing the groundmass of the monzogranite also suggests a pressure decrease during solidification of North Body. These findings show that high salinity fluids were present during magmatic differentiation and that Fe-Cu-Pb-Zn-Au-Ag skarn mineralisation of the Chichibu deposit was possibly associated with these high salinity fluids. Heap leach pads are composed of mined ore, usually crushed, disposed on liners to be processed with leach solutions, and the tail of the process is called “spent ore” which are then transported by conveyor belts to be disposed into dumps. It is often to observe stability problems in these dumps, that could affect the equipment working on it and the continuity of the whole mine process. These problems are related to an excess of water content at the spent ore, therefore the operational efforts are focused onto control this geotechnical parameter.This work presents the results of different geotechnical laboratory testing, using samples of spent ore of a mining operation in the north of Chile. In the last 10 years, 3 campaigns have been made to get samples. Valuable information was obtained to identify how specific operational/metallurgical factors could affect the geotechnical behaviour of the spent ore. Special attention is given to the decision to change the metallurgical process adding salt to the heap leach process and its impact to its hydraulic conductivity.Historically, the process has been based on the leaching of oxides and sulphides materials, in separate campaigns, in which it is possible to observe different geotechnical response in the spent ore generated. Recently, it was implemented a new process in which the materials are blended and salt is added, to improve metallurgical performance in terms of recovery. This change generate impacts in the dump, since the geotechnical parameters are affected; decreasing hydraulic conductivity in about one order of magnitude (explained by the salt added).Changes are shown in the geotechnical parameters of the spent ore, considering that the mining source is the same, and how the operational process and dump design are affected.CITATION:Rimmelin, R and Vergara, C, 2018. For thick seam extraction, the Blasting Gallery (BG) method is ideal for obtaining the maximum percentage of extraction at fast rates. The continued use of this mining method is threatened by strata control and spontaneous heating problems. The strata control problems are managed, to some extent, by supporting the roof with cable bolting and roof bolts of 2.5 m length and with regular induced blasting. However, a number of BG panels were sealed off prematurely due to spontaneous heating problems, losing 1.12 million tonne of coal. The use of compressed CO2 for controlling mine fires is not uncommon in the coal mining industry, but its use is something new for controlling active spontaneous heating in a BG working panel goaf. This method was attempted at the BG I/8 panel of the Godavarikhani (GDK) 8 Incline, Singareni Collieries Company Limited (SCCL). The spontaneous heating was effectively controlled and the remaining coal in the panel was completely extracted by continuous flushing of carbon dioxide (CO2) into the goaf for 40 days. One thousand and twenty four CO2 cylinders, each of 45 kg at 80 bar pressure were flushed into the goaf at the rate of 25 to 30 cylinders (350 m3 of CO2) per day. A quantity of 35 510 tonne of coal was extracted during the period from 30 July 2002 to 7 September 2002. The main objective of this paper is to present the complete process of controlling the spontaneous heating by CO2 flushing and to report on the study of the behaviour of gases and their analysis. The unique experience of controlling the active spontaneous heating in the working Blasting Gallery I/8 panel goaf at GDK 8 Incline with CO2 flushing (till the completion of the panel) will go a long way in establishing a working procedure for handling fire/spontaneous heating problems in BG panels.

Driefontein Gold Mine together with Kloof Gold Mine and Beatrix Gold Mine forms part of Gold Fields South Africa. Driefontein Gold Mine is situated near the town of Carletonville, 50 km south of Johannesburg, in the Gauteng Province. The 4 Shaft East complex comprises of the 4 Main Shaft and the 4 Subvertical Shaft. The main shaft is 9150 m in diameter and was sunk in 1984 to a depth of 2000.5 m. The 4 Subvertical Shaft is 7320 m in diameter and was sunk during 1985 to a depth of 3006 m. Full production was, however, only reached during 1988. Intensive mining is currently being done between levels 28 to 42. In 2002 a decision was made to start mining the shaft pillar, situated between 32 and 33 level in the subvertical shaft. Intensive studies showed that with selective mining scheduling the total mineÆs life could be lengthened by nine years if accessed timeously. The higher grades present in the shaft pillar can be mixed with lower grades from the same reef band presently mined 1500 to 2000 m away from the subshaft pillar area. The shaft pillar comprises 50 per cent of the remaining ore resources available. However, no provisions were made in the initial phases of the shaft development to extract the shaft pillar. Grades between 4300 cmgt to 2500 cmgt relating to 23 and 14 g/t are present in the shaft pillar and an estimated 50 tonnes of gold can be produced from this pillar in the period from 2007 to 2015. The pillar extraction is the key to DriefonteinÆs long-term gold profile. Every geological feature possible is represented in this to-be-mined pillar area. The pillar around the shaft is a complex structure featuring hard and soft lava, sedimentary structures/plane parting that moves against each other, quartzite capping, etc. Replacement of services and secondary support systems were designed, modelled and put in place. The original steelwork was not designed to cope with the various stresses and movements, which are expected once the extraction process is started. Existing shaft steelwork was used as far as practically possible. The principal behind the design was that the steelwork would be totally disconnected from the shaft lining over its total length of 132 m in the area of the reef intersection. This will allow the steelwork to move independently from the geological structures surrounding it, allowing a certain degree of distortion of the shaft lining, moderate twist and tilt to take place without interfering with hoisting operations.

A material aim when feeding ore blends into a processing facility is to reduce the variability of the properties of the feed material and to maximise the output, or throughput. At the Mining Geology conference of 2019, we presented a paper on optimal blending of coking coal given geological variability. The paper introduced integer-programming techniques to both maximise value and minimise feed or product variability. We discussed an application where the geological uncertainty is characterised using a normal distribution and exact solutions are readily obtainable using second order conic constraints in the mathematical model. Geological uncertainty is not always normally distributed, many properties will be characterised as log normal or some other skewed distribution. For example, copper can be some form of lognormal and Fe in Iron ore has a left skewed distribution. In this paper, we discuss some distribution free techniques to optimise the blends of plant feed or output given a quantified geological uncertainty. We discuss the sample average approximation method and how to set-up and apply the method to an ore blending problem. Evaluating a case study demonstrates that the explicit use of non-normally distributed geological uncertainty can better optimise feed into an ore processing facility and potentially add significant value. The approach is equally applicable to all mining and processing operations that blend material into a processing facility or directly into a saleable product.

The drive to maximise performance, reduce maintenance times, improve safety of operation and maintenance on mining equipment while keeping both operational and capital costs down has provided good nourishment to the creative thinking of designers of skip loading facilities for hoisting systems. Early systems were as simple as manual loading which evolved into a surge bin feeding a skip through a chute finally maturing into a measuring flask discharging into a chute to feed the skip and more recently high capacity skip feed conveyors. This paper will compare the concepts of the skip loading flask and the skip loading conveyor systems over a range of winding distances and hoisted tonnages. The comparison will draw on actual installations and review operational, maintenance and safety. An order of magnitude capital cost estimate will be used to complete the financial comparison. This will enable the reader to understand the concepts and costs and assist in selecting the appropriate skip loading system.

Chile, which hosts around 30 per cent of the worldÆs copper resources, is now the largest producer and exporter of copper. Chilean copper output accounts for more than one-quarter of total worldwide production. An increase to around 40 per cent is forecast by the end of the century. In addition, Chile ranks eighth in silver production and 11th in gold output. In Chile, mining generates more than eight per cent of the countryÆs GDP and the total value of mineral exports is more than US $7.85 billion corresponding to more than 25 per cent of South AmericaÆs mineral production. The rate of growth of Chilean mineral production is indeed impressive. Table 1 shows that in the period 1969 - 1998, copper annual production increased 564 per cent from 667 000 t to 3 764 000 t. Gold production went up 27 times from 1827 to 49 770 kg. Silver output grew 1219 per cent from 95 650 kg produced in 1969 to 1 166 380 kg in 1998. Several facts explain this dramatic increase of production, but the most important was the success of exploration sustained over the same period. This resulted in the discovery of several world-class deposits which when developed into mines, account for much of the production increases. Therefore, this summary review shows the success of basic exploration carried out during the last 30 years in the Chilean territory. The review is based on data already published in different specialised mining books or magazines. It only includes those world-class discoveries not the lesser discoveries important at local scale. All figures were calculated using 1998 $US dollar and average estimated metal prices valid for 1999: copper $US 1653 per t ($US 0.75 per pound), gold $US 9452 per kg ($US 294 per ounce) and silver $US 177 per kg ($US 5.5 per ounce).

The low potential hydrophobic state of pyrite in amyl xanthate (PAX) flotation with nitrogen is of particular interest with regard to the N2TEC flotation technology currently being used for the recovery of auriferous pyrite at NewmontÆs Lone Tree Plant in Nevada. Initially, the N2TEC system had been found to operate satisfactorily, but cyanide in the flotation mill water appeared to be responsible for a loss in pyrite recovery. This supposition was confirmed with laboratory experiments, and a program was initiated to study flotation chemistry variables by electrochemically controlled contact angle measurements. Experimental results show that activation of pyrite in such cyanide solutions can be achieved more effectively with lead than with copper. Subsequently, based on these fundamental studies, significant improvement at the Lone Tree Plant was achieved by lead activation, in which case the recovery increased to expected levels. The effect of activator is particularly significant not only with respect to pyrite depression by residual cyanide, but also with respect to collector (PAX) consumption and the initial state of the pyrite surface. Experimental results show the importance of the pyrite surface state and the rather interesting features of the activation process.

As a result of the explosion in the 512 panel at the Moura No 2 mine in 1994 the role of the ventilation officer (VO) to submit sealing plans (on behalf of the operator/underground mine manager) has become one of the key duties of the VO of an underground coal mine in Australia. The intent of a sealing plan is to document the controls used to manage the build up of flammable concentrations of gases, and for these controls to be reviewed by the industry regulators. These sealing plans have brought a large amount of focus onto the sealing process and served the industry well. The legislation does not define sealing, or when it begins, but throughout the industry typically sealing plans are submitted 30 days prior to the last seal being constructed. This practice appears to have originated from the Moura 512 panel being a standing bord and pillar panel and where the explosive gas mixture could only occur after it was sealed. However, since the Moura disaster the industry has become dominated by goafing style longwall mining. Goafing panels differ from standing bord and pillar panels in that they typically have an unventilated goaf that can potentially contain an explosive mixture from start-up. This was recently highlighted by the explosion and fire on Longwall No 1 Tailgate at the Blakefield South Mine in 2011. The author ponders whether the industry should revisit sealing plans to focus on the core hazard and define that sealing begins when flammable concentrations of gases are created. Although defining when mine sealing begins is the key outcome of this paper, the main point is that VOs and industry regulators need to clearly understand what can occur in the atmosphere of underground coal mines. It is my pleasure to deliver the first Keynote Address to the first joint conference between The Australasian Institute of Mining and- Metallurgy and The American Institute of Mining, Metallur- gical and Petroleum Engineers. I am particularly pleased to be participating in this first joint meet- ing as I have been a member of one Institute for 41 years and the other for 35 years. An examination of the membership of both Institutes confirms the fact that the mineral in- dustry is an international one. This has long been the case and basically stems from the occurrence of mineral resources in most countries of the world. It is therefore fitting that these two 'Inter- national Institutes', representing the professions involved in the mineral industry, should choose `International Resource Management' as the theme of the first joint conference. The topic of this Keynote Address is `The mineral equation' or the counterbalancing supply and demand items and the factors affecting them. I propose to attempt to present the overall picture of the mineral equation as subsequent papers and sessions will deal with specific items in more detail. My thesis is broad and deceptively simple; it is that the continued existence and growth of world material civilization depends, in large measure, on the continued use and further dis- covery of world mineral resources. Material civili- zation is used as a broad term to include the pro- duction of man's shelter and tools together with the production of the `consumer' goods and ser- vices needed by society. First let us spend a few minutes looking at the development of material civilization.
